Kaipara District Council CEO Steve Ruru has resigned to take up the equivalent position with the Southland District Council. He leaves in October after three years at the helm.

Mr Ruru was appointed in 2011, nine months prior to the KDC coming under the governance of commissioners who were appointed in the wake of the Mangawhai sewerage debacle. “I am sad to be leaving, as we have dealt with some tough issues in the Kaipara. But we have rebuilt and council is now moving forward and well on the pathway,” he said. His departure comes as the Local Government Commission considers a proposal to combine the region’s local authorities — including Kaipara — into one Northland council. A final proposal was expected last month, but was deferred until after

the September 20 general election. The Far North District Council has deferred a permanent appointment to its top job and appointed Kaipara commissioner Colin Dale on an interim basis until its future is decided. Kaipara chief commissioner John Robertson says a similar approach is possible in the replacement of Mr Ruru, as uncertainty could deter qualified applicants for the job. Mr Ruru said he was looking forward to his new role. “With family in the region, I have always had a special attachment to Southland, its stunning physical environment and the very many special

Agreement secures health facility Dargaville and the wider Kaipara community have the assurance of the continuation of dedicated health services for the next 15 years, under a new agreement signed between the Kaipara Community Health Trust and the Northland District Health Board. The original agreement with the board was signed in 1999, after passionate work by a number of locals to save the hospital from being shut down. At that time there was a significant shift in health care nationally to main population centres and the Dargaville Hospital was to be closed.

FORD WINS!

“The new 15-year deal is a continuation of the original agreement, which was the result of a packed Town Hall meeting, Save The Hospital Committee, and then the formation of the Kaipara Community Health Trust which secured a government grant of $1.9 million to purchase a 46 percent share in the hospital site,” said trust CEO, Debbie Evans.

Kaipara has had more than its fair share of wind and rain recently, and for Pahi newlyweds, Ngaire and Andrew ‘Red’ Hames, the weather posed a daunting nuptial challenge. Original plans called for a marquee in the garden of the former Pahi hotel, now the waterfront private home of Ngaire’s parents, oyster farmers, Marlene and Thane Colquhoun. “But the garden became soggy and waterlogged and the boys had to put up the marquee in driving wind and rain in the Pahi carpark instead,” said motherof-the-bride, Marlene. And then we spent a sleepless night in the stormy weather expecting it to blow away.” But the wedding day saw the winds die out and the sun emerge just an hour before the celebration was scheduled. With the garden exchange of vows not an option, a family oyster barge was called into service. The bride was sailed across to the Pahi Wharf, where her groom awaited with

the wedding celebrant and some 80 guests. The nuptials completed on the wharf, the wedding party then boarded the barge, which was towed from the harbour waters and up to the Pahi Hall wedding breakfast and speeches, before the knees came up and the hair came down for a good old Kaipara hoe-down in the miraculously still standing carpark marquee. “The weather gods were certainly smiling on the day,” said Thane. The couple honeymooned in Rarotonga sunshine, but then arrived home last weekend to more intense Kaipara rain, 70mls overnight for nearby Maungaturoto and 60 mls in Dargaville. “But at least we got a bit of a winter tan,” said Ngaire. 

The cast of 32 includes 17 teenagers, which co-director Mike Collins says is helping to speed up the show’s progress. “Rehearsals are going really well, surprisingly well in fact. Teenagers are busy and can be hard to tie down but they pick up the songs and movements so quickly. “Based on last year’s major production, and how long it took for us to learn the first song, we are well ahead of schedule.” Mike and wife, Eryn Wilson-Collins, are co-directing Footloose. The musical is based on the 1984 movie of the same name, starring Kevin Bacon. It is a classic tale of teenage rebellion, which follows Ren, a city teenager who moves to a small town where rock music and dancing have been banned. He uses his rebellious spirit to shake up the town populace. A remake of the original movie was made in 2011.

More rain follows storm

5

 by Colin Patterson

Kaipara farmers, residents, utility providers and local authorities are starting to count the cost of the storms this month. While improved weather last week gave a respite to emergency crews, rains returned over the weekend, once again flooding low-lying paddocks. A series of slips on the Brynderwyn Hill over the weekend forced traffic on State Highway One to be diverted, with the road expected to be closed for at least a week. Rising floodwaters on Saturday night forced the evacuation of two families in Maungaturoto. The families, who included young children, lost most of their possessions and were uninsured. Northland Civil Defence Emergency Management Group spokesman Graeme MacDonald says the region generally

coped well with the weekend weather, with southern parts of the region receiving more than 100mm of rainfall. Just before the deluge started, contractors were successful in completing a bypass around a massive slip on State Highway One near Kawakawa. The slip had closed the road for almost a week and forced heavy vehicles heading to and from the Far North to be re-routed along Highways 12 and 14. Highway 12 was barely passable thanks to a large slip near the Kaihu Hotel that reduced the road to one lane. Northland Rural Support Trust coordinator Julie Jonker says a lot of

people compared the storm to Cyclone Bola in 1988. Her biggest priority is obtaining feed and alternative grazing while paddocks remain submerged. “It has taken a real toll. We’ll give farmers as much support as they as they need. The aim is to put them back in the

position they were in immediately before the storm arrived.” Meanwhile, Kaipara District Council says the storm caused more than $1 million in damage to the district’s roads, with more expected from the weekend’s downpour. 

Mangawhai decision imminent A decision on the contentious Mangawhai rates dispute is likely later this week. Lawyers for the Kaipara District Council and the Mangawhai Ratepayers and Residents Association argued their cases in the Christchurch High Court on Friday. MRRA chairman Bruce Rogan says the association’s lawyer presented arguments to Justice Paul Heath to modify his judgement issued in late May.

Kaipara District Council chief commissioner John Robertson, who travelled to Christchurch for the hearing, said both counsel presented their submissions, but there was little that was new. Justice Heath said he hoped to his issue on decision on Wednesday and certainly by the end of this week.

Dargaville’s new Sands Coffee Group is the first of its kind in the Kaipara and one of only three in Northland.

 Workers at Kaipara Refuse in Ruawai sort different grades of glass for recycling

Our rubbish and recycling is collected by Kaipara Refuse, which has a contract from Kaipara District Council to provide a weekly collection service. Kaipara Refuse general manager Rob Battcher says although the council issues the contract, it provides no money to run the service. It is entirely paid for by the sale of blue bags. Mr Battcher says the recycling service is not part of its council contract. The weekly collections can accept almost all plastics, tin cans, paper and cardboard, and envelopes. Mr Battcher says if people have doubts over what is recyclable they should consult Kaipara Refuse’s website

www.kaipararefuse.co.nz. Because the recycling operation is separate from the rubbish contract, the recycling collection is more limited. However, people can still drop off their recycling at the Dargaville transfer station on Awakino Rd. Kaipara Refuse was originally part of Kaurilands Skills Centre, an organisation that provides assisted living and work experience for people with intellectual disabilities. But Kaipara Refuse is now a separate legal entity, ensuring that if commercial activities get into difficulty, the trust’s services to clients will be unaffected. 

Storm didn’t dampen spirits Kauri dieback Torrential rain and gale-force winds proved to be no match for passion during the Dave Culham Taniwha Shield, which was held during one of the worst storms in a decade.

 Torrential rain and gale-force winds were no match for passion during the Taniwha Shield, which was won by the Whangarei Grizzlies in a 22–12 final against home team Rodney/Otamatea

The Year 7 and 8 rugby tournament was hosted by Kaiwaka Sports Association and boasted impressive spectator numbers throughout the fiveday event. “The weather certainly threw up a few challenges but having said that, it still went really well,” said Kaiwaka Sports Complex manager Cheryl Anderson. “We’ve only had positive feedback and all the coaches and managers were really happy. The kids loved it and didn’t seem to care about the rain and wind — it was only me who got a few grey hairs!” Power cuts meant that eight loads of mud-caked, sodden jerseys, shorts and socks had to be hand washed by candle light and the weather also hindered communication, with many mobile phone networks down and also road closures. The tournament was moved to Wellsford Rugby Club on day three and four of competition and a window in the KSA van was shattered by strong winds.

“On the Saturday prior to the tournament, we found out that the Kaiwaka Sports Association’s founder John Keighley died and we also heard about Jordan going down in the Otamatea Hawks game. On Sunday, Jordan passed away. “After that, it felt a bit disrespectful going on with the tournament but they were both mad keen on rugby, so we carried on with heavy hearts. The rugby community really came together.” In an historical win, the Taniwha Shield went to the Whangarei Grizzlies in a 22–12 final against home team Rodney/Otamatea. “The skies cleared for the final and we had a huge crowd — I’ve never seen that many people at the sports association — ever. “I’d like to extend a massive thank you to the many volunteers, the community and to Wellsford Rugby Club, for hosting two days of the tournament at short notice.” 

fears lead to closure

 by Colin Patterson

Public access to two forested hills in the Kaipara has been closed off in a bid to limit the spread of Kauri dieback disease. Local iwi Te Uri O Hau imposed a rahui last week, closing Puke Karoro near Kaiwaka and Puke Areinga near Maungaturoto. Te Uri O Hau Settlement Trust director Mikaera Miru says both hills are extensively forested and have significant stands of kauri. Traces of kauri dieback have been found at Puke Karoro. But Puke Areinga is so far free of the disease. Kauri dieback is a disease specific to New Zealand kauri, which can kill trees of all ages. In the past 10 years, kauri dieback has killed thousands of kauri. Spores live in the soil and are spread by contact with tyres, shoes and clothing. There is no effective treatment, although research is continuing. The 2014 Budget provided $21 million to the Department of Conservation to help protect some of New Zealand’s most at-risk kauri, while the Ministry of Primary Industries received $1.229 million to fund the inter-agency Kauri Dieback Management Programme, which it leads. The rahui was implemented last Tuesday at a gathering attended by members of the tribal council and representatives of the Kaipara District Council. Mr Miru says it will remain until such time as the tribal council decides it is no longer needed. “The disease is spreading and we believe that people are spreading the disease. It’s a huge threat and we have to work together.” 

Double accolade for automotive giant  by Andy Bryenton

There are countless awards in the automotive world for the appearance and design of cars — and even more which judge their speed, handling and overall finesse on the track. But there is one award which carries a huge weight of prestige, and which congratulates the engineers who make sure there’s plenty of smart thinking under the hood. This is the International Engine of the Year Award, and in its 16 years it has rarely been awarded to the same powerplant twice. However, in 2014, Ford have scored an unprecedented third victory for their 1.0 litre EcoBoost, a surprising, turbocharged little firecracker of an engine found in their Fiesta and Focus road cars, as well as several other vehicles across the Ford range. Confounding critics who snipe that

a mere 1,000ccs is more apt for a motorcycle than a modern car, the EcoBoost provides ample power due to a combination of advanced compression, timing, injection and turbocharging technologies. It’s a recipe which has wowed the International Engine of the Year judges three times running, allowing the little EcoBoost to scoop a triple crown. “This year’s competition was the fiercest yet, but the 1.0-litre EcoBoost continues to stand out for all the right reasons — great refinement, surprising flexibility and excellent efficiency,” says Dean Slavnich, co-chairman of the 16th International Engine of the Year

awards, and editor of Engine Technology International magazine. “The 1.0-litre EcoBoost engine is one of the finest examples of powertrain engineering.” Added to this victory is the satisfaction of Ford being named as 2,014’s most eco-friendly global brand. International agency Interbrand surveys the public each year and researches a list of the top 50 companies doing the most to reduce their environmental impact — for example, developing new technology to reduce fossil fuel consumption. This year, Ford is number one.

“Over the past few years, Ford has proven to be a sustainability leader,” says Jez Frampton, Interbrand’s Global CEO. “Sustainability is fully integrated into Ford’s overall business strategy. As such, the company is able to swiftly identify and address its impact on the environment and society across every facet of its operations. Dargaville MX triumphs Built to tackle the toughest terrain  by Joanne Speechly

Dargaville Motocross Club triumphed over incessant rain and tough competition to come second overall at the Intermediate/ Secondary Schools MX Championships.

 by Andy Bryenton

Over the years the words ‘Honda’ and ‘tough’ have become somewhat synonymous to Kiwi farmers.

 Dargaville MX Club’s high school team came second overall

The nation’s most popular rural quad bike brand only attained the pinnacle of popularity because of no-nonsense performance, and the challenge for Honda’s engineers is not to re-invent the wheel with each new model, but to carefully improve on a formula which is already reaping great rewards. Enter, therefore, the new TRX420 — the latest incarnation of a quad that will be familiar to most farmers and their families. Sitting in the ‘sweet spot’ of the power range between light and nimble agility and big-bore grunt, the 420cc machine in Honda’s stable has always been seen as a smart choice, providing a winning mix of fuel economy, load capacity, terrain-busting power and ground clearance. The new model seeks to capitalise on these strengths while also adding a new strand to the mix — even greater toughness and durability.

It’s an intelligent move by the backroom brains trust at Honda. After all, what farmer doesn’t want the peace of mind afforded by more durable components? A new double-cradle steel frame adds stiffness not just for taking the hard knocks, but for added handling performance too. A low centre of gravity was demanded by the developers of this latest TRX, and while rival brands make much of their electronically assisted technology, TRX420 is still available with foolproof (and waterproof) levers to manually shift from two to four wheel drive. A double-clutch automatic is included in the model range, but many farmers will still favour a proper shifter in their hand — though by now, even the crustiest traditionalists are coming round to the benefits of Honda’s clever power steering system! 

Thirteen students from the Dargaville club took part in the event at Ruakaka Sand Track, which was hosted by Whangarei Motorcycle Club for the first time. “It was cold and poured with rain all day, so the kids did really well just to stay there,” said committee member Rachel Kuljish. “Seven kids out of 13 won placings, which is quite a few for our little club. ” Dargaville members took the three top spots in the beginner/clubman 125/250 class with Matthew Johnston first, Hamish Morgan second and Jeremy Fitness third. Ivan Lumby came second in the beginner/ clubman 85 and Robbie Searle and Tristan Hayes won second and fifth respectively in the intermediate 125/250. Ana Searle, the sole female member of the team, came third in the girls class. Dargaville High School came second overall, behind Whangarei Boys High School, followed by Hauraki Plains College in third and Kerikeri High School in fourth place. 
