The Ministry for Primary Industries is contributing nearly $700,000 to the new trial with an additional $300,000 in cash and in-kind support from Northland Inc, Picot Productions, Landcare Research, Plant & Food Research and local landowners. “The findings of a six-month feasibility study we supported late last year were encouraging,” says MPI’s Director of Investment Programmes. Steve Penno. “This new project will build upon the initial findings to determine whether it’s financially viable to plant, harvest and process peanuts at scale.” “The peanuts will be grown at seven sites across both the Kaipara and Far North Districts, over the two-year life of the project,” says Northland Inc manager Vaughan Cooper. “While it’s already clear that returns are possible from peanuts, we also need to factor in the commercial equipment required for harvesting and drying. We’ll be doing extensive economic modelling to determine whether the costs are worthwhile when producing peanuts at scale.” The news has been welcomed by Kaipara Mayor Jason Smith. “It’s great there is new investment and confidence coming for peanuts as a new crop in Kaipara. We planted a seed and it’s growing now, taken up by others and utilising Kaipara’s great soils. peanuts for his Nelson-based business and says he “has long dreamed of producing from home-grown peanuts. “Plant & Food joined forces to develop a trial programme and saw good seed imported from Africa and three trial crops of around 100m2 planted in the Dargaville area,” he said. “Staff hand shucked and roasted some 10kg of the Northland nuts and made three jars of peanut butter, one of which was returned to Northland, another donated to the Nelson Provincial Museum, and the last one is on display at Pic’s Peanut Butter World in Nelson. Freedivers eschew oxygen tanks and scuba gear to enter the underwater world utilising their breath alone, and can descend to incredible depths through training and mental discipline. The camp will see proponents of the sport learning about nutrition, relaxation, advanced breathing techniques and more, to break new personal records in ‘the opposite of mountain climbing’. The Dargaville Arts Association has received a grant from the Ministry of Culture and Heritage to deliver an educational course in the traditional Māori arts.
The Fight the Tip campaign, opposed to a planned mega-landfill for the Dome Valley and the perceived threat to the marine life of the Kaipara Harbour, has received a boost with new funding and a hearing date for an appeal in the Environment Court.
Thirty students have already signed up for the free course, including a special exhibition of traditional weaving and textile arts. The course, and accompanying gallery exhibition, will feature disciplines such as creating tukutuku panels and kahu huruhuru or feathered cloaks. The planned rubbish dump for Auckland refuse by Waste Management Ltd, a Chinese owned company, received approval in a split decision by commissioners who heard public submissions last year. Fight the Tip appealed to the Environment Court and has learned the hearing is expected in June. “We are very pleased to advise that we have been awarded $24,500 from the Ministry for the Environment as a contribution towards the costs of our legal case to oppose the Dome Valley Landfill in the Environment Court,” said FTT executive member Michelle Carmichael. “Although the funding approval can not be taken as an indication that the ministry endorses the specifics of our case, it was awarded because they consider that our case raises matters of significant environmental public interest. It will be a great help to cover our costs, and we still have the opportunity to apply for further funding at a later stage.” Meanwhile, fellow FTT executive Sue Crockett says the campaign against the method of rubbish disposal in New

A consortium opposed to the government’s Three Waters reform model includes Kaipara, Far North and Whangārei District Councils with 24 other councils, around the country seeking “a completely fresh approach.” Communities 4 Local Democracy (C4LD) a local government action group represents more than a million New Zealanders. It says a completely fresh approach to water delivery is needed from the current proposal from Local Government Minister Nanaia Mahuta, which it says “falls well short on several fronts. “So we will shortly be presenting them with straightforward and workable alternatives that deliver on all of their requirements, while preserving local responsiveness and accountability,” said C4LD chair and Manawatū District Mayor, Helen Worboys. “The best outcome for all New Zealanders will come from combining the best of local and national assets, knowledge, expertise and funding in genuine partnership, rather than unilaterally imposing a solution that can’t provide the required water services at least cost. “The current model is overly complex and sets impossible objectives, just four water companies across the entire country, with each servicing incredibly

Sweeping changes to the ‘web’ of 24 acts protecting vulnerable wildlife is underway in 2022, with the Kaipara, home to many endangered species, at the forefront. From the harbour ecosystem to the kauri forest habitats of the northwest, and a bi-coastal maritime area, Kaipara hosts native dolphins, bats, kiwi, dune lake fish and the endangered fairy tern, among others. The laws that protect these creatures and their habitats are being overhauled for the first time in seven decades. “It is a complex web of 24 Acts, developed largely on an ad-hoc basis over a span of nearly 70 years. Over this time, our scientific understanding of species and ecosystems has grown considerably, but this is
not reflected in the legislation,” said Conservation Minister Kiri Allan. The new legislation may take four years to formulate. During this time the public can have their say on aspects of conservation, ranging from invasive species, climate change, habitat loss, pollution to the fragmentation of landscapes and ecosystems. This process will be a chance to balance ecological concerns with the economics of farming, fisheries and tourism, all industries that are of core importance to Kaipara.
“Conservation planning and permitting decisions often don’t or can’t reflect what local communities want, or the latest environmental science,” Ms Allan said. “The current system isn’t fully facilitating the activities we want to enjoy, like mountain biking, or the scientific research we need to address the biodiversity crisis. “Alleviating some of those pressures and frustrations by simplifying the processes for concessions and other permits for researchers, tourism operators and other businesses is a much-needed fix.” ¢
Mayor’s Message Kia ora, Standing at the gate of the year, as I look ahead I see a colourful year for Kaipara District Council. With plenty of new initiatives and directions being announced by Government in the coming weeks, there will be changes for Kaipara people and our Council. Between now and Easter some of the things to watch for include: • a Speed Limit Review of the Northland State Highway Network, not the local Council-owned local roads but the main arterial highways managed by Waka Kotahi/NZTA. Early indications are that Waka Kotahi proposes all 880km of highways in Northland will be reduced to 80km/h from 100km/h. Have your say in their consultation on this. • Government’s upcoming Indigenous Biodiversity Strategy national policy statement should make clear the Government’s position on their ideas about SNAs or Significant Natural Areas. This follows public concerns last year. For KDC we’re anticipating this completed policy will be able to be referenced in our Draft District Plan which will be out for preliminary consultation in April/May. • Three Waters Reform is expected to quicken its pace from March based on the recommendations of the various Working Groups set up to help shape this. For the latest from the Government, including proposed legislation for the Waters Entities, check www.dia.govt.nz/ThreeWaters-Reform-Programme At its December Meeting Council made decisions for the Annual Plan 2022-23. Everyone knows the costs of things are rapidly increasing and Council is not immune to this.
Seeking a balance between providing services and keeping rates down is always hard and no-one wants to see rates rise unnecessarily. Council decided to cut some projects such as the development of the Kaipara Destination Management Plan, while other projects from the Long Term Plan were reprioritised and some pushed out to future years. In this reshuffle we landed on a 0.44% rates increase above what was in the LTP, which means a 7.57% increase to the overall rates requirement is forecast. Council will not be consulting formally on the Annual Plan as there are no options to consider and rates changes for 2022/23 are similar to what was proposed in the LTP. Council will be engaging with and informing the community clearly about the Annual Plan 22/23 and what actions and services to expect. A reminder that Council uses the words “consultation” and “engagement” very specifically, not with the same meaning. One rate everyone should be happy to see increase is still on the rise. Increasing rates of Covid vaccination in Kaipara and Northland have been steady. At time of writing we’re at 85% double-vaxxed but that’s not enough to shift our ‘traffic light’ to orange. Northland’s Rescue Helicopters made a record number of rescue operations in the year just gone with 1,281 flights by the end of last month recorded since January 1, 2021, compared to 1,115 flights in 2020 and 953 flights in 2019. Auckland Westpac Rescue has also announced its busiest year on record with 1,215 missions, on the back of the 2020 record-breaking total of 1,187 flights. The Mangawhai wastewater treatment system has been granted a $5.1 million upgrade as visitor numbers swell the seaside town’s population.
The Kauri Museum at Matakohe is prepared for a return of visitors over the summer to its iconic exhibits and the adjacent Gumdiggers Cafe that have been sorely missing visitors during extended Covid restrictions.
A new balance tank and inlet works are to be installed at the Mangawhai wastewater treatment plant. These upgrades will increase the capacity of the plant over busy holiday periods and act as a buffer during times of heavy rain. Annual Plan 2022-2023
The Annual Plan identifies Council’s activities, outlines how they will be funded and where budget has been allocated for the year ahead. Council produces an Annual Plan in the two years between each Long Term Plan and highlights any key changes from what had previously been planned. At the December meeting, Council resolved to keep the projected rates rise for 2022-2023 as close to the Long Term Plan figure as possible. The proposed changes means there is a 7.57% increase to general rates indicated, which is 0.44% above what was indicated in the Long Term Plan. Based on this, the draft Annual Plan document is being prepared by staff and will go to the Council briefing for feedback, before adoption in June. Look out for information from us over the coming months as we keep you informed of what’s proposed for the Annual Plan 2022-2023.
Adaptive pathways planning pilot location decided Kaipara District Council has confirmed that the Ruawai area will be the first location for the community adaptation planning, adaptive pathways process at its meeting on 15 December. This work is part of Council’s climate change work programme, which started this year under the 2021-2031 Long Term Plan. The community adaptation planning work supports Council’s goal of longterm community resilience to the impacts of climate change, set out in the Kaipara Ki Tua Climate Smart Strategic Framework. The decision is the first step towards Council working collectively with Ruawai and Raupo to lead the development of climate adaptation plans for their own communities. This will be a community-based process and work with these communities will pick-up this year.

Kaipara canine companions Across our district, our animal management officers have been out and about with owners and their furry friends. Over in Te Kopuru, our Animal Management team have doing daily patrols of the area and working collaboratively with dog owners in the community with some great results – with some residents commenting on the noticeable decrease of wandering dogs in the area. Before Christmas on the other side of the district, one of our animal management officers attended the local Mangawhai Dog Club who were carrying out their weekly obedience training with owners and their canine crew. He spoke with owners about the role of animal management officers and some of the work they do with wandering dogs and dog attacks, and the importance of registering dogs and keeping your dog on a lead in on-leash areas. Our team continues to work proactively with our communities in this space.

Kaiwaka footbridges work begins Physical works for the Kaiwaka footbridges has started, with foundation work on the northern bridges kicking off last week. The southern State Highway underpass will be closed for a few days, starting from 19 January while teams are working in the area. If it flows through pipes, it’s the domain of your local plumber, a trade that can perhaps rightfully claim to be the basis of civilisation. The name plumber comes from the Latin word for lead, a substance used to fashion pipes during the heyday of the Roman Empire. At the time, plumbers helped construct aqueducts, bathhouses and water heaters to give the Roman citizens the first flushing toilets, hot tubs and drinking water on tap. However, we now know that lead can cause health issues, including mental ones. It’s thought that some of Rome’s famously eccentric emperors were victims of their expensive lead pipework. Thankfully, these days plumbing has greatly advanced, and lead pipes are museum pieces. During the Middle Ages, plumbers were important to lords and kings, who wanted castles with a good water source piped in to survive long sieges. By the 1300s, it was realised that the craftsmen who knew the plumbers’ trade secrets built water storage and delivery systems that helped stave off illness, even though they could not have known about bacteria and germs that were not seen under a newly invented microscope until the late 1600s. It was believed that the prayers and trade rituals used by these early masters were the source of this good luck when it

was a product of better hygiene and good water storage practices. The Company of Plumbers received its first guild charter during the reign of King James I in 1611. In its own words, this charter was intended ‘for the utility, advantage and relief for the good and honest, and for the terror and correction of the evil, deceitful and dishonest’. Even in those days, the qualified plumbers of London wanted to run the ‘cowboys’ out of town, and when they said ‘terror’ — they meant it. The king allowed the plumbers’ guild to punish fakers, as there was no police force, and frauds could expect a messy sentence. They were ceremoniously thrown into the Fleet Ditch, a notorious open sewer, and told never to return. The lucky ones could swim. There is a day for plumbers, celebrated by the ancient guild in Britain on September 29 each year, and recognising the hard and often dirty work this profession does to keep us all healthy. The ability to call a plumber when you need one has a long history but relies on our support for those masters of the craft who are teaching the next generation. When you see a local plumber training up a new young apprentice, they are carrying on this tradition. ¢

We all know that adding modern conveniences to a characterful old building can be stressful, but a team of renovation masterminds in Iraq is taking this concept to the next level. Instead of attempting to put a modern bath or shower into a Kiwi farmhouse, they’re installing electricity and running water to the Fortress of Erbil, a citadel 6,000 years old. Already ancient when the bible was new in print, this historic place is being modernised to act as a kind of living museum. Work began in 2007, and is progressing slowly for a very good p reason. Workers can dig anywhere and find buried treasure, artefacts from six millennia of constant occupation, from the times of Babylon to the conquest of Alexander, the Crusades and the rise of Islam. Each item must be examined in situ by scholars before the work can go on.

Toyota is planning to roll out a suite of 30 electric vehicles by 2030, and some of the range teased in concept form at a reveal event late last year hints at more than just inner-city practicality. The Toyota Motor Corporation announced an intention to have 30 electric vehicle models available globally by 2030, just ahead of Christmas. Its offering seems to include both a range of sporty EVs and the electric ute, which was mistakenly touted by New Zealand’s prime minister during 2021. The company, running hot after winning Car of the Year for the sublime little GR Yaris, is committed to a carbonfriendly future, and the proof looked suitably futuristic. Toyota president, Akio Toyoda, hosted the big reveal, including battery and hybrid vehicles, spanning everything from city cars to a possible replacement to the FJ Cruiser. Plus, a bevy of supercarstyled speed machines, including one metallic orange prototype that has the looks to rival the Lotus Evija in the EV supercar stakes. At the same time, Mr Toyoda announced a NZ$100 billion investment into the development and production of hybrid and battery electric vehicles. “The announcement by Akio Toyoda this week supports these messages and the recommendations we have been proposing to key government officials. 5-11-Year-Old COVID-19 Vaccination • COVID is very infectious • Parents and caregivers have the opportunity to protect their tamariki aged 5 to 11 against COVID-19 by being immunised with a child (paediatric) formulation of the Pfizer vaccine • The vaccine used for tamariki is a children’s version of the Pfizer vaccine, with a lower dose and smaller volume. From 17 January, there is a dedicated booth at the DHB Kaitaia, Kerikeri, Whangarei and Dargaville vaccination clinics for children 5-11 years of age. You will be able to make a booking for your child at www.BookMyVaccine.nz from 17 January. Also, check with your GP or local pharmacy to see if they provide this service. Māori Health Providers and Iwi Providers are also working on a plan to offer this service in the community. A parent, caregiver or legal guardian need to accompany their child to their appointment(s) as the responsible adult and provide consent for them to be immunised. Both the adult and child can ask as many questions as they like at the appointment.
