“The outstanding success of the Mangawhai Opportunity Factory is all about community,” says MCOST trustee, Dianne Christensen. “An amazing range of quality goods are donated to The Factory, sorted, priced and displayed by the staff and volunteers. Locals and visitors alike gain some amazing buys, providing the funds to return to the community. It’s a wonderful circle of support.” The shop has just had a mini makeover and to pick up big items or large lots from the community; the trust now has a sign written van lovingly known as Vanessa, that can also deliver larger purchases for a small cost. “Along with drivers, the factory has an enthusiastic group of volunteers, including shop assistants, clothing sorters, pricing specialist, and repairers along with the board members. “The Factory and trust welcome support in any way — The Factory is open seven days a week 9am–4pm at 5 Wood Street, Mangawhai Heads,” said Dianne. “More donations are very welcome and need to be brought in within opening hours, or feel free to phone 431 3098, to check if the items are suitable. Nominations for the Kaipara District Council, Northland District Health Board and the Northland Regional Council in the triennial elections for local government open on Friday, July 19 and remain open for a month, closing at noon on Friday, August 16.
The Northland branch of Civil Contractors New Zealand recently held their 2019 Construction Awards, with the builders of Kaipara’s new Matakohe bridges taking home a top honour.
“With nominations opening, it’s a good time to have a think about what makes a good elected member,“ says KDC’s general manager, governance, strategy and democracy, Jason Marris. “Attending one of our five candidate evenings across the district is a good way to learn more about the role, the expectations of an elected member and the process around going for it,” he adds. “The pre-election report for Kaipara is available on our website, and at council offices and offers a great way to better understand the current position of Kaipara, our work and what we have planned for the next couple of years. The Hirepool Construction Projects Over $1,000,000 Award recognises excellence in this high-end bracket of construction, and this year it was claimed by Fulton Hogan for their work on the Matakohe Bridges project. The bridges, which replaced a pair of antiquated single lane crossings earlier this year, represent a significant investment in roading infrastructure and have been well received by locals. Retiring Civil Contractors NZ Northland Branch secretary Tracey McKenzie said the awards themselves attracted a record number of entries; 38 in all, beating the previous record of 32.
“The standard of entries was outstanding and kept the judges busy for several weeks.” Another Kaipara project was also honoured, with Robinson Asphalts receiving the Hynds Pipe Systems Projects $500,000–$1,000,000 Award for their work at Dargaville’s Sportsville complex. Representatives of Fulton Hogan took to the stage alongside those from Hirepool at the awards ceremony in Whangarei, and were joined by an unexpected guest; Tane the Taniwha, mascot of Northland rugby. In all, nine major awards were bestowed for major construction work all over the north. ¢
NRC SMART INFORMATION WITH NORTHLAND REGIONAL COUNCILLOR KAIPARA WARD, PENNY SMART NORTHLAND ECONOMY QUARTERLY REPORT The latest Northland Economic Report is available via the NRC website, type in Economic Quarterly Report Issue 24 in the search box. This is always an interesting snap shot of what is happening economically in Northland. Results this quarter are mixed, with Northland showing a slight slowdown in economic growth. Both GDP and spending by international visitors are up 2%, however total employment numbers are down, and unemployment is up slightly. LOCAL GOVERNMENT ELECTIONS: LET’S GET INVOLVED Local Body elections are a great way to contribute to the communities in which we live. Democracy works well when people participate. Making sure that you make an informed decision as to who is best suited to represent your views at local body board tables for the next three years is critical to both Northlands and Kaipara’s success; environmentally, economically, socially and culturally. Malcolm Nicholson, NRC’s CEO has released his triennium report which is available now on the NRC website. The report is a summary of the last three years and a look into the next three. LAST COLUMN IN THIS TRIENNIUM This will be my last column for this triennium due to the starting of the election process on the 19th July. I have
had such an interesting, and productive three years that I am very keen to continue for another term. I see opportunities as well as challenges coming our way. I am optimistic that as united Kaipara and Northland communities we will be able to navigate them successfully. I look forward to robust and constructive dialogue over the election period. I have really appreciated and would like to thank everyone who has provided me with support, advice and guidance over my first term as NRC Councillor for Kaipara. Dargaville’s Muddy Waters Gallery will provide the experience of a formal exhibition, complete with a gala opening night, for Dargaville High School art students this July. Six students will have works displayed from their 2019 portfolios, covering a range of subjects from nature to politics to philosophical questions and beyond. Alina Maltseva, Kaia Hammond, Inez Astley, Lara Brownie, Jorgia Vallance and Colin Gilligan will all take part in the exhibition, which runs from July 19 to July 30, and is open to the public daily. The exhibition, which will allow these up and coming artists the chance to engage with the public in a space beyond the classroom or studio, has been made possible in part by a generous funding grant from the Northland Field Days. Members of the Fight the Tip campaign opposing a landfill for Auckland rubbish in the Dome Valley, with a perceived threat of polluting Kaipara Harbour, are looking further afield in their opposition to landfill sites near waterways. The application for a rubbish tip by Waste Management Ltd in the Hoteo River catchment has led to a petition to parliament over threats to waterways, and a rahui has been declared over the proposed site. Now Fight the Tip supporters are set to help clean-up an estimated 5,500 tons of waste in a remote area of the South Island. There, an old landfill spewed out 75 kilometres of rubbish along the Fox River and onto coastal beaches after a storm three months ago in what’s described as one of the country’s worst environmental disasters. “It’s not just a local problem, it’s a New Zealand problem,” says Fight the Tip member Kathleen Smith, who is coordinating volunteers from the Kaipara area to join in the operation. Workers already clearing rubbish littering the huge area are finding medical waste, needles and asbestos among the debris. “This is a catastrophe in our most pristine area,” said Ms Smith. “It’s the tragic result of putting a landfill near a highly significant waterway, which has resulted in devastation.”
The Department of Conservation is leading the clean-up operation, and the NZ Defence Force is providing logistical support and transporting volunteers into the area. “Many of those working there are tourists, so it’s embarrassing,” said Ms Smith. “I’m coordinating people from here prepared to go down — I’m planning to do so at the end of this month.” DOC took control of the operation from the Westland District Council, and the government has injected $600,000 into the costs. A second consultation session with the Dargaville community on July 3 saw members and representatives of the New Zealand Transport Agency present a further evolution of their plans for the Twin Coast Discovery Highway.

Dargaville has strong ties to the ship, which was instrumental in protests surrounding the anti-nuclear issue, as the museum is the guardian of its twin masts and other taonga. The Northern Wairoa Maori, Maritime and Pioneer Museum purchased the masts in November 1985 along with the ship’s clock, ominously stuck forever at the time of the fatal bomb attack. A sizeable collection has built up during the years as the museum has acquired new artefacts through purchase or contribution. Soon after the bombing, which was carried out by covert agents of the French Direction Generale de la Securite Exterieure intelligence agency, Dargaville made a bid to take on the entire ship as a monument. However, it was felt
that it was more appropriate to sink the Rainbow Warrior as an artificial reef. The museum on Dargaville’s hilltop remain guardians of the largest collection of objects from the ship, and the masts, topping 35 metres in height, stand above the town, lit up thanks to a donation of illumination in 2002 and Noeline and Les Andrew. A team of locals helped ‘step’ or emplace the masts in 1986, erecting not only a tribute to the Rainbow Warrior’s part in our anti-nuclear political stance but also a thoroughly recognisable feature of the Dargaville skyline. Hence July 10 is a day when museum staff pay their respects and invite locals and visitors alike to explore the story of this ship and its role in our nation’s history. ¢

The first stage toward securing funding is to formulate a well researched and coherent plan, a process, which NZTA is aiding with civic meetings such as these. With tourism a valuable industry for the north, and with the Twin Coast Discovery route passing through areas of distinctive natural beauty and historical appeal, hopes are high that a series of upgrades to the road will drive economic growth.

While much has changed during the 50 years of her service to nursing, a competent, calm and caring attitude at the bedside is still much appreciated by staff and patients. Jen Thomas, Dargaville Hospital Operations Manager, spoke highly of these qualities when referring to the 50th employment anniversary of the nurse known affectionately as ‘Twigs’. “No matter where you work, you always treat patients and whanau with the utmost respect, dignity and have an amazing ability to show care and kindness. Qualities that are very special in a person and certainly not something everyone has. Not only do your colleagues hold you in very high esteem, but the community and patients certainly do. You are a bit of a legend of Dargaville and everyone who has ever had a baby in Dargaville talk so fondly of Twigs.” Heather’s fame amongst Dargaville’s mothers comes from her long-standing role in the maternity unit of the local hospital, where she says she was asked to fill in for a while in 1988, then never left.

Organisers say that this vital information has helped businesses to thrive and new endeavours to start up successfully. The comprehensive NZQA level three New Zealand Certificate in Money Management goes far beyond budgeting and delves into planning an economic future, investment, insurance, taxes and more. Course organiser and experienced tutor Penny Smith of Pennys Worth has moved to the local area after spending 15 years in north Auckland in a financial mentoring and teaching role. Classes are funded by the Tertiary Education Commission and administered by Te Wananga o Aotearoa, so there are no fees at all for NZ citizens
and residents — textbooks and study materials are provided. The course runs for 20 weeks, covering all the things an entrepreneur or investor needs to know about navigating the world of money management. A recent spate of illegal dumpings, including a Friday morning pile of refuse befouling Hoanga Road, has led to calls for greater responsibility around the disposal of household waste. At the same time, those who deal with the day by day business of recycling and disposing of waste in the proper fashion want people to know the rules around rubbish pick-ups and recycling. For example, authorities advise that it is not accepted practice to fill a non-approved plastic bag with waste and tie it closed with one of the approved blue Kaipara rubbish bags. With this month slated as one in which to reduce plastic consumption, it’s a good time to explore ways to cut back on the cost of managing waste the right way. Social media respondents and citizens used terms such as ‘disgusting’ and ‘selfish’ to describe the actions of roadside illegal dumpers. Stiff penalties of up to $5000 exist if and when the council catches up with those responsible, and often an examination of the
offending rubbish will point directly at the culprits, even though this ‘forensic work’ is a dirty job to have to tackle. One easy way to slash rubbish costs is to recycle plastic. Currently, yellow plastic bags (which are themselves recycled when used) are available to separate plastics from true refuse. It’s even more economical to bring approved recyclables such as selected plastics and glass direct to a refuse transfer station, where a whole vehicle load costs just $2 to process. Staff ask that all items are washed and plastics flattened to help in the recycling process. Kudos for Kaipara The new Matakohe bridges are open. They look great. They are great. Gone are those long queues that we had to endure while we waited in line at a one-lane bridge smack in the middle of one of Northland’s busiest roads. Gone is the safety hazard we all faced from one-lane bridge bottle-necks. The old bridges are gone—replaced by two new bridges and a new, safer, alignment of the state highway. I reckon it is time to hand out a round of thanks for getting this much-needed project completed. And these are the people and organisations who actually did the work, not those who are now making political capital from it. I’ll start with the NZ Transport Agency, who managed the project. They and their contractors did a superb job. They got the job done on time and delivered on their promises. In fact, if we look at the project as a whole—with its sediment ponds, landscaping and so on, they more than delivered. Their communication throughout the project was a blueprint for what communication should be. And when wet weather hit the project, they didn’t down tools, they kept at it. The contractors Fulton Hogan have already won a coveted With Hon Simon Bridges (then Minister for Transport) and campaigner Suzie Reyland at the sod-turning ceremony in 2017
construction award for Matakohe—they deserve it. Kaipara resident Suzie Reyland started campaigning for the bridge over a decade ago and stuck to her guns throughout. She and her family deserve credit and our thanks too. I give credit, too, to the previous National Government for listening to Suzie and others. They started this project. They got it underway. And to be honest, it is a bit rich to have somebody else now grandstanding about it. People see through that. And, yes, let’s give credit to the people of Kaipara. It was you who were most vocal in your lobbying of the then government to replace the old bridge. You got it done and you should be proud of that. So Kaipara and Matakohe has its bridges. Soon, up there in the far north, Taipa will have its new bridge as well and Kaeo’s bridge is in the pipeline—all started by the previous government. Will these be the last major infrastructure projects in Northland for the foreseeable future? Possibly. But let’s keep with the credit. Good on you Kaipara. Good on the NZ Transport Agency. Good on Fulton Hogan and Suzie Reyland. You got it done. The completed Te Piringatahi Bridge

Excitement is building as the countdown begins to the 2019 Dargaville Wearable Arts extravaganza, the third annual evolution of this creative showcase of talent. This year, organisers have assembled a creative team to deliver a more streamlined and engaging show than ever before, but all agree that the designers and their artworks will take the limelight. Chairman of the Dargaville Arts Association Allan Mortensen says he is extremely excited about this year’s show. “I’m very pleased with this year’s entries. It’s all about the outfits; that’s what the people come to see, and we’ve gathered a great team to make sure the designers’ work gets a chance to shine.” Key to that team is creative director Chloe King, who also reiterates the fact that this massive community event is a team effort, bringing the skills, abilities and viewpoints of a small army of volunteers into play. “It’s a new angle for me to be working on a show of this magnitude,” she says, discussing the number of directorial and creative decisions made to frame the work of our wearable arts creators.
“I’m keen to see it all come together on stage. It’s the culmination of a lot of work by a team who are all extremely passionate about the arts.” Making the event extra special this year is Dr Maggie Buxton, who brings a new level of creative technology to the wearable arts event. Working in the emergent space between art and tech, Dr Buxton’s Awhiworld company are masters of transforming spaces with projection mapping. She says that the venue will be transformed into a virtual cave of light for the event, with vivid graphics helping emphasise the wearable artworks, as well as to inform and immerse the audience. Extending a lifeline across the Kaipara u by Andy Bryenton
Maungaturoto’s St John Ambulance service made front page news early in July, with the confirmation that a new First Response Unit would be joining their fleet, and that seven new fulltime officers would come on force, ending single-crewed ambulance services in the east of our district. Now Dargaville can confirm similar changes, providing superior coverage to the west as well. It’s part of a strategy, which will see big changes to the life-saving St John team throughout the Kaipara, and it’s a move welcomed by health professionals and citizens alike. Part of the roll-out of this rapid response coverage is the deployment of new, high tech First Response Unit vehicles, able to go places where an ambulance cannot, and speed up the time between an emergency call and experienced medical crew being on the scene. The new fleet of 14 Volkswagen First Response Units was handed over to St John at a launch event in Auckland on July 11 2019. Designed as specialist First Response Units, the new ambulances will enhance emergency response times to isolated communities, an important step in improving the equity and access of healthcare to all New Zealanders. These new units have ample room for treating and stabilising patients while a transporting ambulance is on the way, ensuring the best possible clinical care for our patients,” says Mr Devanney. As part of St John’s approach to delivering ambulance services, the new vehicles, crewed by dedicated volunteers, will be able to quickly locate and assess
patients, and transport locally or to meet a helicopter or transporting ambulance. Contributions from donors around the country have made the delivery of these vehicles possible. The first fleet arriving in July will be stationed in Russell, Maungaturoto, Dargaville, Hahei, Mokau, Opunake, Murupara, Waihau Bay, Hicks Bay, Te Kaha, Opotiki, Porangahau, Pongaroa and Picton. St John plans to roll-out 60 of these ‘game-changing’ new vehicles during the next few years, positively transforming the way isolated and rural communities respond to health emergencies and accidents.

SUPPORT YOUR ST JOHN The other side of this expansion comes down to the most important asset of the St John order — people. In May 2017, the government signalled increased funding to end single-crewing of ambulances. When this changeover is complete two first responders will crew each vehicle, providing mutual support and backup. The move has been called one of the most significant developments in New Zealand’s ambulance service history, and in an area such as the Kaipara, with its miles of isolated roads, increasing the presence of trained and confident EMTs (emergency medical technicians) when they’re needed is sure to save lives. What this means is a chance for our local ambulance service to grow, but that also means an opportunity and a necessity for local people to step up and assist. St John is at its heart an order made up of volunteers, and while the heritage of the name stretches back to the Knights of Malta, those who serve in this lifesaving capacity are more everyday heroes. People from all backgrounds and walks of life have volunteered their time and expertise, learning skills which have saved lives in their communities.
Some will take on paid employment in the ambulance service, while many other beneficial programmes (from caring callers contacting socially isolated people to assistance at outdoor events) are run entirely by volunteers. Front line volunteers (those who will crew emergency vehicles) must have a clean drivers license, be physically fit and able, and pass a drug test. It’s a strange but true fact that the modern ambulance service, which operates in 21st-century New Zealand, can trace its roots back to the Middle East in the year 1070. Just four years after the founding of modern England, monks and knights in Jerusalem established a hospital, a revolutionary idea at the time. Using the best healing arts from both the east and the west, this organisation grew to encompass the defense of pilgrims and was eventually relocated to the island of Malta, where the Knights Hospitaller or the Knights of St John as they were known established a medical school and healing centre that was to stand until the Napoleonic wars. The transition to a modern order came in 1888, with a decree by Queen Victoria recognising the ongoing charitable work of the ‘Knights of Malta’ in Britain. It was, in fact, a few years before this date that St John came to New Zealand, and from 1885 onward emergency first response and medical transport have been the most well-known focus of the organisation here. Today, up to 90 per cent of the population relies on St John for ambulance services. Additionally, this largely volunteer-run order helps out in other ways throughout the community, including educating kids about first aid,
the dedicated team of the St John’s Ambulance service and all that they

In fact, with the machines used in the open field becoming larger and more powerful each year, it makes perfect sense that the coveted Tractor of the Year competition, held in Milan, Italy, now contains a category just for horticultural machines.
