On the eve of her retirement this month, Charlane reflected on 45 years as a customer services consultant, from the days of pen and ink on paper to hightech electronics. “I was still at school when the county clerk rang up and offered me a job,” says Charlane. “His wife was assistant principal at the high school and recommended me, so I was employed as office junior for Hobson County Council. “Back then, our office was located where Munns Flooring is today and I remember moving to the new building in 1966 — it seemed so big. There were many other changes too and the new technology has been a big learning curve. “When I started, we had to hand calculate the rates and there were no electric typewriters. When computers were brought in, a colleague and I were sent to Auckland for training — they said, ‘now everybody, turn on your computers’ and we just sat there — we didn’t have a clue what to do.” Charlane’s initial employment lasted nine years, before she and husband, Gordon, decided to start a family. They have three sons, Christopher, Bevin and Reagan, and eight grandchildren. When Reagan was 18 months old, Charlane went back to work for a ‘few weeks’ to cover for another staff member but was asked to stay on. “I was really lucky — a lady came in to help with the children and Gordon was a milk tanker driver and the shift

work meant he could help out on certain days.” Charlane says she and Gordon are now looking forward to spending more time with their grandchildren — six in the Kaipara and two in Taupo. “Everybody’s trying to push us off on a world trip and suggesting this or that but I’m going to be quite happy to just relax for a while. Gordon’s family

is in Australia, so we will most likely do some trips over there and we’re keen to do the top part of the South Island but the immediate plan is to just potter around and spend some time with the grandkids. “I’ve worked in customer services for a long time and I will miss seeing the staff everyday and meeting new people.” 

Associate Local Government Minister Louise Upston is unwilling to say when she will respond to a request from prominent Kaipara residents to extend the terms of Kaipara District Council commissioners. John Robertson, Richard Booth, Peter Winder and Colin Dale were appointed in 2012 after then mayor Neil Tiller and his council resigned in the wake of escalating rates and debt incurred as a result of cost over-runs on Mangawhai’s EcoCare sewerage scheme. Mr Dale resigned earlier this year. The appointment of the three remaining commissioners expires in October 2015 when special elections are scheduled to return the council to democracy. However, a letter written by former deputy mayor Richard Bull to Ms Upston argues that the council is benefitting from improved financial management and a reduction in debt. But it is still too early for a return to democracy. The letter asks Ms  KDC chief commissioner John Robertson Upston to extend the commissioners’ terms until the 2016 “I just want to initiate something.  Briar Lomas from Tomarata recently received a Mangawhai Zonta scholarship for a 10-day sailing voyage on the Spirit of New Zealand

Briar will join 39 other trainees and a crew of 14 on the sailing ship Spirit of New Zealand for a 10-day voyage around the coast of Northland that will teach her teamwork and leadership. Briar, who has just finished year 12 at Rodney College, says she decided to apply for the scholarship after seeing it advertised at school. “I’ve heard it is a really great opportunity. The 10-day voyage will be particularly useful for leadership skills.” After putting in her application, Briar went through an interview with a few Zonta members. She was then invited to a Zonta meeting where she was presented with her scholarship. Briar says the opportunity will come in handy as she has been named as Rodney College’s head girl for 2015. Fortunately, she has her sea legs. “I’ve done a bit of sailing. I haven’t got seasick yet.” She plans to make no special preparations for her sailing adventure. “I’ll just turn up.” In the meantime, apart from her studies, Briar says she will continue

to play netball. “I do a lot of tramping.” Proud mum Leigh is a teacher aide at Tomarata School and dad Matthew is a builder. Briar said she is looking forward to a career in fashion and design. 

Rare visitors settle at Mangawhai

Public urged to support Matakohe bridges project

The black-billed gull have landed and the Department of Conservation hopes that their arrival at the Mangawhai Wildlife Refuge will result in the first successful nesting of the speices in Northland.

The colony of 30 to 40 gulls has settled in preparation for the breeding season, which is encouraging given their precarious status. Endemic to New Zealand and unlike the more common red-billed gull and the southern black-backed gull, the black-billed gull are the most threatened gull species in the world, and are classified as Nationally Critical. DOC’s summer warden at Mangawhai, Rangi Zimmerman, said a small number of black-billed gulls were recorded in the area during the 2007/08 summer and though several nests were seen at that time, none resulted in successful fledglings. “The arrival of the gulls in greater numbers this season is therefore a very significant and exciting event,” says Rangi. “The best-known black billed

gull colony is found on the shores of Lake Rotorua, and until now the furthest north they have been known to breed is in the Kaipara Harbour. Band combinations seen on the birds indicate that they may have moved up from there. “Elsewhere in the North Island, black-billed gulls nest on coastal shell banks and sandspits, so Mangawhai Wildlife Refuge seems a likely place for them to nest.” The Department of Conservation is asking all visitors to Mangawhai Wildlife Refuge this summer to be aware it is a very special breeding ground for many endangered shorebirds. For breeding success it is vital that people stay away from fenced nesting areas and dogs kept well away from the Mangawhai spit. 

A campaigner for the replacement of two one-way bridges on State Highway 12 near Matakohe is urging Kaipara residents to show their support for the project. The board overseeing the development of a Sportsville complex at Dargaville’s Memorial Park has appoi nted a project manager following a successful funding application. The grant from gaming trust Pub Charity has enabled the Kauri Coast Recreational Society to engage Griffiths and Associates in that role. The company is already working on a concept plan and has engaged a quantity surveyor to cost the proposed facility. Prize giving at Tangowahine Youngsters make radio waves in Mangawhai  by Colin Patterson

The radio waves in Mangawhai have been pulsating with youthful voices in recent weeks, as children at the local school run their own radio station.

 Parents, teachers and other members of the community turned out in force last Wednesday to salute the achievements of the 2014 students of Tangowahine School. A number of former students, some from many years ago were also at the school’s prize giving. The students wowed them all with singing and entertaining. Principal Wayne Steele says it was a great way to end the year.

At lunch times on each school day Beach FM 87.8 comes on air, giving children at Mangawhai Beach School the chance to show off their DJ skills while playing their favourite music. Principal Aaron Kemp says the idea for the station came about after radio personality Mark Perry, who is associated with local station Heads FM, donated a small transmitter. After obtaining an aerial it was decided to put the kids on air. To help them gain radio skills, a couple of the children got training from Mr Perry. “Then they trained some kids and those kids trained other kids.” The teen DJs are year seven and eight students — aged 11 to 13. “The kids read stories and play their favourite

music. At the moment it is Christmas Carols plus a bit of Pink Floyd.” Mr Kemp says “all the music comes from Spotify, with the artists getting 0.1cents in royalties every time their songs are played.” While doing radio is a lot of fun for the kids, Mr Kemp says it also has educational benefits. “We’re doing it to help build the kids’ oral language skills. Kids these days tend not to converse. Putting them on radio also takes them away from their iPads.” Beach FM is a low-range station that can only be heard in the Mangawhai Beach area. Because of that limited range, Mr Kemp says costs are minimal and the station has no advertising. 

The Christmas holiday season is ahead of us. We welcome visitors to our District. Kaipara’s population will increase dramatically over the next three weeks, as those with holiday places in Mangawhai, on the Kaipara Harbour, and on our west coast beaches visit once again. Council’s data suggests that 59% of Mangawhai property owners have their principal residence outside of the Kaipara District, most being in Auckland. For the rest of the District, 28% live outside of Kaipara. In addition to those with holiday properties in Kaipara, there are the many campers that visit. International tourist traffic also rises, creating increased activity especially for accommodation providers, coffee shops and food and other retailers who target the recreational market. From a Council perspective, this increase in economic activity is welcome. To cope with the population influx, the Council needs to plan carefully for this annual migration. In Mangawhai, the demand on the Mangawhai Community Wastewater Scheme peaks dramatically on New Year’s Day. Traffic volumes make getting around challenging. At the Kai Iwi Lakes, campers and day trippers, many with boats, stretch our resources. If you are visiting these Lakes, please be careful to respect them. And please be careful if you have a boat to ensure that the boat is not bringing with it a weed. These Lakes are internationally significant. Invasive weeds would quickly threaten their pristine nature. We want all visitors to enjoy our Kaipara attractions. There are plenty of opportunities away from the beaches for visitors– from museums to the Waipoua Forest, from attending a movie in the new Dargaville cinema, to walking local tracks available in most communities.

The year of 2014 For the Kaipara District Council, the year has been a further one of tidying ourselves up to build a high performing organisation for the future. Dealing to history remains with us

In this calendar year: • We successfully defended a Judicial Review challenge mounted in the High Court against us by the Mangawhai Ratepayers and Residents Association. The Association has lodged an Appeal, which we are encouraging them to withdraw. Such re-litigation of the past does not achieve anything for Kaipara, and only imposes further costs on ratepayers. • We are taking action to hold some of those who we believe were negligent in the past to account. • Many property owners who had been withholding rates paid them. For that we are thankful. Looking forward has been important

In this calendar year: • We have had a good look at our key parks. We have management plans in the making for Taharoa Domain (Kai Iwi Lakes), Mangawhai Community Park, and the Harding Park/Pou Tu O Te Rangi Reserve. • We have set up a Community Advisory Group in Mangawhai to assist the Council on matters with respect to plans going forward for the Mangawhai Community Wastewater Scheme. • We have been investing resources to get a clear picture of the state of our public wastewater, water and stormwater networks underground, so that we can better plan for their maintenance. • A community engagement programme has been put in place and it is proving to be very successful. There is lots more to achieve in the next calendar year. Like most of you, I look forward to the break and returning to work with the other Commissioners and Council staff to support the Kaipara District. Stay safe and enjoy the festive season.

MARCH \ RUAWAI TURNS 100

 The township of Ruawai, former residents and folk from further afield came to celebrate the town’s centennial in March. Mabel White, nee Wilson, was the oldest person who attended and together with her daughter, Jane Rawlings, had a great deal of fun reliving years gone by. The highlight of the weekend was the parade, which included old farm vehicles and machinery, a bullock team, vintage cars, new tractors and fire engines. The afternoon included a bus tour of local historic sites and a ferry cruise on the Northern Wairoa River. The celebrations culminated with a fully booked centennial dinner.

 In April, playing dress-ups proved a fundraising winner for Kaiwaka’s Small Poppies and the Child Cancer Foundation. In a show of support for Heidi Holden, who was diagnosed with cancer in March last year, the Early Childhood Education Centre got together with Kaiwaka Primary School and Kaiwaka Playcentre for a special day. “The children paraded their costumes and made a gold coin donation, then we had a coin trail and sausage sizzle,” said Small Poppies director, Natasha Lee. “Afterwards, we sold the leftover sausages outside the Four Square and all up, we raised $1,085.95 for the Child Cancer Foundation.”

MAY \ MUSEUM FAREWELLS BET NELLEY

 In May, Kaipara locals and out-of-town visitors gathered to farewell the Kauri Museum’s Bet Nelley. The retiring CEO joined the museum as collections registrar in 1995 and three years later became collections manager. In 2008 she was appointed to the position of chief executive officer. During her tenure, she oversaw the installation of the museum’s fire sprinkler system, the production of a DVD on the history of kauri and three books. She also worked alongside scientist Jonathan Palmer and helped the Kauri Museum become the first in the world to be Carbonzero certified. Her motto was, “It is all about people.”

JULY \ STORM LEAVES IMPRINT ON KAIPARA

 Persistent rain and strong winds left their mark on the Kaipara in July, leading to widespread flooding and wind damage. The flooding in Waihue Valley was captured by Dargaville contractor Craig Woollams’ hovercam high above Waihue Road. Emergency services throughout the district were kept busy for several days and major roads were closed due to flooding, slips, felled trees and downed power lines. Dargaville Volunteer Fire Brigade chief Jeff Palmer says it was the worst storm he had seen since Cyclone Bola in 1988. In one call-out, the brigade had to rescue one motorist on the roof of his car, near Titoki.

SEPTEMBER \ COUNCIL LAUNCHES LEGAL ACTION

OCTOBER \ ROYAL HONOUR AT HOME

 In September, Kaipara District Council chief commissioner John Robertson held a press conference to deliver some long awaited news: the commissioners would be taking Audit New Zealand to court for negligence over the loss of millions of dollars in the Mangawhai wastewater debacle and also pursuing legal action against former council CEO, Jack McKerchar in the Employment Relations Authority. Auditor-General Lyn Provost has admitted work for Kaipara prior to 2010 did not meet professional standards and apologised to council. The landmark decision was carried on an inaugural internet television broadcast on the Kaipara Lifestyler website.

 During a rare visit to the Kaipara in October, Governor-General Sir Jerry Mateparae took the time to visit local identity and conservationist Barry Searle at his home in Dargaville. Sir Jerry presented Mr Searle with the Queen’s Service Medal, which he was awarded in the 2013 New Year’s Honours List. Mr Searle has spent decades campaigning to protect toheroa stocks along Ripiro Beach and has mentored students who have come to study the precious shellfish. He was formerly the chief fire officer at Te Kopuru Volunteer Fire Brigade, president of the Northern Wairoa Civilian Maimed Association and a volunteer at Dargaville Museum.

Whither the milk solid price? On August 27, this very year, Fonterra’s chairman and CEO were bullish regarding what they called, “Fonterra’s positive outlook.” They saw no threat to the $6.00 forecast basic price per kilogram of milk solids for the 2014–2015 milking season. When the CEO stated, in answer to questions on TV regarding the risk of trade with China, he said China ‘today’ was in a totally different situation to the world financial collapse of 2008. Four month’s later, last week, Fonterra’s announcement that it was reducing the farm gate milk price for the 2014/2015 season from $5.30 per kilogram of milk solids to $4.70 shows people at the top of Fonterra receiving huge salaries for their expertise, can get it wrong. Since 2010 the Fonterra average payout to dairy farmers has been $7.06 per kilogram of milk solids. Fonterra shareholders who are fully shared up may receive the dividend range of 25–35 cents per share which amounts to a cash payout range of between $4.95 and $5.05 for the current season. The current advance rate of $4.00 per kilogram of milk

solids will decrease to $3.85. From February 2015 the monthly Capacity Adjustment of 52 cents will be added and will increase the advance to $4.37 per kilogram of milk solids. The Russian trade ban in response to the European sanctions, led by America, against Russia because of the Ukraine situation has affected world trade dramatically. Some economists are saying that Russia is under a lot of economic pressure, implying that the Russians will have to comply with world opinion in regards to their handling of the Ukraine situation or face a financial collapse. We should not underestimate the influence of Russia and the resolve of its people when their backs are against the wall. In the Second World War, 29 million Russians lost their lives in the fight against Germany. They have huge gas and oil reserves reportedly producing 13.4 million barrels of oil a day. America is reported to be producing 9 million barrels a day. Russia

was the largest purchaser of European dairy products. European and American dairy products are now putting pressure on Fonterra’s access to markets, forcing the decline in dairy prices throughout the world. While the elephants argue, we are the mice that pay the price through their stamping. There will be a serious effect to the New Zealand economy as a result of $6 billion less going into the economy. Fonterra’s Chairman has told shareholders that they will be doing everything possible to help generate more cash. The proof will be in the pudding. With this serious economic downturn facing the dairy industry, the majority of farmers will hardly cover operating expenses, let alone pay the mortgage. Farmers who find themselves in a position where their banks or lenders are pressuring them to sell their farms or are treating them unfairly should seek assistance early rather than later. 
