Providing the lunches has a direct benefit to the children and their local communities, confirming a $216.7 million operating budget and $3.9 million in capital expenditure allocated for the next two years to fund the expansion of the programme. Schools will be included on a ‘needs-based’ timetable, to ensure that all students in lower socio-economic areas enjoy a nutritionally level playing field, better fueling young minds for education. It has meant a large expansion for DHS, where educators, students and the five new catering staff all strongly approve of the programme. Administrator Martine Topia says that the enthusiasm from students for the new menu has been overwhelming. “Some other schools around the country have been part of the programme since 2020, but we’re different in that we’re making our own,” she says. “We’ve upgraded the old hostel buildings, which were once used for boarders, and used this opportunity to create a new student hub as well.” The hostel buildings, long unused, have been transformed with modern cafeteria facilities, a lounge, alfresco dining area and bathrooms to accommodate the new lunch system. Each day, there are three options on the menu for students, with care taken to cater for religious and cultural dietary practices, allergies, gluten-free, vegetarian and vegan options. Student

Hub manager Denise Gosnall says that the menu choices are not just healthy, but also push students to try something new. “For example, coming up this month, we have sushi, frittata, butter chicken curry, cauli salad, lasagne, beef and broccoli stir fry and many more. Select days will see us explore the cuisine of different nations, with the first being a Pasifika speciality.” Lunches include fruit and yoghurt as well as a main, with options for sandwiches and wraps. Kitchen

manager Kim Duder, ex-proprietor of catering company Kim’s Cuisine, says that she and her four locally employed kitchen staff adhere to guidelines from the Ministry of Health, including a 75% fresh fruit and vegetable content in all meals, limited processed sugar and no fried foods. The menu is decided inhouse, with student feedback sought, and prepared using new equipment funded by the government. The aim is to see every student well-nourished, eliminating nutritional disadvantages and promoting better learning.

 Monks from Kelston, Auckland’s Buddhist temple travelled north to Dargaville to assist in the blessing of the Suphan Thai restaurant, in a tradition dating back to the medieval era of Thailand and has its roots in the Buddhist faith of South East Asia. The trio of monks, including the senior abbot of the temple, equivalent to a Christian bishop in status, performed the blessing ceremony. It included a banquet meal attended by friends and well-wishers, alongside the application of holy water and prayers for good fortune. Buddhism is the most prevalent faith in the Kingdom of Thailand today. Many expatriate Thai New Zealanders still follow the teachings of the Buddha in their daily lives.

It’s a big date for the shield-bearing figurehead of our region’s rugby prowess, as he’s half a century old this year! Early pictures of a taniwha on the rugby field have emerged, placing the inception of this tradition in late 1970 or early 1971. Locals ‘outraged’ as hearings end

The final day of hearings on the Mangawhai Central Development was one of controversial statements and proposals, as the developers made a case for progress and existing residents argued for preserving the town’s character, and fiscal and infrastructural conservatism. The comment by Mangawhai Central’s (MC) lawyer that “existing Mangawhai residents can’t decide the future character of Mangawhai” outraged community members at the final hearing day of the proposed Plan Change. It lit up Mangawhai Facebook sites with angry comments, according to the Mangawhai Matters group, chaired by concerned resident Doug Lloyd. “The National Policy StatementUrban Development (NPS-UD) signals a need for a better supply of housing development,” said the legal counsel for Mangawhai Central’s developers, Ian Gordon. “However, that change resulting from development is not in itself an adverse effect. We submit the NPS-UD clearly signals there is no merit to assertions by existing residents that a proposal should be declined because it might appear different to what currently exists.” If approved in full, the new development will be the biggest in Kaipara’s history, providing new retail and housing space to the fastest growing town in the north of New Zealand. Opponents opine that this must be balanced against factors such as cost, overcrowding, loss of character and infrastructural strain. The issue of potable water for the completed

development was addressed, with consultants for MC agreeing that they would build a 100,000 cubic metre reservoir to capture winter rainfall and water flows for the use of new residents. When asked by the commissioners as to the location of a reservoir of such a large size, MC said it had not yet planned for the location of the reservoir. Mr Lloyd countered that such a project would become problematic. “A 100,000 cubic metre reservoir translates into 100 million litres. Comparing this to a 25,000-litre tank, this means something the size of 4,000 tanks! Wherever it is placed, that’s a big blot on the landscape

and a major capital works that will be vested in the council for maintenance and operation.” MC developers pressed their case that a 1,000-lot subdivision should be approved, despite Kaipara District Council’s traffic engineers, Flow Ltd, saying that because of traffic issues, and without a consented connection to the subdivision at Old Waipu Road, the development should be limited to

Grants for creative action

Maori seats decision upheld

Grants from the Creative Communities fund are now open for applications for 2021, allowing those with ideas to beautify or enrich their area with the arts to secure funds.

Examples of previous projects which benefitted from 2020’s round of Creative Communities funding include Te Kopuru School’s student-driven celebration of Matariki, which encompassed a community hangi lunch for Covid-19 support workers, alongside events such as the Mangawhai Museum’s winter series of exhibitions and the musical ensemble concert TokaFest. “Funding applications are now open and will run until March 1 (via the Kaipara District Council’s website, at kaipara.govt.nz/residents/communityfunding),” confirms KDC media spokesperson Ruby Mitchell. The local authority goes on to set out the criteria for a successful application. “Projects must meet one or more of the following criteria; that the project will create opportunities for local communities to engage with and participate in local arts activities, that it will support the diverse artistic, cultural traditions of local communities, and that it will enable young people in the Kaipara to engage with and participate in the arts.” This casts a wide net for many local community artistic projects, especially those driven by community groups, clubs and schools. The establishment of a Maori seat on the Kaipara District Council will not be open to a challenge from five per cent of regional electors, as a result of legislative action signalled by Local Government Minister, Nania Mahuta. She has moved to close a loophole ahead of next year’s local government elections upholding the decisions by nine New Zealand councils to create Maori wards. It ended the provision that these can currently be overturned in public polls triggered by petitions that gather five per cent of council voters. Kaipara Mayor Jason Smith has welcomed the minister’s announcement. “The Maori ward decision was made by KDC in October 2020 in Mangawhai, following months of council engagement with local Kaipara iwi and hapu partners of KDC about whether they would want a Maori ward or not. “KDC asked local Maori because it’s about local Maori. We asked the people whom the decision is about, not people the decision is not about because to do the latter here would be irrelevant, weird and totally wrong. “KDC elected members have sworn an oath to seek improvements in

engagement of Maori with local government processes. Having a Maori ward would certainly bring about an improvement in this, as required by law. “Following the law changes signalled, Kaipara’s single Maori ward will be confirmed into the governance arrangements going forwards from 2022.” Northland Regional Council Chair Penny Smart has also welcomed the news that the central government will remove an outdated, unfair law. She says given more than a third of Northland’s population is Maori, the proposed law change strengthens the existing Maori/council partnership. “As I’ve said previously, a move to dedicated Maori seats will enable council to better reflect Maori values, issues, priorities and aspirations as they relate to council roles and functions, and help us better reflect the needs and aspirations of our entire community.” ¢

Reserves fund bears fruit

Last year the Reserve Contributions Contestable Fund disbursed a large sum to five local organisations; now that investment has come to fruition with successful developments launched and opened.

Grants from the fund made up a large proportion of the Kaipara District Council’s 2020 grants round, with $163,750 going to five organisations. Now those disbursements have seen positive change enacted. Another round of grants will be available this year for similar community projects. One example is the Mangawhai Activity Zone (MAZ), recently the host of New Zealand’s biggest skate bowl event. The sum of $31,161.15 was granted to the MAZ for the development junior pump track. A facility which MAZ spokesperson Ken Rayward says was necessary due to the popularity of the adult-skill-level pump track also on-site. “Younger kids needed a safe alternative which fit with their level of

development and skill,” he says. “Now we’ve managed to design, build and open it, with great results.” Further developments are planned at the MAZ, most specifically the completion of the already wellpatronised skatepark to an Olympic level. Local young skaters already receive tuition there from experts and have achieved sponsorship. A further $120,000 went to the Mangawhai Domain Society, who have used it for grounds upgrades. Mangawhai Historic Village Trust, which is in the process of building a historic gumdigger’s cottage, received $1,830. The Paparoa Lions received funds to refurbish their bushwalk, and the Cheviot Street Reserve’s friends and volunteers got a cash injection to aid in planting. ¢

“Mum was born a Searle in the Northern Wairoa area, and she attended Te Kopuru School. After leaving school at 12 years old she worked on our grandfather’s farm and gained her qualifications in piano playing and then became a piano teacher,” says Barbara. “During the war years, she stayed in Te Kopuru with her grandmother and worked in the office at the Te Kopuru hospital. She had met our dad Jim Kidd and was engaged to him while he was away overseas at war. “They married when he returned, and they lived on their farm on Spur Road, Tatarariki, from 1946 until

1967. Mum was part of the Te Kopuru Croquet Club and the local Tatarariki tennis and table tennis clubs and the Country Women’s Institute. “They moved to Auckland in 1967, and our dad died in 2006. Mum still visited family in the area on a regular basis and has kept in touch with friends all these years. “Mum was excited to celebrate her birthday and get her cards from the Queen and the Governor-General of New Zealand. Having our mum turn 100 years old is very special. She is the first person in the whole of our family to have done that, and we are proud of her.” ¢

International accordionist and musician Kevin Friedrich can’t make an American journey back to his adopted address in New York. He’s sojourning here in Dargaville thanks to the global pandemic. He can, however, take locals on a concert ‘tour’ of the USA. Once again, Kevin has assembled a line-up of top musicians to help present a concept he was planning to debut in 2020 but was forced to postpone due to the Covid lockdown. A new showcase of local performing arts talent is coming to the Dargaville Little Theatre, with a trio of producers urging locals to ‘give it a go’ when auditions are held in March.

 The Dargaville Little Theatre stage has seen mystery, comedy, music, mayhem and magic over the years — now it could be your turn to tread the boards

Little Theatre members Deborah Steele, Anna Russon and Becky Rumsey have joined forces to ‘curate’ a variety show in the style of old times music hall and vaudeville performances, and they are calling for the west Kaipara’s musicians, magicians, dancers, daredevils, comedians and poets to step up, along with any others who have some stageworthy skills to share. “We’re very excited to bring theatre and the stage out beyond our usual world of scripted drama,” says Becky. “There are so many talented people in our community, and after the 2020 we’ve all gone through, we

want to use performing arts to bring people together.” Unlike auditions for a traditional play or musical, the try-outs slated for Sunday, March 13 at 2pm are not intended to select a cast before practice begins. The theme is Kaipara Homegrown, so local, Kiwi-themed or rurally-based concepts and ideas will fit best with the producers’ vision. There’s no limit to the kinds of performances which will be considered at auditions, so long as they are family friendly, not too long and can be enacted indoors safely. Athletes take to the pool In late January the Northland Age Groups Swimming Championship was held in Dargaville at the Kauri Coast Swimming Pool. This three-day event saw 150 swimmers competing from clubs across Northland, and from as far away as Pukekohe. Dargaville Swimming Club had 13 swimmers competing and came away with three gold medals, eight

silvers and seven bronzes as well as 22 finishes in the top six placings. The Dargaville Swimming Club is coached by ex-New Zealand representative Glen Smith, and will soon host another big event in the pool. On February 13 the Long Course Carnival hits the water from 10am; a test of endurance featuring swims of up to 400 metres at a time.

How the west was fun

Regatta days a hit

The small town of Waimamaku, north of the Waipoua Forest, is famous for two things. The first is its status as the gateway to the kauri to the south and the Hokianga to the north. The second is its annual Wild West Fest.

Sun and sea, bathtub and boat races, a wharf dive ‘bombing’ contest, mussel fritters, sideshows, children’s bouncy castles and live music and dance — that was the recipe thousands of visitors enjoyed during the two-day Pahi Regatta for anniversary weekend.

Appropriately situated on the west coast of Northland, Waimamaku celebrates the big-screen image of America’s wild west once a year. They pull out all the stops to turn their town from classically Kiwi to distinctly 1880s USA. This involves mounted desperados firing (simulated) six-guns in the air, locals dressed in period costume, staged shootouts between ‘ornery outlaws’ and the ‘sheriff’s men’, and much more. Previous years have seen additions such as cheese rolling and other country sports, as well as a whole lot of western-style hospitality. Visitors to the 19th annual Wild West Fest on March 6 this year will discover not just the roping, riding, shooting and flashing spurs from their favourite John Wayne and Clint Eastwood movies, but also the music, food and drink of old times. A bit of old-fashioned charity is also part of the proceedings. In previous years, for example, friendly western bandits have helped ‘rustle up’ donations for good causes, including defibrillators for the local medical clinic. The real wild west era may only have lasted until the great plains were fenced in by farmers, but the spirit of

the era lives on through this annual celebration, which combines our own west coast love of a good party with the imagery and pageantry of the old United States. Festivities begin at 10am and lasts all day, so be early to catch all the action. ¢

“A resounding success full of family fun times,” was the verdict from Pahi Boating and Fishing Club Commodore, Darren Sheppard. A small army of club crew and volunteers manned the regatta control, safety and marshalling areas as well as a hot dog and mussel fritter stall, while more elaborate meals were also available from the Pahi Hall kitchen. Away from the crowded shoreline, the huge marquee provided welcome shade and flowing refreshments, various classes of Miss Pahi contests ranging from tiny folk to teenagers, as well as a less-dignified beer belly contest for

the males. Live music saw much dance enthusiasm as the night-time took over. “This year marked 134 years that the regatta, with some gaps during the war years, has been going since our pioneer forebears first rowed some Kaipara punts across from Pahi to Whakapirau,” said Darren. With the Covid-19 alert in closedborder force, most regatta goers hailed from many parts of New Zealand, with launch, runabout, kayak and bathtub racing attracting entrants from Mangawhai, Hoteo and beyond as well as members of boating fraternities in Helensville, Ruawai and Dargaville. ¢

Driving out for choppers  by Andy Bryenton

Amid a busy season for classic car and hotrod owners, a special charity road trip to benefit the Northland Rescue Helicopter service stands out, with a one-day drive from Whangarei to Dargaville on February 28 seeking to raise funds for the flying lifesavers. Organised by Whangarei Classic and Sports Car Club member Phil Schultz, the charity run is open to all comers, on two wheels, three or four. Entrants pay a $20 donation to join the procession, from the rescue helicopter HQ at Kensington Stadium, Whangarei across to Dargaville; every cent goes to the helicopter trust. There will be raffles and spot prizes for those participating to keep spirits high. “Our car club has done some fundraising for the rescue chopper over the years, but recently I received a call from them asking four some new ideas,” says Phil. Acknowledging that Covid-19 has made the recent months difficult landscape for fundraising, he hit upon the idea of a one-day road trip to the Kaipara. “We’ve taken part in organising these runs for cancer appeals, for the RSA and for other groups. Doing one for the Northland helicopter seemed a logical step.” Participants will make their way via a scenic route to Dargaville, leaving Whangarei at 10am on Sunday, February 28 and arriving at their destination for 11am.

Ride for a caring legacy  by Andy Bryenton

A memorial ride and drive honouring the life of a well-remembered Baylys Beach local lost to the sea will take place on February 20. Proceeds from the memorial cruise will go toward helping other families suffering grief and trauma. Rachael Ashford of Dargaville’s multiagency Whanau Focus Centre says that the event, open to all motorcycles, classic cars, vintage vehicles and hotrods for a koha donation, is a tribute to the life and legacy of Kelsi Wood. The Dargaville and Russell volunteer firefighters have both come out in support of this cause. “Kelsi was a single mum; she had a zest for life and a strength to overcome challenges she faced. Kelsi was a loving and devoted mum. Sadly, on February 21 2020, she drowned at Baylys Beach while saving her young daughter,” said Rachael. “Her family, friends, colleagues and those who were with her and helped with the rescue suffered shock and grief. It was a loss for the community and the many children who attended the kindergarten where she worked.” Volunteer group Victim Support was called in. However, immediate

assistance for such a large group was required; Whanau Focus members stepped in to assist. Now, they plan to memorialise the young mother, with funds from this event going to Whanau Focus, to provide immediate care and assistance in the Kaipara for any group or family that suffers trauma. The ride will depart Sharky’s at Baylys beach at 10am, proceeding to Russell in the Bay of Islands by 1.30pm, meeting at the Duke of Marlborough Hotel. Participants will then make a short journey south for the unveiling of a memorial to Kelsi at the Long Beach Cemetery. Upon returning to Dargaville at 5pm, riders and drivers are invited to a post-cruise music performance and get together, along with the general public. The venue is the Central Hotel, where Topaz Johnson will entertain and cold drinks, and hot food will be available. ¢

Waitangi catchment, Omapere/Opononi, some Bream Bay stations and Paparoa have received normal rainfall while most other have received 30 to 70% of typical January rainfall so far. Many rivers are now below Drought Minimum Flows, and quite similar to flows this time last year. Ground water in all aquifers except the Aupouri aquifer are below normal. Conservation of water and adhering to the water restrictions is extremely important.
