The funds were included in the government’s Provincial Growth Fund grant of $20.39m to strengthen the district’s transport infrastructure and food and horticulture sector, made last year. At last week’s meeting at the waterside Pahi Boating and Fishing Club rooms were Kaipara District councillors and staff, including Mayor Jason Smith, along with representatives of government, Nor thland Inc, environmental and tourism groups and project managers. “The wharves project is part of Kaipara Kick-start that has received $4.95 million for wharves,” said KDC general manager, infrastructure, Jim Sephton. “That consists of $0.95 million to complete a feasibility study across Kaipara Moana including engineering assessments, commercial and financial analysis and business cases, and on approval of the business cases, $4 million for physical works for wharf infrastructure, across Kaipara Moana. “At the meeting, we identified issues and opportunities that existed for Kaipara Harbour and how they may be overcome.” The feasibility study will include reviewing existing infrastructure, ownership and maintenance, commercial opportunities including ferries and water

and land-based tourism as well as social benefits resulting from improved community connections, or recreation. “We are already investing in the Dargaville pontoon. The investment represents low cost because of existing infrastructure while initial design and consents are already in place,” Mr Sephton said. “The priorities within the feasibility study will be the basis for determining what is built where and when. It is likely there will only be sufficient funds
to complete one or two wharves, including Dargaville. “No decisions have been made about which wharves will be developed — it will be determined as an outcome of the report. There is no commitment to or preference for the Pahi wharf at this stage. “During the next few months, we will be engaging with multiple communities around the harbour to discuss their aspirations and opportunities as the feasibility study is developed.” ¢

p The first weekend of the summer in 2020 saw a host of patrons flock to Mangawhai for the annual Black Swamp Rod Run. A hot rod, muscle car, classic vehicle and motorcycle festival, which combines the best of the east coast’s scenery and weather, with some super hot chrome and auto art. Event organiser Sandra Brunts says that this year’s turnout was exceptional. There were classics from many nations and a friendly atmosphere as rodders and riders enjoyed a coastal cruise, entertainment and challenges like this one, where competitors tried to change a wheel in the fastest possible time.

Kids dressed as animals enjoyed face painting, and made cards with messages of support and thanks for firefighters battling the bushfires that have raged for more than two months in Australia. Funds raised will go to the WIRES Wildlife Information, Rescue and Education Service, who work on the front lines with injured and distressed creatures.

Chair of the Paparoa Community Charitable Trust, Graham Taylor, says Huband Contractors Ltd has been signed to start development in February, an event culminating some 10 years of planning and discussion. “The trust is absolutely thrilled and excited to have appointed this local company and look forward to a Twin Streams — Wai Oranga Rua quality subdivision. “There is still some background stuff to work through with the Northland Regional Council, silt and run-off issues and these are underway as we speak. We already have 13 sale and purchase agreements and our finances in place and expect interest to increase now

Property rights ‘decimated’ says King u by Andy Bryenton
Serious concerns around a contentious bill before parliament, which may see the Dargaville Racing Club’s community-held assets seized without recourse to its constitution have come to a head this week, with the club’s committee meeting with Northland MP Matt King to voice their opposition. “Are you serious, Mr Peters?” That’s the rhetorical question being asked by club president Tim Antonio of the minister who controls the racing portfolio, and who has taken the Racing Industry bill to its first reading in parliament, New Zealand First leader and deputy prime minister Winston Peters. His outrage, and that of his fellow committee members, stems from just one small part of what committee member Richard Alspach calls an otherwise reasonable shake-up for a racing industry that — ‘has been in strife for some time’. Northland MP Matt King was strong in his opposition to the notion of racing club assets being stripped from local ownership. “It is taking away one of the rights, which is fundamental to a free society. The Racing Industry bill is not all bad, but these particular clauses could set a precedent that’s completely unacceptable. Make no mistake; this is the Racing Minister,
Winston Peters’ bill. He can amend it. It’s in the submissions process now. However, as it stands, the bill contains clauses that run roughshod over the concept of just property ownership. If it passes, the implications will see property rights decimated.” Mr King, Mr Antonio and the assembled committee members opined that the unilateral seizure of assets is the hallmark of failedstate dictatorships and communist regimes. Northland’s MP laid down a final promise: “We will repeal those clauses if National is elected. However, we must try to stop this now. Lighthouse work underway

Signage and fencing have been erected around the iconic Pouto Lighthouse in a bid to stop vehicles accessing an area that has suffered from erosion.
The Pouto farm of Mick and Jill Blackwood was transformed into the national hub for the sport of polocrosse, a fast-paced equestrian team challenge combining elements of polo and lacrosse, on January 18 and 19.

The work was carried out by the Department of Conservation with Heritage New Zealand and members of the local community. “We are monitoring this and have agreed with Heritage New Zealand and the community to help with planting this coming autumn to winter,” said DoC Kauri Coast operations manager Stephen Soole. Meanwhile, Heritage New Zealand’s Natalie McCondach says she has written to all the four-wheel off-road driving clubs in the country to advise them of the vehicle damage. “I have asked for their cooperation and that people take ownership of the problem. I understand that a steep
drop-off near the lighthouse proved a challenge to some drivers.” A more permanent fence is planned for the Pouto site in the coming weeks along with extensive planting. An engineer will also advise on water run-off from the site and any drainage work necessary. Meanwhile, visitors are requested not to drive their vehicles up to the lighthouse and keep a safe distance between them and the building. “The future of this lighthouse depends on all of us, so we’re just reminding all visitors to take care around this special landmark,” Ms McCondach says. ¢

Championship-level play thrilled spectators and competitors alike, according to visiting patrons, as selectors for New Zealand’s national team watched. The two-day event attracted competitors and their mounts from as far away as Whanganui and the Waikato, with top-level trophies up for grabs in the junior and intermediate divisions, and also a host of friendly match-ups for older riders. Large, flat fields, a necessity for playing this lively mounted sport, were made available by the Pouto Topu A Trust. One player who stood out on the
weekend was local 17-year-old Tawa Holyoake, who was interviewed by Maori Television as the tournament unfolded. He recounted that not only he but his sister Tia and fellow Pouto youth, Brodie Ruatara, were well-known names in polocrosse, putting the area firmly on the map. Next up for riders and horses selected to represent New Zealand is the road to the world cup. Last year, the Australians took home the trophy, but there are high hopes among the polocrosse establishment, with the talent on display in Pouto, that 2020 could be New Zealand’s year. ¢

Police raid cannabis operation
Arrest made for ‘senseless vandalism’
Police have seized more than 4,000 cannabis plants in a major operation in Oturei Settlement Road, near Aratapu targeting the cultivation and sale of drugs.

Four men between the ages of 20 and 45 have been arrested and charged with cultivating cannabis and are due to appear in Whangarei Court next week. As the operation is ongoing, police cannot rule out further seizures or arrests. More than 20 staff, including staff from the Northland District and the Financial Crime Group, executed a search warrant at the Oturei Settlement Road property where they found five glasshouses filled with cannabis plants — with one of the glasshouses more than 60 metres wide. Police arrested the four people located at the property and cannot rule out further charges.
Detective Senior Sergeant Geoff McCarthy says the cannabis cultivation operation was “sophisticated and wellestablished and the plants themselves ranged in size from seedlings through to mature plants approximately 2.5 metres high. “It is one of the most significant cannabis seizures police have made in the Northland District for a number of years. “There can be little doubt the cannabis being cultivated was destined for supply throughout New Zealand,” “That is a great result for our communities who in the end suffer from the effects of drugs and organised crime.” ¢

Business owners in Dargaville’s main street were greeted on arrival at work last week by the sight of broken glass and smashed doors, after a vandalism spree by an alleged offender who has since been apprehended by police. Seven predominantly hospitality-themed businesses were targeted by what victims called a ‘rampage’ of ‘senseless vandalism’. Popular cafes Blah Blah Blah, and Te Kauta were struck, along with Dinny’s Baker y and Moa Bakery, where reinforced glass prevented a full break-in. Windows at hair salon Associates, petrol station Mobil and the Kauri Coast Pizzeria were also targeted in the attack, but proprietors said they were perplexed that despite the damage, nothing of value was stolen. OCS has helped many people in the Kaipara and includes provision of trained counsellors focussing on abuse and trauma, (both current and historical), family issues including counselling children, relationships and domestic violence. “We have a qualified social worker who is able to assess individual needs and will work to assist in a wide range of situations people may face and where necessary can refer onto our relevant services, or others. “There is a financial mentor to provide support and assistance to whanau around a variety of situations. It may include the food bank, and
practical advice meeting the needs of the family. The financial mentor can advocate for housing and WINZ. “It is a one-on-one friendly and confidential service.” On the first Wednesday of every month, OCS serves morning tea and a two-course lunch for seniors at the St John Hall and ongoing senior support including free shopping trips. Mangawhai Museum has joined forces with Forest and Bird in the fight to preserve our precious natural taonga. A new art exhibition Portraits by Predators, currently on display at the museum depicts a harsh truth backed up by Forest and Bird. “Right now, 80% of native birds are faced with extinction,” says the organisation. “Every single day 72,000 birds, chicks and eggs are killed by rats, stoats and possums.” To highlight the issue, they have commissioned an ar t installation, which star ts with photography by leading wildlife photographers but is finished by pest species themselves. Sea pest invades Kaipara

The invasive sea squirt Styela clava has been positively identified as established in the northern reaches of the Kaipara Harbour, after a tip-off to authorities from a local school principal and ecologist.
Fire and Emergency New Zealand, the overarching organisation, which administers firefighting forces across the country, has taken a new advisory direction for 2020. They aim to establish local advisory committees in the towns they serve, with Dargaville one of the first to assemble.
Otamatea resident Mark Bell, who was also the first to send in a positively identified specimen of the invasive paddle crab Charybdis japonica, has had confirmation from the National Institute of Water and Atmospheric Research (NIWA) that the small, leathery example of the sea squirt he sent them was indeed of the same species, which prompted a full-scale response in Marsden Cove Marina in 2018. NIWA thinks the marine pests have been deposited in the Kaipara by ‘piggybacking’ on the hulls of boats, a method, which has spread the sea squirt from its native north Asian waters to points as far afield as England and the United States. While they are not a direct threat p to human bathers or anglers, they do compete with native species and cultivated species for food. It means that they are bad news for local shellfish harvesters and farmers, as well as boaties who must careen their vessels to scrape off the pests. The sea squirts are hard to kill and if established in large numbers may prove impossible to eradicate.

Armed with water supplies, volunteers have spread out in the district to make sure the fledgeling giants have a good start in their long lives.

Great for holidays and camping adventures under azure skies, helping us make the most of the summer school holidays but not so good for water supplies. Water issues are top of mind for many because it’s uncommonly dry for late January and there are still many weeks of summer stretching ahead of us all. That late-Februarykind-of-feeling shouldn’t be underfoot yet but here it is and here we are with water restrictions already in place for Dargaville and Baylys Beach and, unless things change, steeper restrictions ahead. Water carriers are working all hours delivering tanker loads of water to households across the district from Council’s treated supplies. There may be delays in getting water delivered to your place if you’re after a tanker load, and it’ll pay to keep careful watch on your own storage tanks. The system is definitely working hard right now and again I urge everyone to conserve water because we don’t have limitless supplies and every drop’s precious. Northland is rapidly heading towards a drought declaration for farmers, so things may become increasingly tricky on the land as the summer rolls on.
Kaipara roads, especially with loose dry gravel that can get like ball-bearings between tyres and hard road surfaces. Too easy to lose control. With sadness I record here the loss of the Upper Wairoa Centre in Tangiteroria to fire in the middle of January. A great community asset and a place in the heart for many has gone, and until a new centre rises on the spot there will be a large space for the proud community between Dargaville and Whangarei. Wishing everyone patience, courage and strength, I look forward to seeing how the resilient and resourceful Tangiteroria community makes its new hall and community centre for the new decade and beyond. Kia kaha koutou. Getting cracking with the new decade which brings with it new beginnings and new opportunities, I predict a year filled with things drawn in bold primary colours. We’re already off to a big start and preparation for the journey ahead is key. Here’s an idea for starters – clean out the gutterings now while it’s dry because when it does rain again you won’t want to waste a precious drop!

They keep track of our calendars, reminder lists, to-do lists, phone numbers and video calling to friends. They help us keep in touch with social media, search for information, go shopping, find our way with maps either walking or driving,
and more. New apps are coded daily! The modern phone is an amazing little device that works to make our lives easier, when you know how and feel comfortable using it.” SeniorNet’s open day will be held on February 17, at 1pm. All are welcome to the group’s learning centre, at 7–9 Liverpool Street in Dargaville. The event is open for all people to come and listen and meet with tutors, who can then make arrangements for new members to join for 2020 and have one-on-one lessons all at a reasonable cost. Dargaville’s annual show for the collectors of military and firearms history turns 10 this year, and the organising club is planning an extensive display of the treasures they have restored and obtained during the years. Call for helping hands As the Dargaville region prepares for 2020’s Northland Field Days, a vital part of the event is being planned behind the scenes. As thousands of patrons gather to check out the latest in agricultural technology and innovations, they will all need somewhere to park. Organising the small city of parking lots, which abuts the field days site has long been the job of Dargaville Rotary Club, who cheerfully take up the challenge of organising tonnes of rolling steel each year. Club spokesman Ben Hope says that 2020 is no exception. The Rotarians will need extra assistance from civic-minded assistants to get the job done right. The call is out for citizens to pitch in and make sure visitors to the field days feel welcome, and that their vehicles are safe. “We’re asking for help from people who’ve got two hours or so to spare, to assist us with parking cars and taking tickets. It’s a low-stress job, and you’ll meet a lot of people. Think of it as being an ambassador for your home town! All the training and a Hi-Vis vest are provided,” says Ben. “It’s our big fundraiser, and the money the field days pays Rotary to

Partnered up with NorthTec, this unique organisation is about more than offering scholarships to Maori and Pasifika students. Te Matarau staff will even visit students who have been placed via their work brokerage service, liaising with them in the workplace six to eight weeks after they secure employment. Right now, Georgina says that the trust stands ready to assist Maori or Pasifika youth

The collective, made up of five hapu and iwi, have a proven track record of helping learners thrive and achieve success. “As well as receiving fees-free study, akonga (students) are helped with issues that might stop them studying, and are also supported to reconnect with their whakapapa. The unique nature of Te Matarau is that we are made up of tribal entities, so we pride ourselves in understanding the cultural aspects of learning and education.” It is for this reason that the name Te Matarau itself, reflected in its logo, means ‘the many faces of learning’. Interested students or their whanau are encouraged to make contact with NorthTec and discover the range of tradesfocussed courses on offer this year. Together with the assistance of this progressive trust, enrolment could be the first step to a more prosperous and fulfilling working life.

Organisers say it is the biggest Toka Fest, named for the imposing Tokatoka volcanic rock that rises above the Northern Wairoa River, yet, promising to pack the grounds of the Tokatoka Tavern with revellers and musicians. International musos will join local acts in an eclectic mix of styles, accompanied by the laid-back attitude of a Kaipara summer’s afternoon on February 15. Bands include Aussie carnival-funk avant-garde group Ungus Ungus Ungus, Awal, Twelve Daze, Sunny Ray, Olly Knox, Rust, the Seams, MC Blacksawd, Fear Of Ghosts, the Shysters, Cain Mitchell,
Sean Mcdonnell, Ruby James, White Feather, Velvet Arrow and Norway Maine, along with entertainment from Circus Kumarani. It’s a full day of entertainment for just $10, with under 14-year-olds attending this familyfriendly event for free. The show’s producers say that this year the schedule of bands will run from midday until midnight on Saturday, January 15. Where prediction meets reality

Predictions from the past about how we should be living now in 2020 are both closer to the truth and further away than you might expect. Here are some excerpts from a magazine published in 1950 by the leading futurists, scientists and engineers of the day How Experts Think We Will Live Beyond 2000. Those 1950s prognosticators had one thing right about the role of women; they would take their place as equals to men in business and society. Strangely, though, they also predicted that women and men would end up with similar statures due to diet, with the average for both topping six feet. It led to the assumption that male and female sports would be abolished for all-in competition. They also predicted female presidents and world leaders by 2000; New Zealand beat the odds with both the Shipley and Clark administrations. Doctors in 1950 predicted that we would wipe out smallpox and polio by the 2020s. They also predicted that nearly all diseases would be conquered by medical science — something we are still working on. Engineers were right about air travel in one way; we don’t have flying cars, but we do have the jetliners, which they predicted as being ‘as common to use as a city bus’. For a time, we even had the supersonic Concorde, sadly phased out. One prediction, that ‘interactive television

would be in every home’ eerily predicted the Internet and Netflix. However, it assumed the broadcast would be in holographic 3D. Schools were to have become a thing of the past, as kids learned via this interactive educational TV system. School seems to be here to stay, though every child carries a laptop or tablet these days. One idea ridiculed at the time was of a watch or wallet-sized telephone with
a video screen. ‘Pure science fiction’, they scoffed, but of course, today the smartphone is more important to most people than their wallet or watch itself. While we have not seen artificial planets built in orbit or space holidays, some predictions for 2020, like electronic maps, robotic drones to help the police and electric cars are here today. Those robots are getting better every day, too. Next decade, they might be writing this column! ¢

Many a birthday bash has been planned out and supplied at Dargaville’s Empire Liquor Centre. From cold boxes for a barbecue 21st, to champagne for a convivial 40th, owner Peter Gibson is never short of ideas (and gifts) to plan a celebration. Now the store itself is turning 10, marking a decade in the main street. It’s been a steady climb with expansions, new products and fresh ideas, new displays, giveaways from suppliers and lots of support for local causes marking the milestones to this point. Peter and the team have never shied away from helping out with charitable appeals. From the time they ran a ‘guess the weight of the giant pumpkin’ contest for the local volunteer firefighters, through to their memorable entries in the BNZ Bank’s ‘decorate the piggy bank’ competition, which saw them construct a tropical pig in a giant bottle. In between, they’ve thrown their support behind a vast number of clubs, teams and societies. There’s never a page in this publication supporting a good cause that doesn’t feature a cheerful message of support from the Empire Liquor Centre, be it for Daffodil
Day, Anzac fundraisers, the St John Ambulance, the fire brigade or the Northland Rescue Helicopter Appeal. The list, in fact, may be too long to print. Ask their neighbours, and you’ll find that this well-stocked and knowledgeable locally owned store is popular for a variety of reasons. Some like the support they’ve shown in making sure community sports clubs and societies have the libations they need for their celebrations. Some cite the gift baskets, which are a sure-fire winner for an anniversary or birthday. Others enjoy the huge range of cold drinks in the walkin chiller or the top shelf selection for special occasions.

It may make it easier for hackers or other malicious users to break into computers running the operating system. However, it will continue to function normally on the surface; users who are adamant that seven is the OS for them are advised to beef up their antivirus, malware and spyware protection with one of the many excellent security programs available. The second option is to take advantage of the free upgrade to Windows 10, available to all those with a genuine Windows 7 install. Boss says its bin blimmin too darned hot ter do much work ona proppity, so we bin spendin a bit of time atta beech and doin’ sum fishin’ too. “C’mon Dog,” he sed last weekend, “Sharlene has packed sum cold chook an’; ham sanniches, so jump up ona ute an’off we’ll go ter tha beech.” Well readas, we had grate time but I tell yer wot, I woodint want to live there. I hada have me collar tied to a bit of rope and lie ina shade unner the ute wen Boss didint take me swimmin’ an chasin’ sticks ona sand ofa beech. I give him the eye wen he got the rope, an’ Sharlene give me a bit of a cuddle ana WHOLE chook an’ham sannich as well. “Sorry Billy,” she sed. “If ya have look around, ya kin see a lotta little signs on poles, an they gotta picher of a little black dog ona lead, wot town peeple gotta use wen they walkin’ there dogs. See there?” Sure enough readas, there were lotsa signs of me cuzzies tied ter there humans. Good greef, I thort, imagine if them rules affected us farm dogs. I kin just see Boss tied up ter me when I’m goin’ sideways threw a five-wire fince chasin a runaway cattle beast or sumthin’. Just shows these town dogs not got much ter do eh? Well, Sharlene figured out wot I was thinkin’ about, an she has bin speakin’ with a lady who stopped ter say hullo. Boss was havin’ a nap ina sun just then. Sharlene give me a pat, an give me sum coldwater ina cup ter drink. “Gotta keep cool there eh Billy?” she sed. “That lady sed alla new dog ona lead signs gone up, cos sum dog owners not too careful, an’ there’s bin a
case of sumone getting a bite froma dog running around loose away froma owner. That nice lady sed sum peeple so irrisponsibil the lokil council gotta stick up the signs an’ they kin prosacute sumone if they don’t obey the bylaw.” Well, like I say readas, I’m glad I live down ona farm. In fact, I give the Boss an Sharlene tha eye about then, an they gotta messige too. We packed up tha picnic stuff, an’ I jumped ona back ofa ute. Back ona proppity I took to me scrapers an headed for tha river boundry an hada swim. Wen I was cooled off, I decided ter carry on rounda farm boundry — musta covered for miles before I hada lie down in me kennil before tux time. Pity them town dogs eh. Thank god I a country boy, jus’ lika bossis favrite song says. See ya, Billy

Nikita O’Donnell (nee Osborne) is the new helping hand they were looking for. She graduated from The University of Queensland in 2012, and since then has been based at Bay of Islands Veterinary Services working with a wide range of patients. These include beef and dairy cattle and other farm animals, cats, dogs and even more exotic patients including pinning a budgie’s wing and amputating a rat’s tail! With this broad spectrum of experience, Nikita fits in well with YourVets, who run a traditionally eclectic Kiwi small-town practice, attending to ‘all creatures great and small’. Word is already spreading in the local horse world, as Nikita has a wealth of knowledge in equine veterinary medicine. She is excited to be able to offer a wide range of veterinary treatment and preventative care for local performance and pleasure horses. Northpower’s Summer intern programme – developing local talent!
We have just completed another great fundraising appeal for our Northland Rescue Helicopter service.
We are passionate about supporting and developing local talent, and this summer we were delighted to have two interns join us to gain practical experience in their areas of study.
Four wonderful community fundraising breakfasts - Kerikeri, Kaitaia, Waipu and Dargaville - raised more than $230k in public donations.
Antonia McDermid, a final year marketing and communications student at Auckland University of Technology, joined the Customer Experience Team for the summer. Antonia has got stuck into working on an exciting new customer transaction portal which will make it easier and more seamless for customers to get things done, as well as planning the for the Dargaville Fieldays. Antonia says the experience has been invaluable because she is gaining firsthand experience in her field of study.

Joseph Hill is about to start his third year at Canterbury University where he is studying towards an electrical engineering degree.
He spent the summer in our Engineering team working on various projects, including the installation of a new offgrid power system on Matakohe Limestone Island. Joseph says he has enjoyed the problem solving and getting first-hand experience in the electricity sector and it has given him renewed drive as he heads back to university.
