Family fun in Paparoa u An enthusiastic group of more than 40 people participated in the annual Paparoa Family Fun Sports afternoon at the Paparoa Showgrounds on the weekend. Teams mastered the obstacle race, t-ball, cooperative games, tug of war and egg throwing, followed by a lolly scramble before prize-giving and a barbecue. Organisers offer thanks to the great team leaders for getting the teams to work so well together, the Paparoa Sport and Recreation Association, and the Paparoa Lions Club for the hot chips and barbecue assistance. The next event being run by the Sport and Recreation Association is a Twilight Run and Walk, on Saturday, April 4. Register on the day from 2.30pm for 4pm start. Regional Council return to main street The doors have opened at a temporary Dargaville-based office the Northland Regional Council (NRC) plans to operate from until a new purpose-built facility it intends to share with its Kaipara District Council counterpart is constructed. Regional council chair Penny Smart says the interim office, at 100 Victoria Street, Dargaville was formally blessed in a low key event in the lead-up to the recent Northland Field Days, with approximately a dozen attendees, including Kaipara Mayor Jason Smith. The office hosts a full-time customer services officer and is initially home base for five of the NRC’s Kaipara-based land and biosecurity staff. As well as general advice and referrals on a range of regional council matters, the office also offers advice on pest plant and animal management and has a limited supply of associated traps and other controls for sale. Chair Smart, who is also the regional council’s Kaipara p constituency representative, says as well as office space, the Dargaville facility has a meeting room with space for up to 10 people. “My fellow regional councillors and I are pleased to see this temporary facility open. It’s already being quite well-used by Kaipara locals, and we hope this community support will continue,” she says. The regional council shifted from its previous long-standing base into

the KDC’s existing Hokianga Road headquarters in mid-2016, but limited space has become an issue there. The Northern Wairoa Boating Club’s regatta has brought nautical fun to the riverside for decades, and this year it forms a pivotal part of the river festival’s action. During the extensive repair operation, Kaipara District Council engineers were avoiding night work because of community disruption, and striking “the best balance between getting the job done quickly, ensuring safety and minimising disruption.” Safety barriers

Fitness opportunities for Maungaturoto residents have had a shot in the arm with a community project underway aimed at revitalising an area of the Otamatea river inlet from the Kaipara Harbour on Bickerstaffe Road. Last weekend saw a large turnout of locals around the wharf, which was built to mark the town’s 150th anniversary, but has become overgrown and plagued with refuse dumping. Project leader Carol Moorhead, who is an occupational health nurse and consultant, says the vision is for a multifunctional community area for swimmers, boaties, fishing, exercising, kayaking and picnicking. “The objective is that this amazing area will be an attractive local community destination. Out and about - Focus on Field Days The Northland Field Days is one of those events I always enjoy. It’s much anticipated and enjoyed by many, and not just in the farming community. For me it’s also a special occasion and a great opportunity to get out and meet with many, many constituents and discuss the issues affecting Northland and Northlanders. It is not the only opportunity, of course. I spend much of my time visiting all corners of the Northland electorate, and I have lost count of the number of meetings I have attended. We’re asking people to be patient, drive to the conditions and to keep reporting dangerous areas to us. “We will assess every situation and make a call about what repairs we can do if any, but our options are very limited because of the dry conditions. “We rely on a level of ground moisture to bond graded gravel with the road’s sub surface, but at the moment there is just no moisture there. “When there is moisture grading creates a relatively longwearing surface that can last until the next scheduled maintenance. When the conditions are right, regularly grading and topping up of the gravel keeps the road in good order.

An update on water restrictions

“If we grade the road at this time of the year the gravel we bring in from the sides of the roads digs out the underlying road surface, increasing corrugations and pot-holes.

Water restrictions remain in place across Kaipara and Northland. Although we have seen short periods of light rain, it has not been enough to account for the months of dry.

“Very quickly, loose gravel moves to the sides of the roads, leaving a bare patch in the middle. At the first hint of rain that area softens up and before the surface can be metalled up or graded, potholes form.

Thank you for the work you’ve done in helping conserve water and thanks to the water carriers for working through a trying and busy summer season.

“Cutting deeper to remove potholes while the road is dry does more damage to the road, only makes a difference for a few days, and usually makes things worse,” he said.

We expect it will be some time before we can lift restrictions, so don’t go washing the car or using the water blaster just yet. At the same time, remember fires are prohibited, which means no fires of any kind are permitted. Keep an eye out for rocks when mowing, watch for stones when in the fields working with farm machinery, don’t throw your cigarette butts out the window while driving and be smart with your BBQ.

Big dry is affecting gravel roads

“We need rain. When we get it and the soil moisture increases, the crews can renew unsealed roads properly. “In the meantime, the ‘drive to the conditions’ message applies to summer’s dry times as well as to winter’s wet slippery conditions. “Drivers need to be aware that dust can hamper visibility, roads can have bumps and lumps, gravel can pile up and cause hazards, driving may need to be slower and people may need to allow more time for travel. They need to plan ahead, be prepared and drive safely. “It is enormously frustrating, but we ask people to bear with us while we do the best we can.”

Popular accordionist Kevin Friedrich returns to Dargaville for 2020 with a themed concert that journeys through the heartland of his adopted country, the United States. This time around, Kevin has chosen a theme, which embraces the musical ‘melting pot’ of the USA, with its influences from Cajun and Creole, Appalachian, Jazz, Gospel, Southern Spiritual, Bluegrass and Broadway to name but a few. Mayor’s submission slams bill

Kaipara Mayor Dr Jason Smith has spoken out in definite opposition to contentious clauses in the proposed Racing Industry bill, currently at the select committee stage in parliament. The bill has been a source of controversy, with Dargaville Racing Club officials, Northland MP Matt King and leader of the opposition Simon Bridges all condemning certain aspects of the legislation. Mayor Smith was forthright in his view on both the bill and the lack of consultation in the preceding Messara Report. A paper compiled by a leading racing industry expert, which foreshadowed the current plans by Racing Minister Winston Peters to ‘revitalise’ the industry. “I am very disappointed in the crooked looking deal for Dargaville Racing Club as proposed in the Racing Industry bill before parliament currently. At my appearance last week before the select committee reviewing the bill, I told them in no uncertain terms that the evidence base on which they’ve made their proposals lacks credibility. Dargaville was not consulted for that Messara Report and now is faced with the unjustified seizure of community assets. I made my views very clear.”

Also clear was Mr Peters’ contention that the racetrack could be retained, a view he expressed in a television interview on March 7, saying: “If the people of Dargaville band together, get a whole lot of women and men together and come up with a plan, they can save that racetrack, not just a whole lot of people scratching their bum and complaining.” ¢

An Open Letter to The Right Honourable Winston Peters Mr Peters, what are you doing? On December 5th, 2019, you introduced the Racing Industry Bill to Parliament. It contains a number of truly disturbing clauses, which would give the racing industry unprecedented powers to seize the assets of local racing clubs. The Bill contains these words:“The racing code may determine that a racing club is no longer racing …” “A racing club no longer racing may be dissolved …” “This section applies if a racing club is dissolved by any means … The assets of the racing club remaining (after all creditors’ claims on the club have been satisfied) vest in the racing code with which the club was registered.” The Governor-General may, by Order in Council made on the recommendation of the Minister, (a) approve a proposal prepared by the racing code relating to the transfer of the surplus venue to the code (a transfer proposal), with or without modification; and (b) state the date on which the transfer takes effect.” “The Registrar-General must, on written application by a person authorised by the Minister, (a) register the racing code as the owner of the fee simple estate in the surplus venue in substitution of the racing club; and (b) record any entry on the record of title, and do anything else that may be necessary to give effect to this subpart.” “The transfer proposal may provide that the racing club is to transfer the surplus venue to the racing code without receiving in return any, or an equivalent, asset.” And this:- “The transfer of the surplus venue must not be regarded as placing the racing club or the racing code, or any of its officers, employees, or agents, in breach of any Act, rule of law, or agreement that would otherwise apply.”   So far 20 racing clubs have been identified as no longer adding value to the industry if they continue to race on their home tracks,  and if the new Racing Bill is adopted as presented to Parliament in December, they could have all of their assets and land seized with no payment whether they agree or not. This follows the Messara Report — which advised the shutting down of twenty regional racecourses around New Zealand, including Dargaville, Avondale, Thames, Rotorua, Wairoa, Stratford, Hawera, Waipukurau, Woodville, Reefton, Greymouth, Hokitika,  Motukarara, Timaru, Kurow, Oamaru, Waimate, Omakau, Winton, and Gore.  Of these, Thames, Wairoa, Stratford, Marlborough, Dargaville, Winton, Westland, Waimate, Winton and Avondale have been identified as first of the clubs that will potentially be stripped of their assets if this bill is passed in its current form.   We understand that the Racing Industry has problems. We understand you and your advisors are trying to find a solution. But  surely, seizing the assets of local, community based racing clubs is not the way. Certain clauses in the Racing Industry Bill before parliament would seem to open the door for just that — the overriding of individual club’s constitutions, the seizing of ownership from local hands, and the appropriation of community assets that have been renamed ‘industry assets’. These are, in many cases, assets built up over more than a century by local clubs and local people on land donated by local people. Many pre-date the ‘industry body’ which now plans to seize them. It is just wrong.   Legal property ownership is a cornerstone of our society. We will not have what we’ve worked to build taken away with no legal  recourse. Every year on Anzac Day we commemorate the fallen, who gave their lives to ensure that we live in a free democratic country where no club, and no person, in any industry, in any town or city, should live in fear of the seizure of their assets by the state. One stroke of the legislative pen stripping them of ownership and the rights thereof … it’s not the Kiwi way. Maybe in Mugabe’s Zimbabwe. Maybe in Pol Pot’s Cambodia. But not in New Zealand, under a democratically elected government. Mr Peters, it falls to you as Minister of Racing to ensure that this bill is amended and remove any chance that this country should be besmirched with the kind of dictatorial avarice which is the hallmark of failed states.  The racing industry might need a hand. But first, it needs to know; HANDS OFF our local racing clubs and their assets.  It’s legalised theft, it’s wrong, and it must stop here.

Our understanding was that he wanted a right of reply regarding the clauses in the racing bill he presented to parliament, that if remaining unchanged after going through the Select Committee process, would give the Minister of Racing the absolute right to take land and assets owned freehold by a community organisation, and transfer their ownership to the racing industry, who could then sell those assets and use the money to benefit the industry. Unfortunately, the minister only used the opportunity to attack and insult those who disagree with his version of reality, and then proceeded to depart from the subject under discussion. If Mr Peters had taken the time to read the submission by the Northern Wairoa Racing Club to the Select Committee, he would be aware that they fully agree that the racing industry needs to be restructured in some way to survive, and although they were probably not extremely happy to have received a letter last year from the Racing Authority telling them they could no longer hold race meetings at their course in Dargaville, they are reportedly

prepared to accept that decision for the greater good. So Mr Peters’ suggestion of a coat of paint on the grandstand to fix the problem is not really that helpful. What they (and I suspect any rightthinking New Zealander) are not prepared to accept, is that in the democracy that we live in, politicians would even consider passing a law that tramples over one of our core human rights. Specifically, the right to own free and clear title to land and assets without the fear of a government giving itself the power to seize them with no necessity for bilaterally agreed-upon compensation. Are such extreme measures — unprecedented in the democratic ‘free world’ — necessary to save the racing industry? Even Chapter 28 of the Magna Carta required that immediate cash payment be made for expropriations, and that document has formed the basis for our laws since medieval times. We all understand that through the ballot box we bestow an enormous amount of power and trust to those elected, and in reality, they can pass any law they choose as long as they have a majority. The passing of the new Racing Industry Bill into law containing clauses allowing a minister such draconian authority could only be considered an abuse of that trust and power. I am certain that New Zealanders will voice their displeasure at the ballot boxes in September. I am not a lawyer but my understanding of the law under which we currently live is, that if you take something that belongs to someone else, and intend to deprive them of permanent ownership, it is called theft. The final round of the Penrite Northland Motocross Champs roared into rural Kaipara this weekend, with determined riders aiming to tally up as many points as possible to clinch a podium finish. The hard-fought campaign, which culminated at the Dargaville MX and ATV Club’s Te Kopuru track has seen some fierce battles, and it all led up to a day of wheel-to-wheel action. Competitors from Whangarei MCC, Maungaturoto MCC, Rodney MCC and the hosting Dargaville MX & ATV club trucked in with their machines at the ready for an early start; well in excess of 200 athletes keen to go for the trophy across 11 classes. These ranged from small 65cc bikes up to the full-sized moto monsters of the adult and veteran classes. Event organiser Colin Rowse

has shared the full story of how this season-capping event was prepared for on social media, and offers a big thanks to all those who pitched in to help, whether with heavy machinery or with their hands and skills alone. Neighbours Day Aotearoa is a national event that takes place for ten days during the end of March to the beginning of April. Why call it a day and set aside for a week? That’s because building communities is important. The initiative was started a decade ago, encouraging people to connect with their neighbours, to inspire people to do something, whether it be big or small, to reach out to people in their community. Kaipara District Libraries are supporting the neighbours day philosophy by running a promotion that encourages customers to do one small neighbourly thing during the 10day event. Welcome to Mangawhai Emergency training on offer u by Paul Campbell

Nominations have opened for young people from across Kaipara District to learn hands-on emergency services skills and challenge themselves through the Youth in Emergency Services (YES) programme, to be held in Mangawhai in May. To be considered for the programme, prospective participants need to be age 16–19, have an interest in the emergency services and want to be better connected in their communities. They need to be nominated by a teacher, family member or other community member. The five-week programme begins on Saturday, May 3 with training in triage, basic first aid and disaster ground-based rescue from St John and the Red Cross. The remainder of the programme will see firefighting and use of rescue tools by Fire and Emergency New Zealand, followed by water rescue from Surf Life Saving and search, navigation and land rescue from New Zealand Police. “The highlight of the programme is a combined exercise based around a mock disaster, requiring the young people to draw on all of their new-found skills, judgement and teamwork,” said

the spokesperson for YES coordinating workgroup, Shona Morgan. “At the conclusion of the programme, participants attend a graduation ceremony with their families and are offered the opportunity to volunteer with the emergency service of their choice.” YES is funded by the Ministry of Youth Development, and the last time it was held in Kaipara district was in Dargaville in 2017. “Par ticipants from previous programmes in Northland have gone on to become Fire and Emergency, Surf Life Saving and Coastguard volunteers and Police recruits. “It provides a great insight into what a career in the emergency services could look like. It also enables a greater appreciation from the communities themselves about the value and contribution their young people can make.”  ¢

Anglers prepare for big day The annual Kauri Coast Surfcasting Competition is on its way for 2020, with a massive prize pool and the promise of a great day’s fishing in one of the most scenic spots in New Zealand to cast a line in the water. What began as a fundraising idea for two local schools has become a red-letter day for anglers, who this year compete for a share of thousands of dollars worth of prize money. The initial contest, envisioned as a way to boost the extracurricular funds of Kaihu and Aranga schools, has indeed become an iconic feature of west coast life. Situated on the scenic shores of Omamari Beach, part of the wild stretch of coast, which spans from the bluff to Pouto, there’s no knowing what kind of ‘monster’ fish are lurking out beyond the white stuff. Dargaville’s Hotrods and Harleys festival event is turning three. It’s gotten bigger in almost every way, offering a day of great fun, great food and top-notch petrol-powered entertainment. Thanks to Greg Smith Engineering, the creators of the concept and hosts of the event, a wide ‘family’ of auto enthusiasts on two, three and four wheels (maybe more) will gather on April 4 to appreciate the art of high horsepower. This year, visitors can expect more cars; beyond the hotrods tag, and into the realm of classics, muscle cars, street machines, exotic Europeans and modified high-performance rides. Expect more bikes; though the name says Harleys, not only the iconic steel from Sturgis will be on display. Keep your eyes out for Triumphs, Nortons, BSAs, Victories and Indians as well as wild custom specials. It doesn’t even have to have wheels at all to take centre stage for 2020. It is the last chance for the public to take a look at ‘New Zealand’s most powerful bar leaner’, a table constructed by Coast Customs and featuring a fully working Chevrolet El Camino V8 engine. The roaring piece of furniture will be drawn as a raffle prize, with the proceeds going to our emergency rescue heroes on land and in the air. The show and shine portion of the day’s festivities happens between 11am and 2pm at Greg Smith Engineering in Day Street, Dargaville (that’s just off Beach Road), alongside pinstriping displays, prizes for the people’s choice from a range of generous sponsors, and even a hangi later in the afternoon. When Godrey’s Chainsaws and Mowers decided to debut the powerful new Billy Goat KV series, they didn’t take it to a farmer’s paddock or a leafy forest.
