A tender for a feasibility study into developing a high-end, community-based retirement village in Dargaville follows a successful application for funds by Dargaville Community Development Board, after they had been approached by Kaipara Grey Power through their treasurer Trevor Donald recommending that such a project would yield considerable benefits for the area. The tender document from Northland Regional Council’s development agency says cheaper real estate and a lower cost of living are predicted to create growing demand, which is currently only catered for by three existing sets of units and two rest home facilities. The study sets an estimated cost between $3 million and $5 million, and would identify the economic and

social impacts the project would have. Dargaville Community Development Board development manager, Lorraine Davidson, said it took six months to put together the comprehensive grant application, which succeeded in securing Northland Inc support. “The success of the feasibility study and ultimately the construction of a retirement village would be a massive benefit for the town,” said Lorraine. The proposed village would also have a positive impact on community growth as additional housing became available once senior retirees moved into the village. Northland Inc CEO David Wilson believes the initiative will also target those moving north to escape rising city real estate prices. “Auckland’s rapid

house price appreciation has had a haloeffect in other regions as people look further afield,” he said. The study was also part of a wider pitch to try to attract semi-retired New Zealanders in the 55-plus age group who were “still pretty much engaged in work but are cashing up and heading north. That group can add much to the social and business fabric of a community.” David said: “Over-65s have an awful lot to offer the workforce and community, particularly in rural areas.” If the study provides a positive result, the next step is a business proposal for creating the village. Dargaville Community Development Board was formed 12 months ago to support community expansion and revitalise growth in the Dargaville area. 

 The 130th annual Pahi Regatta took place over Anniversary Weekend in perfect weather conditions. The bathtub race proved to be a hit with spectators as inventive competitors vied for the prize purse. A record number of launches added to the spectacle, with entries in several classes from powerboats to large launches, a schooner and a scow gathering from Helensville and Dargaville. A wide variety of food, music and entertainment kept visitors busy ashore over the two day event.

Bridge work gets go-ahead

Northland is officially in drought with an announcement by Primary Industries Minister Nathan Guy last Friday of ‘a mediumscale adverse event’ during a visit to a farm near KeriKeri. “Farmers have been working hard and preparing for these conditions but things are getting tough and there is little rain forecast for the next couple of weeks,” he said “There are significant soil moisture deficits, low pasture covers, low supplementary feed, and maize crops have struggled. “Inland Revenue will be exercising its income equalisation discretion to help provide flexibility and relief for droughtaffected farmers. “Many rural people can be reluctant to ask for help, but it is important for them to know that support is available. “The government is also keeping a very close eye on many parts of the East Coast of the North Island and supporting North Canterbury in their recovery.” A meeting of the Northland Regional Council and all district councils was scheduled for February 7, to discuss implementation of relief measures. These could include assisting Rural Support Trust drought recovery projects including assistance around flexibility with tax payments through Inland Revenue, hardship assistance from Work and Income as well as some emergency benefits.

Funding may also enable rural support to organise community events, professional meetings and mentor hardpressed farmers. The drought is the fifth for Northland in eight years and Kaipara Mayor Greg Gent says recognition for affected farmers is welcomed. “The east coast appears to be far harder hit than the west although it is very patchy, he said. Northland Rural Support Trust coordinator Julie Jonker said there’s been extremely low rainfall levels over the past six months and no significant falls forecast for the next month, while more than 100mm of rain was needed. 

Work on replacing the twin single-lane bridges on State Highway 12 at Matakohe has become a reality with the appointment of a contractor, public consultations on bridge alignment going ahead in the next few weeks and with construction to start later in the year. As a bonus, provision will be made for cyclists. Construction firm Fulton Hogan and engineers, Aurecon, will jointly deliver the first part of the Northland Bridges programme, a $40 million package to replace the Matakohe bridges and one at Taipa with two-way structures. “The replacement of the two bridges at Matakohe will improve safety for all road users,” said Transport Minister Simon Bridges. “The narrow width of the current bridges causes delays during the busy visitor season which are linked to driver frustration and risktaking behaviours which can lead to crashes. For example, there were 15 reported crashes on or near the bridges between 2005 and 2014. “The improvements include a realignment of the state highway to remove the tight bends approaching the bridges. “A new intersection for The Kauri Museum will be built and cycling

connections provided along the Twin Coast Discovery route. “Public consultation on the preferred alignment for both the bridges will take place in the first quarter of this year. This is in addition to the public feedback already collected following a series of open days in October last year. Construction is expected to start later this year.” “The new bridge at Taipa will provide greater resilience during extreme weather events and improve safety as well as providing better connections along the Twin Coast Discovery route between the Bay of Islands and Doubtless Bay.” The proposals also provide two traffic lanes as well as a shared path for pedestrians and cyclists. Matakohe bridge replacement campaigner,:Sue Reyland, says she is “very thrilled with the minister’s announcement. Moving forward will be exciting after campaigning for five years this March.”

Free Alzheimer’s seminar  by Joanna Manson

‘While we work on a cure for tomorrow, what can we do today’ is the theme for a free public seminar on the ageing brain, to be held in Dargaville on February 10.

Dry weather and water restrictions mean the Dargaville Bowling Club’s grass green is out of action for the foreseeable future.

In 2015, 60,000 New Zealanders were diagnosed with dementia, a figure which is expected to triple by 2050. Creating awareness around the ‘ageing brain’ is important says Alzheimer’s Nor thland Kaipara community advisor, Viv Hollis, as two out of three New Zealanders are touched in some way by dementia. At the seminar Dr Malvindar SinghBains along with her colleague, Dr Nasim Mehrabi, will discuss their research on neurodegenerative diseases at the University of Auckland and its effect on the human brain.

“The seminar is open to all age groups and demographics as awareness for all areas of society is increasingly important, says Viv. “It is for anyone who is in any way touched by the issue of dementia, either through personal circumstances, in a work related capacity or out of general interest, and is wanting to learn more about this increasingly challenging condition.” The free seminar will be held at the Town Hall conference room from 10.30am to midday on February 10. 

Drought-like conditions have caused the green to diminish in the summer heat which has made the surface unplayable for the last two weeks. Club greenkeeper, Ray Bell, says the poor condition is down to the water restrictions imposed by the Kaipara District Council. Before the restriction came into place he ran a sprinkler system daily that was set on a timer. “We would water it overnight for a total of 50 minutes and then on hot days after lunch to cool the green down. Now the green is just cracking up and burning off.” Mr Bell said the club applied for an exemption to the water restriction the

week it was issued but hasn’t heard anything since. “I doubt very much we will be able to play on it this season — I think it will be too late. it could possibly come right but only time will tell,” he said. Fortunately the club still has full use of its artificial carpet green. However the real worry for the club is in early March and April when they are set to host tournaments. Without the use of their grass green Mr Bell says they are starting to consider hosting the tournaments at other bowling clubs which would add extra travel time. Replanting the green will be the next step if the club is still without water this summer. 

Keeping up with today’s youth is no mean feat for the older generation but using technology as a tool to make life easier is proving to be a success with SeniorNet training courses and workshops in Dargaville.

Gwen Aldersley who is approaching 78 said she has found SeniorNet to be “fun and a great teaching medium.” After learning more about the PowerPoint programme she has found a way to satisfy her artistic wishes. “I use PowerPoint for my holiday photos and to share my message when taking a sermon at church,” she said. Heather Cashin who coordinates the workshops and courses at SeniorNet said the idea is to “teach them it’s not too difficult to do. “Once they have achieved, they feel so proud to take part in today’s society. It is about keeping our age group up

with what is normal for young people,” she said. Westpac have also partnered with SeniorNet throughout New Zealand and have designed a training programme that is generic to all banks to help teach internet banking. Heather says this helps restore confidence in online banking safety. SeniorNet will be offering two workshops in February, one on social media which will look at Facebook and Vlogging, and the other will look at using the Google search engine. They hold a free open day the third Monday of every month at 1pm. 

Maungaturoto teenager Molly Curnow is the recipient of the Otamatea repertory theatre’s senior youth scholarship for 2016. Molly will use the money to help pay for her trip in April to the National Youth Drama School, in Hastings. “The scholarship has been running for about 20 years,” says Maura Flower, the theatre’s treasurer, musical director and vocal coach. The recipient can use the money as they choose “for their arts, such as lessons or buying a good guitar.” Molly says she’s “thrilled, it makes going to NYDS so much easier. I’m really honoured as there were so many that applied to it. “The course that I’ll be doing this year is screen acting for film and television. The course that I did last year was musical theatre.” Molly says she hopes to  Molly winning the Heather Blyth Trophy at the “learn about the industry and Northland Performing Arts Festival last year gain the skills that will be beneficial for a successful career in theatre since I was about eight years acting and also make heaps of really old. I was doing singing lessons with good connections. Also meeting other Maura and she suggested that I get people who are really passionate involved with the theatre. As soon as about what I am passionate about. It’s I stepped on stage I just thrived on it, an amazing environment. “I’ve been and basically since that experience I’ve involved with the Otamatea Repertory wanted to do it for the rest of my life.” 

ARTS FUNDING APPLICATIONS OPEN FOR FEBRUARY 2017

The final Kai Iwi Lakes (Taharoa Domain) Reserve Management Plan (RMP) was adopted by Kaipara District Council (KDC) in September 2016. The RMP outlines how the Taharoa Domain is to be managed and developed over the next ten years. In order to give effect to the RMP and help with the management of the Taharoa Domain, a Navigational Bylaw is being drafted (by the Northland Regional Council) to control water-based activities, as well as a Kai Iwi Lakes Bylaw (drafted by KDC) for some land-based activities that complement the Navigational Bylaw. Over the summer period the Northland Regional Council, with the support of KDC, are seeking feedback on a draft concept map for the Kai Iwi Lakes. The map can be viewed on Council’s website at www.kaipara.govt.nz . The map shows indicative areas of where activities may occur on the water, and also where land-based activities such as parking and boat ramps could be located. Please note that it is intended to have day parking available at the camping grounds. This is not clearly indicated on the maps. This is an informal consultation round to gain feedback on these areas. To place feedback on the draft concept map please email Council at bylaws@kaipara.govt.nz or alternatively print off the feedback form from Council’s website and return to Council by post to Private Bag 1001, Dargaville 0340 or over the counter at Council’s offices located in Dargaville and Mangawhai or at the Camp Office at Pine Beach (Kai Iwi Lakes). The feedback period will close on Friday 24 February 2017. A formal consultation period on a final draft bylaw will be undertaken later in 2017.

Prohibited Fire Season

Pursuant to Section 22(2) of the Forest and Rural Fires Act 1977 the Rural Fire Authorities of Kaipara District Council, Whangarei District Council and the Department of Conservation, hereby declare a Prohibited Fire Season to be in force from midnight Tuesday 10th January 2017, until further notice.

Thieves steal from fire family  by Joanna Manson

After a devastating fire ripped through their home on Awakino Road, the Gilligan family were upset to find their last remaining possessions had been stolen. A secure garage towards the back of the property contained the family’s only surviving possessions from the fire which destroyed their home on January 28. After returning to the site last Wednesday evening to feed their cat, The Gilligan’s left the garage locked only to return back the following evening to discover someone had broken in. Two mountain bikes, power tools, a chainsaw, a hunting bow and other various tools were taken. Constable Willie Paniora said whoever had stolen the gear most likely didn’t walk off with it during daytime  The site of the devastating house fire hours. Te Ahu Belle was sentenced to two years and seven months in jail following an aggravated robbery of two French tourists on April 24 last year. Mr Belle pleaded guilty in the

Dargaville District Court to confronting the French tourists who were asleep in their campervan before he made off with $320.

The Police Serious Crash Unit is investigating a single car crash on SH12 near Matakohe on February 31.

The sole occupant died at the scene after being thrown from the vehicle.

Fire services were called to a house fire on Awakino Road, Dargaville around 2am on January 28. A family of six escaped uninjured but lost a

number of possessions during the fire which gutted their kauri villa. Vouchers, toys and food have since been given to the family.

Extending Northpower Fibre’s ultrafast broadband fibre network beyond Whangarei will be a significant boost for Northland, says company Chair Nikki Davies-Colley. Northpower has secured contracts to build UFB networks in 12 Kaipara and Whangarei towns – Kaiwaka, Mangawhai Village, Mangawhai Heads, Maungaturoto, Paparoa, Ruawai, Dargaville, Waipu, Ruakaka, One Tree Point, Waikaraka and Hikurangi. The four year project will cost around $30 million. Mrs Davies-Colley says the expansion of Northpower’s UFB network through the Government’s UFB2 initiative is a substantial boost to the region as it will take fibre to a further 9000 premises – adding to the 20,000 UFB premises in Whangarei. “It is fantastic to receive these UFB2 contracts to extend fibre throughout our electricity network because it will be of such benefit to these communities.” Every build must be completed within 12 months and the first connections are likely to happen one month before the completion of each network build. Hikurangi and Waipu are exceptions, with connections available before Christmas 2017. The first town to benefit from UFB will be Hikurangi where the build starts in April. This will be followed by Waipu in June and One Tree Point in July. Dargaville West will be underway in January 2018, Ruakaka in March 2018 and Mangawhai Village in September 2018. Dargaville East will begin to receive fibre from February 2019, followed by Mangawhai Heads South in March 2019 and Mangawhai Heads North in August 2019. The Kaiwaka UFB network build will begin in April 2020, Maungaturoto in June 2020, Waikaraka in September 2020 and Ruawai in November 2020. Work on the Paparoa network will start in January 2021 and be completed in May 2021. Josie Boyd, General Manager Network Assets, says Northpower is looking forward to continuing its partnership with Crown Fibre Holdings and embarking on this further expansion of the UFB network. “Fibre broadband is a real enabler for our community and we see building fibre networks as future-proofing investment in our business. Our team has done a great job with the Whangarei UFB build and they are ready for this next challenge,” says Mrs Boyd. Firefighters take on the challenge  by Anna Harding

Ruawai volunteer fire fighters Renee Gatehouse and Jo Forsythe competed in North Island Waterway Challenge held in Turangi. “The waterway challenge is a timed series of runs where competitors use skills that are used during fire fighting like pump-operating and hose running. It’s a competitive, but fun environment.” says Renee. Renee has been a member of the brigade for two-and-a-half years, and Jo for a year longer. “It was their first serious competition and they came in eighth overall and did the brigade proud.” says Ruawai Chief officer Kevin Evans. “Our brigade in the past traditionally had four person teams competing allround the country but in recent times have struggled to find members who can commit to the time required, so

it’s great to see them giving it a go.” Jo said “the opportunity was put to us in November 2016 and we thought, why not, let’s give it a go. We find it very rewarding and it also gives us a lot more confidence in our roles as fire-fighters.” Renee says “the camaraderie and support we have received from other teams running in these events and also the help from our coach Tim Johnson has encouraged us to continue. “We are registered to compete in three more competitions coming up, including nationals in March. Our goal is to continually improve on our own skills and times.”

A Kai Iwi Lakes open day on Anniversary weekend was full of new experiences and learning for more than 200 locals and visitors. Snorkelling, waka ama, games and displays were some of the activities available. With the retirement of Senior Station Officer Mauri Doughty in November, the Mangawhai Volunteer Fire Brigade have had changes in their leadership team.

Rob Leslie is now the Senior Station Officer and Andy Mace is his new second-in-command. Rob, who has 29 years’ experience as a firefighter, was previously the deputy chief for the Kaiwaka station for 28 years and transferred to Mangawhai 12 months ago. “I have lived in the Mangawhai area for 19 years and it made sense to transfer as Mangawhai was in need of leadership,” he said. A new station is planned for Mangawhai. “We are hoping it’s less

than two years away. We are going through the design stage now. All the land has been given to us by the Kaipara District Council, at the Mangawhai park. “I’m looking forward to the challenge of running a brigade, getting everyone working together as a team and improving the service that we provide. We are attending a lot more medical assists, as we have a memorandum of understanding, with St John. We currently have 18 volunteers, but we are always on the lookout for more.” 

With the summer well and truly here, there’s a hundred and one reasons to get down to the water — whether it’s the lakes, the ocean surf — or the river. While going for a dip in the famously muddy Northern Wairoa is usually not on the cards, entertainment aplenty is centred around its shores as the warm weather continues. After the massive success of the Pahi regatta, expect to see even more boating action on the river and the harbour in the near future. The Commodore of the Northern Wairoa Boating Club and his dedicated team are all about promoting the riverfront, and their plans for the summer months include not just getting involved in the Kaipara Cruising fishing contest, but also a jam-packed fun day combining their famous raft and kayak race, the ever-popular seagull race and even a bird man competition. In the case of the birdman, a dip in the ‘big

muddy’ is definitely the end result, as competitors are challenged to make their own cardboard and canvas ‘flying machines’ in the tradition of Germany’s wacky Flugtag festival. Boating club vessels will be on hand to pluck the aviators from the drink, with a prize for the most successful flight. The raft race is confirmed for March 11, so it’s a good time to start building now. Meanwhile it’s all on for another great grassroots music festival under the shadow of Tokatoka peak in February — the return of Tokafest for 2017 sees

Summer is a season of fun for most of us — but there are many people who view the coming high temperatures and hot days with apprehension. Allergies strike when the sun comes out, but there are ways to breathe easy and enjoy the summer. For those who suffer from allergies, a trip to the doctor at the start of summer is often a necessary chore. Remember when the big three of German automotive manufacturing went to war over horsepower? There’s been similar action occurring of late in the world of off-road vehicles — side-by-sides as well as quads. Now the gauntlet has well and truly been laid down by Polaris, who has just upped the power packed into their Sportsman 1000 XP to match that of a modestlysized road car. That’s right — in an age when you can purchase a four-door hatchback with 70 horses under the bonnet, Polaris is offering a quad bike with 90. Now, this isn’t just all raw machismo. Sure, in terms of grunt and pulling power, 90 horses is a nice number. But the real story here is how Polaris has made all that on-tap power — delivered by an electronically fuel injected ProStar engine — actually reach the ground in a manageable form. For starters, there are three throttle settings, much as you might find in a road-going supercar. For work and standard use there are settings which restrict the full-bore output of the big 1000’s mill, but when you want to open up the taps, a third ‘performance’ setting allows free rein to all 90 of those horses.

The other thing which has had to be modified to accommodate all this power is the chassis and suspension layout. Starting from the ground up, Polaris engineers have overhauled the skeleton of the Sportsman, creating what they call a Rider Active Design. Prioritising a low centre of gravity and stable handling, the new layout also includes arched front A-arms for extra ground clearance and improved approach angles front and rear for fording streams and ditches. You can also expect power everything, from progressive power steering to a Bluetooth-capable digital instrument cluster. Polaris is calling it the most powerful ATV ever — and barring some one-off sporting and racing models, they may just be right. In practical terms, this machine is made for (as the name suggests) sportspeople — those who want to grab the outdoors and shake it by the scruff. But it’s a halo product too — a test bed for cutting-edge tech which is sure to flow through to farming quads as the war for the rural market heats up again. 

Farming infrastructure to beat the heat  by Andy Bryenton

There’s no avoiding the heat of this year’s summer — it may have been a long time coming but now that the hot weather has arrived temperatures have soared and rain is scarce. This puts understandable strain on the farming community, with numerous issues to be tackled as the season rolls on. Water supply and quality, milk chilling and even sensitive electronics out under the hammer of the sun are all bearing up under the load, but maintenance is crucial under this kind of stress. In the field of chillers especially, the strain of a long hot summer may point to the need to upgrade in the near future. Some of this is motivated by the hardworking nature of Northland’s chiller plants — machines which by simple geographic location put in more ‘miles’ than their southern counterparts. With new regulations promised by giant co-op Fonterra soon, the requirements of this apparatus will be boosted to fit in with a more stringent standard. Farmers with ailing or underperforming chillers have been granted a well deserved amnesty, with the rule change pushed back to 2018 in acknowledgment

of past economic conditions in the rural sector worldwide. But change is coming, and local electricians and refrigeration engineers warn that moving early will avoid a rush — with its associated stress — as the deadline looms. Water is also a huge issue right now — sourcing fresh resources and purifying it to the standards demanded by milk companies becomes a trial as the land dries out in summer. Recent advances in solar powered pumping technology and filtration mean that previously unusable sources of water — far flung bores and streams for example — can be tapped at this crucial time. It’s all about balancing that infrastructural spend of course — and with Field Days on the horizon, many farmers will be planning necessary upgrades and maintenance first, with new vehicles and the like taking second place. 
