The document covers the years 2015 to 2025 and envisages an annual rates increase averaging 3.5 per cent. Young talent inspired by Yulia u by Ann Morgan

A group of young singers were given the experience of a lifetime when they were invited to perform alongside internationally renowned singer Yulia, at the Kaiwaka Sports Association benefit concert.

p Yulia and Friends on stage at the Kaiwaka sports complex

Molly Curnow, Olly Knox, Jasmine Sampson, Mercedes Von Dinklage,Tasha Perrett, and Michelle Clark impressed the crowd with their vocal abilities. The singers all agreed that, “on a personal level Yulia is friendly, inspirational and has a fresh energy. It was fun to sing with someone with the experience she has. “It was really good to learn at a new level and this was an opportunity that rarely comes along. We learnt many valuable things about vocals and although it was a bit intimidating singing on stage with her, the experience has given us all more confidence both on and off the stage.” Michelle was diagnosed with autism at age three and was non-verbal until she was nearly five-years-old. Her grandmother purchased an ‘Into the West’ album by Yulia and after a few weeks of listening to the CD, Michelle sang her first ever words. She has now been having singing lessons for two years and was

extremely nervous to sing on stage but accomplished the challenge and the audience were treated to a beautiful melody. “The Yulia and Friends Foundation was inspired by people opening doors for me when I was younger, wholeheartedly without reserve and now I can do the same for others,” said Yulia. “There is talent out there, they just need guidance and my workshops give the chance to sing and perform and this gives singers hope.” “We really appreciate that Yulia was gracious enough to do this benefit concert for us and invest time with our young talent,” says Kaiwaka Sports Complex manager Cheryl Anderson. “The whole event and the support singers performance was fantastic, despite the nerves. We appreciate all the help and encouragement from the community. Kaiwaka comes out of the woodwork when we need volunteers and we could not do these events without them.” ¢

Council consults the community “Our aim is to hold rates to an average over ten years of 3.5 per cent so that indicates the financial sustainability of council. “We haven’t been as aggressive in bringing debt down, to 60 million dollars rather than 50 million, and that reflects a view that we may have been too aggressive — and leaves the opportunity for some reinvestment in district assets.” The consultation period on the LTP runs until 5.00pm on Friday March 27, and feedback from the Kaipara community can be made online, or at a comprehensive series of meetings throughout the district. Mr Robertson says the KDC is in good shape “with a stable financial base, and many of the historical problems put behind us, although there is more to do. “We want it to be easy to live and do business in Kaipara — for this, we want rates to remain affordable and people and businesses to have access to necessary services.” The consultation document suggests replacing old pipeworks in some towns, and asking forestry owners to pay more for logging trucks damaging the roads they use. “The document asks: Is this fair? To balance our budgets, we have had to keep our core services at a relatively basic level and only invest modestly in community activities.“ The 55-page document Looking Ahead can be read on the council website, or a copy obtained through the council offices. ¢

Kaipara District Council is on track to complete a series of community meetings by the year’s end. The planning meetings were initiated in 2013 and over half have now taken place. “We’re moving our way across the district, meeting with communities and putting action plans in place,” says KDC community facilitator Darlene Lang Gent. “For each community, we start by looking at the nuts and bolts, such as improved road signage or a general tidy up, and after that we can start looking at the more visionary ideas. “The meetings are also about rebuilding relationships and putting faces to names. By doing that, people feel more comfortable in contacting us when they have a concern. “We’re also trying to encourage communities to form their own action groups, so they can develop partnerships with Council — we only have limited funding but community groups can apply for grants, which we can’t access.” Darlene is impressed by the response from communities. Graeme Powdrell and Craig Nash, who form Team Minionator, from Dargaville are participating in the Pork Pie Charity run this Easter weekend and are fundraising for the KidsCan Foundation, which supports four schools in the Dargaville area. “People have been really supportive for this worthy cause having cakes stalls, sausage sizzles and raffles. We are also selling panels on the car for company advertising, even the Hospice shop have donated items for us to sell,” says Graeme. “The funds raised will go to KidsCan who help children in low decile schools, not just with food but also raincoats, hats, shoes and other basic necessities that a child may need but sometimes does not have access to. The whole journey is awesome, I would encourage anyone with a mini to take part at least once. There are so many different experiences and you meet incredible

people who are all on the drive for the same reason.“ Graeme describes himself as a mini fanatic and says the opportunity to drive from Kaitaia to Bluff is one not to be missed and this will be the fourth time he has participated. “Tracing the route taken in the iconic New Zealand movie, Goodbye Pork Pie, with a group of people who have joined together for the benefit of our children is a wonderful thing. Paparoa Primary is one of 11 lucky winners of a gardening grant from Rural Women New Zealand and Farmlands.

p Paparoa Primary School students James Wintle, Te Ramaroa Waata and Zach Powell, get stuck into building their shared garden p National Surf lifeguard longboarders lineup ready for wave action

The event attracts past and present lifeguards from all over New Zealand and overseas. “It is fair to say that the traditions of surf lifesaving globally have strong ties with surfing, in particular longboarding,” says contest director Tony Baker. “I have been running the event for the past eight years and it continues to grow in popularity every year. It really is a great event and is the cornerstone of our club in Mangawhai, where you will find more longboards in the gear shed than other surf equipment.“

Historically the event has always been run at Mangawhai Heads, either on the main beach or on the harbour entrance known as The Bar, where surfers are often treated to some great waves. The event is for lifeguards only and the divisions are open men’s, masters, women’s, juniors and classic and if time allows there is an inter club tag team event. There’s an entry fee of $40. Contact Tony Baker on 021 907 066 or baker. buddah@gmail.com for more details. ¢

Teacher Julie Harper, says the grant is fantastic and will go towards purchasing more seeds, child-sized tools, fruit trees and assist with improving their existing garden. “This year we will be changing the old garden into a chook run and building a new garden.” “We will be working on developing our orchard, possibly planting feijoas and apples.” Julie hopes the garden will teach the students about growing food and seasonal produce. “We want them to know it’s about more than just

going to the supermarket,” she says. It is expected that the students will eventually cook with the produce and food will be planted that they can pick and eat fresh during the day. “Although we are thought of as a rural school, some of the children have never planted seeds or watched things grow,” Julie says. Rural Women New Zealand national president, Wendy McGowan says this is the fourth year they have offered the grant and believes it will assist with showing children how easy it is to grow their own food. ¢

Camping is also available about 2 kilometres down the road and a shuttle will be available.” The riverboat Daisy will provide transport to the event for the first time this year, leaving Dargaville at midday. Bookings are essential. Contact Sue at the Visitor Information Centre. For more information and updates, check out the TokaFest Facebook page. ¢

Looking Ahead Our Consultation Document

Looking Ahead – our consultation document The Council is working towards adopting a new Long Term Plan (LTP) in June 2015 covering the years 2015 to 2025. The legislation around the development of a LTP has changed with the 2014 amendment to the Local Government Act 2002. We are now required to use a consultation document to consult, and not a Draft LTP as we have done in the past. We have called our consultation document – “Looking Ahead”.

In this document is a summary of options we have chosen and options we have rejected. We want your feedback – did we choose the right option? If not, what do you think we should we do? To learn more go to www.kaipara.govt.nz and read our consultation document, “Looking Ahead”. Alternatively you can contact us on 0800 727 059 and ask our Customer Service staff to send you a copy.

We need your feedback by 5.00 pm, Friday 27 March 2015. We encourage you to go online to complete the feedback request – the feedback request has not been designed to be filled out manually. We want you to be able to use the space you need to comment and not limit you to the space we provide. You can also write to us (use the questions in the online feedback request if this helps) or attend one of our Round Table meetings. You can also attend one of our Opportunity to Provide Verbal Feedback meetings and tell us – just contact us on 0800 727 059 or 439 3123 to book a time slot.

Did we choose the right option? On the next page, we set out the options we think keep rates affordable and at the same time allow us to continue to reduce our debt. We also set out the different options we considered and rejected and why we rejected them. You need to tell us . . . did we choose the right option?

This is what we thought about when we chose the options we did . . . We want this to be a District where it is easy to live because it’s easy to do business, easy to join in and easy to enjoy nature. To make this happen, we know we need to: • Make sure rates remain affordable

• Make sure people and business have access to necessary services • Make sure our regulatory framework helps the right things happen in the right way • Make sure that we keep the quality of our

First National Roper and Jones says methamphetamine is becoming more common in rental properties, particularly baches and farm houses which can seriously contaminate an investment, potentially causing thousands of dollars of damage. The company works in conjunction with MethSolutions to undertake ‘meth sampling’ from properties within the Kaipara district. MethSolutions uses an independent laboratory for analysis to ensure high accuracy and sensitivity and identifies low levels of meth use to high levels of manufacture. A range of turnaround times are available to suit client budgets and circumstances starting from $129 +GST. First National Roper and Jones aim to encourage existing and new clients to do a baseline meth test on their investment properties. They also recommend installation of a MethMinder Monitor as part of First National’s ‘meth management’ program. This will discourage meth criminals from renting these properties and devaluing investments. This means they can provide a safe and healthy home to tenants, giving them the chance to help improve the return. They offer a pre-purchase test

Taking it to the extreme u by Andy Bryenton

New Zealand’s strong maritime culture means that our local boat builders and nautical designers are among the best in the world. This has been true since the golden age of sail, and the industry continues to innovate and lead the world today thanks to the efforts of businesses like Extreme Boats, started as a family company back in 1998. Today, Extreme Boats are ahead of the game when it comes to producing exceptionally stable and capable seagoing craft, with a trophy cabinet full of accolades to their name. The Extreme Boats Game King is the most awarded of the bunch, taking out back to back titles at the nation’s biggest boat show and leading not just in the field of aluminium boats, but across all vessels on display. This elegantly formed 5.7 metres of maritime-grade aluminium looks fast even when sitting on its trailer, and when introduced to its natural element it’s easy to see why the Game King 570 is a firm favourite with both family sailors and serious sports

fishers. The secret to the Game King 570’s success is a cleverly crafted deepvee hull, conceptualised by noteworthy maritime designer Scott Robson. The deep vee is a common feature across the Extreme Boats range, providing excellent stability at low speeds and the ability to tackle big seas when it’s time to head out after that big catch. Angling was certainly on the designer’s mind when the Game King 570 first left the drawing board. Along with a rank of rod holders, there’s plenty of stowage for all your tackle, a live bait tank, and room for that all-too-necessary portable

grill on deck. In fact, with the addition of some salt ice to the twin 100 litre underfloor bins, the Game King becomes the consummate sea harvester. That being said, this boat is a great all-rounder, with easy access for divers, a factory-fitted double loop for wakeboarding or towing, and handling which invites some sports-car-like moves on the water. A pleasure on a family cruise or a serious fishing expedition, made in New Zealand and respected worldwide. Come and see for yourself at Northland Field Days, on the Northland Boating Centre site. ¢

Final Falcon delivers the goods u by Andy Bryenton

The Ford Falcon has been an icon of Kiwi — and Australian — motoring since the inception of the badge back in 1960. Back then, the American-derived Falcon XK was beefed up to wear the XY denomination, strengthened to withstand the rugged conditions of its antipodean home. Ever since, Falcons have been designed in Aussie, with an eye toward our own roads as well. It was a big departure from the finned, chrome-heavy ‘tanks’ which the USA was famous for in the early 60s, and it formed the basis for a bloodline which has aged like a fine wine, getting better with the passing years. Throughout, there has been a special place in the motoring pantheon for the biggest, brashest Falcons — the GT spec bruisers which have contested countless races. Who can forget the XA and XB GTs, the, 1978 XC Cobra, or the long list of Falcon derived V8 supercars on the Bathurst tarmac? Certainly not Ford themselves, who have channelled this powerful, competitive spirit into the last Falcon ever- the 2015 XR8. It’s the first XR8 since 2010, and five years of refinement show through. As does the influence of the sadly defunct FPV tuning house, who late last year wowed the world with their iteration of the GT-F — their roaring V8 swansong. Under the hood, this new XR8 packs a leaner 5 litre mill than its 2010 cousin, bolting on a powerful supercharger to achieve 335 kilowatts of power. That’s a hefty increase, and it’s tamed by some very advanced chassis and suspension tweaks, including no-nonsense fourpot Brembo brakes and wider, nineinch tyres.

Handling is the key to success for a big muscle car — and the new XR8 fits that category like a glove. With body roll minimised and a crisp response in the corners, this Falcon is as agile as its namesake, making it hard to believe you’re behind the wheel of a 5-litre eight. The XR8 sits right next to its smaller XR6 brother in styling and road presence, but the unmistakable sound of all those horses under the hood leaves one under no illusions as to which of the big modern cruisers is the daddy. Not that the XR6 is in any way underpowered — and both cars enjoy state of the art in-cabin systems, thanks to the Microsoft-co-engineered Sync 2 touchscreen interface. The Falcon name

may be about to ride into the sunset, closing a proud chapter of local motoring history. But this last masterstroke by Ford tells the competition in no

uncertain terms that while it’s going to bow out gracefully — succeeded by the much anticipated Mustang — it’s not going to go quietly by any means. ¢

is the perfect compliment. Toss washed lettuce, thinly sliced onion, grated carrot, chopped fresh tomatoes and slices of boiled egg with a low-fat Italian dressing for a simple, pleasing side. Top it all off with a cheesy pasta — perhaps ricotta filled tortellini. The sauce is super easy on your BBQ’s pot burner — gently heat cream and add grated cheddar, a little parmesan, and thicken slowly with a sprinkle of cornflour. Stir hot, al dente pasta through the cheese sauce, and add chopped spring onions to taste. Plate it all together for a real Kiwi meal, topped with homemade tomato sauce. ¢

town, so those who wish to enjoy the carnival atmosphere after the show is done each day should think seriously about booking ahead with their favourite local restaurants. During the show both the Northern Wairoa Hotel and the Aratapu Tavern will be laying on live music to give our guests a warm welcome. ¢

There’s nothing wrong with a banger on bread, but a gourmet BBQ meal is as easy as 1-2-3. That is to say — perfect steak, perfect salad, and a pasta side for alfresco excellence. The two tricks to ultimate steak heaven are choosing the right cut, and cooking at the right temperature. Real Angus beef sirloins or scotch fillets are ideal — look for plump steaks with delicate marbling. Brush with olive oil, then season only seconds prior to cooking on a well heated flat grill, turning only once over a 4–5 minute period. Allow to rest on a foil covered plate for 5 minutes before serving. A good garden salad with a light dressing

Top of the list is a forthcoming concert event at the Aratapu Tavern, held for a good cause. Big-hearted local musicians such as 12 Daze, Liverpool Street Band, Cry Wolf, Pouto Hooligans, Super Chielsel, and the Te Kopuru School Band are coming together thanks to the auspices of the Te Kopuru Volunteer Fire Brigade, to raise money for young Ellie Weight and her family. No get-well-soon card could be better! Also on the horizon are the big sounds of Tokafest, coming soon to the Tokatoka Tavern. Featuring live music, open stage, DJs, circus, fireshow, kids zone, arts & crafts, African drumming, and a flax weaving workshop, there is something for everyone at this spectacular latesummer showcase. Let’s not forget the big one — the Northland Field Days is about to hit

Fun on mobility wheels u by Ann Morgan

The process of forming a mobility scooter club for social activities is now underway in the Kaipara. The idea came to fruition after local resident Colleen Judge had a conversation with Bev Hart, the Community Wellness for Older Adults facilitator at Dargaville Medical Centre. “There is a large group of people in our community who have mobility scooters but do not get to socialise very much,” says Bev. “I have identified 36 people with scooters so far and we want to reach others out there also — even those without scooters are welcome to come along.

“It will be nice for people to have events to look forward to, knowing they will be in the company of others in similar situations. Building friendships is what it is all about.” People wanting to join the club are welcome to come along to the first meeting, at which all aspects of starting the club will be discussed. Colleen says she is keen for club members to go on outings together and have lots of fun. “We’ll also host events and invite speakers to give talks on topics such as scooter etiquette.”

p Ron Judge and Jude Callagher are keen to get a scooter club started

For more information phone Colleen Judge on 09 439 1820. A $1 donation is requested to help cover costs.

The first meeting will be at 1.30pm at the CMA hall, 43 Tirarau Street on Wednesday, February 18. ¢
