The Kaipara District Council has held its final meeting for 2017 in a year marked by significant progress in meeting the many targets it set itself at the beginning of the year, including a continued trend in debt reduction, and an increased spend on road maintenance throughout the district. Council is making good progress toward the completion of the draft of the Long Term Plan which will be available for public consultation in the New Year. During the year council embarked on a deliberate attempt to increase the involvement of ratepayers in matters that are important to the district. The Roading Committees that were established a few months ago are an example of how members from within the community can cooperate with council staff to provide important feedback on roading issues. We held our first ‘Annual General Meeting’ in October which was well supported, and provided an opportunity to better understand council’s financial performance for the previous year. Community involvement will continue to feature as an important goal for this council in the remainder of its term. Remedial work on the rock fall at Aranga Point, which necessitated the evacuation of several homes, is progressing well and it’s hoped that the area will soon be deemed safe to allow all who were affected to return to their homes. Last summer many residents suffered water restrictions or shortages. The combination of wind and high temperatures that we are

currently experiencing suggests that we may have a repeat this year so I recommend a prudent approach with water consumption. As we all know Kaipara District has a large network of unsealed roads and the dust nuisance they create. With summer this will increase and I urge everyone to drive safely and to the conditions — it’s better to arrive late than not at all. Kaipara offers some amazing scenery from its harbours and beaches to its lakes and native forests. These attractions, coupled with a rich history and cultural heritage make the Kaipara a popular holiday destination for many thousands of visitors. Our towns swell to several times their permanent population and on occasions this stretches some of our infrastructure, especially at the more popular locations. I ask that if exposed to any inconvenience to your normal routine that you please show a little tolerance — the holiday season is only for a few weeks and the business it generates is a very important contributor to the economy of the district. Over summer we are all on show to the many thousands of visitors so I hope everyone can contribute a little towards making their time in the Kaipara both memorable and enjoyable, and so encourage them to return in the future.

It would be remiss of me not to pay credit to all of our elected councillors who have undertaken a very steep learning curve during the year on the intricacies of local body government and acquitted themselves well. There has been a very large time commitment to developing the Annual Plan and the Long Term Plan and all members have contributed well to this process. The continuing high level of building and development activity and the ongoing focus of catching up on both capital and maintenance work on our roading network, has meant that council staff have been under considerable pressure throughout the year.

They have performed well and continue to implement more efficiencies in order to meet the service expectations of the community. I wish to thank all staff at council for the work they’ve done throughout the year and to those who will continue to maintain our parks and public spaces over the busy holiday season — a special thank you. Finally I would like to wish our residents, ratepayers and visitors throughout the Kaipara a very merry Christmas and a safe and happy New Year. All at the Kaipara District Council look forward to serving you well in 2018. 

In the beginning… u by Paul Campbell

In the mists of time, Kaipara was a land of giant kauri trees, patrolled by giant moa, myriad lesser birds, and with her seas and rivers abundant in fish — a place as near perhaps to paradise as ever existed. Then came the Maori from out of the Pacific — an island people with a tradition of superlative navigation skills over the wide ocean tides and currents, cloud and winds that led them to Aotearoa, The Land of the Long White Cloud. For centuries they made New Zealand their home. Then in the early 18th century, came the tall ships of European explorers, followed swiftly by seal hunters, whalers, traders and an assortment of adventurers. In the mid 1860s came a wave of settlement, people seeking freedom from Europe’s established social regimes. The Auckland Provincial Government offered assisted passages to immigrants from England and wider Europe and the northern Kaipara Harbour was selected for settlement with a man offered 40 acres of land with a further 40 for his wife and 20 acres for each member of his family between the ages of 5 and 18. In May 1862 the first party of what became known as Albertlanders set sail from the East India Docks in London. After some 100 days at sea, the

immigrants were sent off to their place of settlement on the Kaipara. Maps dished out in London showed wide roads from Auckland to Kaipara clearly marked, but were in fact, nonexistent, and wagon wheels many immigrants had strapped to the ship rails were sold before they went by sea up the west coast to the then coastal hamlet of Mangawhai, today a bustling town and seaside holiday destination. From there it was a slow and arduous journey over bush-covered land to Kaiwaka and on by tidal waterway to Port Albert. In ensuing years, more migrants fanned out to claim land in and around the emerging settlements of Maungaturoto, Whakapirau, Pahi, Paparoa, Matakohe, and on to Ruawai and Dargaville. An area of 70,000 acres of land is today home to these towns with many surrounding farms still in the hands of settler families today. Port Albert, once seen as a provincial capital city to rival Auckland, still stands as a sleepy backwater off State Highway 16, with the town of

Wellsford long replacing it, to then grow exponentially with the advent of railway and arterial roads. The other main route to Kaipara was by way of the huge harbour, via Helensville, then a timber milling town gorging on the huge Northland Kauri forest. This was the route taken of the Smith family, still resident in the Matakohe area today and with founding connections to the iconic Kauri Museum. The Smith matriarch was the first European woman to step ashore at Matakohe that afternoon in November 1862 and the family went into farming and kauri milling.

Land grants were made as surveyors completed their tasks, and many settlers lived in makeshift camps when they first landed ashore. As they moved onto their blocks, men supplemented their income the land provided, by digging for kauri gum while the timber was harvested. They worked mainly in wetlands and swamps where once there were ancient kauri forests and around 450,000 tons, worth £25 million, were sent to England or North America between 1850 and 1950. Helping our farmers Tangiteroria farmer, Scott Taylor, knows he had a lucky escape not once, but twice – both times needing to call on the services of the Northland Rescue Helicopter for help. Living more than 45 minutes from Whangarei, the prospect of a bumpy ambulance ride by road is not easy with severe injuries, Scott says.

of many nations, and later buildings rose in Sydney Town and as far away as Los Angeles from pit sawn and milled beams, joists and weatherboards. Wise heads did not prevail until as late as 1970, when legislation halted the indiscriminate milling. A forest of more than a million hectares in the mid-1800s had by then been reduced by 90 per cent. Kaipara Harbour is one of the largest in the world. It extends for some 60 kilometres from north to south and has catchments feeding five rivers that emerge from drowned valleys earning them the name of salt rivers, and over a hundred

streams. The harbour heads are dangerous — waves from the Tasman Sea break over large sandbanks about five metres below the surface two to five kilometres from the shore, an area called The Graveyard, and responsible for more shipwrecks than any other place in New Zealand. Despite the perilous bar at the harbour entrance, the Kaipara became a busy timber port from the 1860s, shipping thousands of tonnes of kauri timber and gum The Northern Wairoa is the main river feeding the Kaipara from the north, and Dargaville was established on the timber and gum trade 30 kilometres upstream.

In the hey-day of the kauri trade, huge rafts of logs were brought down the river to mills about the shores of the harbour. By 1907, production had peaked, after which a steady decline set in, with only minor amounts being cut in the next 50 years. During the 1950s and early ‘60s the supply of logs from private lands almost ceased. By 1973, government policy finally ended all felling of kauri. Fortunately, massive replanting projects have come into play since — but at the same time, these forest icons are now threatened by a dieback disease that is challenging science. 

Scott’s first helicopter ride was in 1999 when he was working on his farm, pruning a tree. A large branch fell to the ground, pinning him underneath it. He managed to get out from under the branch, but not before he realised he had sustained serious injuries to his torso. He called 111 and it was decided that the helicopter was the best bet for a quick response to the rural area. “It isn’t a long trip back to Whangarei Hospital, it is quite a short flight but it was so reassuring. To have the chopper arrive and help you like that, you can’t thank them enough,” he says. Five years later, another accident, this time involving heavy machinery, nearly had dire consequences for Scott. “The machinery sliced into my leg above my knee and took out a huge chunk. It was quite serious and extremely painful,” he says. Again, a call to emergency services lead the rescue helicopter heading to the farm once again. “It was pretty horrific. It was good to see the paramedic and get pain relief. I couldn’t have handled the road trip to Whangarei Hospital, it would have been too much,” he says. “Neither of my injuries over the two incidents were life-threatening, but at the same time, they were both very serious.

Quotable Value (QV) has surveyed Northland properties recently and this shows that Dargaville experienced a 60.5 per cent increase in the median price of residential properties in three years to June 30, 2017, with out-of-town buyers largely responsible. An ‘E-Valuer Quarterly Suburb’ report showed a median house value of $291,000 for Dargaville as at September 1, this year — an increase of 24 percent since September 1, 2016. “Currently QV is seeing an average increase between 40 and 50 per cent above the rating values for residential properties set during the last rating revaluation for the Kaipara District as at September 1, 2014,” said valuer Thomas Ujdur. Local Ray White realtor, Jean Johnson said: “Sales are still going well in Dargaville both residential and lifestyle, also sections. We have had a mixture of local purchasers and Auckland people. Properties are not on the market long at the moment as there is a shortage,” she said. She said sometimes this meant

This holiday visitors will perhaps have delays as they negotiate the construction area where work began in November. Long awaited, the highway segment will form a first-class access to and from Kaipara and all it has to offer visitors, new residents and businesses. But it is not the first step towards opening up the district. First came the extended Northern Motorway, then the Northern Gateway Tunnel, and then the Puhoi to Wellsford upgrades, which has brought Kaipara ever closer to the metropolis, and as a result, the population has expanded over the past few years. Building permits issued for Mangawhai on the east coast have burgeoned, and this has filtered through to the west coast. There are tremendous development opportunities in the north, and tremendous tourism opportunities, says the government, and the latest link at Matakohe reflects that philosophy. With the continued ease of access the real estate of Kaipara is booming, as cashed up Aucklanders discover

they would have more than one offer on a home. Mangawhai median values rose 12% over the past year to $666,250. Kaipara has long been a source of wealth that is still adding to the nation’s coffers though horticulture, dairy farming and processing industries. It is now becoming evident the district is coming into its own as the place to settle, do business, and enjoy surroundings and facilities including ease of access to the country at large, that are second to none. With ever increasing use of the huge harbour over summer Coastguard North

Kaipara based at Tinopai will soon be housed in a new rescue centre complex. This summer too, the coastguard’s newly-acquired rescue vessel will be on patrol. Also underway is construction of high speed broadband to Kaipara’s towns and villages, with rural areas also scheduled to connect as part of the government’s UFB2 initiative, expected to transform the local economy providing solutions for business, tourism, agriculture and industry. Security has not been forgotten and 28 CCTV cameras will spearhead a crime-watch initiative in the Dargaville CBD from this January.

It’s been a busy year for manager of the Kaiwaka and Maungaturoto St John units, Stephen Rosser. “We are well up on our jobs in both Kaiwaka and Maungaturoto. We have four new volunteers signed up this year and four AUT students that are doing their practicals through our station,” said Stephen. They also have an agreement through the fire service as to who they can call on for help when they are in need of a driver. “It is a great service and we’ve been doing that for a couple of years in

Maungaturoto now and approached Kaiwaka Fire Station with the idea. We’ve been working successfully with them for the last two months. A special thanks to the fire service who have stepped in and helped out on occasion.” There are 20 volunteers servicing Maungaturoto/Kaiwaka area as well as the AUT students. “The students get some good practice. They’re in the process of doing their paramedics’ qualification and are all in different stages. Some are working emergency technicians, some are working as first responder level — they have been great to work with.” During the Christmas and summer holidays Stephen advises to “take care in the water, be careful and mindful on the road. Stick to the speed limits and wear seatbelts. “Make sure you have plenty of driver breaks, and remember to keep yourself hydrated particularly up here with all the beaches. 

The Hakaru River has won Northland’s most improved award at the New Zealand River Awards run by Cawthron Foundation, the country’s largest independent science organisation. Northland Regional Council Chairman Bill Shepherd recently accepted the award on behalf of the Hakaru community and Northland ratepayers. Rivers are selected based on information collected by Land, Air, Water Aotearoa (LAWA), which is independent of councils. It originates in the Brynderwyn hills and flows south through farmland, until it reaches the Topuni River and feeds into the Kaipara harbour. “The river’s steady recovery is testament to the cumulative effect of landowners and environmental groups, working with advice and support from the council, New Zealand Landcare Trust and Department of Conservation,” said Mr Shepherd. “No single factor is responsible for the trend improvement of 10% every year in E.coli, in the last 10 years. Many activities have led to this great result and similar results are being achieved in catchments around the region.”

Landowners have been planting on river banks, with one large stock farm implementing fencing off streams and pest control into their management. Many local dairy farms have also installed more effluent ponds, with most having two to four, providing greater storage and more effective management. “Environmental groups are also working hard on water quality and controlling pests such as goats, pigs and possums. Some of this has been done with funding from the regional council’s environment fund.” 

MERRY CHRISTMAS AND HAPPY NEW YEAR FROM PENNY SMART, NORTHLAND REGIONAL COUNCILLOR FOR KAIPARA While we all enjoy a well earnt break over the Christmas and New Year periods I want to highlight two things to keep in mind as you live and travel around our beautiful Northland environment. KAURI DIEBACK

Kauri are one of the longest living trees in the world. They only grow in New Zealand, and are of huge cultural importance to Northlanders and New Zealanders. But kauri trees are threatened with extinction by a disease that is spread between trees predominantly by people carrying tiny amounts of contaminated soil on their footwear and other gear.

HOW CAN YOU HELP SAVE KAURI? In general, you should always: 1: Clean all soil off your footwear and other gear, every time you enter or leave a forest/area with native trees, and at every cleaning station. 2: Use disinfectant only after you have removed all the soil. 3: Stay on track and off kauri roots. A kauri’s roots can grow outwards three times further than it’s branches. 4: Infected trees may not show symptoms’ — never assume anywhere is free of kauri dieback. If you’re in native bush and you’re in the upper North Island, it’s likely you’ll be near kauri. 5: Spread the word within your networks on how to stop kauri dieback.

There is no cure for kauri dieback, and it can be spread by just a pinhead size of soil. Kauri can be saved — by people like you. For more information on Kauri Dieback go to the NRC website ‘Pest Control Hub’ and type in Kauri dieback.

Plastic’s Please keep plastics out of our waterways NRC with help from the community spend a lot of time and money cleaning up our waterways every year. Plastics on the whole are not biodegradable and can cause a significant amount of harm to our whole environment including our water ways. Keep the use of plastic to a minimum and when you leave recreational areas take your rubbish with you to dispose of in a responsible manner. Is it safe to swim here? NRC annual summer water quality tests began on December 4th at many of our popular beaches, rivers and lakes. A total of 46 coastal sites and 13 freshwater locations. Testing will continue until 6th of March 2018. Results are posted in the

‘Can I swim here’ section at www.lawa.org.nz. It is best not to swim for 2-3 days after heavy rain and if the water looks dirty or murky, smells or has scum on its surface or is visibly contaminated. Help us keep pests and weeds out of our waterways All owners need to check their boats and trailers for unwanted weeds and pests, before and after use or on a regular basis if they are staying in the water. Especially niche areas like the base of

the keel, behind anodes, live bait tanks and bow thrusters. These pests and weeds are a real threat to our precious ecosystems and biosecurity as well as our ongoing enjoyment of the water. For more information go to www.marinepests.co.nz

Anna Clearwater is the face behind Mangawhai’s newest coffee trailer ‘Rise and Grind’, greeting commuters as they hit the road to go about their business from 5am-9.30am in the village. Anna who’s not only a talented barista is also a builder, moved to Mangawhai at the start of 2017 with her partner from Auckland after purchasing a property a year and half earlier. “We fell in love with it up here and decided to move,” she said. Anna saw the opportunity to start Rise and Grind and thought if she didn’t act soon, someone else might. “My partner was commuting to Auckland for work and I would leave for work before all the cafes were open — there wasn’t really anywhere to get a coffee.”

Working in a cafe some years earlier meant she already had barista skills and after researching the idea further which involved spending mornings counting cars and watching the traffic flow at the main village intersection she looked into buying a coffee trailer. Anna found a company in Hong Kong who turned her design into reality which was a two or three month process. In this time she quit her building job and opened up shop on November 20. “I was so nervous on my first day but this is the most amazing community to do something like this in because

people are so supportive, encouraging and positive. Even people who don’t drink coffee stop by and say ‘this is such a good idea, good on you’ and that’s exactly what you need when you’ve taken a risk and invested all of this time and money. Anna feels that she may not have received the same sort of feedback and support had she opened Rise and Grind in a city. “Here it’s more personal, you know everyone and it’s the same faces. People love to support local.” “From 5-5.30am the traffic is pretty constant, everyone seems to be heading down to Auckland or there are the tradies who are working just a bit further out of town — that’s my main target audience.

For anyone else contemplating a business idea, Anna’s’ advice is to “just go for it.” “The climate here is perfect if you’ve got an idea or you want to start something, this is the time to do it. Mangawhai is past the cusp of booming, everyone is moving out here and there’s new people and there’s opportunities everywhere at the moment.” All going well Anna hopes to go back to building long term and employ someone to man the coffee trailer. On the side she is also kept busy running Mangawhai Dog Rescue. Find her outside the Mangawhai Library Hall weekdays from 5am-9.30am and around the heads and village over the silly season. 

As a passionate fisherman Rex Coffey says he “absolutely loves” his role at the popular Top Catch store in Mangawhai Heads and is looking forward to the busy summer ahead. Initially he moved from Whangaparaoa to manage the store but after his wife landed a job in Whangarei the move to ‘magical Mangawhai’ was cemented. “It suits my wife and I as we are both keen fisher people and we’ve become involved with the Mangawhai Boating and Fishing club and the general community. The area suits us as we are both originally from small town communities,” said Rex. He says making the move and taking on the role is one of the best things he’s ever done. “The main thing I have found since working here is that customers have now become friends.” Top Catch’s contacts also extend to a number of charter fishing opertaters. Rex and his staff which include Doug Lloyd and Jack Forno, can offer local knowledge to those wanting to head out

in boats or fish locally from the shore. The team is preparing for the holiday makers and busy season that begins at Christmas right through until the end of summer. With a large diving customer base, Rex and the team have also recently put in a new fill station which means faster tank fills on busy days. “The best part about our job is having customers come back and show us photos of their catch or hearing about it — that is the most satisfying part. “We learn just as much knowledge from our customers as they learn from us.” Over summer Top Catch will be sponsoring two events in January the ‘Take a Kid Fishing Competition’ on January 6 and the Mangawhai Boating and Fishing club anniversary weekend competition on January 28. 

Young couple Petra Gough and Hamish Younger made the move from their hometown of Dargaville to Mangawhai in September where they have just opened Petra’s new salon, Meraki Hair. Born and raised on the west coast, Hamish a builder and Petra a hair stylist both gained their work experience through their various trades in Dargaville before buying in Mangawhai. “We were in Mangawhai for a weekend and quite liked it. We could see that there was lot’s of building and development going on which was good for Hamish job-wise and I saw potential for another salon in the area,” says Petra. They bought their section which is five minutes drive from the Mangawhai Village earlier this year. The last month has been a busy one for the duo who have transformed an existing shed on the premises to a boutique hair salon nestled in a rural setting which looks out to the nearby Brynderwyns. A community initiated project to save a green space owned by the Kaipara District Council from sale has been a success for the Maungaturoto Residents Association and other community minded members.

The area which sits on View Street has been granted a licence from the KDC to ensure the space is kept as a ‘green area’. The project which was driven by the residents’ association has been in the pipeline for the last two years. President Terri Donaldson said the group has already purchased a “really nice concrete picnic set” to be used on the site. “At the moment we’ve kept the space as a green area — there are so few

around and hopefully we should have it for up to 30 years. It’s a community space we haven’t lost — we’ve kept it.” She said it would be an ideal place for those passing through to pull over and take a break or enjoy a picnic. The residents’ association will take charge of maintaining, planting and managing the area. “The KDC have been fantastic and the space will get looked at every couple of years.” The area may get further developed into a park at a later time. 

In August this year, Kimberly Sinclair and her husband Glen moved to the Maungaturoto community from Auckland with their three young children, and haven’t looked back since. Kimberly says before making the move the family lived in “total suburbia” in Botany. “We chose Maungaturoto because it was still a manageable commute for my husband who still works in Auckland and it also worked out good value for money at the time,” says Kimberly. “We’ve got 10 acres and couldn’t get anything like that size in Auckland. The local primary school is really good and that appealed as well — the town has a really nice feel.” As soon as the family moved up the three children started at Maungaturoto Primary School and Kimberly is already on the PTA. She is also busy with her online business Choose Organic. “I started Choose Organic in August last year and run it through my website, Facebook page and Instagram account. Previous to that I was working in the organic skincare and makeup industry. That kick-started my passion for all things organic.” Kimberly said her product range has grown substantially while having a focus on New Zealand — made products. “I’m a born and bred Kiwi girl and I think NZ has some amazing genuine organic products so it’s nice to support those people.” While most of the business is online Kimberly has been attending the monthly Maungaturoto markets since the move. “I want to support the local community and be able to meet people and network. Paparoa’s Empire Art and Collectables was started just over a year ago by Jillaine Murray and the business has now expanded to incorporate the Folk Espresso and Boulangerie, a cafe run by Mike and Jocelyn McKenzie. After owning and running a cafe in Ponsonby, Mike and Jocelyn made the move to Kaipara a few years ago. Mike used to own and run the Tulip cafe in Maungaturoto and most recently he was the Little Village Artisan, selling baking at farmers’ markets - with his sourdough bread often running out in minutes. Jocelyn was a school counsellor before the recent arrival of their first baby. Now, they run the Folk Espresso and Boulangerie together, with Jocelyn organising the front of house and Mike the food. Jillaine moved to the Kaipara some three years ago after working in corporate roles in Auckland, and initially worked from home supplying a small customer base and a few wholesale clients. She then started selling at markets in Kaipara and Auckland. “I’d always wanted to have a shop as an outlet for my own work and I had a few friends who were producing various art and crafts with no real platform to sell them, so the idea of Empire was born. For the first time I was able to focus 100% on my art and craftwork.” Empire started with around seven contributing artists and she now sells

The idea took root and after the birth of Mike and Jocelyn’s first baby, they were looking to upsize their operation without taking on a full-

time cafe commitment. The combination of art, craft, coffee, artisan bread and pastries has been a huge success. The space is now a regular meeting place for locals on Saturdays and Sundays. The communal table provides a hub and there’s a great sense of community,” said Jillaine. The most common means of repairing minor defects is to stabilise the existing pavement. This introduces fresh aggregate into the failure, in addition to a cement stabilising agent to aid in hardening and increase longevity. Things are changing next year at the Dargaville Museum with a new name, refurbishment of the Lighthouse Function Centre and renovations on the Maori display area. One of the first things manager Maree Saunders recognised when she started in July, was that the outside needed more signage. When people drive in, the sign over the door gets blocked and people have had trouble finding the entrance. “I also thought we needed a Maori name to bring us in line with bilingual New Zealand and a name with a point of difference. So I looked up the history of Joseph Dargaville and how chiefs from different iwi sold him the Tunatahi block which Dargaville now sits on. I thought it was a very inclusive and cooperative story. “So we called a hui with local Maori to discuss the name ‘Te Whare Taonga O Tunatahi,’ (Whare Taonga translates to museum) and that had support.” Therefore the museum now has two new signs bearing it’s new name at the entrance and on the outside wall. Matching signs are also above the door to the museum and the lighthouse function centre. “It’s just unified and taken ownership of the building.” A blessing and celebratory event for the signs, and to honour the gift of the new Maori name, is happening on Wednesday, December 20. Three branding posts will also go at the entrance, representing European pioneers, Maori and maritime — the

After moving to the area five years ago, Bindy, a massage therapist and Ray, a park and facilities contractor, were sharing ideas on how they could make an extra income off their new land. “A friend of my mum had a lavender farm in Clevedon and I jokingly said to Ray we should have a plantation. With research we decided it was actually something we could do” says Bindy. Cultivating the land was the first step to setting up the farm which involved extra fill and contouring for drainage. Initially they did a trial run with 600 plants from which they made two litres of essential oil. From this they propagated plants, began to plant more and now have an impressive 4,500 plants and 20 different varieties. The lavender plants reach maturity at three years but can be used for oil and rubbings after just one year. Next to the lavender the couple also have hives which they tend to themselves and then sell honey online at the markets along with their other products. “The big difference is that eventually the bees will be predominately working the lavender fields creating a more pure honey product which in turn gives us

the opportunity to have a honey with a distinct taste and properties,” says Ray. The lavender store is home to Bindy’s massage space and products which include lavender wheat bags, essential oils, creams and sprays, all with ‘healing properties’ which can be used in many different ways. Bindy is also about to

sit her final exam to gain a certificate in aromatherapy. They hope to open the farm up to tourists visiting the area within the next year and are always happy to host a tour, with their shop open from Wednesday to Friday 9.30am-2.30pm and 10am-4pm in the weekends. 

Dargaville Intermediate has achieved the Enviroschool green gold status, the highest level of achievement in the programme after working towards the goal for around 10 years. Being an Enviroschool is about providing learning opportunities around caring for the environment, understanding the impact humans have and using sustainable practices to plan the future. The Northland Regional Council Enviroschools’ team spent a day with the school’s Enviro Kaha Club students and together they decided if the school was up for it. “It was incredible, because to get green gold it has to be that whole school focus,” said deputy principal Diane Papworth. “There’s five guiding principles you have to meet and prove that you are

doing. It’s a whole school culture you have to develop. It’s not easy to get — there’s only five other green gold schools in Northland.” The five guiding principles are empowered students, sustainable communities, respect for diversity of people and culture, Maori perspectives and learning for sustainability. Student Max Hutchings said: “It’s awesome to be a green gold enviroschool. All the hard work we’ve put in has finally paid off. A highlight has been seeing all the plants we’ve grown, go from seedlings to getting planted on farms. This is all important because we need the environment to survive.” 

The Northpower fibre rollout across Kaipara and Whangarei has been a success and the Dargaville installation is well ahead of schedule. The $2.5 million stage one of the Dargaville UFB network in and around the CBD is progressing well and will connect 1052 customers over the next year with residents able to connect in September 2018. Northpower Fibre CEO Darren Mason says the progress is very satisfying. “We are building an inter-generational asset that will enable Northland to prosper. Fibre broadband is the highway of the future and the logical replacement for copper broadband.” “UFB continues to be a game changer for so many people in our community and that was always our aim. There are over 20 companies offering broadband packages on the network and that

competition means customers have plenty of choices.” Northpower CEO Andrew McLeod says Northpower is looking forward to bringing ultra-fast broadband to more Kaipara and Whangarei townships. A total of 3,172 customers will be able to connect at Hikurangi, Dargaville West, Waipu and One Tree Point by the end of 2018 the network will cover 5,561 customers. Northpower expects to invest over $30 million in the UFB2 expansion of network. “The expansion of our fibre network is part of our business strategy to support growth in Northland via investment in our electricity and fibre networks in Kaipara and Whangarei,” says Mr McLeod. 

Lachlan McLeod is one of Kaipara’s newest residents. Hailing from Whangarei, the 20-year-old has been commuting to Dargaville for years to work on a two acre vineyard that he started planting on his uncle’s land four years ago. With 1,200 vines planted so far, he currently makes a pinot gris, merlot and rose under the brand ‘Holdfast Estate’. “It’s hard work but if you’re making good wine and can get a good reputation, then we can definitely get it out there that we can grow different things over here. “As the year draws to a close, it is hard to believe how quickly it has disappeared. As the newly appointed principal of Dargaville High School, I had an expectation of an interesting year, and I have not been disappointed,” says Michael. “This term alone has been packed full of highlights such as the recent school market day, senior graduation dinner and the powhiri to welcome the Year 9 students for 2018. “Students and staff have been involved in many interesting things; the Tai Tokerau Festival, the senior ball and the Stage Challenge to name a few with the waka ama and rugby league teams representing our school at national competitions.

“Our hospitality and building academies undertook major projects with very successful outcomes. “We were also fortunate to host students from Japan which was beneficial for our students and our guests. “We appreciate the generosity of the business community who have offered work experience to our students with some of these placements leading to an apprenticeship or employment. “Identifying and realising success for all students is key in the year ahead and we will be enhancing a student centred approach. A wide range of cultural and sporting opportunities will continue in 2018 and planning is well underway for a Japan trip. 

Exciting things are happening in the new year for Dargaville’s Mckay’s Arcade with existing businesses expanding and new enterprises moving in. Snazzi gifts have been in the arcade for nine years now and have just increased the premises. “It’s been going very well. Not only can we fit more stock, it’s more accommodating for people in wheelchairs and prams,” said co-owner Mandi Sole. “We’re concentrating on our website next year and we are getting new signs. I’ve got Marshall Signs to do it — he’s just started in town.” Mandi said she likes having her business in Dargaville because “the community is supportive. People are lovely and friendly — it’s a really good community to belong to. We are part of the Business Forum as well. People will shop local before they go elsewhere. “All these new businesses are opening and all the shops are filling up, there’s more positivity. I think it’s because of the houses selling so well here, and new people coming into Dargaville.” Tattoo artist, Jesse Jace from Dying Wish NZ has been in the arcade for around two years and is also expanding, by moving to a bigger space halfway up the arcade. So I started with nuno felting, which is felting with existing fabrics like silk and cotton, and then the rest of it just happened.” “I love the textures and the colours of it. You can either shape into a form or just cut it. Husband and wife Phil and Lily Berge and their daughter Grace Berge have just bought the Waipoua Lodge. Phil and Lily have spent years dairy farming in the South Waikato, near Whakamaru and Grace has studied hospitality and tourism, with five years experience working in the industry already under her belt. “We have been before to visit the kauri trees, but have not spent much time up here before now,” said Phil. “We were ready to make a change and sell the dairy farm, and have always wanted to own a bed and breakfast or lodge of some description. “When we saw Waipoua Lodge for sale, we came up to have a look and loved the place, so decided to take it on. We are loving it so far, especially the Waipoua Forest and Kai Iwi Lakes. Dargaville is a great little town as well. “It’s the kind of lifestyle we wanted after farming. We didn’t want to live in town but also wanted to keep busy and have freedom to spend time away. We love speaking and interacting with people and we wanted to be able to give guests a relaxed experience.” All three enjoying gardening, fishing, spending time with friends and family and watching rugby, and are keen to entice more visitors to make the trip over to experience the west coast, from the Bay of Islands. “In the future, around 2019, we are looking at hosting weddings for

With Kevin Morgan retiring as Te Kopuru Chief Fire Officer this year, Barbara Searle has stepped up to do the job. Barbara said she decided to take on the role “just to keep our brigade going, to help the community and keep things running along smoothly. It’s going good so far, I’ve just been carrying on with what we were doing. We all work together well.” The brigade recently had its end of year honoUrs night, with Barbara and Kevin awarded the Gold Star medal for 25 years’ service. Barbara said a highlight for the brigade this year has been some of their volunteers doing a four-day St John medical first responder course. With an increase in medical callouts, and the brigade often the first ones on the scene, this new knowledge about how to respond to the injured quickly can save lives. The brigade was also given new first aid equipment from St John. “Looking forward, we need to replace our ute. We use it a lot for 4WD call outs, like medicals and boat callouts. We’ve got the inflatable rescue boats as well so the ute is good for towing them.” The brigade covers from Notorious West and East road, right down to the end of the Pouto peninsula.

On the west coast, 15 minutes drive from Dargaville, you’ll find the vibrant community of Baylys Beach. Chairperson of the Baylys Beach Society Leesa Andrewes reports on a busy year, and plans for the next. Surf Life Saving also confirms that the beach will have lifeguards this summer. “This year we have continued with some small planting projects, working to beautify the entrance and provide improved car parking and informative and updated signage,” said Leesa. She said a highlight this year was receiving Sarah Heritage’s masters’ thesis, ‘Exploring Coastal Development Through Affect and Discourse Over Time: A Case Study of the Bayly’s Beach Experience’. The copy is at the Dargaville Library, for anyone to read. Next year, the society is looking forward to supporting the Baylys Beach Community Centre Trust with building the new community centre which is currently going through the consent process. Leesa says “it will be a hub for the community to gather and new groups and activities to operate from, as well as provide a much needed home for Surf Lifesaving.” The society have also been busy presenting ideas to council for their upcoming 10 year action plan. “We will work with council to identify the most feasible projects and plan to start on some next year.” When it comes to the damaged sandbags at Chases Gorge, she said: “We understand council are removing the damaged sandbags and leaving the rest in place. You will notice signage warning everyone to stay away from this

Three lifeguards with an ATV, IRB, rescue board and a first aid equipment will patrol from Saturday, December 23 to Sunday, January 14, said a Surf Life Saving Northern Region spokesperson. 

The Kaipara offers residents quick access to the right health services when needed, funded through two health boards, the Northland and Waitemata DHB’s. In North Kaipara, including Ruawai, Dargaville, Pouto, Waipoua and Tangiteroria, the Dargaville Total Health Care Medical Centre in Dargaville, provides digital radiology, physiotherapy, diabetes management and an onsite laboratory that processes blood tests, in approximately four hours for standard tests. You’ll also find a Regional Detox Unit, Mental Health Services, Alcohol and Drugs Counselling, Allied Health, Sexual Health Clinics, Maternity Clinics, and regular visits from specialists in paediatrics, surgery, gynecology, diabetes, as well as cardiologists, nutritionists and orthopaedic surgeons. The Mobile Services Surgical Bus visits every six to eight weeks. Dargaville Hospital has 12 beds, including four antenatal and postnatal beds and five alcohol detox beds, staffed by rural hospital specialist doctors and nurses. By working with Whangarei Hospital, they are always up to date with clinical knowledge and technology. The Dargaville Medical Centre provides excellent primary care to patients with hours from 7.30-5.30 weekdays, after hours care and a PRIME response service. Many of the Doctors boast speciality skills, like skin cancer, eye disease, women’s health and more. The centre’s GP’s also provide monthly outreach clinics on marae, in conjunction with Te Ha Oranga. They also have a medical practice in Ruawai. The Kaipara Community Health Shuttle

is available to collect people from home and take them to health appointments in Dargaville and Whangarei. In the southern Kaipara covering Paparoa, Mangawhai and Wellsford, Coast To Coast Health Care provides cover. Each clinic has a GP and practice nurse, with other services available, differing at each site. The Wellsford Medical Centre provides a full range of accident and medical services, including after hours. The Maungaturoto, Mangawhai and Paparoa centres focus on family medicine, with more advanced services available by referral. They also provide nursing services like immunisation, basic accident management, regular health screening, wound care and chronic care nursing. Linking Hands Inc provides transport to assist people getting to medical appointments, with vehicles based in Maungaturoto, Mangawhai and Ruakaka. Te Ha Oranga provide community mobile nursing, throughout Kaipara. The district has strong fire brigades and St John Ambulance volunteers, providing a first response service to all accidents. The NEST helicopter is also available, to transport patients to main centre medical facilities in emergencies. The district also has an abundance of allied health providers, like physio, acupuncture, osteopaths, alternative health providers and more. We’ve got yoga, gyms, walking tracks, public pools, skateparks and walkways to keep you moving. 

The site has been designed to be a connection resource for the community, new residents, new business ventures and visitors.

COMMUNITY HOUSING There is a management contract between the Kaipara District Council and DCDB to manage both Dargaville and Ruawai community housing, with a register of interest from community members seeking accommodation.

A dedicated group from the Dargaville Museum and the Northern Wairoa Genealogy Club has driven this initiative with the overall name of Amber Threads, Tales and Trails. KAIPARA GREY POWER Keeping up with Grey Power Grey Power has a very effective advocacy team which meets with ministers and heads of government departments to discuss various issues. The result — Grey Power policies being considered and sometimes implemented. Past meetings have Included: Ministry of Social Development, where we discussed rest home subsidies and problems which occur while a property is going through the sale process, SuperGold card off-peak travel and the smart card option, and age-friendly cities. Medicines New Zealand; discussed issues with the overuse of opiates for older people. General Practice New Zealand; we were informed of changes to the GPs subsidy system and what impact that will have for community service card holders. We also discussed the cost of GP visits and actions to reinstate personal access at a lower rate for those who have to make regular visits to the doctor. The government has changed this from personal to medical centre registration. Ministry of Health; Surgery and the need for the ministry to support a national criterion. Healthy Ageing Strategy is being administered in the manner in which it was intended. InteRai: Sought information on InteRai

assessments, reductions in home care, more regular InteRai assessments of care hours and a definition of restorative care. Public Service Assn: PSA national secretaries discussed a number of issues we have in common. These included: equal pay; the care and support workers’ settlement; security of national superannuation at age 65; ageism in the workplace and an adequately funded elective surgery. Ministry for the Environment: Met with Land and Air Policy Manager to explore options for a review of the national environment standards for air and the negative impact of some regional air plans on the ability of older people to keep homes warm in winter. There will be ongoing discussions on this issue. Recent local benefits include: instigating a new retirement village; election meetings for candidates; ongoing action to get medical travel allowances; interest supporting the Dargaville Cancer Support Group with another very successful Twilight Years’
