The goal of reducing Kaipara’s waste output adopted by the Love Kaipara project has had a boost of $135,000 from the government, in addition to another $30,000 in grants over three years from the Kaipara District Council. The KDC money in turn comes from subsidy funding from the government’s landfill levies.

Associate Environment Minister, Scott Simpson, visited Dargaville last week to announce the grant from the Ministry of Environment’s Waste Minimisation Fund to representatives of the regional and district councils. Kaipara District councillor Victoria del

la Varis-Woodcock who is driving the project, says the funding is “a huge step towards the philosophical goal of a waste free Kaipara.” The project has three main objectives — education in schools, raising community awareness and making the Northland Field Days

Organiser and board manager Lorraine Davidson said that the aim was to introduce and give new people an understanding of how the board, the Kauri Coast Promotions Society, the Dargaville Business Forum and other community groups work and what they can do for them. Kaipara District council staff and Mayor Greg Gent also spoke, as well as Northland Regional Councillor Penny Smart, Northland Inc CEO Dr. David Wilson, and Sport Northland Kaipara Community Connector Roxanne Kelly. The new residents proved to be a cross

section of people from all over New Zealand and the world. Among them were people who had bought existing businesses such as The Northern Wairoa Hotel, The Commercial Hotel, Norfolk Court Home and Hospital and the Wai Hou Oma Lodge. “I was really delighted with how it went. There was a great buzz from everyone at being able to share information about themselves and find out about new businesses and groups,” said Lorraine. The Development Board will be launching a new community website in the next few weeks. ¢

“Having a waste free Kaipara and New Zealand starts with these caring, thoughtful and engaged community groups like Love Kaipara. We can achieve far more if it is coming from the ground up.” Kaipara District Council Mayor Greg

Gent noted the government plays a big part in becoming waste free. ”A good place to start would be creating new laws around the out of control packaging on products. Where there’s market failure there needs to be legislation,” he said. ¢

Hospice marks quarter-century u by Joanna Manson

Hospice Kaipara will celebrate the 25th anniversary of providing palliative care in the Kaipara with a function in the Dargaville Town Hall on July 28. In 1990 Dargaville district nurse Mary Munn recognised the need for a support group for people living with a terminal illness and two years later social worker Marlene Calder and volunteer Jean Finlayson attended the New Zealand Hospice conference, and the Kaipara Palliative Care was formed with Jean as coordinator soon after. Marlene is still a social worker in Dargaville for the Northland DHB and Jean is a Hospice Kaipara volunteer. Initially Hospice provided care coordination and volunteer support and this has developed into providing equipment, clinical care and specialist palliative physician care. The Kowhai Room was opened in the Dargaville Hospital general ward in 1993 and has since been fitted out with kitchen facilities and a fold out couch for family and friends to stay overnight. In 2007 Kaipara Palliative Care became Hospice Kaipara Inc. affiliated to Hospice New Zealand.

“We are very well supported by our community with strong volunteer support, donations and bequests which we are very grateful for,” said clinical nurse Annette Olsen. “The support we receive from our community means we have been able to purchase equipment and supplies and provide a valuable service to the Kaipara community.” Celebrations will take place at the Dargaville Town Hall on July 28 from 10am-2pm. ¢

Through a Kaipara District Council community consultation process, it was identified as something that the community wanted so Roxanne approached the Dargaville Lions Club which was keen to be involved. President of Dargaville Lions, Brian Nisbet said the trail was named “due to the generous donation by David Sales to the Lions. This is a combined project for the community to celebrate the Lions centenary. Once the weather improves and the ground dries up a little, things will start happening. Watch this space” The trail will have three separate sites around the park. Site one will have two stations with sit ups, monkey bars and chin ups and site two will have a

abseiling/jumping wall, parallel bars and balance beams. They will be situated along the back boundary, opposite Jervois Street. Site three, which will be next to the skate park and playground, will have outdoor gym equipment. The first stage of the project is mainly funded by David’s donation and involves building site one and two. Funding will be sought for the second stage — site three. “Sport Northland and Kaipara District Council were keen to support this initiative as it shows real community collaboration and as it was a community idea it is great to be able to connect all the pieces to make it happen,” said Roxanne. ¢

Lakes group seeks feedback Police warn u by Joanna Manson

Friends of Kai Iwi Lakes are encouraging members of the public to make submissions on the Northland Regional Council’s Draft Navigation Safety Bylaw for Kai Iwi Lakes that is open for public consultation until Wednesday, August 2.

“There are items within the draft bylaw that the public should to be aware of,” says chair, Colin Rowse. NRC proposes that the number of ski lanes be reduced to two on Lake Taharoa. However, the group says that given Lake Taharoa has supported five ski lanes for many decades, and will be the only inland waterway in Northland available to water-ski and wakeboard, it is very important to see those lanes reinstated. “Ski access lanes are a nationally recognised navigational system that allows for children and learner skiers to start and finish their sport from the shoreline safely, safely keeping them separate from other water users,” said Mr Rowse.

They also have concern over the proposal for two large swimming zones which will be ‘powered vessel exclusion zones’ totalling 18-hectares. “One of these is over 2km walk from both campgrounds, has no vehicle access or toilet facilities,” continues Mr Rowse. He said it was concerning that not one of the 1050 submitters to the consultation process in 2016 asked for these swimming zones. The group has developed a ‘frequently asked questions’ and submission template to help with the submission process. NRC “Smart Information” With NRC Kaipara Ward Councillor Penny Smart Kai Iwi Lakes Submissions NRC are inviting and encouraging people to make submissions on the Draft Navigation Safety Bylaw for Kai Iwi Lakes. The Draft Bylaw covers the rules for keeping people safe in and on the water. Submissions close at 4pm on Wednesday, August 2. To make an online submission go to the NRC website and click the ‘Consultations’ box, or email mailroom@nrc.govt.nz or ring the Council helpline on 0800 002 004. What will be important and helpful to the hearings committee will be submissions that are backed by sound evidence and suggest a logical and workable solution. Hearings for those that would like to speak to their submissions are set down for the September 6-8 with deliberations on the September 25.

New Regional Plan We have had our final workshop developing the Draft Regional Plan. If approved at the August meeting the plan will be open for submissions in early September. Rule changes that will be of note to farmers are the fencing off of waterways, sediment control on erosion prone land, dairy effluent storage and water use. The Central Government National Standards for Freshwater and Swim ability will be incorporated within new rules as will the new National Standard for Forestry once they are finalised by Central Government later this year.

over online scams

Dargaville police have noticed an escalation in reporting of online scams in which people have lost money. The most common complaint is paying for goods online and not receiving them says Sergeant Garth Mackay. Most websites have a dispute resolution form which can be filled out if the goods have not been received within seven days. Police say options around payment can also ensure protection for the buyer such as Paypal. However if goods aren’t received or there is a dispute, the buyer can request their credit card company for a chargeback which redirects

the money back to the buyer. Police also want to make Kaipara residents aware of another scam which involves callers claiming to be from ‘Windows Support’ and offering to repair viral damage to your computer for a ‘service fee’ charged to your credit card. In fact, Windows will never make such an offer and the advice is to simply disconnect the caller. Police advise that further advice is available from trademe.co.nz/trustsafety/how-to-protect-from-onlinescams-and-scammers/

Mayor’s Message Long Term Plan 2018/2028 Councillors are very involved in briefing sessions around our next Long Term Plan (LTP) which will commence formal consultation in early 2018. This document will set the future direction of Council, so it is very important. Like all planning sessions of Council we choose to hold them in "open meeting" and it was great to see some members of the public attending. The next sessions will be held on Monday 07 August, 9:30 am, Northern Wairoa War Memorial Hall, Dargaville and Monday 14 August, 1:00 pm, Mangawhai Club, Molesworth Drive. We will have some big calls to make in some areas. If you have anything that you would particularly like included in the LTP then please send Sean Mahoney an email (smahoney@ kaipara.govt.nz) so that it can be considered. This particularly relates to the big items of infrastructure spending. Councillor Larsen Jonathan brought forward a number of formal resolutions to the last Council meeting. He wished us to consider filming and then live streaming Council meetings. Although the concept had merit it would have precluded us from the current practice of holding Council meetings throughout the district. We concluded, including Jonathan, that this was a more practical means (and cheaper) of being open to the public than live streaming. Also in Kaipara the reality is for many of you that your internet connection is such that live streaming would fail. His resolution around getting a more formal process including Councillor signoff for appointing Commissioners to Hearing Panels etcetera was agreed to. Private Sealing of Council Roads A paper will come to our 14 August Council meeting recommending a process for this. Our Council papers are on the website a week before the meeting; for those who would like input have a look at what is recommended and contact your local Councillor with your feedback. We are receiving quite a bit of inquiry for private sealing so we will need to get a policy in place that is clear and equitable across the district.

Housing Shortage You may have seen some media on this. This problem appears to be hitting our Tongan community particularly hard. If you have even temporary accommodation that would be a great help.The Minister of the local Methodist church Rev Kuli Fisi’ihai will personally oversee the tenants to ensure they are meeting landlord expectations. If you can help please contact him on 439 8724. Maungaturoto Methodist Church Centennial Ann and I attended the above. Quite an achievement. Zoe Roadley gave an informative and very entertaining address covering the 70 odd years of her involvement with the church in its various locations. Mangawhai Community Plan I would very much like to thank Belinda Vernon and her hardworking Mangawhai Community Advisory Panel for the great work they have done over the last year developing recommendations for the Draft Mangawhai Community Plan. The Panel’s recommendations were formally received by Council at our July meeting. We will receive the Draft Mangawhai Community Plan at our August meeting which will then be open for community feedback. Deputy Mayor Peter Wethey and I will host a dinner for the group as a "thank you". The committee’s time was donated. Members were Belinda Vernon, Richard Gunson, Joanna Roberts, David Wingate, Kelli Sullivan and Ian Greenwood. Dargvaille Menz Shed Dargaville now has a Menz shed. It opens onto the carpark against the river just along from My Accountants. A fantastic concept that is thriving in Whangarei and I am sure will be successful in Dargaville as well. Mention must go to the Hyland Family and a bequest from David Saies a member of the family. The bequest was some funds plus a huge array of tools which have been added to from local donations. It’s always dangerous to pick out individuals but Brian Burnett and Colin White’s efforts should be recognised. Kaipara District Council is committed to managing and minimising solid waste and protecting the environment by reducing the use of landfills for waste disposal in our district in accordance with the Waste Minimisation Act 2008. Resource Management Act 1991 Public hearing of Proposed Plan Change No.4 to the Kaipara District Plan – Fire Safety Rules (Land Use) The hearing for the Fire Safety Rules (Land Use) Plan Change No.4, has been set down for Tuesday 15, Wednesday 16 and Thursday 17 August 2017. The venue will be the Mangawhai Club, 219 Molesworth Drive, Mangawhai Heads. The start time is 9.30am each day. This hearing relates to Kaipara District Council’s proposal to make changes to the Fire Safety Rules (Land Use) in the Kaipara District Plan. These rules dictate what precautions people are required to take at the time of building to protect private property against fire; particularly the amount of water they are required to maintain on site for firefighting purposes. The public are welcome to attend the hearing however only those who have made a submission and asked to be heard may present their views.

Routine works planned on council roads throughout the whole District during July include pothole repairs both on unsealed and sealed roadways as they are identified and grading of select roads pending sufficient rainfall. All routine work is done in cycles across the District. In endeavouring to provide good roads at the most economic cost, sometimes only spot grading and metalling is done as it is about one‑quarter of the price of blanket metalling and grading that has tended to be done in the past. Temporary Prohibition of Traffic – Section of Raupo Stopbank

Pursuant to Schedule 10 of the Local Government Act 1974, Kaipara District Council is advising of its intention to restrict traffic along the section of the Raupo Stopbank from the southern end of Westlake Road to Wilson Landing Road. This is due to safety concerns for vehicles driving along this section of stopbank. The area will be open for walking access.

Australia-based Dargaville local, Thomas Anderson recently played for the Pacific All Stars university team in the University Rugby League World Cup and they made it to the final.

Two Northland candidates for the September general election were campaigning in Kaipara last week — National’s Matt King and New Zealand First leader and Northland MP, Winston Peters.

“I usually played rugby union but when I was 15 years old, I decided to give rugby league ago. I played for my local club, Northern Wairoa Bulls. My first year of playing for them, I was selected for the under 15 Northland Swords,” said Thomas. Then in November last year, he got a contract with the Sydney based Bulldogs Rugby League Club, under 18 team. Alongside the contract, he was awarded a scholarship at Western Sydney University and is studying towards a Bachelor Degree in Criminology. Then this year he was selected for the Pacific All Stars. In the semi-final

against Scotland they won 44-12, with Thomas scoring a try. Australia beat them 30-12 in the final however. “It felt unreal and a dream come true to play for the Pacific All Stars, and especially to make it to the grand final last Sunday.” Thomas encourages other sporting youngsters to “believe in yourself and don’t let anyone else tell you otherwise.” He acknowledges his parents by saying “if it wasn’t for them I wouldn’t be where I am today. They are my number one fans and greatest supporters. I was very fortunate for the opportunity offered by the Bulldogs.” ¢

“I want to let the people of Kaipara know that I am very very serious about trying to become their representative in parliament,” said Matt. He said the 26 million dollar Matakohe bridges and road realignment project is on the way. “It’s in the consent stage now. They will start work this summer as soon as the dirt gets dry enough.” He also said that high speed broadband, for everyone, is coming. “The high speed volume network goes to the hospitals and schools. From there private internet providers can provide high speed broadband by wireless. It’s already happening on the Pouto peninsula and Arapohue valley is getting some of it.” “National is not sitting on its laurels, it is taking Northland seriously and they are backing me. “One of the promises that I will make is, if I become MP for Northland I will be accessible. So if you need to get hold of me, you’ll be able to.” Winston said that he will re-open and restore rail lines, set a New Zealand

The Marohemo mud run took place last Sunday on Heathdale Farms in Maungaturoto to raise funds for Otamatea High School Team 1. The course took over 40 participants through muddy drains, over a tyre wall and down a mudslide. Co-organiser Kim Allen said “the day went really well and we’ve had a lot of great feedback, it was a successful day.”  ¢

Travelling by car would be too hard on Sparky, so our kind sponsors from Air Nelson fly us there and back - all the way from Whangarei. We support the East Taranaki Environment Trust, which is working on kiwi being returned to the wild in the area. As part of this, The Department of Conservation and the Taranaki Regional Council also visit the schools.

We fly out of Whangarei around 7am and the connecting flight from Auckland to New Plymouth leaves at 9.30am. While I wait, I take Sparky across the road from the terminal to a strip of grass which is home to lots of fat worms for Sparky. It is quite amusing when motorists see us. They often park and come and say hello. Sparky is very safe there because he has done this so often and is not bothered by the noise.

Mangawhai Heads is to host a multi-million dollar landing station for the international Hawaiki communications cable with Northland-based electro — technology company McKay wining the construction contract.

The company signed the contract to design and construct the station with Hawaiki Submarine Cable LP, the owner and developer of the submarine cable system. The landing station is scheduled for completion within the first quarter of 2018. “In terms of size, the cable landing station is similar to a large residential home and it will be located at Mangawhai Heads, along Cove Road,” said a Hawaiki spokesperson. The exact date of the cable landing in New Zealand is not confirmed but it is scheduled to be in by the fourth quarter

of 2017 and commercial service will begin from June 2018. “The landing of an international submarine cable such as this is a powerful catalyst for local economic development. “It is difficult to measure the impact in terms of job creation at this stage, but the activity related to Hawaiki’s contractors, such as McKay, is already considered significant,” said the spokesperson. The contract includes the complete civil, building, electrical, standby generation, and operating systems for the station. ¢

Welcome to Mangawhai Winter workshops offered

The Mangawhai Museum is launching its first ever winter series of craft workshops which will run every Sunday afternoon from July 30 to September 3 and places are starting to fill fast. Chairman of the fundraising and events committee, Gaylene Lawrence along with Maggie Cameron and Gill Hill have pulled the programme together following a successful ‘bows and bells’ event last year. “The whole idea started after last year’s bows and bells event which involved decorating rooms in Christmas themes. Some of the people made the most beautiful decorations and that made us think — let’s do something during the winter and get some of these crafts involved,” said Gaylene. Most of the workshops will be run by volunteers at the museum with the first workshop taking place this Sunday hosted by Annette Sicely. It will focus on herbs for the kitchen and flowers for the winter season. Others in the series include card making, shabby chic roses, paper piercing and decoupaging to give an old item a new look. “The shabby chic roses are made out of fabric and they are absolutely

beautiful. You can put them on a sun hat or decorate a gift for someone — they look real.” Classes are limited to around 15 participants and bookings are starting to fill with the charcoal drawing workshop already sold out. Each session costs $25 and starts at 1.30pm and lasts for an hour of crafting before the session is closed with an afternoon tea. Bookings can be made on mangawhaimuseum.org.nz/whats-on. ¢
