The decile system ranks schools according to the socio-economic status of their local communities. Schools are ranked from one to 10, with one being the poorest and 10 the wealthiest. Decile rankings are revised after each census and are used by the Ministry of Education to direct additional funding aimed at reducing the impacts of economic disadvantage. Vern Stevens from Selwyn Park School says his school is set to lose $27,000 because its decile ranking has changed from one to two. “We’ll have to

cut programmes and staff,” he says. But he says the school will do its best to get through 2015. “But then decisions will have to be made for 2016. We’ll have to think carefully about what we do.” While decile funding is often used to enable schools to provide extras, Mr Stevens says visits to shows, and other activities outside the classroom, should be considered part of a modern education. “It gives kids a look at something else. There are a whole lot of things in

Around 130 of the community’s older residents came for lunch and entertainment from Ken Foster from the Northern Wairoa Country Music Club. The cake was cut by Dean and Christine Low (longest-married couple — 63 years), Gordon Murray (oldest man — 95), and Ngaire Te Paa (oldest women — 90).

New museum tells Mangawhai stories

Mangawhai’s new $2.6 million museum will proudly open its doors on Saturday. have been many private donations. Mrs Bygrave says the museum is focused on telling the story of Mangawhai and its harbour. “The first settlers came by boat and the harbour was their gateway. We want to tell the story of the local iwi, ships and boats, and the kauri that was milled and sent to Auckland. We are also telling the stories of the first pioneer families whose names are commemorated on many of our local roads.” The museum also tells the story of the Niagara which in 1941 struck a German mine off the Northland’s coast. In the following year Australian drivers were able to retrieve most of its cargo of gold bullion.

The opening is the culmination of more than a decade of fundraising and hard work. Museum Board chair Christine Bygrave says a small museum opened in the village in the 1970s. But its small size meant most exhibits were stored off site and could not be publically displayed. She says a purpose-built museum was first mooted by the Mangawhai Historical Society in 2001, with the first sod being turned in 2009 and the first foundations laid the following year. “There has been lots of fundraising,” says Mrs Bygrave. The ASB Community Trust provided a $200,000 grant, while the lotteries grants Board and Pub Charities have made grants and there

More than 130 fishers took to the harbour on Saturday in the hope of becoming a prize winner in the 26th King of the Kaipara fishing competition. Organiser Mike Nola from Nola Sports in Dargaville says unfavourable weather conditions meant entries were slightly down on last year. “The cool south-westerly made it hard to fish in the area near the lighthouse where most of the snapper are. But the wind direction made it more sheltered up the harbour.” The competition took place in five categories:

snapper, kahawai, kingfish, trevally and gurnard. The biggest kingfish was a 16.12kg specimen caught by Kevin Searle. Neil Chamberlain finished second at 12.14kg and Tyler Searle (Kevin’s daughter) was third at 10.42kg. The heaviest snapper was a 5.94kg specimen caught by Daniel Boyd. Walton Edwards was runner-up and Grant Fredrickson third. Jason Sanford caught the biggest trevally at 3.07kg. Viv Lawrence was second and Eddie Hawkings third. The biggest gurnard was a 1.36kg specimen caught by Jess Rupe. Peter Walden was second and John Bellamy third. The kahawai category resulted in a tight finish. Bryce Hall, 2.55kg, narrowly beat his son Colin, 2.53kg, with Daphne Aikin third at 2.51kg. The top team was the Venture Team made up of Neil Chamberlain, Hayden Chamberlain, Cathy Chamberlain and Daphne Aikin. After the weigh in, more than $10,000 in prizes were handed out. Mr Nola says the event will be held again in 2015 with a December 5 date already confirmed. 

“We work on projects that improve our communities and protect the environment and we enjoy friendship and fun while doing so,” says secretary Dorothy Simpson. “Lions are significant fundraisers and every dollar we raise from the public goes to support our causes.” Ruawai Lions undertake many annual projects, such as the free Senior Citizens’ Christmas luncheon, which was held last Sunday, and the annual Lions auction, held in March each year. Donations over the past year have been made to the Rescue Helicopter Service, St John Ambulance, Hospice Kaipara, Ruawai College netball and girls’ Rugby 7s teams, the local hall for roof replacement and repairs, Ruawai College and Ruawai Primary School prizegivings, a Young Leader’s Day, Tourette’s Assoc camp, Ronald McDonald House, Diabetes Youth,

Parkinson’s Society, Suicide Prevention and Big River FM. “Every year we also arrange the Ruawai Lions Methven exchange, for four local students, and we have given financial support to individual students, to enable them to attend outdoor courses and national sports events.” Lions Clubs New Zealand is part of a global organisation with 1.4 million members in 208 countries and geographic regions. In New Zealand, 11,000 members belong to 400 clubs. A critically endangered seabird that nests at Mangawhai has been named New Zealand’s Seabird of the Year, delighting campaigners trying to save it.

There are just 39 adult fairy terns still alive according to the latest counts. Numbers had dropped significantly in recent years because of increased development and human activity in fairy tern nesting areas. Predators such as stoats also fed on chicks. New Zealand Fairy Tern Charitable Trust convenor Heather Rogan says the fairy tern is classified as critically endangered. “That’s the highest status it can get.” The birds nest at Mangawhai, Waipu, Te Arai and Pakiri. “The Mangawhai nesting site is quite well protected. You need a boat to get here.”

Despite its endangered status, Mrs Rogan believes things are looking up for the fairy tern. Last year all 12 chicks born survived and a further eight chicks have been born this year, although more are expected. And being named Bird of the Year will draw attention to the fairy tern’s plight. “It’s an awareness raising thing,” says Mrs Rogan. “An awful lot of people have never heard of the fairy tern. But it’s a lovely little bird and it’s endangered.” Unlike some seabirds, the fairy tern does not migrate and is found only in New Zealand. For more information go to www.fairytern.org.nz 

The ratepayer investment is large, approaching $600 million. Planning for infrastructure investment requires us to forecast demand. The questions posed are complex. •

As our District knows from history, overall growth is to be expected, but that growth may be high in some parts of the region, and low or negative in other parts. Te Kopuru was once the largest settlement in Kaipara. It then got “replaced” by Dargaville. Today Mangawhai has the District’s highest growth, while Dargaville is static.

Forecasting infrastructure needs out thirty years is not an exact science. Such plans require us to know the condition of the current infrastructure – like the quality of the pipes underground – and to develop assumptions, largely around population change. We need to be careful as we do the latter. Let me provide some insight into three of the District’s wastewater schemes. The Mangawhai Wastewater Scheme assumptions on growth were of much faster growth than turned out to be the case, and so a larger plant was built in the first decade of this century than necessary. Over time, population will catch up to the plant’s capacity. Being a new plant, with new pipes, the condition of the plant and pipes is well known, and maintenance needs are relatively easy to plan for.

In Te Kopuru on the other hand, the wastewater scheme today has excess capacity for another reason. The population has declined over the years, and so a plant that once used its capacity, now has plenty of spare capacity. The good thing about the Te Kopuru scheme is that it is relatively low cost to operate as it is essentially gravity fed. The challenge however, is that the pipelines are old, and renewal backlogs exist. Dargaville is serviced by a wastewater treatment plant to which is connected 40 kms of underground wastewater pipelines, 15 pumping stations and 9 kms of rising main-pipes that pump wastewater from the pumping stations to the plant. The wastewater system and pipelines are mostly old and there is a significant amount of deferred renewal work to be addressed. Adding to these issues is the fact that in heavy rains, stormwater can “infiltrate” the wastewater system, at times leading to overflow into the Northern Wairoa River. As Council develops its thirty year infrastructure plan around wastewater for the District, you will appreciate from these examples the care that needs to be taken. We need to forecast population changes well. And we need to understand the condition of old pipes that are underground. But then there are other matters to consider. Our plants need to meet increasing national standards with respect to discharge. And we need to determine how to fund renewals, and the backlog of maintenance that is becoming increasingly evident as we get to know the condition of pipes underground. Most rural districts in New Zealand face infrastructure challenges. Kaipara is not the only case where maintenance has been deferred and renewal programmes given a low priority as rates were held down to minimalist levels. We are now in a catch-up time. Further deferring maintenance of much of our older infrastructure is not an option.

They head to New Zealand this month for a 30-show tour, which they have spent the last nine months planning with the help of Dargaville-based event management company KP Productions. “This is something I feel ‘called’ to do,” says Brian. “I’ve done many things in my life from being a suitwearing business man to a blue collar warehouse worker and everything in between but nothing has ever given me the satisfaction of fulfilling what I believe I was created for. “Playing music gives me a creative medium to express myself artistically, for the benefit of other people.” Through his music, Brian and Katie run an Non Government Organisation called Journey4YOUth and donate

Returning for its eleventh year in November, the event raised $9,000, which will benefit Mangawhai Kindergarten and Kaiwaka/Mangawhai Plunket Society. The gift of sunshine saw a welcome rise in last minute ticket sales and many locals took the opportunity to explore their neighbourhood’s gardens and attractions. The event also attracted ramblers from throughout Northland, Auckland and even Australia. Money raised during the garden ramble is of huge importance to the local kindergarten and Plunket group and without it, the services and support provided to families with young children is heavily restricted. Mangawhai Kindergarten head teacher, Michelle Fogarty, expressed gratitude for the community’s generosity and support. She says it means that the kindergarten can offer Mangawhai families their 20 hours of

There are flowers you can pick and flowers that prick and this is the premise for Rose Stirling’s second children’s book, The Flower Guardians. The delightful tale tells the story of the little green men who protect grandmother’s rose bushes and it is now available for download via Amazon. Rose released her first e-book a year ago and has donated the proceeds to cancer research. “I’ll be totally honest,” says Rose of her first book, Sprinkles. “I haven’t sold as many copies as I would have liked but I’m not surprised. Often, people want a hard copy — they want to feel something tangible. “The Flower Guardians centres around a little girl who gets pricked by a rose bush and asks her grandfather why. My own grandad and dad are both great storytellers and I grew up being

told make-believe stories that were used to try and correct my behaviour.” Rose has a number of writers and reporters in her family and believes storytelling is “in the blood”. All up, she has five books ready to be published but says the cost of illustration has been a barrier. “This whole experience has been a huge learning curve and I’ve realised that it’s really important to have a good illustrator. To do that, you need a fair amount of money, so the next step, if at all possible, would be to have a publishing deal. Rose says that getting the initial idea for a story is exciting but seeing the finished product is definitely the best part.

Dr Tom Mulholland is a man on a mission and he is visiting the Kaipara next week. The emergency department doctor, best-selling author, radio and talk show host, stand-up comedian and corporate trainer will be giving a presentation on how to add years to your life and live to your years with Healthy Thinking®. Currently in Jakarta on a mercy mission to save a five year old boy with a heart condition, Dr Tom will return home in a few days to undertake a tour of New Zealand in his retro ambulance. His aim is to make communities healthier, while raising $1 million for St Johns. “Dr. Tom will be doing free health checks, including diabetes screenings, at Waipoua Forest on December 9, 10 and 11, before giving a 90 minute talk at Dargaville Baptist Church on the evening of December 11,” says production manager, Ellesha Bhana. “Doors open at 7pm and we’re asking is for a gold coin donation to raise funds for St John.”

“This is our first trip with the ambulance fitted out, so we are keen to see how it goes. I am super excited,” adds Tom. “I have worked in the Far North as a doctor at Kaitaia Hospital and stayed in Dargaville a few times, so I’m looking forward to coming back.” Dr Tom has toured the world with his entertaining presentations, which teach people tools to disengage their ‘grumpy unit’, have a ‘good looking corpse’ and ultimately, how to live to 100 and stay out of his emergency department. Warwick Grey of Microsoft says “I can’t guarantee Healthy Thinking will change your life, but it may save your life.” War correspondent and Pulitzer Prize winner, Peter Arnett, says “Thanks Dr Tom for your inspirational teachings. As the festive season gets into full swing, communities around the Kaipara are about to hold their Christmas parades.

 The Tongan Brass Band returns for another year of Christmas fun in Dargaville

schools and businesses. Approval has been obtained from the New Zealand Transport Agency, as much of the route runs along State Highway 12. Maungaturoto’s parade starts at 5.30pm and heads from the Good News Church to Maungaturoto Primary School. It will be followed by a community concert at the school. Organiser Terri Donaldson from the Maungaturoto Residents’ Association says the parade is well supported by people from towns such as Matakohe and Paparoa which don’t have their own parades. 

Dargaville kicks off the parade season this Saturday, December 6. Ruawai follows on December 13 and Maungaturoto holds its parade on December 20. Dargaville’s parade kicks off at 11am from the Northern Wairoa Boating Club. As was the case in 2013, it will be headed by a Tongan Brass band. Floats will head down Victoria St through the main shopping area, with the bearded man in the red suit being the main attraction. Dargaville’s parade receives strong support from local schools, businesses, churches, community and sports groups. It is organised by Dargaville and Northern Wairoa Lions clubs and this year is sponsored by Countdown Dargaville. The following Saturday it is Ruawai’s turn. Organiser Tina McCullough from the Ruawai Promotion Society says the parade will begin at 11am from the church above town, then head along the main street toward the wharf before turning around and returning to the church. She says the parade is well supported by local sports clubs,

On graduation day Last week Telford, a division of Lincoln University offering training in the agricultural sector, held its graduation ceremony in Balclutha. Among the large number of students who graduated in their various classes this year, receiving certificates, academic prizes, bursaries and scholarships were Northland students Jayden Horan of Ruakaka, Vinni Bhula of Whangarei, Liam Blacklaws of Whangarei, James Welsh of Whangarei, April Reihana of Kaikohe, Erica Sharp of Kerikeri and John-Kurt Burnett of Whangarei. JohnKurt Burnett, a first-year agriculture student also led the Telford Pipe Band and the graduation parade through the main street of Balclutha to the Memorial Hall where student success in equine,

forestry, rural animal technician and agriculture programmes were honoured. Clutha Mayor Bryan Cadogan described the show of support from Balclutha residents who came out of main street shops to watch the procession as “brilliant”. Campbell Robert Roadley of Wairoa was the recipient of the Telford Enterprise Cup presented by Farmers of New Zealand Inc. Telford’s director, associate professor Charles Lamb paid tribute to the good work and support that Farmers of New Zealand have given to Telford over the

years and that many of the Northland students who have attended Telford over the years was the result of the special relationship between Telford and Farmers of New Zealand. Telford also has a very strong relationship with Kaikohe’s Northland College providing support for the college farm and also courses for agriculture students. Telford apiculture students in Kaitaia held their graduation ceremony on Saturday at Kaitaia. This course is proving very popular, particularly among young people who are keen to be involved with beekeeping and honey production. Northland’s manuka honey is proving to be a valuable resource. The New Zealand Corrections Department also attended the graduation ceremony in Balclutha. Telford is working with the department, offering numerous agricultural courses to prison inmates who wish to become involved with the agriculture industry after their rehabilitation and release. Now that Telford is a division of Lincoln University, students have the opportunity of furthering their education

in other specialist fields. Deputy Prime Minister Bill English recently opened up Telford’s new $2million rotary dairy complex, which has a viewing room and also facilities for veterinary training. Five years ago Telford built a new equestrian centre at a cost in excess of $1 million. The large number of young men and women students graduating this year demonstrates that many wish to make a career in agriculture. Last week Farmers of New Zealand met with Telford’s director and senior staff to discuss plans for further increasing Telford’s public profile throughout Northland and rural and urban New Zealand. The Telford family presented their property to the Telford Farm Training Institute by Act of Parliament. It is the centre for many research and development projects and has highly skilled staff specialising in the agricultural training and upskilling of students. All the students who graduated this year leave with the secure knowledge they have firm employment arranged and the skills to meet the challenges that they may face. I reckin it's time we wen' back ta home killin' eh?” Well, Bossis gerlfrend Sharlene piped up then. “Yes deah,” she sed. “Wen I dropped inta Ken tha Butcha the other day, that nice Nicola lady sed meet was gittin' more expensive evry day. So yer right. It is swings in roundabouts, One scale goes up an' the other goes down.” I lookt ata Boss a bit crosseyed, witch is hard for a good eye dog ta do, but it seemed Sharlene wus getting' her messiges a bit mixed up. Swings and scales? Wot's a dog supposed ta make of that? Last weak, Boss an' Sharlene was moanin' about milk prices frum

Now he's mutterin' about playgroun' stuff and meat pricis atta butcha. I aimed me thorts ata Boss an' Sharlene then. 'Do tha Home Kill Thing!' is wot I messiged tha Boss. “Hey Sharlene,” seda Boss then. “I reckin I'll knock ova a beef ana sheep. We kin filla freezer with sum roasts and stakes an stuff. Then Billy an' me will go up tha back and bowl a wile pig. A cuppil more roasts there, and we kin mix up alla leftover meet and you kin make sossagis! An' Billy can hava good feed too.” Ha, got tha Boss ona rite track eh? Then Sharlene hada bit ofa think. “Seems like a lotta werk deah. Then

we gotta freeza full of meat that we gotta eat. But one day you gonna want sumthing different ta eat. Like fried chikin. So we gonna go ta tha butcha ora sukermarket anyway?” I gotta impreshin Sharlene wasn't too keen ona alla cuttin up, and plastic bags, and sossij makin'. But then she sed agen: “It's all swing's and roundabouts. Wot goes up must come down. Wots in terday is out termorror. Like petril prices. They're cuttin' the price of oil. It's been up, now it's commin down. We mite as well go wiv tha flow.” Boss giva big sigh them, an' give me a look. “Too meny clichays fer me Dog,” he sed. “Come on. Pathway to the land from Ruawai classroom  by Colin Patterson

Ruawai College students interested in a career on the land will have the chance to learn the basics at school when a farming course starts in 2015. Principal Glynis Woodhead says the new Ag and Farming course is part of the school’s Vocational Pathways programme. “While we have a lot of students from agricultural backgrounds, a lot of students leave in year 10 with no direction. We want to make sure we give our students a purpose.” Mrs Woodhead says students will spend three days together learning matters relevant to farming, such as first aid, pest control, health and safety, preparation to get a driver’s licence and safe use of quad bikes. The other two days will be spent on placements on farms, in businesses and in fishing operations in the Ruawai area. Mrs Woodhead says the response from farmers and other employers so far

has been very positive, although more approaches are be made. “We’re only limited by the number of placements available.” She says 10 students have signed up so far and there is room for another 10. The college will consider applications from former students who believe they will benefit from doing the course. Mrs Woodhead says it has been possible by the recruitment of teacher Mike Ferguson from Tikipunga High School. “He’s led the services academy at Tikipunga and is really excited about this course. He’s got a lot of skills he’s bringing over.” Despite Ruawai’s rural location, Mrs Woodhead says the course will be a first for the college. “We’ve never done anything like this before.” 

Poms Away for everything British For those who have fled the ‘tropical’ climate of the Northern Hemisphere to live halfway across the world, Poms Away is almost a home away from home. If it’s British you can buy it at Poms Away in Warkworth. Be it crisps, chips, biscuits, chocolate (lots of it), breakfast cereal, canned puddings and soups and of course — English tea — you’ll find it on the shelves. Poms Away is owned and operated by Martin and Christine Liggins who moved to New Zealand 10 years ago from the Lancashire town of Accrington. “We wanted a change of lifestyle so we decided to emigrate.” Initially Mr Liggins continued with his career as a joiner.

But problems with his neck forced a rethink. “I looked around for something else to do. I used to own a corner shop in England. We saw an English shop for sale in Pukekohe. We bought it and still own it.” The closure of an English shop in Orewa encouraged the pair to open one in Warkworth after becoming tired of the Auckland rat race. Business is booming, as customers come from near and far. “It’s very busy,” says Martin. “It’s chaotic in the lead-up to Christmas, but that’s how we like it.”
