The surprise move comes just over a week away from resource consent hearings before commissioners, which were set to begin on August 8. Kaipara District Council and Northland Regional Council have released a review of submissions document recommending against granting the Tegel application, while details emerged of new acquisitions of Tegel stock by

Bounty Foods, a privately-owned chicken processor and retailer in the Philippines. In his report recommending Tegel’s application be declined, NRC consultant Ruben Wylie said the proposed poultry sheds’ odour could adversely affect neighbouring property owners. KDC planner, David Badham, said the proposal did not achieve the sustainable management of natural and physical

resources due to the potential for significant adverse odour effects and insufficient information in terms of the effects on Maori cultural values. The Kaipara District Council is seeking public feedback on its proposal for representation arrangements for the 2019 and 2022 elections, from August 1 until August 31. The Local Electoral Act 2001 requires local authorities to review their representation arrangements at least once every six years; the last review in Kaipara was in 2012 for the 2013 and 2016 local elections. Currently, the ratio of population to councillors deviates from the overall district ratio in the Otamatea Ward, so the council has proposed the establishment of a new Kaiwaka-Mangawhai Ward, making four wards, with two councillors representing each. Council’s initial proposal is to expand Otamatea Ward northwest to Tokatoka Road, including Ruawai, and reduce West Coast-Central Ward from Tokatoka Road southeast to Otamatea. The proposal has no changes to the Dargaville Ward, and the mayor is required to be elected by the whole district. There will be dropin sessions across the district where people can ask questions

of councillors and staff, at Ruawai, Mangawhai and Maungaturoto and submission hearings are scheduled for September. “This is the opportunity for people of the Kaipara District, once every six years, to think about the way they’re represented, and whether they consider it’s still fair and effective. It is important the council receives feedback from the public on this proposal as the outcome will be used for the next local government triennial election in October 2019 and 2022,” said Kaipara District Council general manager for governance, strategy and democracy, Jason Marris. Representation review booklets and submission forms will be available at libraries and council’s customer service centres from August 1 or online at kaipara.govt.nz. This year the entries will be judged by the president of the Association of New Zealand Drama Adjudicators, Phil Peleton. Mr Peleton is an actor and director with more than twenty years’ experience in theatre, film and television. “I’m a strong believer in the value and joy of the TheatreFest process, for all ages and levels of experience,” he says. “The coming together of diverse community and school groups to share their work, and experience fresh inspiration from each other, is incredibly exciting and valuable. I’m also very proud of the role of the ANZDA adjudicators in this process, engaging with groups at all levels, helping them to assess their work, and inspiring them to new heights.” Northland’s TheatreFest organiser, Deborah Steele, says the festival offers actors and the audience alike a unique learning experience. “It’s an opportunity for people to showcase their home-grown performances and interesting and thought-provoking pieces of theatre.” Contestants have the chance to write, perform or direct and receive in-depth verbal and written critique. Each entry must have at least two people, be 15 minutes long and be part of Theatre New Zealand. The winning plays then

Nominations for the Kaipara Citizen’s Awards to recognise outstanding contributions and achievements by individuals in the district open on August 1.

Things are well underway and looking great for the production of the 2018 Wearable Arts Show, with the opening night on Friday, September 14 and on Saturday, September 15 there will be a matinee at 2pm followed by the Grand Awards Night at 8pm.

The awards are presented for substantial service, usually of a voluntary nature or beyond normal employment. “Kaipara Citizens Awards are an opportunity to celebrate local people who contribute deeply to our life in Kaipara. Please nominate long-serving volunteers, visible heroes or quiet backroom workers. They’re not going to nominate themselves — as the Maori whakatauki goes, the kumara doesn’t

talk of its own sweetness,” said Mayor Jason Smith. Last year’s recipients were Bev Ross, Valerie Mann, Lilian Radich, Colleen Preston and Stella Woolnough. ‘’Last year’s show was our inaugural event and was extremely well received, but we now have the task of making each year better than the year before. To this end, we feel well on track to achieve this with the exciting, creative input of notable Northland choreographer and director, Jayden Rudolph,’’ said Allan Mortensen, chairman of the Dargaville Arts Association. Mr Rudolph was co-director and chief choreographer of Art ‘n’ Tartan 2018 wearable art event and also assistant director, creative manager and choreographer in 2017 and will direct the 2018 Dargaville Wearable Arts. Mr Rudolph was a former head boy at Bream Bay College and says he’s looking forward to being involved in a project on the west coast. “I am very inspired by the World of Wearable Art in Wellington. I’ve always had a fascination with wearable arts, its uniqueness and what it brings to New Zealand. I was lucky enough to attend WoW in Wellington last year and was blown away with the way they amalgamated the costumes with a theatrical performance. “I will try to bring a sliver of WoW to Dargaville. I also have a performance

troupe called Olympus so there will be performances that really highlight the costumes. I’m excited to bring them to Dargaville and share that experience.” This year entries have increase from 34 last year to 42. The event will be divided into four categories: Moananui — Great Oceans; Living off the land — Farming (all types); Avant-garde; and Reduce, Reuse, Recycle. Two new barristers with a Kaipara connection have been admitted to the bar and are set to begin their career as lawyers.

A dead leopard seal found on the beach near Glinks Gully has been taken to Palmerston North for examination as the Department of Conservation and police seek further information about who is responsible for shooting the young female, and a $5,000 reward is offered. "It's alarming anybody would hurt an animal that's not doing anyone any harm. “The leopard seal was not sick or injured and was in a very healthy condition — as we saw from footage taken the day before," said NIWA marine biologist, Dr Krista Hupman. Former Dargaville High School head girl Terri Gough, and former Aranga Primary School student Daniel Nelson were admitted to the bar at Whangarei High Court last week and can now appear in court. Terri says she first thought about studying law when she worked at Dargaville Library after finishing high school. “I’m a big believer in the wisdom and justice of law, and that’s what really attracted me in the end.” Daniel is the only person in his

immediate family with a law degree and specialises in property law. “The biggest influence for me was — my great-grandfather worked for the Maori land Court as an interpreter, and he was quite influential figure in my iwi Ngatiwai. “I like the challenge of law. You are posed with different scenarios every day. There’s also a lot of satisfaction in helping people.” Terri currently works as a lawyer and barrister at Martelli McKegg law firm in Auckland and Daniel at The Property Law Centre. 

New premises for board

A photographic exhibition capturing the process of rust will be opening at the Muddy Waters Gallery in early August. Renowned artist, Adrienne Dietrich, has been examining the gradual process of rust for 10 years on various different cameras, including her mobile phone, and has made it the subject of her latest exhibition. “With my trusty camera, I help to depict a little of that history before the subject disappears altogether. Dargaville Community Development Board has moved into their new premises on the top floor of the Municipal Building on Hokianga Road. Working from the new offices will be the community housing manager, Simone Mathews, who is responsible for managing the Kaipara District Council community housing, Sue Curtis who has been managing the CCTV project and Lorraine Davidson, enterprise development manager. “We are currently wanting to secure a dedicated events person as a part-time position to facilitate establishing events across the genres,” said Lorraine. A proposed community co-working facility will cater to organisations, clubs and groups who would like to take advantage of a meeting and boardroom space to hold their meetings. “Additionally we will encourage new business start-ups and facilitate communication and collaboration that will encourage entrepreneurs, investors and developers to consider Dargaville as worthy of investing and doing business, providing increased growth and prosperity for Dargaville and environs.” The DCDB will use the space to encourage both the community and entrepreneurs to consider this as a viable office environment option, avoiding the expense of an individual office.

The DCDB was established on October 29, 2015 and has been in operation since then out of Lifestyler House. “During this time we have established administration policies and procedures, profiled the board and its activities to the community, commenced and completed many projects and initiatives. We currently have three part-time staff with one additional member expected to join our ranks to support the board’s desired outcomes.” 

The historic building on the site, once used for boat building, is now being utilised for social gatherings. There are four custodians who will continue to maintain the area in the future, but visiting members are expected to preserve the environment and communities they stay in. There are currently more than 100 Dargaville members, and many more within the Kaipara District. Nesting season is almost upon us Many Northland Properties are invaded every year when rats and mice seek food and shelter as the weather cools in autumn and winter.

The pied shag is well known for grabbing your fish hook when you cast your fishing line out.

This presents a significant health and safety risk. Diseases like salmonella can be transferred by ticks, fleas and mites that live on infected rats. Through their natural behaviours, rats can weaken building structures:

If this happens or you find a shag tangled in a line, check and see if it has swallowed a fish hook.

When a new bird arrives at the Centre I take a photo and share it on our Facebook page. It’s a great way to let people know we have new birds. We also have web cams so you can see birds recovering. Over the past few weeks we have had quite a few red billed gulls (sea gull) sent in and the sad part is, most had

been hit by cars deliberately. I would like to remind people that these gulls are totally protected and the fine for this can be $100,000, so the next time you see one on the road try going around it - not over it. Our 25th anniversary for the Centre went of f very well and we really appreciated the support we had. Next time you visit the Northpower Whangarei Native Bird Recovery Centre, have a look at our wall of acknowledgment as you enter the compound and see who is supporting the Centre, because without that support we could not keep going. I have noticed many birds starting to show signs of nest building, so it won’t be long before we are loaded with many types of baby birds like we get every year. With summer not that far away, we can also offer ideas for feeding stations as we do get calls about this.

A combination of giving, taking and wanting the same things is the key to a long and happy marriage, according to Dargaville residents Roy and Sheila Shadick, who will celebrate their 60th wedding anniversary in October.

All dogs in New Zealand more than 12 weeks old are required to be registered with their local council and non-working dogs microchipped by August 31. If a dog was previously registered with Kaipara District Council, then a registration renewal notice should have been posted to the last recorded address. Any dog owner who has not received their notice should contact the council to update their current details. Around 93 per cent of the fees received for registration covers services such as educational programmes encouraging responsible dog ownership, dog shelter for homeless or lost dogs and patrol services to manage nuisance dogs. Additional KDC costs include summer patrols at Kai Iwi Lakes and extra patrolling in Dargaville Township due to the number of nuisance dogs reported. In the last financial year, this additional cost added $26,529 to council’s animal management contract cost. “Council do not want to add the 50 per cent late payment penalty

or any other infringement fee — they would rather talk with dog owners now to address any issues that people may be facing with dog registrations,” said regulatory services manager, Dean Nuralli. Fees are $66 for a non-working dog and $44 for working dogs if paid by August 31. Payments can be made online at regthedog.co.nz or at the council’s offices in Dargaville or Mangawhai. 

Emergencies and disasters, by their very nature, strike when they are unexpected. There are only two things to do when the worst comes to pass, either by accident, natural catastrophe or by deliberate malfeasance. You can panic — or you can put a plan in action, which will see you through. We have ample help here in the Kaipara for making such plans — and as the great strategist Sun Tzu noted in his Art of War, planning ahead is one of the most important steps to victory. The idea is to plot out every scenario in your mind, then figure out the best way to either prevent emergencies at all or have the tools on hand to make them into mere inconveniences. Many emergencies can be nipped in the bud with a little investment in the right tools — or the right installation. It should go without saying that building work, electrical wiring and gas fitting should be done by qualified tradespeople, but the number of homes with unlicensed and potentially

dangerous modifications is shocking. Devices like smoke alarms save lives — invest in a full set, as well as a fire extinguisher for the kitchen, the number one place where fires start. To prevent emergencies of a different nature, it’s a good idea to install security systems, especially if you live in an isolated area. Cameras have become less and less costly, and can now broadcast images to a mobile device. Laser ‘tripwires’ can alert you to people approaching down long rural driveways. Moreover, of course, one of the top deterrents to theft remains a sturdy lock and chain, or well-installed window stays, deadlocks and catches. Burglars are out for easy targets, and don’t want to be filmed or identified! In the case of natural disasters, preparedness means having a survival plan for your family. Many of us live in isolated rural areas, which can be cut

off from the rest of civilisation by such emergencies as rising flood waters, so having necessities such as clean bottled water, canned food, a camping stove and fuel, blankets, survival tools such as a hatchet and folding saw, rope and a portable radio is a must. Devise a strategy to get out, get safe and bring your kit with you should the worst happen. Be on the alert for warnings from Civil Defence and note where the evacuation points are in your town. No matter what the emergency, it’s possible to be prepared with the aid of

That’s literally dozens upon dozens of times when local people have downed tools, gotten up out of bed in the dark, said goodbye to their kids, stopped in the middle of games of sports or just plain raced to answer the call. Now, they’re holding an open day to raise support for their efforts.

We all know that there are heroes among us who have made a promise to train hard, remain ready and ultimately, to save lives. The things these normal folks do when that siren goes off are the product of practice, discipline and equipment, leadership and mental toughness. What does it really take to be a firefighter? Who has the right stuff? If you are one of the thousands of kids who once dreamed of pulling on the black gumboots, yellow jacket and hard hat of a fire emergency responder, is it too late to fulfil that calling? Those who already answer the call would say — no! They’re always keen to welcome new team members on board, and of course, we all must respect anyone willing to help save lives. To show just what’s involved in modern firefighting, the Dargaville Fire Brigade are set to hold a big open day on Saturday, August 4 from 10am to 2pm, right in the Dargaville Warehouse

car park. There will be a live fire demonstration, virtual reality fire display and fire engine rides for all the kids — even the grown-up ones! Come along and bring the family, enjoy the sausage sizzle fired up by our volunteers and get a closer look at what is involved in today’s firefighting force. It’s also a

great opportunity to meet the people from all walks of life — from engineers to retailers, men and women, young and not so young — who are out there saving us from disasters at all hours. The rush from the standard ATV quad to side-by-side options on the farm has crested like a wave recently, leaving a tough market filled with options as the tides of trends and preferences find their level. With everything available from diesel power to six seats, tipping trays to electric motors, the side-by-side class has come of age, just as crossover SUVs have in the world of road vehicles. It’s happened over the same timescale, and with the same results. Now that the concept is no longer new and exciting in and of itself — and now that people have had a chance to get to know their own machines and the foibles and triumphs of their neighbouring farmers — it’s become a contest of practicality and staying power. In this regard, Can-Am has come through with a capable middle ground model range, spanning pursuits from serious farm work to a little hunting or fishing leisure time. The three-seater Defender may not pack the most horsepower or the most space overall amid its rivals, but it fulfils a multitude of roles and is perhaps one of the most versatile UTV side-by-sides out there. Three seats mean room for a helper and the dog or a team of three to tackle farm tasks. There’s plenty of room in the back and no shortage of power to haul the goods and the crew with the

choice of either an 800cc or 1000cc engine. That’s a proper v-twin four-stroke Rotax unit, with even the smaller 800cc delivering 50 horses and 68Nm of torque. Combine this with a truly artful suspension and chassis layout, and you can be certain of sure-footed towing and operation under load. Can-Am may not have pushed power superlatives here — as they do with their Maverick series of off-road racers — but they have taken other important aspects to the limits. One is reliability — an unseen quality unless one takes a hard look at the blueprints, the welds and the components of a machine. Another is simple, clever ease of use. Things like a more capacious 40 litre gas tank, A-pillars placed further forward for higher visibility, five-point suspension to really iron out the ruts and bumps — all of these add up to make the Defender seem well-thought-out and informed by feedback from the real world. With spring on the way — and a whole host of new bolt-on options ready to go at your local Can-Am dealer — this might be a good time to put one of these willing workers through its paces. 
