The Northland Regional Council is looking at options for potential major water storage projects in Kaipara and the mid-North, and as drought takes hold in the region, public information sessions have been held with experts discussing opportunities that exist within the horticulture sector. The PGF funding was announced in Kaipara last month, by Deputy Prime Minister Winston Peters and Regional Development Minister, Shane Jones. The areas that could potentially be suitable for development are broadly in the south of Dargaville and an area surrounding Kaikohe, Ohaeawai and Waimate North in the mid-North. “The project will see a series of smallscale reservoirs be built in Kaipara and the mid-North that would collect and store water in times of plenty and then be able to deliver it through a network of pipes when needed for municipal and productive use,“ says NRC project development manager, Andrew Carvell With meetings held in Dargaville and the mid-north this week as Lifestyler went to press, local horticulturalists said the public information sessions were a transformational experience for some landowners. “Access to water is currently a major limiting factor for many Northland communities, and we are seeing the effects of water shortages across the region right now. Without access to a reliable source of water, your options for farming or growing are pretty limited

really, but once people see what’s possible when water is available, I think they’ll be quite inspired,” grower, Carl Muller said. “A hectare of land in sustainable horticulture can return significantly more than one supporting pastoral farming. You can bring positive change to entire communities by giving people the opportunity to do more with their land.” Oturei farmer Dennis Te Tuhi currently runs a 40-hectare sheep and beef farm south of Dargaville. “We have good soils for horticulture, but as we’re finding out right now, we’re

vulnerable to mother nature if it doesn’t rain. This water storage scheme would mean I could have confidence that any investment made to develop it would not be wasted.” Mr Carvell added that while primarily designed to support horticulture, the scheme would also be available to assist existing municipal water supplies and greatly reduce the exposure to domestic water restrictions such as those in place in parts of Northland at present. Any potential project must also provide positive environmental benefits. ¢

“Twin Streams — Wai Oranga Rua is the most significant residential development in Paparoa since the early settlement days. Its impact will be felt far into the future and could possibly initiate further developments,” said trust chair, Graham Taylor. “It could be that Paparoa’s time has come.” He was joined by Kaipara Mayor Jason Smith in turning the first sod, following a blessing by Matua Hone and Whaea Hazel, and said the project dated from “some 12 years when a group of Paparoa residents with a vision walked over this very piece of ground and thought that it would be an excellent site for a retirement village. “They saw what had been achieved in Maungaturoto to retain elderly people as

part of the community and saw the lack of such an amenity in Paparoa.“ Mr Taylor said since receiving resource consent to subdivide in December last year the trust has agreements for 14 of the 29 lots. “We are also confident that the construction activity commencing shortly, will generate continued interest.” “Whilst it is not a full-blown retirement village of bricks and mortar in the accepted model, it is the realisation of a vision of enabling our senior residents to remain within our community where they can continue to contribute their wisdom and expertise in a village atmosphere. As a corollary to the senior lifestyle village, we have also created 15 larger lots, which will contribute to the general increase in residential opportunities in Paparoa.” ¢

The tour covers 20 properties and includes the home of former High Commissioner to London, Sir Lockwood Smith, and the long-established gardens at Totara House in Matakohe, home of the late Mavis Smith, who was a renowned dahlia enthusiast and show competitor. The property is now vested in The Kauri Museum. However, the dry summer has caused anxious moments for the tour organisers. Maungaturoto’s Karen Smales who was a prime mover of the event says gardeners have been doing their best to keep gardens watered. “We all doing our best to

keep plants alive and gardens in good condition,” she said. “Gardening folk, of course, are aware of conditions and are aware that it’s often a work in progress. So they appreciate ideas and can also see the progress and the potential involved.” Tickets are $50, and are on sale at Fergus Appliances in Maungaturoto and Bayleys Real Estate in Dargaville, and also available online at alzheimersnorthland.org.nz/events/ dahlias-for-dementia/. “People can take the garden tour at their own pace during the two days,” said Karen. ¢

Last Wednesday the Mangawhai Artist’s Moir St Gallery went from being two buildings to one larger, expanded space and a new exhibition was in place, with four local artists displaying their latest works together.

p Record-breaking numbers of locals gathered in Dargaville’s Hokianga Road community hall to examine a collection of military antiques and historical firearms from eras as disparate as the wild west and the battlefields of the second world war. Organisers were thrilled that patrons came to share the history on display, honouring New Zealand’s soldiers from days past as well as showcasing the fascinating technology used for hunting and sports shooting, from the humble musket to vintage Bren and Lewis machineguns.

Nearly 40 years ago, Robin Branch, a Dargaville resident wanting to improve the town’s recreational opportunities, came up with the idea of a BMX bike park.

Robin’s dream, which has become his legacy since his passing, takes shape at Selwyn Park, thanks to Olympic athlete Trent Jones and a team of local organisations, businesses and individuals. Part of the group who worked alongside Robin on previous attempts to construct the bike part, Trevor Moss is full of praise for all those who have taken part in the design and construction process and provided moral and practical support. “It will be the Robin Branch memorial track,” he says. “It’s the culmination of many people’s hard work. When this is finished, it will be an asset to the town for people of all ages, on all kinds of wheels.” Robin gave money toward his vision, some of which was put into the

development of Dargaville’s successful Sportsville complex. Trevor says that while that facility is more focussed on team-based, structured sports, the Selwyn Park area has a more freestyle atmosphere. Operating the digger right now onsite is Rio de Janeiro Olympic Games contender Trent Jones, now a worldrenowned designer of BMX tracks. Trent says that he’s been working hard to incorporate the lines of the neighbouring skate park with the ‘pump’ style bike track now taking shape. Visitors to the park may have seen his piles of raw materials, digger and compactor behind an orange fence as the work commences. A big part of it is having an eye for how it will ride, says Trent. ¢

Cornerstone Children’s Services, who operate the programme each school day from 3pm to 6pm, say that without demand, there can be no supply. It would jeopardise the afterschool care of those children currently enrolled in the programme, which looks after 5 to 13-year-olds whose parents are otherwise engaged with work after school hours. Cornerstone programme director Lorin Hona says that one of the big barriers appears to be a lack of knowledge about the programme and what it offers. “We can help pick up kids from other schools to bring them to Dargaville Primary School for Cornerstone, where

we provide a healthy afternoon snack and supervision. It’s not a totally structured environment like school itself, but we do offer fun activities, such as games, sports, baking, crafts and art. There’s even a homework club where kids can sort out homework questions before they get picked up by mum and dad.” With many families now having both parents working, the after school programme, with its very low pricing to attend, was predicted to be over utilised. Instead, numbers are low, despite the ability for parents and caregivers to access a subsidy from the MSD. ¢

Northpower Pricing – Key changes for 2020/2021 We collect the money we need to run our electricity network, and maintain and upgrade our assets through lines prices charged to retailers. Retailers then decide how and what they want to charge consumers. We’ve just set the prices which we will charge retailers for 2020/2021. The total revenue we expect to collect from retailers is about the same as last year (despite some of our costs having gone up). Prices for 34,000 residential low user connections (usually best for consumers who use < 8,000kWh p.a.) will not be increased for the 4th year in a row! Average lines charges for 12,000 residential standard connections (usually best for consumers who use > 8,000kWh p.a.) will decrease by 9% if retailers move the connection to our new DM7 plan. This has a higher daily charge and lower variable charge, which should help to reduce the cost of electricity for large, high use households. Business connections will have an increase to the daily fixed price, and a reduction to the variable (per kWh) price. This reflects the fixed cost nature of running the network and also helps to reduce total energy costs for businesses that are needing to use more electricity. On average, the increase in lines charges for most business connections is around 1%. We will pay a distribution charge discount for the benefit of electricity consumers connected to our network, of $192 + GST (for most consumers) in November or December this year. We recommend that you check with your retailer to ensure that you’re on the best plan for your household or business, particularly if you’re a residential consumer using more than 8,000kWh p.a. Or you can check powerswitch.org.nz to make sure you are getting the best deal.

Time of Use Pricing We’ve introduced Time of Use pricing for residential and business consumers with communicating smart meters, from 1 April 2020. Time of Use pricing has different charges depending on the time of day that electricity is used. This is because electricity networks are a bit like roads, in that they can get congested at times of the day when everyone wants to use them. When networks get congested, we then have to invest to accommodate this increase in peak demand. We’re getting these pricing structures set up for the future, when there is likely to be more demand on our network at peak times. For example, when electric vehicles become more common and drivers all want to charge their cars when they get home from work. At the moment the Time of Use prices largely reflect existing pricing, but in the future these prices will signal that it costs more to consume electricity at peak times (mornings and evenings) and that if you can shift consumption to off-peak times (like charging your EV overnight) we can reduce the cost of upgrades and share the benefit with you through lower prices. Distribution Charge Discount 1. In the year commencing 1 April 2020, Northpower Limited will provide a discount for the benefit of Northpower consumers totalling an estimated $10.3m. As part of New Zealand Seaweek, the volunteers from Baylys Beach will host a family beach fun day on the February 29, taking part with numerous other groups and organisations nationwide who wish to recognise the importance of our ocean treasures or taonga moana. “Many communities, schools, clubs and towns from all around NZ get out on to our beaches to celebrate this national event in all sorts of ways,” says Cheryl Carmichael, spokesperson of the Baylys Beach Society. “Baylys Beach will once again host a Family Fun Day on Saturday, February 29 with all sorts of games, challenges, a barbecue and displays for the community to enjoy.” The Baylys Beach event will run from 2pm to 5pm and is suitable for all ages. KAIPARA SPOTLIGHT Big dry is affecting gravel roads Kaipara’s gravel roads are being affected by this summer’s big dry, and the effects will last until the end of the drought at least, says Northland Transport Alliance Manager Calvin Thomas.

“This year the ground is so dry that the gravel and clay underneath can’t bond. “If we grade the road at this time of the year the gravel we bring in from the sides of the roads digs out the underlying road surface, increasing corrugations and pot-holes. “Very quickly, loose gravel moves to the sides of the roads, leaving a bare patch in the middle. At the first hint of rain that area softens up and before the surface can be metalled up or graded, potholes form. “Cutting deeper to remove pot holes while the road

We know most people and business are doing their bit to reduce the water they use. Repurposing shower water, dishwater and using the half flush on a toilet all help. Did you know the average washing machine uses around 100 litres of water? If you can, catch the water to use on your garden, or to clean your car. At this time, every drip counts. Check taps inside and out aren’t leaking, and ensure you’re not letting water run when it doesn’t need to. Remember too that a full fire restriction is in place through most of the country. You cannot light fires of any kind.

Off-roaders support choppers

A century of heritage on the field

From the Kaipara to the Hokianga and beyond, the Northland Rescue Helicopter service does an incredible job, saving lives and responding fast in medical emergencies. This summer, the Kauri Coast 4WD Club is planning to give back to these rescue heroes, by organising an off-road safari fundraiser.

Club spokesperson Ron McCloy of Waimamaku says that it’s a chance to show some support and respect for the chopper crews, as well as a chance to take in some not-often-seen scenery in one of the most picturesque parts of the nation. It’s the sixth time that the club has hosted such an event. “It is a safari run, so it’s suitable for all levels of vehicle and driver,” he says. “The best part is travelling with a group of people who know the area, and being allowed to travel across private farmland with beautiful views and vistas, that, otherwise, you could never access.” The two-day event begins on March 14, after a night spent at the Kauri Coast Top 10 Holiday Park. Day one features a drive through Waipoua Forest

on the road followed by an off-road day in the Hokianga. Sunday takes in the full stretch of the mighty Ripiro coast, from the bluff to Pouto Point and its iconic lighthouse. Along the way, the club will visit locales usually off-limits to the general public, and there will be fun challenges and prizes for entrants. Ron says that there are still spaces available for those with a sense of adventure, a 4x4 with a WOF and registration, and a desire to get up close and personal with the great outdoors. All proceeds from entrance fees go toward fundraising for the Northland Rescue Helicopter. This year marks the centennial of New Zealand’s national game in Northland, with rugby clubs all across the region celebrating a legacy of sporting comradeship, excellence and community involvement. KAIPARA GREY POWER Welcome: Our mission statement is to be the appropriate voice for all New Zealanders. Grey Power New Zealand Federation Inc (formerly known as the Auckland Superannuitants Association) was started in February 1986 to campaign for the abolishment of the surtax on NZ Superannuation. Nowadays, we are a nationwide Federation of Associations. Grey Power is an advocacy organisation promoting the welfare and wellbeing of all those citizens in the 50plus age group. We monitor what the government is doing and how that will affect our members — meeting with influential people, including politicians, to make our views known. A brief overview of some results that Grey Power has been effective in achieving: 1. Asset testing legislation being phased out 2. Lower doctors’ fees 3. Lower pharmacy fees 4. Removal of over-80s driving tests 5. Lower tariff electricity 6. Superannuation increased to 66% (net after-tax ordinary time weekly wage) 7. Rate Rebate Scheme revitalised and more recently extended to include retirement village residents 8. Independent superannuation and income centres 9. Improved regulations for rest homes 10. Code of Practice for rest homes 11. The National Superannuation Adjustment for tax cuts in 2008

The Ministry of Social Development is continuing on converting the SuperGold card to a smart card. ACC is now working on making form-filling easier. Grey Power has achieved the recognition of retirement village residents as ratepayers, thus getting entitlement to apply for a rates rebate.

Healthcare, aged care and the cost of living in retirement are all set to become major talking points on the campaign trail this year, as an ageing population may hold the balance of power at the ballot box. Citizens more than the age of 65 are more likely to turn out to vote in general elections, and according to Statistics NZ, they take a more active role in discussing and contemplating political decisions. “Older people were more likely than younger people to have a very high interest in politics, with a higher selfassessed rate of understanding, how the government makes decisions. Of those aged 65 years and over, 15 per cent rated their interest in politics as very high, compared with 7 per cent of

those aged 15 to 24,” says a report on the last general election in 2017. Since then, the proportion of Kiwis above 65 has increased. What does this mean for our prospective parliamentarians? One message that has been heard loud and clear is that altering the retirement age is potentially damaging to a party’s hopes for popularity. Incumbent Prime Minister Jacinda Ardern famously said that she ‘would resign’ before raising the age of entitlement, and last year before parliament broke up a war of words

between National leader Simon Bridges and New Zealand First leader Winston Peters cast the issue in the spotlight. Peters criticised National’s stated plan to increase the retirement age to 67, beginning with 6-month increments from 2037, saying: “They increased Labour’s superannuation surtax in 1990, after promising to abolish it, no ifs, no buts, no maybes. National was responsible for lowering the New Zealand Superannuation rate from 65 per cent to 60 per cent of the average ordinary time weekly wage.” National is sticking by their plan to slowly increase

the retirement age. It was also noted that the PM had advocated raising the super age to 67 while in opposition. Another pair of hot topics will come with a referendum attached to this year’s election in September. Older people have polled consistently in support of medicinal cannabis, but recent polls also suggest that above 65s are the only age demographic who tend to oppose full legalisation, despite the efforts of procannabis lobbyists such as local voices from Otamatea Grey Power. Tellingly, in a Horizon poll of more than 1,000 adult New Zealanders on whether or not they

Overall, 34% answered ‘definitely’, ‘most likely’ or ‘somewhat likely’ equating to a possible maximum market potential of 1,058,900 citizens. An even more contentious issue for the elderly is that of euthanasia, with concerns about end of life care and the ethics of doctor’s assistance in ‘death with dignity’ at the fore of the debate. 2019 Colmar Brunton and Reid Research polls put the numbers who support euthanasia in very controlled circumstances, for the terminally ill and suffering, at more than 70 per cent. Meanwhile, older citizens themselves cite social services such as law and order and healthcare as being of primary importance, along with the maintenance of superannuation payments with regard to soaring rents (up 25 per cent in some areas since 2009) and background inflation. Like increasing the retirement age, asset testing for super eligibility is a minefield topic for political parties. While many of us agree that top earners and those with vast assets do not need the pension, the counterargument that it is the reward for a lifetime of work and taxation is similarly compelling. At the same time, asset testing of another nature is a topic of contention for those who require residential care,

A classic Kiwi story for the ages u by Andy Bryenton

A century ago, in 1920, a novel was published that would become a New Zealand classic, even though it found a more appreciative audience in Britain and the United States than it did with a morally critical audience at home. It was Jane Mander’s masterpiece, The Story of a New Zealand River, and the river referred to was the one, which flows through modern-day Kaiwaka. Mander herself attended school in Kaiwaka during the turn of the 20th century, and went on to not only work for the still-extant Northern Advocate newspaper but also the Dargaville North Auckland Times, where she was editor. She moved to New York in 1912 to study at Columbia University, and during her tenure as a nurse in the first world war, she wrote what has become known as a masterful women’s view of colonial life. In the novel, fictional emigree Alice Roland travels to Pukekaroro (a real

mountain, just north of Kaiwaka), leaving behind ‘civilised’ Britain and bringing all her worldly possessions into the kauri forest. The joys and hardships of pioneering life are painted unflinchingly in Mander’s prose, from her frosty reunion with her husband to the travails of raising children in the isolation of a small settlement. Themes of love, freedom of expression and women’s empowerment made the novel hard to accept for some puritanical reviewers of its time, but it is now widely acclaimed as not just a New Zealand classic but an icon of women’s literature worldwide. In the book, the appearance of a piano, boated upriver after being transported

This image is thought to have been the inspiration for the acclaimed Jane Campion movie The Piano, which features similar themes of colonial angst, isolation and the hard life of women in early New Zealand.

While Mander took some liberties with geography and population to impress upon the reader a sense of far-flung isolation, the places she talks about and the realistic quality she lends to her depiction of early Kaipara life make this a local tale, which has aged like a good wine. ¢

Response, ability and responsibility How do you improve on a car, which has been segment-defining worldwide for decades, holding the line against the incursion of countless crossover SUVs for the classic sedan shape? How do you top a vehicle that traces its roots back through the Sierra and Cortina badges to the very roots of Ford’s mid-sized range? Easy — you add electricity. The Hybrid Mondeo is well and truly here, offering fuel economy figures, which were once only in the realm of strange-looking eco-cars with bicycle wheels while still managing the most important magic trick of all. It looks, feels and drives like a ‘proper’ Mondeo. That is to say; it’s a reassuringly well balanced, comfortable spacious, discreetly well-appointed big fourdoor with kilometre-devouring highway manners fit for the longest drives. It just gets on with the job of using as little petroleum as possible to deliver a comfortable drive, switching between petrol and electric power so seamlessly that it’s hard to notice it happening. There are those who will opine that a diesel-powered Mondeo costs slightly more to run, but delivers a bit more pep, though this simply illustrates the point
