Cap set on rates increases

The final meeting of the Kaipara District Council for 2022 ushered in financial tidings for 2023 and beyond, as elected members confirmed lower than projected rates increases, and a cap on future rates rises.
During the final year of the Smith administration, keeping rates rises down was a hot topic of discussion around the council table. Staff were instructed to find ways to keep the increase below seven per cent. When reviewing projected rates revenue for the Annual Plan, spanning the current and forthcoming financial years, current councillors were informed that the real figure was crushed down to a much smaller 4.86 per cent.
“In my campaign, I pointed out that I was worried about the global financial outlook in the immediate future and the
effects on the cost of living. If we, as a council, can protect ratepayers during these times by keeping rates affordable, we will,” said Mayor Craig Jepson.
There were concerns aired during that initial debate in 2022 that savings made now may just be deferred, meaning that large rates hikes would manifest for 2023 and 2024. Figures as high as double digits were tabled as a worst-case scenario. However, the Jepson administration council has voted for a rates-rise cap of no more than five per cent, for the financial year spanning that period.
The Long Term Plan budgeted for a 7.13 per cent increase in rates revenue, delivering $39,734,000. It has been revised to a reduced $38,899,000. For the next financial year, beginning mid2023, the council is projected to take approximately $41 million in rates, with that five per cent cap in effect to cushion households against cost-ofliving pressures.
It will put the rates-rise cap lower than the projected official cash rate at 5.5 per cent, and much lower than the inflation rate.

The barbecue and raft race capped off a busy year with close to 150 call-outs attended. Trophies were also awarded, with Chief Fire Officer Paddy Thornton taking home the Lloyd Eager Cup for best brigade spirit, and firefighter Greg Holst named firefighter of the year. victory for the Northern Wairoa Ladies Golf Club, as their top team beat all comers in the New Zealand national teams competition.

Each year, this contest of skill on the greens and fairways unfolds across multiple stages and is challenged by every golf club in the nation. Initially, each club totals up the scores of its best female players, putting together a team that’s the best of the best. For 2022, the Northern Wairoa club put their faith in Lorraine Witten, Colleen Hope, Janine Tregidga and Lena Tewaiti.
“The result was an amazing achievement for the Northern Wairoa Ladies Golf Club,” says team president Lorraine Guy. “The team was presented with the New Zealand trophy and also received engraved medallions.”
The road to the trophy was paved with lots of practice, determination and a
stellar performance on the day of the big final. A home-team advantage may have played its part. The Northland final was held at the Northern Wairoa team’s links, overlooking scenic Baylys Beach. Teams of four from around the north gathered to tackle the 18-hole challenge, and of the fourteen who started, the NWLGC ladies who accumulated the best score.
It was then sent to the governing body of the competition, which received high scores from every province in the land. Comparing notes, they found that Lorraine, Colleen, Janine and Lena had posted the best game across the entire country, making them supreme champions.

Northland political figure Shane Jones will be the guest speaker at January’s meeting of the Mangawhai Liniment Club, a gathering of locals who enjoy regular gala dinners to support worthy causes.
Mayor Craig Jepson has helped to organise the forthcoming event, which follows on from successful fundraising dinner engagements with former All Blacks Graham Mourie and Eric Rush. He says that the choice of name for the club came down to the prevalence of liniment across all kinds of sports as a soothing balm to get rid of aches and pains. The club of the same name spreads ‘good feeling’ with donations to charity.
“This time, all donations will go to Te Whai Trust,” says Mayor Jepson. “If we can fill the venue with 150 patrons, it will be a sizable donation. Being an election year, I can see Shane being a great drawcard, and I hear he is a very good presenter with plenty of intellect and humour.”
The Liniment Club will meet on Thursday, January 26, at the Mangawhai Club. Members of the wider public are invited to book a table for a catered dinner followed by a candid and spirited talk on ‘the sport of politics’ by Mr Jones.
Whether this event will provide a platform for him to outline his plans for election 2023 remains to be seen. Still, as the mayor says, the real winners on the night will undoubtedly be the Te Whai Trust.
“They focus on helping those in our community who are vulnerable, isolated and have needs that are not presently being met by the limited social services available,” Mr Jepson said.

p A new mountain bike adventure park just outside Dargaville moved from planning to practical construction as community groups pitched in to bring it to fruition. The Babylon Coast Road facility sits within a 440-hectare pine forest. Kaipara Cycling Inc secured the plantation with a 20-year lease and even bought a digger to begin cutting trails. “The aim is to have a quality park the locals will enjoy in their own backyard. We also want to encourage other riders from around the country to come and visit,” says Dargaville cycling advocate Sadie Cogan.

p A traditional welcome, complete with waiata from the students of Poutō School, paved the way for Mayor Jason Smith and a group of local governance dignitaries to celebrate the start of work on a new wharf for Poutō. “It is 20 years ago when I stood here with Waikaretu Marae’s kaitiaki and said let’s build a wharf,” said Mayor Smith. Technical delays slowed the build, which is set to be completed by the end of summer.

p Te Kōpuru will benefit from five years of structured assistance and funding from a major Department of Internal Affairs programme. The invitation for the town to join in the DIA’s Community Led Development scheme came late on Matariki weekend, as townsfolk gathered to celebrate what is, in Māori lore, a time of new beginnings. News that Minister of Internal Affairs Jan Tinetti had greenlit Te Kōpuru’s involvement was met with joy by community leaders.

Otamatea High School students turned out in flamboyant costumes to run and walk the 2022 Relay for Life in April, raising donations for the New Zealand Cancer Society. Students and staff took to the town with donation buckets during the day. p Artist Janno McLaughlin conceived a way to highlight the humanitarian crisis in war-torn Ukraine during June, using art to send a metaphorical hug to the civilians whose lives have been upended. The Dargaville Arts Association decided to get involved. A stack of 30-centimetre squares was completed by locals, then sent to Ms McLaughlin to add to her finished project.
p Eighteen months on from its first awareness-raising line in the sand protest, the Save Our Sands group in Mangawhai gathered an even bigger crowd of supporters for a major protest. Families, individuals and their dogs met at Mangawhai Heads beach, forming a gigantic SOS symbol on the sand. In the end, one sand mining resource consent was denied, but another was granted with strict conditions.
p A protest against proposed emissions taxation for farms saw a varied convoy of vehicles take to the streets of Dargaville in late October, part of farming advocacy group Groundswell’s repudiation of government over-regulation in the sector. The peaceful protest managed to influence a u-turn on emissions, after proposed rules on greenhouse gas taxation provoked ire.

Company director Craig and manager Michael, in their big orange, white and red trucks, have just completed a busy summer holiday season, rescuing those who have encountered mechanical misfortune on Kaipara roads. Along with experienced drivers Peter Gibson and Scott Vallance, they have the Kaipara covered. With a territory spanning an area many times the size of municipal Auckland, the intrepid drivers are no strangers to helping people out of tight situations.
They’re also ready to roll out more moving power for the new year. Late in 2022, the company took delivery of a powerful new flat deck truck, complete with a winch that can load large objects directly onto the bed. After Boss recovid froma big New Yeer eve knees up he hada ina woolshed wiv the naybers and his mates, we was having smoko ina house agin, ’cos it was poring rein down again, an’ Boss hada bit of a talk with Sharlene about stuff.
“We okay ona farm,” he sed. “We got loads of tucker, but wot about ina towns? Peeple paying heeps for tucker.”
Sharlene said she hada look ona komputa over the holiday, an’ then sed in her skoolteecha voice: “That’s going to be a big election concern. What’s government going to do about the higher cost of living and interest rates? “
“Well, we gonna see wot the Budjit does before the ’lection,” seda Boss. “We’ll see if they kin come up wiv a plan.”
Sharlene said: “The National Party wants tax cuts. ACT wants to cut spending.”
“That’s OK,” seda Boss. “But I wanna know wot’s all the fuss about carbon, an blammin’ us farmers alla time. Why we gotta pay wen Europe, Asia and ’Merica

“But deah, this three waters stuff. It’s being called ‘co-governance’ because there will be iwi sitting on the new water boards. New Zealand has signed the United Nation Declaration on the Rights of Indigenous People but the ACT party and National Party reckon Labour is going too far. That’ll be a big election issue.”

Northland Regional Council (NRC) is publicly notifying its intent to apply aquatic herbicide Aquathol K (active ingredient endothall) to one Far North lake and two lakes on the Poutō Peninsula to control the pest plant hornwort (Ceratophyllum demersum). The lakes are on private land except Lake Tutaki southern pond which is on public conservation land. Aquathol K is a selective herbicide that only affects the target plant species listed above, breaks down into natural elements and doesn’t affect other native plants, fish or invertebrates.
The application is scheduled to take place between 16 and 27 January 2023. The application will likely take place early in the morning and is weather dependent.
