Three Waters faces many questions

The Water Services Legislation Bill, to establish the government’s Three Waters programme, is in select committee this week, as politicians debate the many questions asked in submissions on the bill.

Local Government New Zealand (LGNZ), the organisation advocating for councils like the Kaipara District Council, presented a submission with at least 133 points of concern to the committee, highlighting what they see as weaknesses in the proposed law. It’s one of 442 submissions questioning parts of the proposed law.

Chief amongst them are fears that rates must rise, despite government assurances that Three Waters would deliver cheaper water services. Concerns were also raised that the transfer of assets to new Water

Services Entities could occur without there being agreement as to the assets and land specifically to be transferred.

‘When economies of scale and scope are lost as a result of Three Waters services ceasing to be part of the portfolio of council activities, councils may need to increase their general rates to cover the real costs associated with their remaining functions,’ the LGNZ report states.

The organisation was also adamant that councils should not act as ‘debt collectors’ for the new WSEs, as this, too, would bump up council costs.

‘Councils oppose being compelled to collect revenue for a service they no longer control and deliver, partly because it will exacerbate public confusion about who is accountable for water services,’ opined LGNZ.

In addition, it was noted that rural supplies to small communities would no longer be able to opt out of the WSE regime and instead come under community control. Chairing MP Kieran MacAnulty and the committee will read all submissions before suggesting changes to the Water Services Bill in May. 

Greetings,

There’s not much to say about the extreme weather events of last month that hasn’t already been said, so I’ll keep it short. We can all be immensely proud of the efforts across the district to get us back on our feet and moving forward. Our Mayoral Relief Fund is currently receiving applications from those most in need.

Both Cyclone Gabrielle and the Mangawhai rainfall event have collectively done a lot of damage across Kaipara that will need to be repaired. Many are not easy fixes. We are a small council with small rating database and do not have the fat in our budgets to set aside large amounts of money for possible emergency works year to year (we do budget for a small amount). For roading, Waka Kotahi have already said they will be subsidising works to get our roading network back up and running but have not confirmed yet how much the subsidy will be. Currently we are now reviewing all our projects planned for the coming year to understand where we may have to reprioritise funding. We are continuing to look through our budgets with a fine-tooth comb and will keep you updated as we move towards finalising the budgets and the adoption of our next Annual Plan (2023-2024).

Southern’s new leader

 Craig Woollam (right) is the new club captain at the Southern Rugby Club in Te Kōpuru, taking over from Chris Fife, who has served in the role since 2009. Craig says that his focus, as the club completes a big refit of its buildings, is on promoting youth rugby and supporting up-and-coming players. A donation of new flags and pads from FMG is helping to set the scene for a new season of success with Craig at the helm in partnership with what he calls a ‘fantastic’ committee and coaching staff.

Players of the future

I made it out to the Northland Fields Days a couple of weekends ago. It has returned in great spirit to Dargaville after three years and with approximately 17,000 people through the gates it was humming. You could tell everyone really enjoyed getting out in the sun, catching up with friends and enjoying the exhibits. Council had a space where we could meet and listen to what our community had to say and what they wanted for the future. It brought home to me the value of these conversations and staying in touch with community aspirations. I really enjoy these events and I hope those of you who attended did too. Thank you to all those who took the time to talk with us, and congratulations to the organisers for another successful event.

 A large crowd of high school students turned out to sign up for Northern Wairoa Rugby’s 2023 season, with both girls and boys queuing to put pen to paper and join a team. With encouragement from Sharks and Taniwha alumni at the muster, the young players heard how opportunities on the field could lead to valuable experience and skills for life.

 Attendees report more than 450 classic and vintage vehicles made the trek to Hikurangi to support a fundraiser for local firefighters. More support announced for farmers

Aid is doubling for farmers struck by cyclone damage, including Kaipara’s kũmara growers, dairy, sheep and beef farmers and crop cultivators.

After an initial tranche of $25 million was announced soon after the cyclone struck, further assessment of farm damage was undertaken. That included visits by agriculture minister Damien O’Connor and prime minister Chris Hipkins to Kaipara and the realisation that the detrimental effects of Cyclone Gabrielle would be prolonged.

“We knew there would be more need during the response phase, as people took time to take stock and work through their clean-up,” said Finance and Cyclone Recovery Minister Grant Robertson. “Ministers are working on the next steps of support as the regions move to recover and rebuild from these events.”

The need for aid proved great. More than $17 million was applied for by farmers within the first two weeks of the fund being opened. An additional $26 million will be added, allowing more farmers to access help.

It includes growers in the decimated kũmara industry of Kaipara. With some growers reporting 70 to 90 per cent destruction of their crop, the favourite vegetable of Kiwi cuisine will likely remain costly until next year.

However, growers urge people to buy it if they can, as every dollar back to struggling

Rotterdam to Ruawai

Leading Dutch consulting engineers Royal Haskoning DHV has been asked to undertake a technical risk assessment for Ruawai’s defence against changing sea levels.

Ruawai’s experiences during Cyclone Gabrielle were harrowing, but locals are praising the century-old drainage systems, which prevented an even greater catastrophe, even as the engineers from the Netherlands bring their 140 years of experience dealing with land protection to bear. The firm was founded in Rotterdam in 1881 by a tutor from the Royal Netherlands Military Academy.

‘The Ruawai community has an important history of flood management and drainage management. It can be resilient and can thrive if, together, the community and council are able to adapt at the right time and in the right way,’ says the introduction to the Ruawai Adaptive Pathways project, as presented to Royal Haskoning DHV.

“In the words of Arnold Schwarzenegger, ‘we’ll be back’; we’re a resilient bunch. It makes you proud of the community,” he says. 

Lessons learned from the events of last February will feed into a forthcoming report on adapting to a changing climate. Ruawai leads the country in this adaptive response, with a new group empanelled to plan for a secure future. Eventually, it is expected that all communities in Kaipara and the whole of New Zealand that are facing increased coastal hazards and sea level rise will carry out this type of planning. Some locals say that Ruawai already provides a good template to follow.

“The cyclone was the biggest test we’ve had, but the community has come through,” says local businessman Anthony Blundell. “Our forefathers who built this drainage system were visionaries. It’s time for people to recognise Ruawai and take our town as a good example.”

Royal Haskoning DHV will prepare a detailed report to be used by the committee in forming their future plans, with results by July this year. 

Couples without ‘pre-nup’ tend to regret it

Couples without a contracting out agreement or ‘pre-nup’ tend to regret it, a recent survey by the University of Otago has found.

While over 80% of couples surveyed didn’t have a formal contracting out agreement, when relationships didn’t work out only 16% of couples followed through on their original intentions regarding how to deal with the split. It inevitably adds stress and resentment to an already difficult situation.

For couples with a formal (lawyercreated) contracting out agreement, the compliance rate was significantly higher, 63%. Where couples tried to create the contracting out agreement themselves (without a lawyer), the compliance rate was only 21–29%.

The lesson seems clear: you take a significant risk if you decide not to sign a formal contracting out agreement to protect assets and instead rely on an informal agreement.

What is a contracting out agreement?

Contracting out agreements (COAs) set out how your property (any, not just real estate) will be divided if you and your partner ever separate. These agreements are not just for married couples. You can also have an agreement if you are in a de facto relationship. If there is no agreement, then the Property (Relationships) Act

1976 will decide how your property will be divided once your relationship reaches a certain point (typically three years). It is usually prudent to get an agreement in place before the three-year mark. What else did the survey participants say?

The survey also asked participants how they felt about having a formal or informal COA (or none). There were common themes in the answers, such as participants regretting not having a contracting out agreement and, in hindsight, wishing they had one. Some wished they had protected the family inheritance, or their pre-relationship home, while others expressed that they were too scared to raise the issue with their partners. Perhaps unsurprisingly, the survey also noted that “most participants who had experienced separation said they now have, or will have, a contracting out agreement for their next relationship.”

Barriers to getting a contracting out agreement

The perception of the costs of setting up a COA was highlighted as a barrier to couples getting a formal agreement. However, the costs of not having a formal

agreement can significantly outweigh the initial investment in good legal advice. If you separate without a COA, you may find yourself dependent on your lawyer to advocate for you during a stressful and emotional time. It will allow you to put its terms into action without the need for further extensive advice and litigation.

Other couples don’t want a COA because they feel it is ‘cynical’ or ‘unromantic’. Rather than thinking of a COA as ‘planning to separate’, it is more helpful to treat it as a form of support for you both — an insurance policy to save

you both stress in case that rainy day ever comes.

Other survey respondents believed placing their assets in a trust would be enough to protect them in the case of a relationship breakdown. However, trust law has evolved and currently does not swing in favour of the protection of relationship property. A COA provides far more protection for your assets than a trust and far less ongoing expense.

Cyclone bill tops $34 million

The repair bill for Kaipara District Council infrastructure following Cyclone Gabrielle may top $34 million, with as little as $10 million coming from central government agencies.

Councillors heard the grim toll at last week’s briefing as staff began to tally the rebuild. Best current assessments indicate up to $9 million to repair land drainage systems, $3 million for stormwater, $2.5 for wastewater, $20 million for roading and $300,000 for potable water supply.

These figures exclude the weather bomb event of February 24 that caused further damage to Mangawhai, and they also exclude roading costs associated with state highways, also badly damaged. Across all these categories, the only central government aid comes from roading body Waka Kotahi.

“The estimated cost to repair is significant for our small council. Even with the subsidy from Waka Kotahi, the council is still looking at a significant investment of approximately $12 million to $21 million,” said the KDC’s Anin Nama.

“Council will need to be prudent on how the financial impacts are managed. Council staff have commenced a review of the 2022 to 2024 capital and operational budgets to establish what projects can be

“There is no system which can cater for the events that have struck over the last month. There may be cases where if we do have another event of this nature, we may see the same problems,” he said. 

He appeared in front of a projected message claiming that New Zealand is at war currently, and used militant language, decrying: “The laid back nature of European Kiwis, whose mantra is ‘she’ll be right’ until they taste tribal rule and then tears will flow in the gutters of our streets.”

The anti-co-governance demagogue recounted, as one of his political motivations, the blocking of one of his personal real estate plans in the Far North. His property in Rawhiti had been subject to court disputes lasting five years, which ended in an order to pay fines.

Rebuttals from attendees of varying ethnicities met many of Mr Batchelor’s statements, including broad claims of media corruption, bribery and the culpability of educators, church leaders, politicians and ‘European lawyers who have sold their souls’.

He shouted down accusations of falsehood, vehemently attesting that he had paid for the hall hire and sound system. While a mood of anger existed amid roughly half of the attendees who were there as a counterprotest, humorous barbs and ridicule of the confrontational tone of the speaker predominated. A reasoned debate about the complex issue of co-governance was not forthcoming. 

New flood evidence in tip appeal

The impact of Cyclone Gabrielle will figure in new evidence in the Environment Court appeal hearing against the proposed megadump for Auckland’s rubbish in the Dome Valley and its perceived threat to the Kaipara Harbour.

Court continues this month after the site of the planned Waste Management Ltd landfill became subject to a wide-ranging appeal led by the Fight the Tip movement, iwi, the Department of Conservation, and Forest and Bird, among others.

“The court has dates set aside through March and April with cultural and planning evidence, and we expect further evidence to be put forward following the flooding of the region when it was hit hard by the cyclone,” said FTT executive member Sue Crockett.

As well as inundating Dome Valley, where the proposed landfill is situated, the stormwaters caused slips threatening Northland’s electricity supply, with Transpower lines under stress and needing urgent repair work last week. Road and rail services have also been disrupted.

“The storm certainly demonstrated the fragility of the landscape in the valley and surrounding region,” said Sue. “We expect this will be put forward as new evidence in our case at the appeal.”

Better mental health in schools

This month local Rotary clubs are banding together to launch a mental health programme for school children, teaching them how to deal with strong emotions and difficult situations in a healthy way.

The Te Tai Tokerau Tamariki Mental Wellbeing Project is the first of its kind in New Zealand, and it represents a joint effort between Rotary, educators and the Think and Be Me organisation. Think and Be Me was founded by Cat Levine in response to the growing rate of mental health issues among youth, and provides children with the means to manage anxiety in their early years.

The protest against the landfill has spread over more than four years of opposition concerned at the impact on flora and fauna and the location in a watershed feeding into the harbour where flood or leakage from the tip site could devastate the marine environment.

FTT is holding a community meeting and hui to update supporters and the public on the appeal hearing progress at the Wellsford District Community Centre on Sunday, March 19, from 2pm. “Come along for an update, and artwork and bumper stickers will be available for purchase to help fund our legal costs.”

“Discussions with teachers and principals reveal they are not adequately equipped to deal with some of the mental health challenges that are becoming more prevalent in the classroom environment today,” says Cat.

Her programme’s purpose is to support teachers and provide them with the necessary resources and training to address the rise of child and young person mental illness. Now it’s been boosted to cover all of Northland, including Kaipara schools, thanks to a sponsorship grant from the Rotary Foundation. It has contributed $600,000 to bring better mental health to primary schools.

Cat and her team of experts and volunteers will train 450 teachers in

60 Northland primary schools for two years. They will visit each school three times, delivering educational mental health presentations, resources and fun activities for the children.

A presentation roadshow is on its way through the north, with Dargaville schools the first to experience it in Kaipara this month. 

The Mayoral Relief Fund may be used to allocate one-off payments to residents and ratepayers within the Kaipara District who have suffered severe hardship or damage as a result of February 2023 extreme weather events.

Recovery efforts after Cyclone Gabrielle continue as farmers view a clearer impact of the damage done after the weather events.

“We have seen a spike in demand for excavators with grab bucket attachments, which are used for clearing fallen trees and debris,” says Ace Rental marketing manager Oliver Lovell.

Throughout the weather event, the company continued to provide machinery to keep roads clear and support the community. There has been a demand from the farming community as they continue dealing with the damage done to crops and the land.

“We have delivered excavators around Northland to help with clearing fallen trees from roads, sometimes working through the night. Excavators and sweepers to help clear storm damage like fallen trees and debris.”

The Dargaville branch of Ace Rentals was also affected by flooding during the cyclone that saw many evacuated.

Seaweek celebrations brought people together at Baylys Beach last week, as the nationwide awareness campaign about the oceans delivered learning opportunities in and out of the classroom.

There’s a strong tradition of Baylys Beach locals inviting their neighbours down to the ocean’s edge to open up Seaweek, a campaign supported by the Department of Conservation and numerous other local ecological groups around the country.

“There’s no way to overstate how important the ocean is to our way of life,” says Mathilde Richer de Forges from DOC. “Our lives and our wellbeing are intertwined with the health of the ocean and everything in it.”

As part of the Seaweek celebrations, DOC has launched a fish of the year contest. Kaipara’s resident native bat took out the Bird of the Year for 2022, and some iconic local fish are in the running for top spot.

Mayoral Relief Fund

Kaipara District Mayor Craig Jepson has established a Mayoral Relief Fund to help support Kaipara residents and ratepayers affected by the February 2023 extreme weather events. MSD Civil Defence Payment

If you have been affected by Cyclone Gabrielle, you may be able to get an MSD Civil Defence Payment. You don’t have to be on a benefit to qualify for the payment.

You can call MSD direct on 0800 400 100. They’re open 7am–5pm Monday to Wednesday, and 8am–5pm Thursday and Friday.

Farmer and grower recovery grants

The Government is providing $55 million to help farmers, growers, and whenua Māori landowners to recover from Cyclone Gabrielle.

The grants are to help farmers and growers get back on their feet as quickly as possible.

They include:

• up to $10,000 for pastoral and arable farmers to help with initial recovery, such as repairs to water infrastructure for livestock, and fencing

• up to $2,000 per hectare (up to a maximum of $40,000) to remove silt from trees and vines, support clean-up, and minimise future losses.

Business recovery grants

Northland Inc is taking applications for support to help Taitokerau Northland businesses recover from Cyclone Gabrielle.

Grants of up to $40,000 will be available to businesses in the region who have been impacted by the recent weather events. The grants are to help with any immediate cash flow related needs and to position businesses for a successful recovery.

Community support package

The Government is providing $11.5 million for community groups supporting whānau and communities in regions impacted by recent weather events, who are not contracted by a government agency.

The funding will allow community groups to maintain their response and recovery efforts so they can continue to support whānau wellbeing and to support the wellbeing of their staff and volunteers.

Community groups can request up to $3,500 in funding. Funding must be used by 30 June 2023. Find out more and apply at msd.govt.nz

Recovery package to accelerate Māori response

The Government has launched a $15 million short-term relief package to support Māori communities devastated by Cyclone Gabrielle and help accelerate their recovery.

The package will support a range of efforts including staffing for marae to undertake response and recovery activities, purchase equipment needed for the clean-up, purchase of replacement equipment and storage for food and taonga and support planning and co-ordination efforts.

• $9 million will be distributed through Te Puni Kōkiri, an agency that is able to leverage its experience and relationships to support response efforts in Māori communities.

• $3 million will be distributed through Whānau Ora to fund Commissioning Agencies to manage and coordinate responses, to augment and deploy resources to impacted regions.

• $3 million will be distributed through Te Arawhiti to support direct iwi partnerships and relationship activities, strategic leadership and coordination.

Roading update

February’s extreme weather events have impacted roads across Kaipara. Our roading network has suffered significant long-lasting damage, and many issues will not be a simple fix. If you must travel, please allow extra time, drive with care, and be considerate.

We are responding to service requests and prioritising issues that are a risk to people’s safety, based on the information we have received. A number of trees remain on the side of local roads, and we will dispose of these once priority issues have been taken care of.

Take care in parks and public spaces

If you’re heading to one of Kaipara’s parks and public spaces, please keep an eye out for damage caused by February’s extreme weather events and supervise your little ones.

There are still some areas with substantial surface water, fallen trees or trees with loose branches, and erosion on or around walkways. Our team is working to remedy these hazards as quickly and safely as they can.

New toilets open in Maungaturoto

New toilets in Maungaturoto opened earlier this month. Te Uri o Hau kaumātua, Ben Hita, led a blessing to open the new facilities at a small ceremony attended by project staff, iwi representatives and community members.

The toilets are wrapped with an image by local artist, Richard Moore, featuring a kererū and the Maungaturoto landscape. The project was supported by the Tourism Infrastructure Fund (TIF) from central government.

Travel funding for junior sports teams

Applications are now open for round one of the 2023 Rural Travel Fund. The Fund aims to subsidise travel for junior sports teams (5 to 19 year olds) participating in their local competition.

Applications to the Fund must show travel funding used:

• for either more students to access current opportunities or for students who currently participate to access new opportunities

• for either during school or out-of-school times

• for either primary or secondary school aged students and

• in partnership with a school or club.

Kai Ora Fund open for applications

Applications are open for the Kai Ora Fund. The Fund is a small community grants process to support innovative projects that address food security, benefit the wider community and encourage employment and economic development in Te Tai Tokerau Northland.

The maximum funding available per project will be $5,000 and lesser amounts may be applied for.

Kai Ora applications are now submitted through an online portal. Support is available to groups intending to apply. We encourage you to check in well in advance before the closing date of Friday 24 March 2023.

Planning the future of Mangawhai Community Park

We asked you what Mangawhai Community Park is missing and what the priorities for the park should be over the next ten years. We received 98 responses online, and 11 residents emailed us with their feedback.

Once the community’s suggestions have been considered, we’ll prepare a draft Master Plan. The draft plan will be made available for the public to review and submit feedback on – a chance for the community to tell us if we have got it right or if amendments are needed. We’ll let you know when the draft Master Plan is available.

A feline haven

When a friend who needed to travel away asked Malcolm and Jenny Joynt in Ruawai to look after a 20-year-old cat that also needed daily medication and some special care, the first experience hosting a visiting feline sparked a new venture for the couple.

“We were happy to help out, and initially, we set up the spare bedroom. Then when the cyclone came along we had to accommodate a relative, so we moved Cougar, the cat, into the garage and a purposemade enclosure, and so the When the Cat’s Away cattery” began,” said Malcolm.

“Upon doing a little research, we realised that there were no other boarding catteries in the area. So, we decided to expand what we were doing. We now have five enclosures, each with multiple carpeted platforms and ladders between. All are contained within our garage, to which we have added extra ventilation plus a large window for additional light.

“Being both active retirees, we enjoy having a purpose in life as well as being busy.

On the field for the shield

The Harding Shield returned to play on Field Days Friday, with a pair of all-star regional teams giving it their all in the quest to reignite a legacy of rivalry.

The historic shield is the oldest sporting trophy in Northland, with its roots dating back to the early 1900s. It has not been up for grabs for many years, but with the trophy itself restored, the game was on during Northland Field Days weekend, and crowds came to Pioneer Rugby Park in Dargaville to cheer for their champions.

It was a fast-paced game, as Whangārei sought to exploit any weakness in the Northern Wairoa-Rodney lines, opening gaps for speedsters to make big gains and, ultimately, to rack up the points. The Whangārei team managed to take home the historic shield with a hard-fought victory in an extremely physical game. The final score was 38 to 7 in favour of the visitors, despite a spirited defence.

New practice welcomed

A new medical practice in Maungatapere serves the rural countryside between Dargaville and Whangārei, with a well-known Kaipara doctor and nurse at the helm.

Jim Schimanski and Liz Denton are equal business partners in the new Maungatapere Medical Centre, situated in the rural township on the northeast of State Highway 14. Moving to a country practice has seen the pair, and their administrative practice manager Tana Iosefa, warmly welcomed by locals, who have never had a locallybased doctor’s office.

“It was a bit of a vision for us long ago when Jim and I worked together in a hospital emergency department,” says Liz, a practice nurse with extensive experience in hospital-based and clinic-based care.

“I grew up here and went to school here, and it was always a dream to work closer to home. Now, I have old school friends and their families coming in as patients.”

“Even though we’re just beginning, we are offering all the services,” says Jim, who served alongside the medical team in Dargaville for more than a decade.

“I have a lot to thank Dargaville for, as it was fantastic to be able to work with a team comprising many specialist doctors, and it was a great learning experience to have them as colleagues.”

The aim of the new GP practice in Maungatapere is threefold, according to Liz and Jim. Firstly, they want to see people swiftly, with appointments usually

available on the same day. A growing patient roll means the practice is already seeking to hire more nurses.

Secondly, it’s about keeping people out of the hospital, both in terms of timely intervention, prevention, and the ability to come home to a place where medical care is available locally.

“We want to make medicine accessible to all, from young people and tamariki through to a focus on aged care,” says Liz. “We’re here for everybody, and we both have a good working knowledge of the specialist we should refer patients to if they need them.”

Thirdly, the duo aim to offer quality care that fits people’s needs and their schedule. The pressures of population and staffing have made a weeks-long wait for an appointment the norm for many or necessitated a trip to the hospital ED when normal GPs are not accessible. Jim says that people really appreciate being cared for fast and that one of the first expansions planned for the Maungatapere practice is for Saturday morning clinics catering to those who work 9am–5pm on weekdays. 

Immune tune up for autumn

The change of seasons is when we’re often busy preparing our homes for the onslaught of winter chills, but what about the front line of defence against illness?

While it’s not the cold temperatures of autumn and winter that cause a cold, dealing with adverse weather and more hours of darkness can find our immune systems at a low ebb. However, the body’s natural defences are amazingly resilient, and with a little support, they can power through even the dreariest months in the calendar. Here’s what medical experts suggest as we head into autumn.

Adopt a fresh seasonal diet. Fresh food high in iron, vitamin C and antioxidants are great immune system boosters. Fresh, locally grown produce, eggs, seafood and cuts of meat are best, as they are as close to their point of origin as possible. While some famous cold-busting foods and drinks such as echinacea, garlic, and green tea can help prevent a cold, they are not the best fix when it’s already struck. For recovery, a mineral-rich homemade soup packed with fresh ingredients is best, combined with lots of rest.

Soup works not just because it’s full of goodness, but also, we’re told, due to the need for hydration. Water helps with

home the fact that you are watching a real crisis unfold. Nothing says ‘this is serious’ like several tonnes of all-terrain military hardware heading out to rescue people from nature’s fury. It’s also a reassuring sight because it means that the heavyduty gear is on its way and help is at hand.

The Unimog’s name stands for Universal Motor Gerat, a German term coined by engineer Hans Zabel, who invented the hard-working truck in 1948. The name works in English, too, as ‘gerat’ means ‘gear’. Zabel was tasked with helping rebuild farming in Germany after the disaster of the second world war, and his idea was to package everything a farmer needed into one machine.

While Kiwi farmers wanted a ute that could drive produce to market on Saturday and take the family to church on Sunday, German farmers of that era needed a tractor, truck, 4x4 and stationary engine combo to turn battlefields back into pastures and crops. The Boehringer truck company started building Unimogs by late 1948, and by 1951 the project was such a success that it was bought out by Mercedes-Benz.

Those first Unimogs had a power takeoff to operate mobile sawmills or power

harrows and could put down the same torque as a tractor through all four wheels. Narrow, knobbly tyres made it work well in the snow and mud, and its truck-like suspension meant that it could attain respectable on-road speeds. Farmers could use their Unimog to go and buy seed, plough the field, sow it, and then drive down to the local pub for a wellearned drink.

It wasn’t long before other groups needing maximum all-terrain power took an interest. Off-road racers took the Unimog on some wild rides, from the sands of the Sahara during the Paris to Dakar endurance race and across the deserts of Mexico, the mountains of

Peru and the arctic tundra. Ski resorts began to purchase the big machines to act as snow ploughs because their massive grip and extra power take-off made them perfectly suited for winter road clearing.

The military applications of such a truck were also clearly apparent. As early as 1955, military variants were being made, and the New Zealand armed forces have used modern Unimogs for all manner of missions through the years. While a request for a new kind of sixtonne truck was made last November, when Cyclone Gabrielle struck, it was the Unimogs which rolled out to the rescue of isolated communities. 

By 2025, it may be possible to travel from Auckland’s Viaduct Harbour to Whangārei in half an hour aboard an all-electric aircraft skimming 10 metres above the ocean’s surface.

Ocean Flyer is a company founded by the former chief of the New Zealand Air Force, John Hamilton, and Air Napier owner Shah Aslam. They have ordered 25 seagliders and plan to begin operations in two years. Ten gliders will be large, 100-seat models, and 15 will be smaller models designed to link smaller centres that may not have an existing air or sea passenger service.

Ocean Flyer was a topic of interest in a recent Kaipara District Council briefing session. A mainline service stopping past Mangawhai or a Dargaville to Helensville route may feature in future plans.

“Is this company proposing to operate?” asked Mayor Craig Jepson, noting a graphic of the futuristic-looking seaglider on the briefing report.

“They will be operating by 2025,” said KDC CEO Jason Marris. “They are also saying that they wish to bring services to areas which might not previously have had services.”

“We’ll be able to take millions of passengers on an annual basis once we’ve got up and running. Ocean Flyer will service the majority of the coastal

destinations in the country,” said the company’s cofounder, Mr Aslam.

The coastal waters of the Hauraki Gulf are ideal for the kind of machine Ocean Flyer is proposing to operate. The wide expanse of the Kaipara Harbour may be even more so. A Dargaville connection would require further logistical considerations at both ends to prove commercially viable right now.

The appeal of these bodies of water is their relatively sheltered aspect. It’s important because of the way the sea glider works. The machines use the ‘in-ground effect’, which creates extra lift when an aircraft is very close to the ground. Pilots feel it strongly on take-off and landing, but it’s possible to fly for an entire voyage and make use of the effect all the way. That requires a flat surface beneath, in this case, the ocean. Small waves make no difference to the effect, but hills and valleys on land would.

The concept works so well that huge ekranoplan vessels were developed by the Soviet Union during the Cold War to dominate large inland oceans like the Caspian Sea and Black Sea. These utilised eight jet engines and were big enough to carry tanks and soldiers at hundreds of kilometres an hour. A more advanced, electrically-powered passenger machine based on this technology is the backbone of the Ocean Flyer concept. 

Dargaville Library is planning to make this year’s Neighbours Day a success, but even before the festival of community spirit this month, they have rolled out some upgrades.

Lead librarian Lisa Salter says that the addition of an advanced self-checkout machine, a new catalogue full of fresh reading material, and expanding of the library’s new collection of fun games and learning tools have all combined to make the start of autumn special.

“There’s always a lot going on here,” said Lisa. “As well as these new changes, we are also having a barbecue for the community for Neighbours Day.”

Dargaville’s librarians take the library’s role as a civic hub very seriously, and

part of that commitment is being ‘good neighbours’ and providing a time and a place for regular patrons to get to know each other. On Wednesday, March 29, the library will fire up the grill and host a free barbecue lunch for all comers, starting from noon.

In the meantime, a new telescope and microscope are available for loan via the library’s free-to-access tutu collection, and an entire fresh autumn selection of books is ready to go, including picks from newly-minted library mascot Ruru. 

• Great animal husbandry skills, identifying animal health issues early & proven reproductive performance.

• Maintain the farm infrastructure and plant & equipment.

• Be financially sound, with the ability to fund their business and supply some basic farm equipment, including farm motorbikes.

• Have good stock skills, identification and keep good stock records.

• Ensure compliance regarding Health & Safety, resource consents, farm environmental plan.
