SNA designation is now becoming part of local government District Plans. “Kaipara District Council is currently reviewing its Operative District Plan with the intention of notifying a new (Proposed) District Plan late next year,” said Kaipara Mayor Dr Jason Smith. “That will contain the SNA mapping along with policies and rules (these are still to be developed). “Before the new plan is notified, we will be engaging with SNA landowners, iwi and the general public to develop the policies and rules for managing activities on SNA land. “Kaipara is planning on commencing this consultation towards the end of this year (2021). If land is identified as an SNA, it does not change how people can (and cannot) currently use their land. Any new provisions won’t kick in until the new District Plan is publicly notified.” What does this mean for future use of the 4,984 private land parcels in the Kaipara containing an SNA? West Coast Regional Council in the South Island instigated SNA-based activity restrictions in March of 2020. Its chief executive Mike Meehan commented: “It’s true you’ve never been able to do exactly as you please on these areas, but what the label does do is put more specific and onerous regulation on the property. You will need to jump through more hoops.” The image of taonga like Mount Cook or the Waipoua Forest may come to mind when the term SNA is mentioned, but the actual areas are far more diverse. The Far North District Council sent out 8,000

letters in May to landowners telling them that they have an SNA on their property. It equates to 42% of all land in the Far North. On June 2, former National Party MP for Northland Matt King will host a meeting in Kawakawa to address farmers’ concerns. “It’s communism by stealth,” says King, who insists he’s speaking as a farmer and not in a purely political role. “I think this is very much a land grab and a massive intrusion on our property rights. This should have everyone with a connection to the land joined in opposition.” Figures are tentatively lower in Kaipara. Ten budding artists enjoyed a weekend learning the art of decoupage with tutor Lynn Walters. They all created a decorated wooden tray and glass plate to take home, giving attendees a taste of this ancient art form that can transform everyday items into unique art pieces. Lynn and her students wish to offer huge thanks to the Creative Communities Scheme for the funding, which allowed them to organise and participate in this weekend. They also thanked White Rock Gallery for making it happen.

The club’s members have a full museum of fantastic old machines to restore and display but often get ‘double ups’ of popular vintage tractors donated. Their plan: fix them up, remove all rust, and sell them to collectors who might want a nostalgic piece of Kiwiana in the barn or a machine that’s stood the test of time to do a little lifestyle block mowing or boat towing. ‘Full of character, certified classics and not even a little bit rusty,’ and, says the VMC team, the tractors aren’t bad either.

Recycling change coming

The way the Kaipara District recycles will change, with councillors voting last week to scrap the plastic bag method of dealing with recoverable waste.

Kaipara waterways are included in a multi-agency effort to trap rubbish before it can find its way into the sea and targeting plastic waste in particular as one of the most common pollutants.

The Kaipara District Council has joined Northland’s other two district councils, the Northland Regional Council, NorthTec, Whitebait Connection and the Northland District Health Board, to determine how much plastic and other litter is reaching rivers, harbours and estuaries annually, by the installation of LittaTraps. Regional councillor Amy Macdonald says the devices are a simple, costeffective net that fits inside a stormwater grate, trapping plastic and other litter that would otherwise be carried into the sea. Fifty traps have been installed around Northland. Dr Manue Martinez from NorthTec will audit the traps’ contents every three months and will try to estimate how much plastic is finding its way into the sea. The first audit has just been carried out with a total of 4,160 items captured after just three months,” he said. In the eight traps in Kaipara District, a total of 232 items were found, with 203 of these being plastic. The most common item was cigarette butts and filters at 96 items. Of the eight sites, the

trap at Mangawhai Village, Moir Street (91 items) and the trap at Edward Street, near the band rotunda in Dargaville (80 items) caught the most items. Combined, these two sites accounted for 74% of all items in the Kaipara LittaTraps. Organisers hope the study will help them identify some high-risk land uses and commonly occurring rubbish so they can target mitigation and education. ¢

Two of the Kaipara District Council’s leading figures have been honoured by the national body that promotes professionalism in local government.

At one point, it was down to two specimens in the wild, thanks to the depredations of goats. Now a flowering plant that grows only on Kaipara’s Maunganui Bluff has a hopeful future thanks to Te Roroa and their allies.

Taituara Local Government Professionals Aotearoa, at a recent gala dinner in Wellington, named KDC chief executive Louise Miller and general manager Jason Marris as recipients of awards, including overseas sabbaticals, to further their development of governmental experience. Taituara chief executive, Karen Thomas, congratulated Louise and Jason, both of whom have considerable experience in local government. “I am thrilled for Louise and Jason. They will be fantastic ambassadors for their council and Aotearoa New Zealand and will continue to grow as leaders.” The judges said that Louise exemplifies what it means to be a local government leader with strong experience and authenticity. She was awarded the AskYourTeam Melbourne Business School Leadership Scholarship, which will provide the opportunity to undertake a senior leadership programme at the prestigious Melbourne Business School. Meanwhile, Jason Marris was selected for the Civic Financial Services Overseas Manager Exchange. To modern science, it’s called Pimilea eremitica, and it was only classified by botanists in 2009. However, in te reo Māori this hardy plant with the tiny white flowers is known as Roimata O Tōhe, the tears of the ancestral chief Tōhe. Whether his legend is myth or fact, the plant that bears his name grows only on Maunganui Bluff and nowhere else on earth. “During September 2010 the Department of Conservation (DOC) together with Te Roroa, who maintain mana whenua over Maunganui Bluff, undertook a survey and found 24 plants in a single site which is threatened by goats,” said Dr Peter De Lange at the time

of the Pimilea’s scientific discovery. “As such, this species qualifies as nationally critical, a status it should obtain when the next threat listing is undertaken.” The threat from goats became critical, and Te Roroa used their skills in propagating native plants in association with botanists from Auckland and DOC to take cuttings and produce a healthy clutch of seedlings, now awaiting planting out at their Waipoua nursery centre. Quick thinking, expertise with native plants and the work of Te Roroa volunteers and botanic gardens staff have saved a cultural icon from possible extinction.  ¢

While the Long Term Plan measures seeking to establish a new library passed a vote last week, the planned improvements to the existing library building are designed to see it through until construction is complete on the new civic precinct; a project that could be years in the making. “We’re moving large print and audiobooks to a quieter space, so people will be able to browse better. The public computers will be relocated to be closer to the counter so the team can help customers if they need it. Shelving will

be improved, and we’re installing more CCTV,” says library manager Lisa Salter. “The changes we are making are all quite small, but we think they will make a big difference for library users.” Patrons can expect a more open and welcoming space when the library reopens, along with new flooring and improved layout. Library staff plan to make use of the better-apportioned space by hosting a free-to-access live chat with a local author in early July, a pattern for more literary and community events to come. ¢

Kaipara District Council members voted to go ahead with a re-coring of civic services in Dargaville, as they agreed in principle to a Long Term Plan measure that would see demolitions and new construction in Hokianga Road. The proposal regarding the Dargaville civic precinct in LTP consultation documents outlines a council-trust cooperative strategy. A trust would be established that could attract funding the council cannot access. It would fund the precinct development at no cost to ratepayers. The current council offices would be demolished, and a temporary green space developed as part of the overall civic precinct. The land would be retained by the council for potential future expansion of the civic precinct, or some other public or community use in future. Under this proposal, the existing Municipal Chambers and Northern Wairoa War Memorial Hall annexe would be demolished. These structures, thus disconnected, would be recladded and reinstated as separate buildings, and a new entrance to the Anzac Theatre would need to be built. The costs for recladding would be funded through depreciation. Finally, a trust would be established to oversee the building of a new library

and civic complex. The existing council offices in Hokianga Road would be demolished, and land retained for future use, perhaps as a park or green space. The stated decision to demolish the buildings ‘at the end of their operational life’, as recorded at deliberations by the KDC last week, makes the timeframe open-ended for the start of this plan. Like all of the LTP resolutions accepted by vote, this civic precinct measure must still pass muster in terms of finances and be finalised as policy. “The decisions at Thursday’s meeting give staff direction to crunch numbers, prepare budgets and work through the audit process,” says KDC communications spokesperson Ben Hope. “It then comes back as one document, the Long Term Plan 2021– 2031, at the June 30 council meeting for final approval. Though things have been included, June 30 offers a final seal before implementation starts, on July 1 2021. Nothing is concrete until that’s adopted.”

The Dargaville Community Development Board is organising two bright nighttime events to coincide with their Matariki festival date at the end of next month, and they’re consequently alerting participants early. Both challenges will take time to prepare, so now’s the time to begin, says the DCDB’s Sue Curtis. The first is an illuminations walkway through the town’s riverside gardens, to take place on July 24, along with a children’s lantern parade and the festival itself. Artists and sculptors are invited to contact the DCDB via their website, info@ dcdb.nz, and arrange to have their works placed in the gardens for the public to enjoy. As there is no outdoor power

available, the need to get creative with solar and rechargeable battery lights provides a challenge. Still, the pay-off is being part of the community celebration and having your art appreciated in a new and unique public forum. The second plan to brighten up the winter festival challenges homeowners to decorate their house and garden with lights, referencing the stars of Matariki. A great Kiwi alternative to Halloween ghosts and Yuletide reindeer, this fun community contest comes complete with prizes and will run from July 10 to July 24. The firing range beneath the town’s community centre on Hokianga Road was the venue for the group of young trainees to familiarise themselves with all aspects of firearms safety, culminating in rounds of target shooting with various types of .22 calibre guns under the watchful eye of seasoned range officers. Sporting shooters such as hunters and target markspeople feel hardhit by recent law changes really aimed at criminals, and have recently launched a campaign named Save Our Sport. However, the large group of volunteers who came to help the young people all

expressed the view that this kind of community outreach was necessary and good. “Particularly with the current political climate toward shooters, we want to illustrate that it’s not about the gun; it’s about the user,” said volunteer Alec Melville. “With ample training for people of good character to gain legitimate licences, there need be no issue with responsible gun ownership.” Even after one session, the confidence and skill of those who attended were visibly elevated, and even their teacher had a go at hitting the bullseye. ¢

The Northern Wairoa’s earliest printed newspaper, the Wairoa Bell, is now freely available online after two decades of waiting and with it comes a fascinating glimpse into the formative years of the Kaipara District. The original Wairoa Bell and Northland Times papers were sent to the National Library in Wellington about 20 years ago to be copied on to microfilm. “One set remained in the National Library, and the other was returned to Dargaville Museum along with those original newspapers,” said museum vice-president Raewyn Sills. “Now under the Collaborative Digitisation p Fire destroyed the offices of the Wairoa Bell in 1908 Programme, copies of these papers are available on the 1898 Stallworthy leased the Northern Papers Past website, which enables free Advertiser newspaper,and decided to searching for historical information from buy it and amalgamate the Wairoa Bell home computers, libraries, museums and and Northern Advertiser as a bi-weekly. Te Roroa and the Department of Conservation have worked together to help fight kauri dieback in the Waipoua Forest and protect the natural environment in spots all across the Kaipara. Now they are making their partnership formal. This week, the Te Roroa Whatu Ora trustees and DOC have signed an agreement more than 10 years in the making. They have called it a ‘milestone’. The legacy of that decade of work can be seen in many places around the district, but notable in the Waipoua Forest area, where extensive work is underway to replant pine blocks and seek a cure for kauri dieback. Scientists and volunteers in this field received a coveted Kaipara environmental award last year. Both organisations have similar conservation aims, and the principle of kaitiakitanga (guardianship) is strong with both parties. They have signed an official document cementing their cooperation on many logistical operations across the Kaipara. The agreement is called Mahi Tahi — one great work, reflecting this parallel viewpoint on the future of natural spaces. “Te Roroa and DOC have worked together in the conservation space

for a number of years,” says Thomas Hohaia, chair of the Te Roroa Whatu Ora Trust. “In some respects, the signing of this agreement formalises what we have already been doing for some time.” The Mahi Tahi document forms the basis for continuing and growing a strong working relationship between Te Roroa and DOC. Specifically, it covers a wide range of day to day operational matters. These include pest control, land and forest management, cultural materials, cross-organisational opportunities, and many more, which affect large areas of the Kaipara. “Mahi Tahi is an attitude, not a document,” says Sue Reed Thomas, DOC’s northern North Island director of operations. “This agreement will underpin and enable a collaborative and enduring relationship between Te Roroa and the DOC.” ¢

What is bullying? The definition from bullingfree.nz, a very good website dedicated to bullying, states: ‘Most widely-accepted definitions of bullying are based on four elements: bullying is deliberate, harmful, involves a power imbalance, and has an element of repetition.’ Too many times, the word is used inappropriately, and if we continue to do so, then it lessens the real and harmful effects of bullying. Bullying in schools is a very real and serious problem. You are a bully if you are constantly harassing someone because they are different from you or you don’t like what they wear. Boys are much more likely to be physical, whereas girls tend to use verbal bullying, as well as exclusion practices and cyberbullying, which are harder to see the effects of. Why do our children want to hurt each other this way? Aggressive behaviour is part of bullying but not necessarily bullying in itself. Most front-facing employees have dealt with aggressive behaviour from disgruntled customers and most certainly on more than one occasion. The difference between the two is that normally it won’t be the same person

being aggressive, not on a regular basis and generally not personal. Anyone in a leadership role runs the risk of being labelled a bully just by doing what is expected of them, especially if it’s having to make a difficult or controversial decision and especially when dealing with difficult employees. This is not bullying; it’s called management. To you, the bully. Do you feel better about yourself when picking on someone else? How will you feel when that person hurts themself or does something worse? To the people watching and doing nothing, (or worse yet filming on your mobile phone), you are no better than the bully. For anyone that speaks up and supports those that are being bullied, you should be commended. Standing up to your peers is extremely difficult, and you are a true hero.

Students from Dargaville High School have taken part in what they describe as a ‘once in a lifetime experience’, setting sail on the tall ship Spirit of New Zealand for a week of nautical education.

p Dargaville High School’s Spirit of Adventure Trust sailors reminisced about a week out on the ocean, sailing the Hauraki Gulf with 10 of their classmates and 30 other students

Young sailors Honey-Rain, Tarra, Kamilah and Yul-J, were four of the 10 who were welcomed aboard from the local school, forming a contingent with students from three other colleges nationwide. They say that the dean of DHS chose them for the experience due to their potential for leadership development in future years. “We didn’t expect it to be such a big ship,” says Kamilah. “Although with 40 kids and eight crew members, it was crowded sometimes. We were all assigned different stations, and there were competitions and challenges to win the Spirit Trophy for the voyage.”

“The best part was the views. From the top of the mast and going under the harbour bridge. “The sunsets over Auckland from the harbour, as well as just watching the ship under sail,” says Tarra. The others agreed that it looked like a tight fit under the bridge for the tall schooner-rigged Spirit of New Zealand. While the DHS crew were pipped for the trophy this voyage and still report a mild case of ‘sea legs’ this following week. All agreed that it’s an experience that will stay with them and encourage others given the chance ‘to go for it’. ¢

Six years and one move later, the iconic White Rock Gallery is on the road again, progressing from its inception in Paparoa to The Kauri Museum at Matakohe and now to Ruawai, where it plans to reopen in July opposite the supermarket there. The volunteer’s gallery began life in Paparoa at the town library but had to move to Matakohe to make way for the building’s conversion into a medical centre “Now, White Rock Gallery’s lease at The Kauri Museum has expired and will be closing in that location on June 11,” said publicity officer, Sue Taylor. “We’ve been very fortunate to secure the lease on two shops in Ruawai. This will enable us to keep supporting Kaipara artists and provide a space for local artists and craftspeople.” Between now and moving to Ruawai, supporters will be renovating the new space and painting

to provide a light and airy backdrop for their displays. “We should enjoy good traffic on State Highway 12, as well as shoppers at the supermarket and other businesses,” said Sue. “Until then, we will be open at Matakohe daily from 10am to 4pm, and of course, we will be on deck for Queen’s Birthday Weekend too. Two years into the job, and West Coast Steelworx owner David Hallberg is once again presiding over an expansion for the business. As a new tractor and light truck hoist is installed in a new purpose-built workshop, he’s looking back on a fast-paced 2020. “There’s never an off season,” he says, while his team of five busily work on repairs and maintenance in the yard outside. “Now’s the time when we reach out to our customers and tell them to get in some seasonal maintenance before calving. The idea is to reduce the stress level for everyone because everyone is busy!” Farmers need their kumara harvesters and tractors repaired, hydraulic hoses for forestry, transport and agriculture need fixing, diesel engines need maintenance. Of course, there’s never a week that goes by without a new fabrication or creatively engineered repair job on the go. That’s one of the big reasons why, despite the legacy of Covid, this Dargaville company is growing again. “We have to thank our loyal customers for sticking by us during the pandemic,” says David. “Times were tough all round, and the primary sectors got New Zealand through. We’ve come out stronger, and we need more staff.”

When the Tesla Volt, the company’s first electric roadster based on the Lotus Elise platform, was still in its infancy, opinion was divided about the post-fossil-fuel landscape. At the same time that the Volt was creating interest for a new crop of electric vehicles, and the Prius was fresh on the hybrid scene, Honda developed a working model of a hydrogen fuel cell vehicle called the Insight. A few of these revolutionary cars hit the road, but the places to refuel its expensive and bulky cells were far between, and as the years went by, hydrogen became a distant second-runner behind electricity. Now there’s new life for the hydrogen concept, as a cutting-edge company based in Israel reveals a new kind of hydrogen engine. Strangely enough, it all came out of trying to get more bang for each drop of petrol. The Aquarius engine runs a single piston with two engine heads. That is because the piston goes backwards as well as forwards, a kind of inside-out version of the boxer configuration seen in a Porsche or Subaru. Instead of two pistons working parallel on a single crank, one piston moves on the same vertical plane but on a single shaft. That shaft is hollow and also contains the inlets for the fuel and air mixture. This compact size has allowed Aquarius to build a 16-kilowatt generator that weighs less than a full-grown man. During

independent testing in Austria, the test company also tried the machine with hydrogen as fuel, not hydrogen stored in a fuel cell, but the cheaper, bottled version. It was a complete success. “It was always our dream at Aquarius Engines to breathe oxygen into hydrogen technology as the fuel of the future. From initial tests, it appears that our hydrogen engine, that doesn’t require costly hydrogen fuel-cells, could be the affordable, green and sustainable answer to the challenges faced by global transport and remote energy production. As the world moves away from fossil fuel, our new hydrogen engine could spark the dawning of the age of Aquarius,” says Gal Fridman, chairman of Aquarius Engines. Doing the maths, a single 15 kilogram Aquarius engine with only 20 moving parts can easily produce 32 kilowatts of electric power. It also delivers 1,200 kilometres for every 50 litres of fuel. The fact that the fuel in question can be petrol, CNG, LPG or hydrogen makes all the difference. Those who say that switching to an all-electric fleet would necessitate the construction of vast new power stations and kilometres of pylons and cables, take note. Hydrogen is back in the race. ¢

In Australia, patriotic cattlemen sing a song in praise of their noble profession: ‘Bless the Queensland Drover’. In Maungatapere, however, there’s a change of cadence as we say, ‘bless the Queen’s Land Rover’. It’s tucked away safe in the Packard and Pioneer Museum, a royal blue 1953 model, and it really did once carry Queen Elizabeth II during her royal visit. Guests to the museum can step on up to the very spot where our monarch waved to the crowds. However, there’s something most folks don’t know about this aluminium clad, inline-four, two-litre, 69 horsepower beast. That’s the fact that the Queen knows how to strip one down to the bolts and build it up again. The royal matriarch owns no less than 30 classic Land Rover and Range Rover models, of which one is still a Model 88, identical to the one she was driven around Auckland in all those years ago. The thought of the sovereign herself covered in oil and grease may seem a strange one, but you have to remember that being the absolute ruler of the Commonwealth is only Elizabeth’s second job. Her first came at the age of 18, when she insisted on being allowed to join the

army. Many royal scions do this, as it is a link to the tradition of chivalry when kings went into battle on horseback with their men. It’s also a good way of earning the loyalty of your subjects. In this case, however, young Elizabeth wasn’t pulling a public relations stunt with no risk. England was engaged in the second world war. King George tried to say no, but his daughter insisted, and so in early 1945, Elizabeth Windsor became recruit number 238073. Many assumed she’d become a nurse, one of the safest professions for women serving in wartime. Instead, she joined a unit that had duties as firefighters, anti-aircraft gunners, communications operators and mechanics. It was this last role where Elizabeth excelled. Working alongside other women repairing jeeps and off-road vehicles, our current Queen learned about engineering and gained a respect for the Land Rover platform, based on the second world
