Acting chief executive of Northland Inc Vaughan Cooper, says if initial indications are proven correct, he believes it will provide confidence to investors and landowners that diversifying into peanut growing is the right move for Kaipara and wider Northland. “Not only would peanut crops provide an economic boost, but the plants themselves also restore the soil and put nitrogen back in, creating a richer environment for the next crop in the cycle. This trial allows us to assess the opportunity and potential benefits of creating a new industry within Northland while taking the risk out of diversification for our farmers,” says Vaughan. The latest harvest from five sites, two farms in Te Kōpuru, two on Māori land near Kai Iwi Lakes and Awanui, and one farm near Kaingaroa involved various cultivars aimed at finding the optimum variety for Northland conditions is “looking really good,” says Pic Picot. The project is funded by Picot Productions, makers of Pic’s Peanut Butter, the Ministry for Primary Industries’ Sustainable Food and Fibre Futures fund and Northland Inc, following a successful one-year feasibility study in 2021. The coming third trial season will see the number of sites expand to seven across Northland. Pic’s currently imports approximately 2,500 tonnes of nuts to produce its peanut butter each year. While Kiwi crops wouldn’t be able to completely fulfil this demand, Pic says even having

a portion grown locally would be a real win. “We are one of the few producers in New Zealand that freshly roasts our own peanuts, so to be able to source them from our own backyard would be the cherry on top. “Not to mention the huge positive impact it would have in reducing our carbon footprint. The future could see a site with harvesting gear, shelling equipment and a processing plant to process peanuts at source in Northland with the blanched product processed into peanut butter here in Nelson,” Pic said. This year’s crops have provided further information on the cultivars most suited for potential commercial viability in the Northland climate. Final results are due to be delivered in the coming months, including an all-important taste test.

Pic says he is hopeful that a half-tonne of peanuts will be available for product testing. “We have invested in some scaled-down processing machinery to do this.” Those nuts that make the grade will be roasted and crushed at Peanut Butter World in Nelson before they’re made into a very limited run. In January and February, New Zealand imported fruit and nuts to the value of $65 million. Pic’s alone churns through one tonne of peanuts every hour to produce as many as 28,000 jars of peanut butter in a single day. “We spend top dollar on imported Hi-Oleic nuts, which are better for you, so we’re keen to match or better that quality. If we can pull this off and produce enough peanuts from Kiwi soil, it would make our peanut butter just that much peanut-better.” ¢

Those taking part will work through a series of classes with instructor Julie Hoeta. The gathering follows on from the success of the first group of traditional weaving alumni, and featured a diverse selection of locals keen to delve into the art and cultural significance of cloaks made from flax and feathers. Classes are kept affordable and at the end, each participant will have completed an entire korowai kakāhu.

Last week, Silver Fern Farms Dargaville’s occupational health nurse Lee-Arne Wiggins met with Lauren Hona and the breakfast club team at the Lighthouse Church in Normanby Street. There, youngsters were enjoying scrambled eggs on toast, milo and cereal to fuel a day of learning. “The programme has been going well since its beginnings at the start of this term,” says Lauren. “We still have plenty of capacity to provide a healthy breakfast and a secure drop-off to school for Dargaville kids. We would also like to sincerely thank all those businesses and individuals who have helped us so far.” Dargaville’s Silver Fern Farms manager Lance Warmington was unable to be present. Still, his message of support stands alongside his company’s
commitment of a monthly donation of foodstuffs to build hearty breakfasts. “Silver Fern Farms not only support our workforce, but also the wider community,” says Lance. “We’re proud to support this programme, and we challenge other businesses in the area to get on board as well — it’s a very worthy cause.” The breakfast club runs from 7am through until school time and is supervised by adult volunteers. Youngsters help make their own breakfast and are then walked to school in time for lessons by those volunteers, though fundraising is underway for a dedicated transport minibus. It’s absolutely free to attend, with many of the students who are regulars belonging to families where both parents must leave early for work engagements or long commutes. ¢

It has been a busy autumn for the Lions Club of Ruawai, as members braved the colder weather to pitch in on various projects to aid their community. “Covid has tested us, but not stopped us from volunteering, fundraising and helping in the local community. We have invented new ways to help and to meet, with outdoor picnics, barbecues and our business meetings held on Zoom,” says Lions spokesperson Donna Rickwood. dump site, this area has been extensively beautified by the Lions, who were out there weeding, planting, and enhancing the pace over recent weeks. Now a big working bee is planned, with a shared picnic and barbecue for all involved. “This will eventually be a beautiful space for all to enjoy. Donations of native trees and volunteer time to help with planting, weeding, etc, are most welcome,” says Donna. “Many hands make light work, as they say. As winter approaches, the Ruawai Lions is also into the swing of splitting and stacking firewood for its annual charitable firewood sale. All proceeds go back into the local community, and the yearly tradition delivers warm homes for many Ruawai residents. Tangiteroria School won the Environmental Action in Education division of the recent Northland Regional Council Environment Awards, beating out competition from much bigger schools. Fire brigade update May was a busy month again for the Dargaville volunteer firefighters, with less action tackling out of control bushfires but roughly one emergency every day. The fire siren summoned volunteers to suit up and roll out 29 times during the month, five of those occasions being motor vehicle accidents. As the weather turns cold and wet, this is a reminder to take extra care when out on the road and check your vehicle’s safety features and tyre tread. We are currently in open season for burn-offs, but care must be taken to keep these under control. Have some precautions on hand and prepare the area before lighting up to avoid an emergency. The brigade attended three garage fires, one kitchen fire and one car fire during the previous month and was called out to two alarm activations, which did not result in firefighting operations. There is still a need for more volunteer firefighters to step up and join the Dargaville team. The District Plan, a roadmap for land use, conservation, zoning and growth, has been worked on extensively for a period of many months. It was due to be offered up for public comment and feedback in June. Now that period of public appraisal has been pushed back. However, the ability to watch the forthcoming discussion adds to and does not preclude a future consultation period. The mayor insists that this delay will not push back the planned implementation date for the District Plan. He says that public input is vital to this plan, which he believes may be the last if changes to local democracy laws unfold as predicted. “I say, go community; get stuck in,” says Mayor Smith. “This may be your last ever chance to engage.” ¢

Carbon creep devouring rural New Zealand

Richard Alspach is a farmer with decades of on-the-land experience residing in the Kaipara District. After a career spanning dairy and red sector livestock and participation in the leadership of Federated Farmers, he voices his concerns on the consequences of carbon credit forestation. “At $80 per carbon unit, the profit is better than farming,” says Richard. He referred to the growing trend for farmers to abandon the red meat and wool sectors to sell up and give their land over to carbon forestry. “Almost any meat and wool farm being bought right now is being bought by forestry interests, and many of these interests are offshore. Six new conglomerates were approved by the Overseas Investment Office recently to buy up New Zealand lands for forests.” Richard remembers the instigation of the Mangakahia Forest in 1982, which came with promises of local processing, internal roading, and massive employment. While none of these promises fully eventuated, says Richard, at least the joint venture by NZ Forest Products and Shell was intended to create harvested wood. This forest displaced a quarter million stock units, with economic knock-on effects, which were to the detriment of farming support industries and farming support towns in the mid-north.
Now, a situation has emerged he believes incentivises farmers to leave the industry. “Nick Smith, and the government he was part of, deliberately collapsed the carbon market so that they could claim compliance with the Kyoto protocols, while doing nothing to curb our real carbon emissions,” says Richard. “This left us exposed to the current situation where farming and rural communities are being sacrificed to avoid the country as a whole having to front up to an addiction to the burning of fossil fuels.” While Richard agrees that climate change is a real threat and that something must be done, he also opines that the farming sector here is already making changes and taking action which other sectors are not following. Farmers are being vilified when their real contribution to emissions is shrinking. One solution to mass forestation, which kills profitable farming and kneecaps the Kiwi economy to the benefit of offshore carbon investors and polluters, is to examine a plan change adopted by the Hobson County Council in the 1980s. Scheme Change 9E classified some land as flat, productive agricultural land forbidden for forestry. Rural AF land was hilly, marginal for stock and useful for forestry. Meanwhile, Rural A land

required a resource consent to be afforested. A similar rule in the forthcoming replacement of the RMA may ameliorate the carbon creep that is rapidly devouring farmland. “It is a government’s duty to protect a nation’s competitive advantage,” says Richard. “Therefore, it’s incumbent on our government to protect farming, not disincentivise it.” ¢

Police are urging locals in the Aranga area to secure their property following an increase in burglaries. Council’s response to climate change There are no longer any illusions about the seriousness of the threat posed to our communities, and the world, by climate change. From shifting weather patterns that threaten food production, to rising sea levels that increase the risk of catastrophic and potentially permanent flooding, the impacts of climate change are global in scope and unprecedented in scale. That’s not stopping us though from playing our part. Nationally, Northland is at the front of the pack in its collective response to these threats and impacts. In April, all four local councils adopted New Zealand’s first region-wide climate adaptation strategy, the Te Tai Tokerau Climate Adaptation Strategy. This will allow the alignment of climate adaptation work across the province ensuring councils’ strategy and planning work is developed with community resilience action and climate adaptation thinking at its core. A good example of this in action right now is the Adaptive Pathways pilot programme underway in the Ruawai/Raupō area. A partnership between Kaipara District Council, NRC, tangata whenua and the local community, the pilot programme is the first regional example of adaptive planning in response to climate change and will ensure those communities are planning now for how they grow, so they can make decisions on how best to respond to climate change in the future. In Otiria and Moerewa, planning has turned into action as work by NRC and local hapū to reduce the impacts of flooding is taking place right now.
NRC is also part of groups such as Climate Adaptation Te Tai Tokerau, the Northern Region District Health Boards Climate Adaptation Project and the Northland Infrastructure Climate Change Project, which are all assessing and preparing for what climate change throws at us. The more information we have, and the more integrated we are, the better we can understand the risks and build the resilience of communities and ecosystems. Speaking of information, if you haven’t yet seen the NZ sea level projection tool online, we highly recommend it. Just google NZ SeaRise and you’ll find it. For the first time we’re all now able to see how much, and how fast, sea levels are predicted to rise along individual stretches of coastline. The information will be critical in informing how we help Northland coastal communities adapt to the growing effects of climate change. Age 42 and the council’s current Group Manager – Environmental Services, the new CEO was chosen from a shortlist of four applicants after a year-long comprehensive search. We all have a role to play in climate action and if we work collectively, we have more chance of finding solutions that actually work.

Protecting freshwater
New $9.2M Dargaville council base Two years ago, the Government released its vision for improving our degraded rivers, streams, lakes and wetlands. A key part of this vision is the principle of Te Mana o te Wai which prioritises the health and well-being of waterbodies and freshwater ecosystems over the use of freshwater. It’s required us to work on new rules and other actions we can take for activities that impact freshwater to meet the government’s expectations. We’re doing a lot of background work to understand what improvements we need to our freshwater. While we have yet to consider what the new rules and actions might be, the reality is that the changes required are big, they’re complex and they need to happen. We’ll share more detail with you on what the changes might look like when we release a new freshwater draft plan change for public consultation around this time next year. We’ll also be sharing a lot more detail about the process, the background work and the draft plan itself very shortly so rest assured, you’ll have ample opportunity to tell us what you think. We have set up two separate advisory groups to help guide the process and development of the draft plan. One is a group of tangata whenua freshwater technical experts, and the other the Primary Sector.
What we do know right now is that the Government has said we must improve our freshwater in areas which are below a certain level (called a “bottom line”) and there are many places in Northland where our freshwater is not meeting that bottom line such as for E. coli, sediment, and freshwater insects. We know this through the monitoring we do. We all share the same desire to see future generations be able to enjoy clean water and to also be able to enjoy the natural environments that healthy water supports. The challenge in front of us is how do we get there? Improving our freshwater is going to be a long game and while we can’t expect to achieve all the things we need to overnight; we think it will require significant change at scale across Northland. A $9 million-plus Dargaville complex housing about 80 local authority staff from two different councils has officially opened. About a dozen Dargaville-based Northland Regional Council staff moved into the new building in early May, with more than 65 mainly administrative Kaipara District Council (KDC) staff from across the district moving in later in the month. (The district council’s lease officially began 01 June.) The NRC also intends to have Kaipara Moana staff based at the centre and both local iwi and regional economic development agency Northland Inc have also shown interest in using hot desks there. The Hokianga Rd complex took about 20 months to build, with the construction time extended by about three months due to Covid-related downtime. It was officially opened with a blessing by Te Kuihi, Te Roroa ,Te Uri o Hau and Ngāti Whātua attended by about 60 people.

Kia ora koutou Whakamanawa a Taiao Environmental Awards Interacting with Kaipara and Northland is one of the most enjoyable and rewarding aspects of my role as an NRC Councillor. One such occasion was on Thursday the 26th of May when NRC held their 2022 Whakamanawa a Taiao Environmental Awards at the Lighthouse in Dargaville. It was a real night of celebration, showcasing and networking for Tangata whenua groups, community groups and individuals that give their time and expertise so generously for the benefit of our environmental enhancement and sustainability. Special congratulations to Kaipara recipients - Te Roroa Te Toa Whenua Project, Tangiteroria School and Dargaville Intermediate School NRC have always provided a facilitation and support service for the environmental work that they are responsible for, working with tangata whenua, community and individuals having them take the lead where they are able to. This is something that NRC will increase as we become more informed about the pace and scale that is needed to save our indigenous biodiversity, adapt to climate change and adhere to new Fresh Water and Indigenous Biodiversity policy and rules. Great pest control work in Western Northland A great example of the above is the work of Te Roroa and other groups that have Community Pest Control Areas in the wider Waipoua area who meet recently to discuss how best to make use of NRC funding that is available to assist with their ongoing pest work. There are many existing linkages and collaboration between projects
in the Waipoua and Waimamaku area and consensus that a community led High Value Area (an area of high biodiversity values matched with high community interest in pest control) was something the collective wished to pursue further. Other groups involved in this are Kaitiaki Kiwi, Native Forest Restoration Trust, Waipoua Forest Trust, Wekaweka Landcare Group, Pūpūrangi Nature Sanctuary and Department of Conservation. NRC and DOC have signed a renewed Memorandum of Understanding with the goal “To collaborate and cooperate at all levels to ensure positive outcomes for our environment for Te Tai Tokerau”. There are many synergies between the two organisations, and it makes perfect sense for both NRC and DOC to have a closer working relationship. The renewed agreement will see monthly meetings taking place between respective CEO’s and management staff. Initial areas of focus for collaborative action are Kauri Dieback, Freshwater Management, Predator Free 2050 and Deer eradication. Stephen Wrigley and business partner Jennifer Loo teamed up to use technology in the farming industry in an environmentally and unique way. “I was always interested in the aviation space, and with my background in horticulture and agriculture, it was a nice mesh between the two. I’m interested in the ability to get into areas and tidy up farm blocks that it has been too hard to,” says co-founder Stephen Wrigley. Stephen’s previous business had worked with earlier generation drones, but it wasn’t until the next generation came out that he got back into the idea. “My business partner Jen has a background in facility management. We’ve been friends for a long time, so when she came back from the UK, we bounced around a few ideas and that’s what came out of it. “I have an existing drone surveying business, and we do a lot of work in the Māori land space, and we’re doing

largescale projects there. We work all over the place. We’ve been doing projects north of Kaitāia doing the avocados there and recently done forestry projects out of Martinborough.” The drones are manoeuvrable and can operate in sensitive areas such as waterways and around the native bush. The 30-kilogram drone weight meant Stephen had to obtain specific licences from the Civil Aviation Authority of NZ (CAA), and he has done chemical handling training. The controllers can fly up to five drones at a time, and he is working with CAA to make that a viable option. “It’s great to be working outdoors, and you get a kick out of seeing the results. We’ve been getting some good results from the machinery.

and the farmer retired 30 hectares. It was fenced off mainly around waterways. We went in to control blackberry, gorse and willows and will return in early spring to spray to aid the establishment of the native plants. “It’s nice to be on the right side. Farming often gets a hammering about its environmental footprint, and the projects we get involved with are about trying to look after the landscape. It adds value back to the environment, and cleans up the water and reduces erosion. I feel proud to be in projects like that.” ¢
“There are a couple of ways to see it evolve, like seeing more farmers buying one for themselves. Where we’re heading is to be able to operate multiple machines with a single operator — a swarm. “The machines are getting bigger, and we have our eyes on a 75-litre machine if we get two working in a swarm and have a similar equivalency with small helicopters. “We get involved in weed control on-farm and in a lot of environmental projects. Spraying out areas that have been retired and put back into native bush. We were recently in Cambridge
