The council on Monday released the deed of settlement outlining Mr McKerchar’s employment severance details, together with a copy of his written agreement, following a request from the Kaipara Lifestyler under the Official Information Act. The decision to release the information followed community requests as well as a statement in support from the council commissioners. The current CEO of council, Steve Ruru said that in deciding to release the deed ”I have been mindful that there has been significant and continuing public interest in this issue. “The Kaipara District Council Commissioners have also advised me that, in their view, the non-release of this deed is hindering their ability to address some of the issues facing the district. “Given that, and after seeking legal advice, I have decided to release the deed. However, I will not be making any public comment on this issue.” Under the agreement which terminated his tenure, Mr McKerchar left council on October 31, 2011, a year before his contract was due to expire on October 31, 2012. At the time, health issues were cited as the reason for his departure. He was paid $200,000 for lost salary that otherwise would have been payable, as taxable income, plus $20,000, tax-free, in compensation for early termination under the Employment

Relations Act. Another $20,000 was paid, tax-free, to meet ‘career transition’ costs. Also paid as taxable income was an undisclosed amount in accrued annual leave entitlements. The deed stipulated that neither party could unilaterally publicise its contents. Mr McKerchar has written to council stating that “from the outset, I had considered the settlement deed to be confidential and that it should not be disclosed to any third party. ‘‘I believe the Chief Ombudsman considered the issue and came to a similar view.

“I feel that considerable pressure is being exerted on me to agree to the release of the deed. Therefore, in addition to providing a copy of the deed, I think it reasonable to ask you include a copy of this letter. “I am particularly concerned about idle speculations that appear to surround my departure from council, and the need to provide solid information. Therefore, I confirm that settlement was achieved on an amicable basis and in return for the early termination of my contract with council. ‘‘I trust this will be the end of the matter.”

Fire danger alert A Restricted Fire Season is now in place across the Kaipara district, as dry weather has made its summer impact on the region. The restriction imposes strict rules, including the need for permits to light any fire. ”Current and predicted weather conditions indicate the fire danger will continue to increase over the next few weeks so extra care is needed to ensure our community is safe,” says Kaipara deputy principal fire officer, Kevin Ihaka

Kaipara District Council will not be issuing permits for fires that can be reasonably delayed until the fire risk reduces, or if the task can be achieved by a method other than fire. “The risk is simply not worth it,” Mr Ihaka says. He warned that anyone responsible for a fire that gets out of control will be held accountable for the cost which can run to hundreds of thousands of dollars.  The Mangawhai branch of St John’s has benefited by $600 raised from a performance of Christmas songs and carols by the Mangawhai Singers. Mangawhai St John Ambulance Officer, Martin Davis, received the money raised in donations from conductor, Christine Bygrave, to go towards the building fund for a new Mangawhai St John’s station, which at present shares facilities with the fire brigade.

Music at Matakohe All roads led to the Matakohe Arts Festival to kick off a cultural start to the year with musicians and artists vying for attention with picnics and the fine weather. “It was a wonderful day out,” said coorganiser Pat George, on whose property it took place. “We had Tom Sharplin and the Cadillac’s, Karen Davey, and Paul TT. Other bands where the Shadz and Indigo Blue, and they have all asked to come

back next year as they enjoyed the venue and atmosphere. The weather was kind to us, a good crowd enjoyed the dancing, food and wine and all the dogs that attended also enjoyed their dog day out. Bigger venue for festival Showtime for Little Theatre  by Sheri O’Neill

After outgrowing last year’s venue at Selwyn Park, the third annual Kaipara Kai and Fun Festival kicks off at Harding Park on March 23. With space for up to 76 stalls, the focus will be on food, ranging from Kaipara produce, gourmet treats and a smorgasbord of ethnic foods to home preserves and baking. Traditional Dalmatian dishes and hangi will feature, and a cooking contest featuring local fare aims to attract many entries from all ages and both genders. Other attractions planned include art and craft stalls, three music venues onsite, Kumara Train rides and other children’s entertainment, and free entry for festival-goers to the Dargaville Museum and Kaipara Vintage Machinery Club, which will be putting on extended displays. “We want to accommodate as much

variety in the spirit of the festival as possible — the more stalls the better. Food, of course, but also arts and crafts and fundraising organisations — all are welcome and stalls are available to those outside the district as well,” says one of the organisers, Lynley Thompson. The event will wind up with a firework display over the river at Te Awa Gardens in the evening, and there will be a gala dinner and crowning of Miss Kaipara Kai at the Lighthouse Function Centre on the following Saturday, March 30. Farmers’ Market milestone Paparoa Farmers’ Market marks six years in business next weekend. “The anchor for the Paparoa Market has always been fresh or readily consumed local produce, and we’ve managed to resist the temptation to add crafts and other non-food items,” says organiser Graham Taylor. “Currently we have two new

stallholders in artisan bread bakers ‘icater’, whose pink-iced sticky buns are to die for, and Rosie’s fruits and vegetables.” It will be business as usual on Saturday for the market, along with a busker, and stallholders will be offering extra little treats in the way of samples and tastings of new lines of produce.

Being fans of the high energy television show Glee, theatre members Deborah Steele and AnnaMarie Cutts, have created the club. “All ages are welcome so long as they are ready to embrace the Glee style,” says Deborah. She adds that the ability to hold a tune is a must and less confident singers can gain assurance as part of her ensemble of classes called Act One, which also has lessons in dance and acting. “Twenty kids are signed up for acting classes already,” says Deborah, “and new this year are hip hop classes taught by dance instructor, Julianne Parkinson.” Aspiring actress, Emily Stevens attended lessons last year after seeing the hit show, Material Girls, and wanted to be involved with local theatre. “The classes were fun and adaptable and had a mix of practical and theory.” Auditions for the up and coming music hall directed by Carole Collins will be held on

January 29 at the theatre at 7.30pm “We’re looking for singers 16 and up, both men and women and a pianist to accompany them”, says Carole. Kaipara volunteers go extra mile Paparoa show adds events Some Kaipara residents take the gifting of their time to the next level, volunteering beyond their communities and outside of their country.

The 137th Annual Paparoa show comes to town on the weekend of February 2 and 3.

“Volunteering works both ways — I’ve learned so much,” says Paparoa’s Bill Sheppard. “It’s taught me the value of simplicity.” A five year association with a tiny Vanuatu island comes to fruition later this year with the completion of a new school, rebuilt and equipped by the voluntary efforts of Bill and several Paparoa families. “A contingent of Parkers, Sheppards, Chambers and Adomeas will be braving the bush-runway of Umbi Island in time for the celebrations,” says Julia Parker. Sixty four year old retiree Basil Cole from Dargaville is another of Kaipara’s offshore volunteers. Recently returned from voluntary work with orphans in Russia, he is currently working as a contractor to save up enough money to do a similar programme this year in Peru. Pahi memorial event The 126th Pahi Regatta on Anniversary Weekend will feature a memorial race for kayaks, with a trophy going to the overall winner of a senior, adult and children’s series of races. The race commemorates Lee Sheppard, a local resident who died in an industrial accident in London, with his fate a mystery for years until a coroner’s verdict of accidental death at the recycling plant where he worked.

“The trophy has been donated by the Sheppard family, in recognition of Lee’s connection with and support for many past regattas,” said his brother Ben. Topping the weekend bill, covering two days of water events, as well as the Miss Pahi contest in the big marquee, will be bath-tub races with $1,000 first prize. “This will be about midday on the Sunday, with scrutineering at 11am,” said Ben.

“We’ll have the standard bathtub with a maximum horsepower of two, as well as an open race, with any power allowed.” There’ll be a $20 entry fee. Details

“At the moment we don’t have a space to host workshops or hold exhibitions and this will finally give us a home,” says artist, Jeanette Vickers. “It’s a lovely old building and was originally a school built in 1885 and it’s great that we can keep it in Mangawhai as it has a lot of historical significance.” Over 50 local artists have donated pieces for an exhibition already underway at the new museum foyer and will conclude with a live auction of the top 20 pieces on January 26 at 7pm. All work is on show from 10-4pm daily and they have added a silent auction component.

“During the summer, there are tons of visitors to magical Mangawhai and it will give them a chance to take some of the magic back with them.” The art work includes paintings in oils and acrylics, photography, flax weaving, jewellery, wood work as well as a weekend for two in Mangawhai with all proceeds going towards the relocation. “We are hoping our new home will be next to the new museum but the details haven’t been finalised yet.” The work can be previewed on their website: www.mangawhaiartists.co.nz

Adventure seekers as well as those more interested in a gentle stroll can both enjoy the multisport event, Top of the Rock on February 10, which crosses terrain usually closed to the public. Participants can climb Baldrock Mountain, the iconic face scoured by wind and rain, with the Kaiwaka Sports Association getting permission from local land owners allowing the route to be accessed. “From the top you get stunning views towards the Kaipara harbour and over the two lakes which you walked past,” says association manager, Cheryl Anderson. In its third year Cheryl hopes the event will build on the already impressive number of entries. 2011 saw around 160 entries and 2012 had over 200 with Jeremy Smart and Hannah Cullen taking away the top awards for the men’s and women’s competition.

First place gets their pick of over 80 prizes on offer, including a trek 3500 mountain bike sponsored by My Bike. Participants choose to enter into five or 10km walk or run, a 30km mountain bike ride or a mix of 10km run and 14km bike ride with registrations available at www.kaiwakasports.co.nz. We all know the once proud Kaipara District has been trashed over recent years by a level of incompetence and dishonesty that is almost beyond comprehension. Rate payers are justifiably aggrieved having been shabbily treated. The Local Government Minister has appointed a highly qualified group of Commissioners to unravel the mess and put things right. It cannot happen overnight. Let’s give them a chance and help where we can. Hurling disgusting, ignorant, child like abuse at the Minister, our MP and the Commissioners achieves nothing. It is amazing what civilised adult discussion can achieve. The proposition to promote a Local Bill to sort out this mess — see council December agenda — would seem to be the best option. It has produced an hysterical outburst from a few with their own agenda, classing it as a

Then they say that nearly all the past rates are so defective they have to ask parliament to legitimise them. Why, if they think they are enforceable, did they not go and get the high court to confirm that? That would probably have cost less than $20,000. We all know why they didn’t pursue that course. Lastly, accountability. You can want accountability, but unless somebody insists on it, it will never happen. The ‘local bill’ referred to is not Mike Sabin’s bill at all, but he should read it before he sponsors it. Something in excess of $100,000 is being spent on lawyers to write this bill. It is going to be some time before anyone sees it. The MRRA has been open to using the ‘local bill’ process where appropriate. It involves a process in law which has been ignored. The commission is spending

white wash and all sorts of conspiracy theories. It is nothing of the sort. If it is written along the lines suggested it will provide a chance for those of us who actually wish to save Kaipara — and there are certainly those who do not — a chance to make submissions to Parliament, in person, to highlight our concerns and seek redress where that is warranted. The biggest threat to the welfare of Kaipara right now comes from those who are refusing to pay their rates, in particular the general rate. This places essential works necessary for the maintenance and development of our district at risk. It will only continue the course of destruction so ably carried out by past councils. It is ironic that the vast majority of people who are paying their rates are making a contribution to the people of Mangawhai which the strikers are not.

RESTRICTED FIRE SEASON Pursuant to Section 22(2) of the Forest and Rural Fires Act 1977 the Kaipara District Council hereby declares a Restricted Fire Season to be in force from midnight Friday 18th January 2013, until further notice. The restriction will remain in force until weather conditions and fire danger indicators warrant it’s uplifting, and applies to all land in the Kaipara District. The lighting of fires in the open air is restricted and permits are required. Permits will only be issued where suitable fire protection measures can be provided. Consideration should be given as to whether the fire can be delayed until the fire danger reduces. Permits will not be issued where the fire can be reasonably delayed or the task can be achieved without the use of fire. All fires in the open air require permits with the exception of the following: Commercially constructed barbeques, incinerators (complying with NZS 5262, 5435 and 5442), cooking fires such as umu, hangi and spit fires, subject to the following conditions: a) They are supervised by a responsible adult at all times. b) A pressurised supply of water is at hand. c) The fire is extinguished as soon as the task is complete. d) A clear area of at least 10 metres is maintained around the fire. e) The fire is no larger than 2 x 2 metres. f) A warranted fire officer can request that any barbecue, incinerator or other fire be extinguished if considered a danger. All persons responsible for fires may be held liable for all costs associated with control of that fire. Holding a permit for a fire does not remove this liability.
