Ruatuna, the historic Kaipara home of New Zealand-born prime minister, Gordon Coates, on the Tinopai Road at Hukatere, has a new roof, with corrugated iron selected to closely match the deteriorating iron battered by a century of weather.

In doing so, Heritage New Zealand, which lists it as a Category 1 historic building, has found the original 19thcentury shingle roof, from when the home was first built in 1877. “Unfortunately the shingles are not weather-tight or in a condition to remain exposed to the elements. That’s why it has been previously covered by corrugated iron,” said Matakohe resident and Heritage New Zealand’s Northern Region director, Sherry Reynolds. “The building has had an iron roof for the better part of 100 years, and this new roof will probably be the third iron roof during that time.” The original shingle roof will remain in place and protected by the replacement roof. “Ruatuna is a remarkable example of a house and its contents reflecting the
various changes and additions that have taken place over time, right up until the last family occupant Joy Aiken passed away in 2000,” said Sherry. “Putting on a new corrugated iron roof is part of that continuum of change, and particularly appropriate given that it will protect the original shingle roof.” The changing histories of places are an important part of their heritage value, she added. Ruatuna is nationally significant for its association with Coates, and the rural pioneering background that helped shape his political views. It also has valuable links with the development of stockbreeding in New Zealand and reflects important changes in land ownership in the northern Kaipara during the later colonial period including the creation of large private estates. ¢

Call for election candidates “The event in Dargaville will include a presentation from Northland Regional Council about the differences between regional and district councils.” Mr Marris said: “the candidates’ evening provides an excellent opportunity for people who have already decided or are still making up their minds about standing for a council role, to find out more on the various positions covered by the elections and how they can become candidates.” For the next three-year term, Kaipara District voters need to elect a mayor and eight district councillors from across the recently decided four ward structure of Central/West Coast, Dargaville, Otamatea-Kaiwaka and Mangawhai. Nominations open on July 19 and close at noon on Friday, August 19 with voting papers being sent out to enrolled residents between September 20 and 25. Election Day is Saturday, October 12, with provisional results expected to be announced by Sunday, October 13. The awards were real testament to the great environmental work that goes on within Northland. Kaipara entrants did very well. Iwi Te Roroa — Waipoua Forest were named winners in the Environmental Award for Leadership category. This award recognised an individual or group whose leadership, support of others and willingness to share ideas and resources is making a significant contribution to Northland’s environment. The judges said “As kaitiaki of the Waipoua Forest, Te Roroa is championing the efforts to combat Kauri Dieback. The iwi is partnering with other agencies to undertake urgent work to try to lessen the further spread of the disease close to Tane Mahuta. A longer-term strategy for the management of the disease in the wider Waipoua Forest is part of the iwi’s effort to protect our ancient taonga. Te Roroa's leadership and determination to protect and manage our kauri for future generations is admirable and inspiring others to join the battle”. Other Kaipara Groups that received Highly Commended Awards in their respective categories were Mark Vincent of the Otamatea Harbour-Care Society, Dargaville Intermediate School, Integrated Kaipara Harbour Management Group and Plasback Recycling. NRC have produced flood maps for the 26 Northland Catchments, inclusive of Kaipara, that are identified as having the highest level of potential flood risk. This is part of the NRC Priority Rivers Project. The maps show the likely extent of river flooding during a 10 year or 100year flood event. A 10-year flood area has a 10% chance of flooding annually, whilst a larger and higher impact 100-year flood area has a 1% chance of flooding annually. The meeting room of Senior Net’s Dargaville branch was full to near capacity on Monday, June 18 to hear keynote speaker Penny Smart of the Northern Regional Council, but that capacity is set to grow as more older citizens move to the area and join up to learn about technology. The expansion of the volunteer group, now with more than 50 members, has created the same ratio of crises to opportunities, which Senior Net president Dot Gorrie identifies in the progress of technology. With more retirement age people in the Kaipara (and more and more of daily life moving online), there’s a great value in sharing skills and learning new apps and programs. Along with new members, the group would very much appreciate some new, tech-savvy instructors. Meetings to address kauri crisis Te Roroa will host two public information events about the work being done to prevent kauri dieback and safeguard our forest heritage. The first will be held at the Lighthouse Function Centre in Dargaville on Monday, July 1, the second at the Opononi Hall on Tuesday, July 2 — doors open at both venues at 6pm. Te Roroa, with support from the Department of Conservation and the Ministry for Primary Industries — Kauri Dieback Programme, has been leading recent efforts to better understand the impact of kauri dieback disease within old-growth forest stands of Waipoua Forest, particularly around the high volume visitor sites such as Tane Mahuta. Kauri dieback disease is caused by the infestation of a soilborne pathogen called Phytophthora agathidicida, which enters through the roots of kauri and severely compromises the health of the tree up to the point of death. In June 2018, a positive soil sample result from a tree 60m from the trunk of Tane Mahuta was reported to Te Roroa. That prompted a set of actions from the iwi to develop a plan to better understand the situation in order to inform management decisions for the forest. Taoho Patuawa, Te Roroa science adviser, says while work is still

progressing; it is a good time to inform the public of what has been happening. “Over the last 12 months, we have been actively working on a number of projects to help us understand the distribution, spread and impact of this disease at our highest impacted sites in Waipoua. Kaipara District Council has launched a new website after two years of development, which is the start of a digital transformation project to create better digital options for customers.
Last week’s meeting of the Dargaville Community Development Board highlighted the number of projects currently underway thanks to the work of this civic-minded organisation.
“New features will continue to roll-out over the coming months,” says council spokesman, Benjamin Hope. “The website was created in conjunction with leading Northland web company Online Designs and the biggest change for visitors to the site is a design change, and an improved search functionality. “There is also a searchable database for rubbish and recycling collection dates, and improved online payment services. The new website launch is the first in a number of future IT projects planned to improve the technological offerings of council services. In conjunction
with the new website, council has now signed on to provide another channel for communication with its residents, Antenno, a mobile phone app, where users can input locations and addresses of importance and be notified of events as they occur. The tool offers a great way to advise residents of unplanned water breaks, unexpected road closures, weather events and important dates and times around rates payment, dog registration renewals and other essential information. “The app is free to download now from the App Store or Google Play store, just search Antenno, and you’ll start receiving updates.” ¢

From practical issues such as safety and security through to future planning, tourism promotion and festive events, the DCDB had a lot to discuss. Stage one of the Dargaville CCTV security camera roll-out is now complete, with stage two started. DCDB spokesperson Lorraine Davidson said: “A big thank you to businesses that have supported our endeavours to make Dargaville a safe place to live and visit. This project has been a major undertaking and has been financially supported with thousands of dollars of contributions by KDC, Pub Charity and Foundation North. We are continuing to work on behalf of the community to ensure the retail centre, public spaces and parks are well lit and secure for all to enjoy.” Meanwhile, events facilitator, Janeen Hunter has been working with steering committees to stage events that will encourage participation and attendance from both residents and visitors. Plans such as the July 6 Matariki fest in Dargaville aim to lift the awareness of the town and grow our visitor numbers and ultimately the hospitality industry and the general retail spend. The well-attended launch event saw many senior service providers attending from around Northland, including Age Concern, Geneva, Coast to Coast Health Care, NorthAble, Alzheimer’s Support, Sport Northland, the police and more. The aim of the programme is to decrease loneliness and isolation in our senior community and to provide companionship and assistance to increase the quality of life for older residents in the area. “We have around 12 volunteers working towards becoming a Te Whai Sage, and volunteer training starting
next week,” says Te Whai Community Trust services coordinator Kiri. “Te Whai Sages will be able to provide a range of activities such as companionship, outings, shopping assistance, widows support and special events with the aim of decreasing social isolation and loneliness in the Mangawhai area.” Offering a listening ear, help with accessing government and community services and more, the future sages are said to be looking forward to commencing their mission of community inclusion and involvement. ¢
Northland system manager Jacqui Hori-Hoult says work undertaken in 2016–2017 identified areas for improvement along the 800km Twin Coast Discovery Route to help grow Northland’s economy through safer, reliable and accessible journeys. “We are seeking community feedback to help us understand which options for improvement are important to the local community and why,” says Ms Hori-Hoult. Part of that process was undertaken at a meeting in Dargaville in July, which was attended by key stakeholders in the community. Good ideas from this initial meeting have been incorporated into a plan that will be refined at a second meeting on Wednesday, July 7.
There will be two consultation sessions surrounding the township plan, which aims to improve the safety and utility of the Twin Coast Discovery route; part of which traverses the centre of Dargaville’s township. The first phase will cover further development of the plan by the community working group present at the first meeting in June, while the second, held from 3.30pm to 7.30pm at the Northern Wairoa Memorial Hall on Hokianga Road, is open to the public. Input from the community is valuable to those planning better infrastructure, say the convenors of these meetings, and citizens are encouraged to come along and share their ideas for a combined vision. ¢

KAIPARA SPOTLIGHT For 2019/2020 Council is getting on with things. A number of big projects, work streams and efficiencies were discussed in the Long Term Plan 2018/2028, and when this was consulted on it set the direction for the next 10 years. The informative below outlines some of the projects Kaipara District Council will be starting over the 2019/2020 year.
LOCAL GOVERNMENT ELECTIONS (October 2019) In 2018 Council undertook a Representation Review, a legislated review of ward boundaries and representation for constituents across the Kaipara. The Final Proposal from this process was to establish a new ward called Kaiwaka-Mangawhai that included Kaiwaka, Oneriri, Hakaru and Mangawhai. The Local Government Commission attended a hearing in March 2019 to discuss this proposal with Council, and those who appealed the decision. Once they’ve made a determination that will take effect from the 2019 October elections. The next elections are scheduled for Saturday 12 October 2019 and all votes must be received by 12 noon on the day. Voting documents will be sent to all eligible voters by post to enable all voters to have three weeks to complete and return their voting documents. Key Dates for elections are – 19 July Candidate nominations open 16 August Candidate nominations close and electoral roll closes 21 August Public notice of candidates’ names by Electoral Officers 20 - 25 September Voting documents delivered 12 October - Voting closes 12 noon (KDC Offices open from 9am – Midday) 13 October - Preliminary results 17 - 23 October - Declaration of results

KAIPARA DISTRICT COUNCIL ANNUAL PLAN 2019/2020 In this the second year of the Long Term Plan (A Bright Future), Council staff have already worked out a number of efficiencies and cost savings for the year, while still meeting agreed service levels. As adopted in the Long Term Plan, the average general rates rise for 2019/2020 is 5.26%. Projects we’re undertaking in 2019/2020: • Responding to growth is a key focus. The rising need for planning staff has created a shortage across the country. Council is working towards finding solutions to address this, to ensure we meet statutory resource consent processing deadlines. • Working through Year two of the Mangawhai Community Plan, which involves roading and intersection work at key locations, parts of the coastal walkway and work around pathways and cycleways. More conversations will be had around this as it occurs. • The various water networks will have work completed, including water supply upgrades, wastewater plant and reticulation upgrades. • Roading is always a big piece of expenditure and work will continue, on slip remediation, bridge repairs, and the routine upgrade, maintenance renewal and refurbishment. • There will be various projects across parks, playgrounds, community spaces and facilities.
PROVINCIAL GROWTH FUND In February 2019, the Prime Minister and Shane Jones announced at Otamatea Marae a Kaipara Kickstart package. This programme of work will help pave the way for future economic growth with an investment package of $27.26 million. This programme is made up of three integrated projects, Roading, Kai and Wharves, that jointly work to lift Kaipara as a district, with the foundation being improved roads. 1. Roading projects include seal extensions for Pouto Road, Pouto Point and Waipoua River Road Improvements in conjunction with Te Roroa, various road re-metalling projects across the district to improve journeys across the District, and upgrades to bridge networks for HPMV (High Productivity Motor Vehicles). 2. Kai focuses on the fertile land across Kaipara and how as a district we can become the food bowl of the North. 3. Wh a r ve s w i l l u n d e r t a ke investigations and analysis to open up the harbour through wharf upgrades and improvements. These projects are being worked through to ensure a joint, structured approach and Council will talk about these projects as they begin to keep people informed of how and why projects are occurring. Communication Tools A focus for Council is continuing to be open and communicative, and a number of great tools are available to help you have your say, and to stay informed.
People’s Panel The People’s Panel is an online survey tool that helps us gauge the opinions and thoughts of those in the district. It’s usually a small 3 or 4 question survey on a specific topic. At the moment we’re looking at rubbish, waste and recycling across the district, and next we’ll be talking about fireworks. Antenno Antenno is a smart phone app. You can then enter your addresses that are important to you, such as home, work, school, or a holiday home. Council can then use this tool to send text alerts when events (such as road closures or water service issues) occurs and if your address is in the affected area, you’ll be notified. Kaipara’s most famous export, the kumara, will be in the spotlight during Matariki celebrations in Dargaville on July 6. The sweet tuber will feature as the ingredient of choice at the first of what may become annual kumara cook-offs, where locals match culinary skills for the crown of kumara chef of the year. Organised as part of the Dargaville Community Development Board’s Matariki celebrations, the cookoff will allow home chefs to create either a sweet or savoury dish with kumara as the keystone ingredient. These will be brought to a judging panel of kumara experts and chefs convened at the Central Hotel on p With National Volunteer Week in full swing, The Kauri Museum in Matakohe took the opportunity to offer special thanks to all those who offer up their time and skills to preserve our local heritage. Dr Tracey Wedge expressed the gratitude of the staff and the wider community: “Volunteers are crucial to the smooth running of The Kauri Museum. From our volunteer trust board through to our gardening volunteers, it is the voluntary support we receive from our community that ensures our museum remains the international icon it is.”
LETTER TO THE EDITOR What a disgraceful situation it is that a town the size of Dargaville is to be left without an information centre. We have just spent 10 days in the Waikato and King Country, every town we visited no matter how small or insignificant had an information centre. Te Aroha, Morrinsville, Matamata, Tirau, Otorohanga, Te Kuiti and Raglan all with councils obviously keen to encourage the tourist dollar. Unlike our Dargaville council who have no plans to encourage this dollar at all and have no budget in place until 2028 to even attempt to. What a backwards-looking council. We had hoped with our last local elections that we would have had at least one
elected person who would have had some sort of vision regarding tourism in this area, but also it seems not. For goodness sake, Dargaville is the hub of the Kauri Coast you can see by the number of camper vans and caravans parked at our Mangawhare Recreational Vehicle centre just how many people are interested in this area. We believe that is due to lack of planning and foresight by the previous council in closing the information sites at Kaiwaka and Dargaville that it has taken tourism that much longer to benefit this region. Response In a previous term, Kaipara District Council decided not to continue funding for i-Sites as tourism hubs. Instead, council would work with Northland Inc as part of their tourism initiatives to promote Kaipara as a tourist destination. In the current Long Term Plan for 2018/2028 council decided

Mayor’s Memo Kia ora, Bright things going on all around us in Kaipara as we reach mid-winter solstice and Matariki. It’s been a season when we’ve gone to the dogs, reviewed our arrangements for dog control and also reviewed the dog bylaws & dog management policies. The decision to bring control of wandering dogs and stock back in-house has been made, and the new dog bylaw is also due for adoption by council this week. So, you could say the stars are aligned on the dogs right now. For Council it’s a time when we are lining up for the new year beginning 1 July. After many months of alignment, preparation and adjustment, the Annual Plan 2019/20 has been shaped from Year Two of the Long Term Plan adopted last June. We have found $1million of costsavings which means we’ve held the line on the predicted 5.26% average rates increase, keeping to what was forecast more than a year ago despite many changes around us, focusing on efficiency and letting nothing go to waste. Talking of waste, the proposed 1010ha Auckland Council landfill on the Wellsford side of Dome Valley has been in the news in recent weeks. As far as I can see the scale of it could affect everyone between the two oceans and two harbours of Kaipara District. On SH1 and Wayby Valley Road which many Mangawhai residents use as a short-cut off the main highway, extra congestion from more than 350 trucks per day in each direction could create travel challenges for all Kaipara people. The possible risk of the landfill poisoning the Kaipara Harbour is
unacceptable and local Maori have placed an aukati rahui on the site, highlighting their concerns. Environmental, social, cultural and economic well-beings of Kaipara people may be challenged here. You may want to follow this story which still has a long way to go. By contrast, only a short way to go until the next local body elections, coming up in October. Information meetings for prospective candidates are happening soon. From where I stand I reckon the skills required for someone to be a great elected member for Kaipara District Council are to be a good reader, energetic listener, fresh thinker and clear decision-maker. If you know someone like that or you’ve got those skills plus a passion for Kaipara, then do consider standing for council. Together we can all have thriving communities working together with more bright things around the council table. Not maintaining your trees can be costly If you receive a Cut or Trim Notice from Northpower, legally you need to: 1. ensure that the tree(s) is cut or trimmed to outside The Notice Zone within the required timeframe, and 2. advise us of the time and location of the cutting or trimming of the tree at least 3 working days beforehand. It is an offence not do this and you could be fined up to $10,000 plus a further fine of up to $500 per day for a continuing offence under the Electricity (Hazards from Trees) Regulations 2003. You could also be liable for costs if our powerlines or equipment is damaged by your tree. It’s your decision whether you want to continue to maintain a tree, or have it removed. In fact, with all the advice available in the marketplace, it really boils down to a matter of money. What is your budget? Time, money and personal ability can add up to the answer. There is plenty of help available, from DIY books and videos to getting advice from others who have undertaken renovation and home décor projects before you. With landfill and waste looming large in the public perception, Love Kaipara’s recent waste minimisation seminar was a timely event on Tuesday, June 18. Love Kaipara, which has been instrumental in enacting a ban on plastic bags that comes into effect nationally on July 1, sent their representative Margaret ‘Lady M’ to share a wealth of knowledge regarding ways to reduce, reuse and recycle, slashing landfill requirements and saving money in the process. Included in the presentation were tips such as buying soaps, cereals and raw ingredients like flour in bulk using reusable containers, carrying reusable coffee cups and water bottles to remove the need for disposable items. How to reduce the large amount of food waste that goes to landfill (roughly 35% of dumped waste is food) through p Reduce, reuse, recycle is the catchphrase to remember, as Love Kaipara continue their mission to composting and worm farming to benefit our environment grow veggies and fruit at home. We are all looking for a perfect balance in life, and nowhere more so than in our automotive purchases. Size and space versus handling and fuel economy, speed and good looks versus cost and utility. Then the big one — eco-conscious, inexpensive to run; but with the long range needed for Kiwi highways. Electric vehicles come with extended range each generation, but for those who want to embrace a solution right now (and one that has gone through customer feedback, research, tweaking, development and problem solving to prove itself) might find the answer right under their noses. It’s the traditional hybrid system, and it’s come a long way since the first attempts at a fuel/electric partnership back in the late 1990s. Yes, it really has been that long. An equal amount of time that the flagship for the non-plug-in, original hybrid concept, the Toyota Prius, became the darling of the Hollywood progressive set. Today’s Prius is not an early adopter’s novelty or a sign of conspicuous ecological credentials. It’s a no-nonsense machine that does what the people want; it transports a family in safety and comfort for long distances while using very, very little fuel. Recent tests by one of our local auto experts confirm that you’ll visit the petrol station on a monthly rather than a weekly basis, as the petrol engine receives a healthy boost from its electric counterpart. Moreover, there’s more to

In the five days to Sunday, June 15, forty police officers took part in a road safety blitz throughout Northland. The fact that this initiative was a success shows what a double-edged sword the word ‘success’ can be. Indeed, it was a win for all safe and sane motorists that more drunk drivers and unsafe motorists were taken off the road. However, it’s still distressing that even the 20 charged with being over the limit were there at all after years of campaigning. All in all, the five-day initiative saw more than 700 infringement notices issued, for everything from unwarrantable vehicles to excessive speed and using a mobile phone while driving. Drug driving, too, has been in the spotlight recently, with debate around the legal status of cannabis leading to both scaremongering and rational arguments around how to detect a driver under the influence and how long the euphoric effects of the plant take to wear off, in smoked or edible form. Much worse is the reality of amphetamine (meth or P) users or prescription drug abusers behind the wheel, and the continued combination of alcohol and driving from a recalcitrant remnant of the population. What this means is that the rest of us (those who seek to drive responsibly and safely) should take extra care with the
