‘D-day’ boosts dementia funding u by Paul Campbell

Maungaturoto’s ‘D-day’ fundraiser for dementia unit extensions to the town’s Riverview Rest Home produced “a fantastic response” from the wider Kaipara community and raised $16,000 in a single morning.

“We are really starting to get the message out to the wider Kaipara community that this new facility for the district is becoming a reality,” said Maungaturoto Community Charitable Trust chair, Craig Fergus, after last Thursday’s event. The 14-bed dementia unit is to cost $3.6 million and $654,000, has so far been spent on planning, resource and building consents. The trust has a bank facility of $1.8 million leaving $900,000 to be found.” A fundraising committee has been charged with finding $500,000. “We have applications out for grants for the rest of the money,” said Mr Fergus. “After last Thursday’s breakfast morning, the total raised by Albie Paton and his committee has hit $270,000, and that’s a fantastic effort and a huge boost on the pathway to seeing the new dementia unit become a reality. “More importantly, the event has put our message out well and truly out there, with More FM broadcasting live to Northland. It was also made possible by Richard Wearmouth and his team with their Rapid Relief Trailer, a Brethren initiative aimed at helping feed emergency response teams in the event of civil emergencies.” Mr Paton said Richard Wearmouth and his team had cooked breakfasts underway for delivery to businesses and individuals by 6.30am, “and so it went on until the last orders were away by 10am. u The founder of the Kaipara Vintage Machinery Club Inc, Bruce Galloway, has been awarded a Life Membership in recognition of his 22 years of support and commitment. From meetings held at home between five gentlemen with a shared interest, the club has developed into playing an important role in preserving and maintaining Kaipara history. Bruce had a vision of a vintage machinery museum and inspired members to help clear and landscape a piece of rough land provided by the Kaipara District Council, developing it into the current facility near the Dargaville Museum. He declined the first nomination offered several years ago and was surprised at the recent AGM where the Life Membership was sprung on him — to prevent him declining again.

Good news for motorists

Kaipara motorists are enjoying the drop in fuel prices at the pump after reaching around $2.40 a litre for 91 in September this year. The current average price in the district is $2.11 a litre. AA Petrolwatch spokesperson, Mark Stockdale, attributes the reduction to continual drops in commodity prices and the strengthening New Zealand dollar, which is now at the highest level since August. “This brings petrol prices to the lowest level seen since April, and diesel the lowest since June,” he said. “Fuel company margins have also risen since the middle of the year, notably since the introduction of the Auckland Regional Fuel Tax in July, so at current margins pump prices could fall further.” With the Christmas break approaching, that is good news for holidaymakers, though a certain amount of scepticism is held by some members of the public. “The prices will probably go up again because they know we need fuel for the extra travelling we do over the holidays, and they can p Mark Stockdale, AA Petrolwatch spokesperson, make more money off us,” said a considers fuel prices could drop further Dargaville resident. After becoming involved in a fundraising breakfast in Dargaville recently, director of Mac Ute Accessories, Luke Underwood, has pledged his Hamilton-based company will donate some of its profits to the Northland Helicopter Service appeal, giving it an unexpected lift. “Until December 21, we will gift five per cent of all of our hard-lid sales to Northland new vehicle dealers selling Ford, VW, Holden, Isuzu, Mitsubishi, Toyota and Nissan, and also customers who already own a ute and are interested in one of our hard-lids,” said national sales manager Mac Ute Accessories, Kelly Waller, who also attended the fundraising breakfast. Child restraint safety

u by Jill Dickie

A child’s car seat restraint technician will visit Dargaville on Thursday, December 6, to help promote safe holiday travelling for children, ensuring children are in a seat appropriate for their size and age.

Annual water quality testing in the Kaipara District has commenced and will continue until early March, checking bacteria levels for the health of swimmers. Weekly results will be posted on the national environmental reporting website lawa.org. nz and the Kaipara District Council website kaipara.govt.nz.

The community is invited to attend The Warehouse car park between 10am and 1pm, and enter a draw for vouchers enabling the purchase of a new seat if required. The visit is a project between Plunket New Zealand and Roadsafe Northland and is an opportunity for parents to have their car seats checked for free, and gain further education about transporting children safely. “This is not about enforcement. It is to check safety and to support parents in their decision-making process — we don’t want children compromised in the event of an accident,” said car seat restraint technician, Lorna Baker. “It is an opportunity for people p Child restraints in vehicles can be checked in Dargaville by a visiting technician and parents are to find out if their child is ready invited to attend for advice to go into the next sized seat,” approved child restraint if one is she said. The Northland Regional Council testing looks for bacteria used to gauge the risks of contracting gastrointestinal and other infections while using beaches, rivers and lakes for swimming, water sports and other forms of recreation. “We let the health board and district council know of any results showing elevated bacterial levels, typically within 48 hours, and it’s their responsibility to take any further action needed,” said Northland Regional Council chairman, Bill Shepherd. It can include fur ther site investigations to establish the source of any contamination, public warnings not to swim or gather shellfish and putting up permanent warning signs. Three sites have been removed from previous sampling lists. Kaihu River at the swimming hole next to the Top 10 Holiday Park at Trounson Park and the Omamari Beach Stream near the car park will no longer be tested because tests have shown the cause of contamination is from livestock. Permanent Health Notice signs have been erected advising the public not to swim within 48 hours after rainfall.

School Book Launch

The Dargaville Christmas Parade on December 8 is promising to be a brilliant spectacle and locals, families and visitors are invited to line Victoria Street to watch the decorated floats cruise by. Major sponsor, Ritchies, recently handed over a large cheque to the Dargaville Lions towards prize money for the entries.

p MoreFM breakfast show hosts, John Markby and Flash Gordon, read the new Northland Rescue Helicopter Appeal book, Mighty Mike to the Rescue, to children at Selwyn Park School as a part of the three-school book launch programme recently. The other two participating schools were in Kaitaia and Kerikeri.

p Ritchies’ operations supervisor, Dawn Ironside, presents their sponsorship cheque to committee chairman for the Christmas parade, Noel Moran

It is the first time Ritchies have been involved in sponsorship of the parade. “We are happy to participate and pleased the company can give something back to the community,” said operations supervisor, Dawn Ironside. The Dargaville Lions is also grateful to their other sponsors, First National and My Accountants. The theme of A Colourful Christmas has inspired extra entries this year. “Entries are looking good,” said committee chairman for the Christmas parade, Noel Moran. After the four judges have completed their

scoring, cash prizes will be awarded to the top three entries: fourth place will receive a free entry to the 2019 parade and a supermarket voucher to the bestdecorated mobility scooter. The parade enters Victoria Street around noon from the Northern Wairoa Boating Club end, travels the length and returns to finish at the gates of the Riverside Gardens. Wardens will be monitoring public safety along the route, although there were no inappropriate behaviours reported during last year’s parade. ¢

START YOUR FUTURE TODAY Driving Industry Adopts New Initiatives to Fill Vacancies The transport industry is short of drivers to the extent that anywhere from 5 to 15 per cent of the nationwide commercial fleet is not operating because of the lack of drivers.

and managers are in heavy demand and there are now nationally recognised qualifications. Four major polytechs joined forces in late 2017 to create a 20-week New Zealand Certificate in Road Transport.”

Keith McGuire, Northern Area Executive for Road Transport Association of New Zealand, says that as today’s drivers age, younger recruits are not stepping up to replace them. “One of the barriers is that more students are leaving school without a Class 1 driver licence so they can’t get to the first step in the process. Having a driver licence increases the chance of employment by 80 per cent and we’d like to see licensing brought back into schools. Other factors are that owner-operators want drivers with experience, plus it’s time for a new perception of what a career in commercial transport can offer.”

NorthTec is one of those polytechs and Matt Hartwell is one of the Road Transport tutors. “This new training is more comprehensive than previous courses we’ve run. As well as the heavy vehicle driving and road knowledge component, the course covers customer relations, health and safety, risk reduction, loading, and protocol if a load is damaged - so there are no surprises when graduates get into the industry.”

And this is starting to happen. Keith says: “The industry now offers opportunities to support youth as well people wanting to retrain or upskill, all of which are initiatives that the Sector Workforce Engagement Programme (SWEP) has identified. We’re also starting to see more flexibility in driver schedules to better suit how we live our lives now.

While there is a strong theory component, 60 per cent of the training is practical with the chance to do extensive work experience locally. Each student does 10 hours in a Class 2 vehicle, then 10 hours in a Class 4 vehicle. In Northland, this is made possible by another industry collaboration. Fonterra has provided a tanker for NorthTec driver training and TR Group has leased them a curtain-slider. Matt says: “The companies support the training initiatives and NorthTec gets the use of fully serviced industry vehicles.”

“It’s time to to look outside the box of who the traditional truck driver is. Drivers can be behind the wheel of anything from courier vans right through to articulated rigs. More women are coming into the industry and are often better drivers as they are easier on the gears and are more careful, resulting in less maintenance cost for truck owners. And some companies are starting to offer internships to promising young people including supporting them in their training.”

Matt says that 80 per cent of the students successfully complete the course and 68 per cent walk straight into jobs. “All of our driver trainers are qualified driving instructors, ITO-accredited assessors and NZTA-approved providers with extensive industry experience. When we are confident the student has full and safe control of the vehicle, they sit a written examination with a practical component, and only then do they get their licence and a New Zealand Certificate in Commercial Road Transport.”

There are also collaborative initiatives between the transport industry and tertiary education providers. Keith says: “Skilled drivers, operators

Performing Arts Festival

u by Jill Dickie

The annual Te Kopuru Performing Arts Festival was held on December 1 celebrating the diversity of the many cultures within the Kaipara with song and dance. Around 500 people arrived to enjoy the day’s programme of events, and with the stage and sound set up in the hall, the weather had no major impact for visitors. Te Kopuru School spokesperson, Jessica Duxfield, said a couple of outdoor activities were unable to be held due to the wind, and the rain thankfully held off until the final performance of the day. “There was huge community support of the event once again — the festival is growing stronger every year. It is a

day of celebration and positive response from the audience, and the pride and confidence of our children are a credit to our community,” said principal of Te Kopuru School, Lee Anderson. There were school performances of kapa haka, hip-hop and dancing displays, circus, ukulele and more — there was something to entertain everyone visiting. The variety and high calibre of the performers were reported to be the highlights of the day. ¢

a goner. My skull had been peeled back, scalped, and my right eye was damaged. I was unconscious and bleeding very heavily,” he says.

After a few hours of socialising at a local pub in Matakana, Chris knew he had been drinking too much to drive home in his own vehicle so prepared himself for a night of slumber in his car – but at the last minute took up an offer from a mate to get a ride home with him. Something he admits “was not the best idea”.

“The ambulance was called and then they called the Northland Rescue Chopper. They took a while to get me stabilised as I was so badly injured, and between the crash site and the hospital I apparently went into cardiac arrest eight times.”

Moments after leaving the bar at around midnight, the late-model ute was spinning through the air after the driver mistook a corner at speed. Within moments, Chris had been flung from the car and was lying, dying, on the road just mere centimetres from where the vehicle ended up. He had not been wearing his seatbelt, something he said “was another bad move that night.” “I don’t remember anything from the crash for about two weeks. All I know is I woke up in intensive care and wondered what the hell had happened,” he says. The rest of the events have been filled in by witnesses at the scene that night. “I had a fractured skull, and I had lost a lot of blood on the road that night. Had that ute rolled one little bit more, I would have been

In total, over all the episodes, Chris was without a heartbeat for 13 minutes. “The medical team on the road that night, and in the helicopter, were amazing. The helicopter saved so much time, and really did save my life – it allowed me to get to Auckland Hospital so much faster.” Months on, Chris can barely believe how much has healed since the crash. “You wouldn’t think that I nearly died over and over again. I was in hospital for nearly three weeks and then recovering at home. Now, aside from a scar on my head, you wouldn’t know what I have been through,” he says. “But one thing I do know, is that this accident has given me a whole new chance at life. Not many people get a second chance and I do – and that is largely in part to the Northland Rescue Helicopter.”

Show a roaring success

Bitter medicine

u by Andy Bryenton

u by Matt King, Northland’s Member of Parliament

The escalating outbreak of meningococcal W ST-11 in Northland is deeply worrying. This strain has been described by the Northland District Health Board as “very scary” and whilst the fact that it is present at all is scary enough, the fact it is rapidly escalating is adding to the concern. Nationwide, we started in January with four cases, that went up to 10 during February, 29 in April and 39 in May. That is serious stuff. I feel for the families affected. I have met some of them and what is heartbreaking is that most have the same set of questions — for which, I admit, I am unable to come up with any credible answers; the questions are why? Moreover, could it have been prevented? I imagine the district health board is asking the same questions — this is a quote from their chief executive Nick Chamberlain: “We have been strongly encouraging the Ministry of Health for some months to approve this campaign as it’s the only truly preventative measure for our population.” For some months? The board has been issuing

warnings about the outbreak and its effect since at least May, and you would have thought that given the seriousness the government would have been stirred into action. Their reaction has been more sluggish than stirring. Only now — months later — have they authorised any meaningful action. This delay is totally unacceptable — I told them that in the house last week. I told them that we are talking about our children. Now we are told that there is not enough vaccine to go around. There is a worldwide shortage, and we ordered our vaccine only two weeks ago, give or take. That means that when it arrives, it will be used selectively — not every kid, not every school. For me, as a parent, that is a bitter pill to take, and it could so easily have been prevented.

While mums and dads checked out the artistic steel on wheels, kids enjoyed bouncy castles, fairground snacks and a classic sausage sizzle. Live music made the carnival atmosphere of the day complete. A massive swag of prizes was handed out thanks to the generous

Kaipara District librarian, Simie Simpson, has been announced as one of four reputable judges for the 2019 New Zealand Book Awards for Children and Young Adults and she is excited to start reading.

Kaipara resident, Tab Worthington, shares caring and kindness around New Zealand in her gift-giving project called Because Someone Cares.

Prior to her role in Dargaville, she worked for a number of years for Walker Books New Zealand as a sales manager, and as a bookseller before that. Reviewing children’s books and working in a library has allowed her to connect the wider community with the books she is passionate about. It will be the first time Simie has judged such a prestigious event. “When I found out I was accepted I ran out of the room screeching a little bit — and I’m really not much of a runner. I feel very lucky to be accepted, especially as it is something I’ve always wanted to do,” she said. p Kaipara District librarian, Simie Simpson, has been booked The English language on the judging panel in the 2019 New Zealand Book judges will read and appraise Awards for Children and Young Adults an expected 150 or more entries in five categories, as well as entirely written in Te Reo Maori, is up to five finalists for a Best First judged by a separate panel. Uplifting and inspiring messages in cards and gift packs are left in a dry, safe spot for others to find, brightening their day or even their week. Tab began with her online project in July this year, and it has steadily increased in popularity as more people enjoy the benefits of giving and receiving. For most of her life, Tab has struggled with health challenges and been in and out of hospital and doctors offices, meeting many people along the way who felt they were alone in their struggles. “A simple card, note or conversation is enough to bring them a smile and know someone cares — the project grew from there,” said Tab. “It’s as simple as letting people know that someone cares, whether they have health challenges, life has had hiccups or they have just had a bad day. Sharing that you care will warm someone else’s heart.” Tab has a team of volunteers helping with card drops around the country and makes and prepares the cards and gift packs herself. Four teams — four placings

Ruawai College has unveiled an intricate mural called The Legend of the Mountains on the Northern Wairoa River. It depicts the cultural legend of the five mountains and features the local environment.

p The Legend of the Mountains on the Northern Wairoa River mural has been unveiled at Ruawai College

The painting, designed by Keanu Marychurch-Townsend and painted by students of the school, is a pictorial of the legend of five mountains — a story, which remains as a reminder to look after younger siblings and friends when swimming and to never underestimate the power of rivers and oceans. “The white flowing through the mural is a representation of the wairua of life flowing throughout the whenua, whether it be working, learning or travelling, everyone brings their own wairua to the lands, and it is up to us to protect and sustain our beautiful environment,” said college spokesperson, Helena Thompson. The mountains are depicted with moko on their faces portraying that the

mountains are chiefly and respected, the leaves are of the kumara which is prominent in the area and Kawakawa, which grows naturally in local forests and is a traditional plant for medicine. The kauri, rimu and totara trees represent the school houses, and the birds relate to the houses at Ruawai Primary School. The Wairoa River is drawn flowing from the northeast where it meets the blue waters of the Kaipara, with Ruawai where the brown and blue waters meet. The Manaia is depicted as the seahorse from the Kaipara as it meets the tuna — eel, this is a portrayal of where the remains of the mountain Okiriaha now rests in the Wairoa River. ¢

p For the first time, Dargaville High School entered four teams of students in a competition of Junior Beach Volleyball recently, and each team excelled by placing in the semi-finals, confidently assuring a win for the school. Support and coaching came from teachers Mr Raeli and Mr Amoroa for the five-school 17-team event, which was hosted by Okaihau College. Team DHS2, made up of Lucy Fitness, Adelaide Ihaka, Angus Bradley and Lucas Payne took first place, DHS4 team members Memory Simona, David Sekicolo, Te Rewiti Te Tuhi-Makoare, Liua Lomu, Ashley Walters and Meadow Kapa-White came second, and DHS1 and DHS3 — Pohutakawa Kakara, Harmony Covacich, Jack Bradley, Max Hutchings, Taina Utuaonga, Lyndon Chase-Matthews, Renae Martinovich, Michael Foster-Murray and Ashleigh Neho — came third equal.

In 2016 Paparoa businesswoman, Jillaine Murray, set up a small art gallery to sell her work plus some pieces on behalf of others. A year or so later she joined with friends to create her original vision of including coffee and cake in the shop. Now her friends are gone, and she is reinventing her empire. Empire Art and Collectables and Folk Espresso and Boulangerie combined successfully and enhanced each other’s business well. The two businesses provided a social hub for locals and were well-patronised by visitors driving through the township. When friends Mike and Jocelyn McKenzie chose to return overseas a year later, Jillaine needed to consider what her next move would be. “The coffee was a hit, and I really didn’t want that to disappear, so I bought some equipment, hired a fab barista and am buying in beautiful cakes and baked goods locally made, and reinvented the business as Empire Art and Espresso,” she said. The gallery is a popular site, and Jillaine now sells on behalf of more than 40 artists, including items such as wood, ceramic and photography. The most common comment Jillaine hears from visitors is “wow, you have really interesting and different things here!”

Silver environmental award

Pahi resident, Nick Cullen, has been overwhelmed by local support when he and wife Chelsea needed help. He was diagnosed with a debilitating illness meaning he was unable to continue working as an engineer, and now his diet and lifestyle change has developed into a successful business.

One of the latest Kaipara recipients of an Enviroschools Award, Ruawai Kindergarten, had their achievements recognised last week, making them the first kindergarten in Northland to achieve the silver level in the programme.

Nick, 27, was diagnosed more than four years ago with primary progressive multiple sclerosis, and around 18 months ago he travelled with his wife and child to Thailand, after hearing of a special diet giving good results for MS sufferers. “The change of diet delayed the progression of the disease, but there has been no improvement,” said Chelsea Cullen. The couple returned home around a year ago and had recently set up a small business cooking and selling vegan meals. When they learned they needed to pay a licence fee of p Nick Cullen and wife Chelsea have developed a small business through making lifestyle changes as a result around $800, family and church of his illness members put out the word and within a week had raised almost $7,000, to cook the meals, which are then refrigerated overnight, and delivered overwhelming the family. “We were blown away by the the next day. A new meal is offered generosity,” said Chelsea. “We are each week in addition to repeats of the using the money to get equipment most popular recipes, and a Christmas for the kitchen. Enviroschools Northland facilitator, Susan Karels, presented the award certificate to head teacher, Teresa Rober tson, and Kaipara-based Northland Regional Councillor, Penny Smart, expressed gratitude for their inspirational journey. She said they lead the Ruawai movement ahead of the primary school and college. “You began the vision with a bronze award and have now achieved silver. Sharing your focus with others is inspiring. Thank you from the Northland Regional Council.” Susan Karels was also appreciative of the enthusiastic efforts of the entire Ruawai community in working within the Enviroschools programme.

“The children here learn the concepts at kindergarten, then it is an easy transition for them into the primary school and then college programmes,” she said. It has been a three-year process, which began in 2016, and many sustainable practices have been developed, such as a recycling programme, growing fruit and vegetables and a worm farm. The kindergarten is also a four-time recipient of the gold healthy heart award by the Health Foundation. “I am proud of the kindergarten team and whanau for ensuring our tamariki are eating and being healthy citizens,” said head teacher, Teresa Robertson. ¢

While it’s all furious action and last minute preparation at the north pole, folks here in New Zealand may still be wondering what the hottest gifts of the season really are. Can you be sure of getting just the right thing for the kids? A poll of online and physical retailers around the world reveals some surprising — and not so surprising — trends. When it comes to toys for the kids, there are old favourites topping the list — but with a new twist. Laser tag is back, but forget the clunky old sets of the 1980s — the modern game is lighter, more fast-paced, and doesn’t devour whole skip bins full of aa batteries. Reliable LEGO is in number two spot with a choice between Harry Potter themed sets — the Hogwarts great hall is this year’s centrepiece — or the never-ending juggernaut that is Star Wars. Unsurprisingly, considering the rise of e-scooters and e-bikes in the news, both traditional and electrically powered scooters and bicycles are still right in the top five. Nevertheless, a strange new addition is slime. Kits and ‘laboratories’ for creating glittery, glowing, sticky and downright gross slimy substances are hot for 2018 — a variation on the silly

putty of yesteryear. The final spot in this year’s top five goes to robots — dancing robots, robot dogs, baby dolls, kittens and more. There’s something almost scary about how lifelike these animatronic toys have become in recent times! Of course, the top five is not for everyone. Kids are as individual as adults and the gift which says the most is one, which reflects a deeper knowledge of what your children are

enthusiastic about. Expensive toys may confer a day of bragging rights, but gifts which nurture their talents and show that you’re engaged with their world to keep on giving all year long. As to all the other toys in the shop — suffice to say that grown-up men are the second biggest market for things like Nerf guns, video games, superhero figurines and model cars at Christmas. Proving once and for all that you’re never too old to want to stay off the ‘naughty list’. ¢

Big red sleigh cleared for takeoff u by our North Pole correspondent

DRIVE PHONE FREE!

It’s a flurry of activity here in the arctic circle as the countdown to Christmas begins. Trying to catch up with the big man himself — Saint Nick, Santa Claus, the Fella in Red — is tougher than booking an interview with the entire cast from Marvel’s MCU at once. Nevertheless, your intrepid elf reporter managed to speak with the jolly old commander-in-chief as he was overseeing trials of a brand new sleigh — the Yuletide Mk 7. “We need a bigger, faster sleigh this year because more kids have made the nice list than ever before. It’s possible that it has something to do with operation ‘elf on the shelf’, but in general, I think that there’s just a lot of Christmas spirit sloshing around,” said Santa, blocking his ears as the twin candy cane powered turbojets were fired up. “The extra boost on this model will give the reindeer a bit of a helping hand, which is nice. It means we can go faster, which means more time in each house to really enjoy those plates of biscuits.” As usual, Santa has been busy popping out from his North Pole workshop and command centre in recent weeks to check out what’s cool in New Zealand. He’s joined his helpers at parades and in shopping malls, taking the pulse of what kids want this December 25 and relaying the info back to his teams of elves.

“It’s a big year for unicorns, slime and robots, apparently,” smiles Saint Nick. “These things always come around again. I’m betting dinosaurs, and race cars are back for next year, but as for now — it’s important to remind the elves to only stick one horn on each unicorn. Otherwise, you just end up with antelope.” A little-known fact — Santa’s elves can make brand-name toys because the original inventions are often come up with by elf labs in any case! Toy companies make them for the rest of the year and pay for the designs. All of this money funds Santa’s yearly pudding and trifle bill, which is, according to Mrs Claus, ‘gigantic’. Santa’s weather elves report a clear run this December 25, with optimum conditions to deliver close to a billion presents using the power of Christmas magic — and a little extra boost from those big turbine jets. So, as the old

Be water wise this summer

Voltage set for victory u by Andy Bryenton

It will take a long period of careful weighing and measuring before farmers give up on internal combustion. A core part of the rural landscape for more than 100 years, engines using the good old-fashioned combo of ‘fuel plus spark’ don’t change much if they work in the harsh farming environment — check and you’ll note that some quad and bike designs are pushing three decades. ‘Bulletproof’ is the mantra of the rural user. Reliability beats power and flair any day. Nevertheless, change is coming. It may be here sooner than people realise, with the demand to cut costs, cut overheads, and cut maintenance always weighing on the savvy farmer’s mind. Electric vehicles are taking to the road in numbers, which seem to double year after year, and their engines have only one moving part. Their fuel source could very well come from the sun or a rushing stream, or the wind itself. Quiet electric power also helps when dealing with skittish livestock — what’s more, when it comes to side-by-side vehicles the future is already here. Polaris has embraced the EV concept by adding another drivetrain option to their already popular Ranger series of side-by-sides. A single, 48-volt induction motor provides smooth power — 30hp in the old money — and is connected to the same reliable four-wheel drive system, which has made the Ranger a hit in rough terrain. The added bonus of relative silence in operation has made it popular with hunters in the American market, but it’s equally at home working in barns and around livestock — places

As more and more electric vehicles hit the road and charging options which don’t rely on the grid combines with more and more efficient battery tech to increase the range of this kind of machine, it will make more and more sense for farming operations to go electric. Other machines on the farm

— including utes and tractors — may be in the prototype or niche stages of their evolution, but for a small, nimble runaround, the electric option is proving to be far more than just a ‘super golf cart’. If nothing else, the lack of parts and the robust nature of electric motors means that soon rural chores may be accomplished with the flick of a switch. ¢

KAIPARA DISTRICT TAHAROA DOMAIN BYLAW 2018

KAIPARA DISTRICT PUBLIC PLACES LIQUOR CONTROL BYLAW

Sections 83 and 86 of the Local Government Act 2002.

Kaipara District Council at their meeting on 29 November 2018 resolved to approve the New Kaipara District Alcohol Control Bylaw 2018 and Alcohol Control Areas in accordance with the Local Government Act 2002. The Kaipara District Alcohol Controls are to be in place from 8.30pm to 7am each day, all year round in the following communities, Kaihu, Aranga, Omamari, Baylys Beach, Glinks Gully, Pouto, Te Kopuru and Tinopai. Dargaville and Ruawai will apply 24 hours a day all year round. There is an introduction of a 24/7 Christmas and New Year ban from 22 December to 13 January throughout Mangawhai, outside of these times, it reverts to the current 8.30pm to 7am control time, for the rest of the year.

Notice is given pursuant to s83 and s86 of the Local Government Act 2002 that Kaipara District Council is commencing the Special Consultative Procedure to obtain community feedback on a proposal to restrict the use of powerboats on Lake Kai Iwi and Lake Waikare unless specifically authorised by Council as safety vessels for events, scientific and research purposes or for management operations. The bylaw also seeks to introduce controls around the boat ramps, controls around biosecurity checks vehicle movements and parking within the Taharoa Domain. The bylaw will help support the Kaipara District Council to implement the policies of the Kai Iwi Lakes (Taharoa Domain) Reserve Management Plan 2016 and to allow the Kaipara District Council, as the administrating body of Taharoa Domain, to meet its obligations under the Reserves Act 1977. A Statement of Proposal and submission forms are available for inspection and may be obtained from Council offices in Dargaville and Mangawhai, libraries in Dargaville, Kaiwaka and Maungaturoto. They can also be viewed on Council’s website www.kaipara.govt.nz where online submissions may also be made.

Alcohol Control Area maps can be viewed at Council offices and on Council’s website. The new Alcohol Control Bylaw 2018 and Alcohol Control Areas shall become operative on 19 December 2018. Copies of the Alcohol Control Bylaw and Alcohol Control Areas can be viewed at Council offices, 42 Hokianga Road, Dargaville and 6 the Hub 6 Molesworth Drive, Mangawhai, and online www. kaipara.govt.nz L Miller CHIEF EXECUTIVE Kaipara District Council

Submissions are now being sought from the public. Written submissions on the proposal are invited and must be received by Council during the submission period which opens Tuesday 04 December 2018 and closes at 4.30pm Friday 08 February 2019. All submitters who request a hearing will be advised of a date and time when they can present their views to Council. L Miller CHIEF EXECUTIVE Kaipara District Council

NOTIFICATION OF PLAN CHANGE OPERATIVE DATE

Kaipara District Council gives notice that it has approved the following Plan Change:

Kaipara District Council gives notice that it has approved the following Plan Change:

Plan Change 4 --- Fire Safety Rule provisions in the District Plan

Plan Change to give effect to the National Environmental Standard on Plantation Forestry Regulations 2017

PC 4 changes the existing Fire Safety provisions for buildings and structures in the Rural, Residential, Business (Commercial and Industrial) and two Maori Purposes Zones in the District Plan. These amended provisions include: • The removal of references to the NZ Fire Service Firefighting Water Supplied Code of Practice SNZPAS 4509:2008 but retains the reference to this code of Practice in the subdivision rules. • Plan Change 4 includes statement of issues, objectives, policies and methods to address structural fires in the District Plan. • The provisions will simplify the procedures and place greater emphasis on Fire and Emergency New Zealand ‘s role in educating on fire safety, and provide for consultation with FENZ where appropriate. • The amendments provide for a risk based assessment to help evaluate vulnerability and fire risk. It will guide good fire management practice related to accessibility to, and sufficiency of, water supply for firefighting purposes. The decision is a result of an Environment Court Consent Order Decision No [2018] NZEnvC 211 The approved Plan Change will become Operative on 18 December 2018 The decision on the plan change is available for viewing on the Council’s website at https:// www.kaipara.govt.nz/OurServices/District+Plan/Kaipara+District+Plan+Changes.html and at the Kaipara District Council offices in Dargaville and Mangawhai. Please contact Council’s Policy or Consents Departments if you have any questions. This notice is given pursuant to Clause 20 of the First Schedule of the Resource Management Act 1991 L Miller CHIEF EXECUTIVE Kaipara District Council

The National Environmental Standards on Plantation Forestry Regulations (NES PF Reg) 2017 became Operative in 1 May 2018 and the Kaipara District Council is legally required to amend the District Plan so that it does not conflict with or duplicate the provisions of the NES PF Reg unless authorised in these regulations. The Plan Change is authorised in terms of section 44A of the Resource Management Act 1991 (RMA) and does not legislatively require the RMA Schedule 1 procedure of consultation and notification. The Plan Change changes the following provisions in the Operative Kaipara District Plan: Chapter 1 The Introduction Chapter of the District Plan by acknowledging the authority of the NES PF Reg. Chapter 18 Outstanding Landscapes. The District Plan provisions for vegetation clearance in Outstanding landscapes will prevail over the NES PF Reg. Chapter 12 Rural, Chapter 13 Residential and the two Maori Purposes Zones, Chapters 15A and 15B the NES PF Reg prevail over the District Plan with regards to excavation and fill, as well as indigenous vegetation clearance in plantation forestry in those zones. Clause 12.10.14 on noise and Clause 12.10.2b on setbacks of dwellings from forests conflicts with the NES PF Reg and the District Plan is changed to give effect to the setbacks of 40m and the noise provisions in or adjacent to plantation forestry. The approved Plan Change will become Operative on 18 December 2018 The decision on the plan change is available for viewing on the Council’s website at www.kaipara. govt.nz/OurServices/District+Plan/Kaipara+District+Plan+Changes.html and at the Kaipara District Council offices in Dargaville and Mangawhai. Please contact Council’s Policy or Consents Departments if you have any questions.
