Increased cost, partly due to the Covid pandemic, are proposals the public is being asked to comment on via the Northland Regional Council’s 2022/23 Annual Plan with consultation open until Friday, April 29. While the council’s Long Term Plan (LTP) had signalled a 13.79% rate increase, the figure now proposed is a 13.89% overall increase for the entire region. “For Kaipara and Far North ratepayers, the 2022/23 annual average increase remains at $48 per rating unit,” says NRC chair Penny Smart. A new maritime vessel to replace the council’s almost 20-year-old vessel, the Waikare, was approved via the last LTP. At the end of this month, 150 wild Kaimanawa horses will be gathered in by the Department of Conservation and Ministry of Defence. The Kaimanawa Heritage Horses Welfare Society, formed in 2011, is now accepting applications by equine enthusiasts to provide the horses with a home. “If you’re looking for a challenge and a life-changing experience, these horses are versatile, sturdy, sure-footed and intelligent,” says KHH committee member Dot Wreaks. “They are awesome horses that are very loyal, once you have earned their trust. “The annual muster of the Kaimanawa Ranges will be happening at the end of April with the need to find homes for 150 Kaimanawa Horses. Kaimanawa Heritage Horses can assist with any questions
or concerns you may have — there is a team of people to help you with your journey. “If you are unable to take a horse directly from the muster, we have registered trainers with facilities or if unable to own a horse we have sponsorship options available. “To work with the Kaimanawa is an awesome experience and a journey full of learning.” Applications close on Sunday, April 3. Mayor’s Message Kia ora, Even lower expectations for KDC rates in the 2022-23 Annual Plan year, commencing 1 July, are now firmly on the cards as Council gets closer to its June finalisation of what will be in the Annual Plan. In the last 12 months, the rates prediction has shifted up and down: • LTP June 21 projected rates increase for 22/23 = 7.13% • December 21 briefing indication = 8.76% • December 21 Council decision = 7.57% • March 22 briefing indication = 7.13% with staff soon to complete the financial forecast for current Financial Year to assess starting point and hopefully positive impacts on next Annual Plan (and the general rate) in June 22. Since December Councillors and I have continued to seek further cost-savings and reductions in the forecast rates increases, noting that there are many staff vacancies at present and costs are different after two years of officers mainly working from home during the Covid Pandemic Response period. But rates affordability remains a priority for us, no matter the season. When it comes to rates increases, it’s not as simple as picking a number and then trying to back-fill what services Council may or may not deliver to fit. Government continues to make new regulations which Councils must comply with, with new costs to be met by ratepayers. A current example is that from July the new water regulator Taumata Arowai will be in place. After July, meeting different standards, for example paying for the addition of chlorine to drinking water supplies, which Government has decided rather than District Health Boards, will be forced onto ratepayers. There’s no way Council can avoid those imposed costs, and
factors like this add up to a forecast 17.74% targeted rate increase for people connected to Kaipara District Council water supplies. Eye-watering, but largely beyond Council’s control. Council is doing everything it can to reduce costs while meeting standards and maintaining service level expectations across the entire Council business, including our excellent teams for Resource Consents and Building Consents plus the District Plan Review people having been crying out for our rapidly growing Kaipara. This is a real balancing act, especially in the current inflationary environment. In the next few months there will hard considerations made for the Annual Plan 22/23 ahead, with decisions in June, and any rates changes will be part of this. Expect further reductions. Some things go down while others go up. On track for completion in the next few weeks are the following key projects: • Kaiwaka Footbridges official opening • Waipoua River Road sealing project completion • Pouto Road Phase One sealing project completion • Northland Regional Council’s completion and opening of the new shared Council building in Dargaville. Last week, it was reported in the Lifestyler the Ministry of the Environment had cautioned councils nationwide about not having a district plan in place as the transition from the Resource Management Act to new legislation proceeds slowly through the central government. The ministry indicated that these RMA changes could ‘span a number of years’ and that ‘poor outcomes’ were likely for districts not equipped with a plan in the interim. The KDC has already invested two years of staff time, and the input of external consultant experts, in developing a draft District Plan. This is almost ready for presentation to the public. As part of the Kaipara District Council’s ongoing District Plan review, the public is being invited to name and nominate trees they consider to be important to the culture and character of the area. Heritage trees are those that have a deep history or significance to Kaipara people. They may have been planted by famous ancestors or have stood for hundreds or even thousands of years. The Dargaville food bank is working double-time to keep up with the pressure of rising living costs, fuel prices and rents, helping a record total of 86 families in February alone. The staff there say that times are hard for many people, with the costs of essentials rising. Thankfully, a team of volunteers and the generosity of Kaipara locals are making a difference and putting food on the table. “We have had so many donations of food, both at BP Dargaville and at the Countdown supermarket, as well as produce harvested from people’s gardens,” says food bank spokesperson Millie. “We have had things like butternut squash, pumpkins and kumara, hearty vegetables that keep well, along with cans, cereals and other very gratefully received goods,” says Millie. Bringing music to Ruawai Local author uncovers shipwreck’s past

Annie and Charles Anson were a pioneering couple who lived in the Ruawai area in the early 1900s, raising a family and using their wits and creativity to help forge a community there. Annie had arrived from York, England, aboard a steamship in 1904, heavily pregnant and five children in tow. She came to reunite with her husband, Charles. He had built a home for them in the swampy lands girding the Northern Wairoa River, where it entered the Kaipara Harbour. In that first week, Charles was pressed into duty as midwife to his sixth child, Nell, and the other children became housekeepers and farm helpers. Four years passed before they could attend a school, and even then, they had to trek through farmers’ paddocks and dare wild pigs and cattle to reach the oneroom schoolhouse. Annie was determined to bring a little of the lighter side of civilisation to this new land. She was an active participant in the picnics, dance-hall evenings, social singalongs and religious meetings that bound together the small band of European settlers in the Raupo-Ruawai area. This yearning for fellowship sparked the imagination of Charles, who was an intelligent man, a veterinarian, windmill builder and inventor. He established a primitive telephone system with wires strung along the fence posts and a simple exchange in his own parlour. Settlers could pick up the

receivers all at once and join in a party line chat. The nightly exchanges became very popular. Charles would play the violin and lead the party line in popular vaudeville tunes, while another settler possessed a gramophone and would operate as an early kind of disc jockey. Tragically, Charles was killed in a traffic accident in 1927, riding a bicycle he had built himself in his shed. Annie lived on to be the matriarch of a large family, and passed in 1954 seeing the introduction of the telephone, radio and electricity networks she and her husband had preceded by many years. ¢

Author Don Armitage has released many nautical themed volumes, and his latest combines Kaipara history with a tale of betrayal, adventure, war, shipwreck and a worldwide manhunt. David Kirkwood was the owner of the trading ship Daring when it ran aground on Muriwai beach, sinking beneath the sands to be preserved for more than a century. Now, as the ship is prepared for public display as one of the most important maritime artefacts ever discovered in New Zealand, local writer Don Armitage has charted the life of her owner. A man who was known as both a genius, adventurer and an audacious fraudster. Cruises resume after pandemic u by Paul Campbell
Kaipara tourism will get a boost for Easter, with the return of harbour cruises by the vessel Kewpie Too after a long absence caused by Covid lockdowns and restriction with hosts, skipper Terry and Gaye Somers looking forward to resuming operations. The return has been welcomed by the Pahi Reserve Society, which oversees the Pahi Beach Holiday Park and camping area. “Tourist income is a big tick for the local balance sheet, and times have been pretty lean ever since the first lockdowns happened,” says society chair Mike Donald. “The cruises will be a shot in the arm that’s very welcome. After all the months of pandemic restrictions starting to be relaxed and the prospect in the months
ahead of seeing some of our Australian and overseas visitors coming back, it makes a big difference to the overall local economy.” The cruises will depart Pahi pontoon on Friday, April 15, Saturday 16th, Sunday 17th, Monday 18th and Tuesday 19th. “Join us on a voyage of discovery exploring the historic inland waterways of the Kaipara Estuary, retracing the old steamer and sailing ship routes through the Arapaoa, Otamatea Rivers to the historic Ranganui Rail Bridge,” says Terry.

This Easter, Kamo Wildlife Sanctuary starts the holidays with a big bang with seventeen big cats, functions and new experiences. “We want to make a bang for Easter with a big family day and an Easter Egg hunt. The cats will have Easter Eggs as well, but they will not be chocolate,” says KWS business owner Janette Vallance. “They are going to be made up of meat and eggs and all sorts of things inside them.” Janette and the team of fully qualified zookeepers and guides are looking forward to celebrating the park’s opening with visitors. “There will be a big function in the Easter Weekend leading into the school holidays to celebrate the fact that we are open because we did a very quiet opening. We didn’t want the cats to be spooked by all the people,” she says. “There will be bouncy castles, face painting and all sorts of things and I’m trying to organise a band and make a big event of this.
“We are going to be doing a ‘try to be a keeper’ with the teenagers, and they can do two half-days with the keeper staff. We don’t cuddle the cats. It is bones, poos, smells and water, and it doesn’t matter if it is raining — it is what we do. “In the school holidays, we are doing our normal tourist thing that is a more hands-on opportunity to get kids to see what working here really is. “We are promoting that we can do celebrations here — birthday parties, corporate functions. We are a unique venue; you won’t get this anywhere else. Janette emphasises that large cats, especially lions, can rest up to 16 hours a day and are not always active during visiting hours or safe to approach at close quarters. “You have to respect them for what they are. They are not nice, friendly and cuddly animals. They are not pets — you

can not think of them like that. You are talking about something that is a couple of hundred kilograms worth of teeth. “I wouldn’t do it if I didn’t have passion. I live and work there every day. It’s not a

Kūmara, the sweet potato of the Kaipara, is a delicious and nutritious solution. This often-underrated vegetable has been a staple of the Kiwi diet, dating back to when Māori first arrived in New Zealand. While we often only think of kūmara’s carbohydrate content when it comes to nutrition, it provides a range of nutrients to support healthy children. Being one of the most carbohydrate rich vegetables, kūmara is an excellent source of energy. They are a high glycaemic index (GI) food meaning energy is released quickly to the body. Two hospitality entrepreneurs in Dargaville credit a new joint venture with saving both their businesses and revitalising their love for their profession. Fi Richards, owner of Te Kauta, and Murat Ozkan, proprietor of Cafe Izmir, have come together under one roof to slash their overheads, increase their menu offerings and share their space. It’s been a learning experience, but one both credit as the salvation of their respective businesses as the era of Covid draws to a long-awaited close. “I’d contemplated having to close,” says Fi. “Then Murat came in for a coffee and made a proposal to share the space. His lease was also coming to an end, and he was looking at having to shut the doors. This idea turned things around.” “Instead of losing two restaurants for the public, we have gained one where we share the premises,” says Murat. He has established a good reputation for his Turkish meals and take-out kebabs but was due to be short of a commercial kitchen. The timeframe of both businesses means an easy dovetailing of itineraries, with Te Kauta getting off to an early start to cater to the breakfast and brunch trade. Cafe Izmir has a late-afternoon and evening following as people pick up takeout kebabs or come in for their evening meal. Collaboration has made the menu and the space culturally diverse as well. Te

together,” says Fi. “Murat is a big help, even outside of his own specialities — he’s great to work with.” “Fi is a good friend and a good boss to her team. I’m learning a lot about business administration, and we can share our ideas about food across two cultures,” says Murat. ¢

This year, some fees reflect a 3.3 percent increase to account for inflation in line with the Consumer Price Index. Some new fees have also been added and some have been removed. Maungaturoto water supply We know some Maungaturoto residents have recently experienced periods of disrupted water supply to their properties. We share your frustrations, especially as these water breaks have often occurred during peak times. These water shutdowns were unplanned so we have not been able to give the community a heads up before they occur, however we send out notifications via the Antenno app, our social media page and other channels as soon as we are made aware of them. There are works we are carrying out to improve the situation and upgrade the systems. Much of our water infrastructure is ageing, increasing the chances of breakage during very dry weather or when pipes are under load. In Maungaturoto, we have funding to replace approximately 1,000m of watermains along Hurndall and View Streets, currently underway at the moment. We plan to eventually replace the Hurndall St line through to Gorge Rd in the coming years as and when funding becomes available. We have recently replaced approximately 3,000m of raw water pipes from the Fonterra factory and moving east towards SH12. We are also carrying out maintenance work repairing and relining the Griffin Road reservoir. This is underway now and planned to be complete by mid-late April. We’re sorry for the inconveniences these failures have caused. We ask that if you experience low pressure or no water at any time you let us know by calling us on 0800 727 059 immediately. Our contractors can then be notified and start working to fix the issue as soon as possible.
