Kaipara Mayor Neil Tiller, and Deputy Mayor, Julie Geange, were summoned to Auckland with CEO Steve Ruru, to meet Local Government Minister, David Carter, who said it had ‘become apparent that the council is dealing with some serious issues that it cannot cope with alone’. Mr Ruru said the authority will advise on a number of strategic issues, including the setting of appropriate rating levels and look at the effect of the Mangawhai wastewater scheme. Mr Tiller said that while council are not obliged to act on the recommendations, the authority may make, ‘they would be very foolish not to do so’. The authority is being appointed next week, following Kaipara-wide protests at massive council debt and projected rate rises under the draft LTP for which hearings are now underway. The hearings attracted some 3000 submissions from across Kaipara, but KDC corporate services manager, Barbara Ware, says despite fears all would have to be heard, council contact showed about 420 people actually want to speak to their submissions — 130 in Dargaville, 18 at Maungaturoto, and 272 at Mangawhai. “In our experience on the actual day, the number of speakers attending drops away,” she added. Originally, council set up three panels of three councillors to deal with the estimated 3,000 submissions, a system that would have been illegal, according

Ruawai farmer Greg Gent has been made an officer of the New Zealand Order of Merit in the Queen’s Birthday Honours, for his services to the dairy industry and corporate governance. He runs four Kaipara farms and was a leader in the merger of the New Zealand Dairy Board, New Zealand Dairy Group and Kiwi Dairies, to form Fonterra, as deputy chairman under inaugural chairman, John Roadley, and served on the board until November last year. He is currently on the Northland District Health Board as well as a director of the Southern Cross Group, chairman of BNZ Partners Northern, chairman of the Farmers Mutual Group and a voluntary director of the Equestrian Sports New Zealand board. “I am obviously delighted,” he said after the awards were announced this week. “It’s almost surprising how you feel. It really is an honour.”

From the Careers desk at DHS A valuable event in our Year 13 Career Programme is the annual Universities Trip where we take a number of students to visit some universities, attend Open Days and meet liaison and recruitment staff This year we had a large group of 39 Year 13 students attend this three day trip. Twenty two students attended an afternoon information session at The University of Auckland where they sat in on two mini lectures and then went on a faculty tour. Our students were looking at Arts and Humanities, Law, Engineering, Health Science, Business and Commerce, Computer Science, Architecture and Planning, Pharmacy and Teaching. The University of Auckland is huge, with about 40,000 students and many of the courses are oversubscribed, meaning entry is competitive and based on academic grades at Level 3. Some students visited Auckland University of Technology (City Campus in Queen Street) to explore Nursing, various Health Science, Business and Design courses they offer. AUT has about 22,000 students spread over their North Shore, City and Manukau Campus sites. We also took a small group to the Auckland office of Victoria University where we discussed Design and Computer Engineering courses, accommodation options and the benefits of studying in our capital city. After a break at Manukau shopping centre we arrived at Ngaruawahia Christian Camp where a number of other schools also stay in preparation for The University of Waikato Open Day held on the following day. Waikato has a beautiful campus, with modern buildings, picturesque paths, a lake and huge mature trees. The calm, hot and blue sky day certainly showed off the facilities to their best advantage and the students chose various mini lectures

to attend, navigated their way around the crowds and enjoyed the festive atmosphere with bands and stalls. Some students visited WINTEC, Hamilton’s large Polytechnic and looked at various Certificate and Diploma courses they offer, some of which they could enroll in without University Entrance and use to scaffold to Degree level if they chose. The next day we attended Massey University Open Day at Albany Campus. Massey’s main campus is at Palmerston North but they also have a campus in Wellington where they offer their very popular Design Course which trains over half of all NZ Design students. Massey is a leading science and research university and there were many fascinating displays and hands on events. Our students find this trip very valuable when deciding what courses to study and which institutions to apply for. A university education is an expensive investment and time spent at the actual venues exploring and comparing courses is hugely beneficial. This is an exciting and daunting time for our young people as they prepare to leave home and go from being a “big fish to a small fish” and we hope this experience lifts their confidence and helps them make good decisions. The Parish of Northern Wairoa, a primary member of the Kaipara Whanau Ora Collective, is establishing the service along with the Kaipara Community Health Trust and the Family Link Child Care Centre. The mission of the collective is to work together with and for whanau. Ritchie’s Bus Service, who ran four daily trips around the Dargaville township, ceased its service last week. “Mums with young children will struggle to walk their groceries home and our frail elderly will find it difficult to manage without the bus service. Many have no family to look after them,” says Reverend Susanne Green of the Parish of Northern Wairoa. Kaipara Community Health Trust CEO, Debbie Evans says, “it is a need in our community so we’re working together with the Anglican parish to fill the gap. The health trust runs a health shuttle service but it doesn’t transport people within the Dargaville town boundaries. This new service is not in competition with the shuttle and compliments and enhances the service to the community.” It is envisaged that the service will run five days a week, Monday to Friday, from 9am to noon and it will be driven by volunteers who have been police checked. “As a community we need to acknowledge the lengths Ritchie’s

went to in providing the bus service to our town. With low passenger numbers, the business struggled on for a year before closing its doors. That level of community spirit from a private business deserves our respect,” adds Debbie. A recent submission to the Northland Regional Council’s Land Transport Plan for concessions to reduce the ticket price was unsuccessful. “In this economic climate, Kaipara ratepayers are unable to handle further increases to the forecasted rates hike,” says Debbie. “We didn’t want people stranded without transport so we’re jumping into action straight away. Donations will assist with the running cost of the vehicle. We will ask passengers to book a day before they require the van. Ritchies have kindly granted us the use of the name ‘Town and Around’ and the original phone number 09 439 6306,” says Reverend Green. Debt prompts council oversight The KCRA is also encouraging all Kaipara ratepayers to withhold June rates instalments, supporting a rate strike in Mangawhai. Mr Manderson said council shortcomings and conflicts in it’s continued involvement in remedial action have been pointed out by Northland Regional Council, Farmers of New Zealand, Kaipara Grey Power and other community groups. “For council to so ignore community wishes — underscores its stubborn determination to embark upon a course which could be the subject of judicial review and add further expense to an already insolvent district.” KCRA has also asked Mr Carter to ‘urgently use your good offices to influence Kaipara District Council to withdraw the draft LTP and commence a full forensic enquiry into the past five years conduct of this council’.

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

Mysteries of the mullet  by Brian Eastwood

You have heard the stories of a harbour teeming with fish when settlers first arrived on the Kaipara. One report in 1885 said, ‘the whole harbour from Helensville at one end, to Aratapu at the other end, a distance of over 80 miles, seemed to be actually swarming with the largest and finest mullet in the world.’ M. Patrey, a Frenchman fishing out of Helensville wrote twelve years later, ‘thousands are to be seen in all the creeks, at night you can hear them swarming. Six months ago I got 300 dozen in one haul, of which I sent 180 dozen to the markets. About 500 dozen is the biggest haul of fish ever caught in the Kaipara’. Not surprisingly with so many mullet in the harbour, three canneries started production in the early 1880s. The first

by Masefield Brothers in Helensville, and others in Batley and Rangiora. Each was soon running five or six boats. But fishermen started to worry that mullet were becoming less plentiful and asked the government for a closed season. It was declared from December 1886 on through to the end of February but not repeated. Scientist and Geological Museum director Sir James Hector was asked to investigate. He thought that there was no

need for a closed season but admitted that there was a lack of knowledge about mullet, even to the extent of not knowing how many species there were. The biggest mullet he saw was caught at Batley, weighed 2 ½ pounds and was 18 inches long. He spent a year visiting Kaipara, talking to fishermen, cannery owners and Maori. Some of their opinions are surprising. One fisherman argued that throwing fish scales into the sea did much damage, although most believed that the worst enemy of the mullet was the thousands of shags in the harbour. Early Maori kept the shag numbers down by eating them, breaking the eggs or killing the chicks. Dargaville restaurant owner Mr. Moro told how in the summer he often saw schools of fish leaping at high tide near the bank opposite the town. But Central Hotel proprietor, Rodgers, said he saw fish leaping opposite his place only when the Osprey was laid up for repairs. Several fishermen did blame the

paddle steamer S.S. Osprey for churning up the channels where mullet spawn. The other five or six steamers on the harbour did similar damage. Most agreed with that and told Hector that it was not the number of fish taken but the disturbance to the harbour during breeding times that was causing the problem. Sir James reported that it was exceptional to find a female mullet among a mid-summer catch. He decided that the females ‘slink off singly down the channels into deep water and out to the ocean immediately before spawning.’ And that means they must pass through Kaipara Heads. As recently as 2006, scientists Chris Paulin from Te Papa and Larry Paul from National Institute of Water and Atmospheric Research have said that they can echo Hector’s words that ‘there is a great want of accurate information still required on the subject of mullet’. With big changes planned for the Kaipara Harbour perhaps the time has arrived to find out more.

Wellsford library launches Ruawai kindergarten opens

Auckland Mayor, Len Brown, will turn the first sod at the site of the new Wellsford Library next week. The purpose-built community library gets its start from the mayor on June 16, and it will be constructed in War Memorial Park adjacent to the Albertlanders Heritage Centre, at a cost of $3.6 million. It’s due for completion early next year. The library site on Port Albert Road will include car parks for both it and the museum all in a new plaza surrounding the two buildings, which with the war memorial background, will become the site of ANZAC observance ceremonies. The modern library will have an emphasis on space and natural lighting and the architects add that it will include sustainable design principles, insulation and double-glazing for winter warmth,

and a rain-garden to deal with carpark stormwater runoff.

It will also include more space for recreational reading and study, space for hosting events such as storytime for children and adult book groups, areas for children, teenagers and adults, a digital media area and high technology including Wi-Fi and more public computers. The finished library will also feature art works and carving sourced locally which are intended to bridge the new building with the history of the area, and the towns links with the Kaipara harbour, from where the first settlers, the Albertlanders, made their way ashore. A mural produced to commemorate the 150th anniversary of that landing will also be displayed at the museum-library complex.

It was a day of celebration for the local community when Ruawai’s new kindergarten opened last week. “A community open day gave our children and families the chance to have a wander around and check out the new facilities,” said head teacher, Sara McKinley. “The building is located next to the Ruawai Primary School and adjacent to Ruawai College on State Highway 12 and will create an ‘education hub’ for Ruawai and Kaipara communities, which will help the kindergarten children with their transition to primary school. It will be licensed initially for 30 children, increasing to 40 at a later date. Twenty hours ECE are offered to children aged three to five years old. Enrolment forms are available at the kindergarten office and families are welcome to visit during session hours.

Letters to the editor Dear Sir, Over the past two or so years, my interest in local politics has grown substantially. Without a doubt, the Mangawhai waste water scheme has been the catalyst for this unprecedented interest. I’ve read much of the history of this utter disaster from both local media, and from the council’s own records and I’ve been the recipient of much local commentary on the issue. Through all of the diabolical council decisions, public comment, warnings and latterly, uproar, I notice there has been one constant. Tiller, Geange and Sutherland have been there and been involved. They have ‘blood on their hands’. Despite the treacherous denial in local media, by one of the aforementioned, council’s own records show these persons present at meetings where disastrous motions were put, and passed. The only names I see opposed are Rogan, Guest and Larsen. All of whom have experienced the wrath of council for having the temerity to insult the Great Leader and Deputy by asking intelligent questions and offering common sense alternatives or comments on legal advice they themselves had sought on various issues. Council records show critical meetings, public excluded of course, have been run without any regard to due process and in several cases, legally questionable

motions moved and passed. That’s what has lead us to having the dubious honour of having the highest per capita debt of any council district in New Zealand! What I find truly repugnant in all of this is, now these same inept, irresponsible, naive fools, want us to support them in fixing the problem they created? Their ill thought out Long Term Plan can only be described as a hastily written, illegal, bureaucratic disaster, that has the serious potential to utterly destroy the livelihoods of most Kaipara residents. THIS CAN NOT BE ALLOWED TO HAPPEN!! The Three Amigos, must go, and GO NOW! Ford Kuga unleashed for Field Days There’s no denying it — small SUV’s are cool right now. There are very few items in history which have combined style and substance so well, and the public can’t get enough. Forget Prada and Louis Vuitton — names like Evoque and X3 are smoking hot property Which is why it’s interesting to see Ford’s flagship small SUV, the Kuga, at the forefront for Field Days this year. It’s a hint that beneath the ‘kinetic’ design cues and sumptuous leather of the Titanium model (Ford’s top of the range) lurks a surprising whack of power and some clever underpinnings which make this off-roader actually work off road. Of course the style is there in spades — a blend of aggressive lines and a tough, no-nonsense stance give the Kuga an appearance which is more suited to the high plains than the high street, but which wouldn’t look at all out of place in front of the trendiest of cafes. The Titanium model also sports some of the most stunning alloys available outside of a mad Japanese tuner’s catalogue. Motoring writers around the world have agreed that the Germanengineered Kuga (built in Saarlouis, in fact) handles well, MacPherson struts at the front and Focus-style control blade suspension at the rear

giving it a ride others envy. It’s also extremely well put together, generates 134 horsepower from a quiet, effective diesel and can fit the whole family comfortably. The real trick — and the reason why it’s a good idea to seriously consider the Kuga if you’re in the market for a station wagon, crossover or small SUV — is that it won’t be at all out of place at the Field Days at Mystery Creek. The people who built the Ranger and the Territory don’t do things by halves, and the Kuga will work as well and look as hot in a muddy paddock as it will in Remuera. If that wasn’t enough, Hugh is also an inventor in his spare time and has been selected for a place in the Innovations section at Mystery Creek with two entries, a liquid separation jug and a universal vehicle spray gun holster. “The Milly Moo cream and liquid separator — patent pending — is named after our Friesian house cow, Milly,” says Hugh. “I was milking her daily and wanted to be able to separate the cream from the milk. Separators are expensive to buy so I thought why not fit a tap at the bottom of the milk jug. The result is full cream from the top and trim milk at the tap. It’s simple and it works.” “The great thing about the jug is that it is also suitable for other liquid concoctions such as fruit smoothies.” “The national farming field days is a great venue to launch the product as I believe there is a market with dairy farmers and lifestylers. Although the

aim is to direct market via the internet, I would also like to sell the products through our local stores.” The vehicle spray gun holster is Hugh’s second entry in the fieldays. The holster contains the spray gun and wands which enables the driver to use both hands to control the vehicle. The primary holster is fitted to the driver’s door while spraying is in progress and a secondary holster is fitted to the rear of the door when in transit and entering or leaving the vehicle. “It is a lot safer than using a quad bike and you get music and air conditioning as well,” he added. “There has been interest in both products from the United Kingdom and United States. A popular Government scheme to assist early adopters of new clean, green technology is coming to an end this month, prompting controversy in the alternative energy industry. At a time when the issue of part privatisation of power companies is in the public eye the cancellation of grants for adopters of solar water heating in homes would seem counter-intuitive, but the flagship EECA scheme will end for good on June 14. This gives a narrow window of opportunity for those who have been considering the option for their homes — and while the sale of such a system and the paperwork to apply for the grant must be completed before this date, installation need not be undertaken until late October. Solar hot water heating is a great way to save on home power bills — heating a 180 litre cylinder for showers, baths, cooking and cleaning can make up a third of a Kiwi household’s power bill. And while gas and heat pump technology are also available to obviate electricity costs, the free energy of the sun has been seen by many as a better

option, especially in the north where sunshine hours are plentiful. Local solar hot water specialists Plumbing and Heating say that while the initial outlay for a solar hot water system (averaging about $5,500) is a considerable investment, such systems pay for themselves well within the warranty period. The $1,000 grant provided by the EECA has been a big initiative for early adopters and has encouraged people to look at the options. Their advice to those who would like to benefit from solar hot water heating (and the government grant) is to talk to them sooner rather than later. The most important issue is to get the paperwork sorted before the 14th, take advantage of the grant scheme before it disappears, and enjoy lower power prices in the years to come.

Reshaping Tokatoka corner

Major road works now underway at Tokatoka will provide a wider roadway around the bluff jutting into the Northern Wairoa River. “The work involves improvements to the guardrail there to add more width to the highway, making the corners easier to drive round, and the removal of vegetation,” said the New Zealand Transport Agency’s regional asset manager, Steve Mutton. “All up, the work is costing around $300,000 and will be completed next month.” Across Northland, there’s a maintenance ‘blitz’ on the state highway network “Approximately 100 kilometres

of state highways in some 250 locations — including Tokatoka — will be affected by the intensified maintenance schedule, Mr Mutton added. “We have compressed the work into a relatively tight timeframe — six weeks or so weather permitting — to reduce the inconvenience the $7m programme will have on the region’s road users. Traditionally, this programme has taken three months to complete. “There will still be delays and speed restrictions while we complete this maintenance work, but it will mean that we can complete our work and provide drivers with safer highways a lot more quickly.”

Dargaville blood donor gives 50 times The theme for World Blood Donor Day is ‘Every blood donor is a hero’ and recognises the generous donors who give an hour of their time each year to give blood. Dargaville has its own hero, Shirley Andrews, who recently received recognition from the NZ Blood Service for having donated blood over 50 times The New Zealand Blood Service will be collecting in Dargaville this year on June 14 and 15. This coincides with World Blood Donor Day on June 14 which recognises the generous donors who give an hour of their time each year to give blood. As just one donation can save the lives of up to three people, Shirley has

potentially saved 150 lives. “I was nursing in the early 1960s and saw how precious blood was. Donating blood is something that you can give so easily and my family has benefitted directly from it,” says Shirley. Shirley has passed her good practice on to her children who are also regular donors.

The biggest use of blood products is for the treatment of cancer, surgery, mothers and babies and accident victims who often require multiple transfusions of blood. As most of today’s medical care depends on a steady supply of blood from volunteer donors, the NZ Blood Service needs to collect 3,000 donations each week nationally to meet demand. The collection will be held on Thursday June 14, 12pm to 6pm and Friday June 15, 8.30am to 1.30pm at the Dargaville Town Hall, 37 Hokianga Road. Incomes are like the high and low tide, which can change quickly and dramatically. New Zealand farmers are the cornerstone of the New Zealand economy and are well known world-wide for their co-operating nature in selling their product. Farming is continually under threat by the majority of urban based consultants and environmentalists, many of them wanting environmental controls placed on the farming community. We are currently under siege from district councils, who are trying to introduce targeted roading rates, which will see rates soar thousands of dollars for forestry and dairy farming, due mainly to higher roading charges, but will decrease for many others in a very inequitable way. Farmers of New Zealand believes that the Far North District Council and the Kaipara District Council have not consulted sufficiently with the farming community and that the consultant’s reports undertaken by both councils are very subjective. The costs in relation to dairying and other forms of the rural sector differ greatly between the two districts. One could suspect that the reports have been tailored for the benefit of the client as there is no commonality. The Minister of Local Government has stepped in at Kaipara over the rates debacle and forced the Kaipara District Council to accept a Ministerial review team. Farmers of New Zealand believes that if this Ministerial review team is not installed

with the necessary powers to intervene in the Kaipara District Council leadership, which has destroyed ratepayer confidence in a council that had a reputation of being a good little council to one that has gone bad, we will see little improvement. Fonterra’s announcement this week, that 30 cents per kilogram of milk solids, is going to be deducted from the current 2011/2012 season’s milk payout, will slice $30,000 off the average dairy farmer’s income. The payout forecast for the forthcoming 2012/2013 season of $5.95 to $6.05/kg milk solids before retentions will mean that Northland dairy farmers’ incomes will have reduced by some $200 million from the $8.10/kg milk solids payout received a year ago. With on-farm costs of $3.90 to $4.10/kg milk solids and an opening advance rate of $3.85 until 20 February 2013, this will mean that dairy farmers will be seriously strapped for cash and will mean minimum discretionary spending. Urban businesses will suffer dramatically. With district councils’ proposed substantial increases in rates, many will be unable to meet their financial commitments. Kaipara farmers who have purchased farms in the past four to five years have had their properties devalued by up to 24% by Quotable Value NZ and this has destroyed what equity they had. It is important that we farmers co-operate and unite in defending our businesses, our livelihoods, from those who simply see farming as the means of funding their everincreasing demands. Stand up and fight.

Young Dargaville powerlifter raises the bar Hugh Thomson has taken first prize in his division and broken four records at the Northland Powerlifting Champs recently held in Kerikeri

— is it an old wives’ tale? Any one noticed joint pain can increase when the cold damp weather arrives? Many studies have explored the relationship between joint pain and weather changes, such as pressure changes, temperature humidity. Evidence supports it but it is not proven yet! Hugh won first prize in the 83kg under 19 years division for the total combined weight for squat, bench press and deadlift. Hugh has been training seriously for 12 months under his father – Brian Froggatt’s watchful eye. Brian needs no introduction as a powerlifting champion, having competed nationally and internationally with two world champ bench press gold medals under his belt. He has over 40 years’ experience in weight training and competition and for most of that time has been passing on his insight and experience to others. “I get a lot of satisfaction seeing people train hard, improve and do well,” says Brian.

Hugh attends Whangarei Boys High School and returns to Dargaville in the weekends. He trains three times a week, both in Whangarei and at Brian’s Gym. “Three times a week is optimum. In order not to overtrain, you need to have rest and recovery periods in between.” Hugh will head to Tauranga on June 9 to compete in the North Island Champs and has qualified for the National Powerlifting Championships in Dunedin in August this year. “Hugh’s next challenge is to carry off a 200kg deadlift which is quite within his reach.”

Council admits incompetence, calling for Government Review assistance Council 12 months or so ago spent around $300,000 strengthening senior management, paid in secret a similar sum to change the CEO, then engaged several specialist accounting and financial consultants to prepare the draft LTP and now after its hurried preparation and failure to meet all precedent legal enquiries “INVITES” the Minister of Local Government to send more advisors! 4th time lucky perhaps! Ratepayers will be paying up to $1,000,000 for the cost to prepare an unacceptable Long Term Plan that has attracted thousands of submissions from opponents, is demonstrably unaffordable, probably illegal, and will be disastrous, yet our Councillors collectively lacking judgement and courage persist wasting further costs. This Council also apparently declined a fixed price $480,000 offer to review the District Plan, and instead allegedly accepted one from Beca Consultants beginning at around $400,000 which has already reached $4,000,000; and Council has provisioned a further $2,000,000 most of which could be saved. In addition, annual running cost recoveries from EcoCare, Dargaville Pool and sewage fiascos etc. are approaching $4,000,000 deficit per year, in spite of Council’s legal obligation to balance budgets. Council also has $30 million of debt of doubtful legality that it has not properly pursued.

($0.5m) In this way we have $6m of the $6m Council needs, taking a common sense approach, living within their means (just as ratepayers have to), checking their accounts, and acting responsibly.

Mark is also a stall holder at the Matakana farmers’ market and Mangawhai village market and sells his bread to cafes and retail outlets. “I hand make all my bread at the bakery kitchen in Wellsford where we also do bulk pre-ordered bread at wholesale prices. We only use four basic ingredients of flour, water, salt, yeast and in some cases sugar, with no additives or preservatives,” says Mark. The scrumptious range includes traditional sourdough baguettes, light rye and seed loaves, wholemeal tanks, bacon and cheddar loaves, sesame rolls, Turkish pide, garlic flat breads as well as his regular ‘loaf of the week’. “Our famous flour baps and buffalo rolls are used by other stall holders at the markets for their burgers.” Riverside Produce Markets are held every Thursday from 2.30pm to 5.30pm, corner Totara and Kapia Streets.
