Paparoa — the village in the valley — is rapidly gearing up to celebrate it’s founding families on the 150th anniversary of their arrival with the Albertlanders in the northern Kaipara The anniversary will be marked over three days at Labour Weekend and this month a casting call goes out for players in a memorial musical play that will be a highlight of the event. The festivities cover from October 18 to 21, with the first being the stage production of Allen Adair, based on the novel written about early Paparoa and surrounding areas by author Jane Mander (1877–1949) . “This has been scripted and produced especially for this celebration,” said organising committee treasurer, George Skelton. “The Otamatea Repertory Theatre has allowed us the use of it’s theatre in Maungaturoto for a season of four shows over our celebratory weekend and talented local Peter Flower is directing.” Casting for Allen Adair will be held at the Paparoa Hall on Sunday July 29. Formal registration for the 150th anniversary activities will be held on Friday, October 19 and celebrations continue at 9.00am on Saturday with the re-enactment of the early settlers arriving by watercraft at Pahi, followed by a grand parade in Paparoa. “This promises to be a major event with over 30 floats participating. Floats include Battensby’s Bullock team, brass and pipe bands, early period dress, vintage cars and machinery, hunt horses and more. The parade leads to the Paparoa Showground where there will be enactments and displays of early sports played in Paparoa over the past 150 years. That evening there’ll be a Bush Dance at the Paparoa Hall, and we are encouraging period (1860–1899) costumes to be worn.” The initial settlement of Paparoa and surrounding areas, including Matakohe, began at Pahi, where settlers encamped for month while land grants were finalised. “We encourage people to register and book early as some activities are limited because of seating requirements and/ or OSH rules,” said Mr Skelton. Te Roroa Learning Assistance (TLA) have moved into new premises on the corner of Gladstone and Normanby streets in Dargaville TLA provides educational services including reading, writing, numeracy, Te Reo, study skills, computer literacy and skills for life. The building, complete with new classrooms and artwork supplied by staff and students, allows for centralised tuition. “We previously held classes at the Dargaville Town Hall, Big River FM, Pono Lodge and our Victoria Street premises but now we have brought all classes together under one roof,” says manager and founder, Janet Te Rore. “We have been renovating the building since we moved in January. We have built new classrooms within the open-plan space and repainted the interior and exterior, with plans for further exterior development.”

The Otamatea-Rodney squad of 22 boys, supporters and team management are in the full swing of things for the Taniwha Shield Primary Schools’ rugby tournament. We continue to work on our rugby skills and concentrating on basic rugby with communication on and off the field, keeping it simple and getting the job done,” said team manager, Catherine Stewart. “The boys have been preparing mentally for the challenges that lie ahead of them and will have Geoff Pearson from Rock Up Adventures giving our team expert advice on team building. Ratepayers ‘fear the worst’ “The situation in the Kaipara is getting worse by the minute.” That’s the reaction of Mangawhai Residents and Ratepayers chair, Bruce Rogan, after more than 40 Mangawhai residents travelled to pack the public gallery at last week’s meeting of the Kaipara District Council. “We did that because we were seriously alarmed that council might pass a quick and dark resolution on the Long Term Plan, and we didn’t want to risk this slipping through,” he added. Under the proposed LTP, some Mangawhai ratepayers face doubling and tripling rates following the cost blowout of the Mangawhai wastewater scheme. “Having attended and seen the council in action, we don’t have any good feelings about where we are,” he said. “Maybe we’ve managed to establish more lateral dealings with the council but it seems council is not open to the possibility that the huge debt we have is anyone but Mangawhai’s debt.”

Review Team begins work The Review Team appointed by the government to look into the affairs of the Kaipara District Council and its $80 million debt is “off to a start,” says chair, Greg Gent, as its terms of reference have been outlined. “We are not here to fulfil the role of councillors,” Mr Gent added. “We will be making observations and reporting back to the Minister of Local Government.” The government was asked to assist council against a background of proposed rate increases, as well as the validity of some council rates assessed in previous years. The overall objectives of the review are identify current and future governance and financial management challenges the council should address,

and the options for, and implications of, meeting those challenges. The Review Team will also look at the council’s communication, engagement and relationships with ratepayers and key stakeholders, its asset management planning practices, the adequacy of financial management and the underlying drivers of the proposed rate increase in the draft 2012/22 long-term plan — especially those not related to the Mangawhai scheme. The Review Team will not inquire into matters the Auditor-General is inquiring into in relation to the Mangawahi scheme or consider whether or not the council should merge with, or alter its boundaries with, adjoining local authorities.

Mangawahi ratepayers want to see the council’s $80 million debt spread across the entire district. “As it is, the situation could lead to the economic and social collapse of the eastern part of the Kaipara. They have to spread the debt.” He said “some councillors“ were “hopelessly wedded to not upsetting their particular voters. We are nowhere near resolving our problems and the situation is getting worse by the minute, with interest rates continuing. I would love to be proved wrong though.” Cr Johnathon Larsen told the meeting that an additional $7.8 million in wastewater charges had been deemed illegal, while council CEO, Steve Ruru, said consultation with the community on rating irregtularities would be continuing until the end of the month. Due to the delay in adopting the LTP, the council has set an interim rate, with notices being sent out this month for payment for the first instalment of the 2012/13 financial year of 20 per cent of last year’s rates demand. In other matters, a motion from Cr Johnathon Larsen that the mayor and deputy and councillors refund their after tax salaries for the remainder of term of office was rejected, as was his suggestion that council save money by bringing their own lunches, instead of council paying $19,000 a year for meeting catering.

To someone in 2012 who can read the message from beacons and lights, the Kaipara Harbour is an open book. It was not always so easy. Imagine the thoughts of a skipper approaching the Heads in 1843. His instructions read, ‘Ships must place themselves to the southward of the entrance, observing a black patch on South Head (which is a body of sand), bear east six or eight miles at which time you will be in the middle of three black patches on North Head. In this position you will be at the entrance of the middle channel’. They could have added ‘and good luck’. Two buoys had been set down in the main channel in 1856 but were blown

away and it was difficult to quickly advise ship’s captains. In 1869 a settlers’ meeting in Aratapu was told that out of all buoys and beacons provided a few years before, all had gone except one and the landmarks were almost all wiped out. Government had voted money to place more buoys but it had never happened. Harbourmaster Stanaway told the meeting that every ship over 50 tons paid pilotage and insurance doubled because of the dangerous harbour navigation. Government was petitioned to ‘take steps to remedy the problem because of the state of the bar, the lack of buoys and the always shifting sands’.

Six years later the harbourmaster reported 113 vessels amounting to 11,415 tons entering the harbour. He was still asking the Marine Department for attention to the requirements of buoys and beacons. Chris, who is defending his world men’s title at the championship, bought his first unicycle on an impulse. “I just happened to spot one for sale and bought it out of the blue. I spent the next two weeks learning how to ride it,“ says Chris. “A unicycling course is similar to a skateboarding track. When you’re competing you have to demonstrate skills with tricks and grinds, keep control of the bike and impress the judges at the same time.” Sam, who was recently awarded Australasian female street champion at the championships in Melbourne, learnt to ride on a whim. “I first learnt to unicyle at a Circus Kumarani Festival but I didn’t ride again until I read about Chris winning the world champs and sent him a facebook message,” explains Sam. Chris has been mentoring Sam since they met two years ago and they are already looking forward to the world championships in Canada in 2014.

Assets the Regional Council holds All three of the Northland Territorial Local Authorities have debt. The Far North District Council has debt of $1,925 per person, Whangarei $1,800 and Kaipara infamously has $4,142 as its’ debt mountain. However, the Northland Regional Council has no debt. Not only that but it holds $123.5 million dollars worth of assets. Many of these assets were inherited in the amalgamation of local bodies and authorities and harbour boards in 1989. At that stage port assets across NZ were transferred to Regional Councils. In Northland this included a considerable amount of land in the Whangarei central business district leased to local businesses. NRC has also invested money in commercial property in Whangarei. NRC owns its own buildings plus a supermarket and office buildings. For Councillors outside of Whangarei there are concerns of geographical equity. Decisions on investments to date have been Whangareicentric. All together $48million of property sits in the NRC investment portfolio. The largest single investment of the NRC is the port at Marsden Point. The NRC holds $42 million of port shares and over $10

million has been spent securing the land necessary for a railway link. That the rail line to Northland is threatened with closure is therefore of particular concern. The remainder of NRC assets are made up of cash ($6.5 million) and stocks and bonds ($17.6 million). In the new long term plan council has agreed to phase out the ongoing subsidy of rates from its investments over a ten-year period. Council instead see the need to use assets to invest in economic development in the North. Worryingly there is no consensus in the council as to what that means or how to achieve it. Council has also indicated it would like to divest itself of leasehold land ownership. It has been argued that it hampers the development of Whangarei as businesses are reluctant to invest in developing land they do not own but only lease. The big question is what will become of the assets held by NRC assets and how will they be used in the future. At a time when changes to local government are coming, how decisions on these assets will be made in the future remains unknown. In any discussion of amalgamation what will happen to these assets must be made clear. They belong to us all.

Ruawai Aussie Tour, 32 years on Ruawai JMB Rugby will celebrate 32 years of playing annually against Australia with Beecroft Rugby Club from Sydney arriving on Thursday, July 5. Ruawai currently hold the Trans-Tasman Challenge Cup, but it will be up for grabs again two days later. “It is a full on programme, with Beecroft arriving on Thursday afternoon, with the players billeted out to local JMB families. On Friday morning both teams will have a practise, then in the afternoon we will head out for some fun on the farm and finish

with a climb up Tokatoka Peak,” said tour secretary, Sam Panoho. “Saturday is game day with the Under 10’s playing first at 2.00pm, followed by the main game at 3.00pm for the Under 11’s, with dinner and speeches afterward.” The Ruawai Aussie Tour originated when the Gatehouse and Alexander families attended a rugby match in Sydney. They met up with members of the Beecroft Club who wanted to bring a team out to New Zealand and the first game took place in 1980.

The sale to be held Wednesday, July 11, will offer 25 two-year old bulls and five in-calf three-year old heifers. Bulls are sold to both beef and dairy farmers. Bill has been breeding Herefords on the 850-acre farm at Tangiteroria since 1971. “I like the breed because they’re nice and quiet and I enjoy the look of them. They also do well, you don’t have to pamper them,” says Bill Lambeth. Running alongside the Hereford herd is a pure-bred Romney flock of 600 ewes. “With farming you’re your own boss and there’s something about country life that I like,” adds Bill. Bill has an appreciation for the natural environment and has developed three QE11 covenants. “When I was a bit younger I would get up early before sunrise and go out to the bush to listen to the birds. Bill is an active member of the Dargaville Aero Club and tries to fly at least once a week. “I love flying — the views, and just being up there.” Bill’s son Wayne, along with his wife Gaynor, now oversee the day to day operations on the farm. They are also keen hunters with Northland Hunt and host a hunt at Arahou every May.

ORT goes on the road Otamatea Repertory Theatre is taking the theatre ‘on the road again’ with an evening of four one-act plays to be performed in Dargaville ‘ORT on Tour’ at the Dargaville Little Theatre, on Friday July 6, offers something for everyone with four award-winning featured plays. The classic English short story The Open Window by Saki, has been given an original adaptation for the stage by David Sims who both directs and stars in the play. Time Flies, a comedy by David Ives, about two mayflies, is directed by Guy Smith — his directorial debut for ORT. The Play is written and directed by theatre stalwart, Peter Flower and is a murder mystery with a twist. Maura Flower makes her writing and directorial debut with Coupon Fiesta — a light-hearted look at life behind a Four Square store — and based on experiences in Paparoa’s general store of yesteryear. Coupon Fiesta has qualified to compete at the New Zealand Theatre Federation Regional final in Whakatane in August. Ort president Peter Flower says: “I was involved with ORT in the 1970s and 1980s when it was common for us to tour and it is exciting to be on the move again.” The theatre hopes to use the proceeds from ORT on Tour to offset some of the costs of travelling to the competition. “ORT is also busy rehearsing the musical Oliver for an eight show season in late July. Many of the members of ORT on Tour are heavily involved in the production of ‘Oliver’. If you haven’t been to a production at ORT, or haven’t been in a while, this would be a fun way to get to know your local theatre,” added Peter. Tickets are $20 adult and $10 student and are on

Make the ‘slow season’ maintenance season Modern agricultural equipment is more complex and more of an investment than ever, with new machinery totalling tens of millions of dollars sold at the recent National Field Days alone In more simple times items like a big hefty iron plough were stunningly low maintenance, but today’s computerised, hydraulic-powered and vastly more efficient machines need a little more TLC.

Just ask the team at the Kaipara Agri Centre, where there’s a constant turnaround of rural machinery this time of year. Leanne, Graeme and John can all attest that the so-called ‘slow season’ of

winter has more and more become the ‘maintenance season’ — and that this is a smart move. “We’ve been seeing kumara harvesters, water carts, bale feeders, rakes — and of course tractors,” says Leanne, pointing to a huge green kumara sorting machine in their Dargaville workshop. “The consensus out there is that if you don’t get it done now (servicing), then there’s a chance that your equipment will break down during the harvest, or when you least expect it to.” “Even simple upkeep tasks like an oil change and lube are more important than ever with modern equipment. Things cost more these days, and farmers need to get more out of them to make farming profitable.” A huge part of the technical revolution on the farm last century was the adoption of hydraulic technology. These days the range of hydraulic machines employed

in farming is staggering, and they need their own special kind of maintenance, checking hoses, seals and filters regularly. The Kaipara Agri Centre has kept up with technology, with the tools and skills to fix all manner of powered, diesel and hydraulic equipment. But the days of ‘number eight wire and duct tape’ repairs on the farm have been brought to an end by the complexity and relative power of today’s machines. “A good example is calving, and the need for bale feeders. They’re going to be very important in the next couple of weeks, and we’ve seen a lot in for parts and servicing,” says Leanne.

Bigger, not necessarily better  by Ian Walker

The current government is currently in the process of changing the local government legislation, keen to reorganise local government with emphasis on amalgamation because they believe it will reduce waste, improve both decision-making, and create greater economies of scale. Many ratepayers disgruntled with their local council are in full support of this approach The right of centre politics believing larger provides greater efficiencies while left of centre believe greater power delivers effective decision-making. Unfortunately, few analyse and identify the problems within local government and fewer still determine with any real clarity what the appropriate role and function of local government should be. Even determination of ‘local’ and its importance in our community is rarely considered. Few understand that the evidence from amalgamation around the world is bigger is usually more bureaucratic and expensive. Predicted savings never materialise but the loss of local decision-making certainly does. There are problems in the efficient and effective delivery of local government services but we really do need to determine the real cause. Given the nature of communities today, new and innovative thinking is required. Our modern communities are more complex, fluid, and diverse but we seem intent on imposing nineteenth century philosophy of monopolistic and rigid centralised control. No single organisation can perform effectively and efficiently all the tasks demanded of local government whatever their size. And the evidence from around

the world suggests that large centralised organisations are less able to respond to local needs and generally operate much higher cost structures. In fact many of the world’s largest and most successful urban areas have numerous local government units. For example, the Paris area has more than 1,300 municipal governments and the Tokyo area has more than 225. This means that internationally it is a given that councils may undertake activities or make certain choices to reflect their different communities. Local democracy is valued. Why would we sacrifice the benefits of greater ratepayer and resident participation to create a larger government that costs more, provides services that are less likely to meet local preferences, and ultimately deliver a less than satisfactory result. If local government is inherently an expression of local democracy then the debate should be about better provision and delivery of service whilst maintaining strong local democracy. Not about size of structure. So we should not rush to assume that bigger local government is going to give us a cheaper and more effective service. In New Zealand local communities and therefore local democracy has already limited participation in the determination

of the priorities and functions of their local authority. We should not give up more local decision-making unless we are very sure the predicted benefits are real. And, if they are it will be a world first!
