Kaipara District Council spokesperson Jason Marris is set to assist in training new councillors and helping them embrace their role in civic leadership. He stresses the importance of a strong council representing a variety of backgrounds and views from across the constituency. Still, he says it is a job, which anyone with the right attitude can thrive in. “Our job, and that of the council CEO and staff, is to provide all of the information required to help inform our elected members,” says Jason. “The main quality elected members need is simply the ability to put aside their own preconceptions and be impartial.” The Kaipara District Council’s deputy mayor Anna Curnow has decided not to stand for office, effectively removing the KDC’s incumbent top tier from this October’s local body elections. The non-candidacy of the sitting mayor and deputy comes amid concerns from many about government changes to local democracy. “I have decided not to stand for mayor or for the ward councillor role,” says Anna Curnow. “The mayor’s change of direction gave me pause to consider what that meant for me and what my priorities are. “This means I will be leaving local government politics at the next election. In the meantime, just to let you know that I remain a passionate supporter of the evolving role of Local Government in New Zealand.” It follows the news from early June that incumbent mayor Dr Jason Smith will not

Mayor’s Message Kia ora, Nominations are now open for the election process for Mayor and Councillors of the next Kaipara District Council. I am keen for Kaipara people to have many great candidates from whom to choose our next Council. We all need capable, trustworthy and keen Kaipara leaders to step forward and put their hats into the ring. Deadline for nominations is 12 August, making a talented pool from which options will be considered and choices made by Kaipara people at the election in October. The next month is the time when the options for future leadership of Kaipara will emerge. Don’t leave it until the last minute to consider nominations; I’ve heard in the past of people missing out by not preparing nominations well before the deadline. Kaipara needs a great Council for the next term, as there are dynamic times ahead for local government and plenty of exciting things going on in Kaipara. As a voter and ratepayer myself I want great candidates from whom to choose, and other people tell me they want the same. Who’s up?

path. As Chief Executive Louise has overseen with flair the transformation of KDC to being a trusted Council that’s capable of successfully taking on large projects. With Louise the organisational culture of the Council has been invigorated for a new era and she leaves it in much better heart than it was at her appointment in 2018. Her calm and steady manner and unflappable style have served Kaipara well through a dynamic and challenging period, and our thanks and best wishes go with her for her next steps. The wheels of Council have already started turning to find our next Chief Executive, and that process will be completed by the new Council. We have a steady and careful Council process for recruitment of talented leaders. As we start this new journey I have every confidence in what’s ahead, building on the results and stability of the Kaipara Council we’ve all made in recent years. Steady-asshe-goes, that’s the Kaipara way!

 Dargaville’s Anglican Church fundraising cake stalls are famous for home-baked goodies, but this time around, a royal delicacy was also on offer. Following the viral video release of the Queen’s marmalade breakfast with Paddington Bear for her recent jubilee celebrations, cake stall contributors were quick to relabel some homemade preserves with pictures of our long-reigning monarch and the popular children’s book and movie character. British supermarkets report that marmalade sales increased following the humourous video featuring the pair enjoying breakfast together.

The bill setting out the structure of the four proposed monolithic entities, which will administrate all water services under Three Waters, is up for debate, with the Kaipara District Council having its say.

Kaipara District Council CEO, Louise Miller, has advised colleagues that she will step down from her leadership role on October 28, after the new council is sworn in.

“This is the key piece of legislation following the establishment of Taumata Arowai (the water quality watchdog agency), which has already occurred,” said Mayor Jason Smith. “This particular bill is before the house and is currently in the select committee process. Employers’ liability — ignorance is no excuse  by Kezia Purdie and David Grindle

Being an employer just became a whole lot riskier. In a recent decision, the Court of Appeal has reinforced its expectation that all employers should be aware of and compliant with all minimum employment standards. If you are not, you may be found to be personally liable for remedying any breach. The case Labour Inspector v Southern Taxis Ltd centred around a taxi company failing to pay its drivers their minimum entitlements. That included holiday pay and minimum wages, after the drivers were found by the authority to be employees rather than independent contractors of the company. The authority found Southern Taxis liable to pay the drivers $80,000. However, the drivers were seemingly left without a remedy as the company had swiftly wound up. In response, the Labour Inspector applied to the authority to have the company’s directors held personally liable for the sum on the basis that they were “involved in the breach”. The authority agreed. On initial appeal, the Employment Court determined that the directors could not be held liable to pay as they genuinely believed that the drivers were not employees and therefore were under the impression that the drivers were not owed usual minimum entitlements.

The matter then progressed to the Court of Appeal on the question of what level of knowledge was required for the directors to be held personally liable for the breach. After some deliberation, the court concluded that it was irrelevant that the directors genuinely believed that the drivers were not employees or that they were unaware of the legal requirements. Instead, personal liability turned on whether the directors had knowledge of the essential facts that would have led to the breach. Therefore, ignorance of the breach would not protect against personal liability. This case contains valuable lessons. One, correctly identifying whether the workers you engage are truly independent contractors or whether they are, in fact, employees is vital. Two, the courts expect that business owners are fully informed of the relevant laws and know their obligations as employers or entities who engage others through contracting.

New leader’s vision for Rotary  by Andy Bryenton

New Dargaville Rotarians’ president Ben Hope is the youngest man to wear the chains of office in the history of the community organisation. However, he’s determined that his tenure will be one that continues to grow the good works of the Rotarians. He has the full support of a team of previous presidents and community stalwarts. “My vision for my tenure is one of building on the strong foundation that’s gone before,” says Ben. “Rotary has already made a very meaningful grassroots contribution to the local community, and this is set to continue and expand.” Those good works include planting 700 native saplings at Trounson Kauri Park, a school reading programme helping children engage with literature, and the recent refurbishment of Dargaville Hospital’s rose gardens. Ben says he has his sights on several other prosocial projects, which will be revealed as they near fruition. “Another focus is encouraging youth, via a programme Rotary International has developed. Called Interact, it provides a strong pathway for engaging with schools and giving Rotary input and infrastructure to some of their good work.” Then there’s the ongoing Dargaville Rotarians’ focus on the natural

environment, a theme Ben says will continue to grow during his tenure. New members are being sought now, and all agree that the rewards of fellowship are well worthwhile. 

The Department of Conservation is forging closer ties with Te Uri o Hau to achieve better outcomes for the environment. Kaitiaki from Waikaretu Marae joined the DOC Kauri Coast team this month, to establish a more coordinated way of working together. A museum stalwart farewelled  by Paul Campbell

A community service legend and the first-ever staff member of The Kauri Museum as it was being forged as the national icon it has since become, has passed with Gwennyth Florance Vallance, born on May 21 1938, and who died at home in Paparoa on June 29. Family friend Karen Weber says: “On behalf of the museum community, she will be remembered as a genuine and gracious friend and workmate. Gwen started work in 1985 as the first paid ‘museum attendant’, but the Vallance connection goes back further with Gwen’s late husband Alan building the Sterling Wing colonial house, which opened in 1975. “Gwen’s duties were many and varied and included shop work, stringing native wood beads into necklaces and cleaning small pieces of kauri gum for sale, bookkeeping, record keeping, brochure distribution and commercial cleaning — to name a few!” Gwen was certainly multi-talented, and of all the staff employed by the museum during the years, she saw the most development and change. “In the 1990s, the museum was making spectacular progress. Gwen was part of a large, close-knit team of workmates, volunteers, trustees and museum friends, hosting more than 90,000 visitors annually, and as

She was an outstanding ambassador.” After 17 years, Gwen’s decision to retire in 2002 saw her join the Friends of The Kauri Museum and also proud to have been appointed patron. Gwen Vallance is survived by Kevin and Raylee, Brenda, Blue and Gayle and was a grandmother and great-grandmother. 

Dargaville Museum staff have opened a special showcase exhibition charting the history of rail travel between Dargaville and Donnellys Crossing.

Twenty-two community organisations have been awarded a share of $100,000 in the latest Kaipara District Council Community Grants round.

Our Stories Our Futures Our Success! Ruawai: Our Stories, Our Future event, the first event of Ruawai Adaptive Pathways, was an interactive expo sharing the stories and history of Ruawai. Over 300 people attended over the four days. Attendees were a mix of young and old, some new to the area and some whose families had been there for generations. In time, the community will draw on their local knowledge and information to develop the Community Adaptation Plan, a plan to respond to coastal changes and increasing coastal hazards like sea level rise and flooding.

Panel members will be decided by September through recruitment and an expression of interest process. The team will also continue to meet with tangata whenua and haukāinga and look at ways to work together to support hapū adaptation.

Thanks very much to everyone who attended the recent community information session on the upcoming construction of Poutō wharf, planned for later this year.

Across the district, potholes have been repaired on both sealed and unsealed roads, 479.11km of unsealed roads were graded (that’s 43% of the total unsealed network), culverts were cleared, flushed, renewed and realigned, and trees were pruned and removed.

The wharf is part of the Kaipara KickStart programme, led by Kaipara District Council and supported by the Provincial Growth Fund through Kānoa – Regional Economic Development and Investment Unit. We tend to think of the electric car as a modern invention, responding to the looming climate crisis and fuel price hikes of recent times. However, the electric vehicle was popular with some sectors of society long before the term ‘clean and green’ was in common usage. In the early days of automotive technology, it looked for a time as if electricity would work side by side with internal combustion, edging out steam as the motive power for transport. For example, 33,842 electric cars were registered in the United States in 1900. One of the top companies in this field was Detroit Electric, which produced a smart new model 100 years ago, in 1922. The Detroit Electric ’22 boasts some rather impressive statistics, and the most important one is this; there are examples of this car still running today. Thomas Edison designed a special kind of nickel-ferrite battery for the Detroit Electric, which could be recharged repeatedly without losing capacity. Some of the 119 surviving models still have their Edison battery packs, which give the car a range of 150 kilometres each charge, even after a century of use. Compare that to some modern electric cars, which need a battery swap every decade, and experience declining range up until the point of impracticality.

Edison’s batteries were expensive, with a Detroit Electric costing roughly four times what a Model T Ford did at the time. Heavy metal windfall  by Andy Bryentoni

A busy holiday season for the Dargaville Heritage Machinery Club has seen visitors from near and far appreciate the collection of history at Harding Park. However, while restoration projects fill the bays of the club’s workshop, and volunteers put in the hours to return vintage tractors and earthmovers to their former glory, some of the old iron around the site cannot be realistically restored, and some is deliberately collected to recycle. “As well as machinery that can be repaired, we also found ourselves in possession of a lot of scrap,” says club member Bill Fitness. “Some of this is even donated scrap metal, such as roofing iron and old parts, but it all goes to a good cause. We can raise a substantial sum toward the operations of the club when we have it collected.” In this round, a haul of scrap, including rusted pieces which are beyond the assistance of any restorer and have negligible historical value, was removed by Marsden Metals, which sent one of its fleet of trucks to help in the effort. The decision was also made to send a giant vintage log handling skidder to another

site, where it will become a roadside landmark for a company specialising in such machines. It means the skidder will be on display and protected against rust and time, while the Heritage Machinery Club can spend the funds from its metal purge on curating and presenting its ever-growing collection. Currently, two Fordson tractors of different designs are in the shed being restored, with one stripped down to its engine bolts and the other sporting a fresh new coat of iconic ‘agricultural red’ paint. The tractors date from the agricultural mechanisation boom, which coincided with the second world war and have a curious layout. One boasts twin very narrow tyres at the front, giving it a tricycle-like appearance. The other features a completely offset drivetrain and a wide stance, where the operator sits off to one side of the engine block and differential. Both patterns were designed to fit in with row cropping; the narrow front wheels or wider frame enable these tractors to move through

fields of vegetables without crushing the produce. Bill says that the club will happily receive donations of scrap metal, which will be stored up behind its premises until there is enough for another profitable truckload to meet the recyclers. At the same time, new heritage treasures are always coming to light in

barns, covered by blackberry brambles or stowed in sheds under tarpaulins. To help get the cream of the crop ready for a new life in the club’s collection, more volunteers are always welcome. You need not be a qualified engineer or mechanic to pitch in. People with some time and a passion for ‘big boys toys’ will find new friends ‘up the top of the hill’. 

Expansion for motorcycle masters  by Andy Bryenton

All Bikes has had a tumultuous first year in its new urban premises, with riders of everything from off-road quads to big American cruisers taking advantage of the central location. “The time was right to expand and better use the pace we have at our new premises,” says owner Patrick Lumby. “We have definitely moved ahead since we set up shop in May of 2021, and you know what they say; if you’re not moving forward. you’re going backwards.” While moving into a large industrial property on Beach Road in Dargaville at the height of Covid-19 lockdowns and disruptions was seen as a risky move by some, Patrick knew that supply chain issues would be resolved with time. Moreover, the demand for automotive repairs, across road, farm and motocross bikes was growing. With more people getting on two wheels to save fuel and enjoy the scenery on and off Northland roads, a hub for bike repairs, maintenance and tyres in central Dargaville was something Patrick was sure would prove successful. Now he’s employed two family members and a new multi-role mechanic, investing in new machinery and partnerships to build his capacity. As predicted, wait times for auto servicing and bike maintenance have risen, with winter putting the squeeze on some customers who can’t wait for their working utes, bikes and quads to get back in the field.

“We’re pleased to have a new mechanic in Charles Pickworth, who can take care of automotive servicing to complement myself and Ivan on bike, quad and sideby-side repairs,” says Patrick. “We have all the major parts suppliers on our side, and he’s able to service and repair both utes and road cars.” At the same time, All Bikes has partnered with international tyre giant Bridgestone, offering its full range of bike and quad tyres. With a new tyre changing machine, the backing of the Bridgestone range and a new set of motorbike and quad hoists, getting those mud tyres on for winter could not be easier. All this activity has been made possible with the addition of Tamara Lumby, working in administration. She ensures that bookings are made in a timely fashion and that all those parts, tyres and upgrades come rolling in to complete jobs with a fast turnaround. Having taken the plunge and secured a bigger shop, Patrick, his family and new mechanic Charles have proven that their workload has expanded to fill the space. Now the next chapter of All Bikes’ story begins, offering swift and efficient service for two wheels, or even three and four. 

Use this form to nominate yourself or someone in your community. You will also receive a nomination cover letter calling for nominations. Information on who is not eligible to be a board member is provided with the nomination form. If you need more nomination forms, contact the school office. The electoral roll is held at the school and can be viewed during normal school hours.
