Rapt with Ruawai’s effort  A Ruawai couple’s fundraising efforts have paid off big time for Ronald McDonald House. Eloise and Adam Barlow organised mufti days at Ruawai Primary and Ruawai College and collected money in Ruawai township with three year old son Israel during RMH’s nationwide appeal, raising $2,415.40. “We’d like to say a huge thank you to everyone who contributed,” said Eloise. “We were totally blown away by the response we received and no one said no.” In the Upper North Island $50,000 was raised and nationally $209,000 was raised during the fundraiser. The money goes towards the operation of RMHs in Auckland, Wellington and Christchurch.

Celebrating awards success Appeal lodged against Staff at the Kaipara Lifestyler and its publishers, Dargaville based NorthSouth Multi Media, are this week celebrating significant success at the New Zealand Community Newspaper Association’s annual awards night held in Wellington last week. The Kaipara Lifestyler was named as runner up to another NSMM publication, the South Island based The Record, in the Most Improved Newspaper category for community newspapers with a circulation of 7,500 to 20,000. The Record went on to take out the overall title picking up the Frank Veale Memorial Award for Most Improved Newspaper. The judges also commended the Lifestyler for its 2013 Holiday Issue, which was an entrant in the p CNA President John Spring, with NorthSouth Multi Media general manager Deb Wright and Kent Caddick, Community Involvement editor of The Record category at the awards. Mangawhai court decision u by Colin Patterson

Mangawhai ratepayers protesting over rate hikes to pay for the EcoCare scheme are appealing a High Court ruling the rates are valid. Mangawhai Ratepayers and Residents Association chairman Bruce Rogan said an appeal was lodged last week, although he says the judgement will not become valid until Justice Paul Heath has considered submissions from lawyers for the association and the Kaipara District Council in a teleconference this week. He adds that if progress is made and the parties can agree on the wording of declarations, the appeal will be withdrawn. Kaipara District Council commission chair, John Robertson, is disappointed the association has decided to appeal. ‘”We had approached with an offer to end the litigation. We need to look to the future and stop spending money on lawyers.”

Mr Rogan says Justice Heath said the council should consult with the community before it made final decisions on rates. But it did not do so. “They can’t be trusted and they should be held to account by the High Court.” Because the legality of rates remains unclear, the association is advising its members not to pay, though they were due on June 30. ¢

Ideas submitted for Memorial Park u by Colin Patterson

Ten submissions on the use of Memorial Park in Dargaville have been made as Kaipara District Council produces a draft management plan. The park was established in 1919 in memory of soldiers who lost their lives in the First World War and has become the main ground for football in the Northern Wairoa area, as well as a range of other sporting codes. Apart from playing fields it includes a large bush area. “Memorial Park is a high-use area. When you have a lot of requests for use, you need a plan to help make decisions between competing requests,” said council spokeswoman, Barbara Ware. Ms Ware says there was significant agreement across submissions

including protection of the bush reserve. “Other suggestions included adding a pedestrian/cycle track around the park; improving security; ensuring any development makes allowance for vehicle parking; planting the edge of the Kaihu River with native kahikatea trees to replace the Manchurian rice grass; allowing caravans to park or stay at the park overnight; involving schools and community groups in restoring the bush area and river margins; and planting kauri trees in the bush reserve.” Once a draft Reserve Management Plan has been prepared, it will be available for public submissions before a final Reserve Management Plan is adopted by council.

Beneath the Surface Last week the Council adopted its Annual Plan for the year that begins on 01 July 2014. As we did last year, we have budgeted for a small surplus. Overall, the Council will be rating for an increase of 2.5 percent in revenue sourced from rates. This will flow through to the changes that property owners will see in their rate notices. Your property may receive a rate increase above or below this figure, for this is an average. the management of council’s debt All going to plan, we will end the financial year on 30 June 2015 with debt down to just under $76 million, a $4 million reduction from three years earlier. That is good news. Interest rates are trending up, so it is important that we manage Kaipara’s debt down. More litigation, more cost Last week Council considered the guidance provided by Justice Heath in his judgement in the case between the Mangawhai Ratepayers and Residents Association (MRRA) and the Council. The Court reprimanded the Council for past breaches of the law, but otherwise found substantially in Council’s favour. We accepted his decisions, and expected the MRRA to do so also. Regrettably, the MRRA have filed an appeal against the key decisions of the Court. This is disruptive for your Council, as yet again we will need to invest time and money defending these proceedings, this time in the Court of Appeal. Council has now received a letter from the MRRA stating that they might consider withdrawal of the appeal or components of it if Council meets certain demands. These demands include: •

That Council cancels certain rates and penalties. This is in spite of Parliament validating these same rates last year, and in spite of the High Court this year confirming that this validation process was legitimate.

The setting up of a “joint committee” of Council and the MRRA to, among other things, “appoint an experienced receiver to act as a defacto receiver” to recover monies from parties that have contributed to the financial problems of the Council.

This same Committee would determine what portion of the Council’s “general debt” is to be serviced by ratepayers, with the balance, one imagines, to be defaulted on.

Council, thus ratepayers, pays the full MRRA legal costs from December 2012 to May 2014.

Commissioners governing the Kaipara District Council are required to operate the Council in a lawful and financially prudent manner. We must do so in an open, transparent and democratically accountable way. We cannot conduct the business of Council through ad hoc committees or side agreements with one particular constituency. Appointing the MRRA to help govern the Council through some “joint committee” is not lawful, appropriate, or useful. We do not need a receiver in Council – we are investigating accountability matters ourselves. Defaulting on debt would be most unwise and would impose substantial costs on ratepayers. We enjoy working with many community organisations in Kaipara, but our relationship with the MRRA has never got off the ground. The demands that this organisation comes out with are often impossible to accommodate. Kaipara District Council is getting itself back into good shape. We are lifting our financial and organisational performance year on year.

School bands Mile Zero and The Vybes, along with soloist Emma Scott Rankin, have been named as three of the 12 finalists for the July 4 event. They beat stiff competition from other schools, with 42 acts competing in the heats on June 8. Now in its 25th year, the quest has launched such Kiwi musicians as Kimbra, King Kapisi, Brooke Fraser and OpShop. It’s open to secondary schools all over the country, and every year attracts about 700 acts.

Contestants must write their own music. Otamatea High School has a strong tradition of rock music, with several bands making the final each year. Members of the public can support the young Kaipara musicians by voting for them in the People’s Choice award; text the name of the artist or band (lowercase, with no spaces) to 2567 before 8.30pm on July 4. The regional final will be held at Forum North in Whangarei on that date. ¢

Ironically, the most significant imposition on Council’s progress today is the cost on ratepayers that the MRRA is creating through its litigious approach and its advocacy of withholding rates. We urge the MRRA executive to work with the Commissioners who were appointed by the Government to resolve the issues that led to Elected Members standing aside; to accept the determination of Members of Parliament from all sides of the House who passed the Validation Act; and to accept the decisions of the High Court.

Snow Tane, who has managed the old supermarket for two years, will leave when the old store closes on August 18 and will hand over the reins to Craig Unsworth for the opening of the new store on the following day. Mr Tane started at the Dargaville Countdown in 1987 as grocery manager and second-in-charge of the store. He remained for 20 years before becoming a member of an Aucklandbased project team in 2007. He returned to Dargaville Countdown as manager in 2012. Mr Tane is leaving to become manager of the Tikipunga Countdown near Whangarei. He has a quick answer when asked what he will miss most about Dargaville. “The people, the customers. I love the customers. I know most of them.” However, Mr Tane will remain on his lifestyle block on Awakino Road with “one sheep, half-a dozen cows, and a

million chooks.” He also plans to remain active in the community, having in the past chaired the boards of trustees at Selwyn Park, Dargaville Intermediate and Dargaville High schools. Mr Tane is being replaced by Craig Unsworth who was previously manager of the Kensington Countdown in Whangarei. Mr Unsworth says the new store will be a huge improvement on its predecessor. “It will be welcomed by the community. We’ll have a bigger range of products and more space.” With its major competitor absent from Dargaville, Countdown has little competition in the area. But Mr Unsworth says that will not change what he does. “At the end of the day I want to serve the community. I want to give the community what it wants.” He says pricing structures in Dargaville — including specials — are the same as in other Countdown stores. ¢

Home to league, netball and touch rugby teams, the club has introduced a new U15 league squad this season, which is third on the table and could be looking at a place in the finals. Seven players have also been selected to try out for Northland’s representative team, the Northern Swords. Chris Fulop, who came on board to coach the U15s this season, says positive developments can be seen across the club. His son Daniel played for Dargaville High School’s 1st XIII in 2013 and went on to play for the U18 Bulls during the main season. He also captained the U17 Northern Swords team. “The Swords made history last year by coming third in the national competition. Four Swords players gained contracts to play in Australia and others have

ended up playing for Auckland teams. Several players, including Daniel, have been selected to attend the U18 Kiwis trials’ camp. “There is talent here — there are pathways through league, and the Australian NRL clubs look after their young players. They sign up kids from the age of 15, take them into their academies and look after their education. It’s pretty amazing.” It’s Not Okay sponsors Rugby League Northland and the club recently invited White Ribbon ambassador, Phil Paikea to share the anti-violence message with players. “We can acknowledge that our club has had a few problems but we want to do something about it — we want to take this campaign from logos on paper to the everyday and to the playing field,” Chris adds. ¢

Network News Whangarei UFB orders lift 260% Orders for Northpower Fibre connections have almost tripled since the completion of the Whangarei ultrafast broadband network last month. And a 260% surge in orders to connect to the Northpower Fibre network in just one month has Northpower asking customers to remain patient while they are hooked up to the network. Northpower Chief Executive Mark Gatland says the connection requests have exceeded expectations, which means some customers requiring underground fibre to their premises currently have a six week wait. “We are working very hard to deploy additional resources and expect to have caught up and be fully back on track within two to three months,” says Mr Gatland. Currently around 200 customers in Whangarei are waiting to be connected. “The fact we are providing these UFB connections free to almost all residential and business customers, suggests to me that people understand the odd delay. “The success of our fibre network is brilliant and it is great for Whangarei because locals are the first in New Zealand to have access to a fully completed UFB network, and they have it years ahead of any others. They also have access to some of the fastest broadband speeds in New Zealand.” Northpower Network General Manager Graham Dawson says the company makes every effort to advise potential fibre customers as promptly as possible to expect potential delays in connecting to the Northpower Fibre network - due to the large volume of customers wanting to come on board. “We can generally do overhead connections within a week of connection requests and each of these jobs takes between two to four hours once we get on site. My understanding is that we are quickest in the country and that is an outstanding effort from our fibre specialists,” says Mr Dawson. “The fact is, the underground connections require a fair bit of infrastructural work which takes time. We do the job thoroughly and we do it safely - which is critical for our staff and members of the public - so it does take time.” Northpower fibre CEO Darren Mason says more than 50 Whangarei premises are being connected every week and there is potential to lift that capacity to 100 over time. “There are now 2000 premises (out of over 19,000) connected to the Northpower Fibre network, making our connection rate of 10% the highest of any UFB city in New Zealand,” says Mr Mason.

Be my Guest Rural New Zealand needs to wake up and take an active interest in the forthcoming general election. The National government is 22% ahead of their rivals Labour, but that majority can erode and disappear altogether by election day. History has shown that where voters are lethargic and don’t bother to take an interest, the outcome can be quite different to pre-election polling. Examples in the British election of Harold Wilson’s government against polling odds, the election of Jim Bolger’s National government in spite of prior poor polling where Jim Bolger declared, ‘bugger the polls’, demonstrates that in this year’s forthcoming election, everyone should make an effort to exercise their democratic right to vote. In Australia the law requires all eligible voters to exercise their democratic right and maybe it’s time for New Zealand to have the same requirement. The rural community have much to lose in the coming election if the majority of urban voters support the Labour party’s proposed policy of expanding the current capital gains tax law, which currently is paid by developers and individuals who make their living by buying and selling properties, other than the family home. Labour is planning to

extend the capital gains tax policy to affect farm sales. I believe Labour’s proposed tax rates are clearly designed with a Robin Hood mentality to attack the rich and distribute the gains to their voters. The Greens’ tax policy of hitting dairy farmers with a green tax of between $12,000 and $13,000 and distributing this money as tax breaks to persuade voters to vote for them, reeks of the same policy of taking money from the country’s wealth creators. The National government claims that their current tax system is the envy of the world. While I don’t profess to be an economist and we all welcome tax cuts, how is it that while we seem to receive tax cuts on one hand, on the other we have consumer costs like electricity, local government rates and compliance costs increasing due to government moving costs directly on to the consumer, by seeking higher dividends from state-owned enterprises. When political parties promise to give you the world, the first question is,

The fourth of July is often associated with feelings of national spirit for United States citizens, but it’s a day for considerable Kiwi pride as well.

MOLESWORTH That’s because, during a telephone conversation on July 4th, 1924, Mr Heaton Barker, an Auckland greengrocer, idly sketched a box around the number four on his calendar. At once inspiration hit — this would be the perfect logo for a new chain of independent grocers, working together to drive down prices. “We will stand ‘four square’ to all the winds that blow” was his memorable statement, and so a Kiwi household name was born. This year marks the 90th anniversary of Four Square’s inception — a long history of service to the rural towns which rely on their local grocer, now as then. In those early days the Four Square man’s visit (by bicycle in the big cities, and by truck in the country) was an event families looked forward to. The company itself acknowledges it roots, welcoming babies born on July 4th with special gifts.

In the Kaipara, Four Square stores still serve as the main grocery and supply outlets for our smaller towns. Maungaturoto, Kaiwaka, Wellsford, Ruawai, Dargaville and Mangawhai are all proud to have a Four Square in the main street. Their distinctive green, orange and yellow colours are a part of the Kaipara landscape, as is the smiling face of ‘Cheeky Charlie’, the beloved Four Square mascot, designed in the 1950s but immortalised by artist Dick Frizzell as a true slice of kiwiana. Four Square have become a New Zealand treasure not just because of their long service to the rural community, but for their thoroughly Kiwi attitude. Congratulations Four Square, and we look forward to another 90 years (at least!) of having you at the heart of our communities. ¢
