Councils around New Zealand must do regular representation reviews, taking into account changing populations and demographics. During the last such review, the Kaipara District Council undertook a closer look at democratic representation in 2021. It proved a prudent move as the implementation of Māori wards also fits into this timescale and alone would trigger the need for a review. Last week, Michael Day, the KDC’s Strategy, Policy and Governance manager, presented a report that collated all ideas and direction from councillors, following up on a discussion of this topic at the council briefing in May. ‘When undertaking a representation review, council must look at the following,’ said Mr Day in his report. ‘The total number of councillors to be elected, the number of councillors to be elected per ward, whether community boards are to be established, and the number, boundaries and names of
the wards where councillors will be elected from.’ While the recommendation made in May, and discussed last week, retains the ward system and rules out the formation of community boards, it does raise the number of elected councillors from eight to nine, plus the mayor. A single councillor would be elected from the district-wide Māori ward, utilising the official Māori electoral roll. Three councillors would represent the west, three the east, and two the central ward, which would retain the name Otamatea. The name Wairoa was put forward as an option for the western ward. It is being discussed with iwi authorities regarding historical and cultural appropriateness. KDC staff are now preparing a formal proposal for adoption in August, after which there will be a period of official public submissions, most likely through September. ¢

FTT executive Michelle Carmichael announced there are seven groups appealing to the Environment Court, including the Royal Forest and Bird Protection Society and the DirectorGeneral of Conservation. “We know there are high impacts this landfill could have on the environment and on iwi spiritual connections with the whenua. We know that mitigation is not good enough for such an important environment, for the endangered species, for the waterways at the site or in the receiving environments of the Hōteo River and Kaipara Harbour,” she said. “Even if Auckland Council doesn’t, we certainly know it’s important to stop this landfill. We have to continue the fight, so we hired Andrew Braggins at Berry Simons, a specialist environmental
law firm and part of the team that stopped Waste Management from getting consent to extend the (current Auckland) Redvale landfill. He’s helped beat them once and we believe he will beat them again. “Our strength has always been our unity. The decision to approve the landfill resource consent was wrong, an absolute kick in the guts. However, I hope today you will be filled with hope again that we can win this. Together, united, we can protect our environment for future generations. We will not stop until this is done. “Support our petition to ban landfills near waterways. The TTTWT hosted a public meeting last Thursday at the Southern Rugby clubrooms in Te Kopuru. There, officials answered questions about the dam’s purpose, progress, safety and schedule. “This dam is being built under the most stringent design protocols known in New Zealand,” said Eli Maynard, geotechnical engineer for the project. “The second phase will take the capacity of the dam from 300,000 cubic metres to 3.2 million cubic metres, providing water for more than 1,000 hectares of land.” The first phase, already under construction, involves excavating 12 metres of peat from the high pasture land above Glinks Gully beach. Water will be sourced from four streams that feed into the Northern Wairoa River. Citizens were assured that this water would otherwise

pass out to sea, and no impact would be made on the town of Te Kopuru’s largely bore-based underground water supply. Another point clarified is that this dambuilding project is not funded by Kaipara District Council rates. The KDC has reserved some funds in its recent Long Term Plan to investigate a connection to Dargaville’s reservoir to act as a buffer in times of drought. However, this would require a council investment in a water filtration plant. The prime purpose of the dam, in both its current and larger second phase, is to irrigate croplands for more profitable agriculture. The decision has been made not to make use of the government’s Covid recovery fast track resource consent laws, which have been deployed in previous TTTWT dam-building exercises. ¢
The project is part of Kaipara KickStart, led by Kaipara District Council and funded by the Provincial Development Unit, under a plan to ‘grow the district’s economy and increase community wellbeing.’ Pahi was to follow the successful installation of the new pontoon in Dargaville. However, when attention turned to this work, prices had escalated, and there was difficulty in attracting contractors. Now, it has been confirmed that the council is currently looking at a revised design to stay within budget. The work initially included upgrading the current wharf with the construction of a new gangway and pontoon to allow
the wharf to better cater for a wider range of vessels, including passenger ferries. Sources say the pontoon is still planned but at a new location outside the wharf, with design options still to be formally announced. Boating club members have mixed opinions with work now three months behind schedule. “I guess a pontoon is better than no pontoon,” said one stalwart. ”However, it will be good to have some certainty, sometime. Whatever the plan we favoured has gone to a second-choice option. It’s not what we all agreed to.” Other planned work in the Kaipara Wharves project includes a new wharf at Pouto. ¢

One of the big winners in the First National real estate group’s recent awards ceremony in Rotorua was Maungaturoto’s Gary Morris, a fact, which the veteran of the industry puts down to experience and expertise. The nation-wide First National group disburses awards to foster healthy competition and to inspire their team, as many organisations do. This time around, Gary has taken home an armful of plaques and trophies, including accolades for being the region’s top exclusive lister, top rural consultant, second place overall in regional sales and 11th in the entire country, including the booming city-side market. Not bad for a gentleman working out of the small Kaipara town of Maungaturoto, but it’s not the awards themselves that Gary feels are most important. While markers of success like these are great milestones along the path of what is now a 50-year long career, Gary has more often appeared in these pages for other reasons. His support of local causes and engagement with the community is as big an incentive to this real estate professional as the many certificates on his wall, for example, his support of young local racing driver Ben Morrison or his contributions to the National Burns Unit to help victims of fire. “When you see talent like this at a local grassroots level, you have to get behind it. That’s the Kiwi way,” he said of Ben’s push to win rookie of the year on the track.

Dargaville Museum is getting a boost with the visit of a talented group of musicians from east Kaipara to help raise funds as they perform.
p The Mangawhai Singers are heading west to help out Dargaville’s museum and delight music fans in the riverside town
The Mangawhai Singers comprise a 23-strong choir, a pianist and twin guitars, all brought together by conductor Christine Bygrave. They have been bringing music and merriment to the east coast and Bream Bay since 2009 but have never travelled so far west. “It’s very good of them to come all this way over to perform,” says Margaret Tier of the Dargaville Museum. “It will be their first musical engagement in Dargaville after some very fine reviews in the east coast area. They are kindly performing to help raise funds for the museum, as well as to showcase their range and harmony.” Patrons who attend on Saturday, August 7 from 1.30pm at the Dargaville Museum Function Centre will be treated to a songbook of classics and tunes from
the shows, as well as a quartet ensemble, comedy sketches, and stand-out solos by Jone Yelcich and Margot Christie-Linnell. Members of the choir come from towns as widespread as Matakohe, Kaiwaka, Mangawhai and Ruakākā. They have been brought together by a love of music and song, which they say they are pleased to share with a Dargaville audience for the first time. Those who wish to attend should contact the Dargaville Museum to book a space. It’s almost certain that this concert event will sell out before the performance date. The $20 ticket price will go entirely towards funding the upkeep and enhancement of the Dargaville Museum and its collection. ¢

Three Waters data ‘unreliable’

Kaipara District Council has asked the Department of Internal Affairs to revisit data it has released over the Three Waters proposals, which it believes to be incorrect. Mayor Jason Smith says it’s believed other councils are also affected by similar miscalculations. “It overstates the KDC water infrastructure debt level as $60 million when it is $52 million,” said Dr Smith. “The effect of this distorts any calculation about benefit or not to the Kaipara community of joining with the Three Waters Reforms. “We are seeking a correction of these figures so the public can see a true picture in advance of any opt-in/opt-out decisions between now and December. We believe in evidence-based policy decisions and find the evidence supplied to be unreliable. “It’s possible the government may make these Three Waters Reforms mandatory, which would mean no option. There are questions about stormwater, specifically drainage districts, of which KDC has 29, which no one has yet been able to answer. We do not have clarity of what it could mean. “It’s likely council would have none, or very little, influence regarding water and therefore no control of how much people may have to pay in future,” Dr

Smith said. “That may include reticulation or wastewater systems, which aren’t even pipedreams yet. Only 26% of Kaipara people are on reticulated drinking water. “We know better than anyone what it’s like to have troubled waters and what it’s like to build a bridge over those troubled waters, to regain control and to be managing infrastructure well within our means. I have confidence we’ll make the best decisions in the period ahead.” ¢

The season of Matariki celebrations is well and truly here, with festivals, gatherings and special events happening throughout the school holiday period to commemorate the start of the new year. Dargaville’s Matariki festival will be held this year on Saturday, July 24, taking place at the Riverside Gardens and Northern Wairoa Boating Club, right in the centre of town. There will be fun, entertainment, food, fire displays by the entertainers from Circus Kumarani, lanterns and illuminated artworks, all in the spirit of the season. The festival begins at 5pm and spans sunset, ending at 7pm. As the sun goes down, the star cluster of Matariki itself will rise; the astronomical centrepiece of this yearly celebration. The Pleiades star cluster comprises seven bright stars, which appear together in the sky at this time of year. In Māori mythology and in the pre-European system of celestial timekeeping, the
appearance of Matariki in the winter sky heralded the new year, a time to celebrate another solar cycle and the rebirth of the natural world in spring. A popular retelling of the old traditional legend says that Matariki is the central star of the cluster, a daughter of Papatūānuku, the earth goddess and ancestral mother of all life. In turn, Matariki has six daughters, represented by the other stars of the Pleiades. Each year they return to visit their grandmother, guided by their mother, Matariki. This journey enables the sisters to bring their gifts to kuia Papatūānuku, helping her shake off the chill of winter and bring new life and prosperity to the land and its creatures. Tupu-ā-nuku is the eldest sister and shares her lore of plants and crops.

Harley Davidson made a move out of left field with its new off-road adventurer, but it may have been a test-bed for new roadgoing power as well. First out of the blocks, last February, was the Pan America, a sports tourer bike of the kind that BMW and Honda are famous for. High-stanced and sporting knobbly tyres, this is the opposite of the traditional view of a Harley Davidson and point toward the company’s attempt at an image reformation. The core of the Pan America is the aptly named Revolution engine, touted as the next phase of a century of v-twin engineering advancements. Tellingly, it’s water-cooled, a method that garnered controversy when it debuted in the nowdeparted V-Rod street bike. The 1250 twin sounds restrained and refined compared to the raw and angry bark of most street-fettled HD machines, though it retains the lovely asymmetrical burble of the signature v-twin at idle. Riders have 150hp on tap, adjustable ride height, and plenty of range from a large fuel tank. The question is, however, whether HD purists will take to riding offroad, or whether mud slugging off-road riders will shell out the big dollars instead
of buying a rugged Kawasaki or even a Royal Enfield Himalaya for half the cost or less. While the passion for traditional Harleys rumbles on, with purists revelling in the possibilities for customisation that unlocks a world of choice, there may indeed be room for a water-cooled machine in the stable yet. Replacing the V-Rod in the line-up is a new model tentatively called the 1250 Custom, foreshadowed by tantalising advertising. When the Pan American broke cover, Harley’s CEO strongly hinted at a roadgoing version. “This is the start,” said Jochen Zeitz back then. Now, we’ve been teased with close-ups of a copper-accented 1250 Revolution engine in a lower, sleeker frame. If this is a replacement for the V-Rod, it could well win over those who ascribe to the old HD recipe; a 150hp street machine with a modern style, hugely wide rear wheel, bobbed rear fender and a low stance is a lot of riders’ cup of tea.

The barns and sheds of rural New Zealand house a great selection of classic cars and motorcycles; restored and beloved family heirlooms or passion projects providing a break from farming labour. From vintage cars to hot rods, weekend cruisers that replace the ute for special occasions and motorbikes to get out and ride in the great Kiwi country scenery, they’re all here. However, perhaps not for long. As part of the programme to electrify the New Zealand road fleet, we’ve recently been bombarded with propaganda stating that the end of internal combustion is coming in just over a decade. In a justifiable response to a central government move that could put thousands of internal combustion mechanics out of work, the Motor Trade Association has released its ideas to mitigate what they see as an overly ambitious fast shift to EVs. It put forward three core areas to be added to any future legislation. Firstly, to ‘look at all technologies that promote lower emissions and not put Kiwis at risk or leave them isolated.’ Secondly, that ‘all vehicles should have their emissions tested as part of their regular maintenance.’ Finally, ‘we need a plan that also deals with how we dispose of these vehicles to make room for a cleaner future.’ While we can all agree that clapped out old daily drivers should be replaced by efficient new hybrids or EVs as soon

They’ll have to, and so will the central government. We urgently need discussion of a law to protect classic vehicles from overzealous legislation and the scrap heap. Some countries offer a classic registration that allows for a single warrant of fitness each year with a more lenient emissions test to reflect the machine’s age. It must still be properly maintained and tuned and must not be driven more
as fiscally possible, points two and three would kneecap the classic and vintage culture, as older cars and bikes were not built to pass modern emissions tests. To be magnanimous, it’s likely that the MTA was not thinking of their thousands of classic collector customers, who make the restoration and preservation of heritage machines a multimilliondollar industry.

Ukulele orchestra assembles

Dargaville’s ukulele orchestra is branching out into a new practise space and actively inviting new members to join the fun. When the ukulele orchestra was first starting, they practised in Kerri Russell’s music shop in the town’s main street, surprising night-time restaurant patrons with their medley of tunes. “It’s pretty basic stuff, really,” said Kerri of those early days. “We pick songs the people know, and everybody gets the chance to both sing and play. “You don’t need to be a musical virtuoso to get involved — you can be an absolute beginner.” Hits by John Denver, Willie Nelson, Crosby, Stills and Nash, and the Beatles still make up the orchestra’s playbook. However, the number of players has grown to the point where a new space has been secured; the reception area of Dargaville’s town hall. On Wednesday nights from 6pm, this area will rock to the
sound of more than 20 massed ukuleles and the voices of orchestra members having fun. While they aren’t practising for a specific concert right now, the group have been known to present well-received selections for civic events and have floated the idea of stopping in at local retirement homes to bring some musical cheer. A Christmas parade appearance may also be on the cards. The versatile ukulele started life as a sailor’s instrument in the age of exploration and was enthusiastically picked up by the Hawaiian people, who gave it its popular name. Lacking a stringed instrument in their own cultural music, they adopted the ukulele and gave it a lifelong connection to tropical themes. A trope subverted
