Last Saturday, 30 floats paraded through the main street of Maungaturoto, in what local identity Albie Paton said was “probably the best parade we have had ever. “The street was lined with kids and their families. It was a wonderful turnout, with the organisers of the 150th anniversary — which we celebrate next year — judged the winners in the floats competition.” Ruawai was abuzz earlier in the day, with the townsfolk, as well as many people from the surrounding district turning out on the streets bedecked in Christmas finery. Parliament may solve rates debacle

The Kaipara District Council commissioners say they are looking at seeking a parliamentary solution to ‘a dog’s breakfast’ of problems over the validity of past rates. A proposal for a Local Bill to rectify historical rating errors, along with other issues, has been outlined in a report to be discussed at this weeks council meeting. The commissioners have reported that the council made a series of procedural or technical errors when setting rates between 2006 and 2012, involving revenue of more than $17 million. Chair of Commissioners, John Robertson, said he believes a Local Bill was the best option to sort out what he called a ‘dog’s breakfast of procedural and technical failings’. “The services the rates paid for were still supplied. However, the fact is that mistakes were made and they need to be addressed in a way that is fair, provides certainty and resolves the issues once and for all. Until we do that, Kaipara can’t move on.” Council lawyers have previously identified a number of largely procedural or technical errors in multiple rating processes. Errors included the council setting rates that were inconsistent with financial impact statements and failing to provide sufficient information

on rating assessment notices. In some instances, the errors caused “notable inequity” between ratepayers, the report says. “The Local Bill would in effect validate all the other incorrect historic rates by fixing largely technical deficiencies. It would need to include specific actions to address issues around the Mangawhai targeted rate,” Mr Robertson said. The report to council also recommends

‘‘I favour a Local Bill because it would “shine a light” on past mistakes and open past decisions up to full public scrutiny.’’ — John Robertson that any Local Bill not hinder possible legal action by the council over matters around the extension of the Mangawhai Community Wastewater Scheme. The Auditor-General’s office is investigating the scheme and due to report back next year. The commissioners have not discounted legal action against those involved.

“The option to proceed with a Local Bill would not affect the 2012/2013 rates which must be paid,” Mr Robertson said. In addition to the Local Bill, the report to council offers three other options to fix the incorrect rates. These include: • resetting all of the incorrect rates and collecting any balance owing on any property from the current owners, • refunding the incorrect rates and reissuing invoices to individual ratepayers who owned property at that time and reissuing invoices to the current owners, • refunding rates and recollecting them from the entire, existing district in a new rate. Mr Robertson said he favoured a Local Bill because it would “shine a light” on past mistakes and open past decisions up to full public scrutiny. Should a Bill proceed to Select Committee stage, he hoped public

hearings would be held in the Kaipara District. “Local people deserve to know what went on, and deserve to have their say in front of parliamentarians. They will have very clear and very strong views and a Local Bill will allow those views to be heard very publicly.” A Local Bill would need to be sponsored by an MP and Northland’s Mike Sabin has offered to do this. “Mr Sabin is also very keen for a process which allows the community to have its full say. The very clear message we’re getting from the community is that people want us to fix things, and move on,” added Mr Robertson. “A Local Bill presents the best opportunity to do that while allowing people to share their views. Establishing accountability and understanding what went wrong and why remain a priority. But dwelling on past issues alone will continue to cost ratepayers and will not help the district get ahead.”

Swamp kauri’s beauty unearthed “I make jewellery for giants,” says Te Hana sculptor and visionary Kerry Strongman, standing proudly beside an intricately carved kauri figure eight feet tall. “There are millions of carvers in stone, so I had to find a point of difference.” That point of difference — combined with the kind of measured, patient skill which sometimes sees him wait years for a piece of timber to weather and reveal its secrets — has seen Kerry’s creations earn worldwide acclaim, with customers as far away as China and the Netherlands embracing his unique style of sculpture. Images and influences from the Maori tradition blend with spiritual figures and forces of nature in the works which stand in the “Arts Factory” at Kerry’s Studio Gallery — curved hooks, swirling spirals, vigilant Manaia and great Haast’s eagles share space with Olmec and Native American faces, and other forms which blend the mythologies of many nations. “Each piece has a story, and we want to give the person who buys the sculpture a sense of that,” says Kerry. It’s the same way sculptors worked during the renaissance,” says Kerry. His latest masterpiece, an immense sculpture featuring a family of Tuataras, glows warm red-brown under the gallery lights. Whether it’s luck, skill, or a combination of the two, The Northern Wairoa Golf Club have achieved the near impossible with members getting nine hole-in-ones in a year. “It’s got to be some kind of record,” says vice president, Robert Nathan who is yet to find another club that has achieved anything close and describes it as an, “amazing feat.” While some golfers go their lifetimes without a hole in one, members, Chick Ross, Tom Ronald, Sam Burke, Snow Clement, Lawrie Mitchell, Matt Leef and Val Sills were honoured for their aces at the Northern Wairoa Club prize giving recently. Val made national headlines earlier this year when he hit two holes in one within an hour and according to Golf Digest the odds

of that happening are 67 million to one. Both were par threes and the first ace was 165 metres on the fifth hole and the second, 113 metres on the ninth. “When the second one went in we were a little more than flabbergasted — we literally couldn’t believe our eyes. It’s something that you will always remember,” says the retired dairy farmer. He said it’s roughly the same odds as winning the lottery and if he was honest he would rather win the jackpot. Matt Leef also achieved what Mr Nathan says is a miracle hitting two holes in one in the same year.

Tahu David Kena from Pouto was among the 11 graduates from the New Zealand Centre for Social Innovation, the first social entrepreneur’s school of its kind in the country. The students work on community projects in an attempt to make a difference by identifying a need and finding a way to fulfil it. Tahu, motivated by his experience with youth while he was a corrections officer, worked on a business plan for his project, Tu Maia, aimed at improving the well being and direction of rangitahi (youth) and whanau which he hopes to open early next year. “The programme will assist to address the 8.2% of unemployment rate in our young people in Northland today,” says Tahu, “It will teach them a trade, a vocation, something that gives them the confidence to play a fulfilling role in their community.” The project runs eight weeks in two parts, a one week marae tikanga programme for at risk youth and their family

On January 11 and 12, the Waipu community will commemorate 160 years since the arrival of the first Nova Scotian settlers with an extraordinary lighting display. The Waipu Grand Pageant will be performed outdoors and tells the remarkable story of a band of hardy individuals led by an indomitable minister who refused to give up hope that they would eventually find their ‘promised land’. Although the show is a re-enactment of the migration story, it also highlights one family’s account of the journey — with all its personal tragedy, drama and comic elements. Director, Lauchie McLean says it is a pageant of ‘epic proportions. We have designed it around the lighting.’ With four towers that project technologically sophisticated lights and images ‘never seen before in the North’, a display like this would have been impossible ten years ago. “No other town in New Zealand has been bold enough to invest the amount of money we have in the sound and lighting design,” Lauchie says. “The company behind the technology designed the Rugby World Cup ceremonies in Auckland last year.” Activity is carried out on stages on both sides of the river and the land beyond. The river also becomes a stage — expect spine-chilling action on the water as well. Audiences are invited to bring a picnic, rugs and cushions from 7pm to enjoy pre-performance entertainment and the last of the summer sun. The show starts at 9pm. ‘Expect the works,’ says Waipu Museum manager Patsy Montgomery. ‘This will be the most spectacular outdoor event ever staged in Northland’. The inaugural Miss Kaipara Kai 2013 contest is seeking a young woman to be an ambassador for the Kauri Coast Promotion Society.

A quarterly meeting and public workshop of the Taharoa Domain Governance Committee was held last week to discuss the overall management plan for the domain and Kai Iwi Lakes with committee member, John Robertson, saying, “we need to look at the big picture.”

The organising committee says it’s not a regular beauty contest and that brains and personality are the most important attributes they are looking for. Contestants will be tested on their knowledge of the Kaipara region as well as their fashion sense by a panel of three judges. It is open to girls between the ages of 15-18 who live in the Kaipara region and the committee encourages everyone who fits the criteria to enter from January 9 onwards. “This is an exciting opportunity for the young girls of Kaipara and it will also look fantastic on their C.Vs,” says committee member, Grace Portanger. “They are a wonderful regional and national treasure which we need to nurture and manage for future generations.” Mr Robertson said the implementation of the management plan is a major challenge for the Kaipara District Council as it requires a major investment in weed control and planting programmes right around the lakes. “To systematically work through the plan is a huge task. Council would need to secure support from the Northland Regional Council and perhaps the Department of Conservation.” Although there are significant weed control issues, the lakes, which are monitored by the Northland Regional Council, are reported to be in pristine condition.

Kaipara house sales exceed national trends  Property report from First National Real Estate Roper and Jones

It has been reported that 2012 has seen an increase in economic activity across the Kaipara, with ‘green shoots’ beginning to roll back the aftermath of the global financial crisis. And while house prices are down from the heady heights of the pre-2008 market, strong sales in residential property have combined with an increased number of residential building consents to add buoyancy to the Kaipara real estate market. As far back as March of this year house sales were up 24.4% in our district, topping the national average of an 18.5% rise and easily establishing the Kaipara as the biggest growth area in Northland real estate. As noted, this is balanced against a trend toward lower house prices at sale — down 3.4% despite a national home price increase of 3%. Some of this discrepancy may be attributed to high residential property prices in the greater Auckland area, but otherwise reflects affordable house prices locally attracting buyers. With growth underway and house sales resurgent, those wishing to buy or sell are well advised to seek professional information before entering the market. Children and their parents watched with some excitement as an airborne Santa flew in to land at the Dargaville Aero Club on Saturday, while across the bridge, hundreds of people lined Victoria Street to catch a glimpse of the bearded man — this time in a sporty red convertible. Sources suggest to The Lifestyler that the pace of modern life has caught up with Santa and his traditional transport has been ‘put out to pasture’. One of the great banes of farming life, the effective ban on driving an agricultural vehicle on the road, is about to disappear.

Nor will the drivers of such vehicles need special licences or have to abide by the timelimits for working hours that apply to highway truck drivers.

From May 1 next year it will for the ﬁrst time be legal to drive a tractor, forage or combine harvester on the road without vehicle registration, a Warrant or Certiﬁcate of Fitness, and without having to prove you haven’t worked too long that day.

The only modiﬁcation that agricultural vehicles will require will be a ﬂashing amber light, and they will be allowed to tow trailers.

In a coup for Federated Farmers, the Government is presently accepting final submissions on a draft “Land Transport Rule: Agricultural Vehicles Omnibus 2012” review of the rules and laws applying to agricultural vehicles using the public roads. Submissions close at the end of this month, but Feds’ transport spokesman Ian Mackenzie, who farms at Eiffelton in Mid-Canterbury, told Canterbury Farming there’s already wide agreement among interested bodies with the draft as it stands, and he expects it to be ratified by the Government largely unchanged. The changes will mean that purpose-built agricultural vehicles — excluding trucks and utilities — will not need either registration or a Warrant/ Certificate of Fitness to drive on the road as long as they don’t go any faster than 40kph.

“If you operate an agricultural vehicle under 40kph, basically you’re exempt from everything farmers were having trouble with,” Mackenzie said. “You only need a Class One licence — that’s the ﬁrst level on the driver’s licence — and this enables overseas students to come and drive as long as they’ve got their own driver’s licence, and they don’t have to go through the regime of a heavy trafﬁc [HT] licence. “You’re also exempt from work/time rules, which is a real bonus,” he said. Work/time rules were introduced years ago to ensure that truck-drivers did not become an unacceptable risk to other road-users by working too long without a break. These proved frustrating, if not entirely unworkable, to tractor and harvester drivers who frequently do long hours at the wheel in the paddock, and were previously required to observe rest and stand-down periods before they took their

machines onto the road, often only for short distances to the next work-site. “If they’d been working a paddock for seven hours or something, and they’d maybe been working seven days straight, the moment they went on the road they were subject to the work/time rules,” Mackenzie said. “The Ministry of Transport, the Police and the Government were being sensible in saying if agricultural vehicles are operating under 40kph, a) they’re less of a hazard on the road, and b) the chances are that farmers aren’t going very far with them, so they’ve exempted farmers from registration.” Mackenzie added that there would be a rule covering better lighting of agricultural vehicles, “and we’ll be encouraging farmers to think about making themselves visible before they go on the road. “It’s a quid pro quo for the concessions we’ve got out of this,” Mackenzie said. The Government’s announcement of the opening of submissions on the draft rules included a statement that, when ratiﬁed, they will save farmers $51m a year. Mackenzie said he was not sure how that ﬁgure was calculated, but it would represent a considerable saving

for farmers in time and red tape, no less than in money.

Among agricultural contractors welcoming the changes is Martin Bruce of Hororata company M.A. Bruce Ltd, which runs three forage harvesters plus associated loaders and trucks, mainly in the mid-central Canterbury silage-making industry.

“If it wasn’t a tractor some people were being told to register it on an N registration which covers mopeds and buses,” Bruce said.

“There were a whole lot of anomalies in the whole thing,” Bruce told Canterbury Farming. “For something like a combine or forage harvester, the contractor theoretically had to have it on a G registration, but it depended on who you talked to when you registered your vehicle. “Some people registered on EB registration, some on G, and you were supposed to pay a time licence but when you went to pay it they’d tell you it only applied to a

Being inquisitive has also paid off for one technically-minded Dargaville High School leaver who was recently awarded a university scholarship to study electronics. “I have always been into pulling things apart and putting them back together,” says Matthew Rae who received a University of Waikato Northland Future School Leavers scholarship and has enrolled for a Bachelor of Engineering degree. “I would like to design and create my own electronics, especially robotics. It’s the fastest growing industry in the world and Waikato is one of the leading institutions in the field. I’m really looking forward to it,” said Matthew. “It was exciting to receive the letter in the post. I think I was accepted for the scholarship because of all the good things the school said.” “Matthew’s right,” said careers adviser, Julie Chiaroni. “The school nominated him for many reasons. He is bright, hard-working and has a naturally inquisitive mind.  Over 60 people enjoyed an afternoon Christmas concert on Friday held by Outreach at the Catholic Parish Hall. The concert by Kauri Chorus was attended by residents from the Kauri Coast Rest Home and Norfolk Court. The chorus of 20 singers along with conductor and pianist, performed classic carols as well as new tunes such as ‘Christmas is no time to diet’, ‘the Christmas shopping blues’ and ‘jing-a-ling’. Co-organiser, Jean O’Neill said, “they are very good and it’s great they take time to learn so many new Christmas songs.”

Pioneer farm life on holiday display  by Paul Campbell

Farm life for today’s younger generation is a far cry from pioneer days, with cell phones, computers, motorised transport, TV and myriad other modern trappings. At The Kauri Museum at Matakohe this summer holiday, a special exhibit and interactive events have been designed to take youngsters back in time, to when farm life was, to say the least, adventurous in the extreme. The main types of joints are the fibrous joints such as tooth sockets, those solely of cartilage such as vertebrae discs and thirdly the mobile synovial joints such as knees and shoulders. The most common problems that affect joints are accidental damage especially to these mobile joints, all forms of arthritis and specific problems with joint structures such as bursitis and tendonitis. Our knees and shoulders are incredibly complex synovial joints. Have a look at an anatomical image of a shoulder joint and you will see what I mean. There are tendons attached to bones, tendon sheaths to allow tendon movement, joint cavities with synovial fluid, little bags of lubricant called bursars and of course the cartilage covering the bones. All of these structures can cause problems including arthritis, bursitis and tendonitis. Osteoarthritis is the progressive loss of the cartilage that covers the ends of bones. The pain is as much caused by inflammation as the actual loss of cartilage. While there is obviously some wear and tear aspect to the disease the latest research suggests that this is a true disease process rather than just accumulated wear. Research in the last decade by K. Yudoh et al (2005) and C. Ziskoven et al (2010) indicates that the real cause may oxidative stress which then triggers inflammation. This concludes that free radicals damage the chondrocyte cells that make and support cartilage. If these cells are damaged and die this results in the erosion of cartilage. In other words osteoarthritis is much more like iron rusting away in the salt air. My approach to osteoarthritis is now based on this latest research and my own observations over many years. I take a “3 legged stool” approach. Firstly we add a range of antioxidants to combat the free radicals attacking joint cells. Secondly we add a range of anti-inflammatory compounds including Omega 3 and a number of plant based antiinflammatory compounds and thirdly specific amounts of joint supporting compounds such as Glucosamine and MSM. It released a report last week which says deteriorating global economic conditions are having a significant impact on returns for New Zealand’s primary products. The Ministry for Primary Industries half-year update to the annual situation and outlook for primary industries report, which it published in June shows there has been strong pastoral production so far in the 2012/13 season. “This is partly due to favourable climatic conditions during the previous season which left breeding stock in good condition, and also ongoing expansion of the dairy herd,” said the economic and information manager, Chris Jones. However, the ministry says the continuing economic slowdown, particularly in the traditional markets of the European Union, is causing weaker demand for some New Zealand products

such as lamb. And the strengthening of the New Zealand dollar against most major trading currencies in recent months is having a dampening effect on farm-gate returns for primary produce. As a result, total primary sector export revenue for the year to June 2013 is forecast to be around $27.5 billion, down five percent on the previous year’s income of $29.2 billion. Key points are: International dairy prices are expected to recover over the remainder of the 2012/13 dairy season and beyond. Lower lamb prices are expected, resulting from weaker demand in key European markets. Beef prices are expected to remain firm over the next two years, following a major drought in North America affecting production there. The forestry sector will remain squeezed over the next few years, due to subdued demand from major export markets — export volumes are expected to hold up, but some product prices will not. Horticultural exports are on track to reach $3.5 billion in export earnings in the year to March 2013, with higher inmarket prices expected to offset lower volumes of kiwifruit and wine. The bacterial vine-killing disease Psa-V has spread to nearly all kiwifruit growing regions, and will adversely impact gold kiwifruit exports in the year to March 2014.
