The promise of spectacular views drew a record 350 enthusiasts to the Kaiwaka Sports Association’s sixth annual multi-sport event, the Top of the Rock. Entrants travelled from as far away as Tauranga for the opportunity to enjoy iconic Baldrock Mountain’s sweeping views. With generous sponsors, there were over 90 prizes up for grabs. This year there were over sixty volunteers helping run the event and Mangawhai Tyres kindly donated $50 for the oldest competitor which went to 79-year-old Neil McCaw.

There are more than 10 positions being created and seven of these will be for roading engineers and technicians. “We are also advertising for a development engineer who does consent work, an engineer who knows how to deliver capital work projects, and someone to manage our stormwater assets.” These changes come nine months out from the local body elections and are part of a move towards creating a strong organisation that will see newly elected representatives well supported. “We hope we will be able to improve our professional advice to the councillors. Changes are afoot at Kaipara Abuse Prevention as current Strategies for Kids, Information for Parents coordinator Yvette Gilchrist takes on her new role as SAGES coordinator as well. SAGES is a mentoring programme that sees older community members help families and individuals, passing on knowledge, skills and expertise. Yvette says she has big boots to fill after previous coordinator Simone Matthews left at the end of last year, and hopes to grow community relationships and work with other groups around town in her new position. “I love working with people and I find it satisfying to match up mentors with clients.” She says the organisation are looking for new mentors as well as anyone who needs mentoring help. “Mentors need to be friendly and mature with a sense of humour, be fairly organised and good role models. Yvette says the programme aims to help families before things get too challenging. “We can help people deal with different situations and we have expertise in a range of different areas.” Training is available and the volunteers will always be up to date with the latest parenting

The old Scout Den in Bickerstaffe Road Maungaturoto has become the community hub called The Den, for those who are retired, between jobs or just wanting something to do.

Dargaville Pistol Club will hold its first Derek Kelly Memorial shoot on Sunday, February 28 to pay tribute to former and founding member who passed away last year in a firearms accident. Derek had been a member of the pistol club since 1993 and club president Bruce Elder says he is remembered as a ‘good natured man’. “He was always an interesting person to get advice from and this memorial shoot is a good way to remember him.” The shoot will consist of 10 shots at 100 metres prone and 10 shots at 50 metres off hand. The winner will have their name engraved on a brass plate on the trophy which was donated by a club member and will be displayed the Dargaville Returned Service personnel Association

Derek was involved with the rifle, pistol and collectors’ club and a member of the RSA so he was very well known and liked.” The memorial shoot will continue as an annual event and Mr Kelly’s family members have been invited to present the trophy to the winner. The shoot will be held at the Rotu Range with competitors meeting at 9.30am for a safety briefing for a 10am start.

The Kaipara District Council are flying both the current New Zealand flag and the chosen design for the new flag choice above the council buildings.

Court saga continues The Mangawhai Residents and Ratepayers Association has filed papers in the Supreme court in its continuing legal battle with the Kaipara District Council over payment of rates. The action aims to overturn the government’s Kaipara Validation Act which legalised irregularities in council rate demands.The move has already been rejected by the High Court and the Court of Appeal — with legal costs on all sides ever-increasing. The latest Supreme Court application says the Court of Appeal failed to distinguish between the voluntary contractual relationship between a lender and a local authority and the relationship imposed by

“In March 2016 New Zealand will hold a referendum on the national flag and the Council has decided to take part in the Flag Consideration project. This is simply a way in which the public can get to see the flags flying in a real life situation,” said governance services manager Sean Mahoney. “We will now fly the current national flag and the potential replacement flag on our buildings to ensure there is debate and enthusiasm for the vote. The flags will be flown from our flag poles until the voting period closes on March 24. “The Council’s decision does not endorse any flag but helps people in what is a major and significant vote.” A group of ladies from Dargaville had a discussion about the flag choices. “Flying both flags is the government’s

way of desensitising the public to accept the new design when they give it to us,” said Anna Murphy. “Changing the flag will give us our own identity. At the moment people can not tell the difference between our flag and the Australian one and this gets embarrassing at major sports events.” It was a mixed debate with some of the group in favour of keeping the old flag. “It is traditional and has been flying for many years and as Kiwi’s we are connected to it. “The current flag is part of our heritage and it is important to our country,” said Margarite Burton. statute between a local authority and its ratepayers. It said the council’s borrowing to fund the Mangawhai wastewater scheme was illegal and rates were unlawfully set and assessed in relation to the illegal borrowings. The MRRA application adds “it is important to clarify the correct approach to interpretation of retrospective legislation because it removes a citizen’s right to effective judicial review.”

A widely debated topic over the past couple of months has been the draft Kai Iwi Lakes (Taharoa Domain) Reserve Management Plan. I think that in the main, we all agree these lakes are an extraordinary asset for Kaipara. They are of tremendous value to us ecologically, economically, and for leisure pursuits, providing great opportunities for camping holidays and picnicking, swimming, kayaking and other water-based past-times. Indeed, we have people from all around the world who enjoy these rare dune lakes and are envious of us having them in our back yard. It is because the lakes and the domain surrounding them are of such value that we want to be sure we get it right as we review our management of them. The last management plan was developed more than a decade ago so it is past time for a review, as they need to be reviewed every 10 years. The steering group managing this review is Commissioner Peter Winder (chair of the Taharoa Domain Governance Committee), Sonny Nesbit (Te Roroa Iwi) and Rick Parore (Te Kuihi Iwi), Northland Regional Councillor Graeme Ramsey, and me, plus officers from both Councils and a consultant who has drafted the plan for consultation. The vision is to protect and enhance Taharoa Domain as a taonga of global significance for the benefit of present and future generations. As we have gone through the review process, we have kept this vision very much in mind. Consultation with the community about the draft plan is legally required. But we think discussion with the local and wider community as to how these lakes and the domain are managed for the benefit of future generations should happen regardless. The consultation process opened on 22 December 2015 so we could be sure people from outside the region had an opportunity

to take part in the four open days at the Domain in January and February. Many people did take up the opportunity to catch up, find out more and discuss the ideas in the draft plan in more detail with us. It was time well spent, giving us a good picture of how people see the domain and lakes and development possibilities. It is clear there are some strongly held views about their use now, as well as their protection for future generations. It’s been extremely encouraging to see that we have more than 200 submissions lodged already, with another four weeks to go. There are those who hold strong views about some aspects such as the potential power boat ban, the closure of the Promenade Point campground for overnight camping and stopping trout release. There are many other initiatives in the plan, such as regeneration of native bush, improving our knowledge of Taharoa, and developing more recreational opportunities. The submissions so far reflect a wide range of opinion. We have now drawn up terms of reference which will guide us as the hearing panel for submission on the draft reserve management plan and the draft Kai Iwi Lakes (Taharoa Domain) Reserve Powerboat Bylaw. These terms include a responsibility on us to be open to persuasion and compromise, and to consider the issues with open minds. We’re looking forward to hearing a broad spectrum of viewpoints as we go through the hearings process. Dargaville Sewing and Curtain Centre have a unique idea to keep everyone interested during the Northland Field Days by organising a Janome Extravaganza and craft market in their store over the town’s busiest few days of the year.

When Hospice Kaipara first opened 20 years ago Mary McLeod of Dargaville saw an advertisement in the newspaper looking for volunteers to help look after people with terminal illness in the Kowhai family room.

“My thoughts were that the guys could go to the field days and look at tractors whilst the women can spend some time here,” says owner Marion McEwing. After years of planning, three ex-servicemen well into their 90’s, will walk almost a kilometre through a block of forest on a Mititai farm after two weeks of preparations by the Ruawai Lions Club members, Kaurilands service users, friends and neighbours, to cut a track through the bush.

The Northern Wairoa Boating Club have a long history in Dargaville and commodore Rodney Wilson says with the new committee they are excited to see positive changes happening.

Bill Webb, Ron Nicholas and Gordon Murray all served during World War Two. Mr Murray is also a charter member of Ruawai Lions when it began in July 1978. Property owner Shane Lardner was instrumental in starting up Kaurilands Skills Centre 25 years ago, and a hut on his property was built by Kaurilands’ service users. This will be the starting point on their journey and they will be joined by the Vintage Car Club. “The aim of the day is to give these ex-servicemen the credit they deserve and to remember these people and what they have done,” he says. The track is on very steep terrain and the teams have worked to level the ground to make it easier for the men to walk it. Metal has been poured on the first 75 metres of the track and will take the walkers to three Kauri trees. From

there the they will walk another three quarters of a kilometre to the middle of Mr Lardner’s farm. The men’s wives will meet them there. Those interested can attend the occasion planned for Saturday, February 27. Meet at 11am at Sills Road by following the signs off Mititai Road. ¢

Come and see our birds At long last the chick season has started to slow down - well the blackbirds, thrush and sparrows at least. We have had quite a few young native pigeons and young hawks but the good news is most only needed a few days to recover before being set free again. The baby morepork I received when it was five days old is now flying and should be ready for release by the end of the month. The strong winds coming from the east and north have made it very rough on the coast and we have had a big run of shearwaters and petrels getting sick and tired of the rough water and coming to shore to rest and dry out. Last week I took eight to the beach for release and while doing so my phone fell out of my pocket, hit the top of the cage and landed in the water. My poor phone never got a chance to call for help; it died on impact. We have received lots of calls about little blue penguins coming onto the beaches. Many of these birds just need somewhere warm and dry to rest up for a few days. If left on the beach they will get attacked by the black backed gulls so I tell people to put the penguins up in a grassy area out of sight. Once they have rested they will re-oil their feathers and will go back to the water at night or early morning. If for some reason you need to bring one to the Centre, make sure you keep it warm and dry - and do not give it food or water or it will die.

We have been very busy with lots of visitors from all around the world and as often happens, quite a few return to see us year after year. It’s great being able to share with visitors some of the birds that are in our care. Any bird I show is not under any stress but if I feel a bird should not be shown then I don’t mention it. One girl that was with a group was frightened of birds so she just stayed near the buildings and yes, Morris our pet myna bird just had to go and have a talk with her! He landed on her shoulder which scared her at first but then when Morris started talking with her, she thought he was quite neat.

Every week volunteers help parents and children learn together through play at the Mangawhai Toy Library and playgroups held at Rose Madden Cottage in the domain.

Lucy Aston has been horseriding her whole life, receiving her first pony when she was just three. She now enjoys sharing her love of horses with others.

The toy library is open every Wednesday morning from 10am-12pm and different types of memberships are available, including general, volunteer and grandparent. “We value and greatly appreciate the community support in making our toy library a sustainable service for all our Mangawhai families. We have welcomed six new families to our Toy Library community this year and are looking forward to others coming,” said coorganiser Cara Shields. “Volunteers have now established playgroups operating Monday, Wednesday and Thursday and a new Te Puna Reo group is starting soon on Tuesdays. Times for playgroups vary but groups can be contacted on facebook. For more information search for Mangawhai Playgroup and Mangawhai Toy Library. “We are here to support families with young children and we now have a range of brand new toys purchased with a lotteries grant we received last year. This

gives the children new options, including a ride-on John Deere tractor and trailer and dress up costumes which link the children to people in the community like firemen, doctors and policemen so they can relate to professionals they may need to come into contact with in their everyday lives. “Many toys which children play with encourage brain development and motor skills. We try to get things that parents won’t need to buy but can borrow from us. We have noticed a real increase in grandparents utilising the library as well and it has been really good to be able to support them.” The group join in different events throughout the year for fundraising and socialising including dinners and garden rambles. They also host a Peter Rabbit picnic around Easter time as a chance for the children to get together and have fun. “The Toy Library is a great place to get to know others in our community,” said Cara. ¢

“I joined pony club when I was five and started teaching pony club when I was 16 in Coatesville and got up to my B certificates for riding and pony care,” said Lucy. “I went to Rangitoto College and learnt a lot of riding skills there and won the secondary school collegiate ribbon day which is a big accomplishment as a lot of schools attend the event. I entered my thoroughbred Indiana through school eventing, dressage and cross country.” Lucy now lives in Mangawhai and started teaching a joint lesson to two local children. “I went overseas last year and when I came back I advertised to see if I could make a business out of my passion for horses. “There was heaps of interest from children and adults. I teach everything I know about horse care to my regular clients.
