The invitation for Te Kōpuru to join in the DIA’s Community Led Development scheme came late on Matariki weekend, as townsfolk gathered to celebrate what is, in Māori lore, a time of new beginnings. News that Minister of Internal Affairs Jan Tinetti had green-lit Te Kōpuru’s involvement was met with joy by community leaders, who had worked together for many months, as far back as the Covid-19 lockdowns, to make this happen. “This is only the beginning of our journey,” said co-facilitator of the town’s application, Delwyn Hewson, part of the DIA team. “It’s a fantastic opportunity and a pivotal moment,” says fellow supporter Roxanne Kelly. “I had some expertise dealing with applications on a smaller scale through my work with Sport Northland, which was very supportive of this initiative. We like to listen to communities and hear their aspirations, and that fits in well with the DIA’s plan.” The process of being accepted, to access five years of mentoring, planning and extensive possible funding for prosocial, infrastructural, beautification and other civic projects was a painstaking one. “It began with a series of hui, gathering in our civic leaders, such as those from our playcentre, school, churches, marae, fire brigade, hall committee and sports clubs,” says Roxanne. “Those leaders started to communicate, and we were able to ask, what have you guys already done and what do you want to do?”

Part of putting together the application involved proving that a strong community spirit already existed, as the five years of support could achieve little without the drive and determination of people on the ground. Roxanne and other civic leaders were able to cite community-funded projects such as the town’s 2019 playground build, current fundraising to improve the Te Kōpuru Domain, expansions to the local rugby club’s facilities, and the establishment of a ‘play trailer’ full of sporting gear, which now helps school across the region. “Our projects don’t stop and our fundraising continues, including applications for other grants. For example, we’re applying to paint murals on the community’s boating club space, which
we’ve just used to host the town’s Matariki gathering,” says Roxanne. Previous par ticipants in this programme with DIA have included the towns of Whirinaki, where massive environmental restoration of the local river was undertaken, the eastern suburbs of Dunedin and the central North Island settlement Mangakino. All the towns in the pilot programme reported positive outcomes and delivered projects that enhanced community engagement and enjoyment. With the partnership now established, one of the next steps will be a gathering of Te Kōpuru residents to chart the kind of projects that could make the town a better place to live. This feedback from the community will inform the direction of future plans. ¢

Mayor’s Message Kia ora, Big news in Kaipara is that Deputy Mayor Anna Curnow will not be seeking re-election at the upcoming Council elections. Anna has made a huge contribution to stable local government in Kaipara for nearly a decade and is widely known and popular across the district. As Mayor I have greatly valued her wisdom, experience and support. We’ve made a great team and, with both of us separately confirming neither will be seeking re-election, the increased opportunity for others to emerge to lead Kaipara District Council is now brought into focus. Nominations for Mayor and Councillor positions open on 15 July and close on 12 August, and the postal elections will conclude on election day, 8 October. For certain there will be new leaders then, but for now with fewer than 100 days remaining of the current council term there’s plenty going on: • The Annual Plan 2022/23 has been unanimously adopted by Council with the average general rates rise slashed from an earlier-forecast 7.13% to 4.86%. Few Councils across New Zealand have been able to slash the rates from what had been forecast in the way Kaipara has done. While the cost-of-living crisis bites, Council has taken hard decisions to help Kaipara people along in these challenging times. We’re still growing a better Kaipara, but tightening our belt to suit the times.

A new civic recreation hub for Te Kōpuru is one step closer, as backers of a park plan seek a development agreement and licence to occupy from council members.
A group of concerned Kaipara citizens have taken a survey of their fellow residents to gauge the depth of public feeling against Three Waters.

T h e Te K ō p u r u C o m m u n i t y Development Group has taken its plans to the Kaipara District Council, seeking an official seal of approval on a scheme to transform part of the Te Kōpuru domain into a community park. “The aim of the group is to have a staged approach to the development,” said KDC spokespeople Jenny Rooney and Fleur Denize in their report to elected members. “The vision is that eventually, this would include a fitness pod, bike park, play area, fitness track, zip line, a threestage pump track for junior, intermediate and senior skill levels, landscaping, a shaded picnic area and additional play equipment.” A substantial fundraising effort and grant application drive have seen $15,000 already secured for the fitness
pod, $14,000 for the concept plan and $30,000 for the pump track. The development group has also raised $7,000 through a variety of events and has engaged with the Community Led Fund held by Lotteries NZ. ‘The Te Kōpuru Communit y Development Group aims to provide the children, young people, and families of Te Kopuru a safe and fun community space to play and connect, as well as instil a community sense of pride and achievement by coming together to implement the vision that has been progressed for years’, reads the application placed before council members last week. A development agreement and licence to occupy, which is accepted by both parties, is expected to be drawn up and signed in the very near future. ¢
A presentation to the assembled mayor and councillors last Wednesday revealed a particular issue of contention that motivated many respondents. The acceptance of the government’s proposed $16 million better off package — described by some councillors as a ‘bribe’. “At the last council meeting, the mayor stated that 100 per cent of the feedback he had received on the better off package was to get the money and spend it well,” said petition presenter Alexandra Martin. “The next step may be the complete centralisation of services and the abandonment of local government altogether. There is nothing in New Zealand legislation to stop this from happening.” Ms Martin’s survey results stemmed from a two-week online poll which recorded 131 responses. In all, 127 of these were not in favour of taking the better off package. Councillor Mark Vincent noted there was a difference between supporting Three Waters and accepting the better off package monies. “There are two issues here. The desirability of Three Waters as proposed, and whether the council should accept the $16 million,” he said. In prior debates, it was opined should Three Waters be mandated and enforced

The Kaipara District Council has voted to adopt the 2022– 2023 Annual Plan, heralding a 4.86 per cent rates rise, much less than initially predicted. Mayor Dr Jason Smith noted the current ‘cost-of-living crisis’, and acknowledged this had been an important factor in the work to bring the rates increase down. “The council has worked hard to hear the voices of the people. That awareness of the current economic situation and the flexibility of the council is reflected in this lower average general rates increase we have confirmed today. “Kaipara District Council is making rates bills smaller than expected and is doing its bit to help Kaipara people along in these challenging times. These gains have been hard won but worth every cent. I am looking forward to the opportunities outlined in this Annual Plan, as we grow a better Kaipara. A detailed review was taken of all support costs proposed in year two of the LTP.
“The review covered the costs for items such as printing and stationery, vehicle running costs, training and travel expenses, subscriptions, support fees and consumables,” said the KDC’s strategic planning adviser Michaela Borich, and finance and risk manager Graeme Coleman, in their report to council ahead of the decision. “As a result, savings of $440,000 were identified that could be made that will not impact on the council’s ability to deliver its services.” Projects planned for the 2022–2023 year include the District Plan review, work on the Mangawhai Community Wastewater Scheme, construction of the Kaihu Valley Trail, upgrades to protect stopbanks between Dargaville and Te Kōpuru, the continuation of work on Mangawhai’s shared path network, and a body of climate change work.

A second day of public protest highlighting the plight of Mangawhai and Pākiri’s sands is planned for July 10, as the legal fight over sand mining on the east coast goes into extra time. The first big Save Our Sands (SOS) day in 2021 gathered hundreds of locals to form a human rescue message spelt out in giant letters on the seacoast. Since then, sand mining resource consents have been lined up in Auckland Council’s chambers, and the first of three has been denied. “As our prior generation stood up to protect Mangawhai for our current generation, it is now upon us to stand up and protect Mangawhai for future generations,” says sand mining opponent and community organiser Ken Rayward. “They have been taking thousands of tonnes of sand from this nonreplenishing resource for decades, and now the community, local iwi, our elected leaders and the people are saying enough is enough.” With two resource consent hearings left to go, opponents of sand mining, which is conducted using a floating dredge vessel, have mustered a case which seeks to prove the environmental harm already inflicted. The first consent for deep-water mining was quashed earlier this year but may face an appeal. The final two relate to mining even closer to the shore.

I wanted to get some of the young folks from my
class involved too, to help out, making this a real collaborative project everyone can enjoy.” There is just one final hurdle to clear before the award-winning design can come to life; scaffolding. The sheer scale of the work means that safety comes first, and the tall walls of the library building call for scaffolding help. Micaela says that while the Resene prize has been very generous, it does not cover this last factor, and she’s searching for a kind benefactor to provide scaffolding or a suitable scissor-lift platform, which could make the painting possible. Kaipara District Council adopts Annual Plan 2022-2023
The Paparoa Community celebrated two new murals at the Village Green last month. The murals were the first in a series of artworks, commissioned through Paparoa Connections, to create a sense of place throughout the village. They celebrate local landscapes and wildlife and are created by local artists. The new murals are funded through Council’s placemaking budget.
Last week Kaipara District Council Elected Members adopted the Annual Plan for 2022-2023, with an average general rates rise of 4.86 percent (excluding water charges, and allowing for 1 percent growth). The Annual Plan for 2022-2023 comes into effect at the start of the financial year, with new rates taking effect from 1 July 2022. You can read the Annual Plan 2022-2023 at kaipara.govt.nz
Kaipara Libraries are fines free Kaipara Libraries have joined libraries across Aotearoa and the world in eliminating library fines. From Friday 1 July our libraries will be fines free. Wastewater improvements work almost complete Work on part of Dargaville’s wastewater network is on track to be completed in early July. New wastewater pipe has been laid below the Countdown carpark and asphalt has been laid where these works have occurred. The new pipe has been connected to Victoria Street where three new manholes have been installed. You’ll see our contractor, United Civil, on site over the next couple of weeks completing final works and a clean-up of the area. A five-year partnership has been formed between the Kiwi Coast Trust and Northland Regional Council aimed at protecting the environment and pest control in the region.

“I rode when I was younger, and when I married Martin, I told him my dream was to have a horse outside my bedroom window. He went looking for a rescue horse and found Nelson,” sanctuary founder Tracy says. “Nelson was an ex-pacer who was saved from going to the meat works. We have five rescue horses, and the others are either retired or from when family situations have changed. “It is a passion for me, and my husband is very accommodating. We are at our limit for numbers due to time and finances. We would love people to sponsor the horses or make donations.” Four horses are accounted for via sponsorship, or their owners pay for care, and Tracy pays for nine.
“We have a self-contained unit that sponsors can stay at if they live outside of Dargaville. If a young person wants to volunteer their weekends to spend time with them, that is OK.” Tracy and Martin moved to Kaipara from Whangārei. They realised there was a need for care for older horses who could no longer perform; the horses range in age from 8–27 years old. “Some just get left behind and we give them a place to live out their end days. Alzheimer’s Society Northland is a not-for-profit organisation that helps family members with and those affected by dementia. There are many different types of dementia, and it affects people and those around them differently. Alzheimer’s Society Northland gets alongside sufferers and family members who have to share a room with this disruptive disease. Kevin Salmon is the Northland branch’s general manager, working alongside a supportive team of staff members. Maxine Kinvig mans the Dargaville office; there are other offices in Kaitāia and Kerikeri. “Alzheimer’s Society Northland provides a critical service of support, care, information and education to people with dementia and their caregivers and families in the Northland region — Cape Rēinga to Te Hana,” says Dargaville community adviser Maxine Kinvig. “We offer individual support and group sessions, including carer education programmes to people who are dealing with issues of dementia.

Action on four wheels dominated the dirt at Redhill recently, as the McFall Fuel North Island ATV Championship pitted riders and machines against a technical track. “It’s the first time the Dargaville club has run this event, but feedback was positive that it was very well run, so it may become an annual event,” says Dargaville Motocross and ATV Club spokesperson Colin Rowse. Riders took to the track to face a muddy surface loosened up by overnight rain. However, this is just the kind of terrain in which powerful racing ATV quads thrive, and the competitors were soon recording fast lap times and achieving some big air off the jumps. Racing was encompassed in a single day across six categories, with riders from around New Zealand coming to test their mettle against the Redhill track. Colin describes running an ATV event of this scale as a steep learning curve despite being very rewarding. He suggests that in future, a more leisurely two-day schedule may better fit the format. Nevertheless, there were no complaints from the competitors at this major race meeting, who racked up impressive times on the course just outside of Te Kōpuru.

With a team of four on deck taking care of WOF inspections, servicing, repairs and parts replacements, the Morfett’s workshop, like many in the Kaipara region, is a hive of activity at midwinter. That’s not just because supply chains are freeing up, allowing for a catch-up on two years of busy schedules. It’s also due to a wet and cold winter, less mild than those which have gone before. “This time of year, it pays to listen for odd noises, rattles, creaks and things that make your vehicle feel not quite right,” says Daniel. “Obviously the biggest issue of importance this time of year for safety is tyres and suspension, getting a grip on the road and staying in control. Noises and changes can hint at problems developing, and we’d like to book in a repair for those sooner rather than later.” This isn’t just for the sake of safer driving, though this is a huge factor. It’s also because the ‘new normal’ in the auto trade means that it can take time for parts to arrive, and for even a large team of mechanics to have time to schedule more complex jobs. However, in this regard, Daniel says that Dargaville represents a good example of colleagues in the trade working together.

Dargaville High School is appealing to the community in search of volunteer driving mentors to teach students during school hours.
