Seven points for consultation u by Andy Bryenton

The Kaipara District Council’s Long Term Plan is laid out in a new consultation document due on March 1, with the mayor and councillors asking for public opinions on their vision for the next decade of progress and growth in Kaipara District.

“We’ve taken a fresh look at our vision, our values and our priorities for the district, then letting that steer where we take our long-term planning,” says Mayor Jason Smith. “It’s not about shiny and new. It has a focus on core services.” Feedback will be sought during the public consultations process, but for now, the KDC has revealed seven core ‘planks’ to their platform, under the overarching philosophy of ‘Growing a better Kaipara’. These include waste minimisation strategies offering a combined, shared service for everyone. It will involve a crate for recyclables replacing the current plastic bag. There’s also a plan to address water issues, with plans to connect to the forthcoming Te Tai Tokerau Water Trust reservoir scheme at Te Kopuru, the final site of which is not yet pinned down. It could alleviate water restrictions in drought. A baselevel expenditure planning for climate change is also discussed. Regional advocacy group Northland Inc is addressed, with a proposal to help fund the group in exchange for a seat at the table helping plan their activities to benefit the Kaipara. Then, there is the issue of a targeted rate to allow the expansion and upkeep of Dargaville’s already successful CCTV security system. Perhaps the two most contentious issues up for consultation, as revealed in this early document, are leaky and

p Mayor Jason Smith says that a forthcoming consultation document on the LTP is “your opportunity to have your say on projects we’ve got planned to meet the future needs of Kaipara.”

contaminated council buildings and the homogenisation of payments toward regional wastewater schemes. With structures such as the Dargaville Town Hall annexe, Mangawhai Library and KDC’s Dargaville office affected by damp, mould or asbestos, the public will be asked what to do about these sites. The proposal to make the costs the same for everyone who is connected to

Kaipara wastewater and drinking water networks has already drawn comment from some. They opine that towns like Te Kopuru, which has a sewerage system that’s already ‘bought and paid for’ would be used to subsidise the necessary expansion of wastewater facilities in Mangawhai, projected to need a further 2,000 connections as development progresses. ¢

p Mangawhai Beach School was donated 40 lifejackets last week by Bob from BG Technical Services and James at Jackson Brown to help keep the students safe while partaking in water activities. School principal Aaron Kemp says the school is very appreciative of the support. “The board of trustees recently purchased 30 kayaks to utilise on the estuary beside the school at high tide. The intermediate students will be first to use the kayaks in the next few weeks. We are looking at adding to the water-based education already offered at the school, teaching our students how to be safe in and around our local environment.”

Demolitions proposed in Dargaville u by Andy Bryenton

The Kaipara District Council has revealed that the demolition of two civic buildings in Dargaville forms a possible part of the 2021–31 Long Term Plan. The public is being called on for submissions to this and other aspects of the LTP from March 1. The KDC has recently stated that the 1990s annexe that links the Municipal Chambers and Northern Wairoa War Memorial Hall leaks and is growing mould. When problems were first identified last year, the council attempted remediation, but even then a tear-down and reimagining of the space was mooted. “There are weather tightness defects in the 1990s addition, needing to be addressed as the building will otherwise continue to deteriorate,” said council spokesperson Ben Hope last October. “Long-term, one option is to remediate the existing structure, and another is to demolish and rebuild.” With the release of information preceding public consultation on the LTP, the KDC’s concept of a complete removal has become more definite. The council stated in this publication

last week that ‘the proposal is to demolish the existing leaky pink 1990s annexe addition that adjoins the Municipal Building to the Northern Wairoa Memorial Hall, which would be restored as separate buildings’. A new structure, which would also rehouse the Dargaville Library, is posited to be built on the cleared site. The cinema would have a new entryway constructed, and the old municipal building and art gallery would remain, along with the memorial hall. Across the road, the KDC’s own headquarters is also proposed for demolition, with reasons cited including asbestos, lack of space, poor ventilation and the failure of another 1990s addition in terms of weathertightness. Council operations would by this point have moved to the new, under-construction NRC building at the Station Road intersection.

OBITUARY

An extraordinary gentleman u by Paul Campbell

Writer and historian, a regular columnist for this newspaper and an extraordinary colleague and gentleman, Brian Callan Eastwood was born in Te Kopuru on November 5, 1932 and passed away this month in Dargaville, where relatives and a long list of friends bid him farewell. He is survived by his wife, Lorna, daughters Susan, Carole and Kerry, seven grandchildren and three greatgrandchildren. At the funeral service his nephew, Brent Eastwood, paid him tribute. “Brian married the love of his life, Lorna Mary Lovell, in March 1953 in Wellsford. They built their first house in Tirarau Street, and many of the family’s early summers were spent at the Eastwood family bach at Kellys Bay.

“Brian had an early passion at school for writing, but back then (his father) Pat did not consider that to be a worthy profession for a young fellow and steered him to a trade instead. He was, however, destined to rekindle that writing passion later in life.” Brian was an apprentice electrician with McKays and later bought a milk round before he started his own business Eastwood Electrical and eventually also ran an electrical shop

Mayor’s Memo Kia Ora In the last month the COVID-19 pandemic has directly impacted Kaipara District twice – once with the “Northland case” who visited tourism hotspots from Mangawhai to Matakohe and then with the 14/15 Feb checkpoint/boundary confusion which affected large numbers of Kaipara people and for a day effectively cut Kaipara District in half. For Kaipara, as neighbours to Auckland we’re certainly in a unique hot zone and recent events show we need better attention from many agencies on our local needs when COVID-19 alert levels differ across the shared regional boundary. In response to the lockdown confusion for Kaipara people this week a small group is being established with key people from Government, iwi and me to meet regularly and consider issues about the Government’s checkpoint boundaries and “borderland” issues. The first meeting should be next week, prompted by what happened with the 14/15 Feb Governmentsited checkpoints and how Council and others had to respond with limited information. I want better linkages to be in place in advance of any future lockdowns, so Council will be able to respond quickly, clearly and consistently in line with direct Government decisions around the pandemic in a joined-up way. We can all expect more lockdowns in future with Auckland being at a different alert level to Kaipara. For all Kaipara communities I simply want as little unnecessary disruption as possible for people in a time that’s challenging enough anyway. I look forward to sharing updates with the community as we progress this.

the road or in a ditch rather than in the road surface. So summer rain highlights where road surfaces are not wearing well. The good news is that the heavy metalling program including the $8m PGF grant for unsealed Kaipara roads is starting now. The biggest single step-change for Kaipara roads begins! Over the next two years we should all see improvements here. Coming up in March is the Long Term Plan Consultation Document Towards A Better Kaipara. I hope you’ll get into it and have your say on how we shape the future of this place for the next decade. We’re starting with a proposed average rates increase of 3.37%, and your feedback is important to help Council prioritise how we grow. Before we start out into that next plan, a major milestone from former Kaipara times has recently been crossed and deserves special mention: the district-wide portion of the Mangawhai Community WasteWater Scheme has been paid in full, earlier than expected. This legacy from a painful part of Kaipara’s story has hung heavily for years but a tough era has now passed. I feel lighter for this and acknowledge all the hard work of many here, and the clouds continue to lift. How we are moving on. Keep safe as you go. Tohuto Nga mihi nui Mayor Jake

“Grandkids Clare and Matthew, Callan, Micky and Marcelle, and Rueben and Joseph were a huge part of Brian’s life. Latterly there have been three great-grandkids with Arlo, Scout and Leo all arriving over the last few years,” said Brent. “Brian also contributed so much to the Dargaville community, which included years of service to Rotary, at the Church of England, with youth groups and in search and rescue. Brian rekindled his love for writing and was soon producing mainly on history for the local paper. Five years ago, he also fulfilled a life-long dream, and was extremely proud, when he published a book called Gallipoli: A Soldier’s Journey.” ¢

Lunch scheme roll-out

Field days confirmed

u by Andy Bryenton

u by Andy Bryenton

With the success of Dargaville High School’s free lunch for students programme highlighting the positives of the government’s $220 million nutrition in schools initiative, other local schools are coming online with the scheme as well.

Northland Field Days committee members and leadership have confirmed that the three-day agricultural event will proceed after calling a meeting to address the recent Auckland Covid-19 outbreak and its ramifications.

p New school lunch programmes across the Kaipara seek to level the nutritional playing field, but not every school met the MOE’s new non-decile-based equity criteria to be subsidised

Some, like tiny Tinopai School beside the Kaipara Harbour, have been involved since last year and are expanding their curriculum with teachable moments focussed around the healthy lunch rollout. Others have embarked on their own schemes for school lunch provision in the past weeks and report good results. Some Kaipara schools did not qualify for the first round of funding to provide lunches to students, according to a non-decile-based ‘equity index’, and await further developments. The Labour government has put aside a further $375 million to bolster the initiative, according to their election manifesto. Leanne Thompson of Tinopai School says that their entry into the school lunch programme has been extremely successful. “It’s conducive to better health and better learning. We’re seeing a

difference in kids’ behaviour, and they are also getting to experiment with new foods and flavours. “This term, we’ve been bringing the students into the kitchen to learn some important life skills around food, such as budgeting, hygiene and basic cooking. “That’s perhaps something a larger school might not be able to do, but we can thanks to our small roll.” The full list of schools in Kaipara that qualified under the equity index criteria was released late in 2020. It includes Aranga School, Dargaville High School, Dargaville Intermediate, Dargaville Primary School, Kaihu Valley School, Kaiwaka School, Otamatea High School, Pouto School, Selwyn Park School, Te Kopuru School, Te Kura Kaupapa Maori o Ngaringaomatariki and Tinopai School. ¢

p Field days is green-lit for March 4–6, with a recent Auckland-based Covid outbreak failing to stop progress or enthusiasm for the event

“We have assessed the situation and have decided that the show will proceed as planned,” says event organiser Meagan Walters. “While Covid was a concern, which we felt needed to be discussed, the situation is now one in which we are confident of being able to host a fantastic show across all three days while remaining vigilant and utilising means such as the Covid tracing app.” As of Friday last week, crews were on-site driving posts and erecting the frames of large marquees, mowing the paddocks and checking electrical connections. Northland Field Days 2020 was the last major public event before the first of the Covid-19 lockdown periods, and the

return of the show for 2021 has been highly anticipated, according to local exhibitors and members of the committee. The field days will open in slightly more than one week’s time on March 4, with exhibitors from all over New Zealand coming to showcase the cutting edge in farming and rural technology. Meagan and the field days committee extend a warm Dargaville welcome to all patrons and exhibitors, asking that everyone observes basic Covid-related safety rules during the event in the same manner as we have come to regard as commonplace when shopping or dining anywhere in public. ¢

Tractor tour’s schools message u by Paul Campbell

An unusual cavalcade of tractors will arrive in Dargaville this week with a less than usual purpose. Rather than earlier pre-Covid Bluff to Cape Reinga fundraising tours for hospice, the tractors are doing smaller regional treks supporting school mental health presentations by Cat Levine — the Big Feelings School Tour. The 11 tractors and support vehicles will be in Dargaville on Wednesday and Thursday visiting schools where Cat Levine uses her own story of growing up in the country and moving to the city to hold a discussion with pupils on what she calls “big feelings. She says, “sadness was the one feeling that grew bigger than the others.” Giving young people the tools to name their feelings and talk about them made the issues smaller and less overwhelming, she says, along with the idea that feelings “aren’t forever.” The tour, which travels mainly back roads with an escort of pilot vehicles, set off from Auckland to Cape Reinga and back, arriving in Dargaville from Kaitaia, and by next weekend it will be encamped at Pahi, before heading south again., Last year a planned rural health tour featuring entertainer Mike King was planned but called off because

Koi sighting sparks search u by Paul Campbell

A multi-agency search of Lake Taharoa at Kai Iwi Lakes has been launched after the sighting of what is thought to be a koi carp, an unwanted freshwater pest fish that could cause huge ecological damage if confirmed. The investigating team includes representatives from Te Roroa, DOC, Northland Fish & Game, the Northland Regional and Kaipara District councils and the Taharoa Domain Governance Committee. Summer Safety tips:

Wairoa River Crossing

Be safe with kites and drones

After the existing 1960’s 11kV Submarine cable crossing the Northern Wairoa River faulted, Northpower quickly needed a practical, innovative solution to ensure reliability of supply for the Dargaville and Ruawai areas.

Keep children safe this summer – by ensuring kites and drones are only flown in clear spaces – well clear of powerlines, power poles and substations.

Our project team installed a new plastic ducting system across the bridge that met the seismic, thermal and vibration requirements detailed by NZTA.

Outdoor jobs: Look out for overhead lines when working with objects like ladders, aerials or scaffolding.

Boating: Know the height of your mast and aerial before towing and look out for overhead lines when sailing.

Gardening: Don’t plant trees directly under powerlines – they grow quickly and require trimming which can be costly if it’s a safety risk.

Camping: To protect family and friends from electric shock, remember to use an RCD (Residual Current Device).

Find out about Planned and Unplanned Outages

We’re really proud of the applied innovation and once the ducting was in place the Northpower team were able to suspend 550 meters of cable under the bridge.

NORTHLAND FIELD DAYS Come and see us at Field Days in Dargaville from 4 – 6 March – We’re right at the front gate and our team will be on site to answer any questions you have about energy efficiency, your power charges, your service lines and your connection. Welcoming new babies Te Kopuru’s helping hands u by Andy Bryenton

u by Andy Bryenton

Te Ha Oranga is bringing back its very popular Hapu Mama prenatal classes for parents to be and their families. The move follows a well-attended October 2020 workshop and positive feedback.

Te Kopuru has a new website helping promote locals to do good in their community.

p Te Ha Oranga is bringing its popular and informative Hapu Mama prenatal classes back to Dargaville, free of charge for 2021

Facilitator and coordinator of the programme, Maria Boon, says that the classes have advantages over and above the more traditional, clinical and hospital-focussed prenatal options that were more traditionally a young mum and dad’s first port of call. “This is for the whole whanau, which is very appropriate these days. Over the two day course, we really want to celebrate pregnancy as a blessing. We’ll pamper and nurture mums, inform and educate dads and engage with uncles and aunties, cousins, grandparents and other siblings too.” The course is for all comers, though concepts of traditional Maori pregnancy and childbirth lore are explored as

an important component, providing a framework of reference that’s uniquely New Zealand. Maria and her team promise two fun-filled and interactive days, in which both experts and those taking part share their experiences, ask questions and make plans for the arrival of a new family member. Te Ha Oranga is also pleased to announce that the course is once again free of charge, and invite those who wish to take part to make a booking now for March 8 and 9, a Monday and Tuesday from 9.30am. A free lunch is provided on both days, and there are also complimentary gifts on completing the course to help young families. To book, phone Maia on 027 216 1952. ¢

Linking community and business The Dargaville Community Development Board is here to support, facilitate and enable business and community aspirations aimed at making Dargaville a prosperous and vibrant town. The responsibility for this falls on everyone in our urban and rural communities, including individuals, families, businesses, and community organisations. The DCDB sees its role as bringing people together from every sector in the area and providing a vehicle for development and growth. Our purpose is to inspire community engagement, revitalisation, and growth across all sectors — social, community and business so that Dargaville is a great place to live, work, play, visit and thrive! Projects undertaken by the DCDB team are community focussed, and driven from within our office, or we can provide the framework and connections for you to progress your own business or organisation aspirations. We have two new working groups under the DCDB umbrella to develop a format for businesses and tourism operators in the area to work together and achieve great things. The Dargaville Business Network meets every two months to discuss issues which affect not only local businesses but also the wider community.

The second working group comprises the Kauri Coast Promotion Society and tourism operators and includes those with a link to the visitor experience — accommodation, activities, attractions, food outlets, etc. The Dargaville Tourism Network’s primary focus is to promote Dargaville and environs to visitors and tourists, including marketing and promotion. The DTN meets quarterly for a potluck lunch and discussion. If you would like to join either of these working groups, please email us at info@dcdb.nz. A strong relationship has been developed by the DCDB team with Kaipara District Council, NorthChamber, Northland Inc, Tourism Northland and Creative Northland. We believe that by working together with these agencies, alongside local businesses and community organisations, our aspirations will be achieved. If you have a business or community initiative you want to discuss or require assistance in getting started, contact the team at the DCDB today at info@ dcdb.nz or phone 09 439 0464. ¢

Kaipara wins gold u by Ann van Engelen

The Hikuwai o Kaipara Waka Ama Club Kaipara crew took out Gold in the Open Masters division at the 29th annual Portage Crossing event held in Auckland on Saturday, February 13.

p The Hikuwai o Kaipara Waka Ama Club Kaipara Open Masters Crew

“The event is an indigenous race reliving the steps of Tainui when they arrived here from Tahiti in the 13th century. It starts at Okahu Bay and goes 18km down the East Coast into the Tamaki estuary. Once there, you do a five-kilometre walk,” says club member Serena Carran. “We came third overall. There were 11 teams competing with 14 single waka as well. There were other events in Tauranga and Coromandel that weekend also, but we decided to do the Portage as we wanted to be a part of the experience being from Kaipara. Our club is going really well. At present, we

have a lot of new paddlers, including parents with teenage children joining in with us. They are enjoying getting to know waka ama. “We often attend gatherings where you see grandparents, parents, and children paddling as a crew. It is great for all-over body fitness, and all-sized people are able to participate. “We practise on the Northern Wairoa River every Monday and Thursday night from 5pm from the Dargaville boating club ramp on Totara Street. We welcome people to come along and give it a go. It is free, and we provide everything, including the paddles and lifejackets.” ¢

Bus service wins support u by Paul Campbell

Kaipara’s unique public transport venture has reported record numbers of passengers, although it was a short-term summer route in Mangawhai and part of a three-year experiment, which has an uncertain long-term future.

p The Mangawhai bus service will be back next summer

Mangawhai’s Village to Beach Loop Bus Service proved hugely popular with both locals and visitors this summer, running each day from December 27 to January 17. Then, every weekend and public holiday to February 8, picking up passengers from Mangawhai Village to the surf beach. It saw a 35 per cent increase in use when compared to the same period last year with 2,536 passengers using the service funded by Kaipara District Council and NZTA and operated by Leabourn Passenger Service Limited. This is the second year the bus has run — next summer will be the last before the funding partners look at future options. Bus company general manager Lyndon Leabourn says:

“particularly popular stops included MAZ, the Surf Beach, and Wood Street. “The bus is especially great for kids and teenagers who need to get around Mangawhai but don’t drive or have access to a car.“ Community Adviser for Kaipara District Council, Gail Fotheringham, said: “We are over the moon with the uptake this year. Coming into the second year of a three-year trial, it’s fantastic to see more and more people using it. “We are running a survey and want to hear from any bus users and the community about what they think could be made better.” The survey is available on the Mangawhai Community Plan website mangawhaicommunityplan. co.nz. ¢

Grey power meet council chief u by Andy Bryenton

Last Friday, the monthly meeting of Dargaville’s Grey Power constituency was visited by guest speaker Louise Miller, chief executive of the Kaipara District Council. Senior residents took the opportunity to ask some pertinent questions. It was the first chance Ms Miller had taken to meet with Grey Power, which has a strong presence and active membership in Dargaville, as evidenced by a large turnout for this event. She explained some of her background, from her early years in administration working in the United Kingdom through to emigration to New Zealand and her prior role with Tauranga’s municipal council. The CEO stated that it was her intent to improve the approval rating of the KDC, and improve the customer experience. “If you’re not here to put in the miles and you’re not prepared to make a difference, then why are you here?” she asked rhetorically, speaking of her own vocation. “Local government should get alongside communities, and that means we need to build trust. People want to be listened to and treated with respect.”

Hence, says Ms Miller, the KDC’s customer experience initiative, which has boosted the organisation’s approval rating from a low 50% three years ago to a more acceptable 74%. The CEO says there is still a way to go, and that the forthcoming Long Term Plan may address many concerns about infrastructure and roading, which were voiced during the meeting’s question time. “The LTP is about maintenance and repairs,” she confirmed. “As the era of the commissioners was focussed on driving down debt, we are in many ways playing catch-up with the delivery of services.” The discussion covered roading, the Provincial Growth Fund contribution thereto, Maori wards in the council, the targeted rate for CCTV, work to build dams and end water restrictions, pensioner housing and the state of local footpaths for those using mobility scooters.

Distribution Charge Discount In the year commencing 1 April 2021, Northpower Limited, will provide a discount for the benefit of Northpower consumers totalling an estimated $11.7m. This will be a discount on Northpower’s distribution charges and the amount which each consumer receives for each eligible ICP will be determined by the consumption notified to Northpower by the electricity retailers for the 12-month period to 30 September 2021 in two bands as follows: • Eligible ICPs with consumption exceeding 2,000 kWh will receive a single discount of $216. • Eligible ICPs with consumption between 1 kWh and 2,000 kWh will receive a single discount of $55. To qualify as an eligible ICP, an ICP must be supplied from the Northpower electricity network with a registry status of “Active” (Connected) on 1 November 2021, have a current customer of an electricity retailer on that date, and the net consumption advised by the electricity retailers to Northpower for the 12-month period to 30 September 2021 for the ICP must be 1 kWh or greater. Discounts will be applied via a credit on the electricity bill from the current electricity retailer during November or December 2021. All prices exclude GST. Refer to our Electricity Pricing Policy for more information on how these prices are applied.

Further information is available on our website: northpower.com/electricity/pricing

Northpower Pricing – Key changes for 2021/2022 We collect the money we need to run our electricity network, and maintain and upgrade our assets through lines prices charged to retailers. Retailers then decide how and what they want to charge consumers. We’ve just set the prices which we will charge retailers for 2021/2022. The total revenue we expect to collect from retailers and direct connect consumers is up 1.7% compared to last year.

Time of Use Pricing Last year we introduced Time of Use pricing for residential and business consumers with communicating smart meters. Time of Use pricing has different charges dependent on the time of day that electricity is used. This is because electricity networks are a bit like roads, in that they can get congested at times of the day when everyone wants to use them. When networks get congested, we then have to invest to increase capacity to accommodate this increase in peak demand, a little like building extra lanes onto a road.

Find out about Planned and Unplanned Outages If you are experiencing a power cut go to northpower.com (on your mobile device) to check the latest information and updates on outages. If your outage is not showing on the website, please call 0800 10 40 40. We now have a NEW section showing any planned outages you can check here for any updates on the outage in your area. For large outages we also post the information and updates on our Northpower facebook page.

This year we have increased the difference between peak rates and off-peak rates to approximately 2c/kWh for most price plans. This signals that if our network reaches its capacity at peak times (mornings and evenings) we might have to spend money to increase the capacity, and if you can shift consumption to off-peak times (like putting the dishwasher on or charging your EV overnight) we can reduce the cost of upgrades and share the benefit with you through lower prices. We expect the difference between peak and off-peak to continue increasing each year as we gradually adjust our prices.

Fixed Prices We are gradually adjusting our prices to increase the fixed component, and reduce the variable component. This reflects that the costs to run an electricity network are mostly fixed, and other than building extra capacity for peak times, it does not generally cost us much more if you use more electricity. Our network has capacity outside of peak times, and we want you to be able to use it at little to no cost rather than it going to waste. As such, over time most of our revenue will come from the fixed component, and the variable component will be used to provide an incentive to shift load out of peak periods.

Distribution Charge Discount Northpower, with the support of the Northpower Trust will pay a distribution charge discount for the benefit of electricity consumers connected to our network, of $248.40 including GST (for most consumers) in November or December this year, up from $220.80 (including GST) last year. See our pricing disclosure for more details.

The Harding Shield returns

OPINION

When a plant is not a plant u by Trulie Greene

The Climate Change Commission wants carbon neutrality by 2050. It’s a fine ideal, but one of the only ways they can work the maths is by reducing the total livestock herd of New Zealand by 15 per cent. To achieve this farmers must be seen to be the bad guys, not the flywheel of the whole economy. So forget what you may have heard. Here are some examples of fact. The Sustainable Dairying Water Accord was developed in 2013 to help protect waterways that pass through dairy farms. Five years later, in 2018, 98 per cent of waterways on farms who were signatories to the accord were planted out along riparian boundaries, and 100 per cent had bridges or culverts at all cattle crossing points. Farmers had decided to keep cattle away from water, made a plan, taken action, and succeeded without the ‘big stick’ of punitive law. The carrot’s working, however. This year more than 600km of Taranaki River and stream banks will be planted with a million native plants as the region’s farmers take advantage of a $5 million government boost. Once again, voluntarily. What about emissions, though? That’s the planet killer, or at least the hand on the thermostat. There’s interesting news there, too. AgResearch released data early this year, which states word for word that New Zealand has an ‘outstanding position in low-emission dairy milk production, with an on-farm carbon footprint 48 per cent less than the average of 18 countries studied’. We’re top of the table, with the least emissions not just per capita, but each kg of milk.

11

Beef and lamb farms are close to carbon-neutral, according to the man who’d know, Beef + Lamb New Zealand CEO Sam McIvor. He confirms that absolute greenhouse gas emissions from New Zealand sheep and beef production have actually reduced by 30 per cent since 1990. Here’s a sneaky point. These farms, and maybe even dairy farms, would seem even more clean in the statistics if the amount of carbon gobbled up by plants on location was taken into account. Here’s Mr Mcivor again with a good point: “Currently, most vegetation on sheep and beef farms does not qualify for inclusion in the ETS because it does not meet the definition of a forest. If farmers are to face a price for agricultural emissions, it’s only fair they get credit for their sequestration.” So, those who make the statistics that paint farmers as environmental villains get to pick and choose which plants count, even though even the littlest blade of grass must devour CO2 to live. Multiply that blade by acres on acres of pasture. Shelter belts, shade trees, orchards and windbreaks are also ‘not a forest’ and therefore left out of the maths. That’s disingenuous, and it stinks. Worse, it helps sell a lie about farmers being eco-crooks when cooperation is a better way forward than finger-pointing. ¢

The Kaipara’s most fabled rugby prize is returning to play after a long hiatus. The Harding Shield, now fully restored, continues a tradition established in 1914 when two teams vie for it on March 5. Northern Wairoa Rugby’s Chris Fife says that it’s fitting that the return of the shield, donated more than a century ago by Dargaville’s Harding family, comes back into play during celebrations of Northland Rugby’s centennial. “It’s also great that Pioneer Rugby Park in Dargaville will be the venue for the combined Northern p Wairoa and Rodney team to take on the Bay of Islands,” he says. “This is where our noteworthy Field Days Friday match of 2020 was held a year ago before Covid-19 stopped play for a while. It’s also appropriate as when the Harding Shield was last contested; it was by a Northern Wairoa-Rodney team, who are defending shield holders.” Pioneer Rugby Park has recently installed a new digital scoreboard, with new lights and a grandstand in process. On Field Days Friday at 6.30pm, the teams of Bay and Kaipara allstars will take to the pitch. It is with great pleasure that we welcome you to the 36th Northland Field Days. Despite a difficult year due to Covid-19, we have maintained, in line with our charitable trust status, the commitment to invest in Northland’s agricultural future as we bring to fruition another quality event. Our dedicated voluntary committee, associate members and community helpers, along with our sole employee, have worked hard during the last 12 months creating a superb venue that is a great opportunity for both town and country to unite. This is a time to share and promote the wonderful lifestyle sectors that our country has to offer to ensure a solid foundation of support for our primary industry through the partnership we have with exhibitors. There are excellent displays of the latest machinery for the rural sector, as well as for urban visitors. Our exhibitors are offering technical expertise, support and the best deals to be had, creating an opportune time for farmers and the public to have dealers, service providers and attractions in one place to talk with at their convenience. It is worthy of note that this event provides funding for the agricultural future, sponsoring and supporting student endeavours in a number of fields.

NORTHLAND FIELD DAYS Tempting the taste buds

Authorised Distributors and Service Agents for

There are myriad attractions on the Northland Field Days menu — entertainment, competition and demonstrations as town meets country in an event made even more anticipated after a year of challenge from Covid-19. Satisfying the inner man, woman and child is going to be the target of many stalls and eating venues available, including newly introduced barbecue demonstrations. “We have two amazing barbecuers and maybe a couple of others coming along to show you their skills,” says event coordinator Meagan Walters. On the show front, there is entertainment for all ages. The Taungatara Clydesdale team will be back as a fun way for show patrons to explore, and as an equine spectacle, the Stronghold Cutting Horses Demonstration is sure to attract a crowd. The sport stems from practical ranch work in the American west as cowboys worked cattle — a serious skill that was required. The Northland Sheep Dog Trials will likewise bring farm skills into town while there is plenty of human action planned. The Bank Challenge, where rivals compete on the dirt track with horsepower and sheer determination. “In the Business Challenge, we will put you in a tractor with a teacher and then swap you into another tractor for the second leg of the race. Up for grabs is the business house trophy,” says Megan. Finals Day takes place on Saturday, March 6. “This is the day of the Consolation Competition, and

that will be followed by the main final for competitors seeking a prize pool of over $3,000. “While the ‘big kids’ are racing each other in the main Tractor Pull competition, there will be a fun tractor racing competition just for youngsters with mini tractors to race under the watchful eye of the Northland Young Farmers organisation. Also for the young, and young at heart, will be the Mobile Farm, an opportunity to check out a range of farm and domestic animals in a safe environment.”

FEATURED SITES

A year of innovations u by Andy Bryenton

Northland Field Days was the last large agricultural and rural show to welcome guests in 2020 before the Covid-19 lockdown precautions taken by the government effectively sidelined all kinds of mass gatherings. Now, the three-day festival is back. However, we shouldn’t expect the ordinary from this extraordinary 2021 event. The challenges of Covid worldwide have led to many companies spending more time in the laboratory and workshop. Of course, there have been no other field days, no home shows and no trade expos to showcase a whole year of innovations and improvements. There haven’t even been big automotive events to premiere new utes and SUVs, which often launch at such shows. There have been no home and garden expos, no boat, shows and few gatherings of farmers and contractors to discuss new technology, new and forthcoming rules and regulations, or meet their peers or members of parliament. All that changes next week, and that’s exciting. That’s because the Northland Field Days has been seen by many exhibitors as the place to debut fresh ideas, which have been kept under wraps for 2020. With the new year has come new freedom to move, and despite

a small scare in Auckland last week, the roll-out of vaccinations means that a new sense of stability is in the air. It’s time to roll out products that may have won prestigious international awards during 2020 or have been delayed in international supply chains. It’s time to

see what our scientists and engineers can do when given time to innovate. A quick look at the map for this year’s event shows a lot of new names keen to travel north and join in. That is perhaps an indication of the enthusiasm among Kiwi businesses to hit 2021 hard, to

re-establish commercial normality and to celebrate our response to the virus, one that’s made it possible to gather for field days and enjoy it. It’s no exaggeration to say that the eyes of the world will be on Dargaville to see what is unveiled. ¢

Cheesemakers, drought and overdrafts u by Liz Clark

In the township of Paparoa, near the site where the former Cruisers Bar and Grill is located, a short-lived cheese factory came into existence. Co-operative dairying was still in its infancy in Northland when a group of farmers and residents came together to form the Paparoa Co-operative Dairy Company Ltd in 1894. The task of finding milk suppliers was given to James Cliff and Ernest Tibbets. The pair canvassed the district visiting dairy farmers to ascertain cattle numbers and the milk volume that could be supplied to the proposed cheese factory. A newspaper of the era reported: ‘The establishment of a factory, could such be successfully started and worked, would certainly be a great boon to the district, as it has proved in other parts of the country where factories are in operation.’ The factory’s foundation stone was laid by the Bishop of Auckland in early 1895, with construction completed from locally milled timber before the season

LETTER TO THE EDITOR

Time to reflect Recently, I attended the Arapohue A&P Show; a step back into the past for me. What a disappointment. Same response from my family members who accompanied me. The lack of entertainment apparatus for children, for example, merry-gorounds, dodgems? The absence of cultural activities Highland dancing, Dalmatian Club, Maori culture groups. Not even a local musician under shade near a mobile coffee shop. The shearers had a stall, but wood chopping was absent. Some cattle displays, but hard to find. Equestrian activity seemed to be the most prominent but again, a dearth of competitors. Sponsorship by local business seemed to be an extinct species. Local A&P shows are not competition for Dargaville Field Days, providing an entirely different ‘glue’ for communities and thereby deserve sponsorship support from big business and less obstruction from bureaucracy. It was the dismal-sized crowd that spoke volumes by its silence. Northern Wairoa is not my home, but it was where I was nurtured; where my brother Brad and I last week laid our mother’s ashes to rest and where I was once MP for nine years. It is also where I still have a few mates between Kaihu and Hoanga. Based on this dwindling association, I nevertheless retain some affinity to the Northern Wairoa and say: “It is my opinion that when a community ignores itself, it is doomed.”

Failure of locals, from the greater boundaries of Dargaville, to support community functions like those held at Arapahoe, Tangiteroria and Donnellys Crossing, is a sad day. When MP for Hobson, most every year, I managed to attend A&P shows at these venues where I participated in tug-o-wars, wood chopping contests and on one occasion with a local champion Ernie Morton, wagering I’d give $5 a second by which he beat me and thereby losing an annual parliamentary pay increase to be donated to the local club. Speaking of politicians: these stalwart people who plague us with promises of community support during an election but after that? I did not see a politician all day — but then, it’s not election year. What to do? The Goddess of Fortuna has been charitable to me — since the Scampi Affair. Accordingly, I am in a position to assist Arapohue organisers with sponsorship for next year — my interest is equestrian. All it needs is a phone call and a coffee. PS Oh, and acceptance that my good fortune, which can translate into sponsorship, has been as a trustee and managing director of absentee Russianowned forestry and other commercial investments in New Zealand which, in turn, suggests foreign investment? Ross Meurant rossmeurant.co.nz

REPLY The Arapohue show is always looking for ways in which we can broaden our appeal, so we should accept Mr Muerant’s comments in that context. However, I am not certain what show he attended. For his information, our local MP, Willow-Jean Prime, was very much in attendance, with her family. She was there for at least three hours and was a very welcome presenter of the prizes at the YFC competitions. The Young Farmer Competitions are now in their third year at our show; they are enthusiastically embraced by the kids — we have ample sponsorship for this event. The committee has already publicly stated how pleased we are with the way the local businesses support our show. Mr Muerant obviously walked straight past the main sponsorship sign detailing all those businesses, which have donated more than $50, or the Gold Sponsor stand detailing those businesses who have donated $500 or more. Did he read the schedule for the list of sponsors? Given how difficult this last year has been for some businesses in town we are humbled by the support, we are sorry if he doesn’t agree. No, we haven’t had chopping for some years, mainly because there has been nobody from that interest group prepared to step up and help, and we don’t have the human resources to do it for them. This was our fourth year of being able to offer the sideshow rides at just a gold coin donation, thanks to generous sponsorship from first Pub Charity, and latterly, the Grass Roots Trust. That’s a big deal for this community, without that sponsorship attending our show

would be beyond the means of a lot of families. We haven’t had dodgems and the stomach-churning events for quite a number of years — they were proving prohibitively expensive. He is right we didn’t have buskers this year, but they were there last year and will be again in future years. Scottish dancing was not there this year, though they were invited. We are already investigating kapa haka for next year. Thanks for the suggestion. The gate for this year was up on last year, and there were in excess of 1,5001,600 people there. About 20% of the catchment area. Room for improvement sure, but hardly a disaster. Just a word on the shearing. Thanks to the considerable sponsorship of the ANZ Bank (well into four figures) for the Northland Shearing competition, shearing is really taking off as an event at Northland’s shows. Ours was no exception. The open final at our show featured two Golden Shears Finalists, plus our own Neville Osbourne. It was tremendous, three shearers almost blow for blow, shearing 20 sheep in 17 minutes. That’s not a sign of a show in decline. As I said at the beginning, the committee is always looking for constructive input, and in spite of the negative tone of Mr Meurant’s letter, we will take his comments on board. We note his offer of sponsorship for the horse section, and as he was a former politician, we sort of understand why he made the offer via a press release, rather than over a chat and a coffee. Nonetheless, we will be in touch. Regards, Richard Alspach (President)

New swimming records set

Neighbours Day approaching

u by Ann van Engelen

Otamatea High School students participated in the 56th annual swimming gala last Thursday, with friends and family joining in to support the event.

u by Ann van Engelen

Neighbours Day Aotearoa 2021 is set for March 20–30, with this year’s theme being The Great Plant Swap.

p Cissy Rock, Neighbours Day Aotearoa coordinator with supporter Kyle Habershon p Students, teachers and supporters joined in last week’s swimming gala at Otamatea High School

“It was great to see high levels of student participation and parents turn out to encourage the school on the day. We are thankful to be back to Covid level one otherwise, we would have had to close the gala to spectators,” says acting principal Dirk Smyth. “The weather was fantastic. It wasn’t too hot, and we had lots of shade and sunblock provided. “Students also sold sausages and drinks as a fundraiser for their Duke of Edinburgh programme. It was a very well-organised event, and all the races were completed on the day. “We are grateful for the on-site support that St John gave us to provide

“We have other ways for people to opt in to the event considering life with Covid as well, such as Notes for Neighbours. Neighbourhoods may have a BBQ, swap plants or write a nice note,” says coordinator Cissy Rock. “To be involved in The Great Plant Swap, let us know at kiaora@ neighboursday.org.nz or when you register your event with us. Ideas include swapping seeds, making a gift with something you have grown or taking flowers to a neighbour.” Some communities may organise a produce swap, share garden tips and recipes or have a working bee for those with mobility issues. “Notes for Neighbours celebrates

medical assistance if needed. We only had a few minor incidents requiring bandaids. It was also nice to have local musician Jon Clist entertaining us with his music set. “Four records were broken on the day. Grace Kemp from Year 13 broke the senior girls’ 25m freestyle, while Year 10’s Sonya Steiner broke the junior girls’ 25m backstroke. Noah Martin from Year 10 broke both the junior boys’ 25m breaststroke — 25m backstroke. “It has been a busy start to the year, but overall, the school is very settled. We have a great team of teachers and support staff, and we are excited about the year ahead.” ¢

those people who kept us connected during Covid. We are encouraging people to write something about their neighbours, communities and acts of neighbourliness in 30 words or less that capture your message. We are collecting the notes and publishing them on our Facebook, Instagram and website, and five will be printed as posters and pasted across Aotearoa. “Let us know if you are planning an event for Neighbours Day Aotearoa 2021 by registering your event. Whatever you choose to do, big or small, they are all ways we build more connected communities.” Check out our website and register your event at neighboursday.org.nz. ¢

EV target might be unobtainable u by Andy Bryenton

The climate change commission has the herculean task of making New Zealand carbon neutral by 2050, and hence some of their suggestions are built on a similar heroic scale. One key plank of their platform is to replace the road fleet with electric vehicles. It’s recently been proposed that this might mean the end of internal combustion-engined imports by 2040 or sooner, just around the corner in terms of auto production timelines. Certainly, EV tech has come a long way, but will a nation with, on average, an 11-year-old fleet be ready to plug in and switch on in such a short time? Put this in perspective. Right now, on the road, you’ll see plenty of model year 2000 machines and older. Look at the technological advancements between, say, a Y2K Ford Mondeo and today’s model. Yes, it’s got better

in many ways. Would a similar jump forward in technology improve the range, cost and longevity of modern batterypowered cars? The improvement needed there is more akin to that between the 1890 Benz and the 1935 Mercedes. Currently, a new EV costs $60,000 or more, has to be charged mid-journey for long road trips, and there’s the certainty that the batteries will lose capacity and need full, expensive replacement in a matter of years. Yes, infrastructure can and will improve from the two or three charge points for each town, but for every last

p In the future, a second-hand EV with fresh batteries might cost less than a petrol car today. Is it prudent to bank on it, however?

car to be running on voltage? We’ll need hundreds of them. Speaking of which, another core platform of the carbon-neutral argument is the closure of a big electricity user, the Tiwai Point smelter. We’re to assume all that juice will go into cars, but it’s a long way from the far south to here, and that’s a lot of power line resistance on the way. Then there’s the elephant in the room. There are plenty of great electric hatchbacks to choose from. Where are the electric utes for 2040’s tradies? The electric trucks and goods vans,

electric tractors and excavators? Electric people movers for big families are even conspicuously absent. How about instead of making big claims and falling short, we aim for something we can achieve in the short term. Cut petrol use back by offering tax breaks to working commuters who buy EVs or hybrids. Hybrid drivetrains are everywhere, they’re proven, and second-hand prices are coming down smartly. The same incentive could be given to buy small-displacement engines because fuel-saving is fuel-saving no matter how it’s packaged. ¢

The mower that made field days u by Andy Bryenton

Northland Field Days comprises acre upon acre of paddock space, which needs to be groomed to a certain standard before tents, sheds, marquees and tractors descend on the grounds for three days of fun. It’s not a job for your grandad’s push mower, that’s for certain. The turf may be flat, but it’s not a bowling green, and the machine picked for the job needs to mow a wide swathe, fast and with accuracy. That’s why, when the field days powers that be called on Trevor from Godfrey’s Chainsaws and Mowers to supply a suitable ‘beast’, he picked the Ferris IS 600. A fresh approach to the zeroturn, rear-engined design, the IS 600 builds on years of customer feedback from everyone from groundskeepers to council staff, contractors to farm owners. The result is a machine that puts durability and comfort first, secure in the knowledge that operators will spend a long time behind the controls taming large areas of grass. Part of the equation that makes it work is a powerful 25 horsepower Briggs and Stratton engine, which allows mowing speeds up to 16 kilometres an hour. That might seem slow by auto standards, but when you’re slicing down a berm or traversing a long lawn, it’s a fair clip. Any mower could move this fast without doing a good job, but the IS 600 has some suspension tricks up

its sleeve to ensure that its wide cutting deck follows the ground like a razor blade. Pivoting front axles, big spring shocks and rear balloon tyres grip the ground to deliver a precise and even cut, as well as increasing stability on slopes. When tackling a job as big as the Northland Field Days site, it’s also a certainty that long hours will be needed. That’s why Ferris has put a lot of thought into both the controls and

the seating position for the IS series, combining with that advanced suspension to deliver less vibration and bumps through the frame to the operator. Their mission; make the rider step away from his or her work at the end of the day feeling good. With field days ready to go, and marquees rising like a small second city, it’s safe to say that Ferris’ mission is accomplished. ¢
