Kaipara’s future under spotlight by Paul Campbell

The various options emerging for a major shake-up in Northland’s local government will be on the table in the Kaipara District Council chambers next week

The Whangarei District Council will be visiting Dargaville on February 22 to make a presentation on the changes that have been proposed, aimed at making millions of dollars in savings by reducing council work duplication. The move follows suggestions the current district and regional council divisions could be replaced as early as this year. Far North Mayor Wayne Brown has called for a unitary authority in his district with direct Maori representation, with the rest of Northland overseen by another authority which would replace the Kaipara and Whangarei district councils. Under the proposal, Whangarei and Mangawhai would combine while the Far North and Kaipara would merge to become two separate unitary authorities. Northland mayors and tribal leaders met local government minister, Nick Smith, on Waitangi Day to discuss the idea. “We need to approach this with an open mind,” said Kaipara Mayor, Neil Tiller.” We need to be open to entering into dialogue on the issue

Just dropping in for a visit Dargaville Museum is a popular spot for tourists and locals alike, but most don’t arrive from the air by helicopter. That’s just the way that Lars and Alison Fellman like to get around though — the couple from Waioneke, on South Head dropped in on the museum village green last Friday in their Rotorway Exec 162 F, built by Lars himself while he lived in northern Europe. The nimble flying machine has a one hour 45 minute range, and it accompanied Lars in his travels from Denmark to Sweden and finally to New Zealand. The ex-vice-president, European operations, for the brewing giant Carlsberg, is not just a pilot, either — he first met Alison when he arrived in New Zealand aboard the oceangoing racing yacht Fazer Finland, part of the 1985 Whitbread Round the World race. continued on page 3 . . .

Wrestler brings home gold Seventeen-year-old Dargaville wrestler, Damen Beynon, has returned from the Oceania Wrestling Championships with two gold medals, for the second year in a row. The Tangowahine Valley Road teenager won both the 74kg junior freestyle and the 74kg junior Greco Roman events in Sydney. He also took out the trophy for the best Junior Wrestler of the tournament in Greco Roman.

Last year the tournament was held in Samoa and he won gold in the cadet freestyle and cadet Greco-Roman as well. Damen has lived in Dargaville for the past seven years and attended St Josephs Primary and then Dargaville High. He has been wrestling for the past 10 years and is affiliated to the Dilworth Grizzlies Wrestling Club in Auckland.

Kaipara’s future under spotlight Mr Tiller added that “a significant amount of work at great cost was done regarding this subject in 2010, but what we don’t have is a proper analysis of the costs and benefits to this council. We will be asking staff for a report on the pros and cons to help council in its decision making around this issue.” In a paper titled Unitary Authority Pathway, the Far North District Council proposed that Dr Smith would be persuaded to support the idea of two unitary authorities before Cabinet drafts a Local Government (Northland Unitary Councils) Bill. A period of eight weeks was also proposed to be set aside for public consultation and submissions. Kaipara district council corporate services manager, Barbara Ware, noted there has been no change in local government in Kaipara since 1989. “When you look at what has happened in Auckland city, and changes in Nelson-Tasman, and Napier and Hastings — what business remains static for a period of 20 years?”

Circus at the lakes The annual Northland Circus Festival at Kai Iwi Lakes attracted more than 200 people to a three-day camp with workshops covering all things relevant to performance under the ‘big top’. “If you were one of those who took part you’re probably still smiling! It was a fantastic weekend,” said Jenny Huriwai, for the organisers, Kumarani Productions. “Spare a thought for the Circus Kumarani crew who do this for fun on an annual basis — fun for those attending the festival that is! It is a massive task which requires almost everything to be packed up and moved out to the lakes. “After a wet week, including flooding and a storm ripping through on set-up night, the elements settled down and provided the perfect conditions for memories to be made. It was a fun packed three days with workshops and games facilitated by experienced and skilled circus teachers and performers from near and far.” Activities at the festival ranged through acro-balance, juggling, stilt-walking, German wheel and tight wire, through to the Farmlands Unicycle Park, water sports, circus olympics, live music and daily shows. “The focus was on having fun and trying . . . continued from front page

Starpath in Kaipara Ruawai College and Dargaville High School are now included in a ground-breaking educational programme designed to help secondary school students make the most of their educational opportunities. Starpath, a partnership between The University of Auckland and the government, was established in 2005 to determine ways of improving education results. Five pilot schools involved in the project experienced dramatic improvements in Dargaville guitarist NCEA results and the project’s Taz Nesbit, will study performance acting director, Professor music at Auckland University in 2012 Stuart McNaughton, says Starpath has developed significant strategies to address barriers stopping students from succeeding at secondary school and entering tertiary study. “For example in phase one of the research project we discovered that many Māori and Pacific students who were academically able weren’t getting accepted into the degree courses of their choice because they had made ill-informed NCEA subject choices.” Phase two of the Starpath project runs until 2015, with Ruawai College and Dargaville High among 16 new schools around the country to be included. “We started working with the 16 new schools last year, gathering and analysing student achievement data, with the aim of using it for academic counselling and for setting educational goals with students,” said Prof. McNaughton. It is expected that close to 40 schools in Auckland and Northland will be involved with the Starpath project by the end of this year. Funding is provided by the Tertiary Education Commission with matched funding from the private sector. The ASB Community Trust gave $1.55m between 2005–2010 and last year committed a further $1.5m under its Māori and Pacific Education Initiative. According to the Ministry of Education almost one in five New Zealand students leave secondary school without formal qualifications. For Pacific students it is one in four and for Māori, one in three.

regatta, it gave contestants valuable ‘champion schooner’ reputations around New Zealand and Australia. Co-owned by Mitchelson Brothers and Dargaville man, John Dennin, it was back to work again, running mostly between Kaipara, Lyttelton, Dunedin, sometimes Bluff and Auckland. Towards the end of the year she sailed to Adelaide and back to Hokitika arriving at the end of September. But when being towed out in ballast for her trip home with coal from Greymouth a heavy sea hit her broadside on. The worn out tug Waipara was unable to hold the 150-ton Annie Wilson and she ended up on the shore.

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

Annie Wilson — work first, but time for play by Brian Eastwood

Owners decided to abandon her but the insurance company would have none of it. It was a good decision. On October 14th the contractors got her off quite unharmed.

Although a sailor’s life on a tall ship was a rugged one, it was not all work and no play for the crew of Kaipara schooner Annie Wilson. Built in Aratapu by James Barbour and launched a few weeks before Christmas 1879, she was off south on her maiden voyage loaded with timber and just in time to compete in the Lyttelton Regatta’s Champion Schooner race on New Year’s Day. She came in third but an Auckland reporter noted, ‘Her sailing abilities were however, highly spoken of and she is now looked upon as a dangerous opponent for the first race up here’. He was right. Back north with a load of ‘breadstuffs’, it was race time again at Auckland Anniversary Regatta on 19th January. Sybil, another of Barbour’s ships came in second with Annie Wilson finishing just two minutes behind in third. Considered to be the most important race at Waitemata’s annual

For the next 12 years Annie Wilson plied her Kaipara trade with few troubles. Then on 22nd April 1893, at quarter to four in the morning, disaster struck. Heading for Kaipara doing nine knots, with a load of Canterbury potatoes and flour aboard, she hit the rocks at Oeo, about thirty kilometres north of Hawera.

Annie Wilson was soon back on her regular trips from Kaipara to the South Island. Most years she was too busy to take part in Auckland’s regatta. In 1883 she was down in Southland but made it with a load of grain in time to race, but only scoring a fourth. Four days later Annie was heading back to Kaipara.

All seven crew escaped wearing the clothes they stood up in, but the ship was a hopeless wreck. Crew and local Maori managed to salvage some of the cargo. Captain Murray said that he thought they were around Cape Egmont but it was a hazy, rainy morning with no moon. With compasses sometimes affected by iron sands he was not the first to be wrecked there. Judged to have committed an error of judgement, he was fined £9-9-0 but his certificate was given back to him. The remains of Annie Wilson were sold at auction with the hull fetching £36, two boats £4 and cargo, rigging and spars £86. Mitchelson Brothers immediately called on Barbour to build them another schooner. His efforts produced his masterpiece, the now legendary schooner Huia.

Seminar focus on youth Sharing in New Zealand’s victory Researcher, author and social justice advocate, Celia Lashlie, is to visit Dargaville to both speak at the town hall, and give a seminar, under the auspices of Kaipara Abuse Prevention and SKIP Kaipara.

“Celia will be speaking at the Dargaville Town Hall on Tuesday, February 21 from 7.00pm to 9.00pm on the topic of The Role of Matriachs, emphasising the importance of women in the family,” said KAP’s Sue King. “Entry will be by way of a gold coin koha. “Celia will also be doing a seminar on Wednesday morning, February 22, on the world of adolescent boys. The cost will be $50.00 per person. “This is an awesome opportunity for anyone in our community who is involved with boys.” Celia is the author of three books. Her third, The Power of Mothers: Releasing our Children, was published in 2010 and it explores her belief that the mothers, grandmothers and matriarchs at the centre of at-risk families hold the key to changing the lives of the children within those families.

Thursday the 9th of February was a day marked in gold on the Dargaville High School calendar — because that was the day that the Rugby World Cup came to pay the students a visit. The local school was chosen by Rugby Northland as one of a select group who will receive the William Webb Ellis Scup on its tour around New Zealand — a choice based in part on the contribution of faculty members in coaching under-18 grade rugby. The Cup was accompanied by an entourage from the IRB, including ex under-21 and junior All Blacks representative and recent Auckland Blues recruit Francis Saili — brother of 35-cap veteran and Blues flanker Peter Saili. At a special assembly the golden trophy was held high for all to see, and served as an image of inspiration to students who were encouraged to sign up for this year’s Dargaville High School rugby teams. But the icon of New Zealand’s sporting victory has a way of transcending codes and disciplines… the same assembly saw Dargaville High School’s student body leaders selected for 2012, and the same qualities of heart, determination and strength which saw the All Blacks win the Webb Ellis Cup are certainly apparent in these leaders of tomorrow.

Safety first for Ruawai school children

Work is currently underway on the stretch of state highway between Ruawai Primary School and Ruawai College. As part of the development, vehicle movements and pedestrian safety has been enhanced in the vicinity, with better access for school buses and a new car park available for both schools. “Great progress has been made with our new parking area and bus bay. It is looking fabulous. Signage will be going up soon to assist with making this a safe area for everybody” said Ruawai Primary School Principal, Mrs Rob Posthumus. “It has been cleverly designed by Dave Spoonley, to create more parking in an organised manor and offering safe pedestrian movement

through the parking area. The drive through area closest to the front of the school will be restricted to ‘stopping for buses only’. The Boards of Trustees and Principals of both schools have been in discussion from November 2009 regarding their shared traffic safety concerns, with a huge amount of work being done behind the scenes to bring this major project to fruition and working with the New Zealand Transport Agency and Kaipara District Council gifting a crucial piece of land for the project. Funding for the project has come from both schools, five year agreements with the Ministry of Education.

Cats in need of a home in Dargaville now have a temporary one — a place where they can wait for their new human family in healthy, comfortable surroundings and where they’re looked after by dedicated volunteers Paws and Claws has been a major project for Marni, Heather and their team of animal rescue heroes — with a location secured there was still a whole lot of work to do getting the site ready for its new role, and the hard work and dedication of everyone who has pitched in has been warmly appreciated.

Karen Boyes day at Dargaville High School On Thursday 2 February Karen Boyes spent a day at Dargaville High School with our students, our staff and in the evening some of our parent community. Karen Boyes is a highly regarded educationalist, Australasian speaker and trainer with 21 years experience. Karen was the NZ Business Woman of the Year 2001 and is a popular speaker both nationally and internationally. She had a wealth of study tips based on the psychology of learning that everyone found immensely valuable. I thought that some of these would be great to share with you, to help you assist your children with their study this year. 1) Firsts and Lasts: This study tip is based on the way our brain remembers things differently. Given similar material our brain finds the first item it looks at more memorable than subsequent material. It also finds the last item it looks at as more memorable. Karen encouraged us to create more “firsts” and “lasts” when we study. She suggested the way to do this is to break study into twenty minute chunks, and then to take a 5 minute break. Multiple twenty minute chunks are more effective than less longer chunks. When taking a break move to another room so your brain understands to switch off. It will then move to processing mode.

Study Tip 1 – Study for 20 minutes and take a 5 min break. 2) Reflection time: To allow us to process information we need time out to reflect on it. This also works well with the “firsts” and “lasts”. This enables our subconscious to process the new information, to find somewhere to store it, and to connect with information that is similar, that we already know. Without reflection time the brain is more likely to get overwhelmed and the information is more likely to get “lost”.

While it’s a day for celebrating a job well done, the serious message and the greater task continue — Dargaville, like most Kiwi towns, has a large population of neglected and

unloved animals who need proper healthcare and new homes. Paws and Claws are dedicated to finding adoptive families for abandoned animals, but they’ll also be providing other services, such as dog grooming and walking, obedience classes, a boarding cattery facility for people going on holiday, and practical advice on matters of animal wellbeing. Currently the Paws and Claws animal rescue team consists solely of volunteers — Marni and Heather, Beryl, Barbara, Louise, Lorraine, Aimee, Shia and Waveney — and receives no special funding. It’s a team effort by locals to help our most vulnerable citizens — so come along and show your support on the 18th from 10am

Tinopai coastguard is a community effort During the warm summer months Tinopai’s local population swells in size from about 200 to 1,000 and the volunteer coastguard is kept busy, keeping an eye on the harbour. Without a dedicated rescue vessel, Allan Crabb dedicated his boat to the cause. “It’s all kitted out and strictly for coastguard work,” said Allan, who is on standby by 24/7 and helps to monitor the radios with principal radio operator, Dorothy Quaife. “With just two radio operators, it’s head down and bum up at the over Christmas and New Year’s period. It’s been absolutely crazy. In six days we had something like 300 calls! For some reason, people from all over the Kaipara seem to call on our channel. “So far, we’ve had a few incidents. On Christmas day a guy was cleaning fish and cut his finger so the coastguard got a call. I went down and strip-stitched him up and he went off to hospital the next day but the doctor said he wasn’t going to touch it as I’d made a good job!” Allan also recalled the moment when three children were blown away on a small inflatable plastic horse, “One minute they were paddling around the beach and the next thing you knew, the wind got up and they were two kilometres out to sea. Another boy fell off a boat and a couple of

boats forgot to put their plugs in and nearly sank — little things like that happen all the time. “Fortunately, we’ve got quite a good little crew out here and we’re also tied up with the local fire brigade. They were a little bit thin on the ground, so coast guard volunteers joined the Tinopai Rural Fire Force and vice versa. Allan added that Tinopai is a very close community and everybody seems to support everything that is going on. A fundraiser, karaoke evening at New Year’s Eve helped the coastguard and rural fire force raise about $7,000. Together, the rescue services are looking to put in a large shed for the rescue boat, fire brigade and ambulance bay — “like a big first aid room.” The Tinopai coastguard has five trained Search and Rescue volunteer medics.

Newly qualified real estate agent, Craig Clement, said that after spending twenty years in banking he was looking for a career change. Some will know Craig as Dargaville Club’s vice-president, and a keen fisherman who enjoys nothing more than escaping to Ripiro Beach when time allows.

Field Days gate prize soars The innovative gate prize pool on offer at the 2012 Northland Field Days has soared to $35,000 Organisers had arranged a $20,000 package, working with a number of sponsors to put together two packs, including a quad bike and many other products. “That prize total has now risen to $35,000,” said spokesman, Gareth Gillat. The organising committee is hoping to attract a record crowd through the gates, with field days president, Lew Duggan, saying generosity of sponsors for the gate prizes Is special. “There are some very special businesses out there that are more than happy to share their good fortune.” He added that because of stable farm product prices and a good season, compared with last years’ drought, patronage could be up 20% on last year, at around 26,000. “Anybody heading to the field days in Dargaville on March 1-3 will have more than ever to do and see this year. There’ll be a wide and varied program, with all the events of previous years, plus brand new events and attractions to ensure there is something for everybody of every age. “Events included lawn mower races, a tractor pull, chainsaw carving, quad skills, the junior tractor pull, sheepdog trials, and fire and police service demonstrations. The tractor pull competition carries $2,000 in prize money. “That kind of money attracts serious competition and has always attracted some of the top tractor drivers from all around the country.” Alongside competitions will be equestrian events, dog trials and other more traditional ruralshow activities. Visitors can also take in the Kaipara

sights from the air, with helicopter rides. “It will be even easier to find the things that you want, thanks to a massive redesign, Mr Duggan added. While wide corridors, well-marked lanes and strategicallyplaced maps have always made it easy for people to get from one feature to another, he said the layout had been redesigned to make sure that amenities were even more accessible than previous years. “This year people should only be 20 meters away from food at any given time.” The sites had also been grouped in interestbased sections to ensure that people didn’t have to walk too far between them. The change was made because the site was so large and the exhibitors were so varied that people often were not able to take in everything, even after coming

Putting the finishing touches on Field Days With a blockbuster three days planned at this year’s Northland Field Days, the main road into Dargaville’s showground is about to take a whole lot of punishment From tractor and ATV tyres to the shoes and gumboots of thousands of visitors, the gravel road bears a heavy load each year, and has been prone to potholes and dust in the past. This year things will be different, however, as a Northland innovation is put to use making the Field Days a little more enjoyable for all. Gravel Lock have been making a name for themselves as they attract more local applicators to the benefits of their patented system — a means of creating stable, dust-free and durable roads and surfaces without the time, cost or hassle. At the forthcoming Field Days applicators Don Jamieson, Richard Harrison (of Dargaville’s Harrison Contracting), Civil and Site Ltd, F D Smith Contractors and Jason Peters will join forces
