Three large outdoor and recreation projects have been given a cash injection from the Kaipara District Council’s Reserve Contribution Fund. A mountain bike track for Dargaville’s Harding Park, a pump track for Mangawhai’s Molesworth Drive and extended boardwalks for Paparoa will all receive grants. The Reserve Contribution Fund was adopted by the council in May 2019. Under legislation, 80% of the reserve contributions must be spent locally, in the area where it was paid. It is to ensure that developments, which boost population numbers, keep pace with green space and recreational opportunities. In this round of grants, Kaipara Cycling Incorporated received $20,000, the Mangawhai Activity Zone Charitable Trust $170,000 and the Paparoa Lions Club $45,000. “The committee focussed on ensuring applications would be accessible to a wide range of users,” said Awards and Grants Committee chair, Peter Whethey. Sadie Cogan of Kaipara Cycling Incorporated said the funding would be used to develop local trails. It would benefit both recreational riders looking for exercise and social opportunities, as well as competitive riders in need of a top-class facility to hone their skills. In this second field, school-age athletes are big winners. “It will be vital for our local Kaipara schools to have a park to train on, as Otamatea and Dargaville intermediate and high schools all have mountain bike squads. The Northland Secondary Schools Mountain Bike Champs will be held at Waitangi Mountain Bike Park as well as the NZ Secondary School

 Young gardeners at kindergartens all over the country got their hands dirty this summer growing the biggest, brightest sunflowers they could. While the fertile earth of Ruawai may have played its part, it was the dedication and care of the young folks from Ruawai Kindergarten, which saw them took out the top prizes in Northland for both the tallest and the widest sunflower, with a mammoth specimen nearly three metres tall. The young botanists and growers learned all about how plants work as they tended their bright yellow prodigy to victory.

 When Dargaville musician Ken Glamuzina passed away last year, he left behind him a legacy of music. Ken’s life-long love of creating songs was intertwined with that of his bandmates from youth through until middle age, Rick Penney and George Curach. They’d been working on a new album after a hiatus of many years. With Ken’s passing, Rick and George decided that the best tribute they could pay their friend was to finish their collective work. Now the album Celebrate, released by their band Slip, is here. A special tribute performance, backed up by local band the Outlaws and a cover band of The Cure, will premiere at Dargaville’s Northern Wairoa Boating Club on Saturday, January 18 at 7.30pm. Partnering up with Kaipara Abuse Prevention and the local Dargaville Food Bank, the members of the club sold tickets throughout town to support both worthy causes. Cheques were presented to help them both continue their charitable works.

The news in 2019 has been at times entertaining, confronting, and always interesting. Here, where your local newspaper is made each week, we have seen stories of sadness and triumph, growth, learning, struggle, debate and inspiration throughout the year. However, most of all, we’ve seen an upward trend as our part of New Zealand continues to grow. General Manager, Deb Wright, says she has similar expectations for 2020 and expresses the hope that all those reading these words in our first edition for the year have enjoyed a safe and happy holiday season or are still doing so. “To all our readers, advertisers and supporters, welcome back to another year, which we hope will be prosperous and positive for you. We want to take this opportunity to invite you to share your stories with us so we can make your successes the talk of the Kaipara in 2020.” As we start a new year, we’ve used this edition to showcase a retrospective of 2019 as seen from a Kaipara perspective. Gathered together in this volume are some of the biggest stories of the past year through a local lens. While nationally, 2019 will be remembered for upheavals like the Christchurch shootings and the eruption of White Island, along with victories in sports, political intrigues and the highlights of arts and culture. Close to home we have had a very interesting twelve months as well. We’ve seen new bridges open to speed transit through

the Kaipara’s heartland, new initiatives to boost growth in the provinces come down from central government. Our locals have taught Wellington a thing or two about training a new crop of builders to assuage our nation’s housing squeeze. We’ve seen sporting triumphs, academic victories, big celebrations and mourned the passing of well-loved and noteworthy community members. A new council has been elected, with the promise of greater community involvement in our local governance. By no means least, we’ve seen a year of artistic success as well, from our Kaipara Art Awards entrants to a wellpatronised wearable arts spectacular, to the growth of the theatrical community as our stage performers go from strength to strength. From all of our team to all of you — welcome to 2020. Happy New Year. We promise to continue bringing you the local issues that matter, and the local stories that help build a sense of community, each week without fail, direct to your letterbox. Who knows what will feature in our retrospective next year? If you’re lucky, it may very well be you! 

Power to the provinces

 Prime Minister Jacinda Ardern and Regional Development Minister Shane Jones met with Kaipara Mayor Jason Smith at Otamatea Marae in early February for a welcome announcement. More than $28 million of government funding was coming to the Kaipara thanks to the Provincial Growth Fund and projects associated with it. Mayor Smith called it ‘a kick start for the Kaipara’, and all year long new aspects of this windfall made headlines. New wharves for harbour transport, new initiatives for more profitable and productive farming and an emphasis on tourism were all talking points stemming from this regional development programme.

Historic church’s rosy future

 This year has been a major one in the history of Matakohe’s pioneer church and surrounds. A joint project by Kauri Museum staff and volunteers, Heritage Roses Northland, Tasman Bay Roses, the Coates Memorial Church and the Matakohe Cemetery Committee brightened up the area with a heritage rose garden in January. It led through to additional works in October, which saw the establishment of a new public bathroom as a new cycle route links Matakohe via the old one-lane bridges to the region’s cycle network.

 Northland Field Days dawned to clement weather and big crowds, who once again flocked to Dargaville’s annual expo of all things rural to check out the attractions and see new developments in agriculture. Big winners on the day included best new exhibitors Advance Build, who auctioned a new home on-site, and timber sports champ Karl Bowman who wowed audiences in the logging arena amid tough competition. Richard Smith roared to victory in a well-attended tractor pull. The rain stayed away to allow patrons an uninterrupted multi-day festival of enjoying local food, browsing stalls and checking out the cutting edge in vehicles and machines for the farm.

Life savers hit the road

 Northland’s MP Matt King, Mayor Jason Smith and top representatives from St John gathered to bless a new arrival to Dargaville’s ambulance fleet in August. Dargaville’s St John ambulance service officially dedicated their new Volkswagen rapid response unit, with primary donors Pub Charity present to celebrate this significant advancement. This move came at the same time as the delivery of a similar unit to Maungaturoto, and the announcement of extra resources to ‘double crew’ each ambulance in the fleet. Through the year St John continued to work hard in the Kaipara, offering life-saving assistance to those in need.

Making their voice heard

 Farmers took direct action to show the government their dissatisfaction with policy decisions on topics such as carbon neutrality, citing the impact such laws would have on the viability of farming in the future. From Ruawai, where tractors gathered, and impassioned speeches were given to large crowds, the protests grew and developed, echoing the words of MP Matt King: “We’re showing solidarity, we’re showing we’re together for one another, and hopefully this will be picked up around the country and other rural towns.” A second-round of local protests later in the year saw tractors and combine harvesters take to the streets of Dargaville in protest, with the issue still ongoing as 2020 arrives.

Two new rescue helicopters

 The Kaipara’s unwavering support for our rescue helicopter crews continued in fine fashion for 2019. In May, it was announced that the 2018 appeal saw the Northland community raise a record amount to support the rescue chopper trust — a total of $385,000. It allowed two new Sikorsky medical helicopters to join the fleet, boosting the ability of the service to save lives and rush people to hospital care from wherever disaster strikes. Throughout the year, new helipads were installed in many locations to make this a smoother process, including a large facility in Maungaturoto.

Pitching in for Paparoa

 Paparoa’s Rapid Relief Team was formed to provide assistance in all in cases of disaster. They proved to be a force for good in another essential way last February. As the Paparoa Medical Society tried to raise funds to bring vital medical services to the town, the RRT crew swung into action, organising a barbecue and offering to raise funds. When the chairperson of the medical centre’s committee came to say a big thank you, however, he found a cheque for $55,000 waiting. An additional $1,700 was raised then and there over the grill, leading to the early opening of a new medical hub for Paparoa.

Victory behind the wheel  Young Maungaturoto speedway racer Ben Morrison was cheered on for his success in July, as he stepped up to win the title of Rookie of the Year in the TQ class. Contending with older drivers and handling a custom-built speedway track car in a full powerslide was light work for the teen sportsman, who was helped along in his plans to race another successful season and perhaps even reach the USA by local realtor Gary Morris of First National Roper and Jones, hosting a big fundraiser in Ben’s honour.

Bridges open for transit

 March saw 700 citizens walk across the new Matakohe bridges, a project that clocked in at $39 million. It replaced a pair of one-lane bridges long decried as a bottleneck for both safety and transport. With the new bridges in place, transit times have been cut, and the old bridges incorporated into a scenic cycleway. The project would go on to win a major award for its designers. The two structures have been officially named Piringa Tahi (bringing together as one — the large bridge) and Te Ao Marama Hou (moving from the past to the future — the small bridge).

Big wins for small students  Maungaturoto Primary School was named Sport Northland’s Energize School of the year in early August. The prize was a ‘shopping spree’ for new sports equipment. Sports teacher Julia Neal put together a slideshow on school activities and is seen here on the left receiving a large cheque from Energize coordinator Shawni Paniona — helped by her seven-month-old son, Rize. It was not the last big win for a local primary school in 2019. Dargaville Primary School would go on to win a national contest with Rabobank for a new school garden. In Matakohe, a young student named Ethan would have his first picture book professionally published, and in Ruawai, our reporter caught up with Life Education’s Harold the Giraffe.

 Dargaville’s Wearable Arts extravaganza exploded onto the stage (and beyond) in 2019, with the addition of a full, psychedelic ‘lightscape’ framing the creative works of the Kaipara’s top designers. With the Municipal Building lit up in moving patterns and colours, and the interior of the town hall similarly transformed, three big shows combining performance, music, art and inspiration set the bar high for 2020. It was a big year for the arts in general, with back to back exhibitions across multiple media at local galleries, culminating in the Kaipara Art Awards exhibition both in Mangawhai and Dargaville, as well as the aforementioned Wearable Arts and events spanning music, poetry and more.

Who put the rabble in charge?

Mangawhai gets set to grow

I have seen it all in my time as a police officer and a member of parliament. Moreover, what continues to astonish me, particularly lately, is how small groups of troublemakers and rabble-rousers can intimidate entire streets and even communities while the government strips authorities of their powers to act against them. Our primary public housing provider, Housing New Zealand, has under the ‘guidance’ of the present government enacted a zero-eviction policy even for the most extreme cases. Cases such as the tenant who has been visited by the police 80 times in the last three years! Moreover, it is happening in Dargaville. During one of my recent visits to Dargaville, I was briefed on the troubles and ongoing problems being caused by the tenants of four state houses in three streets in the town. Complaints about them include intimidating behaviour, theft, drugs, fighting and booze-fuelled partying. Neighbours the media and I spoke to won’t give their names — such is the fear factor caused by this small rabble. So, what are the authorities doing about these tenants? Well, the police say they are in ongoing discussions with them. Housing

New Zealand says they are doing the same. Nevertheless, they both also say the same — beyond ‘talking’ to the tenants; there is very little they can do. Their hands are tied by legislation, largely enacted by the present government, that comes down firmly on the side of tenants, even if it is at the expense of landlords, other Housing New Zealand tenants and the surrounding community. Housing New Zealand’s zeroeviction policy is a farce. It means tenants such as those causing trouble in Dargaville are allowed to continue to do so while someone in Housing New Zealand or higher up has decided that the problem can be solved by referral to addiction services. I am not too sure how many police, let alone neighbours, would agree with that. My view is that the zero-eviction policy should be revoked. We should give police and other authorities more powers, not fewer, to take swift and effective action against those who cause and continue to cause so much trouble in our communities. It is not hard-line politicking — it is common sense, and it is overdue.

 Mangawhai changed forever with the turning of a single shovelful of dirt in April. Mayor Jason Smith ceremonially broke ground on a substantial new development situated between the coastal town’s heads and village precincts, set to host commercial, residential and retail growth alongside a light industrial precinct, and future provisions for schooling, retirement living and health care. It could swell the population of future Mangawhai by 3,000 citizens, and Mayor Smith called the bold vision of developers, Viranda holdings, a ‘coming of age project’ for the Kaipara.

Democracy made manifest

 After a closely run election campaign, which saw a recount for one of the available seats at the Kaipara District Council’s table, the people welcomed a new group of civic leaders in early November, who swore to fulfil their duties as advocates for their constituencies at a ceremony in Dargaville’s town hall. Re-elected mayor Jason Smith laid out the gameplan; to carry the district forward into the next decade with growth and vision in mind. It was not the end of changes in our local council, as a portfolio reassignment followed a month later amid the council’s top executives, redistributing important jobs for greater efficiency.

Fire brigades branch out A new park for Te Kopuru

 For Mangawhai’s volunteer fire brigade, November marked a new beginning as members of Fire and Emergency New Zealand, community leaders and dignitaries gathered to open a brand new, custom-built fire station for the town. Action ensued as a live fire emergency was called in during the proceedings. Nevertheless, the brigade took it in stride and completed proceedings with the planting of a ceremonial kowhai tree in the station’s grounds. Other firefighters in the region had cause to celebrate for different reasons; Te Kopuru gained a rapid response vehicle, the chief officer of Ruawai earned his long service gold star medal, and recently Dargaville took delivery of a new fire engine. Of equal importance; this has been a top year for new volunteers stepping up to help.

Headed for a festive finish

 All across the Kaipara, Christmas parties and Santa Parades heralded the coming of the festive season. There were carols in parks, special holiday market days, decorated trees and fun days for the kids, but one stand out was Dargaville’s Silver Fern Farms Community Whanau Day. This event, originally conceived of by one of the town’s most valuable local employers as a way to say thanks to the wider community, has become a full-on festival of fun during the years. In 2019 families enjoyed a dip in the town’s pools, a giant barbecue, inflatable slides and bouncy castles, music, games, horse rides and more courtesy of Silver Fern Farms, with helping hands from the Tamariki Collective adding to the fun.

 A Sunday afternoon in May was the perfect time to open Te Kopuru’s brand new activity park, designed by and for the local kids. The small town on the Pouto Peninsula turned out in force to celebrate the inauguration of new recreation facilities, including a new street basketball court, climbing equipment and more. This event was also one of the first to gather core members of what has grown to be the Dargaville Tamariki Collective. A team of organisations and groups who mastermind fun events for families to enjoy together. School kids submitted imaginative plans for future upgrades of the park to be installed progressively.

Law’s arm gets longer  In an announcement that confirms Dargaville’s status as a growing town, local police confirmed that they would commence 24/7 coverage in November, providing a significant boost for the forces of law and order. More officers mean shorter response times, and safer communities, as well as recognition of the burgeoning population both in and around Dargaville the move was met with approval Reuben Cohen (pictured). Police had a busy year through 2019, not only enforcing the law and promoting safety but also helping enact the government’s buy-back amnesty scheme for semiautomatic and prohibited firearms.

It’s the start of a new year and the start of a new decade. The 20s are here, and that means ample opportunity to make some resolutions that this time, you’re definitely going to keep. Stories like ‘I will go to the gym this year religiously, and lose 20 kilos. I will finish off that engine swap on the Mustang. I will renovate the kitchen and stop living in a construction site’. The key to keeping these promises, according to psychologists and researchers at both the University of Nottingham in England and UCLA Berkeley in the US, is the word SMART. Of those who make new year’s goals, only 10 per cent follow through without making them Specific, Measurable, Achievable, Realistic and Time-bound. Adding these criteria bumps it up to more than 50 per cent. In the case of getting on top of renovations, break it down to specific tasks. “I’ll finish this

house off in 2020’ is likely to land in that 10 per cent. ‘I’ll call up the plumbers, take measurements, and have the new sink and cabinets in by February 30’ is far more likely to come to pass. The other key is help. Experts in human behaviour put this factor down to two things. The first is that it’s easy to become frustrated without assistance, and either fall into doing things the hard way or the wrong way with awful results. The second is that human pride won’t allow many of us to let another

person see us quit. Going to the gym, for example, is one thing. However, signing up with a like-minded friend will reinforce your resolve. Getting specific advice from a dietician and trainer does even more. It applies, too, to those practical jobs. Plan a working bee to enjoy fixing up that classic car or bike with your mates, or get some input from your local professionals to fire up your imagination. By applying SMART, you can turn resolutions into realities. 

Kaipara Kumara Cake Line the bottoms of 3 x 20cm cake tins with baking paper. METHOD: 1. Preheat the oven to 170°C (325°F) Gas 3. 2. Put the sugar, eggs and oil in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) and beat until all the ingredients are well incorporated (don’t worry if the mixture looks slightly split). Slowly add the flour, bicarbonate of soda, baking powder, cinnamon, ginger, salt and vanilla extract and continue to beat until well mixed. 3. Stir in the grated kumara and walnuts by hand until they are all evenly dispersed. Pour the mixture into the prepared cake tins and smooth over with a palette knife. Bake in the preheated oven for 20–25 minutes, or until golden brown and the sponge bounces back when touched. Leave the cakes to cool slightly in the tins before turning out onto a wire cooling rack to cool completely.

INGREDIENTS: • 300g Soft Light Brown Sugar • 3 Eggs • 300ml Sunflower Oil • 300g Plain Flour • 1 tsp Bicarbonate of Soda • 1 tsp Baking Powder • 1 tsp Ground Cinnamon – plus extra to decorate • ½ tsp Ground Ginger • ½ tsp Salt • ¼ tsp Vanilla Extract • 300g Beauregard (Orange) Kumara, grated • 100g Shelled Walnuts – chopped, plus extra, chopped and whole – to decorate FOR THE CREAM CHEESE FROSTING: • 600g Icing Sugar – sifted • 100g Unsalted Butter – at room temperature • 250g Cream Cheese – cold 4. For the Cream Cheese Frosting: Beat the icing sugar and butter together in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) on medium-slow speed until the mixture comes together and is well mixed. 5. Add the cream cheese in one go and beat until it is completely incorporated. Turn the mixer up to medium-high speed. 6. Continue beating until the frosting is light and fluffy, at least 5 minutes. Do not overbeat, as it can quickly become runny. 7. When the cakes are cold, put one on a cake stand and spread about one-quarter of the Cream Cheese Frosting over it with a palette knife. Place a second cake on top and spread another quarter of the frosting over it. 8. Top with the last cake and spread the remaining frosting over the top and sides. Finish with walnuts and a light sprinkling of cinnamon.

Kaipara’s tent city success Another season of sun, fun and camping at Kai Iwi Lakes, and once again it’s been a great one. Part of this is down, of course, to the stunning natural beauty of the lakes themselves, a place where it’s very hard to feel stressed out or run down. Even more than this, it’s down to the people who have made this one of the Kaipara’s biggest ‘towns’ for a brief couple of weeks. As visitor numbers swell the population lakeside, there are several groups active to ensure they have a relaxing and enjoyable time. The Northland Regional Council and Kaipara District Council are involved in the maintenance and governance of the lakes. Two Maori governance entities have rohe whenua (area of interest) in the area of Lake Kai Iwi — the hapu Te Roroa and the iwi Ngati Whatua. All come together to plan for this busy season, with the KDC providing the services of staff who are there as local ‘ambassadors’ as well as to provide maintenance and upkeep. Then there are the people themselves. Our guests, mainly from far afield, many of whom return to the lakeshore year after year in a kind of human migration. The overwhelming sense this year, as in previous years, has been one of goodnatured camaraderie, which one would have experienced in the old, egalitarian camping ground days of yesteryear. bottle some of that feeling to last the rest of the year. So, a salute to those who have worked hard to help us play hard out there this summer, both at Kai Iwi Lakes and beyond. At those beaches where surf life savers have kept an eye on our attempts to catch a wave, to the roads, the petrol station forecourts and the supermarkets and convenience stores where staff stayed on to help us holiday. 
