p The sounds of a marching band heralded the start of Dargaville’s Santa Parade on Saturday, with the participating musicians travelling all the way from Auckland at the invitation of the local Methodist minister. The parade was a tribute to just this kind of volunteering spirit, which reflects the true meaning of the festive holidays. It was well-appreciated by the most important audience; Dargaville’s children, who turned out with their parents to enjoy the arrival of Santa in his bright red BMW convertible. Of the three main undertakings envisaged in the $4.95 million wharves programme, Dargaville’s pontoon is now complete as a council-owned facility while a completely new wharf construction at Pouto is in the design stage after a meeting between KDC staff and local residents last week. Pahi wharf was constructed as a local community project and has been maintained for more than 30 years by
the Pahi Boating and Fishing Club. With an estimated $80,000 earmarked by Kaipara Wharves for an upgrade and pontoon, the club is baulking at the idea of continuing responsibility, citing expected maintenance and insurance costs being beyond its means as an upgraded facility. Club Commodore Darren Sheppard says members are supporting one of five design options, but discussions
are continuing with the council on the question of ownership of the new facility. It has been confirmed by KDC’s Ruby Mitchell. “We are currently working through a resolution and final agreement. p Dargaville’s Saint John ambulance crew are keen to remind locals that December is here and with it the time to decorate the tree. The old tradition is said to have originated with the Norsemen in medieval times, where the evergreen was seen as a reminder that spring would come again after the long winter. Adopted into modern Christmas lore, the decoration of the tree is a fun family activity, and a real live pine with its forest smell makes your home seem more festive. St John has a garage full of excellent trees for sale right now, with the funds going to the volunteers who crew the life-saving ambulances and keep watch at the station. There’s also a Christmas raffle with big prizes, so stop in at the Dargaville ambulance station to pick up a real evergreen Christmas tree soon.

“We’ve engaged with recruitment agencies both here and overseas, but obviously international recruitment, especially in the field of medicine, has been difficult in 2020,” says Ms Harris. “There are particular challenges to finding new doctors in the circumstances we have found ourselves in this year, but it’s not impossible.” The medical centre’s management has confirmed that from today we will see the return of Dr Navin Sivalingam, who has now completed his GPEP training. They have also managed to secure another GP from the United States who is hoping to be here in the New Year. A physician associate will also be joining the team, which will greatly assist. They are confident that

they will also secure another GP, who is waiting for the necessary paperwork to go through. All doctors wishing to work in NZ must satisfy the criteria of our health system’s qualification process. In further news, Scottish GP Val Kidd, who comes to Dargaville each year to visit family will be filling in for four weeks in January to give local GPs time off. Both Ms Harris and Dr Hogan said that while the retirement of three core staff members has been challenging, it has also brought about the need to look at new ways of working, including using technology to support and enhance the way we provide care to our patients. They both emphasised that unwell patients are still able to receive care on the day. ¢

The Dargaville Community Development Board has requested the Kaipara District Council set a targeted rate of $10 for each rateable unit a year for the Dargaville Community CCTV Project; for heightened security in the township’s CBD. The DCDB asked for the sum to be included in the KDC’s Long Term Plan 2021–2031. The funds received from the targeted rate would cover the ongoing costs and maintenance for the Dargaville Community CCTV Project. “The targeted rate will be applied to the ongoing costs and maintenance of the CCTV Project, which to date have been minimal, as you would expect for a new system,” says DCDB spokesperson Sue Curtis. “To keep the cameras in top working order maintenance is undertaken annually, and adjustments to the cameras or the relay dishes are required from time to time, particularly following strong winds.” The annual revenue received from the targeted rate will be applied to annual and interim maintenance
costs, together with the employment of a part-time administrator. The role of the administrator will include the creation and supervision of an Annual Maintenance Plan, and completing grant funding applications for ongoing asset purchases to expand the network cost-effectively. Another plan, utilising the targeted rate revenue, is the establishment of a self-funded insurance plan, covering the cameras from wilful and unintentional damage. Dargaville’s Saint Joseph’s School celebrated the festive season last week with a closer look at the many vibrant and interesting cultures, which make up its student base and faculty, sharing song and dance from around the world.

Tilt Renewables representatives Stephanie Cook and Jim Pearson were joined by Richard Turner of planning consultancy Mitchell Daysh. They described the visual, audible and environmental footprint of the proposed 19-turbine wind farm and dispelled myths about how modern versions of wind power operate. “While we would never claim that any wind farm was silent, the output for these turbines is measured at below 40 decibels at the base of the tower,” said Ms Cook. “In stronger winds, the sound of the surf from the coast would be louder, as would the sound of that same wind through nearby trees.” Sound is the main concern of those opposed to wind farms. For comparison, the sound level of a normal conversation is 50 decibels; birdsong rates at 35. Tilt confirmed that the entire project would be emplaced on a single Landcorpowned farm. There was no need to buy
or sequester private property or DOC land for the build. The nearby Maitahi wetland is completely untouched. The steel towers with concrete bases have a planned lifetime of 30 years. They are designed to operate at only 12 revolutions a minute in winds up to 100kp/h. Above this point, they shut down to avoid damage. This low revolution speed still generates a large amount of power; the site is planned to pump 73 megawatts through the Dargaville substation into the grid. A previously planned wind farm in the same spot was called off as this lowrpm, high output technology was not yet developed. Extensive year-long studies have determined that the windmills are not in the path of bird migrations or native bat habitats. The next phase of the project is resource consent, with KDC and NRC investigators seeking to confirm the minimal environmental impacts in Tilt’s report. ¢

“The special event was both educational and a chance to celebrate the differences and similarities in our human heritage,” says the teaching staff. They assisted in bringing the day to life with music, traditional costumes and lots of encouragement. On display were the cultural performance arts of Tonga and Samoa, Scotland, Dalmatia, now known as Croatia, the nation from whence many of Dargaville’s pioneering gumdiggers travelled from in colonial times. Of
course, the school’s famous kapa haka group and choir added to the fun. Foods from many lands were also on offer. Parents cooked up national delicacies to bring along, backed up by a giant hangi for lunch, and a South African treat from one of the faculty; vetkoek, a type of fried bread similar in many ways to the local treat that’s often served up with pork and watercress. The big lesson on the day was that all nations and cultures have their own ways to celebrate and share. ¢

Last weekend the Christmas season was officially welcomed in, as floats, decorated bikes and a marching band heralded the arrival of Santa Claus in Dargaville.

Families lined the pavements on Victoria Street as that old adage was proven once again; this time of year is for the children more than anyone. The volunteers who donated their time and effort to build floats, dress up, practise music, paint faces and wrap vehicles in tinsel are the real heroes of the day, as it’s their civic and festive spirit, which makes the annual parade a treat for the young.
After a hectic year in 2020, the sight of the parade, followed up by the bouncy castles, slides, barbecue and games of Silver Fern Farms Whanau Day at Selwyn Park, was a great opportunity to enjoy some family time for many. Parade organisers say that their aim is to make 2021’s even bigger and brighter, so the challenge goes out to all companies and groups to volunteer a float or parade idea. ¢

Map inaccuracies must be corrected u by Andy Bryenton
The Ministry for the Environment acknowledges problems with the low-slope farmland map, which is at the heart of stock exclusion regulations, particularly relating to sheep and beef farms. Now Beef + Lamb New Zealand is calling on its constituents to assist in putting the anomalies right. Under new farming rules, low-slope land, flatter and less undulating than much of our farmed hilly country, is subject to stock exclusion measures, with fencing required to keep livestock out of waterways. A map designed to clarify the boundaries of these zones has been found inaccurate, with mapping anomalies categorising swathes of hilly land as ‘low slope’. It has significant implications for the management of rolling and hill country. This type of country was not originally intended to be captured by the stock exclusion regulations. The ministry is therefore looking to farmers to help to build a picture of the scale of the mapping inaccuracy and help them identify what the potential solutions may be. A feedback form is available for farmers at mfe.govt.nz/fresh-water/ freshwater-acts-and-regulations/stockexclusion-regulations. B+LNZ’s environment strategy manager, Corina Jordan, encourages farmers to fill in the form, saying it’s relatively straightforward and provides

on regulations that are impractical to implement on-farm and don’t have the positive environmental outcomes we are all seeking.” While B+LNZ acknowledges the basic principle of the rule and agrees that more intensively farmed stock on lowslope land should be fenced off from rivers or streams more than one metre wide, extensively grazed land, including
land above 10 degrees, should not require stock exclusion by fencing. “Given the scale of the inaccuracies, B+LNZ would prefer the map was replaced with a general rule that regional councils would be empowered to give effect to. This could be through either a 10-degree slope-trigger based at the paddock scale or by undertaking their own regional mapping.” ¢

This weekend’s King of the Kaipara fishing contest at Kellys Bay is set to be a classic, with entrants from all across the region and beyond gathering their gear to compete across five species of fish and multiple team and single categories.
p Come on down to Kellys Bay this Saturday for a spectacular day’s fishing in the 2020 King of the Kaipara
The forecast for the weekend is fair, with a slight overcast and only an 11 per cent probability of light rain brought in by predominant southeasterlies. That’s good news for boat-based fishers who can expect a fairly calm day of angling action out on the harbour. This year the prizes on offer are for the heaviest fish across snapper, trevally, kingfish, gurnard and kahawai, meaning that there’s a good opportunity to score a major prize just for getting involved. Teams can pit their combined skills against each other for a collective prize, based on the heaviest four kingfish
landed by the team. As usual, the prizes will be generous and well worth winning, over and above the right to be called ‘King of the Kaipara’ all through 2021. The day starts off at 6am, so the early angler is likely to catch the best chance. Weigh-in happens at Kellys Bay between 3.30pm and 4pm, with the opportunity to share a few stories, some cold drinks and a meal with fellow fishers as the prizes are awarded. This annual tournament has come around 32 times since its inception and has become a local institution for a reason. ¢
