Speculation, tough questions and some inevitable misinformation and confusion have reigned recently on social media regarding issues around the region’s ongoing ‘big dry’. To cut through online misunderstandings and conflicting information, the Kaipara Lifestyler directly questioned the Kaipara District Council for answers to some of the more pressing questions levelled by the public.

The first concerns the large dam on Opunake Road. This clearly abundant water source has been brought into question as it represents a large and valuable resource during a time of drought. When asked if it was being ‘hoarded’ or remained disused due to lack of repair or infrastructure, the Kaipara District Council replied that: “The dam of water at Opunake is part of our resource consent with the Northland Regional Council. To protect the health of the river, any water we take from Rotu has to be supplemented with water from the Opunake Dam. It’s not piped but is instead released through existing creeks and tributaries until it meets the Kaihu River. Historically, there may have been plans for it to be a (piped) water source, however; it currently exists solely as a condition of our resource consent to take water.” To clarify; the KDC may only take water if the stream flows deep enough. By slowly releasing water from this dam, the stream is kept at a level where supply can be maintained. Think of it as a ‘top-up’ for emergencies. The second question is a practical one. Some people opine that it is illegal to install a water tank in urban areas. Not so, according to the KDC’s rules, though large tanks may need to comply with the central government’s building regulations, for example, so that they don’t burst or tip over. “Small, 1,000-litre

tanks can go on your property with no issues,” says KDC media spokesperson Ben Hope. “Larger size tanks may be subject to rules in the District Plan or building consent. For existing houses, each situation is different, but the broad guidelines are a significant sized tank cannot be placed in the front yard, but may be placed in the side or back when it’s not over a council asset line. A small section may be constricted by tank size and the rules around impermeable surfaces.” In short, it’s possible, but it’s best to ask first to get

the ‘nuts and bolts’ correct. Notably, a properly consented and installed tank may even increase your home’s value, as well as its resilience to drought. The final question is the refutation of a statement that ‘there are only two weeks of water left’. KDC analysts believe that even with continued dry weather, current river flow rates backed up by the Opunake Rd dam would see us through until April 31. By this time, the rain will almost certainly have broken the drought. continued on page 3 …

p The season for field hockey is off to a good start for Kaipara players, with no less than four of our district’s representatives selected to join the northern squad at this month’s National Hockey Masters Games in Christchurch. The selection of Doug Passmore (men’s 40s), Kim LeighMacKenzie (women’s 35s), Paula McInnes (women’s 50s) and Bev Hart (women’s 60s) has been ‘thrilling’ for members of both the Western Sharks hockey team and the men’s team who swept the board at the Northland one day tournament last September to bring home the cup; a local first. Bev Hart, who is also an active and avid proponent of the sport, says that with the muster for 2020 imminent, hockey in the Kaipara is looking to build on a great 2019 season.

Council backs ‘regional turning point’ u by Paul Campbell

The Northland Regional Council says the five massive infrastructure projects, which are the backbone of the Kia Kaha Northland campaign, involving the Kaipara, Far North and Whangarei mayors, will strengthen Northland’s position as a growth region. “Councillors welcome and support the government’s investment in our regional infrastructure, which has suffered from years of under-investment by successive governments,” says chair Penny Smart. “It is a once-in-a-generation opportunity. We’re in a rare position to get a whole lot of things right at once so that future generations can look back at this time as a very positive turning point for the region.” The funded projects are: • Four-laning of State Highway One from Whangarei to Marsden Point, and • Improvements to the region’s rail link Additionally, expansion of Northport to enable international port operations to be relocated from Auckland’s CBD, relocation of the Royal New Zealand Navy base from Auckland to Whangarei, and a dry dock to enable large ship repairs, has been mooted. All five initiatives have been picked up by the region’s mayors. However, as the majority shareholder in Marsden Maritime Holdings and an environmental regulator, the NRC needs to maintain a level of separation. “Our council believes this is important,” says Ms Smart. “We know that lines have to be drawn clearly from the outset to preserve our integrity as a

regulator and investor. We’re looking at some very complex issues, and there’s lots we don’t yet know.” The regional council has long recognised the tension between economic development and environmental sustainability and seeks to manage this in such a way that growth doesn’t happen at the expense of the environment. For example, the social needs of an expanding population need to be carefully managed, such as schools, hospitals and recreational space, and protecting the unique environment of Whangarei Harbour needs to be an integral part of the equation. “Protecting our harbour is just one example of how we need to work alongside central government and other agencies to ensure that any big infrastructure projects align with the needs and aspirations of tangata whenua and our communities, as well as upholding our environmental responsibilities,” Chair Smart says. “As a council with a key part to play, we look forward to actively working with tangata whenua, our wider community, central government and key partners to consider these opportunities in more detail and how these can be advanced to the best benefit of our region.” ¢

Water questions, myths exposed The ongoing dry conditions mean that water restrictions are still at level four, the highest possible short of rationing. All residents are urged to conserve water wherever possible. The council has hit back at ‘irresponsible’ and ‘foolish’ online opinions that water should be used ‘as we see fit’ because of issues such as rates, infrastructure maintenance and theories as varied as conspiracies to sell local water to private bottling firms and the council hoarding secret sources and wells ‘for themselves’. Additionally, social media worries that the Northland Field Days and other events may be cancelled are entirely fictitious. The field days are being good citizens by ensuring water on-site is for essential use only, and other outdoor functions, including rugby celebrations for 100 years of the code in Northland, will still proceed as planned. Across Kaipara, the water crisis has been highlighted by the theft of an estimated 40,000 litres from tanks at Tinopai School, as well as up to three weeks delay in securing water deliveries from private contractors, even with deliveries scheduled ‘around the clock.’ Fonterra tankers have also been pressed into service. They are delivering water to a wide area of Northland and several areas of the Kaipara, including Dargaville,

which will get 10 tanker loads or 300,000 litres every two days. The water comes from Whangarei with an arrangement through the Northland Regional Council and district councils, but will not be emptied into the town reservoir. Council representatives confirmed that the water is earmarked for emergency relief for rural properties. For perspective, this sum, which seems vast, is in reality only a tenth of what the town supply uses daily, and potentially fills no more than eight rural tanks for each two-day cycle. Those who face completely dry tanks in rural areas, but are not in a financial position to secure private water supplies, are advised to contact the Ministry of Social Development, even if they are not beneficiaries or pensioners. Emergency relief is available for low-income earners struck by this crisis. However, the sooner people apply, the better, according to advisers in the social sector. ¢

Community consultations have been held by the Kaipara District Council to seek ideas in the allocation of just under $5 million to improve services on the Kaipara Harbour, with the funds allocated from an overall $20.39 million Provincial Growth Fund grant. The council’s current feasibility study will include reviewing existing harbourside infrastructure, ownership and maintenance, commercial opportunities including ferries and water and land-based tourism as well as social benefits resulting from improved community connections, or recreation. There have been three community meetings in Pouto, Tinopai and Paparoa, with the latter including people from Pahi, Maungaturoto and Matakohe. Participants were welcomed by Mayor Jason Smith at the two-hour seminars, and briefed by council infrastructure staff, before forming advisory groups to complete submissions. “Attendees at the workshop were asked to think about what it is about their town that they value, how they would like it to be in the future and what they might have to overcome get there,” said council spokesperson Gillian Bruce. “The output will also contribute to our spatial plan. A key theme in the feedback was for the community to focus on restoring (facilities) on the

harbour so future generations could continue to enjoy its bounty. A draft analysis is expected to be available for consultation around mid-March to early April.” KDC general m a n a g e r, infrastructure, Jim Sephton said the council has $0.95 million to complete a feasibility study on the harbour including engineering assessments, commercial and financial analysis and business cases, and on approval of the business cases, $4 million for physical works for wharf infrastructure. ¢

Average prices for residential low user connections (usually best for consumers who use < 8,000kWh p.a.) will remain flat for the 4th year in a row. Average total lines charges for residential standard connections will decrease by 9% if retailers move the connection to our new DM7 plan. This has a higher daily charge and lower variable charge, which may help to reduce the cost of electricity for large, high use households. Business connections will have an increase to the daily fixed price, and a reduction to the variable (per kWh) price. This reflects the fixed cost nature of running the network and also helps to reduce total energy costs for businesses that are needing to use more electricity. On average, the increase in lines charges for most business connections is around 1%. We will pay a distribution charge discount for the benefit of electricity consumers connected to our network, of $192 + GST (for most consumers) in November or December this year. We’ve introduced Time of Use pricing for residential and business consumers with communicating smart meters, from 1 April 2020. Time of Use pricing has different charges depending on the time of day that electricity is used. This is because electricity networks are a bit like roads, in that they can get congested at times of the day when everyone wants to use them. When networks get congested, we then have to invest to accommodate this increase in peak demand. We’re getting these pricing structures set up for the future, when there is likely to be more demand on our network at peak times. For example, when electric vehicles become more common and drivers all want to charge their cars when they get home from work. At the moment the Time of Use prices largely reflect existing pricing, but in the future these prices will signal that it costs more to consume electricity at peak times (mornings and evenings) and that if you can shift consumption to off-peak times (like charging your EV overnight) we can reduce the cost of upgrades and share the benefit with you through lower prices. Tragedy at Baylys Beach

Let’s talk about practical policies

The close-knit community of Dargaville has been shocked by the tragic loss of a young mother and early childhood education worker Kelsi Wood, who drowned while saving one of her children from a rip at Baylys Beach.

The much talked about New Conservative political party is coming to the Northern Field Days, and party leader Leighton Baker welcomes you to pop in and see him and the team at site 642.

The mother of three entered the water to rescue her child around 5.45pm on Thursday last week but was herself overcome by the strong currents. A local surfer rallied other beachgoers to rescue Wood, and CPR was administered before ambulance services arrived. Thanks to her actions, her child received only minor injuries. The outpouring of grief has been tangible on social media and around both Dargaville and the small coastal settlement of Baylys Beach. Locals

have eulogised Kelsi Wood as a ‘supermum’ and a positive force in the community. She was a popular presence at Dargaville Kindergarten, where she worked and known to be devoted to her family and friends. Her funeral and a celebration of her life will be held on Wednesday, February 26.

Mayor’s Memo Kia ora Drought concerns are high on everyone’s minds across Kaipara as the record rainless period extends and the longer term forecast (say, to May) lacks rain to replenish underground aquifers, farm dams and household water tanks. The five municipal water systems of Kaipara District Council are being closely monitored, and we’re confident everyone keeping water wise and holding to the water restrictions will carry us all through. Tank water consumers may be nervously watching tank levels and ordering a delivery from very busy water carriers which may still be weeks away – patience and planning are needed until it’s persisting down with rain again. It may pay to check in with your neighbours – maybe share a water load to help spread costs, get a delivery sooner and spread the water around faster. Whatever your situation, a drought is a serious time and people, animals and the environment are distressed.Take special care at this tricky time. Though it may seem as a community in the north we’re under the pump, each of us has a part to play in planning our water wise way ahead.

Immediately ahead is also the reopening of the two-lane Tomarata bridge in Mangawhai after significant repairs. The community has been very patient during a frustrating period and it’s good to know that the road south from Mangawhai will soon be back to full flow again. That’s pretty much what everyone’s crying out for right now – to be at full flow again, in more ways than one. Keeping patient and prepared while waiting for better times is something Kaipara people are good at, but I reckon soon we’ll be in the swim again. Nga mihi nui

Their family policy looks to reward and incentivise loving, committed relationships, as this is where children thrive. NC’s firearms policy is about repealing the 2019 amendments and having a truly democratic process. “We aim to have the administration of the Arms Act removed from the police and undertaken by a separate entity, much like vehicle licensing. “Finally, our referenda policy looks to make Citizens Initiated Referenda binding on the government when they are supported by 66% of voters. It would enable New Zealanders to hold governments to account between elections, something that we cannot do currently.”

Coming up ahead is the Northland Field Days, the largest event in Kaipara, a focus for the annual farming calendar and a kind of a watering hole around which much of the community gathers. This year look out for the Kaipara District Council site where there will be information about Growing The Kai in Kaipara. At the same time the Kaipara Kai Hub will be opening in Ruawai, a project that’s been developed with support from the Kaipara Kickstart PGF funding announced a year ago. The drop-in “hub” is located in the centre of Kaipara District and will help us all make the best of the great Kaipara soils and skills, and to grow more kai in Kaipara. The Northland Regional Council is calling for entries in this year’s Environmental Awards to celebrate ‘champions’ who have contributed to enhancing the region’s amenities and way of life. “All across Northland, thousands of people are working to improve our environment, often quietly behind the scenes,” says NRC chair Penny Smart. “The work people are putting in is amazing, and it deserves celebrating. “We want to publicly thank them for joining us in our mission to create a healthy environment, a strong economy and resilient communities. There’s no way we could do what we do without their efforts.” The 2020 awards are designed to recognise and celebrate kaitiakitanga in action. Examples include efforts to get rid of pests so native species can flourish, clearing weeds, planting erosion-prone land, stream banks and wetlands, and sustainability projects in schools. More than 90 nominations were received when the awards were launched last year with eight award categories covering a broad range of environmental enhancement projects and activities. This year’s celebration follows a similar format, covering environmental

The Kaiwaka Sports Association’s annual Top of the Rock has announced new routes for 2020, taking in the lakes and valley area around iconic Baldrock Mountain in a year with special historical significance for the area.

The owners of Baldrock Mountain are no longer granting access to the mountain itself, so the KSA have planned an exciting pair of routes for walkers and runners. A 5km and 10km course take in some stunning local scenery with lakes and hillsides, culminating in a view atop the 10km course that’s never been open to the public before, spanning the ocean to the harbour. This year marked the centennial of Jane Mander’s novel about this very part of the country, so those interested in history and literature may very well wish to join the event to see the area described in The Story of a New Zealand River; just another good reason to

join in. Event organisers say they are planning for a record year. “You don’t need to be concerned about your fitness level, as there is no time limit on completing the events. The KSA will have marshals in utes following the tailenders who will give you a ride back if you get tired! Participants of all ages enter Top of the Rock, from preschoolers upwards. There’s even a $50 cash prize for the oldest participant! There will also be a Kids’ Fun Bike Ride for children under 11 years, which is free to enter.” To help plan ahead, there are no entries on the day. “It gives competitors the chance to fish for extended hours, instead of the usual 7am start, with the weigh-in cut-off point sharp at 4pm,” said club commodore, Darren Shephard. “It also opens the gateway to our new prize-winning category, which will be an average weight competition involving all three species up for prizes. “The average weight of all snapper, kahawai and gurnard caught carries a $500 prize, as well as other prizes

for the heaviest weight of each of the species caught. It means a bit of mathematics for our scrutineers but we figure it’s a novel way to select a big winner.” Darren adds that a new lucky ticket prize means family and friends don’t even need to go boating and bait hooks. “The lucky ticket holder will win $1,000, even if they sat on the beach all day.” ¢

Aquatic life under pressure in the big dry With rivers and streams around Te Taitokerau dwindling to record lows, what does the big dry mean for our region’s freshwater ecosystems? The council’s science manager explains. Northland is in the grip of a major drought that’s having a huge impact on the wellbeing of our communities, our agriculture and wider economy. Another major impact of drought is what’s happening in our aquatic ecosystems. “Current extreme low flows, high temperatures and long daylight hours are putting Northland’s streams under real pressure,” says Northland Regional Council’s science team manager JeanCharles Perquin. “We’ve had a huge deficit in rainfall for many months. Five massive infrastructure projects could be a game-changer for Northland’s future so it’s critical that they’re done right says Northland Regional Council. It’s a once-in-a-generation opportunity for our region, and it’s vital that any development is carefully woven together with the needs of our region’s environment and people. The government has announced funding fourlaning of State Highway One from Whangārei to Marsden Pt, and improvements to the region’s rail link. Additionally, expansion of Northport as Auckland’s port closes, relocation of the naval base from Devonport, and a dry dock to enable large ship repairs have been proposed.

The council is in a unique position as an environmental regulator and a majority shareholder in Marsden Maritime Holdings which has stakeholdings in Northport, so it’s important to preserve that integrity. As a region, we’re looking at some very complex issues and there’s lots we don’t yet know. What we do know is that development must be sustainable, well-planned and, along with our economic and environmental wellbeing, must also consider social and cultural factors.

Those of us of a certain generation will remember the words to that famous anthem by The Who, in which the new boss is hailed as being the same as the old one. Honda seems to have no regard for classic rock lyrics, however, as their new range of TRX quad bikes in the mid-500cc band make up new rules entirely. There are three new TRX 520s to choose from. All of them benefit from the addition of a more powerful, 518cc motor, which has been ECU mapped for ample bottom-end torque and pulling power. It means crisper acceleration and more grunt when it comes time to tackle tough terrain. Teaming up to help seniors Mangawhai’s Te Whai Community Trust has been fulfilling their vision as a free in-home volunteer-based service since their official launch in 2019, following on from the other valuable community work the trust has undertaken since 2015. Now they are seeking volunteers and joining in an information evening on senior citizen’s issues.

Sages volunteers provide companionship, advocacy and support for local seniors in the Mangawhai area. A mission statement that has seen them work closely with many other organisations in the Mangawhai area and beyond. This week, Sages organisers are hosting an open day to attract even more volunteers, on Thursday, February 27 from 10.30am to 11.30am at the Pioneer Village schoolhouse. Those involved with the programme already say it is a rewarding experience: “Ask us what it’s like to be a part of a growing organisation that offers companionship and kindness to seniors and families with young children. We’re open to hearing any other ways you might like to help too!”

In the near future, the Te Whai Community Trust will join forces with Te Uri O Hau, Tangata Development Ltd and Otamatea community services to present an Elders Wellbeing Workshop, on March 28 at the Mangawhai Club from 10am. “Guest speakers Julie Mulligan (Age Concern Whangarei) and Marilyn Brooks (Public Trust) will touch on some sensitive topics such as elder risk and exposure as well as some key information regarding Enduring Powers of Attorney for Property and Personal Care, and Welfare,” said the trust. Empowering engineers of tomorrow u by Andy Bryenton

Northpower is teaming up with Dargaville Intermediate School to host an interschool competition promoting science and engineering for young people. While Whangarei students enter 2020’s Nor thpower EPro8 Challenge at Whangarei Intermediate, those closer to home will accept the challenge in Dargaville. Twenty-five Northland Schools will send 70 teams from years five to eight on February 25 to 28 to undertake a range of engineeringbased challenges. With the top teams from each event making the grade for a Northland grand final. To keep the competition hot, and assure that the solutions young scientists and engineers come up with are spontaneous, the actual challenges teams will be undertaking is a secret until the event. Some past examples include a building a construction crane or a rover to explore the surface of Mars, or calculating how many balloons it would take to lift a human body into the air. It is the first time that a Kaipara school has hosted an event of this kind. Each team is based at a workstation containing equipment that is designed and 3D printed specifically for the Northpower EPro8 Challenge, which has been organised and overseen by Wellington engineer Kelvin Thiele. Kelvin says it is incredibly rewarding seeing what the teams achieve. “Schools

are seeing just how important it is to have children involved in STEM (science, technology, engineering and mathematics) and the children can’t get enough of the event. I love it when you tell the teams what the challenges will be — half of the teams look excited, and half look scared. By the end of the event they have all achieved something very impressive,” he says. It’s a way of making these important subjects interactive and fun, fostering the kind of thinking that will serve New Zealand well in a future where technological change is sure to be fast-paced. Striking while the metal’s hot When Jay Juretich saw the opportunity to fill a market niche and strike out on his own in the world of engineering, he took it. The Dargaville born and bred engineer, who came up through the apprentice programme hosted by well-regarded local engineering works Newmans, has wasted no time in creating a workshop space and securing customers. Jay says that his connection to Dargaville industry is strong. His grandfather was a tyre professional, while his dad is working ‘flat out’ right now as the town’s water transportation operator. Jay’s journey in engineering began more than a decade ago when he began his apprenticeship. Along the way, he’s learned a variety of skills, which are proving extremely valuable to his new company, Jay J Fabrications Ltd, and its customers. “We can handle anything from road trailers and auto chassis repairs through to certification-ready work on big trucks,” he says “With the ability to weld and work with aluminium, there’s a lot of scope in the boating side of things too, but I can fabricate and repair in steel, stainless, you name it. I’ve been doing this for a long time; now it’s time to do my own thing!” That includes taking care of agricultural machinery, and the hard knocks it takes during harvest season, all the way through to assisting with automotive upgrades.

Jay says that there are very few jobs he can’t handle, with his varied and practical background in welding and fabrication. His premises in Beach Road, Dargaville, puts him at the heart of the town’s industrial area, and he’s opening the doors with an open invitation to all those who have projects on the go that need metalworking skills applied. When it comes to rolling stock, Jay has the ability to work with large trucks and trailers, which need welding or repairs to get up to certification standard. It is a vital service in the west Kaipara, where many of our primary industries rely on road freight to move vast amounts of raw materials to where they need to go. The ability to weld and fabricate with both steel and aluminium comes in handy when, for example, both a boat and trailer need an upgrade to be ‘ship-shape’. “No matter what the job, come in and let’s talk it through. Nothing’s too big or small, and I’ll find an answer that will get the job done right!”
