A series of planning meetings is underway involving Fight the Tip movement, other iwi organisations and Ngati Whatua, elected councillors, MPs and some of the 1,000 groups and individuals who objected at public hearings. It follows the hearing commissioners’ decision to give the tip application by Chinese-owned Waste Management Ltd the green light. Kaipara Mayor Jason Smith has a blunt reaction to the news. “Council voted unanimously to make a submission opposing the landfill. The wrong idea in the wrong place at the wrong time. It is certainly stink.” The Wayby Valley landfill is in a catchment area for the Hōteo River, which feeds into the Kaipara Harbour. Any breach could bring disaster to the marine environment. “That in itself should stop the project. Add to that the need for 700-plus rubbish trucks on State Highway One each day, and it makes a mockery of government plans to reduce vehicle emissions,” says FTT’s Sue Crockett. The commissioners’ decision has been attacked by iwi activist Mikaera Miru. “Those responsible need to be accountable,” he said. “Our declaration of a rāhui on the site is a most powerful weapon, and it is the core of our opposition going forward. It’s a disgrace that the commissioners agreed to approve, and Auckland Council experts’ approval

There she met with Denise Gosnell and Aym Wade (pictured), alongside other staff and students. The lunch programme is an initiative that began at Dargaville High School at the start of term one. Educators say it’s attributed to better attendance and all-around achievement at the school since its implementation. As for the food? The Far North District Council, at the forefront of northern efforts to map newly-coined Significant Natural Areas, has agreed to pause all activity after protests, petitions and a hīkoi shone a light on the subject. Dargaville library reopens after makeover

New Fees and charges to start July 2021

The Dargaville Library was blessed last Tuesday as it reopened its doors. The library had been closed for just over two weeks for a makeover, with new carpet, some fresh paint and collections and areas moved around to create a series of ‘rooms’ for library patrons. The shelves have been wheel-mounted, enabling the spaces to be used more flexibly. Staff moved over 20,000 items in and out of the area. Within minutes of opening the public was flocking back through the doors, checking out the improvements, using the computers, and renewing their reading material. Library manager, Lisa Salter, says the refurbishment makes better use of the space they have. “This library has been designed by the community. Everything we have done here is in response to what the community has told us over the years,” says Ms Salter. New extended Library hours: Open Thursday evenings to 6pm (trial basis)

New Fees and Charges for the coming 2021-2022 year were adopted at the May Council meeting. Key changes that come into effect from 01 July 2021 include: • Resource Consent fees: The structure of Resource Consent application fees has been reviewed to align with other Councils in Northland and Auckland as well as some suggested inflationary increases and recommended amendments to wording to support current services offered. • Roading: • A CPI inflation rate of 2% has been applied to roading charges. • A single charge to cover both Urban and Rural applications for No Spray zones has been applied based on current NTA guidelines. • Information Requests: Information requests (other than LIMs) have been broken into 15-minute increments at $17, rather than a flat $68 fee. • Building Services: Inflation based increases to some services. A review of the costs of inspecting private wastewater systems has resulted in an increase to include an hour inspection fee carried out by the in-house wastewater engineer. • Refuse Collection: A Waste Collection Licence application fee has been included this year. Contractors will now require a licence to operate and report data on a regular basis to Council i.e. disposal and diversion of refuse and recycling. The licence will be valid for 5 years. • Water Carrier Charge: A new fee of $21 per fill plus water metre charge at cost has been included this year. There is no change to Dog Registration. The charges for specific services in the Fees and Charges document take effect from Thursday 01 July 2021, through to 30 June 2022. The costs are for services applied only. Dargaville’s new-look library has more room for special events, and the first of these is coming on July 1, with a look at a local novel in the chase for a major award.

Due to demand in the rural sector for people who know about bees, pest control and fencing, Northtec is stepping up to help. Its latest fees-free programme gives students a taste of three in-demand rural jobs. Starting in August, the Dargavillebased course is designed to cover three of the most in-demand roles in the countryside. Beekeeping is a fast-growing industry, with the potential for young beekeepers to get on board at the ground level. While fencing is always in demand on farms and pest control is vital for the regeneration of native species. “These are sought after skills,” says Northtec course coordinator Janeen Hunter. “The prospects of moving into employment by learning any of these sets of abilities is very high. We have had people call us in the past asking about graduates and their availability.” p Bees, fences and introduced pests are all in the spotlight as Northtec launches a new, fees-free course in Dargaville

Mayor’s Memo Kia ora Keeping connected with friends and family is important for each of us, it’s part of what keeps us healthy, resilient and having an enjoyable life. Connections for small Kaipara District Council are likewise important. Even though Council is able to make many decisions for and on behalf of our local communities, these are not done in isolation. The direction of neighbouring councils and of central government are part of our own local decision-making. We’re all connected. Within the next few weeks Kaipara District Council expects to receive the Government’s analysis of what the Three Waters Reforms will mean for our council and our communities. Earlier in the year we provided raw data about our water systems as requested. Since then we’ve heard there is a nation-wide $185Billion funding gap for the next thirty years of water pipes and pumps. In the Government’s proposal Kaipara’s Three Waters assets would be merged with those of our neighbouring councils, including Auckland, Far North and Whangarei. Government has said Council will be able to opt out of these reforms. With upcoming Kaipara-specific information we’ll soon be in a place to decide which way to go. I’m looking forward to getting this information, sharing it with you and hearing your views on this before we make our local decisions about local assets for any far-reaching proposal. Another far-reaching decision linked with a neighbouring Council is the recent approval of the resource consent for the Dome Valley Landfill. This is disappointing news. Kaipara District Council voted unanimously to make a submission opposing the 60 hectare landfill in the headwaters of the Kaipara. We believe the landfill’s the wrong idea in the wrong place at the wrong time. It remains to be seen if

there will be appeals to the Environment Court. For now I’d say the story is not yet over, though it’s certainly stink. Stink is also a choice word to describe how we’re feeling on getting advice that Kaipara’s local roading budget grant for the next three years has been reduced in real terms. Waka Kotahi have indicated funding for Local Road Maintenance which will be $6.2M ($2M per annum) less than our original bid request and an estimated $3.6M ($1.2M per annum) less than the minimum to maintain the previous National Land Transport Plan’s Level of Service here. While in dollar terms this is a $4.9m increase from 2018 – 21 Long Term Plan funding for this programme, in reality it represents a reduction once inflation is taken into account and is expected to result in a reduction in Level of Service over the next three years. We have made considerable progress with our roading work over the year and will continue to work hard for you, but this initial news is disappointing. For Council it’s been a hard enough road to travel, so it’s difficult when decisions made far away appear to have us headed backwards. Environmental hypocrisy in our government u by Jane Gray

We, as New Zealanders, have always been proud of a clean green New Zealand. However, we keep being told that it’s not, in fact, the truth; cows should all be classified as terrorists for the amount of damage they are doing to the environment; farmers are the devil incarnate because they use glyphosate and phosphates. Despite all of this, agriculture was worth $34 billion in a time when other industries were down due to Covid-19. In the latest GDP report, agriculture was up 0.3 per cent; this was due to rises in farming and forestry but offset by the decline in mining and fishing. Coal mining is banned, so is gas exploration, but there is still fossil fuel being burned in manufacturing and power plants. Not to mention the fact that we imported more than one million tonnes of coal in 2020. Up on the two years prior, I’m not sure how as a country we benefit from importing or how it lessens our carbon footprint. Primary industry could be celebrated rather than vilified. Let’s talk about something a little closer to home, and that is resource consent granted for the building of a tip

in Dome Valley. Can someone explain how this benefits the environment? How does this reduce our emissions? More trucks on the road to transport rubbish from other countries. Is this why we are now enforcing the EV policy? Then, on Waiheke Island, we have penguin habitat being destroyed for a land developer. It would seem to me that the powers that be in Auckland can do whatever they like with no checks and balances in place and everyone outside of Auckland gets to reap the fallout. How hypocritical is this government that they allow this to happen all the while beating the drum about emissions and greenhouse gases, pestfree forests and electric road fleets? The government says that it cannot interfere with the legal process. However, it has a proven track record of changing laws at a parliamentary level after the fact in order to justify its actions. Is the environment not the one issue important enough for this kind of action?

Choosing a professional tradesperson is all about peace of mind, and the law surrounding what a competent tradie should provide hinges on them being educated and qualified. Here’s what the Consumer Guarantees Act (CGA) says about the levels of expertise and care a tradesperson should display when working on your project. You’re covered for these whether there’s a written contract or not. Remember, most of the time, you can spot ‘cowboys’ a mile away as they won’t be affiliated with the oversight body for their trade and might be cagey about sharing their qualifications. For example, they may not have a card identifying them as a proper plumber or a logo on their ute identifying them as a Licensed Building Practitioner if they’re not legitimate. The CGA says that no matter who you hire, you’re entitled to expect five things. The first is called reasonable skill. It means that the job must be at least as good as the work of a competent person with average skills and experience for that type of work. That average is determined

by the standards set down by each trade’s governing body or as defined in the apprenticeship course for learning the trade. The second is called reasonable care. It means that care and attention to details have been used. An otherwise technically competent job might not pass the ‘reasonable care’ test if it’s been finished off in a sloppy, unsightly or messy fashion. The third key part of the CGA says that a job must be fit for use — that it does what you need it to do. A plumber who installs a non-flushing toilet has not made it fit for use; neither has an electrician who installs an air conditioner that doesn’t heat or cool. The most important thing to note here is that for all of these factors, there’s no defence of lack of competence. If a tradesperson warns you in advance that they can’t guarantee reasonable skill, reasonable care or fitness for use

job completed in a reasonable time and for a reasonable cost. Reasonable time is judged on the time it takes a competent person who works in that type of job to complete the task, while a reasonable cost is an average of what other similar tradespeople charge in your area. ¢

The Honda Super Cub might be the most popular vehicle ever made. From 1958 to the dawn of the new millennium, it was a staple of transport worldwide. Now it’s back. Millions were made, and whole cities run on Cub power; stand downtown anywhere in Vietnam, and the sound of those little horizontal single-piston engines fills the air. The Cub returned in a new form recently, as endearingly retrochic as the new Mini, the Fiat 500 Abarth or the timeless Royal Enfield motorbike. It was an immediate success. That meant it was time for Honda engineers to revive another hit from the classics collection; the CT125 Hunter Cub. People in New Zealand might remember the CT110, the classic ‘postie bike’ that mastered rural delivery runs through decades of use. However, the new CT125 is a slightly different beast. Under its retro skin lurks a suite of new improvements that deliver more throttle response, a jaunty exhaust note and added stability. It’s also great for use on the farm. The CT125 reverses the ‘bigger is better’ ethos that’s seen some quads become the size of that aforementioned Fiat 500, and delivers a small, fuel-sipping machine that’s remarkable for just what it can handle. Father and son team Ray and Alan McEvoy have attained a milestone this year that is rare in any kind of business, let alone farming. 2021 will see their 50th annual bull sale unfold on their rolling clifftop property in the Kaipara, all under the watchful eye of the original founder. Ray bought this slice of coastal land in the early 1960s with the intent to run sheep, but soon a gradual shift toward cattle began, at first rearing Friesian bull calves for a little extra profit. However, the McEvoy’s farms would become synonymous with Moana Polled Herefords during the years, imposing redand-white beasts with what Alan calls a quiet temperament. “We started with just two cattle,” says Alan. “After which, we brought in sires from all over the country. Our first sale was for a three-year-old bull, who went for $1,600; that was a good price back then.” From early days trading at Dargaville’s cattle yards to the unbroken chain of 50 bull sales, which culminates in the event this July 6, Moana bulls have travelled far and wide to places as far afield as Mahia, Hunterville and the South Island. Along the way, Ray and Alan were the first local farmers to make five figures on a two-year-old bull. They say that there’s a friendly rivalry between studs and that

they are proud to stay at the forefront of their profession. That is despite changing land use which has seen demand plateau in recent years. “As the pine forests went in, cow country got eaten up; that led to a

diminishing demand for good quality bulls,” opines Ray. Nevertheless, those who know excellent livestock still arrive each year to see and buy the fruits of the McEvoy’s labour. This month will be no exception, and both Ray and Alan express the hope that the 50-year mark might attract some old faces and old friends back around the table. “It would be nice to see some of the old buyers from the past come and have a whiskey with us,” says Alan. “After the sale, of course. We always put on a big lunch afterwards; it’s a tradition here.”

New fees, no more cheques at council

Dargaville High School students are getting up close and personal with robotics and the theory of computer intelligence.

The Kaipara District Council has confirmed tweaks and changes to its fee structure for different services, with the alterations approved at May’s general KDC meeting set to become active on July 1.

They are taking part in a new programme that sees the school partner up with Auckland’s MOTAT science and technology museum. As part of a new MOTAT learning programme, schools can apply to have resources sent to them, enabling STEM (Science, Technology, Engineering and Mathematics) educators to shake up the curriculum with hands-on exercises. These utilise real programmable robots and ‘Turing Tumblers’; mechanical devices that replicate the inner workings of a computer chip. “We had MOTAT visit last term, and the students were very engaged with the learning tools they brought with them,” says assistant principal Angela Troath. “This time, we called them, and they have sent two modules, which we’re sharing with all of our IT and physics students. This kind of assistance from MOTAT makes it affordable to use

teaching tools like real robots, which would otherwise be out of the budget for most Kiwi schools.” Young programmers were enthusiastic about cracking the puzzles presented by the cog-and-marble powered Turing Tumblers, named for the inventor of modern computing and based on his theories of programming. Putting those theories into practice another module involves programming three-wheeled robots to solve a maze or navigate a paper map of streets, using a tablet to ‘teach’ the machines how to react and move. STEM skills are important, say educators, due to the need for programmers, engineers and problemsolvers in New Zealand industry, science and research. Students learning to program small robots today may be the minds behind robotic industrialisation tomorrow. ¢

The biggest changes involve added fees for some mobile services, with refuse and recycling collectors now needing a five-year permit to operate. A $21 for each fill charge was added to the operational costs of water carriers, which are very active during the dry summer months. There are also adjustments to nonLIM information requests via the KDC. These have become more reasonably structured, with a new fee of $17 for each quarter-hour data retrieval charge rather than a blanket $68 cost. Building and resource consent charges have been affected only in an inflationary sense, which is minimal. A new, more efficient means of reviewing independent wastewater systems is now in place, though with an added cost. With the Resource Management Act set to go by December, KDC is tentative about

major changes to the building consents process. Most other fees were frozen by the council, with no change to a range of fines and penalties for antisocial offences such as littering and illegal parking, wandering stock or animal control infractions. However, payment of all council fees and bills by cheque will be impossible from July 1 onward. Council staff can assist those who need to switch to a new payment plan. Another area subject to no change has been dog registrations, which help support the new and more effective inhouse dog control staff employed by the KDC after the end of the Armourguard contract that had left some residents deeply unsatisfied with service. Dog registration is due July 1, so owners of all dogs that aren’t ‘farmers helpers’ are encouraged to take care of their new tags before the due date. ¢
