Mr Maurice Doughty has been awarded the Queen’s Service Medal for his contribution to the New Zealand Fire Service and Ms Jillian Corkin will become a member of the New Zealand Order of Merit for her services to education. Mr Doughty has been involved in the fire service for 56 years and with his brothers and his nephew, the family have clocked up around 270 years of service to the fire service combined. “I think [the medal] is not only recognition of my years of service but recognition for the whole family. That aspect of it makes me very proud.” Mr Doughty was born in Auckland and first joined the Auckland Metropolitan Fire Brigade at Point Chevalier in 1960 and moved to Mangawhai in 1996. He retired as an operational firefighter in 2014 and has continued his involvement as Nor thland Fleet Coordinator. He was also the volunteer Civil Defence Coordinator for the Mangawhai area for the past five years, stepping down last year. Mr Doughty says he could not have kept up his service for as long as he did without the support of Judith, his wife of almost 52 years. Ms Corkin has had a 30 year career in education and retired in 2015 as founding principal of Snell’s Beach School. She puts her dedication and success down to her passion for the education sector. “I have really been passionate about

all of the various jobs I have had in the education sector over the years. I loved having the ability to contribute towards education for children and advancing the sector. “I have been really lucky to have a career that I enjoyed and because of that the more I got involved the more I got hooked.” She has also been principal of Victoria Avenue School in Remuera and Pakuranga Heights School and helped establish principal training courses at Massey University in Palmerston North and Albany. Ms Corkin has been elected as vicepresident and president of the Auckland Primary Principals’ Association. After her retirement Ms Corkin was convenor of the 2016 Trans-Tasman Conference and worked to organise the hosting of more than 900 delegates from

 Out with the old for the new year — 2017 has arrived with a bang for Dargaville Ford, who are set on expansion of their operations into what was once Dargaville’s Mitre 10 store. A carefully controlled demolition dismantled the long-vacant former hardware store, clearing space for a bigger display yard and facilities for the blue oval brand. The current demand for new vehicles — especially the Ranger utility — has seen Lindsay and his team ‘feeling the squeeze’ as Ford’s line-up expands, and now there’s room to spread out, giving customers a better look at what’s on offer. There’s still much to do before the site is transformed from a hollow shell to a showcase of new cars, but the work is proceeding swiftly as heavy machinery weighs in for a spot of civic improvement.

Feedback requested for lakes bylaw

The Kaipara District Council and the Northland Regional Council is calling for public feedback regarding both a navigational bylaw and the Kai Iwi Lakes bylaw to help with the management of the Taharoa Domain.

The plant manufactures bovine serum, the end product of bovine blood which is collected from the nearby Silver Fern Farms abattoir and used to make vaccines. Every half hour 200 litres of blood is shifted from the Dargaville Silver Fern Farm Plant and transported to the Pristine Biological laboratory on Mako Street. Managing director Dr Anand Kumar says he is very pleased with the progress made over the first year of operation and they have outdone their business plan. “Our estimated budget was 95 tonnes of bovine serum and we have processed 173,000 tonnes. “There has been a huge drive for vaccinations in India and the Indian government wants to increase

productivity for dairy cows,” Dr Kumar said. He says the plant has the capacity to grow and if the demand continues to increase more jobs could be created. Silver Fern Farms Dargaville plant manager Lance Warmington says Pristine’s successful year is a credit to Dr Kumar and Pristine Biologicals director Dr Vijay Dasari and the effort they have put into building a good team. “Their strategy is very community focussed. They have a very strong sense of social responsibility which fell in line with Silver Fern Farms’ values.” Pristine Biologicals is owned by Indian Immunologicals Limited which is also a major player in the human vaccine market in India and focusses on pediatric and rabies vaccines. 

This follows the adoption of the controversial Kai Iwi Lakes — Taharoa Domain- Reserve Management Plan in September last year. The navigational by-law will control water-based activities whilst the Kai Iwi Lakes bylaw will deal with landbased activities that complement the navigational bylaw. To give effect to the reserve management plan and to help with the management of the domain the navigational by-law and the Kai Iwi Lakes bylaw will be drafted by the NRC and the KDC respectively. Over the summer months the NRC with the support of the KDC are seeking feedback on a draft concept map for

the lakes. This map is available on the KDC website and shows indicative areas where activities may occur on the water and where land-based activities such as parking and boat ramps could be located. To place feedback email bylaws@ kaipara.govt or print off the form found on the KDC website and return to Council by post to Private Bag 1001, Dargaville 0340 or over the counter at Council’s offices located in Dargaville and Mangawhai or at the Camp Office at Pine Beach. Feedback period closes on February 24 however a formal consultation period on the final draft bylaw will occur later in 2017. 

Celebrating a century

Parenting course pays off

A Norfolk Court resident turned 100 years old last month and celebrated the occasion with her family and friends.

Recent graduates of The Incredible Years parenting programme are encouraging other parents and caregivers to make the most of the course including fathers.

Cyril Margaret Clarke fondly known as ‘Winks’ to her nearest and dearest reached the milestone exactly a year after moving into the rest home. Mrs Clarke arrived at the Norfolk Court on December 18 2015 which was also coincidentally her 99th birthday. One year on, and still going strong, she received cards from the Governor General, the Queen and a variety of members of parliament. Rest home recreational officer Shona Anderson organised Mrs Clarke’s birthday party and says from what she has observed she has always been a battler. “She travelled extensively when she was younger and didn’t marry until she

was 77 years old. “She liked to keep going and is a fun loving person. When I was going through her albums to find photos for her birthday there were postcards from all over the world.” Mrs Clarke spent a large portion of her life working as a store manager for the Devonport Naval Base and now takes it easy at the rest home. “I felt privileged to organise such a special event. It was a great day to be able to share with her and her family,” said Shona. “This is the first 100th birthday that we as Norfolk Court have organised and the first 100th birthday we have had here for around 13–14 years.” 

This group of graduates included two fathers and accredited group facilitator Katy Edmonds says she is pleased to see more men getting involved. “People might think there is shame involved with doing a parenting course but our course is non-judgemental and very supportive.” Karl Hutchins says he really enjoyed taking part in the programme and felt it offered him a lot. “Being one of the few males I found it very engaging to have the support to bring my children up in today’s world. “I found it even better to see more male role models coming along and supporting their partners to grow strength between each other and build stronger bonds with their children. The course is put together very well to promote parent and child happiness resulting in a happy household,” he said. Daria Radich, who is new to Dargaville and originally from Russia, says the

course helped her to learn new ways of communicating with her children. “It is important for everybody to have this kind of support and good for international people and those new to the area. Every parent needs help with their relationship with their child,” she said. Katy says it is important for parents to know this course is not just for those with ‘problem’ children, but for anyone seeking to learn new parenting skills and techniques. The 15 week course is funded by the Ministry of Education and presented by the Early Years Hub in Dargaville for anyone raising children aged from three to eight-years-old. The next programme begins on February 23 and is run by Katy Edmonds and Kim Hill. After graduating from Victoria University with first class honours, she performed in several professional and awardwinning productions. She then began working for a commercial law firm where she discovered an interest in business. Where It’s Easy to Live Roadworks for January 2017

Kaipara Community Health Trust

With the roads starting to dry up as we head into the summer months, please be aware of the increased dust nuisance from travelling on unsealed roads. Drive courteously and adjust your speed accordingly (drive to the conditions). Consistent and gentle acceleration and deceleration can greatly reduce the occurrence of corrugations especially around the end of sealed areas and hill sections. Routine works planned on Council roads throughout the whole district during January include pothole repairs both on unsealed and sealed roadways as they are identified and the clearing of culvert inlets and outlets. Maintenance patrols have been replacing many reflectorised edge marker pegs and this will continue as well as replacements and repairs to road signs. Area specific works planned during January include: • Minor bridge repairs throughout the district; • Urban spray round – Dargaville area; • Maintenance grading throughout the district when conditions are suitable; • Unsealed/sealed pothole repairs throughout the district when conditions are suitable; • Water table restoration – Cole Road and surrounds, Valley Road and surrounds; • Pre-reseal repairs – Baldrock, Whakapirau and Settlement Roads; • Drainage improvements – Avoca Road, ongoing; and • Sight improvements – Avoca Road, ongoing.

Kaipara District Council invite expressions of interest to fill two trustee vacancies for the Kaipara Community Health Trust (KCHT). KCHT has the objective to ensure there are health services available locally for people in our community to access. The Trust has been highly effective over the last 21 years in protecting and enhancing the services available on the Dargaville Hospital site. The new Trustees will be able to build on this legacy by advocating on behalf of all Kaipara communities and ensuring through good governance that the Trusts current assets are well managed for current and future community needs. Council is seeking to appoint two Trustees from residents residing in the historic Central and West Coast wards. They would join other members of the Trust in quarterly meetings of the Trustees and other subcommittee meetings as required. These are unpaid voluntary appointments who are eligible for reimbursement of some travel expenses. Expressions of interest are invited from interested people who are passionate about the provision of health services locally. Community Assistance Grants

Kaipara District Council’s community assistance grants are now available for community organisations wanting capital or operational funding to continue their work.

We may experience some delays with work programmed during the month of January if weather restricts plant movements and progress; however, the majority of works will continue.

Organisations that could provide services to the Council and community, that the Council would otherwise provide, could also consider a Contract for Service with the Council. This is a formal agreement for delivering services the Council might otherwise provide for Kaipara residents and visitors.

Area specific works completed during the last month include: • Drainage improvements – Valley and Mahuta Roads; • Sight improvements – Kirikopuni Valley and Avoca Roads; and • Waihue, Parore West, Pouto, Station, River and Pukehuia Roads.

Please note that all completed applications must be received by 4.30pm Friday 03 February 2017.

All routine work is done in cycles across the district. In endeavouring to provide good roads at the most economic cost, sometimes only spot grading and metalling is done as it is about one-quarter of the price of blanket metalling and grading that has tended to be done in the past. Restricted Fire Season

Please be reminded that there is a Restricted Fire Season in place, until further notice. The restriction will remain in force until weather conditions and fire danger indicators warrant its uplifting and applies to all land in the Kaipara District and Whangarei District except Matakohe/Limestone and Rabbit Islands where a permanent Prohibited Season is in place. The lighting of fires in the open air is restricted and permits are required. Permits will only be issued where the lighting of the fire cannot be delayed until fire danger reduces and no other alternative method is available e.g. mulching or landfill of material. All fires in the open air require permits with the exception of the following: Commercially constructed barbeques, incinerators (complying with NZS 5262, 5435 and 5442), cooking fires such as umu, hangi and spit fires, subject to the following conditions:

Summer electrical safety tips Watch out overhead  Dargaville Combined Churches Foodbank were able to spread the Christmas cheer this season thanks to donations of Christmas cakes made and decorated by the Northern Wairoa Cake Decorators Club. “It’s so nice to be able to give something Christmassy when we put our food parcels together,” says Combined churches secretary and treasurer Heather Cashin.

If you are handling any tall object near power lines, e.g. ladders, aerials, scaffolding, boat masts, kites, fishing rods and farm machinery, keep an eye on what is above you and don’t let it come in contact with powerlines. You should keep yourself and any objects you are handling, at least four metres away from overhead power lines.

 Christmas came twice for these young holiday makers who entered the Pahi Fishing and Boating Club’s sprat fishing competition on New Year’s Day. There were winners for the biggest, smallest, fattest and several other sprat categories, but at the end of the morning’s fishing, everyone went home with a prize, after a sausage, soft drink and ice cream lunch. Sun lotion and hats were well applied when the anglers were supervised on the wharf by parents and guardians.

Funds were raised through a staff fundraising night and the packages will be distributed amongst the community. Alfresco dining is the order of the day this January, as the summer weather adds its own particular charm to those convivial get-togethers. Around the district, cafes and restaurants have rolled out the red carpet for visiting guests, with some surprising and delightful additions. After a lot of hard work the Thirsty Tui in Paparoa unveil their garden bar — a labour of love which sits nicely with the retro-vintage feel of this friendly gastronomic destination in the valley. Farm security needs stepping up From finding a butchered sheep carcass in a paddock, to the wholesale theft of stock, the rural sector is no stranger to thieves, rustlers and poachers, and the summer holidays are a particular time to be on guard. But to catch those responsible, the farming community needs to be ever vigilant, and it appears not enough farmers are reporting their losses. Farmers need to get smarter about security and work more closely with police to deter and catch offenders, Federated Farmers rural crime portfolio leader Rick Powdrell says. More than 1,000 farmers from all over New Zealand responded to a recent online survey, with 26% saying stock had been stolen from them in the last five years. More than 3% had been hit by stock thieves five times or more since 2011. Around 35% of respondents suffered theft of stock or farm equipment in the last two years. Common targets included chainsaws, shearing gear, generators and fencing tools. Fuel was stolen from 25%, household items from 8% and, worryingly, nearly 2% said firearms had been taken. Nearly half of property thefts and 75% of stock rustling/killing were not covered by insurance, and of those that were, 40–50% of farmers did not make a claim — usually because of the excess on the policy.

Rick Powdrell says it is telling — and wrong — that nearly 60% of respondents said they had not reported stock theft to police, and 38% had not reported stolen property. Common reasons cited included that farmers didn’t think police would be interested, that police resources were too stretched, or that the theft was discovered days or weeks after it happened. “Police have told us time and again at rural crime workshops they’ve hosted with Federated Farmers and FMG this year, that they want to hear about all offending,” Rick Powdrell said. “It helps the local police build a comprehensive picture of what crime is happening, where and at what time. They can direct their resources accordingly, and it considerably boosts the chances of making arrests, or at the least providing accurate information and warnings distributed via Rural Neighbourhood Support and other networks.” Reported crime also underpins the case for extra police resourcing for rural areas, he says. The October survey shows that farmers are taking deterrence measures

themselves (38% have installed sensor lights, 20% have security cameras and 35% had placed their dogs’ kennels by sheds). However, 47% said they did not have locks on sheds. Some 22% belong to rural support groups and many more say they cooperate with neighbours, including taking down details about unfamiliar vehicles in remote areas. Rick Powdrell says it is alarming that just on 46% reported poaching incidents in the last 12 months. Comments were lodged that it was daunting, even frightening, hearing gunshots at night and/ or confronting people with rifles who had no permission to be on their land. “Farmers should not  Rick Powdrell hesitate to report crime and should regularly review their security measures,” Rick said. “We have to play our part. Fonterra appoints communications head There’s a new face of media management at dairy giant Fonterra for 2017 with the co-operative group appointing a new director of communications. Fonterra Co-operative Group Limited announced the appointment of Helen Moore to the role effective from January 1. Helen, who has been heading up Communications in an acting capacity since September, brings more than 15 years’ experience in business management to the role. Summer safety reminder

Police are issuing a reminder to stay vigilant about security and safety over the summer. Local police say they have prepared for a busy holiday season by bringing in additional staff. Senior Sergeant Rob Huys says this means police are able to conduct additional patrols in the area. “The focus has been on preventing crimes, road safety and being accessible to the public. Foot patrols in town are being conducted on a regular basis. “If residents are leaving the area for their own holiday, I urge them to take steps to secure their dwellings. We are aware that the increase in numbers in the area is consistent with tourists visiting during the holiday season and we need to be more aware of crime prevention options that can be taken. “Tourists visiting the Kaipara area can also take some basic steps to protect themselves and their property. It is quite easy to forget these when on holiday because everyone is having fun, but we don’t want anyone’s holiday ruined.” Sgt Huys said extra staff were on foot patrolling major campgrounds and

drinking establishments on New Year’s Eve with minimal major incidents. “The mood was mostly positive on the night and members of the public were very appreciative of the police presence.” Sgt Huys encourages people to be mindful of taking necessary crime prevention options and issued the advice below: • Ensure that your property is locked up and secure before you go away. • Arrange for your neighbours to keep an eye on things while you are away and if possible clear your letterbox or even mow your lawn. • Ensure that vehicles are locked up whilst visiting beaches and keep valuables out of sight. • Drive carefully, take your time and plan ahead. • Report any suspicious behaviour to police immediately. If it looks like a crime in progress don’t hesitate to call 111 or *555 for traffic related matters. 
