An extraordinary Kaipara District Council briefing was held last week to clarify some final, contentious points of the forthcoming District Plan. In the absence of Mayor Jason Smith, Deputy Mayor Anna Curnow chaired the meeting last Wednesday. It focussed on four major points of contention requiring clarification before the District Plan can proceed to its next stage for public consultation. “Rather than put it out to the public with a certain level of discomfort, we have decided to address this discomfort. The key thing to remember is that the exposure draft is for discussion. Nothing is set in stone, and there are plenty of opportunities for the public to get involved,” Curnow said. These opportunities will be twofold. Firstly as a draft proposal is put online for public feedback, and secondly, when the revised proposed District Plan is publicly notified prior to adoption. A large team of council staff covering the planning, executive, economic and infrastructure bureaus within the KDC were present to provide context and answers to elected representatives. The areas focussed on were natural hazard and flood mapping, scheduling of heritage buildings, natural landscapes of significance, and the most heavily

The four proposed types of rural zones are general, for multiple purposes; production zones for agriculture, lifestyle zones for lifestyle block development and settlement zones, where housing could be established. Factors such as the necessity of infrastructure, detriment to the natural environment, and even the advance of afforestation for carbon credits on arable land were discussed. The next stage after this is the release of the District Plan for public engagement. ¢

Of course, if an employee is genuinely unwell, taking sick leave is what they are entitled to do. In most cases, a picture of the test or a simple text will be enough to satisfy an employer as proof of this. However, in some cases, there can be real cause to believe that a RAT may be just that, a rat. In these situations, you may be able to ask for further proof. Section 68 of the Holidays Act sets out that an employer can require an employee to provide proof of sickness if they have been sick for a period of three or more consecutive calendar days. If an employer doesn’t want to wait for those three days to pass, they can require proof of sickness before this. So long as they inform the employee that proof is required as early as possible; likely, this would need to be right after the employee called in sick or as soon as evidence came to light which suggested the sickness was insincere, and they agree to meet the employee’s reasonable expenses in obtaining the proof. So, what is proof? The Holidays Act states that ‘proof of sickness or injury may include a certificate from a health practitioner’. It is implicit in the use of the word ‘may’ that this definition is not exhaustive, and proof can be identified in other
ways. Some employees may argue that a picture of the positive result should be sufficient proof to satisfy their employer. Still, considering the increasing ease of purchasing, borrowing or forging RAT results, an employer is likely justified in requiring something more. It could include requesting that the employee obtain a certified test or a medical certificate from their doctor. When considering whether to ask for further proof, caution and reasoned judgement should be exercised. Being unnecessarily inquisitive into a genuine employee’s RAT result could undermine good working relationships and foster a working environment where they feel they are not trusted. On the same par, where there is a reasonable belief that a test is fraudulent, not requiring proof could be equally undermining for the ongoing working relationship. It may also put further pressure on already understaffed businesses. If you think an employee is using a fake RAT result, we recommend talking to an experienced employment lawyer about what approach is best in your situation. They will help guide you through your rights and obligations and what to do next if a test is, in fact, fake. ¢

Nominations for candidates in the local authority elections in October are open from Friday, July 15, and Northland’s four councils are encouraging a wide range of people to run for office at a time when three Northland mayors are standing down. Kaipara mayor Jason Smith, Far North mayor John Carter and Whangārei’s Sheryl Mai will not be standing again. Dr Smith is seeking the National Party Northland candidacy nomination in next year’s parliamentary poll. “Local authorities will begin hosting information meetings across the north for would-be councillors shortly, including combined events where possible,” said Northern Regional Council chair and Kaipara Constituancy representative Penny Smart. “For people interested in standing for the NRC, it will be holding a future councillor information session in Dargaville from 5pm Thursday, July 28, at Sportsville, Memorial Park, Logan Street.” This year will be notable as Māori councillors have designated constituencies. Chair Smart says the proposed changes have yet to be formally signed off by the Local Government Commission but are “designed to ensure Māori are at the decision-making table itself when the new council takes office later this year.” In Kaipara the council will consist of the mayor and nine councillors: covering the Kaiwaka-Mangawhai General Ward with three positions, Otamatea General Ward

Creative Northland, Te Puni Kōkiri and Dargaville’s Anzac Theatre have expanded the open entry times and the prize pool in their Matariki-themed short film contest. The competition is free to enter for all Northlanders and spans three age groups, those up to 12 years of age, up to 18 years of age and an open category. Each of these segments is now eligible for a $500 prize, with $1,000 in the open category. An additional $500 prize is offered for the short film that makes the best use of te reo Māori. “This is a great way to celebrate Matariki here in Te Tai Tokerau and for people to explore their creativity and what Matariki means to them,” says Hinurewa te Hau from Creative Northland. The decision was made recently to extend the deadline for the contest to July 31, allowing for the Matariki theme to be fully explored. The previous cut-off
date would not have allowed filmmakers to document and celebrate the event of Matariki, in its first iteration as a national holiday. With the change to the schedule, event organisers anticipate more entries, and a greater focus on the midwinter celebration. A festival screening of all the entries will be scheduled after the competition closes at the end of July. A prize-giving will be held concurrently to congratulate the winners. Film-making has become easier and more inclusive thanks to technology in recent years. Drones, phones and digital devices with excellent camera capabilities are now in use even for the production of big-budget cinema and can be easily
adapted to creative tasks. Using modern means to explore the age-old symbology and meaning of Matariki bridges the gap of time, say event organisers. Those who wish to enter the contest can explore the Matariki theme through animation, drama, comedy, documentary or any genre of cinema. Kia ora, Matariki marks the start of the new year on the Maōri calendar, when the constellation of stars with that name appears in the sky and the new planting and growing season begins. This year there’s a new national holiday to mark Matariki on Friday 24 June. It’s a good time to pause and reflect on what’s going on around you, to listen and share with friends and family, and to gather information for the time ahead. • Save Our Sands is leading an event on 10 July at Mangawhai Heads surf beach to rally support for the campaign to stop sand-mining in the Mangawhai/Pakiri area. Kaipara District Council opposes the sandmining off the east coast and unanimously agreed back in 2020 to be a party to the resource consenting process for future sand-mining in the area. The first of three resource consents has been rejected by Auckland Council’s resource consent commissioners. June’s local Grey Power meeting continued the tradition of the Dargaville chapter’s political meet-and-greet sessions, with incumbent Labour Party Northland MP Willow-Jean Prime taking the podium. It was a big day for local politics, as the Labour party’s newest whip was speaking in Dargaville just an hour before the deputy leader of the National Party, Nicola Willis. In a less formal setting, Willow-Jean Prime outlined what the role of a party whip entails, along with an explanation of the government’s 2022 budget and what it means for seniors. “We’ve made a fundamental budget shift toward wellbeing, and not just fiscal outcomes,” said Ms Prime. “This is why we’ve made an $11 billion commitment to health, including, very importantly for this region, a rebuild of Whangārei Hospital.” In addition, the local Labour MP discussed plans to provide 38,000 more trades training spaces, additional training for driver licensing, alongside upskilling programmes for former prisoners to ensure they gain employment and don’t turn back to crime. One major question from the crowd involved the possibility that sitting Kaipara mayor, Jason Smith, would receive the National Party candidacy for Northland,

Northland Transport Alliance plans improvements on Dargaville’s Logan Street, following Albert Loots’ 2019 petition to Kaipara District Council for a speed reduction. “We have received feedback from the Northland Transport Alliance af ter it did an investigation following our concerns presented to Kaipara District Council,” says Albert. Albert, a resident of Riverdale Retirement Village, was relieved to hear news of a planned project to calm traffic. It follows a 45-signatory petition received by the council in October 2019. Albert Loots presented the concerns at a council meeting in February 2020. “People are exceeding the speed limit, and the road surface is in ill repair. The name McKay is intrinsically linked with electrical appliances in Dargaville, with a history reaching back to the years before the second world war. Founded by Tom McKay, the popular local business once inhabited a two-storey wooden colonial building in Victoria Street in the days when electricity was a new and novel idea for the town. Tom had trained as an electrician, a brand new profession, in Napier, where he installed the city’s first refrigerator and washing machine before the earthquake of 1931. A trip to Dargaville in 1936 led to a whole new venture, and ever since, the name McKay has been associated with electricity in the west Kaipara. Today, there’s a new team carrying on the tradition of innovation and customer service that Tom and his family built up from the 1930s onward. “Starting fresh in June 2015, myself and Craig decided to take a leap of faith and purchase McKay Electrical,” says Trudi Woollam, as she makes plans to celebrate seven years of busy retail enterprise. “Over the past seven years, we have updated the interior and extended the shop, and we like to think that while we’ve put our stamp on the store, we’re definitely carrying on the goodwill and reputation of those who began this business, all those years ago.” Of course, technology had changed considerably since 1936, when radio sets were the size of modern stoves, and television was the stuff of science fiction. Craig, Trudi
and their team keep up to date with the latest innovations from a large list of electronics companies, delivering crisp, clear video, pitch-perfect surround sound, and cuttingedge kitchens, to name but a few. “We price -match big retailers in Whangārei where possible, as well,” says Trudi. “This means our customers don’t have to go out of town to get the best deal, and that helps keep it local. Northpower expands Home Energy Education Programme Northpower is stepping up its programme to help people save money on their power bills thanks to additional funding from the Support for Energy Education in Communities (SEEC) programme. The SEEC programme is part of a suite of government initiatives focused on lifting people out of energy hardship, and after initially receiving funding late last year and running a successful Home Energy Education programme in which individual home energy assessments were provided to 220 homes, Northpower were invited to apply for more funds to grow their programme further.
Northpower’s Home Energy education programme used trained Energy Assessors to meet with residents and provide them with personalised “energy education” on how to make their homes more energy efficient, help find the lowest cost electricity retail plan via Powerswitch and supply them with free Ecobulb LEDs and energy efficient showerheads. The programme has already saved 220 households more than an estimated $175,000 per year on their power bills, and with the extra funding, Northpower can now reach over 480 additional households.
Recent research by Northpower highlighted that of the 2,200 customers that responded over 45% said that paying their monthly power bill causes financial stress for their household. Rachel Wansbone, Northpower’s Customer Excellence Manager, says she is therefore delighted that they can expand their Home Energy Education programme. “We know that energy hardship is a real issue for many in our region. Northpower is aiming to play its part in helping lift our vulnerable customers out of energy hardship through education, practical advice and energy saving devices and working together with trusted partners in the community,” says Ms Wansbone. Northpower will continue to work with community partners to reach households and provide support to those in need across their network. This targeted support includes helping households through home energy assessments, providing free LED lightbulbs and efficient showerheads, and providing practical advice on how to save on their power bills. New Fees and Charges for the coming 2022-2023 year were adopted at the May Council meeting.

Every year Kaipara District Council reviews its fees and charges. Last year as an economic recovery response to the impact of the COVID-19 pandemic, no annual inflationary increases were applied. This year Council reverted to the normal analysis, and incorporated 3.3 percent to some fees to account for inflation in line with Consumer Price Index (CPI). Appropriate rounding was applied where suitable. Key changes for 2022-2023 include: • Some new fees have been added. In Food Safety: A new administration fee of $103 (based on one hour) has been included to cover National Programme business change of ownership. In Impounding Dogs & Stock Control: A fee has been included to cover any veterinary care, and Animal & Compliance Services Officer’s time. A Repairs & Maintenance fee has also been included under Stock, should loose stock damage fences or property. • Some library fees have been removed, including fines for late returns, and hire fees for DVDs. • There is an increase in the fee for Property Information Memorandum (PIM) to incorporate the planning check cost. The fee for Building Works valued at $10,001 and over has also been increased to include the cost of a planning check.
Now the defunct railway is being repurposed as a walking and cycleway for all to enjoy. The display shows the progress to date and the beautiful scenes trail users have to look forward to.
• There is a small decrease in the notified consents fee structure, to align with neighbouring councils. • There is a rental increase for the Fagan Place (Mangawhai) Community Housing, when the units are refurbished and relet. There is no change to dog registration fees, but a correction has been made to the Dog Owner Surcharges. Many fees have not changed. Sealed pavement rehabs are now complete, and the unsealed network has received the last of the PGF/IRG funding. With this work finishing, we’ve had more hands on deck to complete maintenance activities such as culvert clearing and edge marker post cleaning ahead of winter. Across the district, potholes have been repaired, unsealed roads were graded, culverts were flushed and cleared, and kerb and channel work was completed. The Storylines tour, bringing acclaimed Kiwi authors to schools across the nation, visited the Kaipara District last week, promoting a love of literature.
A new track linking Kai Iwi Lakes and the Ripiro Coast has been officially blessed and given a trial run by members of the Whangarei Tramping Club.
Students across the Kaipara region have engaged with a group of four top New Zealand writers this week. DairyNZ and the National Institute of Water and Atmospheric Research joined forces to create a resource to give guidance on wetland design and performance. A case study was done in the Waikato region, looking to maximise performance through wetland design. The study focussed on benefits and is a way for farmers to reduce their impact on the environment. “Wetlands can significantly reduce nutrient and sediment losses on farms. They also provide habitat for birds and fish, improve biodiversity and help create an attractive farm environment,” DairyNZ sustainable dairy general manager Dr David Burger says. DairyNZ offered funding that was implemented for NIWA scientists to monitor water flow and concentrated contaminants at the Baldwin wetland project. “With more farmers looking to reduce their environmental impact, there’s growing interest in re-establishing and constructing new wetlands.” The case study started in 2015 on Gray and Marilyn Baldwin’s dairy farm, where they developed a wetland supported by local community groups planting 12,000 plus native flora.

“Our farm is located in the Upper Karāpiro catchment, which is one of the more sensitive ones in the Waikato region, as it drains into the Karāpiro. We want to improve local waterways, and we see the wetland as being important to the whole catchment. It is a taonga,” says Gray Baldwin. The Baldwin Family Trust worked alongside DairyNZ, Waikato River Authority, NIWA, Opus, Waikato Regional Council and Hill Laboratories to achieve the project. The Wetland Practitioner Guide — Wetland Design and Performance Estimates looks at performance, size, designs, siting and costs. It advises on plant selection and establishment, including how to maintain the wetland. The guide includes other New Zealand case studies for information on the subject. ¢

The Kaipara District Council is calling on citizens to take care of what goes into local wastewater systems, as maintenance costs and breakages that could be avoided multiply through the network. With recent Three Waters legislation casting the operations of council-run infrastructure systems into sharp focus, the Kaipara District Council has identified one of the most costly and destructive problems for local municipal pipeworks. It may not be visible to those above ground, but underneath, in the bowels of Kaipara’s wastewater networks, rag monsters and fatbergs are causing havoc and costing ratepayers money. “We’ve said it before, and we’re saying it again. The only things going down your toilet should be the three Ps,” says Kaipara District Council operations manager Donnick Mugutso. “Pee, poo and toilet paper down the loo is great. Anything else, including rags, sheets, wet wipes, sanitary items, clothing and general waste is not. Those items do not belong in your toilet, and flushing them through the system does terrible and costly damage.”
Two of the major blockages even have names given to them by exasperated sanitation workers. Rag monsters are clumps of fibre, which clog pipes and junctions, while fatbergs are accumulations of cooking oil and grease that can damage treatment plant components. “Wastewater networks are designed to process biodegradable waste, not items like sheets, rags and underwear that don’t break down easily,” says Donnick. “Rag monsters seem to be on the up, with council contractors having to dig up, repair and refit the wastewater grinder pumps each time a blockage occurs.” If rags make it through the grinder pumps, they land in the wastewater treatment ponds, causing capacity issues as layers build up over time and compromise the treatment processes. Rag monsters are created from a mix of items that are not meant to be

Fatbergs made up of cooking oils, food waste and other solids, also cause blockages. Donnick urges kitchen users to dispose of these in the compost bin or rubbish rather than

In a story about the power of working together with your mates, MacJimray Farm was purchased in 1978 by three good friends, by the names of Mac, Jim and Ray. Having added their names to the sign, MacJimray Farm, each of the trio set up his own rural business based on the land. One started milking and caring for a herd of 150 goats. Hydrogen for fuel cells is being produced in New Zealand, with a facility near Mokai, in the Taupo region now online and manufactured for the private market. Known as Halcyon, the hydrogen venture is a joint one, split half and half between the Tūaropaki Trust and the Obayashi Corporation of Japan. It was opened in December last year and is now turning renewable electricity into transport-fuel grade hydrogen. “Tūaropaki has sustainability as one of its guiding principles, and the green hydrogen project, with the involvement of Obayashi and their sustainable development goals, is a perfect fit,” says trust CEO Steve Murray. “Ultimately, we are looking at a national hydrogen supply chain that includes transportation, site storage and refuelling infrastructure. Transport emissions in New Zealand contribute around 25% of our total emissions, so targeting reduction in transport, and in particular heavy transport, will make a major contribution to carbon reduction. Hydrogen is a solution that is ready to implement now,” Murray says. The hydrogen producers are putting faith in their product, too, with the purchase of Hyundai’s NEXO vehicles for their company fleet. The NEXO hydrogenpowered vehicle utilises a hydrogen fuel cell which acts as a miniature power station under the hood. The only output is

pure water. As the Mokai power station is geothermal, this means true zero-carbon driving is achievable. Hyundai is not the only automaker interested in a hydrogen future. While bridging the gap with electric and hybrid vehicles, Toyota has also developed hydrogen-powered vehicles like the Mirai, a car that has already sold 11,000 units in Europe. In New Zealand, a recent groupshare agreement between eight major businesses, including the Warehouse Group and Air New Zealand, has put Mirai models in the hands of

The years following the second world war were ones of profound change in rural New Zealand, as more land was broken in for the expansion of modern farming by the application of combustion power. Areas, where the horse and bullock had once reigned, were tamed by the power of trucks adapted for every possible purpose, modified by small engineering firms in the provinces and set to every task from hauling bales to drilling wells. At the forefront of this advance was a brand that had proven itself during the conflict of the 1940s; the Bedford. A division of General Motors via Vauxhall of England, Bedford’s predominant model M built on the reputation of the wartime QL model. It was nicknamed the ‘Queen Lizzie’ in an affectionate dig at the reigning monarch, who trained as an auto mechanic during hostilities. The big QL was not unknown here as a post-war import, with its four-wheeldrive system making it a favourite for early rural contractors and fledgling fertiliser companies. It was also pressed into service to carry cranes and drilling rigs for rural construction — with more than one model turned into a fire appliance. The more common M-series boasted a long nose and flat deck like the utes that were to come in later years. Under the hood lived the famous overheadvalve stovebolt six, a simple but relatively powerful Chevrolet-derived motor that

Rugged, reliable and (as drivers will remember) without any of the modern conveniences truck drivers enjoy today, the M and TK models, along with their heavier variants, were a driving force in building up provincial New Zealand and can still evoke fond memories to this day. ¢

It is due to appear at Pebble Beach Concours d’Elegance on August 18 as part of the company’s rebranding before showcasing itself on the Concept Lawn on August 21. The original DMC 12 is a muse for the new sports electric vehicle. Before the company’s decline, three other concepts were being designed, including an offroad vehicle and a bus. Unlike the first DeLorean, the specifications are expected to be more powerful than its petrol-powered predecessor. DMC does not want to stop at the EVolved; it plans to offer customers a full range of luxurious vehicles. The company intends to become a full-line manufacturer with more than a coupe on offer. Since the car’s 40th anniversary, the company’s Twitter account has been dropping hints about the electric vehicle, gradually revealing pieces of its new design. Although reasonably active on social media, DMC is keeping a mysterious tone on this elusive vehicle. There is much anticipation from DeLorean enthusiasts.
