“However, I still have the backs of the Kaipara people. I am not going away, and (parliament) is just the next step. The reform storm being brewed by the government grows. Three Waters, SNAs, RMA and health reforms are among what’s forecast to impact the lives of Northland people and radically alter our democracy.” Dr Smith was the Nor thland representative on the Three Waters panel, and this appears to have been the springboard for his new direction. “I’m disappointed but not surprised that the government has accepted most of the recommendations of the working group on which I was a member,” he said. In an earlier reference, he stated: ”This model of reforms for stormwater, drinking water and wastewater will now absorb all KDC’s drainage districts, including Raupo/Ruawai, which will mean local decision-making for these places will be lost from us. Overall, I regard the proposed government reforms as an insult to democracy. “Going forward, I hope there is a healthy debate to find the best mayoral candidate for the job I have greatly enjoyed in leading Kaipara District. If we had several very good candidates contesting for the mayoral job, it would be great for a healthy democracy.” Nominations for elected members of the council close 10 weeks from now, on August 12. Dr Smith said he was pleased to have led the KDC “out of a very dark period and being able to serve the

Mayor’s Message Kia ora, At the 25 May Kaipara District Council meeting the Exposure Draft of the Kaipara District Plan was discussed and a decision made to hold back on the official release and consultation of that “rule book” document. The reason for this was to allow Elected Members more time to consider the impacts of what’s proposed. It will be coming to a Council Briefing on 15 June for that additional conversation and then is expected to return to a subsequent Council Meeting where a decision will be made, hopefully at the end of June. KDC has been preparing this District Plan Review in very fast time and among Elected Members there are different opinions about what’s planned. Not everyone may agree with every aspect of what may be in the Exposure Draft but having good discussion and getting shared understandings is important. The Exposure Draft is expected to be released in the middle of the year and then the public will be able to get into it for themselves, confident in the knowledge Elected Members have been well-engaged with this with robust discussion here and there along the way. That’s the process! Certainly right now it’s clear there is heightened interest in the community about what’s in the Exposure Draft of the Kaipara District Plan. More to follow on this.

Elected Members asked staff to continue identifying considerable savings and cost reductions wherever possible, keeping the planned programme of work but reducing the rates increase. We’re pleased the forecast total rates rise (excluding water) average of 4.86 percent is below what was indicated in Year Two of the Long Term Plan (7.13 percent). Trying to eliminate unnecessary costs and hold the reins tightly on rates has been a focus here. With the cost-of-living crisis and inflation running now at 6.9%, keeping costs contained is a real challenge for Council, especially for large projects. For smaller things, as a way to contribute personally to keeping down the costs of the Council, for years I have paid for the Mayoral mobile phone and all my work calls myself, not charging the ratepayers. Some Elected Members don’t charge any expenses to Council at all, and in the new leased Council building in Dargaville there is no Mayoral Office. When added together these kinds of cost savings help to ease the burden on ratepayers at a difficult time and show our commitment to prudent management of finances.
p Rebecca Blatherwick’s appeal to raise money for cystic fibrosis has been a success, with $1,903 handed over to Cystic Fibrosis New Zealand. Rebecca braved the autumn weather to run a fundraiser and raffle in Dargaville’s main street last month, delivering 800 chocolate fish and taking in many hundreds of donations. She would like to thank supporters Jon Matich Surfwear, Fosters, 100% McKay’s Electrical, Goodlife, Bee Active apiaries, AD Focus, Knots by Kristen and the Wade family. Four thousand native trees have been sourced thanks to the Matariki Tu Rākau Trust, which offer seedlings for community and memorial projects. Sport Northland has proposed a shift to its board of trustees structure, which some Kaipara District Council members fear may marginalise the district’s voice within the sporting organisation.
Artist Janno McLaughlin has conceived a way to highlight the humanitarian crisis in war-torn Ukraine, using art to send a metaphorical hug to the civilians whose lives have been upended.
“We as Sport Northland have made a commitment, and changed our board of trustees structure,” said Sport Northland chair Libby Jones at last week’s council briefing session. The changes, supported unanimously at the Sport Northland AGM, will see the board drop some elected members and replace them with appointed ones. KDC councillors supported one stated purpose of this move — to promote engagement with Māori. However, several members questioned whether a smaller board with less district involvement would mean that Kaipara was locked out. The proposed new structure would see just two board members appointed by Northland’s Mayoral Forum. Councillor Peter Wethey was forthright in his questioning, citing the experience of the KDC with the previous structure of Northland Inc, which he opined had not given Kaipara adequate representation. Northland Inc is now structured differently to deliver more inclusive outcomes. “We want to make sure we are part of the action,” said Councillor Wethey. “If

The Kaipara District Council’s fees and charges have been approved for the next fiscal year, with reductions to some services despite inflationary pressures. In addition to a restructuring of resource consent applications to make it slightly less expensive to reach the notification stage of the process. Dargaville Police Station’s well-known Watch House Officer, Margaret Rasmussen, has retired after 14 years of service, saying the job has been anything but boring. “It has been interesting, exciting and sometimes sad, but never uneventful,” says Margaret. She’s stepped down to enjoy some retirement rest and relaxation after a dual career in education and law enforcement. “I applied, at first, for a change of career, after teaching for many years. In 2007 I saw a classified advert looking for a jailer at the Dargaville station, and I thought I could give it a go.” p Margaret Rasmussen has served the public of Dargaville “I started as a casual worker for 14 years as Watch House Officer with the local police on the front desk, instead of taking the jailer’s role, and soon says she has 14 years’ worth of journals incumbent office manager Maria detailing nearly everything that has Nordstrom went back into uniform that come across her desk. A shortage of skilled professionals gripping the nation has turned into an era of opportunity in Dargaville, as the growing town offers a motivated customer base for those seeking a future. Very low unemployment across New Zealand, hitting just three per cent in recent months, has seen difficulties in regional and rural companies recruiting staff. Dargaville has fared much like other provincial towns, with gaps in the business landscape displeasing to locals but could provide excellent opportunities for the right people. “This is a great place to live, with excellent lifestyle and leisure activities and friendly citizens,” s ays Dargaville C ommunit y Development Board spokesperson Lorraine Davidson. “What we need is for skilled people to invest in our town, as there are approximately 5,000 people in central Dargaville and 11,000 in the surrounding districts who are calling out for professional services.” Recent moves have left the town with no dentist or full-service optometrist, to name but two openings. Somebody working in a subpartnership role in a medical practice in Auckland could conceivably walk into pre-prepared premises for these professions, be self-employed,
and have a customer base in the thousands on their doorstep. Other trades in high demand span the full automotive spectrum. Dargaville no longer has a specialist non-agricultural diesel centre and needs panelbeaters, mechanics and auto painters. Existing businesses are keen to take on staff and grow, with customers all but demanding that they take their money to go on waiting lists. Plumbers, electricians, builders, and metalworkers are also sought. At the same time, there is a definitive space for new veterinarians within existing practices catering to rural needs and filling the role of a small animal specialist or pet vet. The advantages are manifold, not just a faster track to selfdetermination as a business owner or the potential to command a virtual monopoly within certain niches. Dargaville has less traffic, less crime, better outdoors recreation options and less expensive real estate than the city centres, so setting up business there is also a sea change lifestyle choice that could cut commute times and stress. ¢

Northland Dairy Development Trust is holding a field day on its research farm, near Dargaville, on Wednesday, June 15, at 10.15am. “We are one year into a four-year study, and we are looking at how farmers can adapt and mitigate climate change,” says Northland Dairy Development Trust coordinator Kim Robinson. June 1 was a notable day for more than the usual Gypsy Day movements this year. The start of winter was also when the Northland Agricultural Research Farm finished its research year. “We took learnings from our previous trial and think these are the systems we will run for our climate change trial.” The trials observe milk composition, pasture and milk production and labour input and management difficulty on each farm. The NDDT is currently running three farmlets and comparing them between production, profit and people stress. The control farmlet represents the research from previous years and is the benchmark for the other farms that are compared. It is an example compatible with most farming systems today. It is the most profitable of previous supplement trials.
“Farmlet two is all about alternative pastures. Our farmers are trying to see if it copes with the warmer summers better,” says Kim. The alternative pastures farm looks to address feed deficits using what is grown. A minimum of 75% of pastures have fescue, cocksfoot, herbs and legumes. The herd is also fed palm kernel expeller. The third farmlet is focussed on low emission targets given by the government. It wants to see a 30% reduction in methane gas by 2050 — innovative science could help pave the way to this figure. “On our low emissions farm, we had to pull the supplements out, drop the stocking levels, and put no nitrogen on that farm to meet the government’s targets. The production is obviously a lot lower, but we will be able to compare the profits.” The low emissions farm has aimed for a 25% methane emissions reduction and nitrous oxide emissions reduction of 50%. Nitrogen is applied to this farm and the herd feeds on remaining ryegrass and kikuyu with low to no imported supplement

or feed. With the government’s focus on reducing emissions, contention remains among farmers surrounding biomethane and how the reduction will affect them.

Now situated just around the corner in Edward Street, the local firm’s new yard and facilities were built to service giant trucks and earthmoving equipment, making them ample-sized to tackle tyre issues as winter bites. “We’re pleased to be here in Edward Street after a busy but hassle-free move,” says Kathee Ballantine. We are definitely open for business just around the corner and ready to help you all.” This time of year, some of that assistance comes in the form of timely advice. In these days of annual WOF checks for many vehicles, tyres can become worn down to dangerous levels over summer without a second thought. When dry roads give way to slippery, wet and icy conditions, trouble can be the result. The answer is a swift pre-season check to ensure that you’re rolling on reliable rubber. There are a few areas to look
at, according to the experts, but the first is to check the pressure in each tyre, and fill them up to an even, recommended amount. The pressure you should inflate your tyres to is printed on the sidewall; look for the figure next to the letters PSI and fill accordingly. At the same time, check the sidewalls, both outside and inside, under the car, for bulges, bumps or cracks. Robin Phillip Dickens of Maungaturoto, has made application to the Kaipara District Licensing Committee for the renewal and variation of an on licence in respect of the premises situated at 35 Hurndall St Maungaturoto known as Maungaturoto Historic Inn. Kaipara District Council adopted an amendment to the Kaipara District Speed Limits Bylaw 2018 at its meeting on Wednesday 25 May 2022. The amendment to the Bylaw comes into force on Monday 13 June 2022. The amendment sets new safe and appropriate speed limits in the Mangawhai, Hakaru and Kaiwaka areas, including Oruawharo Road and Oneriri Road. The new speed limits better match the road environment and are aimed at reducing serious injury and fatal crashes on our local roads. In most cases, urban roads in Mangawhai Heads, Mangawhai Village and Kaiwaka will become 40 km/h on 13 June, to make them safer for all road users, including pedestrians, cyclists, and children. Speed limits on most sealed roads outside the urban areas will be reduced to 80 km/h or less. Roads and their new speed limits are set out below, or can be viewed, along with a full copy of the amended Speed Limits Bylaw 2018 on Council’s website at www.kaipara.govt.nz. A copy of the Speed Limits Bylaw 2018 is available for viewing at the Kaipara District Council Mangawhai or Dargaville service centers and the Dargaville Library. It is also available on the Kaipara District Council website.
