Northland Regional Council received 2,458 submissions, with seven in support, while 2,234 were lodged with the Kaipara District Council, with 10 in favour of the farm. Of the total number of submissions received, 344 submitters chose to appear before the hearing

commissioners. At least 2,007 submissions came from a website, operated on behalf of Greenpeace. Northland MP, Matt King, says the opinions of those made by people who will be directly affected should carry more weight when the submissions are taken into account.

p Local and national fundraising efforts will be getting a boost from the Ruawai Lions annual auction, with the $4,000 raised under the hammer at the latest event distributed as required. In the past, the Lions have dispersed money to projects as varied as school prize-givings, to the Christchurch earthquake fund. “This year was well supported as usual by the local community,” said Lions secretary, Dorothy Simpson. “Clothes, plants, antiques, furniture, electrical appliances, toys, books, household goods, bric-a-brac, tools and more were snapped up by bidders. Paparoa Lions brought their food caravan over and provided food and cold drink for everyone.”

Methods to deal with climate change is evidenced in the Long Term Plan, which is under consultation currently. Mayor Jason Smith, said it was “a pleasure” to host the small delegation from Vanuatu as well as the Minister of Internal Affairs. “We bonded over shared stories of small community water systems, communication methods and risks to communities from climate change sea level rises. “We also shared a cup of tea and some Kaipara kai, and the Vanuatu delegation sang in three-part harmony. They said their visit to Kaipara was the highlight of their week in New Zealand as we, like they, are a cluster of small

communities facing some pretty big challenges.” The delegation met with Mayor Jason Smith and council staff and discussed challenges have in common. Managing aging infrastructure was another topic discussed through to the best ways to support unique and geographically dispersed communities. The group visited the Dargaville Water Treatment plant where they learnt about how Kaipara secure a riverbased water supply, while effectively meeting the supply demands of a rural community. The delegation were travelling as part of a program with Local Government New Zealand. ¢

POPLARS AND WILLOWS IN RIVERS I have received phone calls recently regarding the management of poplars and willows, that are now coming to the end of their life, falling into rivers and causing blockages and obstructions. This, a Northland wide issue, would be very expensive to rectify quickly and will therefore be ongoing for some years to come. While Northland Regional Council is responsible for the overall River and Catchment management for the region, we do need the help of property owners with the removal of these problem trees. Northland Regional Council will undertake the removal of major blockages and obstructions that effect public infrastructure beyond normal landowner maintenance, on a prioritised basis and within budgetary constraints. If you have trees that are causing concern and are beyond normal river bank maintenance, please contact the NRC Land Management team on 09 470 1264 or free phone 0800 002 004. NRC welcome property owners with this issue to submit to the NRC Long Term Plan with potential solutions.

DEER FARMING IN NORTHLAND

The last thing Northland needs is for deer to be released into our forests, they could potentially destroy valuable understory plants and just as importantly be another conduit for the spread of Kauri dieback. In recent years there have been illegal releases in the Mamaranui, Twin Bridges and Russell Forest areas. Not all deer species are allowed to

be farmed in Northland due to the risk of their escape. Farming any species of deer is prohibited around our major kauri forests and certain other areas of Northland. Anyone contemplating farming deer will need to contact their local DOC Office as a special permit will be needed. Alternatively, they could contact the NRC Biosecurity Team for advice on 09 470 1200 or free phone 0800 002 004.

The dust has settled after the Northland Field Days and organisers have had a chance to reflect on the annual largest agricultural event in Northland.

Vice-president, Rachael de Vries, says she had received ‘really good’ feedback from exhibitors. “We have had people getting good sales enquiries,” she said. “Dargaville Ford had their best year ever so our exhibitors were happy.” This year was the first year the committee have had a proper headquarters and Rachael says there was also a positive response to that. “It was good to have a purpose-built office for people to visit us in. We are still working on the inside and getting a kitchen in, but the outside is completed. “We tried some new things this time around and will be reviewing them over the course of the year.”

Best Outdoor site went to PGG Wrightson with Cooper’s Strip Club taking out the Best Indoor Site. Best New Exhibitor went to Mitre 10 Mega Whangarei. “It’s good to see local businesses supporting us because that’s what we are all about,” said Rachael. “We would like to acknowledge and thank our local community groups, whose efforts before, during and after the event, helped make the field days such a success. “Thank you also to our major sponsors Ravensdown, Hansen Products and Trutest on Farm Solutions. The Northland Emergency Services Trust helicopter plucked a 57-year-old canoeist to safety after his craft capsized in surf off Ripiro Beach, 20km north of North Head last Wednesday evening. The helicopter and the North Kaipara Volunteer Coastguard vessel Manaia Rescue, were alerted after the canoeist activated a personal locator beacon that was picked up by an aircraft. The Hamilton visitor was crossing the breakers at around 6pm. After clinging to his upturned craft, the helicopter team winched the severely hypothermic patient to safety while the Coast Guard vessel was stood down. It was one of five incidents the Tinopai-based coastguard unit has attended since January this year. Three of these were stand-down situations, and the others were breakdowns requiring towing. Meanwhile President, Walter Smith, says more volunteers are wanted. “They must come from within 30 minutes of Tinopai,” he added.

Penguin and pigeon time The continuing on-shore winds around Northland beaches is causing many little blue penguins to seek shelter on the shore because they cannot keep their feathers oiled on the water.

There are some other prerequisites to consider, such as being fit and healthy, over the age of 16, comfortable working with others, and be able to take directive. Rostered shifts may apply, and volunteers are required to sit and pass theory and practical training. Typically, it takes trainees 12-18 months to become

operational. The unit is also looking for a treasurer to work approximately three hours a week producing monthly accounts using their Xero system. “There may be an honorarium with this role,” Mr Smith said. For further information contact 022 101 3127. ¢

‘Behold! The ballast’ u by Ayla Miller

An exhibition showcasing creative works made from Manchurian Rice Grass and other plant fibres will be held at the Muddy Waters Art Gallery from April 14 until May 8. The exhibition title, ‘Behold! The ballast’ refers to the ballast bricks, which were used to weigh down the ships, which travelled between China and the Northern Wairoa during the height of the kauri timber trade. These bricks contained seeds from the grass and were dropped overboard when the ships reached the Northern Wairoa. Zizania Paper Mill, based just south of Te Kopuru, creates handmade paper out of plant fibre from this grass — Zizania latifolia also known as Manchurian Rice Grass — which now grows prolifically along the banks of the Northern Wairoa River. Mill owner and creative force, Christine Rope, contacted a number of artists and asked if they would like to create something involving paper from the mill. “I’m extremely appreciative of the time and effort they’ve put in,”

When they swim through the surf some are attacked by kingfish. While these fish don’t have teeth, their mouth is like course sand paper, they grab the legs or flippers causing nasty grazes. The wounds heal very quickly once out of the water. If you find a penguin on the beach, the best way to help them is placing them in the sand dunes. The penguin will rest for a few days and build up their strength, then they re-oil their feathers and late in the evening or early morning they will go back to the water. Before removing a penguin off the beach try calling us first and if you are going to bring one to the Centre please keep them dry and warm. Please don’t provide them food or water. If you find a dead penguin it is nice to bury them in the soft sand. Remember, a penguin is no match for a dog so please make sure your dog is under your control. We have recently been receiving quite a few baby native pigeons. They have been falling from nests which could be caused by some of the high winds. Any baby pigeon found on the ground will end up dying as the adult pigeons will not stay with them so the chick moves away looking for help. These chicks need our help so bring them in as soon as possible, so we can keep them warm and start feeding them.

papermaker, Pamela Barton. Christine says the exhibition aims to showcase what can be done with the paper and include a local history lesson at the same time. ¢

I went and picked up a two day old native pigeon the other day - the youngest one we have ever had. I have to hand feed it and we take it home each night with us so we can be sure it’s getting food and is kept warm. With a bit of luck I may be able to get one of our older pigeons to adopt it. I have done this in the past and it works very well. The red billed gull (seagull) is totally protected (the same protection as a kiwi) and killing a seagull has a fine of $100k. Last week we had the entire Waipu Primary School visit the Centre It was fun showing them around and letting them see Sparky our kiwi. They well very well behaved and a credit to the school. Maungaturoto and Districts Rotary Club, in conjunction with Te Roroa Learning and Development Trust and the Northland Road Safety Charitable Trust are setting up a programme to assist local learner drivers.

The Driver Mentor Training programme aims to help those on a learner’s licence to gain their restricted licence. “At present only about 20% of drivers attain their restricted licence on their first attempt,” Rotarian, Eileen Parsons said. “Our aim is to improve this substantially.” “Our target group is mainly those who have limited resources, for example, limited family support or limited finances. Clients will be offered 12 one hour lessons and there is no cost to the clients, except a firm commitment to the course.” “Rotary is providing a 2001 Holden Barina for the programme and Garnett’s

Tyre Service Manager, Dean Garnett, will give each student a one hour car maintenance tutorial.” Participants in the programme will receive 12 one hour lessons delivered by a driving mentor. So far, six Rotarians have trained for this role. Part of the course will also be carried out in Whangarei to give the learner drivers the skills to drive safely under city conditions. At the conclusion of the 12 lessons, it is recommended that clients book a one hour session with a driving instructor as well. This will be Moemoea’s third feature film and tells the story of a brutal Maori dictator who takes over Aotearoa after a nuclear war and a warrior arises to lead the people to freedom. In the past Moemoea has written scripts with a low budget in mind, however, this film will require more of a budget for costumes, guns, food to feed the cast and props. “All my movies have been made on small budgets. For me it’s about self-actualisation and being able to create.” Moemoea wrote the script over a year and a half and says all the filming will take place in Dargaville, Omamari, Waipoua and Mahoa.

“Keeping it local is very important to me.” He is also looking for actors of all ethnicities and is utilising his whanau and friends. The script is primarily in English and with waiata and karakia in Maori. All Moemoea’s previous films have been made on a micro-budget. “You get these petitions online all the time, so they are relatively easy to make and everyone has an opinion. I think more attention should be paid to the people of Kaipara and Northland-wide. “You can take everyone’s opinion into account; but give more attention to the people who live in the area and are affected.” Tegel has applied to construct a broiler chicken farm with a capacity to stock up to 1.3 million chickens and employ 32 people on just over 250 hectares of land at Arapohue, 16km south of Dargaville. In its resource

consent application, Tegel stated each of the 32 sheds, housing the birds, would be 20m wide by 130m long and 4.5m high. The proposal attracted a protest from local residents and their supporters, and this prompted a public meeting and consultation, organised by Tegel, to put its case to the community. Submissions then closed on March 7, The Northland Regional Council is yet to appoint commissioners to hear the submissions. Kaipara District Council and NRC will then organise hearings before making a decision on Tegel’s proposal. ¢

Network News Just think - does it look right? Northpower and Top Energy have launched a Northland-wide public safety campaign to encourage people to stop and think when working or playing around electricity assets. The “Just think - Does it look right?” campaign is designed to make people aware of their surroundings when they are near powerlines and be alert to hidden dangers like underground cables and electricity cables in waterways. The campaign is due to serious concerns around the amount of ‘near misses’ around their electricity networks. There have been numerous incidents of people hitting underground cables, making contact with overhead power lines and de-stabilising power poles by digging too close. However both companies believe many more incidents occur each year that are not reported. Northpower Network General Manager Josie Boyd says she wants to prevent anyone being hurt. “The fact is electricity kills. We want people to keep safe and are asking them to stop and assess their surroundings when going about DIY activity, contracting work, farming, forestry and even recreational activities like boating or flying kites,” says Mrs Boyd.

Sounding out for vigilance A smart idea created to give some peace of mind to a friend’s grandmother has spread across Northland, picking up momentum as Kaipara residents cotton on. Kaitaia resident, Matt Hobman, had the inspiration to arm his elderly neighbour with a powerful air horn to alert fellow citizens and the police of any intrusions onto her property. Now the demand for air horns has seen big orders placed with the factory by suppliers Hunting and Fishing. It’s also seen phone calls to the Dargaville branch of the popular sporting goods store. The concept is a simple one. If a person sees anything suspicious, they should give three short sharp blasts on the horn — a device often used to open sporting matches or as a safety aid for boaties. Others can then keep on watch, deploying the now-ubiquitous cameras, which are packed into most modern phones. The idea is that a would-be thief will be deterred by the sudden noise and the knowledge that they have been spotted by an alert community. Of course, the number one consideration would then be to call the police force — who may be able to glean valuable information from multiple witnesses or their photos. Police representatives reinforced the importance of calling 111 in an emergency, and as the first line of defence when a crime is witnessed. However the idea of a proactive neighbourhood watch has fired up the towns of Northland, with enthusiasm for the idea spreading to Kerikeri and Kaikohe, as well as to Dargaville. While local Hunting and Fishing Kaitaia staff have arranged to reduce to price of the air horn kits from $40 to $22 to enable deployment, so too have their colleagues here in Dargaville. The biggest challenge St John has is funding and in addition to government and ACC payments, private donations and bequeaths, an annual fundraising week is held, this year from April 2-8. ¢

“The service receives an average of 120 jobs per month,” says paramedic Steve Wykes. “They assess patients and treat them if appropriate, or transport them to either the local medical centre or Whangarei Hospital, depending on the severity of the injury or the time of night. In some instances monitoring of a patient is necessary and this may also need to done at Whangarei if the local facility is closed,” he says. Ambulance crews attend various events such as agricultural shows, horse events, and triathlons, ready to take immediate action if an emergency arises. The crewmen and women are recognisable even out of uniform, and as such, may be asked to assist a patient while off-duty and this assistance is given without hesitation. When asked about the most rewarding part of the work, Mr Wykes says, “Appreciation from family members for what we do.” The Dargaville station currently has just four permanent paid staff members. The crew are rostered on for two days and two nights on 12 hour shifts, then

When disaster strikes, whether it’s a medical emergency, a natural catastrophe or a road accident, a sports injury or an emergency in the wilderness, some of the first people to swing into action are the volunteers, drivers and paramedics of the Saint John Ambulance Association. In fact, these literal life savers have become such a ubiquitous part of our emergency services, that people often forget that their history predates that of any fire department or police force, and stands independent of our government or armed forces. The Order of St John was granted a royal charter 130 years ago by Queen Victoria, “to prevent and relieve sickness and injury, and to act to enhance the health and well-being of people anywhere in the world”. Such selfless aims have led to the establishment of many branches throughout the world, including our own ambulance service. Ambulance services were established in Britain near coal mines and railways to teach first aid to the work forces of dangerous industries, and to save the lives of those who were injured on the job. New Zealand at the time was also a dangerous place to work. Here in the Kaipara kauri logging was a perilous task, involving sharp saws, volatile steam engines, heavy loads and unpredictable

conditions. Elsewhere our pioneering ancestors were miners, ship builders, sailors and farmers — all professions where disaster could strike suddenly. In April 1885 at a public meeting in St Mary’s Church, Christchurch, Reverend Thomas Flavell and Dr Walter Hacon proposed that the St John Ambulance Association be introduced to the colony. It was a proposition readily received, and soon New Zealand boasted the largest number of St John services outside the British Isles. The uptake of St John services and the flood of volunteers was in some

The original Knights of St John were a chapter founded a mere four years after the battle of Hastings — the invasion of 1066 AD, which forged modern England. In an age when the highest technology was the sword and shield, Christian knights were encouraged to help pilgrims reach the Holy Land of what is now Israel and Palestine. It was a dangerous road, and whole crusades were fought by the zealous westerners against the Islamic rulers of the Middle East in the early 1100s. In this crucible

AMBULANCE SERVICES 130 YEARS of war there were many casualties, and the order of St John established themselves as healers, as well as warriors. Taking their name from the Latin ‘hospes’ meaning a guest, they established the first ‘hospital’ — a place where the sick were guests under medieval law, and hence must be cared for like family — and became known as the Knights Hospitaller. When the forces of the legendary general, Saladin, conquered Jerusalem he drove the Christians out. While others had to pay a ransom for their lives, the people under the care of the Knights of St John were allowed to go free. An alternative version of the same story states that the order themselves paid the ransom for all the sick and wounded after the siege. The Order was re-established on the island of Malta in the Mediterranean, where great advances in medicine came from the medical college of St John — a precursor to the Renaissance. You may even recognise the great fortified hospital itself — it has been recently used as the Red Keep in the television series Game of Thrones. Turkish Sultan Suleiman the Magnificent sent an army of 100,000 men to capture the island, but this force was repelled by only 600 knights — aided by the people of Malta themselves, many of whom felt they owed their lives to the medical care they received free of charge from their rulers. This was the first ever record of state-supported healthcare in the West, and in gratitude

the Maltese rose up to defy the Sultan and send his army into retreat. It took the combined might of Napoleon’s armies to take Malta from the Order, centuries later in the 1700s. And while the French Emperor may have ended the power of the Knights of St John as a political state, their mission was unwavering. Within less than 50 years their continuing evolution has seen them open an eye hospital in Jerusalem, and begin their establishment of ambulance services both throughout Britain and its empire. That included right here in New Zealand, and of course in the Kaipara. Over 130 or more years the technology deployed by the St John Ambulance Service has changed, with huge advances made over the original hand drawn stretchers and horse drawn wagons of yesteryear. When the ambulance service began here the old knights of the crusades would likely have recognised the tools employed for healing, but not today! It won’t be long until the Order can legitimately celebrate 1,000 years in existence — the longest established humanitarian and life-saving mission in secular western culture. As in those ancient times, however, the need for willing and able volunteers who wish to help their community is the greatest necessity for St John. These days those who step up to the challenge of saving lives may not be expected to don chain mail and carry a sword, but their mission is as honourable as that of any knightly defender. ¢

Community education is vital to provide children with the confidence to phone the ambulance service in an emergency situation, and volunteering for St John creates an opportunity for learning new skills and gaining personal satisfaction in assisting others.

Responding to an emergency and preventing injury are two of four modules offered by the ASB St John in Schools programme, where trained educators provide an interactive experience for children. Mr Steve Wykes of the Dargaville station, is also available for presentations to community groups and organisations. There are currently just four trained volunteers available for the local roster, and they are only able to work until midnight, due to daytime employment. “We need volunteers for daytime, and for the midnight-6am times,” Mr Wykes says.

To become a volunteer, people need to be over 18 years of age, have a full drivers licence, and pass a police clearance, they then complete a first aid course before becoming an observer in an ambulance. From there, they complete a second officers’ course in preparation for being recognised as a second crewman. Further training is available for more advanced levels, such as the first responders’ course, through to advanced paramedics. People interested in education programmes or in volunteering, should contact the station 09 439 8444. ¢

Welcome to Mangawhai Getting active at the heads Mangawhai Heads 2 Hub attracted 400 competitors participating in either the 4.5km or 8.5km loop course in this; the second event in the 2018 Sport Northland Run/Walk Series last weekend. Sport Northland events manager, Azelia Parkinson, said numbers were a little lower than the last year but this was a trend they were seeing across the board. “It was great to have our first event this year where the weather was fine. The last couple haven’t had such great weather. We had a band playing and there was a campground atmosphere. It was a great day for all families to come together and get out and get active.” The Hotprintz Mangawhai Run/Walk started and finished at the Mangawhai Heads Holiday Park with participants running or walking approximately 1-2 kilometres, depending on the distance they chose, on the sand along the estuary. Louis Young (Warkworth) took out first place in the 8.5km event in 31m 4s with Adam Gallagher (Auckland) hot on his heels placing second in 31m 43s followed by Tim Goodwin (Whangarei) came placing third with 33m 50s. Then ya got how many million farm animils too. So we got vets wot are snowed unner with possibil patients. Balancing the load with effluent u by Andy Bryenton

It’s a contentious topic, and one which is poorly understood, perhaps, by many of the folks who would like to see a reduction in the amount of dairy effluent produced by our rural sector. A basic grasp of veterinary science should tell any thinking person that one of the natural ‘outcomes’ of the biological process is waste. It’s not so much the fact that our national dairy herd produces effluent, which is the issue — it’s what’s done with it. Tightening restrictions and advances in our understanding of how effluent waste breaks down — coupled with advances in storage and reapplication — have seen farmers make massive strides toward fully sustainable, even disaster-proof effluent solutions in recent decades. It’s a long way from the old standard, and a credit to the professionalism of the rural sector, which is often overlooked. However, as further guidelines dictate an even more stringent approach, managing ways to safely utilise the ‘brown stuff’ as a means of fertilisation become paramount. Simply deploying irrigatorstyle spreaders may no longer be enough, especially as these are constrained by the mathematics of pipe length and pumping power. To get to far-reaching corners of the farm, or to link up with blocks that are non-adjacent to the effluent storage operation, a popular method has been to deploy a slurry tanker. Common overseas, where farms tend to be larger in acreage, these tankers can hold a large volume, which can help in circumstances where temporary preapplication storage and transport may lighten the load on ponds themselves.
