p More than 600 people from around Northland turned up for the Dargaville Veterinary Centre run and walk on Sunday as part of the Sport Northland series. The event started and finished on Victoria Street. Competitors picked from either a 10.5 or 5-kilometre race, that went through the main streets and across the Northern Wairoa Bridge. Competitors that opted for the 10.5-kilometre course also passed up and around the Dargaville Museum.

Before retiring, Eugene was a dairy farmer and Phyllis a nurse. They have three children. “We not only sought formal submissions in recent months, we also held public meetings and considered comments by consumers to get the broadest possible gauge of opinion from which we could make a thoroughly considered decision.” Mr Angelo says the outcome of the ownership review showed that there is minimal desire from consumers to change the longstanding consumer ownership model. Just two out of 88 formal submissions wanted change. Kaipara members of the Northpower Trust, Sheena McKenzie and Richard Drake, told the Lifestyler that they endorse Mr Angelo’s comments and look forward to continuing to serve the interests of Northpower’s consumers in the district. “Northpower was established in Dargaville in 1920 and now provides electricity to almost 15,000 consumers

in the Kaipara district. During the next four years the company will bring ultrafast broadband fibre to 5,561 premises, which will be a real boost to the area because we all want better broadband connectivity as it is so important to our daily lives nowadays.” Northpower will begin building the Dargaville West UFB network in January 2018 and Mangawhai Village in September 2018. Dargaville East will begin to receive fibre from February 2019, followed by Mangawhai Heads South in March 2019 and Mangawhai Heads North in August 2019. The Kaiwaka UFB network build will begin in April 2020, Maungaturoto in June 2020, and Ruawai in November 2020. Work on the Paparoa network will start in January 2021 and be completed in May 2021. The next Northpower ownership review will be held five years from now as required under the trust deed. ¢

Two men have been arrested for the aggravated robbery that took place at Dargaville Warehouse on May 28. A 24-year-old Kaihu man and an 18-year-old Dargaville man are facing joint charges of aggravated burglar y, aggravated robber y, and kidnapping of five people. In addition to this the 24-year-old

man is facing charges of unlawful possession of a firearm, as well as unlawful possession of ammunition, possession of cannabis, and driving while disqualified. They will appear in the Whangarei District Court on June 19. Detective Shawn House, Dargaville Police would like to thank the public for their assistance in this case.

The new ‘shed’ is on Parenga Street and the trustees have been ‘overwhelmed’ with donations of machinery, tools and timber, said trust chairman Brian Burnett. The late David Saies left the Dargaville Rotary club with his woodworking machinery, engineering lathe, tools, and a sum of cash in his will, to start a Menz Shed. “Because of the donations we’ve been able to hit the ground running,” said trust secretary-treasurer Paul Witten. At present the trust is busy organising the space and constructing

workbenches, in preparation for an official launch day. The group say that the Menz Shed is about providing men of all ages a place to socialise, share skills, and work on small community and hobby projects. Membership applications are now available and the first general meeting will take place within six weeks, with the date to be advertised in the Kaipara Lifestyler. The idea is that drivers approaching the top of Harding Park are able to take in the surrounding natural landscape before arriving at the Dargaville Museum and Kaipara Vintage Machinery club. “This is one of our significant local assets and has so many features and potential to be used for recreational use for visitors and the public. I think

it is visually appealing from the anticlockwise direction,” said Councillor Del La Varis-Woodcock. KDC parks and recreation manager Sue Hodge says she thinks the decision has been hard to make as both road directions can be made safe meaning there is no definite right or wrong answer. Road Works for the District – June 2017 NOTE TO DRIVERS ON UNSEALED ROADS: Unsealed roads require regular laying of maintenance aggregate. If tyres are low, road users can run the risk of punctures on freshly laid metal. The material we use is a standard product as per the maintenance contract specifications, and generally the use of heavier graded GAP 40 is applied in the winter to fix soft areas that arise due to moisture in the pavement, or in heavy build-ups to restore the structural integrity of pavement. This larger material is particularly prone to puncturing worn tyres, but is a necessary requirement during the winter months to ensure the roads are still safely traversable. An effort will be made to roll this product where it is applied in large quantities to mitigate this issue; however, it is not practical to apply this to every instance. Please take caution when travelling on freshly laid aggregate, and check the condition of your tyres - especially if you live on the unsealed network. This is not a problem isolated to Kaipara but is an issue on all unsealed networks. Thanks for your patience. PUBLIC NOTICE Broadspectrum NZ Ltd, Kaipara Branch is continuing their full network round of glyphosate roadside vegetation spraying. The spraying contractor of Broadspectrum NZ Ltd is performing vegetation growth control and roadside spraying alongside sealed and unsealed roads in the Kaipara District. Please refer to programme below for location of spraying which is subject to weather conditions. Routine works planned on Council roads throughout the whole District during June include pothole repairs both on unsealed and sealed roadways as they are identified and grading of select roads pending sufficient rainfall. Clarifying Solid Waste Funding

Recycling and General Refuse Collections and Disposal at Transfer Stations are a user pays activity. This means that the cost associated with collection and disposal of General Refuse and Recycling is passed directly to the user. This includes the final disposal of general refuse to Landfill in Whangarei (Kaipara does not have any open landfills). This activity is not rate payer funded. The income from takings at the Dargaville Transfer Station go directly to the Council Contractors who run the Transfer Station to cover their costs for providing the above services. Kaipara District Council does not collect any of this income. Emptying of Public Litterbins, Collection of Abandoned Vehicles, Illegal Rubbish and Closed Landfill Maintenance and Consent compliance are funded by ratepayers, where possible any illegal rubbish is searched and if the offender can be identified enforcement action will be taken. Countdown’s ‘The Odd Bunch’ vegetable and fruit campaign is being labelled the saving grace of a tough kumara season especially for Kaipara Kumara who supply around 5,000kg to the initiative each week.

p Students involved in the Kaipara Youth in Emergency Services programme put their skills to the test last Saturday as they attended a staged crash between a light aircraft and helicopter at Lake Waikere. Split into five groups they were flown to the scene by helicopter to help with the different scenarios presented to them as part of the final team exercise of the programme. Spokesperson Shona Morgan said the day was filled with “heaps of action” and the emergency service agencies had praise for those involved.

The Odd Bunch makes ‘ugly’ produce available to customers that may not have typically made it to supermarket shelves, due to small imperfections or cosmetic damage. Kaipara Kumara was one of the first growers on board with the campaign and managing director Anthony Blundell said it represents about four percent of average weekly sales. However a season marred by huge rainfall affecting the crop had him initially worried about being able to supply enough of “already pretty funny looking” produce.

“While four per cent is a small number, it is great that we are able to pack more of Kaipara Kumara’s 2017 crop for Countdown’s shelves. “In a year when the kumara industry’s 2017 crop could be down as much as 35 per cent on 2016 because of the cool, late spring/early summer, then coupled with the recent rain over harvest time, it really bodes well for us to maximise the crop available for Countdown’s customers,” Mr Blundell said. “On top of this, reducing potential food waste is also very positive and the right thing to do to be honest.” ¢

Mayor’s Message Dargaville Pool Since the New Year, we have been undertaking work to better understand the use of the Pool. No pool we have looked at throughout NZ runs at a profit; this can be justified as it’s a community asset. However, in our case, the annual loss is large, and we need to look at options to lower the number. The Pool is governed by a Trust of four who outsource its day to day operations. This year, the Pool will have operational costs above gate takings of $257,000. It’s now seven years old and is getting due for some capital spend. We estimate that will be circa $40,000 pa, so for a Council of our size, quite an expense. Council has been working with Trustees to look at options to lower the operating costs while increasing patronage. We have had strong feedback from our older persons community that if the hydro (heated) pool had weather protection and a period when that group could use it alone, then patronage would go up. We will be looking at options around this, including talking to Grey Power etc. We also will be looking at different hours that the Pool is open to the public. For example, use in the early morning is low, however, costs to have staff in attendance remain. Gate takings is also under consideration. Considering the demographic that use the Pool regularly, increasing the price would probably mean less patronage. Collecting entry fees costs us money (we only collect $40,000 pa at the gate), so maybe removing that cost and having the Pool free may increase use? These are all things we will be trialling next swim season to increase use and try and get costs down.

Annual Plan We received a very modest level of feedback on next year’s plan, probably because it aligned very closely to our three year projections, so no real surprises. There were a few issues raised which I would like to respond to: Staffing A number queried the increase of staff by 7 for the coming financial year. Firstly, a bit of history! Council pre-Commissioners (circa 5 years ago) had contracted out most of its core services and had also employed contractors to oversee those contractors. At that time, Council employed about 60 full time staff versus the 112 we have

today. Very simply, we have moved more services “inhouse”. Two reasons for this: firstly, it is a very high risk strategy to have Council knowledge (Intellectual Property) sitting in other organisations not our own. We see evidence of that today with little historic knowledge of some of our core assets. Secondly, consultants are expensive typically. They are very useful where their skill is needed for a defined period, however, as a permanent replacement for staff, this is not a good option typically. So we are spending more on staff but less on outside support. For next financial year, we need to increase our regulatory team. We are currently processing 25-30 building consents a month out of the Mangawhai office and have been forced to use consultants to cover the workload. The new staff will replace those consultants, plus we will employ an extra person who will be responsible for our health and safety obligations. The regulatory staff are self-funded through building fees. Roading A few comments came through about the costs of logging trucks on our roads. We do have a targeted rate in this area. That rate brings in approximately $400,000 pa. We can typically add to that the Government subsidy of about $600,000, which means Forestry contributes around $1 million to our roading costs.

Cash Handling Several of the functions undertaken by Council involve receiving cash, campgrounds being an obvious example. We have had PriceWaterhouseCoopers, a large accounting firm, have a look at this whole area for us. They have put forward some useful recommendations, which the Risk, Audit and Finance Committee will consider. What it will mean for the future is that wherever possible, we will move to electronic or cheque payments which is a much more secure channel. For those of you who currently transact with us using cash, it would be ideal if you could consider an alternative, although we will still accept cash.

Community On Saturday, Ann and I will be planting trees at Mark Vincent’s invitation. He and others drive Otamatea HarbourCare. Saturday’s planting will be at the Lupton Farm, Marohemo Road, Maungaturoto; this is a great community initiative.

After getting community feedback on their current facilities the Dargaville Library has taken its findings forward to the Kaipara District Council and are now on the lookout for a new location.

A total of 386 people took part in the survey and when asked what they would like to see included in the library concept, more parking and a children’s area were the top choices. “Generally people want different spaces for different types of users and we think that would work best. Most of the surveys were filled out online ultimately we’re really pleased,” said Library manager Lisa Salter. The collated feedback was taken to the Kaipara District Council meeting in May and the library was granted permission to start investigating available buildings and land that could be suitable for relocation. Lisa and her team have started looking at

Kaipara Grey Power Association and the Dargaville Community Development Board with the help of Northland Inc. have received the consultant’s feasibility study on a proposed Dargaville retirement village and the report is about to be published. A decision will then be made as to the type and tenure of the village and a business plan put in place to complete the project. There has been a lot of interest in this project and it is worth noting the comment and advice received from experts including the Retirement Villages manager at the Retirement Commission, Troy Churton. “The commission has revised its web pages and resources to help intending residents and existing residents find relevant information and resources,” he says. “Intending residents and existing residents only get the various protections of the Retirement Villages Act if the village is a registered retirement village.” For further information go to http://www.cffc.org.nz/retirement/ retirement-villages/. The CEO of the Retirement Villages Association says choosing a RVA member village is important because only member villages can guarantee

they comply with the Act and related legislation. Everyone knows that rest homes are audited for compliance regularly, but there’s no government audit for retirement villages. The RVA has contracted district health boards rest home auditors to audit retirement villages’ compliance every three years. Grey Power supports the provision of retirement villages but national president Tom O’Connor said intending residents needed to be very sure what they committing themselves to. “Retirement villages are an important part of the overall solution to the housing shortage, particularly for the elderly and those on limited incomes. They are however not a government funded social service but a private commercial enterprise. As long people are well aware of that and take good advice before signing contracts retirement villages are an ideal option for many people.” Mr O’Connor said while most reputable retirement village owners provided plain English contracts and

took great care to explain the details of what was involved, it was important for intending residents and their families to seek independent advice. “Most villages these days provide everything residents might need, including entertainment, sports clubs and special interest groups. These can be a lot of fun and very good for people who would otherwise be lonely but it is very important, particularly for residents who no longer work or have volunteer occupations, not to lose contact with their former communities. Social isolation can be a serious problem for some and village owners are well aware of it. Milestone for ‘Project Sk8t’ u by Joanna Manson

The first concrete pour for the youth driven Maungaturoto Skatepark took place last week marking a significant step in completing the project. It’s been 15 years since the Maungaturoto Country Club first donated land to be used for a skatepark but after a foundation was laid the park saw a change of project leaders and supporters. Back in 2012 the idea resurfaced once more as the town started making plans for its 150th anniversary and the Residents’ Association decided to form a new youth committee in the hope it could be completed before the celebrations. But with so many other plans in place the skatepark took a backseat once more. It was around this time that Michelle Kent became excited about the prospect of the project and hoped that her threeyear-old son would one day be able to enjoy it.

“There were so many plans in place and so much to complete for the 150th celebrations that the skatepark took a back seat and because I was so passionate to see it completed I contacted the Residents’ Association and asked if I could take over the project and they agreed,” said Michelle. She approached Otamatea High School to scope interest and see if any of the students were interested in being involved and soon the Maungaturoto Activity Park Youth Committee was born in 2015. The students put together a funding proposal and since August 2016 they have secured $70,000. The construction of the skateboard ramps concluded in April and now Brogan Builders and Top Notch Concrete have the final task of preparing boxing
