p This week has seen the Kaipara region, and especially the west coast treated to the sight of some spectacular sunsets. According to meteorologists, these have been caused by particles of smoke and ash in the high atmosphere, blown across the Tasman from the bushfires, which have ravaged parts of Australia in recent weeks. The remnant of ‘flammagenitus’ or ‘pyrocumulus’ cloud formations, which can form over large fires or volcanoes. This mix of water vapour and smoke particles catches the rays of the setting sun, causing a dramatic red display. Ironically, particles such as these can become the ‘seeds’ of rain clouds, causing thunderstorms far from the fire that created them, even as firefighters wish for rain where they are battling the blaze. Kaipara District Council has adopted a new committee structure, with a focus on collaboration and using the skills of elected members coupled with community representation from the four council wards. At the same time remuneration for the mayor, deputy mayor and councillors have been confirmed.

“The announcement of the Royal NZ Navy proposing relocating its dry dock to Northport, plus the idea of relocating the port freight terminal from Auckland, is a once-in-150-year shift in New Zealand. It’s all to Kaipara’s benefit,” said Dr Smith. “I welcome the news the port relocation is being considered seriously and support the intention to relocate industrial port facilities from Auckland to Northport. A glance at any map shows Kaipara is in the ‘sweet spot’ and we need to leverage this advantage to make the mighty Kaipara really hum.” Dr Smith added that government is already committing $95 million investment in rail between Auckland and Whangarei, with most of that going through Kaipara District. “If industrial port activities were to be at Northport, then we should reasonably expect a four-lane road connecting that port with other regions via Auckland. We may also see an improvement in coastal shipping and possibly passenger sea transport too. “Removing the geographic bottleneck of Auckland from the transport of people and goods between Northland and the rest of New Zealand would be a
considerable advancement for Kaipara people. Kaipara District Council has already started preparing for significant population growth with its current spatial planning project, which will help inform the next District Plan. Many from the community are having their say on this work at present, so KDC is actively working on growth strategies. “When I was elected mayor in 2018 I talked about the need to get right our development potential, the four-lane road, the rail, Kaipara’s place in ‘the golden diamond’ of fast-growing regions around Auckland. I’ve established a new committee at KDC called the Kaipara Horizons Committee, which has a single focus on large subjects, which are ‘on the horizon’ but may currently appear small because they are some way away. “That committee will keep a watching brief on Northport proposals and share them with the community as we prepare for the future.” Nor thland Regional Council’s new chair, and Kaipara constituency councillor, Penny Smart, will host the December 9 meeting and says a port relocation would bring strong economic benefit for the region. ¢

Mayor Jason Smith, says each of the wards should be represented on the major committees, particularly for the district’s three priority parks. “We have a representative range of views from people across the district,” says Dr Smith. “Community representation has also been cemented in the committees to make sure we include the perspectives of iwi partners, other councils and other groups within the community. We want to draw on the strengths, talents and experience that sits within these groups and focus on making good decisions. “Long term issues and planning will be considered by the newly established Kaipara Horizons Committee. “Some of these issues can appear distant and small at first, but these can be things that will likely become significant as they draw nearer. They would cover things like the Kaipara
Moana Treaty Settlement, climate change ideas, future sea-level risks, and so on. This committee will bring these matters together and refer them to the full council for decisions.” Several grants and awards committees have been amalgamated to help streamline governance efforts. The whole council will continue to work on regulatory matters and make decisions. At the same meeting, remuneration was discussed for elected members. The mayor’s salary is established by the Remuneration Authority at $119,000. The deputy mayor will receive a base annual payment of $55,000, for leadership and assisting with the duties and responsibilities of the mayor. Councillors will all receive a flat $43,489, reflecting the evenly shared committee workload. The full list of committee appointments is at kaipara.govt.nz.

Police appeal Dargaville Police is renewing appeals to the public for information following an investigation into an aggravated robbery incident in September last year. On Wednesday, September 18 2018, a male victim was injured in an unprovoked attack, which took place around 10.30pm in the middle of a local road. The exact location is unknown, but the assault took place between Plunket Street and Awakino Street in Dargaville. The victim was driving his vehicle, a distinctive orange/copper metallic coloured Lexus IS200 saloon, this style of vehicle is also badged as a Toyota Altezza, between these two locations when he had stopped his car to remove a stereo that was located in the middle of the road. A male offender had approached the vehicle, yelled at the victim, reached into the car and removed the keys. The victim was then dragged out of the car and was hit on the head and knocked unconscious. Another person (a female) was believed to be with the male offender. The offenders stole the vehicle, and it was subsequently
crashed at the eastern end of Victoria Street, Dargaville a short time later. The offenders then fled the scene. The police have followed lines of enquiry in relation to this matter, but unfortunately the identity of those involved remains unknown, says Detective Andrew Bailey. He adds that police urge those with information about this matter to come forward. “We know that there are people out there with information about this cowardly attack. Relationships and allegiances change over time, and our message to anyone with information about the identity of those involved is that you need to do the right thing and come forward to police.” Anyone who has information about this incident is asked to contact Detective Andrew Bailey from Dargaville Police on 021 191 5765 or Detective Kyle Dalbeth on 021 191 2075. This weekend hundreds of families will gather in Dargaville’s Selwyn Park to take part in Saturday’s Silver Fern Farms Community Whanau Day. This year’s event promises to be the biggest ever, but it’s an evolution of an idea, which has been years in the making.

Silver Fern Farms’ plant manager Lance Warmington explains that the concept for the very first community whanau day came from a wish to express some gratitude to a close-knit and hard-working team. “It really came from the company wanting to appreciate our most valued asset, our people,” he says. “Our staff and their whanau are integral to our operations, and we wanted to say thanks not just to those who work on-site with us, but to their families too.” What began as a simple barbecue celebration at the end of the year grew through the early 2010s, with the assistance of Sport Northland, who added games and sports to the day, then the addition of music and entertainment. In late 2018 Lance says Silver Fern Farms was pleased to get involved
with the Tamariki Collective, a group of like-minded civic, governmental and business organisations aiming to provide family fun and bonding experiences for locals. The partnership between Silver Fern Farms and the community is extremely important, so the decision was made to open up the Silver Fern Farms Community Whanau Day as a fully inclusive day of celebration. “It’s a big day, with so many things to organise,” says Lance. “We simply couldn’t do it on this scale without the assistance of everyone involved.” With the Tamariki Collective’s skills and resources assisting Silver Fern Farms, this Saturday’s event, which begins at noon in Selwyn Park, takes a gesture of gratitude and extends it to the whole community. ¢

Northpower electricity consumers will receive a discount, which could well be in the hundreds of dollars this December, a healthy increase of the distribution to consumers offered in 2018. This year’s distribution totals around $10.2 million, thanks to Northpower and the Northpower Trust. According to their calculations, most residential and business electricity customers connected to Northpower’s network will benefit from a discount of $220.80 (including GST) in December 2019. The only exception to this will be those using less than 2,000 kWh a year, who will receive a discount of $63.25 inc GST. “We’ve lifted the amount and locked it in earlier this year so that our customers know what to expect. It’s all part of work underway to make things simple, and lift our contribution locally,” says Northpower chief executive Andrew McLeod, a point backed by Northpower trustees. The discount will be shown as a credit on customers’ December electricity bills. However, some retailers paid earlier than expected, so customers should check their November bill as well. “Northpower is planning to spend over $200m building, maintaining

Kaipara commercial and recreational fishers say they are being bombarded by government red tape as Fisheries New Zealand begins public consultation on a new Draft National Inshore Finfish Fisheries Plan, which will guide management of the resource for the next five years. The fishers point out that the Threat Management Plan review to protect Hector’s and Maui dolphins was only launched on June 17 this year and submissions closed on August 19 after public meetings were held to discuss the plan from Dargaville in the north to Invercargill in the south. Options within the consultation included increasing the boundaries of marine mammal sanctuaries, extending restrictions on trawling and set netting in areas where the dolphins live. After 13,000 submissions, a ministerial decision on recommendations to protect dolphins is now awaited. A Ruawaibased fisher says he’s “speaking for the locals when I say too much legislation is making this job no fun at all. We are waiting for a decision on dolphins, and now more red tape is coming.” The fisher asked his name to be kept confidential.
“I don’t need the official attention,” he said. In regards to that threat management plan, Fisheries communications advisor Paul Duffin says: “Fisheries New Zealand has provided advice to the Minister of Fisheries. This is under consideration, and final decisions will be announced by ministers in due course.” Director of Fisheries Management, Stuart Anderson says the latest draft plan aims to transform and improve how inshore finfish fisheries are managed, driving innovation and advancing ecosystem-based fisheries management. Vehicles including quad bikes are being blamed for sand erosion around the iconic North Head lighthouse at Pouto and visitors to the site are being asked to keep their distance as remedial work is being planned.
Hunger pangs were sated with flair in Maungaturoto last Friday morning, all in the name of dementia unit fundraising, as townsfolk and visitors alike tucked into breakfast fare takeaways and sit-down meals.

At the centre of the event was the Rapid Relief Team, formed originally to provide food for workers in the event of a local emergency, which used the fundraising event for the town’s Riverside Rest Home dementia unit to hone its culinary skills. “The Rapid Relief Team was simply magnificent, and served around 450 takeaway breakfast burgers and 80odd sit-down meals, which has boosted the dementia coffers by $8,500,” said fundraising organiser Albie Paton. “There’s more money to come from a
raffle, with tickets still on sale, with some great prizes.” Mr Paton noted that work on the dementia unit build of 14 beds units is now underway, but that fundraising needs to continue into the future to repay bank loans. “We are in the planning stages to take the breakfast event to Mangawhai, and there are other plans too, including a Dahlias for Dementia comprehensive Kaipara gardens tour in February. Heritage New Zealand is working with the Department of Conservation to protect the 135-year-old structure, which was built to help safeguard shipping that once served Kaipara Harbour. “We are about to start a project that will address some of the immediate environmental issues around the historic lighthouse — including a programme of planting to tackle erosion,” says Heritage New Zealand northern assets manager, Natalie McCondach. “Plans to erect some appropriate fencing around the building to ensure that the lighthouse is safeguarded against potential damage, without impacting its visual presence, are also underway. In the meantime, visitors are being asked to exercise some caution around the building.” Driving to the Kaipara North Head Lighthouse is a favourite trip among

Hospital volunteers honoured Historic wharf plans in action

Volunteers who give freely of their time to help hospital patients in Dargaville were honoured by the medical administration and the Order of St John last week for their efforts in 2019.
A trust formed in Mangawhai to bring about the construction of a wharf in the seaside town has reached the halfway point in its campaign to raise funds for resource consent.

The Dargaville Hospital put on a special function for members of the St John Friends of the Hospital team along with those engaged in chaplaincy services, the non-denominational group who offer spiritual comfort and advice to patients who request it. Hospital spokesperson Jen Thomas praised their dedication and compassion. “We’d like to acknowledge the amazing work that you do in our hospital and our community,” she said, addressing the combined group. “Volunteering is often a difficult task, but it can also be very rewarding. You
are making a positive change for our patients, and we would like to say thank you, and express the greatest gratitude for what you do.” St John instigated Friends of the Hospital approximately a decade ago, while the chaplaincy service evolved from the practice of having a Christian minister on call and went permanent 20 years ago. Further thanks came from the nursing staff, hospital administrators and the team at Dargaville’s drug and alcohol addiction treatment facility, all of whom acknowledged the input of the hospital volunteers. ¢
The Mangawhai historic wharf would be a modern recreation of the structure, which facilitated transport and commerce from colonial times through until the post-war era. Public desire for a new wharf is strong, and supported by many local institutions, clubs and groups, says Mangawhai Historic Wharf Trust chairman Colin Leach. “It’s been discussed by many sectors of the community what a wonderful addition to the town it would be to restore the historic wharf,” he says. “The beginning of the idea came out of the Mangawhai Harbour Restoration Society, who have as one of their aims ‘to restore the historic nature of the harbour’. The original wharf was a big part of early Mangawhai life, and only went out of service at the end of World War ll.” The concept for a new wharf, to be constructed near the historic Mangawhai
Tavern in the village end of town, has been easier to conceive thanks to the existence of detailed hand-drawn plans from the 1920s, outlining a refurbishment of the original wharf from the 1880s. Completed the wharf will stretch 12 metres out into the channel to allow access for tourist boats and anglers. A shelter structure will replicate the old cargo shed, which graced the original wharf, and of course, modern, longer-lasting materials will be used in its manufacture. “We’re rebuilding it for the public to enjoy and use, as well as in its role as a historic landmark,” says Mr Leach. “It will be for kids to swim off, people to fish from, and to promote tourism.” Currently, the trust is raising funds to meet resource consent costs, in preparation for the build. Mangawhai traffic and parking changes

Art and a little music are on the Christmas menu at the White Rock Gallery, based in an annexe of The Kauri Museum at Matakohe, on December 15.
The Kaipara District Council has instigated a number of changes to the traffic and parking infrastructure of Mangawhai. The changes were designed collaboratively with the Mangawhai Business Association and residents at two council-led workshops. Councillor Peter Wethey said businesses were “keen to get the ball rolling”. “The trial isn’t setting anything in concrete. If it doesn’t work, we have a chance to change it next year,” says Peter. Five core improvements are being put in place for Mangawhai. These include additional temporar y parking, traffic management p Navigating Mangawhai will become easier with the addition of a new, free shuttle bus and revised parking for the strategies, including the summer season temporary conversion of part of Wood Street to one-way, a free from 10am through to 5.30pm from shuttle bus connecting the village, December 27 until January 12. Then heads and surf club, better pedestrian on weekends and public holidays up access in the Wood Street area and a to February 9. continue during the holidays and “all are welcome between 1pm and 4pm, and there will be beverages and nibbles as well. “The wide range of work for sale includes oil paintings, watercolours, sculpture and lots more.” The gallery is also celebrating its first birthday at Matakohe, after it was initially housed in the former Otamatea County Council chambers at Paparoa, now home to the town’s medical centre and library. ¢

Northpower is teaming up with Hubands Energy and the Friends of MatakoheLimestone Island Society to install an off-grid power solution to the Ranger’s house on the Island.

The $51,000 project will replace the existing small-scale solar PV/battery system – which is supported by a petrol generator – and it could be completed before Christmas! Northpower Network General Manager Josie Boyd says the project is the perfect opportunity for the company to test and learn about off grid technology.
Troy, Taz and Irimana (a combined team from Kaitaia College and Kaitaia Abundant Life School who have been doing YES through Papa Taiao) have built an underwater remotely operated vehicle to help with inspections of boats for the identification and control of marine pests that may have attached themselves to the hull below the water line.
“It enables Northpower to gain technical experience with an off-grid system using the latest technology as these systems are becoming more viable as alternative for uneconomic parts of the distribution network,” says Mrs Boyd. “It also gives us the chance to work alongside Friends of Matakohe-Limestone Island Society and support their ongoing environmental activities on this historic island, while also gaining an understanding of consumer interactions with off-grid solutions.” Mrs Boyd says supporting the development of alternative electricity solutions could help minimise costs to consumers in the long term.

Recently National’s spokesperson for climate change biosecurity and agriculture Todd Muller and I held a series of public meetings throughout the Northland electorate. Our intent was to listen to what you have to say about the state of politics in our nation and the issues that concern you. Our electorate has many diverse communities, but it quickly became clear to Todd and to me that there is a ground-swell of deep concern as to where this government is taking us — the track the government is taking us down. That track, you told us, is taking us too often to the farm gate. You told us that those in the rural communities feel they are being singled out by this government. Measures such as the Zero Carbon Bill and Water Quality Consultation are unfairly skewed toward the rural community as if we are the chief pollution culprits. We are not; cities are. On the water quality issue, this government has come up with a totally unworkable one standard fits all, that does not take into account the unique characteristics of our rural communities — yet does virtually nothing to address big city polluters. Carbon emissions seem to be the sole domain of cows, according
to the government. Their solution? Get rid of the cows and plant trees. Thank goodness for Todd Muller, who was able to address these real concerns and to give clear concise solutions. Unfortunately, none of these solutions can be enacted while we remain in opposition, and we can only hope that not too much damage is done in the meantime. The most prevalent question at those meetings remains unanswered — why is this government picking on rural communities? I don’t have an answer to that, but I have a view. First, I don’t think they understand the farming sector. That, I guess, is a given. Second, and far more insidious, is that they find us an easy target. Low-hanging fruit. No votes to be gained here. Well, let me tell this government that if they persist on taking us down the track they are, this particular fruit will come back to bite them.

Tinopai school’s annual fishing contest is only a month away, and tickets are already selling fast as school administrators, and local anglers predict a big turnout on January 11, 2020. The school, who utilise this 20-year-old tradition as a major fundraiser toward the education of local kids, are calling it “a great day out for the entire family. It continues to be one of the biggest events for one of the smallest schools on the Kaipara Harbour!” As well as the beautiful backdrop of Tinopai itself, and the chance to drop a line into a harbour, which is traditionally teeming with fish in the summer months, the attraction may come down to the swag of prizes assembled for this, the 20th year of the contest’s history. As such, 2020’s tournament has been branded an ‘anniversary celebration’ by organisers, who have outdone themselves in mustering a prize pool. “There are prizes galore to be won, including inner harbour and outer harbour prizes, an entertainment bundle for the kids’ sprat competition, loads of spot prizes and a $1,000 cash prize for the lucky ticket draw.” This last big bonus could p Tinopai’s annual fishing contest is going extra-large for its 20th birthday, but many of the anglers will still be small go to anyone present on the day, regardless of their luck with the bait from 2019 is indicative, there will be and hook. New council hits ground running

Our new councillors have hit the ground running, setting up new committee structures, heading out into the community for various events, and sorting out how the new-look council can best work together for a thriving Northland. Second-term Kaipara councillor Penny Smart heads our nine-member council as the newly-elected chair, with Hokianga-Kaikohe representative Justin Blaikie – also a secondterm councillor – elected as deputy chair. The October elections introduced four fresh faces to our nine-member council – Amy Macdonald (Coastal Central), Marty Robinson (Coastal
North) Colin Kitchen (Te Hiku) and Jack Craw (Whangārei Urban).

Members of our council have been out and about at various events in the community over the past few weeks, including the Westpac Northland Business Excellence Awards which our council sponsors, the Bay of Islands Pastoral & Industrial Show at Waipapa, and Enviroschools Expos and Bronze celebrations. They’ve also been getting up to speed with the many different parts of our council business, including a visit to our economic development agency Northland Inc.
A new Climate Change Working Party and increased Māori and independent representation are among key changes to our structure. The new Climate Change Working Party (chaired by new councillor Amy Macdonald) will oversee our council’s climate change activities and make recommendations on climate change matters.

Resource management conference success The recognition of Willie Wright’s long-time dedication to the protection of the Kaipara Harbour was one of several highlights at the New Zealand Association of Resource Management’s 66th conference.
Willie, who is of Te Uri o Hau, was one of three Northlanders recognised during the conference, and says he was honoured to receive the award. “The acknowledgement of the mahi being undertaken around the Kaipara Harbour and within her catchment is testimony to the tremendous work and dedication by many to improve water quality and biodiversity,” says Willie. “Restoring the harbour’s health requires all of us to stand together and take action to make a difference now.” For his outstanding contribution to catchment and community, Willie received a Taonga carved by Korotangi Kapa Kingi. Fittingly, the Taonga is made from swamp kauri that has come from the Kaipara. Landowner Geoff Cookson was also recognised at the conference, for his family’s work to combine strong financial returns and sustainable management practices on their bull beef finishing and forestry property at Kawakawa.

Northland Regional Council Land Programme Manager Duncan Kervell also received an award, for his outstanding contribution to resource management in New Zealand. The conference brought together around 180 delegates from across New Zealand, mainly working in land management, and earned high praise from attendees says Duncan. “As our council was the lead organiser for this year’s conference, we were really thrilled to get amazing feedback from those that came,” says Duncan. “Likewise, it was great to have the opportunity to showcase our unique region and the opportunities and challenges we have ahead in Northland managing our land and water for future generations.”

Hospice Kaipara staff, volunteers and board members gathered with family and close friends on November 29 to honour the commitment of those who give their time to this vital service, and to acknowledge those leaving and those joining important roles. Dargaville’s Rapid Relief Team, another voluntary group, dedicated to providing care, relief and compassion in times of need, offered to cater an extensive festive lunch, with further contributions coming in from Countdown Supermarkets. Before enjoying this feast, Hospice volunteers were thanked profusely by those who manage and administrate the organisation locally. “We wish to thank you all, for all you have done for Hospice Kaipara, in all your roles. We’re extremely grateful,” said the team’s family support coordinator, before long service medals were awarded to volunteering veterans. Also revealed were the identity of the new chair of the hospice’s governing board, prominent Dargaville businessperson Joanna Ewenson, and the new manager of the town’s hospice shop, Jeni Gorrie. Previous store manager Jane Walker, leaving after an 11-year tenure, was personally thanked by many of the staff she has worked alongside. Things have

Summer’s here at last, and the big questions of the season have come around again. Should I get my motorcycle licence? What’s the best way to start out? The answer could come from an unexpected quarter. Honda’s CRF-R range of track-only motocross bikes are dominant in their field, but almost certainly too powerful to appeal to novices. They’re also precision-engineered to accelerate and turn with nimble speed on dirt, not asphalt. However, Honda has seen the gap, and they also deliver a CRF of a different character, which ticks all the boxes for new riders. The CRF-L series tops out with the mighty Africa Twin, a bike, which is designed to cross continents and endure adventures. However, its baby brothers, in the 150 to 250cc displacement range, maybe close to a ‘jack of all trades’ as a motorcycle can get. Their robust construction comes from decades of Honda making reliable farm bikes, their power and handling stem from that CRF-R lineage on the track. With the addition of lights and indicators, they’re ready for the road as well. Many rural riders who don’t possess a road licence have had a go on a twowheeler or quad out in the fields. For them, the riding position of the CRF will be natural; not the hunched-over stance of the hardcore racer nor the easy-chair stretch of the ape-hanger chopper. The controls are simple.
The engine is economical but punchy, with good solid four-stroke torque available with a twist of the throttle to take riders from the road to the trails. A cheap commuter, a companion for adventures or a stepping stone to bigger bikes above the learner’s grade? It does all three. With many riders opting for ‘adventure bike’ configurations as their weapon of choice, the ‘junior’ version makes sense as a versatile, fun way to learn. The CRF-L is a bit of a global sensation, which says a lot. In nations
