Dolphin plan threatens fishers u by Paul Campbell
A plan to protect dwindling numbers of Hector’s and Maui dolphins unique to New Zealand waters could spell an end to the livelihoods of up to 30 commercial fishers on the Kaipara Harbour, depending on the outcome of a current community consultation by the Ministry for Primary Industries.

Last week fishers operating on the Kaipara were given two days notice by email of a closed meeting at the Dargaville Town Hall to be briefed on the Maui Threat Management Plan, and proposed options, one of which would close the Manukau, Kaipara, Raglan and Kawhia harbours to all set netting, recreational and commercial. MPI says there are estimated to be only between 57 and 75 Maui dolphins more than the age of one year left in existence. They are classified as Nationally Critical under the New Zealand Threat Classification System. ‘There are around 15,000 Hector’s dolphins, and they are classified as Nationally Vulnerable. ‘Our proposals set out four options for protecting Maui dolphins in the North Island from fishing-related threats. “The proposals also include a plan to manage toxoplasmosis and restrictions to seismic surveying and seabed mining.’ After the meeting, a spokesman for the Matich family, and a fourthgeneration Kaipara fisher, said he was “almost at a loss for words.” However, he added: “This whole exercise is not common sense at all, simply phantom areas where Maui dolphins might come drawn up by some computer modelling. It is so false, with no real facts — more a load of rubbish. We have never caught a Maui dolphin in the Kaipara, they remain offshore on the

west coast. As for this toxoplasmosis, MPI says it’s caused by cat poo washing into the ocean. That is really stretching anyone’s credibility.” The spokesman added that if the harbour was closed to netting for mullet, flounder and other species, he’d been told there would be no compensation. Another fisher at the meeting who asked not to be identified said that “if town and city dwellers emotional about dolphins were included in the feedback exercise, it is just a massive attack on
the fishing community.” The ministry says feedback will help determine how best to protect the dolphins, to allow them to thrive. Submissions close at 5 pm, Sunday, August 4. “At the end of the consultation period, DOC and Fisheries New Zealand will analyse submissions and present them to the Ministers of Fisheries and Conservation for their decision.” For more information mpi.govt.nz/hectorsand-maui-dolphins-threat-managementplan-review.

‘Heritage’ trees close playground u by Paul Campbell
Two aged Norfolk Pines, labelled ‘heritage’ trees, have led to the closure of the Kaipara District Council-administered children’s playground at the Pahi beachfront reserve. The Pahi Reserve society has repeatedly approached the KDC questioning the safety of children playing beneath the pines and camping ground visitors walking beneath the trees. The owner of a private residence and B and B also located beneath the trees has also asked council for action. The society has repeatedly suggested the trees be removed as they are estimated to be more than 160 years old and falling branches and tree debris are not uncommon events. A helping hand in the law u by Andy Bryenton
Free law clinics are coming to Dargaville thanks to the Whanau Focus Centre and Taitokerau Community Law. Employed to help locals is lawyer Charleen Going, raised in the town by the Northern Wairoa River, and now returning to assist in accessing justice and solving problems. Charleen attended the University of Auckland, graduating with a conjoint bachelor of Arts and bachelor of Laws. Admitted to the bar in 2016, she’s become well versed in the varied questions people pose at these free community law clinics. “You never know what will come through the door, and no two are the same,” she says. “We’re there to give access to justice to those in the lower socioeconomic bracket, those who fall through the gaps.” Charleen acknowledges that for some people, talking to a lawyer is considered too great an expense, or is a daunting thought. Hence the concept of clinics such as those which she will host once a month, commencing August 1; a place to discuss legal matters in a professional but friendly environment. “We try to empower people to work out their problems for themselves, outside of court if possible,” says Charleen. “Court should ideally be people’s last recourse.” As many lawyers know, a calm, rational

While the free clinics do not cover business or commercial law, topics such as employment, tenancy disputes (tenant only), issues with neighbours and care of children are all dealt with, among other topics. If we are unable to help, we can refer people to a specialist lawyer who can assist . Get involved with grass-roots democracy With local elections on their way, many people will have been asked by their friends, workmates or neighbours if they are going to stand for election. For some, this is a light-hearted question, but for others, it is a serious consideration. Those who love their region are encouraged to take a stand and represent the community. Incumbent council member Anna Curnow acknowledges it can seem a daunting task. However, she says that it’s important for people to know that they don’t have to be an expert on all things (such as civic law, construction, roading, ethics, farming or safety). They must be, as she puts it ‘experts on being passionate about their community’; people who embrace grass-roots democracy and speaking up to give their neighbours a strong voice in local government. “To me, the most rewarding part of the job is the ability to work with the public and finding solutions, which are the best fit — then delivering them. We are involved with people’s lives every day, in that people in our region are affected more by local council decisions on things like water, roads, building and suchlike each day
than they are by central government policy. The opportunity to be part of that is amazing.” Anna says that there is a considerable amount of trust given to council members, but there’s also a level of accountability now afforded to those in Wellington. Council members see their constituents at the shops, on the street, at their kids’ sports games; all places where the public share their opinions and issues. A desire to serve the community is the key aspect in wanting to seek election, as is an acceptance that the core of democracy is negotiation. There are many voices heard around the council table, but the process is about letting those voices all be heard. Will yours be one of them this election year?
Opening up the garage u by Andy Bryenton
Norfolk Court home and hospital residents are looking forward to an open day and garage sale coming later this month, with plans already underway to make the fun day a success.
p Norfolk Court’s volunteers offer their time to help improve residents’ quality of life — now their good work will be augmented with a garage sale and open day
For most of us, a garage sale is a chance to do three things; meet the neighbours, dispose of unwanted clutter, and earn a few extra dollars for improvements around the home. It’s the same for the folks at Norfolk Court, although their garage is much bigger than most. Owner John Wade and his team have a large storage area filled with beds, appliances, furniture and other bric-abrac the equivalent of several regular suburban homes, collected during the years. New horizons for Rotary
Destined for the chequered flag

Young Maungaturoto speedway racer Ben Morrison has taken home the title of ‘rookie of the year’ as the TQ midget car series wraps up; the accolade comes after the teen driver was granted a special dispensation to race in the adult grade, where he’s already making his mark. “Once you’re on the attack, there’s only one focus,” says Ben, describing the intense discipline required to pilot a powerful 750cc, super-lightweight race car on an oval dirt track. “It’s hard to describe, but you get a feeling for how the car handles, the grip and the wheelspin can be felt through the steering wheel and the controls.” That intuitive grasp has p Ben Morrison’s goal is to represent Kiwi pride on the racing seen him gain the rookie circuits of America, and he’s building a trophy cabinet that crown as best newcomer puts this dream in his reach to the fast-paced sport. This month marks a new year for the Rotary Club of Dargaville, and a new president in the person of Peter Garelja, who has already moved on his stated intention to make Rotary as inclusive as possible with a recruitment drive on July 17.
p New Dargaville Rotary Club president Peter Garelja invited a panel of esteemed guest speakers to a recruitment showcase meeting this month
The experienced educator joined a panel of speakers in explaining why he joined the international community service club. Part of this reason came down to an early opportunity offered by the organisation. “As a young man, I was picked as part of a Rotary study exchange programme to Norway. It changed my life. I have since tried to reflect what Rotary saw in me at that young age, and have gone on to several leadership positions in education.” Peter is keen to see others progress with help from Rotary. Alongside the youth exchange programme (which sees local Ben Milich studying in Switzerland right now), there is an 80-year tradition
of service in Dargaville’s Rotary club. Now both the new president and fellow speaker, District Governor Ian Kiernan, agree that the way forward is to attract new members through being accessible and flexible. “If you want to join Rotary, but there are time issues for you in attending meetings, for example, it’s up to us to make it work for you.” As the leadership changed hands, another Rotary milestone was also celebrated. Allison Allen and Bill Fitness were both awarded one of Rotary’s highest honours, the Paul Harris Fellowship. Both have devoted 35 years to assisting with Rotary projects and initiatives. ¢

Spatial Planning - Invitation for Public Drop-In Council is holding spatial planning drop-in sessions across Kaipara. These session build on the community workshops held earlier this year on community values and aspirations for the district. Spatial planning contributes to the Kaipara District Council vision: “Thriving Communities Working Together.” Achieving thriving communities can be measured by wellbeing indicators such as improved employment opportunities, education, health, community inclusion and cohesion and future proofed infrastructure. Planning meetings for Kaipara towns Kaipara District Council is to hold public sessions as part of its Thriving Communities Working Together engagement programme to gather feedback in identifying the issues, opportunities, aspirations and visions for Dargaville, Maungaturoto and Kaiwaka. “This builds on the previous community meetings held in these locations,” said KDC district planner, Paul Waanders. “Kaipara District has experienced multiple unintegrated subdivision applications and resource consents with development not always aligning with the District Plan land use and development strategy. “Aside from the District Plan, there are limited spatial planning documents to guide and encourage development. Further engagement and detailed discussion finalising how local community values will be specifically applied to this project to enhance the intrinsic fabric and culture of these towns and their surrounds, will follow. “Thriving Communities Working Together envisages, among other qualities, balanced socio-economic

Trees too close to powerlines are dangerous
Northpower celebrates 60,000th connection
It’s really important to keep trees and bamboo well clear of powerlines to avoid unnecessary power cuts and to keep children safe.
Congratulations to Gavin and Colleen Thomas of One Tree Point for becoming Northpower’s 60,000th electricity connection. Andrew McLeod, Northpower’s Chief Executive visited the couple recently and presented them with a gift to celebrate the milestone..
In high winds and storms, falling trees and branches can break lines causing power cuts, potential fire risk, electrocution and even death. Help us keep the power on – if you have network lines going over your property, it is your responsibility to keep trees clear of the lines. If there are trees in or near the powerlines on your property please call us on 0800 10 40 40. We will send an arborist to check it out and work with you to ensure your trees are safely trimmed. It is important you do not attempt to trim any trees near powerlines yourself – it is very dangerous so only an approved contractor can do it - never go within 4 metres of a powerline.
To avoid power cuts at your place it is also important to make sure trees near your service line (the powerline from your property boundary to your home, business or shed) are well clear of the lines. Please call us on 0800 10 40 40 to book a safety disconnection before any work by an approved arborist goes ahead. A list of approved contractors can be found on our website.
Customer Satisfaction Every year we get in touch with customers through a customer satisfaction survey. A specialist research company independently selects a representative sample of all our customers, and calls them. They ask all sorts of questions around how the customers feel about Northpower, how satisfied customers are with our service and what we can do better. This year when asked how satisfied customers are with Northpower – 96% told us they were “satisfied or very satisfied”. We’re extremely proud that so many customers are so satisfied with our service. It is a huge credit to our team that we achieve this stand-out level of satisfaction year after year.
“We are thrilled to be able to help facilitate growth in our district with our electricity and fibre networks,” says Mr McLeod. As a locally-owned company we want to do what we can to boost the region and passing 60,000 electricity connections is a significant milestone. Growth in the region has seen the rate of new connections in the past three years almost double, with areas such as Waipu, One Tree Point, and Mangawhai leading the charge. The 60,000 connections are made up of mainly domestic premises, with almost 50,000 domestic properties connected. Commercial connections make up the remaining 10,000.
ASK FOR FIBRE Those of you in Dargaville and Mangawhai will have noticed we have been busy building the fibre network in your areas. Mangawhai Village is ready to connect now. The great news if you live in Dargaville township is that the build is complete and you can connect now - go to northpower.com/fibre to register your interest or give us a call on 0800 66 78 47 and we can guide you through the process.
A customer satisfaction rating over 85% is considered excellent by any industry standard.
96%
When asked what is important to you, our customers, overwhelmingly you told us that making sure the power is on and that the supply is reliable, is the single most important thing we can do (by a long shot!). That’s why we continue to invest in upgrading and maintaining the network. Over the next ten years we plan to spend $200 million on replacing equipment, upgrading the network and building new ways to supply electricity, making sure we are growing with the region - while providing the most reliable supply we can. We will keep you updated on progress, so watch out for updates as we complete these projects. Many of you also told us that you would like more communication about what we are doing as well as power outage information on social media – we have taken up this challenge. Follow us on northpowernz for updates. We will be pleased to get your feedback on how you think we are doing. You can also get up to date outage information 24 hours a day on our website northpower.com
If you’re in Whangarei, Hikurangi, Waipu, One Tree Point or Ruakaka townships and are yet to connect to fibre – it’s a good idea to do so, and quickly. With the world cup games streaming on line from late September, fibre will give you the best viewing experience possible. It’s usually free to connect and your monthly bill is around the same as you will already be paying – so it is such an easy decision to get connected.
SAFETY TIP: NEVER – go within 4 metres of a powerline. Stay Clear and Stay Safe. Contact Northpower on 0800 10 40 40 to arrange a safety disconnect before carrying out any work close to powerlines, including work on your roof, ladder or scaffold.

Confidence and courage via fire
Bus link for east coast towns
Dargaville’s Abbey Clark has gone from novice to mentor when it comes to ‘playing with fire’.
u by Andy Bryenton
p Circus Kumarani creates unique entertainments with fire, and now you can learn as well, building self-confidence and courage as well as skill
From beginner to the manager of Circus Kumarani, Abbey wants to introduce others to the journey of selfdiscovery, which was launched with fire spinning five years ago. “When I first considered wanting to learn fire spinning, I thought ‘that was amazing, but it looks too hard’. My 10-year-old told me: ‘Mum if you don’t try it you’ll miss out’.” Abbey was in her late 30s when she decided to take the plunge and get involved. Going to a ‘jam’ night and learning in an informal environment helped, as everyone brings their own skills. Some of these are transferrable. “Many of us have learned poi in school, and fire poi is similar. Around the world, fire spinners know that the
poi comes from New Zealand, from Maori culture.” Abbey says that despite the flames it’s quite safe to learn and that there’s a sense of confidence and achievement to be had. “There’s a sense of feeling ‘this is something I can do’; the buzz of learning something and being proud of doing it. No one is too old to give it a try.” Circus Kumarani invites all comers to give it a try and find new skills within their grasp. Fire jam classes are at 7.30pm, Wednesdays, from July 24, at 15 Onslow Street Dargaville. There is no cost to learn, but a small fee for fuel and equipment, which is provided. ¢
A regular bus service linking Kaiwaka, Mangawhai, Bream Bay and Whangarei is back on the road next week as Leabourn Passenger Services establish a new route — it will be aptly named the Bream Bay Link. The bridges and the unsung hero u by Matt King, Member of Parliament for Northland
The two new Matakohe bridges are now open to two-way traffic and what a boon to Kaipara they will be and, in fact, already are. Effectively, they provide us with a new gateway to the district and that has to be good for us. Nevertheless, there is also more to it than that. Gone are the bottlenecks of the old one-lane bridges that so often disrupted our journeys — mine included. I have lost count of the number of times I have been stuck in a queue waiting at one of those bridges. Gone, too, are the obvious safety hazards those one-lane bridges represented. Thank goodness the previous National Government saw sense on the safety issue and got these bridges going before a change of government could perhaps have put the project in jeopardy, as has happened with so many other infrastructure projects— particularly in the regions. Thanks to the National Party, the NZ Transport Agency, its contractor and subcontractors, we have our
bridges. They are already having an effect; travelling is faster, easier and safer for locals and tourists. The faster delivery of goods to and from Auckland is proving to be a boon for local businesses. Moreover, that’s all great. If Kaipara is handing out kudos, there is an unsung hero here, and I want to use my column this week to sing her praises. Sue Reyland, you and your family, battled to get these bridges. You saw the need, you lobbied, and you presented your case and your Kaipara community with professionalism, passion and perseverance until you got the job done and they built the bridges. I know you will enjoy driving over them, Sue, as I do, but it must be extra special for you, knowing the critical role you had in getting them for our community. You deserve every bit of satisfaction that it gives you.
For a healthier Kaiwaka u by Andy Bryenton
The number 23 is an auspicious one for physiotherapist Amy Griffiths, who has become a well-known figure in Kaiwaka healthcare. Originally hailing from the United Kingdom, Amy counts 23 as a lucky figure this year, as she establishes a new practice in the mid-Kaipara town. “I have been a physio for 23 years and have lived in Kaiwaka for 13,” she says. “I’ve been very busy as a physio seeing people in their homes with serious injuries and so haven’t had the need for a clinic. However, I feel it’s now time to offer clinic physio.” The move from the UK to New Zealand, then from further south to the ‘winterless north’ has been a change of pace. p Qualified physiotherapist Amy Griffiths hails from the United Kingdom, but has made Kaiwaka her home to the However, after more than a betterment of local health and wellbeing decade of serving the public in a small rural Kiwi town, Amy has a feel As well as operating the new clinic at for what Kaiwaka people need and the the Kaiwaka Fitness Centre, Amy plans kind of injuries and strains experienced to continue with her popular morning by those in the demanding rural sector walking group and pilates classes, or sports and recreation. assisting participants in getting moving She plans to continue offering her and staying active. An orchestra with a difference When bandleader Kerri Russell takes to the stage with his orchestra, it’s not classical compositions or hot jazz that they have in mind.
p the uke orchestra take the tiny Hawaiian instrument to new heights
Kerri leads the 40-strong Dargaville Ukulele Orchestra, a fun communityminded group of musicians who have been meeting for the past three years to strum the strings. “It’s pretty basic stuff, really,” says Kerri modestly. “We pick songs the people know, and everybody gets the chance to both sing and play. You don’t need to be a musical virtuoso to get involved; you can be an absolute beginner.” Despite the ‘uke’ possessing only four strings, the combined effect of the whole orchestra gathered together,
including the ‘rhythm section’ of Morrie Kippenberger on bass uke and Morrie Hansen on baritone, is a crowd pleaser. The orchestra plays local events, such as last week’s Dargaville Country Women’s Club 60th birthday, with a playlist of nostalgic hits. Age is no barrier, with the oldest member of the orchestra in his 90th year. The ukulele orchestra meets on Wednesdays to practice between 6–7pm at Cicada Music in Dargaville’s main street. Kerri invites all those looking to join a fun, social and informal musical group to drop by or call 09 439 8871. ¢

BUSINESS PROFILE
A definite sign of progress Signwriter Ivan Marshall might very well have the skills of design and layout in his blood. Coming from a signwriting family, he earned his apprenticeship the old-fashioned way, and now offers his wealth of expertise to the business community of Dargaville. Growing up, Ivan was immersed in the activity and bustle of his father’s busy signwriting shop, Sergeant Signs in Auckland. True to their name, the business featured a sharp, handpainted military sergeant as its logo. It seems that this cartoon NCO was so popular that soldiers heading off to serve our country in Vietnam took him down and carried him off as a mascot. Ivan likes to think that his dad’s handiwork may have boosted morale! Ivan learned signwriting from the age of 21, including techniques, which have fallen into antiquation in this digital era. For example, he’s the one who applied gold leaf by hand to the Victorian-style antique storefronts of Epsom, and more than one honours board for clubs and sports teams. He’s also learned to hand-letter with special ‘one shot’ paint, and pinstripe with a sable brush, a skill, which is now highly prized by custom car and
p Ivan Marshall
hot rod fans. “These kinds of things give you the fundamentals of layout and design,” he says, acknowledging that today, he’s adept at all aspects from logo design through to application, manual and electronic. “Having a bigger skillset is always a definite advantage!” Ivan’s Marshal Signs company is active in Dargaville now, and you may recognise his work in the logos and signage for Delta Produce and Douglas Logging, among others. ¢

Tasty idea to help hospice
u by Andy Bryenton
Dargaville’s hospice is receiving a helping hand from Taste and See restauranteur Sam Moorhead, who has planned a ‘master chef’ fundraiser to assist the good work our local hospice team are doing to help families when they need it most.
A new solo exhibition by Mangawhai artist Mark Lewington is set to open on the anniversary of a polarising event, Neil Armstrong and Buzz Aldrin’s moon landing, Alleged opens to the public on Friday, July 19 at the Mangawhai Artists Gallery. Topically, the exhibition explores the conspiracies and complications of that fateful mission, with Mark adopting the ‘retro-future’ tropes of the 1950s and 1960s space race and subtly subverting them. His exhibition’s launch date is timed to mirror that of the Apollo mission, exactly 50 years ago. 100 IT’S NOT A TARGET
This weekend saw the culmination of months of planning and, for some exhibitors, years of design and engineering. It was the annual CRC Speedshow in Auckland, a showcase of cars both classic and cutting edge, including the reveal of Toyota’s highly anticipated new Supra. It’s as close as we are likely to get in the flesh, here in New Zealand, to the grand auto shows of places like Geneva and Detroit. Places where the latest in auto tech is unveiled to the public. The problem is, many of the great, wild, interesting designs that come out of these auto shows never see the light of day or even turn a wheel. We are often treated to confections of carbon fibre and steel, which are without an engine; ones where the doors don’t even open. Sculpture and art, but not cars. The list of ‘almost-didn’t’ prototypes is enough to make a true petrolhead nervous. Mercedes thought their sublime gullwing SL would be a novelty but nothing more in the 1950s. Lamborghini nearly didn’t make the crazy LM-002 off-roader in any numbers, until the motor show crowds (many of them from oil-rich Middle Eastern nations) started waving chequebooks excitedly. Other cars have been boiled

in Frankfurt but was never built, partly, so it’s said because bosses felt it would detract from 300ZX sales. Thankfully, Toyota’s beautiful, mad, six-cylinder sports Supra is not a sketch or a concept. It’s very real and just as potent as the coveted series 4 in all its JDM glory. Take that as a lesson, automakers of the world. Your graphs and surveys may say we want economy and clever seats. What we really want is the daring and boldness of auto show concepts, delivered in the real world. ¢

down from exciting auto show offerings to bland also-rans, once those huge rims, sweeping curves and futuristic interiors have run into the brick wall of the accounts department. Saddest of all are those cars that have made it to the motor show but never seen production; cars like the Nissan Mid-4, a Toyota MR2 competitor, which would have packed a midmounted twin-turbo V6 and looked like a Japanese Ferrari.
