Northland by-election details set Applicants must first complete a formal application and then face a pre-selection panel interview. Those successful then go before local party members for a final selection. Nominations will remain open until midday, Thursday February, 12 and a final selection made before the end of this month. Anyone who is correctly enrolled in the Northland general electorate before by-election day can vote. The Electoral Commission advises that people on

the Maori electoral roll living in the Northland general electorate are not able to vote in the by-election, as it is to select an MP for the general electorate of Northland. Only those people on the Northland electoral roll are eligible to vote. People turning 18 on election day, Saturday March 28, are eligible to vote if they enrol before election day and their name will automatically go on the electoral roll. Everyone enrolled by Monday February 23 will get an EasyVote pack which includes an EasyVote card in the mail a week before election day. Those who enrol after this but before the final deadline of Friday March 27 will need to cast a special declaration vote. 

Iwi initiative to protect kauri  by Joanne Speechly

The decision by Northland iwi Te Uri o Hau to place a rahui over two mountains near Kaiwaka is being supported by the Department of Conservation. The temporary access ban has been applied to help prevent the spread of kauri die-back disease. The disease was discovered in kauri trees on Pukekaroro late last year. Nearby Pukeareinga is also included in the ban, although it remains clear of the disease at this stage. “DOC is taking an active approach to managing kauri dieback,” says DOC’s Northern regional services director Chris Jenkins. “We provide boot-spray facilities at popular track entrances,

provide public education on how to reduce the spread of the disease and contribute to a multi-agency effort. “We accept and support all practical measures that may help curb the spread of this disease and the action by Te Uri o Hau in applying customary practice measures makes good sense.” Te Uri o Hau own the top of both the culturally important mountains. The Kauri Museum has found a new way to spread the word about it’s collections and programmes — using a bus, more usually the vehicle employed to bring visitors to Matakohe. In collaboration with Maungaturoto’s Brooks Motors, the museum is now displayed on the streets of Auckland, with regional visitors in mind. The s ign-writt e n charter bus is currently working the Auckland CBD to International Airport circuit. The vinyl graphic, designed by Think Tank Creative of Waipu, was applied with the aid of a 4.5 metre high doorway at Easy Access Company at Maungaturoto, which opened after hours for a work platform to be set up. New child care centre, Kaipara Kids Club, had several options when faced with an unwanted house on their new building site in Maungaturoto.

Sport Northland is keen to see a revival of athletics clubs in the Kaipara and a small group in Dargaville is making some positive inroads.

 The 127 year old house has been relocated to it’s new section in Maungaturoto

One option was to give it to the fire brigade to burn it. Another was to demolish it, keeping the good kauri wood and the third was to give it away. Kaipara Kids Club spokeswoman, Natasha Lee says she didn’t want to destroy the 127 year old villa. “I just thought it seemed wrong as it had been someone’s home.” The building has now been relocated to Bickerstaffe road in Maungaturoto. “We are really happy it has stayed local.”

“People asked us why we didn’t gift it to the community so everyone can enjoy it but I just thought it would cost the community money to look after it. So we decided to put it on Facebook.” “For a week my phone rang constantly and we ended up with three people who were really interested in it.” “I told them the first person who could organise for it to be removed, could have it.” The old house, originally at 182 Hurndall street, will be replaced with two classrooms. 

A committed contingent competed at the New Zealand Secondary Schools Track & Field and Road Championships in December and are due to start training again this week. “These athletes represented their school with distinction, pride and determination and performed to the best of their abilities,” says coach David Hutchinson. “I feel privileged to have been able to work with such a fine group of individuals and hope we can add to the squad this year. “Dargaville High School have their athletics day coming up and from there, hopefully some students will qualify for the Lower North competition and eventually advance to the North Island event.” David, who has a Diploma in Sport Management and is an accredited sprints and relays coach with Athletics

The new 110m² extension will accommodate a sports area, with pool, snooker, shuffleboard and darts, a separate children’s area, a deck for alfresco dining and a new toilet block. “This will give us more seating space in the dining area and the new children’s room will make our club more family friendly,” says club secretary Vic Caira. “We would love more families to utilise our premises and to have somewhere to come and socialise. “Another new addition is the memorial wall. We will have brass name plaques available for purchase, so people can remember club members

who have passed away — it adds a personal touch.” The money for the extension, has been raised by the sale of a section and fundraising activities. “We want people to see this venue as a place to come and relax. The RSA is not just for service people, it is for the whole community.” “The extension will be named after club patron, Les Jenkins as ‘The Jenkins Extension’. He has just turned 90 and helped to build the original RSA building, so the committee decided it was fitting to name it after our founding member.” The committee hopes to have the project completed by Anzac Day. 

The Creative Communities Scheme provides support for a wide range of arts projects and creates opportunities for local communities to participate in a diverse range of artistic endeavours. Kaiwaka illustrator and graphic designer, Andy Griffiths, has been a recipient of funding for the past two rounds. He has used the grant to run a series of successful comic art and cartooning workshops called Toonskool for Children. “When I first found out about the scheme, I wasn’t sure whether these workshops would be considered for funding, so I rang one of the administrators to find out more,” says Andy. “She said, ‘It sounds fantastic’, gave me some pointers and we went from there. “The grant is awarded to projects on the basis that they of an artistic nature and will benefit young people in the community in some way. Here in New Zealand, there is a lot of focus on sports but there aren’t the same avenues for kids with an artistic bent — especially in smaller towns — these workshops however, fill that gap and provide opportunities.

“Personally, the funding has allowed me to put in time and effort into designing the workshops, so I can make them really fun for everyone. A lot of energy goes into research, lesson planning and the creation of resources and on top of that, there is the expense of materials and venue hire. The funding gives me the backing I need.” Applications close at 4.30pm on Friday, February 27. After being involved with a similar initiative in the UK, Ruawai College principal Glynis Woodhead, has decided to take advantage of the Kickstart breakfast programme organised by Fonterra and Sanitarium. Be my Guest The ramifications of settlement The ANZ Bank has reached a settlement over the interest rate swaps issue with the Commerce Commission and the Financial Markets Authority and it is the view of Farmers of New Zealand that affected farmers may need specialist legal advice before accepting the ANZ Bank offer. Farmers of New Zealand and our legal advisor, John Waugh of Daniel Overton and Goulding have followed with interest the recent agreements reached where that bank has agreed to compensate its farming customers in respect of alleged misleading conduct in the sale by them of interest rate swaps. We understand that negotiations with another bank continues. Though often each farmer has his own story, the central theme is that the interest rate swaps were marketed and promoted by ANZ’s Financial Markets and Rural teams as ‘fixed rate’ loans. This was in a period of some uncertainty as to where interest rates were actually heading and as floating rates fell to an all time low, farmers found they were locked into loans where

the bank actually increased, or had the ability to increase, the ‘fixed rates’. Farmers of New Zealand believes there is no doubt these farmers suffered losses. The essence of the agreement between the Commerce Commission and the ANZ is that the Commerce Commission has concluded that the banks’ ‘conduct was, or was likely to be misleading’. ANZ for its part, whilst agreeing to make a payment of some $18 million, has for a variety of reasons disagreed with the findings against it and they have denied they were in fact culpable of misleading conduct. Their reasons included for example that the Commerce Commission’s conclusions — • ‘have not been tested in Court’ and

FNZ suggests these are brave words by the ANZ. If that was truly the banks’ position we are of the view that the ANZ should have welcomed the opportunity to have received public exoneration in a defended hearing in court. Before this announcement was made by the Commerce Commission, Daniel Overton and Goulding had already considered this matter for farming groups involved with ANZ and had issued an opinion to the effect that there was probable cause of action. We are also not convinced, based upon our investigations, that all relevant matters have been fully spelt out in the Settlement Agreement with ANZ. A back of the envelope calculation indicates a payout on average of $100,000 for the 179 farming groups involved on the basis of this being a full and final settlement. Farmers will not know their actual position until they receive a letter from

Northington and Partners some time before the end of April 2015. This letter will set out each party’s ‘entitlement’. They will then have 70 working days, being 31⁄2 months, to decide to accept or not on a full and final basis. Even if farmers choose to accept the offer they will not receive any payment until September 2015. That’s nine months from the date of the announcement! So what process should affected people go through in deciding to accept or not? Legal advisor John Waugh of Daniel Overton and Goulding will be on the Farmers of New Zealand Field Days site on Saturday February 28, to provide a free no obligation initial consultation for farmers affected by swap loans. They can also be contacted by email or phone or through Bill Guest at Farmers of New Zealand. FNZ believes it is important for all farmers involved to collectively seek specialist legal advice if they believe the above settlements with the respective banks have left them financially short-changed. 
