Tim Antonio says he is ‘not happy’ with the contents of the Racing Industry bill, introduced into parliament on December 5 by the Minister for Racing, Winston Peters, even though the bill’s intent has been suspected for some time. Mr Antonio pointed out that when Dargaville Racing Club, along with nine other largely rural racing clubs, was informed that they would no longer be able to stage race meetings at their premises — it was a considerable blow, though not fully unexpected. The industry had also been sending out signals that they expected to seize control of the assets of the closed down clubs to help the greater industry. With Dargaville’s track in this category, club and community members fear that the impact of the recently proposed Racing Industry bill may see club assets wrested from local control, despite both land and buildings being donated and maintained locally for nearly 100 years. “The industry called this utilising racing industry property to support industry revitalisation,” says Mr Antonio. “That’s a preposterous statement. I can’t speak for other clubs, though I suspect it is the same for the majority of them — but the assets of the Dargaville Racing Club belong to the community of Dargaville and surrounds. Not the industry.”

The club holds the land and buildings in trust for the benefit of the community. Mr Antonio says that if the proposed bill passes, it will open the door for these assets to be seized with no recourse to the club’s constitution. “As president of the club, I have countless contacts with members of this community. None of them can understand where the racing industry gets the logic for their claim that our assets belong to them.” The bill, available in its entirety online, proposes restrictions on property transactions by clubs without industry permission. It states that any agreements between the racing
industry and clubs will override club constitutions. Moreover, where there is no agreement — it gives the industry the statutory power to resolve the situation as it sees fit. “Just think about the ramifications of this precedent-setting legislation, for goodness sake,” said Mr Antonio. “Even the Public Works Act offers compensation for any land it takes. p Last Tuesday’s stranding of a single Bryde’s whale nine kilometres north of Glinks Gully came to a tragic end, with the creature succumbing to the pressures of beaching at around 9am. A large presence from both official agencies and volunteer helpers dispatched to assist, but heavy seas and the whale’s already exhausted state rendered a rescue impossible. Department of Conservation staff, members of Project Jonah, representatives of the Kaipara District Council and the Te Kopuru Fire Brigade and many others banded together at the stranding site to offer assistance. The deceased marine mammal was interred in accordance with traditional practices.

A major fire razed the extensive Tangiteroria sports complex on Pukehuia road last week, with an emergency call-out of both Dargaville and Whangarei fire crews proving insufficient to extinguish the blaze. The complex was a valuable and well-used community hub for the small rural settlement.
The Fight the Tip protest movement, opposing a planned Dome Valley dump for Auckland’s rubbish, adjacent to and threatening the Kaipara Harbour, is now awaiting public hearings by Auckland Council into the proposal by Waste Management New Zealand.
Properly designated as the Upper Wairoa Memorial Complex, the facility opened in 1987 after an extensive six and a half year construction programme undertaken entirely by locals. Fire and Emergency New Zealand provided official details of the incident, which unfolded in the small hours of Thursday morning. “The alarm was received at 3am. Fire appliances were called to respond, with the Dargaville Volunteer Fire Brigade first on the scene. They found the building to be well involved (firefighting code for fully ablaze), and though another appliance from Whangarei
was dispatched, the structure could not be saved.” A total of three fire trucks and one tanker responded, and firefighters remained on scene as the sun rose last Thursday, damping down hot spots. The fire was prevented from spreading despite very dry conditions. Two fire investigation officers were on scene Thursday attempting to ascertain the cause of the blaze, which was initially reported as ‘suspicious’. With the complex being confirmed as fully insured, the work toward a rebuild will no doubt begin, with the full support of a resilient local community. ¢

With additional information from Waste Management still not provided, hearings are now expected within a few months. The FTT movement opposes the proposed 1,000-hectare landfill in a Hoteo River catchment for the harbour. It has a petition to parliament and submissions to Auckland Council opposing the perceived pollution threat to the harbour and its fishery from the Chinese-owned company. Kaipara iwi have declared a rahui over the area and opposition to the landfill has support from Kaipara Mayor, Jason Smith, and Whangarei Mayor, Sheryl Mai. Dr Smith has said the project is “an unacceptable risk of poisoning the Kaipara Harbour as well as a threat to the Kaipara and Northland economy.” He has made this known to Auckland Council, which is charged with deciding on resource consent after the Overseas Investment Office approved the land purchase. the landfill and asks “when is the government going to step in on behalf of the environment.” Auckland Council’s principal project lead, Warwick Pascoe, says council made a formal request last year for more information in order to complete the review of the technical assessments provided with the landfill proposal. “We are expecting the last instalment of additional information from WMNZ within the next month or so, following which, we will notify the public who will then get an opportunity to have their views considered through a formal submission process.” The decision to approve the WMNZ’s proposal will be made at a joint hearing by a panel of independent commissioners. “It is hard to give exact dates at the moment, as it will depend on when we get the information from WMNZ, and how long it takes to assess it all. However, notification should occur within the next few months, and the hearing will probably occur around the middle of the year.”

Tiny Tinopai School has a burgeoning bank account in the wake of what principal Sonia Kaihe describes as “unbelievably generous support from the Kaipara, from Mangawhai to Dargaville,” in sponsorship for the school’s annual fishing contest.
When Misty Sansom and Siobhan Reid joined forces to help working parents with young children in Mangawhai, they discovered a niche in the local market for cooperative space and a collaborative approach. Now they’re ready to launch a new endeavour, taking this to the next level.
The January 11 event attracted a huge crowd of both fishers and supporters. The final count saw the school $13,500 better off through fishing entry ticket sales, raffles and other venue fundraising, with more than 100 prizes handed out on the day. “Of course, we’re absolutely over the moon because people this year were exceptionally supportive,” Sonia said. “Some of the money will go to outside education for the children, to expand their horizons a bit. “We took them to Rotorua in the past, for example, where they were fascinated with the geothermal activity.
Kindred, Mangawhai’s new coworking space, is owned by Misty and Siobhan but is open to all business people to utilise if and when they need it. Siobhan has had a varied career, including corporate law, event management and high-end tourism. Misty’s background is in business and marketing, as well as operating an online personal coaching business. Both have young families; Siobhan is mum to two young children, both under three years old, and Misty has an almost-four-year-old. The pair met through a local playgroup a little more than two years ago, in Mangawhai. “Last year, I created a casual coworking group for parents with three others, as a way to address the issue of limited childcare in Mangawhai for those of us working from home,” says Misty. “It worked so well but came to an end once the new daycare opened. I missed the connection and community of co-working, and felt like a dedicated co-working space would be perfect in Mangawhai. Our vision for Kindred is to create a professional space to work, connect and focus while staying
This year, we will probably travel to emphasise environmental issues around the Kaipara region. “We will allocate some of the money to finance our teacher aide programme, while the balance will go to our van fund, bringing it up to about $14,000.” Ms Kaihe said having the van would increase mobility to attend sports and other events at Kaipara Schools. “We are progressing steadily with this, as we are we need enough money for garaging, insurance and maintenance over a purchase price. So now, all eyes are on the 21st Tinopai Fishing contest, in 2021.” ¢

While thousands of families around New Zealand wait for housing amid the nation’s growing accommodation crisis, Northland MP Matt King stands by his recent comments in this publication, reiterating that Housing New Zealand management is making no move to evict tenants who are abusing the system and their neighbours. “I have had constituents — older people, older women, crying, fearing for their lives. We have had meetings with the people who can make the call. We have hit a brick wall,” says the Member of Parliament. King said that he had been advised that there is a ‘no eviction’ policy in place. It means that even the most violent tenants, or those involved in the illicit drug trade, are free to remain in social housing. “They know that they’re not going to be kicked out. These are ‘neighbours from hell’,” he says, referencing the documentary television series of the same name. It’s a problem Mr King says affects only a few properties in Dargaville, but with a disproportionate impact. Not only because police have logged multiple complaints at each address, but also a growing number of non-criminal, financially challenged Kiwis are waiting for state housing. The figure stands at more than 14,500, with many elderly and sick people or families with young children on the list. That’s up from 13,996 last September. In a statement in 2019, Urban Development Minister Phil Twyford, speaking on this issue for the
government, insisted that there was not a ‘no eviction’ policy in place at Housing NZ. “However, ending the tenancies of vulnerable people, including children, places them in an even more vulnerable situation. “That’s why Housing NZ takes a ‘sustaining tenancies’ approach, which involves taking all reasonable steps to support tenants and their families to stay in their homes for as long as they need them. Eviction is a last resort.” Nevertheless, statistics released last year to the media under the Official Information Act reveal that while in 2014/2015 evictions enacted by HNZ ran to approximately 40 a year, during 2017 the figure fell to nine. In 2018, for all of New Zealand, there was only one. Mr King agrees that eviction is indeed the last resort, but one, which must be reached in some circumstances. Circumstances he says are currently in effect in Dargaville, Kerikeri and other towns in his constituency. His position is supported by statistics such as this; in 2018, Hawke’s Bay authorities logged 578 complaints related to HNZ ‘problem tenants’ with no eviction enacted. “Meanwhile, people are being terrorised. It’s unacceptable.” ¢

Water Level 3 restrictions Hot, dry weather has been a dream for holidaymakers across Kaipara, but the increased demand on water supply has led us to tighten up our water restrictions. Restrictions are in place due to the river flow dropping below our consented levels. While the river levels may fluctuate, Council needs it to stay at a consistent level in order to maintain supply. Dargaville and Baylys Beach have been put on a sprinkler and irrigation ban (Level Three Restrictions) to manage pressure on the local water supply. This means local Dargaville and Ruawai water carriers may have to travel further for water, contact your regular supplier or alternative suppliers for more information.
Prohibited Fire Season! As of the 9th January 2020 the fire season has now changed to PROHIBITED, this means No fires in the open air. All existing permits have been cancelled.

Council staff are also keeping a close eye on Maungaturoto and at this stage encourage users to be mindful of the hot consistently dry weather and be smart with water use. Council’s water services team says communities have responded positively to the conservation messages we have had over recent weeks, and asks for ongoing cooperation with the ‘summer heatwave’ upon us. Kaipara District Council will keep monitoring water use and river and reviewing water restrictions daily. Any changes are posted on our website, bewaterwise.org.nz and our Kaipara District Council Facebook page.

Water restrictions in place
Mountain bike enthusiasts have a new Kaipara adventure trail to ride this summer, with the opening of the Paparoa Mountain Bike Track, in the hinterland of the settlement’s showgrounds area.

Last weekend it was busy with riders testing the one-kilometre route through established bush after a group of locals completed forming the track during the past few months, employing a mechanical digger, and plain hard work with picks and spades. “You’ll find the track, which is signposted beyond the sports pavilion at the showgrounds,” says organiser Stu Robinson. “It’s ready to go, but we’re planning further improvements
and expect to hold an official opening ceremony in February. Our main objective with the track is to encourage young riders to get out and have a go, and that is already proving the case, so that’s excellent.” Stu adds that the not-so-young can also enjoy the new facility. “We don’t expect it to attract riders from Auckland and places, as it is just a kilometre, but it’s great for locals.” ¢
Following on from last week’s call for the careful use of water supplies, the continued weather patterns in the north have prompted a level three water restriction announcement from the Kaipara District Council.
It indicates that the water levels available are at a level, which needs careful management. Some activities are now off-limits to preserve vital water reticulation services for public health and wellbeing. While level three water restrictions are in place, you may not use a sprinkler, irrigation system or hose to water your garden. It’s also prohibited to use a trigger nozzle hose, hand-held open hose or water blaster to wash vehicles, windows, buildings and paved areas. Finally, you’re not allowed to fill a
swimming pool from the mains supply. These restrictions don’t apply to those on tank, bore or stream water in rural areas, but dry weather often means that rural residents must take extra care with water reserves as well. It is still permissible to water your garden with a handheld watering can, and to wash your vehicle with water from a bucket. Cycling pump tracks are appearing all over New Zealand as riders young and old enjoy the benefits of fun and fitness. With banked turns, jumps and fast sections, it’s no easy feat to build a great pump track, but Dargaville is about to get its own.

Now fully installed, the new technology means that the cinema is ahead of projection upgrades worldwide. They will officially launch their laser projector with a gala screening of Little Women, and new wartime epic 1917, incorporating a community mixer and snacks in between. See page two for times and details. The state-of-the-art laser projector arrived just in time for Christmas, with an installation date of December 23. Very few theatres in New Zealand have yet made the change to this new standard, but future films are sure to

The track was granted funding after an extensive public survey to gauge local opinion on its utility. When the survey returned a favourable result, the project was green-lit. Cycling advocate and supporter of the pump track project Sadie Cogan says that this new asset will be a boost to both the park and the town. “We’ll get riders from other areas

When west Kaipara local Josephine Nathan envisioned the creation of a walk, run and cycle event based around the stunning scenery of Pouto, her aim was to promote the beauty of our outdoor environment.

With 2020’s challenge fast approaching, the big day has stretched to encompass walking, running, biking and events for kids as well. Josephine initially wanted to encourage those born here to return to their roots for a day of reminiscence and fun. She also aimed to introduce newcomers to the wild waves, massive skies and wild beauty of her home coast. However, there’s another great reason to get involved when the wheels and heels hit the sand on February 15. All proceeds raised from this challenge
benefit the local branch of the New Zealand Cancer Society. Helping them continue the hard work they put in throughout the community, assisting those whose lives are affected by a cancer diagnosis in the family. The Pouto Lighthouse Challenge comprises everything from a fun fourkilometre kids event to an 18km walk, run or cycle classic, and the demanding 35-kilometre elite duathlon. There’s something for every fitness level, and it’s all for a very good cause. Tickets are on sale via Facebook. ¢

New opportunities to learn and teach The Kaipara Digital Creative Media programme starts on Tuesday, February 11 2020 at the Te Roroa Learning Assistance Centre, 122 Victoria Street, Dargaville. It’s the first time the Taitokerau Trades Academy has been able to offer this type of programme to students in Years 12 and 13 in Kaipara. The Trades Academy has only eight places left available, so students are urged to contact their school careers advisers or trades coordinators for more information or to find out how to secure a place. They can also speak directly with Te Roroa Learning Assistance manager, Janet Te Rore on 0800 555 635. The programme will be delivered each Tuesday for 30 weeks (the first three school terms), and transport will be provided to collect and return students from Ruawai
College and Otamatea High School. Course organisers are also hoping to recruit a suitable tutor from within Taitokerau. As a child or teenager, we attend school for close to fourteen years of our lives. While this is where we learn the fundamentals of reading, writing, maths and other core subjects, the bulk of our learning comes from another source. That is because we spend more than five decades at work, where education continues, and our skills are specialised. What this means is that employers who invest in the upskilling of their staff are a valuable resource to all of society. You may not have a tertiary institution in your town. However, you are likely to have people teaching advanced skills in areas as disparate as accountancy, engineering, administration, building, law and plumbing.
We’re not just talking about apprenticeship programmes, though these are of immense importance. The cutbacks to trade apprenticeships in the 1990s are now almost universally regarded as a terrible mistake; the knock-on effect has seen us suffer a nationwide shortage of trained tradies. working hard to rectify the shortfall by training a new generation; it’s imperative we show these locals our support. There’s equal honour in the actions of businesses of all kinds who commit to embracing new technology and teaching their staff how to use it. In fact, there are whole professional organisations (such as the Certified Builders) who insist on their members keeping up to date with the very latest tech in the trade to stay on board. Others, like automakers Ford, have a worldwide training programme for their top technicians, keeping them on the ball when it comes to the latest in automotive technology. In most
businesses, there’s extensive training day-to-day, as junior staff are promoted and learn new roles, IT and computer tech advances, and new tools and machines become commonplace. Think of the average workplace in the 1950s, and compare it to the workplace of today. That’s the training gap, which would exist if our local employers were not also some of our front-line educators. Give your locals the recognition they deserve for fulfilling this role by supporting those who support training, upskilling and apprenticeships with your custom. ¢

Paparoa’s annual A&P show is a local institution, which has attracted a following from far afield in recent years, as it sums up in one glorious day all the rural traditions which can be gathered together as ‘the good life’. From roots 144 years ago, when farmers competed in a friendly way about who could produce the finest crops and livestock, the show has progressed into a beloved yearly tradition. This year will be no exception, with a host of country-style contests and genuine rural hospitality on display. Some people come for the food, of which there will be plenty. Some come for the live music and entertainment, which will echo across Paparoa’s valley setting on the summer breeze. While others will want front row seats as the riders, ropers, axe-swingers and artisans go head-to-head for bragging rights and a swag of trophies. This year there will be equestrian sports, wood chopping, a parade of ribbon-worthy goats and cattle, and even the dust, grit and daring of the roping event, in which riders ply the lasso with dazzling skill. Summer harbour action returns
The last Blockbuster on earth is closing its doors here in Dargaville, as owners, Chris and Wendy Cocurullo prepare to ‘garage sale’ decades of movie rental memories by the end of January.
Kaipara’s longest-running water gala returns to entertain boaties and families from around the harbour and further afield when the annual Pahi Regatta gets underway this Anniversary Weekend.

At one time there were 18,000 Blockbuster movie rental stores. At their peak in 2004, they were a familiar sight in every major city on Earth. By 2010, the company had closed down in the USA, with only a few hold-outs in places like Alaska remaining. Last year the Alaskan stores and one in rural Australia shut down, leaving only Dargaville’s branch and a store in Bend, Oregon, which operates more as a pop culture museum. The proprietors of Dargaville’s store believe that it’s changing times and technology, which have rendered the
concept of movie rental a thing of the past. Netflix, Amazon Prime and ondemand streaming services through smart TVs and tablets have seen the way people access films move on. “It’s the end of an era,” admits Wendy, as the shop’s fittings are packed into boxes, and decorations from hundreds of classic films are taken down. “It was a VHS rental store before it was DVDs, and Chris used to work here in those times. We were, to the best of our knowledge, the last Blockbuster still operating as a true movie rental store, anywhere on earth.” ¢
p Launch racing is a popular event at the Pahi regatta
Pahi Fishing and Boating Club commodore, Darryn Shepard says the featured launch races, kayak contests, runabout races and outboard-powered bathtubs are set once again to entertain summer crowds. “The event has been running, except for some wartime years, since 1886,” said Darryn. “A group of Kaipara settlers gathered at Pahi for a picnic and a couple of boat races, and it grew from there. Today we are pleased to include visiting boats from other clubs
around the Kaipara for the regatta’s water-based events, and an onshore component with sideshows, carnival rides, beauty contests — anything from Miss and Mrs Pahi to the ‘best beer belly’ contest.” Food and refreshments are widely available, and there is an emphasis on safety and family fun. The Pahi Holiday Park camping ground already has the ‘full house’ sign up as many campsites are booked out from one year to the next. ¢

Lorraine, the entrepreneurial artist and craftsperson behind Loriz Feltz, has had an affinity for creating with fabrics for life. Through many varied mixed media, and across a range of different skills, she has always been attracted to endeavours which combine colour, form and texture to an aesthetic effect. This life-long exploration of expression through the fabric arts has taken many forms; from working to create a mood for homes with upholstery, fabric and blinds through to teaching applique sewing, wardrobe planning and colour co-ordination, and even creating her own clothing label. It’s a light hearted way to look at the business of searching through treasures from a thousand different histories, but Nicole insists that her trade really is a great and fun way to recycle. “We’re here to help people by having a place where they can go to sell surplus goods, taking pressure out of a big move or a downsize. Why? Because we love doing it!” Seven years in business, Nicole’s bright green shop opposite the Maungaturoto Historic Inn has become a bit of a local icon. A year ago her husband came onboard full time. “I’m the face of the business, but he works tirelessly out the back cleaning, servicing and testing all of our stock to make sure it goes onto our shelves the best that it can be!” she says. “I also have our up and coming new staff member in here all the time learning the business — our 7 year old daughter! We still serve awesome coffee and lemon slushies, both locally made. We still have great music and a relaxed atmosphere with awesome staff. We are always looking for stuff to buy, houselots, deceased estates, shed clearances, downsizing, anything crazy! New and old, any style and colour, for young or old or the very eccentric… it’s all here. We also receive donations. The Dargaville Production Stock Car Club has held their Annual Two Day Meet at this sunny time of year for the past 23 years, attracting big crowds trackside. This year the action roars into life on January 25 and 26 at Finlayson Park Speedway, Dargaville’s dirt track oval dedicated to speedway racing. Dargaville club president Aaran Johnston offers a warm welcome to all visitors; both those who come to watch and those who will test their mettle against Dargaville’s finest behind the wheel. “As well as our own club cars there will be visiting cars from Huntly, Auckland, Whangarei and Kaikohe, and Taipa. “There are a variety of grades, and some new young drivers testing out their nerves and skills. So come and chat with these young ones if you are interested in joining the club, or chat with the older ones and hear some good stories!” The speedway’s members will be busy tuning up their track-ready ‘weapons of choice’ for a high horsepower shootout

beach umbrellas, hats and sunscreen to get involved. A full canteen service will take care of catering as speedway supporters Leanne and Pauline serve up pies, filled rolls, chicken nuggets and chips, ice blocks sweets and even a cuppa for mum and nan. It’s two days of great racing and old-fashioned family entertainment. ¢

The general nature of the business conducted under the licence is Hotel. The days on which and the hours during which alcohol is intended to be sold under the licence are: Monday to Sunday 11am to 1am the following day.
