There’s a new hand at the helm of the Maungaturoto and Districts Rotary club Keith Shadbolt has taken over from a dual presidency of Vern Dark and Betty Nelley who have led the club for the last two years. “Having two presidents was established for two busy people who were sometimes out of town on Rotary night,” said Ms Nelley. In the annual report, Vern recognised

the club combining with Paparoa Lions and said he sees a benefit in combining projects in the future, with fund-raising and focussing on supporting youth so successful for the last two years. “Under our leadership, establishing a Presidents Scholarship for furthering tertiary education in our district is something that both Betty and I are glad that has been put in place,” Vern said. Dargaville’s swimming pool is “set to open Labour Weekend” for the new season after being beset by problems In October last year, the pool floor bulged and cracked under hydrostatic pressure which lifted the concrete base. Nevertheless, the pool opened as scheduled after the pipework was realigned and the floor resealed. While the pool is insured for standard risks such as fire and chemical explosions, the policy was not weighted for insurance against hydrostatic lift. Any further damage that occurs that is attributable to the lift will also not be covered by insurance. “Hydrostatic valves were installed to safeguard against that risk and, of course, it was expected that the valves would be functional. It simply wasn’t

possible with a limited budget to ensure against every scenario,” says Kauri Coast Community Pool Trust chairman, Vern Stevens. An independent structural engineering firm, referred to the trust by the Kaipara District Council, will determine the cause of the crack and is midway through a report. “We know the damage was caused by a failure with the hydrostatic valves. The report will determine the deeper causes of that failure. Once the independent report is completed and we know why the valves failed — then we will get into the blame game,” Mr Stevens said.

Good prospects for winter fishing  by Paul Campbell

There are two activities which occupy long-time Kaipara resident, Jock Wills, when he ventures down to Pouto at the Kaipara heads — either he is showing enchanted tourists the beauty of the peninsula and the historic lighthouse high in the sand dunes with his Pouto Sand Safaris venture — or he’s catching fish. “I have been fishing since — let me see — well, since 1954 anyway,” he says. “And going by the last few trips, the fish are in good shape.” A recent catch included some magnificent snapper, one weighing in at more than seven kilos, another over four. “We have also been landing good

gurnard and kahawai in recent weeks,” he says. This is positive news while there is concern over the future of fish stocks in the Kaipara.That’s a matter of serious concern because the harbour is in fact the genesis of most west coast stocks. As part of a research programme, scientists at NIWA collected juvenile snapper from seven estuaries along the west coast of the North Island. By testing their ear bones (otoliths) for eight different chemical elements, scientists were able to create a ‘chemical signature’ to identify which estuary the fish came from. A sample of 140 adult snapper was collected from commercial catches, from

Ninety Mile Beach to Mana Island in Wellington. The analysis of these snapper using the ‘chemical signatures’ established shows 98 percent of the adult snapper were originally juveniles from Kaipara Harbour. NIWA Fisheries Ecologist Dr Mark Morrison says: “These findings show how fragile some New Zealand snapper and other coastal fish stocks could be. It highlights the importance of protecting natural habitats, like Kaipara Harbour.” “Any negative impacts on the production of juvenile fish in the harbour will cascade through into a much larger coastal ecosystem, ultimately having a huge effect  Jock Wills fishing not a bad way to occupy your time on the abundance of fish over a 700-kilometre coastline.” While Kaipara fishers wholeheartedly NIWA is working on ways to restore support conservation, it’s catchers and recover snapper habitats. Kaipara midwife and university lecturer Susan Crowther, has recently returned from a twoweek trip to Rwanda for World Vision The trip came about through a fundraising project for World Vision New Zealand to build a new health centre with a small maternity ward in Kigali, the capital of Rwanda. Susan was asked to assess the midwifery practices in a semi-rural region outside the capital. “Kigali itself is a progressive city compared to other African cities. It is clean with no litter and the roads are being sealed. However, there is still overt poverty, and progressive urban spread has its own set of problems in relation to the delivery of health services.” “With a population of 11 million and only 700 trained midwifes, Rwanda still has very high rates of maternal and infant mortality due to a lack of education and limited resources. Visiting the delivery room in one of the birthing

units was a very raw experience. There was a bench with plastic and no pillows and no fathers allowed”. Susan says. “28% of babies die from infection in their first month. Often there are no facilities to wash hands and this practice alone would significantly reduce death rates, as would use of sterile equipment.” Susan found that “the majority of woman coming in already had health problems such as anaemia and malnutrition from a high-starch diet with few fruit or vegetables. There are also high rates of HIV infection with one in twenty women of reproductive age being HIV positive.” The initial phase of the World Vision project will provide funding for two New Zealand midwives to run workshops in Rwanda aimed at lifting the quality of maternity care for both expectant mothers and their babies.

Taharoa Domain Board dissatisfaction  by Kim Munro

In separate letters to the Kaipara District Council, Taharoa Domain Governance Committee chairperson, Ric Parore, expressed a number of concerns with council while Taharoa Domain Board member, Garry Hooker, announced his resignation from the board. In his letter to council Mr Parore says: “I remain disturbed that the last meeting of the governance committee was postponed while council endeavoured to sort out its problems with its Long Term Plan, and, as there has been no

resolution of those problems, a meeting remains postponed indefinately.” Mr Hooker cites a neglect by council of the board’s affairs as reason for his resignation, specifically council’s ‘failure to alert noncouncillor members of the Taharoa Domain Board to proposed council cuts in next year’s works programme’ and reiterated Mr Parore’s concerns over council’s postponement of board meetings in order to attend to wider on-going council business.

Building a brighter future from the past

Harbour holiday fun

In the pioneering days of the Kaipara district, building was a trade learned among the tall timber of the Kauri forests and in the work camps of fledgling towns Apprentices were taught in a very ‘hands on’ way which had nothing to do with written exams and everything to do with practical skills. Now, with New Zealand’s building industry starved of young talent, and the city of Christchurch facing a construction crisis, local businessman and builder Tim Magill has plans underway to bring back some wisdom from those old times. His ambitious project to establish a training centre at Kaiwaka is enjoying a groundswell of popular support, with educational institutions keen to work closely with him in developing a new generation of builders and carpenters. It all began when a Kaiwaka landowner, impressed by Tim’s wooden structural MORTGAGEE TENDER

building techniques, asked him for ideas for an historically significant 70 acre site near Kaiwaka. Mr Magill’s successful Barn Builders company uses timber framed construction, and he reasoned that the best use of the land would be as a training facility for young people, setting them on the road to success in carpentry. To achieve his goal, Mr Magill has devised a ‘live in’ training camp, where students will earn their level 2 carpentry qualification while actually constructing buildings. Such courses taught elsewhere don’t have the same emphasis on real-world experience, which Tim believes will prove valuable in finding jobs for his graduates. Tim has often been asked by young people whether he has any work available with his building company — this plan to transform 70 acres of bare land into a working training centre (and eventually a historic park complete with native forest, tramway and café) is a positive step toward reducing unemployment and arming young people with skills. There’s a lot of work to be done before this very worthy dream becomes a reality, but the seeds have been sown and Tim is determined that he’ll see the job through. At a time when even the government seems at a loss to solve the issue of youth unemployment, this initiative is a great example of the pioneering Kaipara spirit alive and well in the 21st century.

 The Kaipara harbour and its tributaries provided plenty of school holiday activity for young and old last weekend. With a single sausage between them for bait and a couple of hand reels, Zsalea Kavalinovich-Skeens (left) and Jessica Woollam from Dargaville spent an afternoon down by the river fishing for eels. Hundreds got away — but they managed to catch an unlucky eel on the bank.

The upcoming Kauri Coast Skydiving Carnival is receiving international as well as local interest. “We have around 30 sport jumpers coming to the carnival including jumpers from England, Dubai and two from Australia who are dead keen to jump on the Kauri Coast and see the Kaipara as well as lots of local interest,” says Skydive Ballistic Blondes managing director, Kelly Cullen. The carnival will run from Friday, August 10 to Sunday, August 12, organised by Northland-based Skydive Ballistic Blondes in conjunction with the Otamatea Aero Club. “The weekend is shaping up to be fun for everyone from first-time tandem jumpers to those happy to sit back and watch the visual spectacle of freefalling demonstrations.” There will be charity giveaways including two tandem jumps and a scenic flight from the Otamatea Aero Club at Ruawai airfield. The carnival kicks off Friday afternoon with a skydiving display at Selwyn Park followed by an evening launch party in Dargaville. Saturday will be an allday event at the Ruawai airfield with tandem jumps, ‘sporties’ freefalling displays as well as live music, food and entertainment. The carnival will continue on Sunday at the Ruawai airfield with tandem skydiving and the grand finale will be the charity skydive raffle draw and presentation of

Curlin’ up fer tha winta Well, thats blimmin charmin, that is. Bloody Boss has dun a runner. Yep, me Billy BC here and guess wot, me ‘n Sharlene, tha Boss’s girlfren’ is home alone — well, almost. Ya see, Boss has gone of ta Eurip! He reckins its about bizniss an’ sussin’ out kommodity markits an’ stuff. Yeah rite. I happind to notiss ona wide-screen TV — ina house, not ina woolshed, ‘cos I keeps Sharlene kompany now — that tha Olimpik Games are on, just when tha Boss decidid to take a holyday. Mind you, I was a bit down ina dumps win Boss sed hooray, an tole me ta look afta the farm, ana stock, and Sharlene if I hada time, but roun’ about tha time he wooda bin getting’ ona plane in Orklind, I wus kirled up ona sofa ina house, wile Sharlene an’ her Mum, wot come ta stay an’ keep us kompiny, wuz doing a hole lotta bakin’ ina kitchin. Smell was wunnerfil. It startid ta dawn on me then that Boss skivin’ off ta tha other sida tha werld wus no bad thing. Afta all, he gotta sharemilkas ta runa dairy runoff, an me ta keep them kattil beests and woolies in line. Whatta we need a Boss fer? An it’s been bluddy kold lately eh? Blimmin’ fog rollin’ in offa Kaipra, sumtimes hangin’ around til smoko too. Too chily to in be in me kennil, and Sharlene’s Mum soon had me ina house.

Not only that, but she achuly cooks me tea special. Gotta whole lotta briskit bones frum Ken tha butcha an she simers ‘em up wiv gravy... hoo boy! Anyway, Sharlene soon got ona komputa an’ reckin’s Boss hada good trip ona plane. “He sint us a emmil frum Sinkapore, Billy,” she tole me. “Just ta say he wuz on his way okay.” Acherly again, tha more I thunck about it, tha more I like this. Ifa Boss wuz home I’d havta get up ina bluddy dark and keep ‘im kompiny aroun’ tha stock.. But it’s also a skool holidays, an’ cos Sharlene’s a skool teacha, she don’t havta go ta work. So she sleep’s in tilla fog beggars off, so duzzin’t really appeer in her dessin’ gown til smoko time. An her Mum, she won’t git up ‘til Sharlene’s mada cuppatea. Sharlene lets me outa tha house fer me mornin’ ablootions like, but then Mum calls me back in ‘cos she rekins it’s too kold fer me ta stay outside.

Around about lunchtyme. I gets a bit gilty so I does a quick wip roun’ tha farm, an pick uppa papa ata kattil stop. That juss about takes us ta afternoon smoko, an’ Mum give’s me anuther biskit. Then before ya no it. Tha sun starts goin’ down an’ Sharlene lights a fire ina lounge. Mum gets roast on — ya kin smella pork sizzlin’ ternite. Hoo hee — cracklin’ ona menu. Sharlene goes inta tha den and I here’s her clickin’ away ona kee board, ta tha Boss I guess. But Mum’s givin’ me a bitta a brushin’ wiv her old hair brush, ana news is about comin’ ona wide-screen. Long ago, the only fertilizer used on farms was produced by the livestock, and was often seen as a messy by-product rather than an asset. Today, as farms become more efficient and pasture use intensifies, the need for fertilizers has grown along with herd sizes and in pace with developing technology The Ministry for the Environment reports that the energy input into farms has doubled in the last twenty years to meet the requirements of modern agriculture, with nitrogen fertilizer use alone increasing by ten times since 1985 and doubling since the 1990s. The figures are staggering, and represent a huge investment in land management science as well as tons and tons of fertilizer shipped, transported and spread each year. Farmers have long known that the only restrictions on lush pasture growth are moisture and available nitrogen. In simple terms, growing grass uses nitrogen as ‘fuel’ to grow healthy and strong. You can see the difference in a nitrogen-deficient paddock by the contrast in grass colour around cowpats (hardly a scientific measurement, but

It’s becoming increasingly recognised by New Zealand soil scientists, that when it comes to Lime, the higher the purity and the finer the grind the better the results.

NOTIFICATION OF WEIGHT AND SPEED LIMITS ON ROADS Notice is hereby given that, pursuant to regulations 10(4) of the Heavy Motor Vehicles Regulations 1974, the Kaipara District Council has fixed the following maximum weight axle weight for heavy motor vehicles on the roads described hereunder.

Don't Drink and Drive

On 2 July 2012 the Kaipara District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council to apply for the local elections to be held on 13 October 2013. The Council received 403 submissions on its proposal. 34 submissions were in favour of the Council’s proposal, 53 submissions were neutral on its proposal and 316 submissions objected to its proposal. The main reason for those that objected to the proposal was that the current number of councillors (8), plus the Mayor, should be retained and not increased to 9 councillors, plus the Mayor, as proposed. Having considered all of the submissions, the Council agreed to adopt an amended proposal, the amendments as follows: (i)

the proposed number of 9 councillors, plus the Mayor, be reduced to 8 councillors, plus the Mayor (this being the existing number);

(ii)

2 councillors to be elected from the Dargaville Ward, 3 councillors to be elected from the Otamatea Ward and 3 councillors to be elected from the West Coast/Central Ward (this being the existing situation);

Road Condition Instability

(iii) retain the current three wards but alter the existing ward boundary between the West Coast/Central DARGAVILLE Ward and the Otamatea Ward RIVERSIDE eastwards (affecting approximately 580 people) in order to provide PRODUCE MARKET for fair representation for all wards as required under section 19V of the Local Electoral Act 2001 and specifically:
