p Te Kōpuru school students in years five to eight got a first-hand taste of the sailors’ life last week. Sport Northland arranged for the small rural school to hit Kai Iwi Lakes aboard a fleet of Optimist sailing dinghies. Sail Northland Charitable Trust co-founder Alan Clarkson says that by introducing young people to sailing at an early age, they are more likely to want to continue with the sport and learn valuable water safety and teamwork lessons. Roxanne Kelly of Sport Northland was on hand to teach parallel skills in kayaking, while Alan himself assembled a crew for a larger sailboat and set out across Lake Waikare to show the students how to catch the wind. Future America’s Cup champions may come from such small beginnings, as this week’s trial programme at the lakes may unfold into a regular place on the sail trust’s schedule, teaching youngsters from the west Kaipara sail skills.
Rubbish landfill ban is rejected u by Paul Campbelll
A nationwide petition to ban the siting of landfills near New Zealand’s waterways has been rejected by the Environment Select Committee, chaired by Green Party member Eugenie Sage, on the grounds that a total ban would “make the siting of landfills challenging.”

“This is incredibly disappointing and astounding considering the importance being placed on protecting New Zealand’s important water resources,” says Fight the Tip executive Michelle Carmichael. Her movement is appealing the decision to allow the proposed Dome Valley dump

p The free-standing roof which once protected the Dargaville dairy factory’s truck wash station from the elements has been removed, with big machines making short work of the old structure. New endeavours are planned for the land in Liverpool Street, where vehicles working for the town’s milk coop were once hosed down after traversing miles of gravel roads. Metal recyclers removed the remains of the structure, leaving a blank slate for future development.

Fresh food and produce were on offer, including homemade banana ice cream, freshly baked rēwana bread and much more. Organisers gathered ideas for future community-based expansions in food resilience, such as a gardening tool library, to add to the pātaka and communal gardens already established in the town. A similar event for Dargaville is planned for March 26 at the Kumarani Centre in Onslow Street.
Three waters plan ‘reckless’ u by Paul Campbell
The government’s Three Waters Reform plan to create regional authorities to remove control from councils has been roundly rejected by Kaipara Mayor Jason Smith as “bad policy and a recklessness of the government.” Dr Smith is the sole Northland member of the working group set up to advise on representation, governance and accountability in the water plan put forward by Local Government Minister Nanaia Mahuta. “Being on the working group, I got many new understandings, but regrettably, they sit uncomfortably with me. I now join my fellow mayors of northern New Zealand in not supporting these reforms,” Dr Smith said. “Public systems must be accountable to everyone when they are for everyone. This Three Waters Review has not demonstrated that will be the case. Public engagement and everyone being allowed to participate equally in the p Kaipara Mayor Dr Jason Smith creation of plans or ideas is simply “I see it as bad policy and a recklessness good governance. “As a Doctor of Public Policy, I’m of the government to allow this situation reflecting that the Three Waters Reforms to develop. ‘Ending the tyranny of the are most likely a Trojan Horse for ‘ending majority’, is potentially a revolutionary the tyranny of the majority’. development for New Zealand society, “Looking at the proposed reform as the majority is where the safe seat of programme in its entirety, including society is found, and to up-end that is a its new recommendations, which have very uncertain path. “Ending the tyranny of the majority potentially increased the geographic scope away from local broken pipes to could well mean stopping democratic every square inch of New Zealand and institutions from doing their best for all 12 miles out to sea, these reforms are the people, and I can’t support that. Rubbish landfill ban is rejected “How can the committee support these inconsistencies by deciding, ‘We do not agree that landfills should be required to be built away from any form of waterway, but acknowledge the importance of protecting waterways from contamination.’ That statement in itself is contradictory because even the best landfill technology and mitigation strategies cannot guarantee 100% protection. “Even though the central government says they are committed to reducing waste, it seems that being able to site new landfills around New Zealand is still more important than protecting our water.” Ms Carmichael said the committee referred to New Zealand’s waste minimisation efforts, stating: “We were also heartened to hear that Auckland
Council wishes to have zero waste by 2040. We encourage other councils to also progress towards the goal of zero waste. “However, to decline this petition to ban landfills near waterways because it would make siting new landfills difficult shows that in reality, these goals are not going to be achieved. Catchphrases such as ‘Zero waste by 2040’ just become marketing tools to convince the public that our government and councils can help us achieve this. If that goal was achievable, surely our current landfills have the capacity to see us through? “We hope the Environment Court will better understand the importance of waste minimisation and water protection when we appeal the Dome Valley landfill project later this year.” ¢

Separation — what you need to know u by Pera Paniora and David Adams
Separating from your spouse or partner can be a difficult and emotional process. Once you’ve decided that you want your relationship to end, there is a lot to think about. That includes the care of your children, if you have them, dividing your relationship property and updating your will and enduring powers of attorney (if applicable). The process you’ll need to follow to formally and legally separate from your ex-partner will depend on whether you are legally married or in a civil union, or in a de facto relationship. People in a de facto relationship cannot get ‘divorced’. However, they can agree on the division of their relationship property and childcare
arrangements and formally enter into a separation agreement. For married couples/civil union partners, there are additional steps in the process to become separated. You must be separated for two years before you can apply for a dissolution of marriage (or an official divorce). If you have children with your partner or spouse, you will need to make decisions about their day-to-day care and other guardianship issues when separating. Disputes often arise in this area and can result in lengthy discussions involving lawyers or mediators. If you still can’t agree, and one party applies to the Family
Mayor’s Message Kia ora, Getting clear results is a good thing, but when they’re excellent as well as clear then that’s simply great! In early March Kaipara District Council reports we are running at 100% compliance for the year to date since July for the following parts of the business: • Full compliance with NZ Drinking Water Standards year to date • 100% of building consents processed within statutory timeframes year to date • 100% of resource consents processed within statutory timeframes year to date. Simply, it doesn’t get better than this. Hopefully our customers and people in the community notice things have been running well around here, as we expect they should. KDC officers work hard to serve our community and to uphold the legislated standards the whole Council believes people expect from their Council. It’s getting harder to hold the standards in the current environment where Covid is in the community and there are challenges for business continuity as well as staff leaving to other higher-paying roles elsewhere. But for now it looks like a great record-breaking stretch of stellar performance here, as we’re growing a better Kaipara. Growing less bright for me right now is the Three Waters Reforms. Since late November I participated in the 3 Waters Working Group on Representation, Governance and Accountability for the reform programme, alongside iwi leaders and other mayors from across New Zealand. The final was delivered to Minister Mahuta recently, including 47 new recommendations for the proposed
legislation. I engaged in the Working Group in good faith and did my best for Kaipara and Northland people, including getting space in the final report to explain the case for a different voting system for decisions of the proposed Entity for this part of the country. Will see how that goes. Auckland Mayor Phil Goff got several pages in which to explain why Auckland wants out of the reforms. For Kaipara we got special two paragraphs on a detail, but I am pleased for that. Kaipara counts! Following the release of the final report I have reflected on the commitment I made to the Kaipara people to go into this work to get answers for us all to questions and matters that were unclear. I got answers but am uncomfortable with them. I have written a statement which includes my rejection of these reforms which I now firmly believe are the wrong answer to the right question. You can find it at: www. kaipara.govt.nz/threewaters. Government is due to be coming back to KDC soon with answers to the detailed questions the whole Council has posed, and these will also be made available to everyone on the website. It’s disappointing to get to the end of a journey that’s unsatisfactory. But, then again, not everything can be at 100%..

be an expensive and time-consuming process for both parties. A Separation Agreement needs to be drafted by either your lawyer or your ex-partner’s lawyer. For the Separation Agreement to be valid, it must meet specific requirements under the act, including each party receiving independent legal advice from separate lawyers at separate law firms. Under the terms of a Separation Agreement, one party can agree to receive less than their entitlement. Concessions can be made if both parties think it is fair — which is why receiving that independent advice is so important. Court, then it will be left to a judge to decide the childcare arrangements. How do we deal with our Relationship Property? In New Zealand, the Property (Relationships) Act 1976 (the act) covers married couples, civil union couples and de facto couples whose relationship has lasted three years (or less with some exceptions). The act determines what is classed as relationship property or as separate property. Under the act, relationship property is divided equally between both parties (unless an exception applies). Relationship property typically includes things such as your family home, household chattels, vehicles, income and KiwiSaver, as well as your relationship debts and liabilities. Dividing relationship property can become very heated. We strongly recommend discussing your rights and entitlements with a lawyer before discussing them with your ex-partner and agreeing on anything. You will need to enter into a Separation and Relationship Property Agreement to finalise the division of your relationship property, or if you can’t agree, apply for orders from the Family Court as to who gets what. A total fire ban is now in place for Kaipara, as a dry start to autumn and strong winds combine with volatile conditions to create concerns for firefighters. Record season for tara iti u by Andy Bryenton
The Kaipara’s unofficial avian mascot and New Zealand’s rarest shorebird, the fairy tern or tara iti has had a bumper season this year, all thanks to human helpers. There were fewer than 40 adult terns before this year’s breeding season, and now there are 48, with eight chicks reaching adulthood despite the threat of introduced predators like rats and stoats. This good result is down to the work of Department of Conservation staff, backed up by bird experts from Auckland Zoo. Adaptive management has been used to build better nesting areas for the terns, and to keep them away from exposed or predator-prone nest sites, and this approach has paid dividends. “By deterring the tara iti from nesting in this undesirable location we’ve seen them move to more stable areas nearby, which are well protected from mobile sand during storm events,” says DOC Biodiversity Ranger Ayla Wiles. “Mangawhai is the most significant breeding site with six breeding pairs, and all but one of these pairs successfully raised chicks this year.” Since September, a dedicated team of six tara iti DOC rangers and numerous community volunteers have been busy trapping for predators, fencing off nesting
sites, and preventing nesting birds from being disturbed by humans. DOC and Auckland Zoo have maintained a strong partnership, working together over the past two years to trial raising the birds at the zoo. The programme includes artificially incubating and hatching eggs, and hand-rearing chicks. DOC works closely with Patuharakeke, Ngāti Wai, Ngāti Whātua o Kaipara, Ngāti Manuhiri, and Te Uri O Hau, The Shorebirds Trust, The NZ Fairy Tern Charitable Trust, About Tern, Birds NZ, and the Waipū Trapping Group to help protect tara iti. ¢

Rainbow Connections is back Artists in residence u by Amy Fifita
u by Andy Bryenton
The LGBTQIA2+ group is a fortnightly gathering at noon, located at the Kaipara Community Centre, for people of all ages and sexuality.
Dargaville’s Muddy Waters Gallery is more than just a space to display artworks; a new programme of teaching and artistic residencies has transformed the upstairs space of the old municipal chambers.
p Events such as Paparoa’s Pride Parade have visibly promoted equality, but Rainbow Connections organisers say that a place to meet and just ‘chill out’ is equally important for LGBTQIA2+ citizens
A recent Toi Māori exhibition celebrating Te Tiriti, art classes for youngsters, and forthcoming watercolour tutorials are just some aspects of this Dargaville renaissance, but another is the utilisation of space in the historic council buildings by artists who do not have studio space at home. One such artist is Francisco Javier Pares, a professional tour guide, world traveller and native of Barcelona, the Catalan city famous for its architecture, art and sculpture. Stranded in New Zealand due to Covid-19, and with little demand for his services introducing fellow Europeans to the wonders of Aotearoa, he came to live and work in Dargaville. “If not for this space, I would not be able to continue painting,” he says. “I’m very grateful to have a place where I can work and be creative while I’m a resident in Dargaville.” Francisco paints in oils, capturing images from nature and scenes of people which he says can take up to 20 hours apiece to come to fruition. In Wellington, where he has work on display, he operated from a communal art space with a citycentre art group, but here he’s found his own space side-by-side with other artists such as traditional weaver Julie Hoeta and painter Micaela van den Berg.
“The reason we’re doing this is because we want to make Dargaville a community where it’s nice to be who you are,” says Kumarani Productions manager Tania Whetū. Rainbow Connections is an inclusive environment for people who know someone in the LGBTQIA2+ community can come and ask questions. They hope to see more youth attend. “It is confusing being a teenager, and we’d love to see more youth come along. We’ve come a long way, and we are hoping that the generation feels safer to come out.”
The next meeting on Saturday, March 26, starts at 10pm and is a fourhour event at the Kumarani Creative Centre, 15 Onslow Street, Dargaville. Meetings normally take place at the Kaipara Community Centre, 38 Hokianga Road, Dargaville, fortnightly on Saturday, from noon until 3pm during school terms. On March 19 at 7.30pm, there is the Proud Cabaret, an online fundraiser that can be accessed through facebook.com/ events/996685344267116. Contact them on 09 439 5152. ¢
p From Catalonia to Kaipara, international traveller and artist Francisco Javier Pares has found a creative space to continue his painting while far from home
“I try to put my emotions into my paintings; more than that, they become a reflection of how I feel,” says Francisco, explaining why his own creative space is so important. While he’s modest about his abilities, Francisco admits that coming from a country which brought the world the works of Gaudi, Picasso and Dali, among many others, means that he stands in comparison to great masters. His completed works will in due course adorn the walls of the Muddy Waters Gallery for locals to enjoy, and perhaps even to own. ¢

A lifetime and love for aviation
Enabling positive Māori land use
u by Amy Fifita
u by Andy Bryenton
Since Bruce Clarke was a child, he had a natural appreciation for early aircraft, and after a lifetime of aviation, started his first world war replica plane build in 1996.
Changes to the Kaipara District Council’s Regional Plan will include provisions for Māori Purpose Zones; areas where applications like papakāinga housing will be made easier to achieve.
“I always had a fascination with early aviation from the beginning. As a young child, my father worked at an airfield as a base warrant officer,” says Bruce. Hailing from England, Bruce learnt to engineer and pilot planes, at Hawarden, with aircraft company De Havilland. p Bruce Clarke in his two-seater Nieuport 12 first world war He would later emigrate to replica plane many countries in Asia and the South Pacific with this skill. Elected representatives discussed the proposed changes to the forthcoming Regional Plan last week, and the topic of unlocking the potential of the approximately 3% of Kaipara classified as Māori land received its own chapter in proceedings. “It’s about enablement. We’re creating a framework which is as enabling as we can,” said experienced planner Makarena Dalton, briefing councillors on recommendations to be included in the forthcoming plan. “What we are trying to do with this plan change is provide a bit more structure and certainty.” Makarena acknowledged that there are barriers to many areas of Māori land being developed for positive purposes, ranging from the aforementioned papakāinga or community housing projects through to agriculture, horticulture, eco-tourism and the establishment of community assets like kohanga reo. These include the challenges of negotiating the current resource management and building consent processes when land is held in communal or multiple ownership titles, and the lack of access to traditional lending pathways for many Māori land owners. The use of Māori
p Changes to the district plan will help to enable better, easier use of Māori land for cultural, educational, accommodation and commercial purposes
Purpose Zones as a civic administration tool could help ease these barriers, especially as nearly a third of all Kaipara citizens claim Māori ancestry or descent. Additionally, Mayor Jason Smith noted that many areas of good quality Māori land were inaccessible by road, and questioned whether the council, as roading authority, could help unlock these land-locked areas for development. This session of District Plan Review was the last of six; now the council will review the entire draft document ahead of a round of public submissions on issues covered within. ¢

Indicative general rates rise in line with Submission against sandmining Long Term Plan continues At a recent briefing Council staff presented the preliminary financial statements for the upcoming Annual Plan (2022-2023).
Elected Members have kept the proposed general rates increase to 7.13% (after factoring in growth of 1%), mirroring what had already been indicated through the Long Term Plan (LTP). Consultation as part of the LTP was comprehensive, and feedback raised by the community during the preengagement and consultation was incorporated into the final LTP. Council is working hard to keep the proposed rates increase down, and this has included deferring some work originally proposed for this upcoming year. The indicative increase reflects adaptations made by Council to meet the needs of our district’s growth, changes to the costs of doing business, and a number of government requirements under the new water legislation and regulatory body Taumata Arowai. Although the proposed general rates increase for this year mirrors that indicated in the LTP, there is some variation to work planned to be undertaken. These changes were adopted by Council at the 15 December meeting, and do not include any new or alternative choices for the community to make. As a result, Council decided not to undertake formal community consultation on this Annual Plan. Some of the specific changes from the LTP include: •
The implementation of a modern Waste Minimisation Strategy was deferred to late 2023 after feedback from the LTP consultation. The deferral of the implementation enables staff to do further work to understand how to best meet the needs of both rural and urban Kaipara communities, ensuring a cost effective level of service for both settings.
•
The District Plan Review, already budgeted for in the LTP, has been brought forward to this year, addressing community feedback about the need for the current District Plan to be updated.
•
Increases in operational costs including maintenance and operations contract renewals over and above what was projected in the LTP.
The Kaipara District Council submission against two resource consent applications by McCallum Bros Limited for sand mining along the Mangawhai-Pakiri embayment has progressed with the decision for Kaipara Mayor Dr Jason Smith to represent Council at the upcoming Resource Consent Hearing. The Council’s submission opposing both applications, pertains to actual or perceived adverse effects on the Mangawhai Sandspit’s form, wildlife habitat of nationally critical or vulnerable bird species, and on the local Mangawhai community.
Pouto Road Phase 1 additional funding confirmed Kaipara District Council has approved paying the forecasted $487,000 sealing project shortfall to complete Pouto Road Phase 1, from its retained earnings. Elected Members supported the additional payment to receive the full benefits of sealing this section of road, making it safer for those who live on the Pouto peninsula. The project is part of Kaipara KickStart, led by Kaipara District Council and supported by PGF funding from Kānoa – Regional Economic Development & Investment Unit. The PGF allocated funding of $5,050,000 to seal 10km of Pouto Road from the end of the current sealed section to Ari Ari Road. KDC is required to complete the works in full to receive funding allocated by the Ministry of Business Innovation and Employment (MBIE).
End in sight for Kaiwaka Footbridges project Work to build two new footbridges in Kaiwaka is complete and a site clean-up is underway. The footbridges will provide a safer link for pedestrians to cross the river, improving connectivity for the Kaiwaka community. A blessing to formally open the footbridges will take place at the end of March.
Also outlined in the Council Briefing was the indicative Water by Meter charge for 2022-2023, which is expected to increase by 17.74% on the previous year. The Water by Meter charges increase is a targeted rate for those on or capable of connecting to Council’s reticulated water supply networks. The increase reflects the legislative requirements imposed by Taumata Arowai. Council is now required to complete additional water testing, risk management plans and health and safety reviews. The proposed increase also allows for projected increases in the renewal of maintenance and operations contracts for water supply. These costs remain subject to change as final figures will not be known for another few months. In the coming months staff continue to work on the draft Annual Plan and on the financial statements. The draft Annual Plan document will be presented to the May Council briefing, and set to be adopted in June.
What is a Long Term Plan and an Annual Plan? Every three years Council develops a Long Term Plan (LTP) in consultation with the community. The Long Term Plan (LTP) sets the Council’s strategic direction and work programme for the 10 years ahead. It outlines the services the Council will provide, the projects to be undertaken, the cost of doing this work, how it will be paid for and how the performance for each shall be measured. Our current Long Term Plan Towards a Better KaiparaLong Term Plan 2021-2031 (LTP) was adopted on 30 June 2021, following community consultation. In the two years between adopting an LTP, an annual plan is developed. The Annual Plan is a yearly update on what has been agreed through the LTP, highlighting any budget changes and work plans for each specific year.

Modern waste minimisation strategy for Kaipara
Level 3
Kaipara District Council has unanimously approved a modern waste minimisation strategy. The new Waste Minimisation Strategy provides mechanisms to help reduce Kaipara’s waste and increase recycling rates. Phase one of the Strategy rollout includes an improved kerbside collection service with wheelie bins and recycling crates (crates only for urban areas), free recycling drop-off at recovery parks, and a restructure of the funding and management of waste facilities including a contract for sending residual waste to landfill. A new funding approach using a mix of targeted rates and fees and charges will enable Council to provide a more modern and costefficient service for the district.

Maungaturoto Memories of the Past
When brave pioneers came ashore u by Paul Campbell
Kaipara has an essential ‘gateway’ town at Maungaturoto, where the founding families stepped ashore seeking land to settle. Not all had the advantage of being Albertland members; those fortunates granted 100 acres by virtue of signing up to the land grant scheme in London. Between 1862 and 1865, the Albertland company brought 3,000 settlers to Port Albert, on the south bank of the Ōruawharo River. Some settled further north around Maungaturoto. In 1863, not far from today’s Fonterra milk processing plant, these pioneers were met with bush-covered land that signalled huge effort would be needed to make it productive. Bush was cleared with fire and axe and shovel to seed staples of corn, pumpkin and potato as they gradually cleared the land. As progress was made, they were able to bring in the first few sheep and cattle. Today, rich farmlands surround the town, and the pioneer family names are still apparent. A contemporary newspaper article tells that the ‘first social meeting was held at the home of Mr John Hurndall, where Mr Flower offered five acres to build a church’. Both family names are prominent today, with Hurndall Street as the town’s main road. Kauri formed the backbone of early industry in the region, and many a man headed off to dig kauri gum that put food

The Kaipara Harbour was the highway of early trade, linking Maungaturoto’s bush camps and sawmills with Dargaville and Te Kōpuru’s shipwrights and merchants, and all the way to Auckland via Parakai. Maungaturoto still bears witness to the heyday of the kauri trade, with many houses and buildings still bearing the scars of cross-cut pit sawing. M A U N G AT U R O T O M E M O R I E S O F T H E PA S T
The architect of Albertland u by Andy Bryenton
For British middle-class people of the 1800s, emigration to the colonies was seen as a way of escaping the class system and making a better life for their families. New Zealand beckoned, and following the success of religiously-based settlements in Christchurch by Anglican colonists and Dunedin by Presbyterians, members of the so-called nonconformist faith were ready to hear the words of impassioned emigration advocate William Rawson Brame. Brame, a journalist by trade, was masterful with the written word, and began his campaign to found a third great New Zealand city with articles in newspapers across the British midlands. This area was home to many nonconformists; a religious group who were determinedly humble, hard-working and staunchly against the gilt and Latin of the ‘high church’. Many were part of a new middle class, the engineers, craftspeople and clerks of the industrial revolution. Brame was also a skilled orator, who became a preacher and minister by his early 20s. He travelled the area around Birmingham, hosting luncheons, prayer groups and town hall meetings to plead his case. As luck would have it, this was the 1860s, when the United States was embroiled in civil war and Australia was still seen as a colony of convicts. Brame offered 40 acres of land per settler, and talked of a prosperous town to rival Auckland, connected to it by a great northern roadway. Unfortunately, for the 800 volunteers who paid their money and packed their belongings, this road did not exist, and the settlement of Port Albert had been
planned, sight unseen, on mudflats bordering thick forest. It also didn’t help that Brame charged five shillings per adult and sixpence per child for passage to his new colony, as well as being paid by the province of Auckland for every new settler, pocketing ten shillings for each one. It says a lot about Brame’s speaking skills that he convinced his band of settlers that he was on the level, and in 1862 the first ships set sail for his ‘promised land’. “It will require much skill and judgement on the part of the first pioneers, otherwise difficulties and discouragements will arise when you arrive and these difficulties may greatly obstruct the fulfilment of your plans,” wrote Joseph Newman, who had been sent ahead to scout out the land for Port Albert. However, a combination of faith, optimism and dogged perseverance saw the town established, despite the lack of cleared acreage, the lack of any great northern road, and the murderous reputation of the Kaipara Harbour bar deterring shipping. Showing adaptation, the settlers spread out from Port Albert and instead put down roots in Wellsford, Maungaturoto, Batley, Paparoa, Tinopai and Kaiwaka, exchanging dreams of becoming landed gentlefolk for the realities of fishing, forestry and farming. Brame may have oversold his dream, but it was the hard work of these people who made the modern Kaipara a reality.

Bounty of the Kaipara u by Andy Bryenton
Settlers coming to the Kaipara Harbour found rugged and forested shores, but an abundance of fish to sustain them.
European colonists arrived. Finding that the land they had been promised would take much work to turn to pasture, they turned to the harbour for sustenance, and were amazed that local Māori could catch such quantities. Copying their techniques, it was not long before a fishing industry became established in the Albertland towns. “I feel confident, however, that the fishery here only wants capital to develop it, to become one of the great industries of
the north Kaipara,” wrote settler fisherman PW Barlow in 1888. “Its land-locked waters swarm with the finny tribe, and can be fished with impunity in any weather.” Soon, canning technology led to the industrialisation of the mullet catch and the export of Kaipara fish to other towns and cities around New Zealand. Canneries were set up around the harbour; a good example is the Ewing family’s Neptune Cannery, which was founded at Batley. The factories
employed a large workforce both on an off the water until the inevitable happened; overfishing began to thin the numbers of the mullet schools. Respected scientist Sir James Hector was sent north to investigate, in the first instance of science informing sustainability in New Zealand fisheries. With judicious restrictions, the mullet industry declined but the fish stocks were saved, and mullet are still caught today in Kaipara waters.
SEEKING LAND FOR TREES

From Māori to European waves of settlement, the humble mullet became a staple of survival, and grew into a trade industry. While not a large species of fish, schools of mullet gathered in vast numbers in the Kaipara’s waters, and early anglers were quick to reap a harvest. Pre-European Māori developed new kinds of nets and new ways to fish when they settled around the Kaipara’s shores. Weaving flax into large, purse-shaped enclosures, they were able to capture so many mullet that they could be dried and used to trade with other iwi from other parts of the country. By the time Europeans arrived in the harbourlands, these nets were an advanced manual technology, superior to those made in Europe and imported to New Zealand. “The fishing nets of the people are often of an enormous extent, and are generally made by each family in a village,” said chronicler and trader Samuel Polack in the 1830s. “Many of these seines, which are the common property of a village, are one thousand feet in extreme length. The nets are very strong and the hekaho, or fishing lines, are infinitely stronger, and fitted to bear a heavier strain, than any made from European materials.” The sheer number of mullet in the harbour was the stuff of legend when

Pioneer signposts abound u by Paul Campbell
Paparoa, ‘the village in the valley’, is the centre of a region of historical signposts of early settlement. Still expanding and operating is the local general store, which has served the community for more than a century, while other pioneer landmarks have taken on a new lease of life. The original post office still stands from 1903 and today it operates as The Old Post Office Guest House, standing strong and entirely built from locally harvested kauri. In a nod to less enlightened times, the first postmaster was in fact a postmistress, a widow with four children, and there are still descendants living in the district now, although it seems that her two boys were killed in the first world war. The post office ceased trading in 1980 but continues to be fondly remembered by many ex-staff and customers. With the first female operators, it is in business today once again hosted by a woman. In keeping with progress, the local Bank of New Zealand branch has become an upmarket boutique dining establishment, and where pioneer families made landfall, there’s an attractive park, The Landing. The iconic The Kauri Museum dominates nearby Matakohe, which was the home of the pioneer Smith family who founded that museum, and where their kauri villa and gardens, Totara House, still stands as a testament to early labours, breaking in the land, kauri milling, and who built the first designated holiday home at Tinopai, further down the coast. There once was a thriving orchard and apple industry, with the fruit shipped

Down in the bay u by Liz Clark
Take the winding gravel road down to Batley Bay on the eastern arm of the Kaipara Harbour; the first thing that comes into view is an imposing Victorian-era villa. It’s a quiet bay with a fascinating heritage spanning from the time of mana whenua until today. Batley House, currently the home to Ray and Rex Roadley, began life back in the mid1860s when Joseph Masefield set up the Otamatea Hotel as a stopover for travellers headed for opportunities in farflung places. Along with his wife May, Masefield developed a thriving trade. They proved popular hosts for those disembarking off the infrequent steamers to stock up on supplies needed to take up their allotted plots of land under the government’s 40-acre system. During the late-1870s, the Otamatea Hotel was sold on to William Colbeck, more well-known as Captain Colbeck. By 1879, Colbeck had made plans to develop a future township around the bay. He had gone so far as to have a steampowered flour mill constructed to grind wheat imported from Canterbury in the South Island. Around the same time, he changed the bay’s name from Oahau p Batley House dominates the small bay once home to a flour mill and fish factory
to Batley in honour of his hometown in England.

Reclaiming the land u by Paul Campbell
The flat lands around Ruawai cover more than 20,000 acres divided by dairy farms and extensive cropping lands serviced by modern methods and machinery — a far cry from the bush-covered swamplands that met Kaipara pioneers, among them the Smith family forebears. On State Highway 12, a few miles south of Ruawai, travellers today cross the Smith Canal that in the late 19th century was dug with pick and shovel and hard labour to float huge kauri logs from the hills in the northern escarpment to the Wairoa River then onward to the Smith mill, now long gone from the bottom of Wharf Road in Matakohe. The whole area around today’s Ruawai township was known then as the Tokatoka Swamp between the Northland Hills and the Northern Wairoa Estuary. Ruawai means ‘Two Waters’, where the Northern Wairoa meets the Kaipara Harbour. Like the Smith Canal, the whole area owes its life to the hard work of men with picks and shovels charged with driving back the river to reclaim farmland rich with deposits. The kauri came from the higher country, and as well as valued wood, deposits of kauri gum provided a welcome wage supplement and for many settlers, the only steady income. An early settler’s story tells how a Matakohe man, off to buy a cow from Dargaville, had to traverse the swampland, only to lose his bearings before finding a tree tall enough for him to spy out familiar landmarks.
that, with improvements during the years, still serves today. Smith’s Canal was dug to float logs, and other canals were dug. The traveller today cannot help but notice and wonder at the huge effort that was required to form the verdant farmlands supporting Ruawai today.
Ruawai Community Church Meeting together since 1914
p Spades and shovels also produced valuable kauri gum to supplement pioneer incomes
Those pioneers were soon to realise the vast flats could support a variety of farms and agriculture, and about 1890, moves started in the national government to drain the area. Engineers soon drew up plans, including a major stopbank along the
river, and the word went out there were jobs to be had. Soon a hundred men with spades and shovels were moving earth that today would have employed major machines. They moved tonnes of spoil for a huge boundary drain with the dug material cast up to become a stopbank

Method 1. Using a mortar and pestle, mash the 4 paste ingredients together to form a paste. Set the paste aside. Blend the tomatoes and onion together in the bowl of a food processor until the mixture is smooth. 2. Heat the butter in a large fry pan and add the tomato mixture. Fry the mixture until most of the liquid has evaporated, then add the paste and cook until it is fragrant – about 3 minutes. Add the spices, stir to combine and cook for a further 2 minutes. Add the kumara and coconut milk. Reduce the heat and cook gently for 20 minutes, until the kumara is almost cooked. The sauce should thicken naturally. 3. Add the fish to the curry sauce and cover the pan. Cook the fish until it is just beginning to flake. Serve with a squeeze of lemon and boiled rice. Originally known as Greenhill Gardens, Kaipara Kumara has been in business at Ruawai since 1970. The community has always supported us - and in turn we like giving back to our community. With everything that’s going on in New Zealand and the World at present, it’s pretty tough out there. But tough we are and we have no doubt that the Kiwi community spirit will win the day!

Hydrogen power beyond passenger cars u by Andy Bryenton
CRC oil fighter 400ml
Toyota New Zealand is branching out with a new programme to explore and support the advancement of hydrogen fuel cell technology for the local market. “As we continue to focus on increasing our electrification in our light vehicle fleet, we are looking to explore the applications of hydrogen technology outside of the automotive industry,” says Neeraj Lala, Toyota New Zealand’s chief executive. “This is not a distraction from battery electric vehicle applications in our light vehicle fleet, it is to ensure our ongoing business resiliency, through alternative business opportunities.” Those opportunities include shipping, stationary generators, forklifts and heavy transport; areas where the Toyota brand is less visible than in the realm of cars and light commercials. All that may be set to change, as technology which has taken two decades to reach maturity comes online. Toyota has developed a modular hydrogen fuel cell system that can slot into various high-demand applications. By packing the hydrogen fuel cell, control systems and motor in one package, it makes things easier for those wishing to design heavy vehicles, such as ships, which run on plentiful hydrogen rather than dwindling fossil fuel reserves.

p Hydrogen fuel cell technology may play a large role in a carbon free future for New Zealand, and Toyota are keen to explore the possibilities
This modular approach keeps down development costs, and, ironically, mirrors the situation at the dawn of internal combustion technology, when a small number of engine makers supplied multiple coachbuilders who crafted everything from limousines to heavy trucks. “We have strong support from the Toyota Motor Corporation to explore a variety of commercial partnerships to advance hydrogen technology in New Zealand,” says Neeraj. “Toyota is committed to providing a diversified range of carbon-neutral

technologies to meet the needs of every country and region. New Zealand is an ideal place, with our renewable energy and resourceful culture, to test new ideas and innovate for a better future.” One early adopter is Emirates Team New Zealand, though the innovative new power plants will not replace sails in the next generation of America’s Cup yachts. Hydrogen is slated to power the support and management craft that accompany the superfast sailing vessels on the water. ¢

Petrol price panacea u by Andy Bryenton
With petrol prices soaring due to a combination of war and record profits for oil companies, many motorists are left seeking a solution to transport troubles. Living in a country designed without public transport in mind, in a rural area with roads so poorly maintained that a blanket speed limit drop is seriously considered by authorities, and where electric vehicles are an expensive luxury, the question quickly becomes this; how can I squeeze the most out of internal combustion? The answer, for some of us, is to get out there on two wheels. Motorcycles have been with us as long as the automobile and can handle long distances on a tiny amount of that rare and precious high octane fluid. With learner riders now allowed to climb aboard models with up to 650cc engines, and safety features like antilock brakes a modern standard, it’s a good time to consider getting that extra endorsement on your licence. Kawasaki has been in the bike business for several decades; they were the ones who built the California Highway Patrol’s iconic pursuit bikes, and they are perennial motocross favourites. When it comes to good, solid 650cc engines, their twin-cylinder unit is legendary, and it’s available in a frame and setup to entice all kinds of riders.

Mr Henry Ford’s new ideas u by Gentleman Motorist Whilloughby Saint-Edwards
While the automobile is rightfully hailed as the invention of the age, and all due praise goes to Mr Benz for his genius in practical philosophy, it’s true to say that Mr Henry Ford has simplified the ‘car’ most excellently. The American prodigy of industry has innovated many grand improvements to the concept of the motor carriage, culminating in his famous Model T, a vehicle that promises to bring the joy of petroleum distillate power to the world. Having tried to start and operate ‘grand-prix’ racers by the likes of Panhard and HispanoSuiza, the layout of Ford’s Model T is astoundingly simple. First of all, he has decided to use a steering wheel, like that of a ship, instead of a tiller like Mr Benz fitted to his original ‘autowagen’. Nautical chaps will appreciate this, and he has taken care to think of the ladies, too. The wheel is set to one side, with a door and a step allowing womenfolk with long dresses to alight without encountering mud and dirt in the roadway. To start the motor car, a gentleman driver must first take the brass crank handle from its handsome wooden p A bold new direction for motoring, we are almost certain that the Model T will catch on with those keen to say farewell to the horse and carriage case and insert it below the radiator. A brisk turn of the crank will then fire Then our motoring fellow takes care to left-hand brake lever, and rotates the fuel delay the ignition with a lever to the left of mix selector to deliver a rich draught of up the 2.9-litre four-cylinder engine, the steering wheel. He sets the key below petroleum. All this takes a mere five to unleashing an astonishing 22 horsepowers. Carefully adjust the ignition the windshield to ‘battery’, engages the ten minutes.

timing and fuel mixture as the engine warms, until the desired revolutions are achieved. Now you are ready to motor! By using the throttle on the steering wheel you can adjust the Model T’s speed, and a pair of levers allow braking, though only via the back wheels; a stop must be planned well in advance! Mr Ford has even thought about driving at night; the Model T boasts large carriage lamps fuelled by acetylene. You’ll need to produce this gas yourself, but this is easily achieved, for your village apothecary or general merchant will happily sell you calcium carbide to place in the brass tank on the T’s running board. By adding water, an alchemic reaction releases the flammable gas, which we are assured is quite safe. To light the headlamps, simply allow the gas to flow through to the igniter, wait two minutes, and apply a match. What could be simpler? Savvy motorists will soon learn to operate the three pedals, two levers, throttle, wheel and switches to navigate about the district in Mr Ford’s creation. All in all, a stunning feat of simplification over the intricacies of steam! ¢

“I’m really glad I joined NorthTec because it was just really easy to learn. I learned heaps just from Level 2 Painting and even more on the next ones after that.” Gavin started NorthTec aged 16 while homeschooling. He initially signed up for the Level 2 Painting course and has since continued to Level 3 and Level 4 courses, all while continuing his secondary education. “I really loved the course. Just the whole atmosphere and the way I was taught by my tutor. We’d all sit in a circle - my tutor would stand in the middle. And if anyone was falling behind, he would make sure the students gathered around them to make sure they were keeping up and all that. So, it was pretty easy to learn here. I think that’s what I love the most about it.”
