Kaipara Mayor Jason Smith has announced that he will stand for re-election at the upcoming October local body elections, after winning the February 2018 by-election that followed the 2017 resignation of former mayor, Greg Gent. Dr Smith says he believes Kaipara District Council has made real progress in the 18 months he’s been mayor. “Local people are telling me they’re noticing changes, that they feel better about council than they used to do and that they can see real progress is being made,” he said. “I’ve only had half of one term as mayor so far, and I’m only just warming up. I seek re-election because I’m passionate about the mighty Kaipara and our people and potential. Kaipara deserves stable leadership after a checkered past. A second term for me will help settle the ship, build on the foundations of the last 18 months and continue making real progress for our district.” Dr Smith says the $27 million of Provincial Growth Fund announcements of grants for Kaipara roads, wharves and food production was a great step forward for the district. The announcements and hosting of the prime minister, deputy PM and other cabinet ministers in February showed Kaipara was moving ahead. “We’re making real progress here, getting on with the job and I’m loving it,” he says. Local authority polls will be held on October 12 along with community and

local boards, district health boards and licensing trusts. The Electoral Commission enrolment starts on July 1, with nominations open on July 19 and closing at noon on August 16. The Kaipara District Council has $300,000 in a contestable fund for public application for a share opening on July 1 and closing on September 13. “A change to the Reserves Contributions (Use of) Policy (as part of the Long Term Plan 2018/2028) has resulted in a contestable fund for public application. The fund is collected from Reserve Contributions and is available for application from across Kaipara District,” said KDC spokesman, Benjamin Hope. “The objective of the policy is to help groups create, improve and reprioritise how open spaces and reserves are used in their communities. Projects could include adding capacity or enhancing existing open spaces through landscaping, equipment provision or developing walking tracks.” All applicants must be a legal notfor-profit entity and have a volunteer component to the project. Council has established a tiered process for applications: An expression of interest for small projects (under $2,000). Projects not exceeding $20,000. Projects exceeding $20,000. These

The Northland Community Foundation have tens of thousands of dollars to donate to worthy causes, which benefit families in our community.
A major survey of marine pests in the Kaipara Harbour has been carried out by biosecurity experts from NIWA in a joint agency exercise, with the results now being collated and expected to be released by September.

On June 10 applications opened to receive funding through their programme, and groups promoting families, children and young people’s services are encouraged to apply. The Nor thland Community Foundation has assisted many causes in recent years, including Dargaville Citizen’s Advice Bureau, Kaipara Abuse Prevention and the Kaipara Early Years Learning Service Hub. Their criteria is simple, as panel member Debbie Evans, who serves alongside Terri Donaldson, Rosemary Archibald and three other representatives from around Northland explains. “This fund helps smaller, local organisations who are making

Organ music and singing, pony club activity and school leadership as chair of the Otamatea High School Board of Trustees from 1983 to 1988 have also led to her recognition with a Kaipara District Council Citizens Award in 2018. “No community work is possible without the support of others and for me, my husband Bill and our family as well,” she says. ¢

A boatload of gratitude Advocacy at the highest level The Northern Wairoa Boating club has hit upon a novel way to say thanks to all the generous sponsors who made their 2019 river regatta such a success.

More than 40 local businesses from Dargaville contributed to the prize pool and to the running of the very popular event, which saw boaties from all around the Kaipara Harbour join together for a series of fun races and challenges, followed by dinner at the riverside headquarters of the club. NWBC Commodore Janice Cleaver says that without this public support, events like the regatta would not be possible. “It’s all about giving a little bit back, to those who have done so much for our
club and its patrons,” she says. “That’s why we thought it would be a good idea to put on a dinner and a winter function for all our supporters.” Commodore Janice says that the plan to invite all those business sponsors, as well as all club members and their guests, to a winter dinner and live music concert came from the success of the NWBC’s roast meal nights and the popularity of their kitchen staff. “Sharing the evening view of the river and a hot meal is our way of saying thanks for a great relationship with our townsfolk.” ¢

Prospective models, designers and wearable arts creators gathered at Dargaville’s Sewing and Curtain Centre last Friday, June 7, to workshop ideas and plan ahead for 2019’s show.

The government’s so-called ‘Wellbeing Budget’ is a stunning document — and not in a good way.
President of the Northern Wairoa A&P Show, Richard Alspach, succinctly summed up this year’s event at Arapohue in his recent report to the annual general meeting. “The indoor section had a record number of entries, up nearly 25% on the previous year,“ he said. “We had six horse rings going at once. There is, however, an OSH issue we need to address, and that is fencing of the show ring. A single strand of rope
between horses and the public is not really desirable. Fencing the ring would go a long way to solving that problem.” Due to M Bovis there were no cattle at the show this year. “Over the next few months we will be communicating with our exhibitors as well as MPI, to see how we can best get cattle back again,” Mr Alspach said. “If not in full competition, at least as a demonstration, with perhaps a public judging competition.” ¢

There are also huge and growing problems for the great majority of New Zealanders, which this government and this budget have seemingly forgotten, or more likely, are content to leave in the too-hard basket. Problems such as escalating rents, vociferous taxes and let me say it; a government that seems to be displaying dangerous levels of incompetency. No, this is not a budget that shows a government in touch with the major issues. It is not even a budget that shows a government in touch with New Zealand. It is a budget that is little more than, well, being something that may be portrayed as rather visionary on the world stage (where this government seems to like to stride) but does very little for us back home.

Not for me. Not for you. Moreover, I suggest, not for the majority of New Zealanders. Therein, I suggest, lies the problem. The vast majority of New Zealanders have, for the most part, been marginalised by this budget. They have missed out and been bypassed by a government that is consistently failing to address the big problems and the concerns of middleclass New Zealanders — education, health, law and order. This government’s thoughts and priorities lie elsewhere, and the proportional spend reflects that. Of the operational spend, education gets $14.3 billion, health is slightly better at $18.3 billion, law and order get a paltry $4.6 billion, and social security and welfare get a whopping $28.9 billion. Nobody would dispute that there are some very real welfare problems in this country and it’s probably churlish to point out that they are

Welcome to Mangawhai Art workshops on offer The winter months are time to spend indoors, and Mangawhai Artists have come up with just the ticket to keep cosy and also enhance your creative experience at the same time, with Winter Workshops. “Beginning on June 24 as the chilly weather sets in, unleash your creativity and have a go at some art!,” says learning coordinator Raewyn Vague “The tutors are experienced; there is something for all levels. Beginners will be supported, and the more confident will be encouraged and supported to expand. The workshops are listed on the website mangawhaiar tists.co.nz/lear nwith-us. “There are lots to choose from; look on the website for the calendar, a list of tutors and workshops. Each workshop has information at the end on how to book. Lino printing and working with clay with tutor Nicola Everett, felt wool pictures and playing with colour using beeswax crayons and
citrus turps with Christine Moginie, painting workshops with tutor Elena Nikolaeva plus workshops on how to develop your ideas, introduction to silver clay, quilling and paper filigree, digital drawing and more. Raewyn says “it’s important to book as soon as possible because some workshops are filling up. “Each has a limited number of places to make sure every participant has a good experience. Mangawhai’s Zonta group has hosted speakers from Perinatal Anxiety and Depression Aotearoa, an organisation advocating for the mental health of new parents. A special evening was held on May 27 at the Mangawhai Golf Club so Zonta members could meet with members of PADA and gain a deeper understanding of why Zonta International District 16 (New Zealand) is getting behind the organisation and their goals. the local area. Brendon Smith, a PADA Board member who also works with support group Kidz Need Dadz, shared his knowledge around the care of both mums and dads. Zonta New Zealand has partnered with PADA for the next two years to help educate health care providers who provide support to families experiencing perinatal mental illness. It affects up to 25% of women and 10% men who are new parents, and the issues and impacts are not widely understood. Registered nurse and lactation consultant Liora Noy (who also holds a master’s degree in public health education), will work with agencies such as Plunket, midwives, doctors, early childhood educators and parent centres to further PADA’s cause. The Zonta Club of Mangawhai was proud to support the initiative. ¢

GET CREATIVE Matariki’s stars to shine As the ‘seven sisters’ of the Pleiades star cluster rise over the horizon in Winter, it’s time once again to celebrate the season of Matariki. Dedicated in ancient times to the start of the new year on the Maori calendar, this holiday is akin to traditions spanning cultures as varied as the Druidic lore of the old European tribes and the star calendars of the MesoAmerican temple builders. However, this holiday is truly unique to New Zealand, and, at least in Dargaville, it’s a chance for some other stars to shine as well. That’s because a tradition has been building year by year that Matriki is a time for the creative arts, a symbolic rebirth, that has come to full fruition for 2019. On Saturday, July 6, the area around Dargaville’s riverside band rotunda will be transformed into an outdoor market with tasty street food, and a venue for music, fire dancing and more. It all kicks off with a festival of kapa haka from 11am at the town hall, followed by storytelling, kite making, music and a kumara cuisine contest by the band rotunda from 3pm. Circus Kumarani will be in attendance to entertain, and as night falls, they will light up the stage with an interactive fire spinning show. This part of the day has all kinds of neat activities for the kids and is 100 per cent whanau friendly.

When the historic old Empire theatre closed in Dargaville in the 1970s, it seemed that the age of the silver screen was over from the town, but more than 25 years later, a trust was formed to bring big screen movies back. The phenomenal success of the ANZAC Theatre has not just been about the hundreds of thousands of dollars raised, or the revitalisation of a classic old building to house what is now one of the most comfortable cinemas in New Zealand. It’s also been about fostering talent in the creative arts through various means. The cinema is the host to the Rotary club’s annual classic film festival, now with many years behind it and better than ever for 2019. Exploring works by film-makers such as Stanley Kubrick and Alfred Hitchcock is as much a part of art appreciation as taking in paintings by Raphael or Monet. Added to this is the chance to watch the great actors of the 20th century in their defining roles. Having our own cinema also means the ability to host a film-making competition of our own each year, with locals well represented in the annual Northland Short Film contest. History has proven that the inspired small-budget film creators of today are the Peter Jacksons and Taika Waititis of tomorrow. Finally (and aside from the fact that having a

cinema, which brings pop culture events like new Star Wars films here at the same time as the big cities), having a cinema means the ability to use the space for other concerts and artistic events. Live music is one good example, and there
have even been occasions when a live band has provided the score to a classic film on the big screen. Right now, as we celebrate another memorable film fest, the ANZAC Theatre is planning to upgrade and improve their projection
equipment, investing even more into the arts in Dargaville. Thank you to all the volunteers and the contributors who make it possible to enjoy the creative world of the cinema so close to home. ¢

WINTER RENOVATIONS New standards take effect Landlords have been hurrying and insulation companies are working overtime to comply with new standards for healthy homes, set to take effect in a fortnight’s time. are deemed inefficient, unaffordable or unhealthy and will not meet the requirements under the heating standard. Insulation, a cornerstone of the new improvements, must meet the 2008 building code or be at least 120mm thick. Ventilation, including kitchen and bathroom extractors, is included to expel moisture and stop mould and damp. All homes must be weathertight without draughts or leaks. The key fact is that from July 1, private landlords must ensure that their rental properties comply with the healthy home standards within 90 days of any new tenancy. A blanket enforcement for all rental homes in New Zealand (approximately 600,000 in total) does not come into effect for a further five years. ¢
June 1 is the date set for sweeping changes to the government’s healthy homes standards, prompting a flurry of activity for trades associated with weatherproofing, ventilation, heating and insulation. Meanwhile, some landlords are considering the practicality of switching to professional property management as the maintenance required under the new rules puts the ongoing upkeep of a rental property out of the realm of the ‘DIY self repairer’. Ultimately, this regulatory change means that owning investment property is becoming more and more a business and less a passive income stream. Changes coming on July 1 include the requirement for heating systems capable of achieving a minimum temperature of at least 18C in the living room only. Some heating devices

With the practical trades needing tens of thousands of new workers to meet a projected shortfall in future years, new strategies are being developed to entice school-age young people into a career on the tools. A new weapon in this arsenal is one, which has traditionally not been part of the school curriculum — computer games. We may remember the slightly clunky and heavily pixelated educational games of the 1980s, but a new offering being rolled out free of charge to all secondary schools is of a different order altogether. Construction Tycoon is one of three games that have been developed by JOY Business Academy in partnership with Xero, BNZ, Microsoft, BDO, BCITO and the Ministry of Social Development. As in the others, Tech Tycoon and Restaurant Tycoon, the focus is on building a successful business, but in the realm of construction, this also means hiring staff, managing inventory, building homes and staying solvent while juggling cash and work site regulations. Sadly, during the years this archvandal has reduced millions (even billions) of dollars worth of precious metal to worthless junk. We’re talking, of course, about rust. Neil Young famously said that the oxidising process never sleeps, but now there’s a new way to put it down for a permanent nap. Chemists working with anti-corrosion paint have struck upon a formula that does things differently, and now the fruits of their labour have reached New Zealand, in the form of Bill Hirsch Miracle Paint. Mr Hirsch has put his name to a product, which may well be revolutionary, and has been brought here by Doug
Hays of Dargaville Motorcycles and Powersports. Operating in the exact opposite way to normal paint; this formula doesn’t cure by evaporation but actually thrives on moisture. When cured, the densely cross-bonded molecular structure forms a tough, chip proof protective coating that’s highly chemical-resistant and turns rusted metal ‘new again’. Smack it with a hammer or try to bend it — the paint remains as a tough outer shell. It goes on right over clean rust, converting it to part of the structure. That makes miracle paint perfect for restoring car chassis or motorcycle frames, and for applications where
moisture and chemicals (like sea salt and chemicals from cut grass) can attack steel. Then again, it’s also possible to coat concrete, fibreglass and many other surfaces for a non-porous layer of protection, rust notwithstanding. Due to the way it cures, miracle paint requires a top coat if it’s to face direct sunlight. If you have machinery, vehicles or tools, which you need to protect, this may be the answer.
