Commissioners are currently considering the application by Chineseowned Waste Management Ltd to dump Auckland rubbish on a site it owns in Dome Valley. Now the company has stunned the Fight the Tip movement saying that it holds dozens of permits from the Environmental Protection Authority that allow it to import hazardous waste from New Caledonia and French Polynesia. The permits are reported to be for dangerous waste, including leadacid batteries, oil sludges, solvents, and waste pesticides and herbicides. Currently, this material goes to Auckland’s Redvale tip.
Fight the Tip executive member Sue Crockett says she has referred the issue of rubbish from France to local MPs for questions to be asked of the government. “Why are we bringing this here? It’s French territory, and they can send it back to France. “No one wants to see it dumped in the Pacific Ocean — but it should not be coming here.” ACT list MP and Kaipara farmer Mark Cameron has referred the issue to colleagues and says: “As a proud Northlander, I can say the Act positioning has always been to embrace waste to energy technologies, currently outside the scope of New Zealand. So
many countries in the European Union have had this technology since 2005 onwards. In many instances, this has reduced waste to landfill by up to 95 per cent. “I have been advised by the Act Party environmental spokesperson that currently approximately three million tonnes of waste goes to landfill a year across New Zealand, and this will only grow with population growth, adding to environmental concerns. “I personally think the best way forward is to embrace technology and invest in better ideas than the ‘waste to landfill’ mentality we are currently constrained to utilise.” ¢

When finished, this administrative centre will not only house the NRC. It will also provide office space for the Kaipara District Council as it contemplates the potential demolition of its old offices and the design of a new civic hub.

The Kaipara District Council is seeking public submissions on whether or not to invest in Northland Inc, the regional promotions organisation, to get ‘a seat at the table’ and drive tourism and development in our own part of the north. Part of the ongoing current Long Term Plan consultation, the proposal to invest in Northland Inc, which currently provides the Kaipara Kai Hub service, as an example of their activities, would come with a cost, and the ability to shape decision-making for the organisation. ‘Kaipara benefits from the economic development of the Northland region,’ reads the argument for investment within the KDC’s recent LTP documentation. ‘Tourists that come to Northland don’t stop at district boundaries. They move between districts, and when one district thrives, there is a flow-on benefit to other districts’. ‘Kaipara’s tourism offering is underdeveloped, when compared with the other districts, and we are currently missing out on potential tourism opportunities. Currently, economic development is siloed within districts. We think there is an opportunity to take a more holistic look at development of the entire Northland region’. The costs break down as follows; the KDC has already invested $25,000 of ratepayers money into Northland Inc,
with a view towards full implementation of its favoured plan. KDC contributions to the Investment and Growth Reserve will be $29,000 in the year for 2021– 2022. It will increase to $61,000 in year two, $89,000 in year three and incrementally increase to $180,000 in the year for 2026–2027. From 2026–2027 onwards, it will be a yearly contribution of $180,000. Proponents of the scheme say that the pay off for this investment will come from having a stronger voice in the governance of Northland Inc and also being part of a joint organisation that can make northern issues clearly heard in Wellington. Naysayers opine that historically, Whangarei and the Bay of islands have disproportionately been represented by such collectives, and that we would be better served by local, grassroots initiatives of the same type, for significantly less cost to ratepayers. Mangawhai fire Investigations are underway into the night-time blaze that swept through the Placemakers shop in Mangawhai on Thursday last week. Six fire appliances found the building well ablaze, and the fire took about two hours to fully contain. Northland COVID-19 Immunisation Programme
The first phase of the Northland COVID-19 Vaccine Programme focuses on protecting our borders. The Northland Border worker and household contacts campaign started on 1 March. There are 385 border workers on the Northland DHB maritime testing register + an estimated 900 household contacts. We expect it will take 3-4 weeks to complete Phase 1. Phase 2a: focuses on frontline healthcare workers who may come in contact with suspected COVID-19 cases where there is no ability to screen before the interaction (e.g. staff involved in vaccinating or testing for COVID-19 including primary care and iwi providers, emergency departments, ambulance services, and after-hours services, community midwives, Well Child/ Tamariki Ora etc.). Phase 2b: Other frontline healthcare workers who are patient-facing (e.g. non-acute inpatient services, community mental health and addictions, homecare support, aged residential care, community diagnostics). Phase 3: Healthcare workers who are not patient facing (e.g. management and administration, IT support, medical officers of health). As we roll out the immunisation programme in Northland we are also focusing on strengthening the healthcare workforce that is authorised to vaccinate for COVID-19. We estimate we have approximately 180 authorised vaccinators in Northland at this time and training is underway, delivered by IMAC, to increase the pool of COVID-19 vaccinators across the rohe - in the DHB, in primary care, Māori and iwi providers and pharmacies. Distribution of vaccines from the Ministry of Health approved central storage facilities is managed in a very controlled way through the cold chain network nationwide. Northland DHB is working closely with primary care and Māori Health Providers to understand the complexity of delivering a rural vaccination programme such as this to develop a robust strategy for when the time comes to offer the vaccine to our greater population.

Waste minimisation is one of the core issues addressed by the Kaipara District Council’s Long Term Plan, up for public submissions and consultation this month. Proposed changes would make recycling easier but at a cost.
The Northland Regional Council is proposing a $71 annual rise in the average regional rates bill for the next year according to newly-released proposals for its Long Term Plan (LTP) 2021– 2031.

The LTP sets aside $4.5 million for the next decade solely for waste minimisation, citing the need to improve what the council calls a ‘poor track record’ on recycling. A survey of randomly selected blue rubbish bags earmarked for the landfill in summer 2020 found 860 kilograms of recyclable material headed for the dump. Across the board, 27% could have been recycled. The KDC proposes two crates for recycling for each household, one for glass, one for cans and plastic, with paper bundled separately. These would be collected kerbside or from a dedicated collection point for rural
users. As part of this change, recycling could also be taken to any transfer station free of charge, removing the current fee. The recycling service would be funded by an average targeted rate across the Kaipara District of $146 for each household a year. Costs would include two supplied crates, one for glass and one for other recycling, and the operational costs of collection. They would also include the increased costs of collection, which covers the increased time and labour required to handle and empty the crates. This is proposed for year one of the LTP and would see the end of the yellow bags. ¢
Chair Penny Smart says the roughly $1.36 a week would add to the average ratepayer’s rates bill from July reflects a very delicate balancing act. Factors considered include new requirements passed to local authorities by the central government, making the most of central government funding opportunities, attempting to meet wider community aspirations by Northlanders and importantly, carefully weighing people‘s ability to pay. The council has produced a consultation document outlining the main projects it’s considering for a public feedback period from this week to Friday, April 16. It will also be holding a series of ‘Have Your Say’ events around the region from Tuesday March 23 to Saturday March 27 where people can give feedback direct to councillors. The Dargaville meeting is set for Friday March, 26, from 4-6pm, in the Town Hall, Hokianga Road. “While obviously no one likes rates increases, councillors feel it’s important to ensure our region’s environmental, social, economic and cultural wellbeing continue to be protected as best we can … but that

all comes at a cost.” Councillors say the 19.8 per cent rates rise is necessary for Northland to stay strong and continue growing in what is an uncertain climate. For the first year of the 10-year plan, the council’s proposing around $6.2 million of new work spread across three ‘activity groupings’ — natural environment, community resilience and leadership. It also plans to fund its share of the remediation programme, to restore the health of the Kaipara Harbour. Further information is available at nrc.govt.nz/futureplan. ¢

The Kai Ora Fund is open for applications (closing 24 March). The purpose of the Kai Ora Fund is to support Northlanders to grow and eat nutritious and sustainably grown local food, and is a partnership between Mahitahi Hauora, Far North District Council, Te Puni Kōkiri, Northland Inc., Kaipara District Council, Northland District Health Board, and Whangārei District Council. Two footbridges are to be erected in Kaiwaka, parallel to State Highway 1 and crossing streams at the northern end of the township.
The first 2021 Sport NZ/Kiwisport Rural Travel Fund is now open for applications. A total of approximately $10,000 each round is available for distribution for Winter and Summer sports. The Rural Travel Fund is designed to help subsidise travel for junior sports teams (5 to 19 year olds) participating in their local competition.
The footbridges are made possible with a $750,000 grant from the Provincial Development Unit announced last year.

Pahi Wharf update Construction work for the Pahi wharf upgrade is set to start next month. The project is part of Kaipara KickStart, led by Kaipara District Council and funded by the Provincial Development Unit. The work includes upgrading the current wharf and a new gangway and pontoon, allowing the wharf to better cater for a wider range of boats, including passenger ferries, oyster boats and charter operations, as well as recreational vehicles. Work onsite is expected to take up to twelve weeks.
State Highway 1 sees over 10,000 vehicles per day at this point and the footbridges will make it safer for pedestrians to cross the river than the current State Highway bridge that offers little separation between them and the traffic.
Consultation with the community in December 2020 confirmed the preferred location for the northernmost bridge was to the west of SH1, crossing Mountain Creek and linking it up to McLean Park. The southern bridge, crosses the Kaiwaka River near Oneriri Road, and both bridges will link to an underpass that goes under the state highway to the east side. Since then engineers and surveyors have been writing the bridge specifications, ready for approval by DOC, who owns the land the bridge will sit on. Next steps are to ask Te Uri o Hau to report to us on the potential cultural impact of the bridges. All going well, and subject approval by DOC, we expect to be tendering for contractors in late March, with work starting in late August. The bridges are likely to be completed in February 2022, with the grand opening penciled in for March.

We commission an independent research company to survey a randomly selected group of people about their interactions with Council over the last year, and what they think of our services. Knowing that helps us identify where we’re doing well and what we need to improve. We’re always looking at how to make things better and your feedback is a gift. Last year we started looking at our processes to make it easier for customers to interact with us. We’d like to know how we’re doing. If you receive a letter soon asking you to take part in a survey on our behalf, we’d be grateful if you completed it. It’ll help us know what to focus on next.

A group of volunteer coaches are bringing the fundamentals of touch rugby to Dargaville children in a six-week programme that’s sparked new interest in the fast-paced sport.

With 112 young sportspeople signed up, the weekly Thursday musters at Dargaville’s intermediate school fields are not just a training ground for future touch stars. They are also a place for neighbours to get to know each other. Without the powerful physicality of union or league and its big tackles and collisions, touch has a broad appeal for youngsters and exemplifies speed and tactics. There are equal numbers of girls and boys at these practice sessions, and the youngest player on the field is not quite four years old. “We wanted to make a connection with the community, and sport is a
great way to do that,” says touch rugby coach Tui Hutchinson. “We’ve received great support from all sectors, from the schools, from Touch Rugby New Zealand, from the police, from Silver Fern Farms, and importantly from the parents and kids. It’s great to see so many people out here getting active and having fun.” Warming up with drills of the fundamentals, like footwork, passing and teamwork, the children at last Thursday’s session seem full of enthusiasm for the sport. Their coaches say that a tournament may eventuate later in the year, but that equally, this could be a confidence boost for young people to try new sports. ¢

Stress and uncertainty arising from the ongoing effects of Covid-19 have seen Kaipara medical services experience an influx of patients, along with the rest of the country and the Ministry of Health to expand its advice to the general public. Privacy considerations led a Kaipara GP to ask not to be named, who said his stress-related patients had doubled since the last level three lockdown in Auckland, which led, among other events, the cancellation of the Northland Field Days. “I am looking at some cases of post-traumatic stress disorder and, in fact, the recent tsunami alert and evacuation also had an impact on some people,” he said. He referred to the Ministry of Health’s latest advice, which says: ‘The pandemic has had a combination of stress and uncertainty that can have significant and wide-reaching impacts on the mental wellbeing of people in New Zealand. ‘We want people to know it is normal to not feel all right all the
time — it’s understandable to feel sad, distressed, worried, confused, anxious or angry during this crisis. Everyone reacts differently to difficult events, and some may find this time more challenging than others. The ways people think, feel and behave are likely to change over time — we all have good days and bad days.’ The Mental Health Foundation of New Zealand says: ‘Covid-19 is scary, and it’s rapidly changing the way we work, socialise, travel, access healthcare, exercise, shop and live. On March 20–30, the library will celebrate Neighbours Day with a seed swap and tip swap programme, adding a bit of friendly community focus to the front desk. However, there’s more to celebrate beyond this small act of kindness. Part of a multimillion-dollar libraries package from Wellington is changing things for the better. “The Ardern government gave libraries $58 million to support community recovery, The New Zealand Library Partnership Programme Covid-19 relief fund. This support is available to New Zealand libraries until June 2022,” said Dargaville’s head librarian, Lisa Salter. “Kaipara Libraries have received our share and have been successful in recruiting two new staff members with a focus on diversity and workforce development. Moana started in November, and Molly in December. Once their training is complete, we will focus on other areas of development for our libraries.”
NZLPP and the grant scheme have made it possible for these two young librarians to embark on what may very well become a lifelong career. They are both grateful for the opportunity. “To be honest, it’s completely different from what I expected, but it’s great to be surrounded by a supportive and encouraging team,” says Moana. “The first step in the job was simply finding out where everything is, but now we’re learning about what happens behind the scenes and how we can help the public.” “I’ve always liked being in the library, and books have always been important to me,” says Molly. “I’m very pleased that the government grant could make this opportunity possible; it’s one of the best work experiences I’ve had.” The pair will be working with experienced library staff to implement a new, free programme teaching IT and computing skills, set to launch later this month, as well as heading up the Neighbours Day promotion. ¢

Amongst all the stress and uncertainty, many were wondering, ‘what are my obligations and rights regarding wages’? During level four, many employees were sent home but did not work from home. That was, especially, the case for tradespeople and hospitality staff, where their workplace is vital for trading. The Employment Court recently considered a discrete issue about whether employees at home are entitled to receive the minimum wage during the lockdown period. While the employer had consulted with the affected employees, the Court held that, in certain circumstances, if the employee is not ‘working’ while they are at home, they are not entitled to receive the minimum wage. To determine whether an activity is considered work, the Court looked at these factors: • the constraints placed on the freedom of the employee • the nature and extent of responsibilities placed on the employee, and • the benefit to the employer of having the employee perform the role The employees, in this case, were catering staff, tasked with preparing, cooking and delivering food. They were paid an agreed number of hours at home. Still, when the pay was divided across the hours they would usually work it fell below the relevant minimum wage rate. The Court found that while the employees were at home, they were not working for the purposes of the Minimum Wage Act 1983. That is because they had full freedom to do as they please at home (within the bounds of the lockdown), no responsibilities to their employer and
their employer was not benefitting in any way from the employees. This ruling means that if we do go into another level three or four lockdown, an employer’s payment obligations and rights are now a little bit clearer. This is, however, entirely on a case-by-case basis. Every individual employment agreement attaches different obligations/rights to each employer and employee, respectively. Employers should tread carefully when making decisions about reducing the hours of staff who are paid minimum wage and ensure that no matter the circumstances, they consult with affected employees. As with all new law, this and other cases may well be appealed to higher courts, and so this may not be the final position. Watch this space. ¢

Feed & Flour owner Kiri Taylor has created a pop-up shop with a difference in Dargaville, bringing creative baked goods to Good Life on the main street each Friday.
The big rigs are rolling in to help support Dargaville’s rescue heroes as the Dargaville Truck Show fires up for 2021.
In an example of why this culinary entrepreneur is set to judge the town’s forthcoming great bake-off, customers turned up early to secure boxes of Kiri’s doughnuts and pastries, including ‘bacon buttie’ flavoured doughnuts, hazelnut-filled treats and many more. “I’ve always been passionate about baking since my university days,” says Feed & Flour’s owner and sole employee. “Grandma used to bake the classics, the ‘Edmond’s book greatest hits’, but this is a chance to be a bit more creative.” She says that it’s good to be part of a bit of a renaissance of food culture in Dargaville, with exciting things happening above and beyond the bakeoff, such as new restaurants opening and other pop-up dining experiences attracting attention. Meanwhile, the great baking competition, which Kiri is preparing to judge, has attracted many competitors during the first week of registration. Good Life’s Drew Wardle says that community support has been “staggering”, with the Northern Wairoa boating club going above and beyond as hosts, and other groups and companies adding prizes to the pool, helping raise money for the fight against Cystic Fibrosis. which has donated more than $2,000 worth of goods for a charity auction on the day. Another comes from Turners and Growers, which will truck in free fresh fruit for children joining the finals day festivities. The emergency services do an incredible job, saving lives and property around the Kaipara, and that they deserve recognition for their efforts, which are so often voluntary.” On March 20, from 10am until 2pm, the Northland Field Days site will fill up with polished and well-presented trucks covering all the big names in heavy haulage. Kenworths, Macks, Scanias
and Volvos will park up next to fire engines and other heavy machines to create a display of massive horsepower. Adding to the fun will be two bouncy castles, candy floss machines, face painting for the kids and, of course, the team from Ford, who are combining their roadshow event with the truck show. Entry to the show is by gold coin donation, which will help to fund the emergency services in the local area. Marni invites any truck owners who wish to participate to contact her via the Kaipara Truck Show Facebook page. Already, heavyweights in the industry have pledged their support, bringing in trucks from all manner of industries to fill the field. ¢

Regional leadership As a regional council, we continually advocate for region-wide projects that have a significant impact on Northland’s wellbeing. Making decisions in partnership with Māori is vital to our mahi, as part of honouring our Treaty of Waitangi obligations, and we also want to make council services more accessible. As our region grows, we also need to grow to support the work we need to deliver on.

District councils are consulting on their long term plans around this time too, as councils are all required to do one – check your district council website to find out more. District councils cover things like parks, libraries, local roads, water supplies and rubbish (to name a few).
» Enable tangata whenua to participate more fully in decision making, through Mana Whakahono ā Rohe agreements and encouraging Māori representation and leadership in council. » Invest in more staff and training, efficient systems and updated IT. » Expand our network of regional service centres and work with district councils to develop a regional accessibility strategy. Overall, we’re planning to spend around $35M a year on our regional leadership activities, including the work we’re proposing here.

Families turned out despite showers of rain on Saturday morning to support the cause of suicide awareness and prevention in Dargaville.
The Northern Wairoa Boating Club is set to host a pair of adventurous chefs, presenting a menu modern cuisine menu at a one-night-only pop-up restaurant.
The event featured a motorcycle ride of solidarity to Kaihu and back, a free barbecue, bouncy castles, face painting, music, games and access to the Kauri Coast swimming pools free of charge, with a strong message about supporting each other and confronting issues of depression and self-harm with positivity. How shopping local is saving towns u by Andy Bryenton
Even before Covid-19 altered the landscape for businesses, the shop local message was embraced by small communities worldwide as a way to forge positive change. Now, in both Britain and the USA, those long-term effects are paying off. Quint Studer of Strong Towns, the US-based ‘shop local’ advocacy group, says that the effects of supporting local businesses were being felt as far back as 2018 when it was Trump-era economics rather than the pandemic that had ravaged the main streets of America. “I can’t say enough about how crucial small business is to economic health; now more than ever before,” said Studer. “Over the past few decades, most communities have had their ‘pillars’ pulled out from under them. Big institutions like banks, hospitals, and newspapers used to be locally owned. Their owners lived and worked in the same place. “Their children went to the local schools. As a consequence, their leaders were deeply invested in the community and worked hard to keep it vibrant.” The solution? Hyper-local versions of those big institutions filling the gap and people supporting those who support

them. When a big institution left town and insisted that ‘it was only a short drive to the next big centre’, people pulled out as customers and piled in behind those offering local service. The Strong Towns group has found that, above and beyond the benefits of local employment, small business owners are also the biggest contributors to local council coffers in small US towns, beating big-box retailers and chains hands down. It’s the same story in small-town Britain, where the shop local ethos developed following the grim days of the Thatcher era and the demise of northern manufacturing. There, whole towns claim to have been ‘saved’ by revitalising their main streets. That’s a philosophy that’s proving successful in these latter days of the pandemic. “Consumers may have begun shopping locally out of necessity rather than choice; however, they are rediscovering their local shop as a place

Northland’s taste of the latest in Ford technology comes to Dargaville this weekend, with the blue oval brand’s big roadshow rolling into town, on-site with the Dargaville Truck Show. That makes March 20 a red-letter day for those looking to check out the new innovations made across the Ford range, from clever parking assist features to safety technology, raw horsepower to new styling. A fleet of Fords, including the imposing Everest Sport, the turbocharged Ranger Raptor ute and the Mustang Fastback GT, will all take to the field at Dargaville’s field days site, with Dargaville Ford’s team in attendance alongside representatives from Ford New Zealand. That means plenty of fresh metal to test drive, alongside some interesting new experiences. Long Term Plan Community Meetings
As part of the Long Term Plan we’re proposing to connect to a water storage dam created by the Tai Tokerau Water Trust to make the Dargaville and Baylys Beach water supply more resilient and we’re asking you for feedback.
The Long Term Plan (LTP) sets Council’s strategic direction and work programme for the 10 years ahead. It outlines the services we will provide, the projects we will undertake, the cost of doing this work, how it will be paid for and how we will measure our performance.
The Council would build and connect a small-scale water treatment plant near Te Kopuru and connect the treated water to the existing town water network.
We will be out and about across the district (subject to COVID-19 restrictions) this month. Come along to a face to face meeting with our Elected Members and staff.
Although the work has not yet been designed, connecting this supply is estimated to cost $2.1 million. This would be largely funded by growth, with 62% to come from development contributions and 37.5% to be paid by users through their water rates. If the schemes are equalized (another topic up for consultation), the connected user costs would be shared across all the District’s connected users. The supplementary water source wouldn’t end the restrictions but would allow us to lengthen the time before moving to the next water restriction level during summer. There is also a public good element to this plan. Dargaville services a broad range of people in the district with larger shops and businesses. Providing secure water supply is fundamental for business, and it can provide opportunities that would not otherwise be available. Sharing the costs of maintaining these networks keeps businesses operating and provides confidence for new businesses. As well as this Council is increasing its work on renewals over the next 10 years as the older schemes have suffered from underinvestment and tend to have had a large number of leaks. These costs will increase the future costs of water. Water by meter is proposed to increase from $3.1m to $4.0m. This increase in water by meter is not included in the proposed rates rise of 3.37%.
