“This change will drive up power prices for families, farmers, businesses, schools and healthcare facilities and is grossly unfair. The government should stop it in its tracks,” said Forum chair, Kaipara Mayor Jason Smith. The forum includes John Carter, Far North District Council, Sheryl Mai, Whangarei District Council and their Northland Regional Council equivalent, Chair Penny Smart. The price hike has been proposed in the Electricity Authority’s Transmission Pricing Methodology, TPM, that governs electricity reticulation and costs. The forum calls on the government to require the authority to consider the impact of its decisions on local communities like Northland, which are experiencing substantial energy poverty saying the TPM “will hit Northlanders
with something (they) simply cannot afford now or in the future.” “We are taking the fight against this injustice to the next level,” says Dr Smith. “If you look at the authority’s poor logic around user-pays, we should be charging people in Wellington and the South Island more for diesel and internet simply because Refining NZ and the Hawaiki Cable are here in Northland and those people are further away. “Under the proposal, the electricity pricing model is radically changed, and that is not the way the national grid was constructed. It was built for all New Zealanders to have equal and fair access to it. “We only have to look at the impacts on Northland from outages on the national grid year after year to see just how exposed Northland is. That’s why
we should not be forced into a userpays model. “That is completely unacceptable. Large pockets of Northland are deprived and poor, and energy poverty is very real. It is a major problem and people are already struggling to survive financially, particularly on the back of Covid and the severe drought we have experienced. Heaping more economic stress on people could have dire impacts on wellbeing,” says Dr Smith. “We simply don’t see how the government can find the proposal remotely acceptable or fair when it goes completely against the 2019 Wellbeing Budget.” The current Transmission Pricing Methodology can be found online in Schedule 12.4 of the Electricity Industry Participation Code. ¢

Entertainment by Lynn Walters and her band of musicians provided a welcoming atmosphere. Market manager Graham Taylor said when the market reopened more than 200 people came through and he was pleased with the support shown to the stallholders by visitors.

p It was all about fun for all ages recently when the Northern Districts Team Roping Club gathered together for an end of season prize-giving and family fun weekend. Riders and their families came as far afield as Waikato to take part in some social activities with their horses including the ever-popular barrel race. Club president Dean said the group always welcomes new members and is encouraging more youth to get involved. The club meets each weekend at the Paparoa showgrounds.

p “We had a wonderful turnout for the 2020 Mangawhai mid-winter solstice swim last Sunday with between 40–50 people turning up and braved the conditions to mark the winter solstice and celebrate the beach and ocean we are blessed to live next to,” says organiser Belinda Vernon. “Families and individuals marked the occasion, and the Gilligan family drove over from Dargaville to join in. The weather was stormy but cleared for the swim. The wind dropped, and the surf was welcoming while the water was surprisingly warm at 16 degrees, and we needed to coax everyone out of the water. A big thank you to the Mangawhai Volunteer Surf Life Saving Club for opening their doors to let us shelter from the elements before the swim and welcoming us back with hot drinks and chocolate cake afterwards.”

p Board and staff members of the Dargaville Community Development Board gathered to inaugurate the new Seed co-working space, inviting regional business leaders
The brainchild of the Dargaville Community Development Board and many months in gestation, the Seed offers hot desk and shared boardroom and meeting room facilities to help startup businesses thrive, and to assist in creating a less commuter-heavy worklife balance for those working remotely. Similar co-working space The Orchard in Whangarei (from whence the Seed name is partly derived) has grown into a thriving hub of business cross-pollination, idea sharing and positive growth. Another such space, Kindred in Mangawhai, is similarly filled with entrepreneurs filling niches of opportunity. Representatives from the DCDB, business promotion and support organisation NorthChamber and the Kaipara District Council were in attendance, with Mayor Jason Smith calling the landmark opening an exciting development in the story of Dargaville business. DCDB CEO Wendy Dunn was on chord with other key members of her team as they thanked a large group of supporters for their help in making the Seed a reality. Moreover, the evening was also used as the springboard for an inaugural NorthChamber meet and greet, strengthening business contacts and ties across the region.
By the time that a ceremonial cake was cut to officially launch the Seed, it was standing room only in the DCDB’s Foster’s Arcade premises. Stakeholders and business owners from Dargaville and beyond gathered to offer their good wishes, their support, and their gratitude for the establishment of this latest innovation. Above and beyond business, it was also made clear in Wendy’s speech that community organisations, clubs and groups would benefit from the meeting and boardroom facilities made available at the Seed. While it was acknowledged by not only the CEO but also fellow board member and speaker Allan Mortensen and DCDB administrator Lorraine Davidson, as a major step forward in the organisation’s mission to support and nurture local success, the Seed was also identified as just one of many concurrent projects, which fall under the theme of developing a stronger, more connected, more prosperous future for Dargaville. The Seed is up and running now. LETTER TO THE EDITOR Sir, George Santayana said: “Those who cannot remember the past are condemned to repeat it.” That brings to mind current moves to remove statues of figures from the past whose actions are now seen to be oppressive and unacceptable in today’s society. I think we should all strive to be a good ancestor so that future history will not judge us so harshly. We do not need to look beyond our shores to find evidence of actions, which would be simply unconscionable these days, but we need to own it as part of our history. We can still acknowledge the achievements of our forebears of whatever heritage. However, their endeavours would be
partly wasted if we did not learn from them, which is just another way of saying what George Santayana said. I don’t think the continued existence of those monuments needs to be seen as a celebration of every good thing they represent while ignoring the bad. Rather, they should be seen as way-posts, which show where we have come from and be a reference point for where we are headed. There could perhaps be some more way-posts to help balance the story of our journey but for me, I think there are enough statues with modest artistic merit around the place. I’d much rather we have some sculptures or other public art to enjoy and think about. Mark Vincent

Dargaville’s generous quilters have worked together to create a fundraising opportunity for our local hospice, supporting families in their hour of need. The giant quilt they have produced will be raffled off to benefit the not-for-profit organisation that cares for terminally ill patients in our community.

The club collectively pitched in to help create this work, a full-sized and functional quilt, which has been several months in the making. Quilting club ‘master crafter’ Lynn oversaw the design, as club members added their own painstaking needlework to bring in colour, form and detail. A close inspection of the quilt reveals the sheer level of attention to detail involved. “It shows how traditional methods and technology have come forward together,” says Lynn, “you can do almost anything with material these days!” Certainly, the quilters club, who handed over this latest project to a grateful Hospice Shop manager Jenni Gorrie this week, are masters of what is now called the textile arts. Fellow quilter

Adrienne even finished the ensemble gifted to Hospice with a pair of matching cushions in the same palette and style. It’s a common theme throughout the two decades of fellowship at the quilters club. Their charitable works have included donations to the cancer society, plunket and their memorable Anzac quilt commemorating a century since the first world war. From here, this year’s masterpiece quilt will be taken to the Hospice Shop in Victoria Street to be raffled off, appearing in the window display there soon. The Fight the Tip group, opposing the creation of a huge landfill for Auckland rubbish in the Dome Valley is calling on members and friends to join in a protest march, or hikoi, to the steps of the Auckland Council building in the city central business district. The march is set for Friday, July 17, and has been organised by Fight the Tip’s protest ally, Ngati Whatua. The iwi has harnessed support from across Kaipara and from tribal connections elsewhere in the country. Ngati Whatua chief executive, Alan Riwaka says, “the iwi oppose this application as we wish to focus on applying our responsibilities as kaitiaki.” FTT executive member, Michelle Carmichael helped create the group over concerns a breach of the planned tip could prove devastating to the Kaipara Harbour, as it is located in a catchment area of the Hoteo River that flows into it. They also object to the fact that the Dome Valley would have to cope with hundreds of rubbish truck movements every day. “However, we need everyone there to make a united stand to protect our environment, Hoteo River and Kaipara Harbour,” said Ms Carmichael. “Together let’s say a very loud no to the landfill.” Ngati Whatua has hosted hui in Dargaville, Wellsford, with another due

The Kaipara District Council’s post-Covid-19 rate reduction is to be formally in place following this week’s June 24 meeting to affirm the Annual Plan for 2020–2021 Before the pandemic, council and staff were working towards an average increase of 5.49% for the coming year. However, with the economic downturn following the national lockdown, at the May meeting elected members agreed to a reduced increase of 3.97%. Deferring non-urgent infrastructure projects while maintaining most current services. Mayor Jason Smith says although this may be a greater increase than neighbouring councils, any comparison between councils will always be flawed because the exact situation for each council is unique. “Work would be deferred and would delay fundamental projects, such as renewing the District Plan. Roads account for about half of our spending and any cuts to rates would have a significant impact on maintenance and renewal. “At a time when so much progress has been made that would set Kaipara back years. This council has painfully learned the lesson of underinvestment in infrastructure, and we don’t want to return to those times. “As one of the largest organisations and employers in the region, the work of the council helps stimulate the local economy.”

Dr Smith added that during the Covid lockdown and recovery, Kaipara District Council maintained momentum on key plans, including three Spatial Plans for the future Kaipara District, the Kaipara wharf network feasibility study, which includes background for a tourism development strategy, and the Kaipara Kai horticulture industry study. A further topo-climate study for all of Kaipara District is soon to be released. Informative documents are available on kaipara.govt.nz website. ¢

After three years at the helm of the Dargaville Museum, director Maree Saunders is stepping down at the end of this month. In what began as a weekend role as a manager, Ms Saunders has seen the museum evolve as she took up the director’s position to lead a team of volunteers and take the institution forward. “Highlights have been working with our local Maori hapu to give the museum its Maori name Te Whare Taonga o Tunatahi. Then, with Maori and pioneer families, on my designs for the three Branding Posts outside the museum entrance, which highlight the museum’s collection focus areas, Maori, Maritime and Pioneer.” Ms Saunders also says developing the exhibition gallery and lighting for the Paradise Lost exhibition, and Tuia 250 Educational Exhibition Roadshow that visited Dargaville Primary School in 2019 was another high point. “I also loved working with the school children, when the school groups visited the museum, telling them the local legend of Tunatahi and really enjoying the resulting pictures drawn by the children of our river, our town and Tunatahi.” The museum reopened recently with reduced hours. Ms Saunders says the

Important information about trees and powerlines Trees too close to powerlines can be a danger to the public and property. Trees and other types of vegetation like bamboo and shrubs should be regularly maintained, so they do not grow into powerlines. If trees are not maintained this can cause problems in high winds and storms – it can lead to power cuts and is a potential fire risk.
A person who touches a tree that’s in contact with a powerline can get an electric shock. Power outages due to trees in powerlines cause major inconvenience to people, businesses and the community, and in some cases can also be life threatening for those who rely on electricity.

Your role in keeping trees clear of powerlines There’s a legal requirement under the Electricity (Hazards from Trees) Regulations 2003 to keep your trees clear of our powerlines, to make sure they don’t affect our electricity supply or anyone’s safety. It’s your responsibility to keep trees you own trimmed and away from our powerlines. We regularly carry out tree surveys and inspect our powerlines, and we’ll do our best to let you know if your tree is getting too close to the lines. But we also need you to keep an eye out too.
If we find one of your trees is growing too close to our powerlines, we will discuss this with you or send you a notice advising what work needs to be done. Please note, this does not include the service line from our network powerlines to your property. You will need to arrange your own arborist for tree maintenance around your service line, however we can assist with arranging a free disconnection while this maintenance is underway.

If your tree is growing into The Notice Zone, we may send you a hazard warning notice advising that the tree needs trimming before it becomes a problem. It means council consent will no longer be needed for certain types of building work considered ‘low risk’. There have always been limited exemptions, but the list has now been significantly increased. Exemptions will now include projects such as sleep-outs, sheds, greenhouses and carports (under a certain size), outdoor fireplaces and ground-mounted solar panels. Mayor’s Memo Kia ora, At hand we have a story of a halving, a doubling and a balancing. The ‘halving’ refers to information out this week that up to 16 June 2020 there has been only 51% of normal average annual rainfall for Dargaville and most of Kaipara District. Being in the middle of the year but with only half of normal rain for this time of the year is very concerning. The drought we have been in for months looks to have long legs. Water storage and water resilience will be key themes for Kaipara and Northland as we go forward, and you should expect to see ongoing developments here. The ‘doubling’ is another concerning number, in this case the two-fold increase in Kaipara between March and May in the number of Job Seeker beneficiaries. After a long plateau period of stable unemployment numbers in the 300s there has been a real spike due to the fallout from the COVID-19 pandemic, now in the 600s. This is a great concern for us all in a small community such as Kaipara, and Council as one of the largest employers in the District is working on ‘shovel-ready’ projects to help provide employment, keep people engaged and keep the wheels turning. The ‘balancing’ here is about the balanced view which KDC is proposing with its rates proposal for the year ahead. In December 2019 Kaipara District Council set its predicted average rates rise for this Annual Plan 2020/21 at 5.49%. In rapid response to the COVID-19 pandemic and economic forecasts by economists Infometrics specifically for Kaipara, this number was substantially revised downwards to 3.97%. This balance point was set to maintain most service levels of Kaipara District Council and also to provide a Hardship Package and support grants for those
in need. While this may be a larger number than neighbouring councils, any comparison between councils will always be flawed because the exact situation for each council is unique. Each council makes its decisions for the current and future residents of its own place. Most comments people make to me are about the quality of our Kaipara roads – it’s top of mind for most people when they think about Kaipara District Council. Rightly so, 50% of all Council expenditure is on roads so it’s the largest part of the business of KDC. With a chequered past for its road network KDC chooses to continue investing in roading. Any rates increase less than 3.97% would certainly mean worse roads for Kaipara people and that would be very impactful and negative. At a time when so much progress has been made that would set Kaipara back years. Council has left no stone unturned in seeking improvements of our roads, including getting extra government money from the Provincial Growth Fund as part of the Kaipara Kickstart Programme announced in Feb 2019. Now is not the time to turn away from progress that’s being made here. Instead we are taking a balanced view for our way ahead. Steady as she goes, that’s the Kaipara way as we appear to be sailing into choppy seas between these two oceans and two harbours. Keep safe and keep washing your hands!
“The Rescue Helicopter completed 49 missions in Kaipara, and our crew attended 14 rescues over Queen’s Birthday weekend alone, with missions ranging from patients suffering heart attacks and strokes through to broken bones,” says Northland Rescue Helicopter general manager, Vanessa Furze. “We have also welcomed our newest rescue helicopter pilot Matthew Parker to the team. He came from Becker Helicopter Services in Queensland, Australia. Matthew started as a junior flight instructor and worked his way up to being the flight programme director, and senior flight instructor. He has conducted formation flight training for a military client alongside other missions.” Matthew has also worked at Helipro in Christchurch in the past. “I love that each shift is different, and you never know what the day will bring — from hospital transfers to nighttime primary call-outs using night vision
goggles,” says Matthew. “I set a 10year plan when I started flight training, and it has taken that long to reach my goal of flying for emergency medical services. Knowing that you have made a difference and helped someone is very rewarding. The council in place before last October’s local body elections ruled out including GMO provisions after hearing scientific evidence and feedback from more than 80 submissions. “Both the Whangarei and Far North District Councils filed an appeal with the Environment Court seeking GMO provisions be added to the Plan,” said NRC policy and planning manager, Ben Lee. “The local body elections in October saw a number of new NRC councillors elected, and the new council had collectively confirmed in January this year that while they would not officially change their predecessors’ position, they would take a ‘back seat’ during appeal proceedings.” Current council chair Penny Smart says that meant the council would not take an active role in the appeal, including offering any evidence. However, since then the three parties opposing the appeals, Life Sciences Network, Biotech NZ and Federated Farmers had withdrawn, meaning the court would only hear from those supporting inclusion of provisions. “The NRC re-examined its position, collectively agreeing that including coastal GMO provisions in its Regional Plan would better achieve the purpose of the Resource Management

The first-ever apprenticeships were founded by the medieval guilds for a reason, which is written down in the 1563 ‘statute of artificers’. There, the masters of various guilds got together to decide on rules for on the job training, with the aim to ‘ensure that men of learning in the trades were available to replace the aged’. It was good enough reason for the heads of the rival guilds (many of them far from best mates) to get around a table and agree. Keeping skills within the industry, especially then, at a time when Shakespeare was one of a minority who could read and write, was a matter of passing on lessons hand to hand. While we’ve developed academic courses to help instruct young professionals since, the overarching importance of supplying those ‘men of learning’ (and women, too, now that we’re well clear of the 16th century) has not been lost. That brings us neatly to another great reason to support your local businesses. It is they, who provide potential careers
for the young people of a town or region, and who make sure, like those old masters of olden times, to ‘replace the aged’. These days that means making sure that future residents won’t have to drive long distances or pay big mileage fees to have a qualified plumber, roofer, electrician or other tradesperson. NRC BUILDING IN DARGAVILLE SOON TO START Attending the Blessing of the site where the NRC Service Centre is to be built in Dargaville a lovely day and a great start to Kaipara’s economic recovery. As you will have read in the media up to 100 job will be possible and 75% of the work will be sourced from within the Northland Region. NRC are committed to developing this hub service centre model with the plan that more are to be included throughout the region as and when appropriate and financially prudent. SECOND ANNUAL NRC ENVIRONMENTAL AWARDS Congratulations to all winners in the 2nd NRC Environmental Awards that were held via face book on Thursday the 18th June. The Awards footage is available to view on the NRC face book page. Special Congratulations to the Te Tohu Matua Supreme Winners Patukeha and Ngati Kutu hapu who also won the Kaitiakitanga award for their great work in eastern Bay of Islands. Great to see entrants from Kaipara the Dargaville Intermediate School awarded a highly commended mention for their work in growing and supplying native vegetation and helping to assist with the riparian planting in the Kaipara Harbour region NEWLY ANNOUNCED FRESH WATER POLICY AND STANDARDS The Government has announced decisions on action for healthy waterways designed to stop further degradation of freshwater and reverse past damage. The national direction on freshwater is to be delivered through a revised National Policy Statement for Freshwater Management (NPS-FM), National Environmental Standards (NES) and regulations requiring certain classes of stock be excluded from waterways. Changes to the RMA are also proposed to include requirements for freshwater modules in farm plans and a new freshwater planning process. Actual text of the NPS-FM, NES and stock exclusion regulations have yet to be released but key features announced for each are summarised below: The National Environmental Standard (NES) includes measures to: • Prevent further loss of natural wetlands and streams • Preserve connectivity of fish habitat • Address high-risk farming activities including intensive winter grazing, stock-holding areas/feedlots, agricultural intensification and nitrogen fertiliser use • Require councils to monitor levels of synthetic nitrogen fertiliser use reported by dairy farms and assess consent applications for fertiliser use above a new cap of 190 kg N/ha/year
The NPS for Freshwater Management (NPS-FM) includes: • Requirement for all components of ecosystem health be managed • New compulsory values for threatened species and mahinga kai • Prevention of further destruction of wetlands and stream loss and that new structures provide for fish passage • 22 attributes/indicators of freshwater health to be maintained or improved (including new attributes for fine sediment and tighter standards for E.coli at bathing sites) • Strengthened requirements relating to Te Mana o Te Wai. Regional councils will have to notify new or updated regional policy statements and plans to give effect to the NPS-FM by December 2024 Stock Exclusion Regulations include: • All dairy cattle (except dairy support cattle) and pigs must be excluded from lakes and rivers more than a metre wide (bank-to-bank) by 1 July 2023, regardless of land slope • All cattle and deer must be excluded from lakes and rivers more than a metre wide (bank-to bank) where land is used for foddercropping, break-feeding or grazing on irrigated pasture by 1 July 2023, regardless of land slope • On land less than 10-degrees slope, beef cattle and deer must be excluded from lakes and rivers more than a metre wide (bank-to-bank) by 1 July 2025 • All cattle, deer and pigs to be excluded from wetlands already identified in a regional or district plan by 1 July 2023 (once additional wetlands are identified in regional plans, stock are to be excluded from these by 2025) • Dairy and beef cattle and pigs will be prohibited from crossing waterbodies more than twice per month unless they cross by way of a dedicated culvert or bridge. For all stock exclusion, there must be a minimum setback of three metres from the edge of the waterway, except where an existing permanent fence or existing riparian planting already effectively excludes stock. This means existing permanent fences will not have to be moved under the new regulations. Changes to the RMA include: • A new freshwater planning process • New regulations setting out mandatory requirements for freshwater modules in farm environment plans (to be developed over the next 12 months)

Circus Kumarani will be holding an open day in Dargaville on June 27 for locals to come and learn some circus tricks for free from 3–5pm and watch a fire show at 5.30pm. It is a chance to have a sample of Kumarani’s Breakaway Holiday programme, as the children will be showing off what they have learned. Currently, Kumarani is also working on the Circademic programme — ‘where everyone catches the circus bug!’ They received funding from the Ministry of Social Development to deliver free online resources to disabled people —

“Many people have had input over the years, and it’s touched many lives across Northland from its homebase in Dargaville,” says Kumarani Productions’ new manager, Tania Whetu. “With a focus on providing accessible social circus for everyone, regardless of age and skill level, Kumarani has built a vibrant circus community hub in Northland.” Tania hails from Dunedin, but her skills and experience in organising and running circus shows have seen her travel extensively, including throughout Australia. During Covid lockdown Tania and Kumarani made the decision to work together. She attended the Northland Circus Festival in 2019 and has wanted to move up ever since. “Stepping into this role is an exciting opportunity to connect with the Northland community, and continue to build Kumarani’s presence here. I want to invite everyone to run away and join the circus!” she said. Most caring and loving father and father-in-law of Helena, Paulina and Terrence, Yvonne and Graham, Peter and Zeta, Frank and Rose, Robert and Francie, Andrew, Anita and Dion, Dot and John. Dick was a loving and adored poppa to 22 grandchildren and 28 great grandchildren. He was a great husband, dad, poppa, gardener, farmer and baker. He will be dearly missed by all.
